MOE CIRCULAR ON REOPENING OF HIGHER LEARNING INSTITUTIONS; EDUCATION MINISTRY RELEASES CIRCULAR ON REOPENING OF UNIVERSITIES

MOE CIRCULAR ON REOPENING OF HIGHER LEARNING INSTITUTIONS; EDUCATION MINISTRY RELEASES CIRCULAR ON REOPENING OF UNIVERSITIES

The Ministry of Education has released new guidelines that will govern the reopening of universities following sudden closure in March.

According to the latest circular by the PS for State Department for University Education Ambassador Simon Nabukwesi dated June 17, 2020 all universities should resume learning in September 2020 if the rate of infections would have gone down.

“The Ministry of education in collaboration with other government agencies is working on the modalities of reopening all institutions of learning. Modeling projections by the ministry of health on when the peak of infections is projected to be in August/ September, and therefore, it is expected that fewer cases will be reported after September 2020,” reads part of the Circular

REOPENING GUIDELINES

The PS has also directed universities to come up with extensive plans that include stringent measures to curb the spread of Covid-19 once the learning institutions reopen.

The new guidelines now direct all universities to ensure the provision of clean running water, soap, and hand sanitizers for students always.

Besides, the universities should ensure social distancing and all students must be compelled to put on face masks.

All lecturers and non-teaching staff must also wear masks always.

“Universities will ensure that all learners, lecturers, and non-teaching staff have masks. The institutions can provide these at a subsidized rate to students and staff,” he said.

Traveling Guidelines

Students and staff who may not be able to travel to their various institutions will be given the necessary support including the augmentation of face to face learning with e-learning for students.

“Universities should ensure that contingency plans are provided for those students who might need assistance to get back to their institutions,” says Nabukwesi.

ISOLATION CENTRES

Following the directive to reopen universities, institutions currently being used as isolation centers should be fumigated before learning resumes.

“institutions whose facilities are still currently being used for isolation, quarantine and treatment centers should liaise with the ministry of health to cease any further admissions and transfer patients to other Ministry of Health facilities,” wrote the PS.

FIRST YEAR STUDENTS

According to the circular, all universities must come up with a program that will accommodate both first-year and continuing students.

This comes as the CS education professor George Magoha is traversing counties in the Western region to assess schools’ level of preparedness ahead of the September 2020 reopening date.

10,000 out of the 35,550 vacancies advertised by the Teachers Service Commission are to be filled by January 2023 on permanent and pensionable terms whereas 25,550 posts will be filled on internship terms.

The advert which is already open to the public has invited all qualified and duly registered unemployed teachers to tender their application once the website dubbed TSC recruitment portal is activated to receive applications.

Unlike in previous years where the Commission received manual applications and teachers were obliged to traverse counties in order to drop their application letters, all TSC recruitment applications will be done online.

Moreover, up to July 2022, online TSC recruitment application limited a teacher to only three schools in each category.

The ongoing December 2022-January 2023 TSC mass recruitment is seeking to increase the number of application per each category to five. This therefore means that teachers can apply for a total of 10 schools, five on internship and five on permanent and pensionable terms.

If the old criteria is applied the two categories-internship and permanent and pensionable will have a teacher apply for a maximum of six schools.

If the new development is adopted then a single teacher will apply ten schools in the two open categories I.e the intern and permanent and pensionable.

Besides, applicants will be open to apply for vacancies all over the country and not limited to one’s own county.

Interviews for post primary and junior secondary categories shall be conducted by January 2023 before schools reopen. Specific TSC interview dates and venues to be communicated later by the specific sub county timelines.

TSC now issues new guidelines to teachers on the implementation of TPAD for 2020 term 2 and 3; Read the full details below- Latest TSC TPAD guidelines

The Teachers Service Commission (TSC) recently issued a memo on the fresh guidelines directing how the Teacher Performance Appraisal and Development (TPAD 2) for the 2020 term 2 and 3 should be carried out.

