TSC News Today: TSC Approves New Rates for Teachers Allowances, Here Is The New Rate Per Grade: TSC Teachers Allowances per Grade 2022-2023

TSC News Today:  Teachers Allowances per Grade 2022-2023

Following a stakeholder meeting that took place between the Teachers Service Commission (TSC), Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and other education stakeholders like the Kenya Primary Schools Heads Association, teachers working in Taita Taveta and Wundanyi Sub-counties are set to start receiving hardship allowances amongst other benefits.

TSC vice-chair Leila Ali said TSC agreed with the stakeholders to fast-track the process of allocating the allowances and solving the challenges facing the teachers. She Said this during the meeting in Mwatate.

Leila Ali said that the process is now at an advanced stage, and they are hoping that it will soon be finalized. She added that TSC would also look into the issue of teachers’ shortage in the area and the promotion of deserving teachers.

TSC vice-chair further asked all stakeholders to play their part in making learning a success. KUPPET Taita Taveta executive secretary Shedrack Mutungi said that although the area had been neglected and side-lined, the wrong has now been corrected.

‘We have been gunning for this since 2011, and we are over the moon and happy the long-standing wrong has been corrected,’ Mutungi said as he hailed the move by TSC.

He added that only teachers in Voi Sub County and other parts of Mwatate were entitled to hardship allowances of 30% of their basic salaries in the past.

Hardship allowances include acute hardship, deplorable road network, harsh climatic conditions, water scarcity, and rampant human-wildlife conflict.

We are now waiting for the TSC gazette notice to ensure the process is completed soon,’ said Mutungi, who promised to follow up on the issue to fast track.

He revealed that the disparity in allowances had caused a rift between the teaching fraternities and negatively affected education delivery in the area. We have further called for a quarter of the teaching staff to be considered for promotion. We want priority to be given to local teachers,’ he said.

Teachers working in hardship areas get a special allowance called ‘hardship allowance.’ TSC pays extra allowances (hardship allowances) to teachers working in areas classified as hardship

Hardship allowance is therefore paid to compensate for the cost of living for teachers working in areas designated as hardship.

The Teachers working in hardship areas face many challenges, from lack of water and flooding to hostile living conditions characterized by constant spates of attacks.

TSC hardship allowance varies from one group or grade to another, with newly recruited teachers receiving the lowest perk

THIS IS WHY KENYAN TEACHERS SHOULD DATE AND MARRY THEIR COLLEAGUES

In summary

There will be no transfers for teachers with extreme medical conditions.

Teachers who have attained the age of 56 years will also be spared.

Teachers’ unions KNUT and KUPPET have however opposed this announcement.

The TSC CEO Dr Nancy Macharia has made a grand announcement.
She has said that there will be no transfers for all teachers who are married to their colleagues.

She further added that in the process of undertaking delocalization, TSC has got a policy regarding the teacher’s family.

According to this policy, the term family refers to a teacher to teacher marriage.

She revealed the news yesterday when she appeared before the National Assembly’s Committee on Education.

FRESH BATTLEFIELDS
This directive has however sparked emotions from the teachers’ unions.

It is therefore likely to invite trouble and fresh battlegrounds between the TSC and unionists.

KNUT and KUPPET have been on the forefront in the fight against the whole process of delocalization of teachers.

PRESIDENT UHURU’S VIEWS ON DELOCALIZATION
Kenya’s President Uhuru Kenyatta on 19th August had directed the Teachers Service Commission to go slow on the transfer of teachers.

He suggested that these transfers are likely to destabilize the families of Kenyan teachers.

The Teachers Service Commission, however, ignored the president’s views and transferred teachers indiscriminately.

In December 2018, the TSC transferred 3, 094 teachers despite bitter protests.

SPECIAL TEACHERS
Dr Macharia also said that teachers with serious medical conditions and those who have attained the age of 56 years will be spared.

Following a court order stopping the transfer of teachers, it is only the newly recruited teachers who are eligible for transfers from now onwards.

Mr Sossion yesterday made it clear that no teacher family is special.

He further accused the commission of implementing a discriminative policy on what constitutes a family and ignoring the President’s directive last year.

KUPPET’S TAKE
KUPPET’s secretary-general Akello Misori has also joined its sister union KNUT to oppose the TSC policy.

The Teachers Service Commission had introduced the delocalization programme in 2017 and so far 8, 000 teachers have been transferred.

TROUBLED FAMILIES
The delocalization policy has been marred with severe criticism from the teachers affected.

They feel alienated from their families and in some cases, this delocalization has led to divorce and separation.

The greatest challenge posed by the policy is the long distance. Teachers are forced to work very far away from their home counties making it impossible for them to enjoy quality time with their spouses.

The policy was however implemented irrespective of the acute shortage of teachers in Kenya’s public schools.

The commission has also been through murky waters when Kenyan teachers serving the North Eastern Counties fled Mandera, Garissa and Wajir counties due to terror attacks and hostility emanating from locals.

several teachers were shot dead by Al-Shabaab militia on their way home after schools closed.

TUTORS
Dr. Nancy Macharia in 2018- May released new guidelines for tutors.

According to the policy, tutors are expected to serve for at least five years in the counties they get posted to before seeking for transfers to their preferred work stations.

CS MAGOHA’S FINAL SHOCKING REMARKS ON REOPENING OF SCHOOLS,  KCSE & KCPE NATIONAL EXAMS, READ THE FULL STATEMENT BELOW

EXTERNAL LINKS WITH RELATED CONTENT

After he received the covid-19 education committee’s interim report on Friday at the KICD headquarters, CS Magoha threw Kenyans into deeper confusion following his statement on school’ reopening.

Many Kenyans were looking forward to a more specific tentative date for reopening learning institutions in Kenya.

While receiving the report, he declared that the reopening of schools and other learning institutions in Kenya will not be a switch-on-switch-off affair. It will be a cautious, methodical process based on evidence of safety from the Ministry of Health.

SARA RUTO-LED INTERIM COMMITTEE’S FULL REPORT ON SCHOOLS’ REOPENING

The education interim committee presented its findings and recommendations to Education CS Professor Magoha on Friday containing views of various education stakeholders on how best we can reopen schools in Kenya.

The report contains recommendations on the possible mitigation measures that can ensure the safety of learners and teachers in schools once schools reopen.

The Ministry of Education’s next step is to review the report before advising the nation about the term dates and academic calendar.

CS MAGOHA’S FINAL REMARKS ABOUT SCHOOL’S REOPENING

The Ministry wishes to note that the covid 19 situation has become worse at a time when the committee just concluded collecting views from education stakeholders. The infections have hit three-digit figures this week.

Further, the Ministry has projected that coronavirus infections are likely to hit a peak in August-September 2020. The MOE does not take these projections for granted, especially now that more than 350 schools are currently being used as coronavirus quarantine and isolation centers.

The impact of this is that Kenyans should be aware that painful, but necessary decisions will be based on evidence gathered from the Ministry of Education from time to time.

All stakeholders should, therefore, be prepared to face the harsh reality of a likely extended closure of our schools given that the government will never sacrifice the health of our children at the expense of an education that can be offered at a later time when their safety is guaranteed.

Henceforth, the MOE will focus on coming up with strong mitigation measures that will be required in schools once they reopen based on the recommendations of the committee and those provided by the Ministry of Health. As such, the ministry will desist from focusing on school reopening dates and instead give priority to putting solid mitigation measures for the sector ecosystem since the reopening of schools will not be a switch-on-switch-off affair.

Going forward, the ministry wishes to urge parents, guardians, and caregivers to continue guiding their children as they learn from home, including supervising their formal learning through broadcast, online learning currently being aired by the Kenya Institute of Curriculum Development, KICD.”

The CS promised to continue updating the country from time to time on matters education based on the evidence collected by the Ministry of Health.

He also noted that all no rash decisions will be made in as far as schools’ reopening is concerned. All decisions will be made while giving priority to the health and safety of learners, teachers and subordinate staff.

KCSE Results 2023-2024; KNEC Issues Warning Amidst Controversy of KCSE Exam Results

KCSE Results 2023-2024; KNEC Issues Warning Amidst Controversy of KCSE Exam Results

KCSE Results 2023-2024; KNEC Issues Warning Amidst Controversy of KCSE Exam Results

The Kenya National Examination Council (KNEC) has issued a  stern warning to purveyors of fake news, cautioning them against spreading false information concerning the KCSE 2023, January  2024 results.

Amidst the ongoing controversy surrounding the recently released Kenya Certificate of Secondary Education (KCSE) exams, KNEC refuted claims suggesting that it had assessed a student who had passed away before taking the exams.

In response to reports circulated widely on social media, KNEC addressed allegations of grading the deceased student in biology and assigning an ‘X’ for other exams, indicating the student’s absence from those papers.

Kenya National Examination Council’s offices in Nairobi

The exam body categorically labeled the post as false, asserting that the mentioned results did not originate from its official portal.