The latest memo issued by the Commission, shows that the TPAD system will be opened for term 3 for grade 4, class 8 and form 4 teachers and term 2 for teachers of  grade 1,2,3, class 5,6,7 and form 1, 2 and 3 will be opened from 11th January 2021 to 26th March 2021.

TSC has at the same time communicated about the closure of TPAD 2 portal which has opened for term 2 2020 on 12th October 2020 and closed on 31st December.

This was after schools were opened and all teachers required to report to their work stations vide Circular No. 12/2020.

ACTIVITIES TO BE EXECUTED IN THE NEW TPAD 2 FOR TERM 2 AND 3
To comply fully with the TPAD filing requirements, the Commission directs the field officers as follows:

All teachers create appraisal depending on the classes they teach i.e. Teachers teaching grade 4, class 8 and form 4 should create appraisal for term 3 whereas the teachers teaching the other classes should create for term 2. This only applies for primary and secondary schools.

Submit a list of schools missing from the TPAD system in your respective Counties.

Generate appraisal reports from the TPAD online system. Where there are discrepancies of the total number of appraisals exceeding the total number of teachers, establish the root cause and take necessary action.

TSC notes that teachers are not getting adequate support from the field officers.

It has also come to the attention of the Commission that teachers are not getting adequate support in navigating the TPAD online system from field officers.

This is due to the several enquiries being raised through different communication channels of the Commission.

This has been noted even after County Directors, County ICT officers and other field officers

Graduate police officers are an agonised lot following  a raid on their November Payslips that escalated their woes further ushering in an era of hard economic times .

Unplanned for Salary Deductions

Over one thousand police officers have cried foul of forceful deductions that they never expected. The unlucky officers have lost thousands of shillings.

Yesterday, reports went viral and have since been doing rounds in the local dailies about the deductions of the police officers’ pay.

However, the deductions targeted the police graduate constables who have been earning salaries equal to police inspectors. The affected officers have since threatened to seek legal redress- to go to court to block the deductions.

“We have had the loans on the salaries and reducing the same without a warning is killing us” one of the officers clamed are reported by Star Digital. The officers claimed that some of them lost over ksh 30,000 in the new deductions.

The salary pay slips for some of the affected Junior officers have now emerged.Unfortunately, some officers have had to remain with less than Ksh 1000 in their slips after the deductions.Others have got over 40,000 getting recovered leaving them with less than Ksh 200.Below are some of the slips as allegedly obtained by Dennis Itumbi:

TSC: No Salary Rise for teachers in the offing as government turns down the July 1st pay rise proposal for Teachers and Civil Servants; Full details below

TSC Salaries 2021-2022: No Salary Rise for teachers in the offing as government turns down the July 1 pay rise proposal for Teachers and Civil Servants; Full details below

TSC: No Salary Rise for teachers in the offing any time soon as government turns down the July 1 pay rise proposal for Teachers and Civil Servants; Full details below

Latest news on TSC Teachers Salaries 2021-2022: Gloom has engulfed Kenya’s underpaid civil servants specifically classroom teachers who now feel demoralised, “used and  trashed” after the government turned down an offer presented by the Teachers’ employer, TSC to the Salaries and Remuneration Commission, SRC to facilitate a smooth roll-out of the July 1, 2021 salary increment.

Teachers to wait longer for any pay rise as government decries  major cash crunches, July salary rise thus declared impossible

This therefore means that teachers will have to wait longer for any kind of salary increment.

Teachers and other civil servants had tabled a pay rise proposal worth Sh 68 billion but owing to the ballooning wage bill in the country, they will have to shelve any prospects for now.

The government apparently seems to be experiencing a major cash crunch especially now that almost every sector in Kenya seems to be limping.

SRC’s Job Evaluation 2021

In 2021, the Salaries and Remuneration Commission, SRC conducted another job evaluation with an aim of determining the true worth of classroom teachers.