“This boy reportedly died before KCSE exams began, but somehow he pulled a mama Rosa, resurrected, sat the biology paper, and scored a D-, maybe because he couldn’t revise in the grave because of darkness,” KNEC Stated.

Barely two months ago, the Kenya National Examinations Council released a conflicting report on the recently released KCPE 2023 results.

In a statement to the media Knec indicated that KCPE results were released on Wednesday yet it was 23rd November 2023.

“The Ministry of Education released the 2023 KCPE examination results for 1,406,557 on Wednesday, 23rd November 2023.” A statement from Knec read in part.

The Kenya National Examination Council confirmed to have received complaints from students which it corrected and updated the results accordingly.

“The KNEC Rules of 2015 Legal Notice 131 on the marking of examinations, release of results and certification, Rule 27, provides for candidates/schools to lodge appeals for review of the examination results to the Council in writing within thirty days from the date of release of the examination results.

“In this regard, KNEC received appeals from some affected schools on dissatisfaction on their results as received by candidates/schools through the SMS code 40054.

“It was brought to the attention of KNEC that results for some candidates had misalignment of the marks and grades in Kiswahili as they were at the Kenyan Sign Language.

“There were also cases where the grades in Science and Social Studies & Religious Education were truncated incorrectly and were missing the plus (+) and minus (-) signs as expected.

“The error affected only the SMS results due to configuration issues, as the results in the KNEC portal are accurate. KNEC notified the SMS service provider and the error in the text messages were resolved immediately.” Said Knec.

It continued to say: “KNEC also received queries from candidates with low marks in some of the subjects, mainly in English and Kiswahili. KNEC has reviewed all the appeals and found that there were one hundred and thirty-three (133) candidates affected.

“These cases have all been addressed and results for the affected candidates updated appropriately.”

Knec notes that it has corrected results from the schools which had initiated the complaints on the KCPE results.

“KNEC has studied the KCPE examination results for a school that was widely circulated on social media forums indicating all the candidates in the school attained an identical marks of 75 in Science.

“KNEC has reviewed the results for the school and all the reports that were received from the examination centres and anonymous letters and has not found any indication that the school was involved in examination malpractices.

“Science is a multiple-choice question paper, thus making it possible for the candidates to get identical marks.

“Though this may be assumed to be an examination irregularity, it is not adequate evidence for KNEC to sanction the results for candidates without a supporting report that cheating happened during the administration of examination.”

“Candidates have been advised to visit their schools and collect the official provisional results slips and raise any query for review of their results, if any, within the stipulated 30 days period.”

Reactions:

Gabriel Oguda, a columnist at the standard media group has criticized the Exam bodies over its remarks.

Taking to his X platform formerly twitter, he wrote: “The Kenya National Exams Council has hurriedly released a statement covering their tracks for the incompetence they have shown the country since the KCPE 2023 results were released.

SOME IMPORTANT POINTS TO NOTE.

FIRST – The KCPE 2023 results were released on Thursday and not Wednesday as claimed here. If the people who released the results don’t even know when they did it, how are we supposed to trust the source of the results themselves?

READ ALSO Arsenal Vs Brighton: Arsenal back to top after the win.

SECOND – The Exams body admits that the SMS Service Provider picked results from a source not related to the KNEC portal. This is a grave revelation that has the potential for a class action suit for parents who spent money on fake results.

THIRD – KNEC admits they awarded wrong results for students who complained, and they’ve since correctly updated the scores.

TRANSLATION: If you feel your child received results they didn’t deserve, please hurry while stocks last.

FOURTH – An entire KCPE class of 50 scoring 75% each in the Science Paper is not cheating according to KNEC. The new term for cheating is COINCIDENCE. You learn a new thing every day.

FIFTH, and most importantly. You wasted your time and money sending SMS to the short code number, when you could just have walked to your school and received the real results that KNEC recognizes.

Thanks for throwing easy money on fake results.

It was nice doing business with you, and see you again when the KCSE 2023 results are announced shortly.”

PROFESSOR MAGOHA WARNS PARENTS AGAINST ANY ATTEMPTS TO COMPROMISE THE ONGOING KCSE EXAMS

NYANZA PARENTS ATTEMPT TO COMPROMISE THE ONGOING KCSE EXAMS

Nyanza region has been on the spotlight for the past few weeks over malicious plans to cheat in the on-going KCSE examinations.

Today, Cabinet Secretary- Education Professor George Magoha said the government had thwarted an attempt by a section of Nyanza parents to jeopardize the on-going national exam.