The outcome of that exercise did acknowledge that classroom teachers have been forfeited and denied their rightful dues since 2017 when the current 2017-2021 CBA was implemented.

In this year’s job evaluation, SRC captured the pertinent roles played by classroom teachers as it cast the net wider.

Over 30  roles ascribed to classroom teachers were captured. This truly demonstrated that the request for the July 2021 pay rise especially for classroom teachers who have for a long time pocketted a mere pittance is anchored on objective and verifiable evidence.

So denying the classroom teachers who are the engine of this country’s teaching fraternity will leave many disillusioned and retired.

Huge TSC salary gaps

The government’s decision to put off CBA talks for a possible pay rise for teachers and other civil servants might be understood given the biting effects of the ongoing covid-19 pandemic.

What teachers cannot however fathom and go to bed with is the idea that there are still glaring Salary gaps between classroom teachers and school administrators who are currently earning higher salary perks in the current CBA 2017-2021.

Although regular teachers constitute the larger pool of teachers’ unions especially the toothless Kuppet, their so-called “civil rights activist” Kuppet will fail and frustrate them if it will not make things right this year.

Note that classroom teachers received the lowest perks in the 2017-2021 since SRC overlooked their pertinent roles.

Their worth was therefore not correctly captured resulting in low salaries.

On the contrary, school administrators were awarded higher salaries. The wide gap between the two Cadres has been a thorn the flesh whenever the subject of teachers’ salaries is broached.

TSC Allowances slashed and capped

To tame the ever ballooning wage bill, the Salaries and Remuneration Commission, SRC has also capped allowances for civil employees after realizing that some civil servants enjoy allowances that exceed 40 per cent of their basic salary.

In the next six months, SRC will slash allowances that exceed the limit.

Also note that all new civil employees will have their allowances capped at 40%.

Furthermore, teachers posted in hardship areas will also have to bite the bullet after the government was advised to scrap some of areas which have now undergone development hence are no longer inaccessible.

It is in the public domain that parliament has been ordered to scrap off some areas initially listed as hardship areas for teachers and other civil servants on grounds that the areas are no longer hardship having developed over the years.

This is after the World Bank noted that some of these areas are now easily accessible for they are dotted by all-weather roads. Besides, some of the hardship areas now have adequate water, electricity, security, and food hence providing a conducive working environment for government-employed workers.

TSC Teachers Pay Back as they Reap Big By Having their Own in Parliament

The 2023 Kenya Certificate of Secondary Education (KCSE) examiners who marked the already released KCSE 2022 examinations have now demanded payment of their dues in two weeks.

This follows the delayed release of the examiners pay in spite of the fact that they honoured their part of the bargain and worked under immeasurable pressure to ensure the exam results are released in January 2023 as scheduled.

KUPPET Demands for the release of over 50,000 KCSE Examiners’ Pay

According to Kenya Union of Post Primary Education Teachers (Kuppet) national chairman Omboko Milemba, the more than 50,000 examiners are yet to receive their stipends two months down the line.

This is not the first time Knec is delaying to release examiners’ pay. Previously, the education cabinet secretary the late Professor George Magoha was forced to appear before parliament to expound and shed light on why the Council was yet to pay the KCSE markers.

Consequently, Kenyan teachers who are already demoralized are feeling misused and abused by the Council owing to the deplorable  conditions they are obliged to work under for the two-week marking period.

Mikemba said the Kenya National Examinations Council (KNEC) should pay the dues by the end of this month failure to which they will storm the council’s office.

“The examiners are yet to receive their dues. This is despite the huge sacrifices the examiners made to serve their country in this critical assignment. The assignment came after a heavily-packed school year in which teachers hardly took a break from work,” said Milemba in a statement yesterday.

“We have given the examination council two weeks to settle the bills or face the teachers’ wrath. If the bills are not settled by the end of March, Kuppet will mobilise the examiners to occupy the KNEC head office,” he added.