The parents had contributed money which they were planning to offer as a bribe to KNEC officers to access the exam papers beforehand.

According to CS Magoha, the parents in Kisii, Homabay and Migori had together contributed Kshs 200, 000 which was to be shared out among the police, supervisors and invigilators.

He further added that the Ministry of Education is already aware of the supervisors who were to get paid Kshs 120, 000, Police Kshs 40, 000 and invigilators Kshs 60, 000.

Professor Magoha also warned the candidates against any form of cheating reiterating that anyone who is caught cheating will not receive their KCSE results.

He was speaking when he was overseeing the distribution of KCSE exam papers in Kisumu County.

Breaking News: Government freezes employment for the next three years

Government freezes employment for the next three years; read the full details below

Reports reaching our media team indicate that unemployed Kenyans especially the youth will be forced to tarmack for longer after CS Ukur Yattani announced the government’s plan to freeze employment in the civil service for the next three years.

Consequently, all government agencies have been directed to avoid requesting for money for new expenditure from today henceforth.

The Public service commission, TSC and other affected parties will henceforth tender requests for recurrent expenditure only.

This move by treasury is aimed at reducing the wage bill and keeping it within manageable limits.

This declaration will also affect other sectors which will have to seek approval before executing any new projects.

According to Yattani all new projects will have to be approved by the executive first before money is allocated.

Ongoing projects may also stagnate as treasury tightens the noose on unnecessary expenditure.

This announcement comes at a time when the education sector is facing numerous challenges including lack of enough facilities to ensure the safety of learners once schools reopen.

Besides, the Teachers Service Commission is short of teachers who can comfortably implement the curriculum while maintaining social distance.

Statistics indicate that approximately 30% of the employees in the civil service are aged between 51-60 years.

Many of them will this be exiting service soon. Does this mean that they will not be replaced?

KCPE BREAKING NEWS THIS WEEK: FOUR KCPE CANDIDATES WRITE THE NATIONAL EXAM IN MATERNITY WARDS

Four KCPE candidates have been forced to sit for their national exams at separate hospitals after delivering hours to the onset of the examinations.

The candidates hail from Nakuru, Bomet and Nakuru Counties.

In the first incident, the girl from Oloisailal Primary School in Transmara West sub-county completed her first paper at Lolgorian District Hospital after giving birth yesterday night. She was consequently admitted at the hospital’s maternity ward from where she took her examination.

Confirming the incident, the area County Director of Education Philip Wambua said the candidate was in stable condition since she gave birth naturally.

Mulot Primary School in Narok West was neither spared.

A candidate was rushed to the nearest Longisa District Hospital located in Bomet County after going into labour on Friday.

She gave birth last night through caesarian section. The girl sat for the paper after education officials confirmed that she was stable.

In Nakuru County, a similar scenario was experienced at Emitik Primary School in Kuresoi South after a candidate was obliged to write her KCPE at Olenguruone Hospital. She gave birth to a bubbly baby girl.

KNEC Supervisors have since been directed to supply all examination papers at Olenguruone Hospital.

TSC News Today 2022: No Provision For Teachers Pay increase In 2022 Budget Policy Statement For Education.

No pay rise for TSC Teachers in 2022, Says TSC Boss

An examination of the 2022 Budget Policy Statement (BPS) for the education sector reveals no provision for a pay increase for teachers.

According to the report, which was presented to the National Assembly’s Committee on Education and Research by the Parliamentary Budget Office, the Teachers Service Commission (TSC) intends to use its increased allocation of Sh15 billion to employ 13,000 secondary school teachers and 9,000 interns to deal with exits and the expected increase in enrolment when the junior secondary is implemented in January 2023.

This is bad news for teachers who were hoping for a new collective bargaining agreement (CBA) from their employer. When TSC CEO Nancy Macharia appeared before a parliamentary committee last week to discuss their budget proposals, the issue of renegotiating the CBA was not raised.

She informed MPs that allocations for other critical areas such as teacher promotion through competitive selection, the roll-out of a national biometric enrolment and validation system, and gratuity payments to 3,358 contract tutors in northern Kenya had not been factored in.

“The commission would appreciate [Parliament’s help] for these areas to receive some allocation,” she said.

This comes at a time when the Kenya National Union of Teachers (KNUT) and the Kenya Union of Post Primary Education Teachers (KUPPET) have engaged their employer in life-or-death negotiations to avoid a strike that could disrupt national exams next month.

Teachers Updates understands that Kuppet’s National Executive Committee (NEC) met in Nairobi yesterday. Knut also intends to renegotiate its CBA in order to include monetary benefits. They are requesting a pay increase of between 15% and 20%.

Kuppet on its part is demanding that the lowest-paid teacher’s basic monthly salary be increased from Sh34,955 to Sh59,425 and the highest-paid teacher’s salary increase from Sh118,242 to Sh153,715.

It also wants to raise the commuter allowance for lower cadre teachers from Sh5,000 to Sh8,500, and for higher paid tutors from Sh16,000 to Sh20,000.

TEACHERS, DEPENDENTS TO ENJOY FREE TREATMENT FOR COVID-19,  TSC CONFIRMS

TEACHERS, DEPENDENTS TO ENJOY FREE TREATMENT FOR COVID-19,  TSC CONFIRMS

Over 320, 000 TSC employed teachers in primary and secondary schools in Kenya will now receive treatment for the novel coronavirus after TSC signed a pact with AON medical scheme.

Speaking yesterday, TSC Boss Dr. Nancy Macharia confirmed this, saying that teachers employed by the commission and their dependents are free to walk to any health facility and seek treatment for Covid-19.

“In line with this, Minet-Kenya led consortium in conjunction with TSC has been and will continue to support government’s efforts to combat Covid-19 by ensuring that any scheme member diagnosed with  covid-19 and exhibits the symptoms is able to access medical treatment at the designated scheme medical facilities,” said Dr. Macharia, TSC CEO.

This is sweet music to the ears of many tutors who were paranoid about being recalled to work at a time when virus cases are soaring.

Teachers will, therefore, count themselves lucky especially now that many insurance companies have abandoned their clients by refusing hospital bills accrued after seeking treatment for the virus.

Besides this, TSC Boss said that there are other measures that have been put in place to shield teachers and their dependents from the risk of contracting the virus.

REPORTING COVID-19 CASES, TEACHERS’ USSD CODE

For instance, the commission has introduced a USSD code to enable teachers to easily report covid-19 cases that is *202*7. Teachers and their dependents can also access mental health and psychological support by calling the tele-counseling toll-free line O800720029.

Other measures include delivering drugs to registered chronic patients, distribution of hand sanitizers to members, and utilizing One Time Pin, OTP identification to reduce physical contact when accessing treating.

Teachers enjoy medical care by  AON Minet Insurance which costs their employer billions every year. Last year, TSC spent Sh 9 billion to pay for teachers’ medical cover.

Inpatient medical cover was raised to Sh 750, 000 for teachers in the lowest cadre that is B5 while those in the highest cadre, Grade D4 get a maximum of 2.5million.

Currently, over 1, 006, 673 beneficiaries benefit from the TSC AON medical scheme. Out of these, 313, 333 are principal members, 178, 272 are listed as spouses while 515, 068 are children.

The teachers can also get treated within confines Uganda, Rwanda, and Tanzania.

(Kenya) Coronavirus Defiance? Shock as angry residents of Langas, Eldoret took to the streets to protest against the coronavirus curfew on Sunday, March 29, 2020
“Heri Kufa Corona, Kuliko Kufa Njaa!?”

Angry residents of Langas, in Eldoret town, have taken many Kenyans by surprise after they decided to storm the streets to protest against the Coronavirus curfew in Kenya.

The major grievance that the residents wanted the Kenyan Government to address was hunger.

This is completely ironic given the timing of the coronavirus curfew defiance. The protest just came approximately one hour after CS Health Mutahi Kagwe appealed to all Kenyans to embrace the curfew given that it is aimed at protecting them and their loved ones from the novel COVID-19 virus.

The CS appealed to Kenyans to view the coronavirus pandemic as a social responsibility rather than as a burden that should be borne by the Kenyan Government.

They claimed that the Government had overlooked the needs of ordinary citizens, especially those working in the informal sector by enforcing the coronavirus curfew which allegedly “deprived them of food.”

Speaking on Citizen News Live, the residents said that the curfew is “too much” for them since most of them survive from hand to mouth.

According to the residents, the majority of them earn up to Kshs 300 a day an amount which they cannot be guaranteed given the coronavirus curfew situation in Kenya.

“Heri kufa Corona, kuliko kufa njaa!?”

This is the slogan chanted by some of the protesters who from the live coverage seemed to completely disregard the directives given by President Uhuru Kenyatta and the CS Health Mutahi Kagwe on how to contain the spread of Coronavirus pandemic in Kenya.

The protesters for instance did not observe a simple directive, curfew since they stormed the streets at 7.00 p.m.

Secondly, they failed to observe the directive on social distancing as some of them carried each other on their backs.