Milemba said that poor conditions have remained unaddressed for so long that examination marking has become a challenge for some of the country’s best teachers.

He also stated that the examiners often are pushed to employ different methods of protest before their grievances are addressed.

“Fair labour practices demand that workers who render their services should be paid commensurate with the work done and on time. The teachers performed their part of the agreement successfully, yet all they get in return is neglect,” he noted.

Examiners who have children in school, he regretted, are struggling to pay fees during these hard economic times, yet the Kenya National Examination Council (KNEC) owes them money that would alleviate their suffering.

“The work itself is characterised by poor conditions including long hours, poor accommodation in students’ dormitories, poor diets and, above all, low pay,” he stated.

He said the KNEC dues are part of a ballooning ‘pending bills’ the government owes teachers for work done in ‘acting positions’ at all levels of responsibility, adding that teachers have provided the largest service to the government which remains unqualified pending bills.

“Given that teachers’ salaries are also low, having not been reviewed for three years, while others face acute stagnation in the same job group, the examiners have suffered enough and will not stomach any further delay of the payments from KNEC,” he said.

The 2020 form one selection exercise has just been concluded today.

This is good news to the more than one million 2019 KCPE candidates who sat for this year’s national exams since they will know their destination-Secondary schools come January 2020.

2020 FORM ONE SELECTION TO NATIONAL SCHOOLS

According to the Ministry of Education, the number of students who will be admitted to national schools will rise next year.

According to The Standard Digital, the Ministry of Education will be obliged to raise the number of students joining national schools due to Kenya’s new education policy-100% transition

Last year, national schools admitted 29, 000 students but due to the higher number of KCPE candidates this year, the Education CS Professor George Magoha will be forced to increase the admission to these schools.

2020 FORM ONE SELECTION TO NATIONAL SCHOOLS CRITERIA AND STATISTICS

Unlike the previous admission-29, 000 students, the Ministry of Education is expected to create more than 30, 000 slots to accommodate more 2019 KCPE candidates in National schools.

Given that only 9, 770 KCPE 2019 candidates attained the pass mark (400 marks) and above, national schools will be forced to lower their entry grade.

100% TRANSITION POLICY ENIGMA

The 100% Transition is a government policy aimed at ensuring that all KCPE Candidates successfully transit to secondary school whether they are academically gifted or not.

Initially, some of the KCPE candidates who attained extremely low marks were forced to join vocational training institutions (TVET) institutions since they missed out on slots to join secondary school.

Some principals are however strongly opposed to the idea of implementing the 100% transition policy citing the rise of indiscipline cases in secondary schools.

Besides, some of these students were reluctant about joining secondary schools but have been pushed to the edge by the government.

2020 FORM ONE NATIONAL SCHOOLS’ SELECTION CRITERIA

HERE IS THE 2020 FORM ONE SELECTION SYSTEM FOR NATIONAL SCHOOLS

National schools are ranked the highest in Kenya.

This is because they are well equipped with learning resources that facilitate smooth learning.

Unlike County, extra-county and sub-county secondary schools, national schools are few hence paving the way for a stiff competition for KCPE candidates wishing to join them.

Selection is usually done online through the Ministry of Education.

After the release of this year’s KCPE exam results, parents, guardians or candidates will be expected to log into the Ministry of Education’s website and download their form one admission letters.

DISTRIBUTION OF TSC RECRUITMENT POSTS IN SECONDARY SCHOOLS

To the dismay of most aspiring secondary school graduate teachers, the Teachers Service Commission advertised extremely limited teaching vacancies in secondary schools to be filled in December, 2024. If this year’s recruitment trend is anything to go by, then we can simply conclude that the demand for high school teachers is set to reduce, leaving graduate teachers with only one fall back plan- instructing learning in junior secondary schools.

Here is the list of available teaching vacancies targeting secondary school teachers in Kiambu county, per sub-county:
