Education News: fate of KPSEA Grade Six Candidates ahead of CBC review as confusion reigns Supreme

Education News: fate of Grade Six KPSEA Candidates ahead of CBC review as confusion reigns Supreme

KCPE Results 2021/2022

Will KPSEA candidates transit to  secondary schools in January 2023?

The mindboggling question lingering in every Kenyan’s mind is whether grade six CBC learners who are currently undertaking their KPSEA 2022 national examinations will transit to secondary schools to continue their junior secondary school studies or remain in their primary schools.

The latest Education News Today indictate that the newly appointed Cabinet Secretary in charge of Education Ezekiel Machogu has pleaded with Kenyan parents who are obviously growing out of patience given the financial demands that are laced with secondary school admission to give the ministry and other stakeholders ample time to address their concerns over the fate of Grade Six pupils ahead of the review of the Competency-Based Curriculum (CBC).

Speaking in Mombasa on Monday, CS Machogu confirmed that the Working Party on Education Reforms would table findings and recommendations in due time.

He further explained that the Ministry would make a final decision based on the findings before the start of the 2023 academic year.

“It will not be too late because that announcement will be coming in the first week of December.

“Soon enough, we are going to know where the young ones will be domiciled whether in primary or secondary schools,” Machogu explained.

Among the concerns raised by parents was the decision to have Grade Six pupils be admitted to schools within their localities as day scholars.

During the nationwide public participation process, caregivers protested the admission of pupils to secondary schools arguing that some of them were too young to be in high school.

Another issue brought up was how the government was going to select and place students across the several categories of schools: national, county and extra-counties.

Notably, some of the parents wanted CBC to be done away with entirely, citing high costs and inadequate infrastructure in schools.

Meanwhile, the working party on reforms recommended that students proceed to Standard Seven in the same schools but have different uniforms from the rest of the pupils.

The CS further assured Kenyans that there will be no cases of cheating in both KPSEA 2022 and KCPE 2022 national examinations.

“We have been able to put necessary measures in place and I can assure you there will be no cheating. This time round we have personal accountability at individual level from centre manager to Invigilators,” he said.

In other Knec News, chief executive officer David Njengere has clarified why Grade 6 learners did not write Insha and Composition.

Unlike KCPE, Grade 6 learners will write five assessment papers, which do not include Insha and Composition.

Njengere said KPSEA which only contributes to 40 per cent of the total grading has already catered to the creative needs of the learners.

“In KCPE learners are assessed once after 8 years, but right from Grade 4 learners are tested in both Insha and Composition,” Njengere said.

Some parents had raised concerns saying the two subjects would have tested learners’ creativity.

Njengere said progressive assessment in CBC helps in improving competencies.

“So KPSEA is actually providing the learner with more opportunities to write and boost creativity for both languages,” he said.

TSC to Invite Top Five Applicants Only for 2023 Recruitment Interviews. Check Dates and Venues Below

TSC to Invite Top Five Applicants Only for 2023 Recruitment Interviews. Check the Dates and Venues Below

TSC News Today: Only the top five applicants will get formal invitations to attend the 2023 TSC recruitment interviews in January.

The top five applicants per subject combination and pchool will fill the 35,550  advertised TSC recruitment vacancies and will be posted to primary, junior secondary schools ,and secondary schools by January 23, 2023 ,the official school reopening date. Here is the TSC recruitment roadmap for January 2023.

The TSC interview dates for January 2023 TSC recruitment have been set for Thursday ,January 5, 2023 ,and Wednesday January 11, 2023.

The Teachers Service Commission (TSC) has disclosed that they will give preference to teachers who have been jobless for the longest duration of time since graduating in the ongoing recruiting exercise.

Interns at secondary schools will automatically be hired to teach in junior secondary schools in the new academic year starting on January 23.

“Teachers who graduated in 2010 or earlier and are currently unemployed will automatically receive a score of 60%, according to TSC.” For their “length of stay since qualifying as a teacher,” individuals who graduated this year and last year will receive a score of 5%. These guidelines will apply to teachers who will be assigned to both primary and secondary schools.

The number of candidates who will be invited for interviews during the employment exercise is another topic of discussion that is made evident in the score sheet. The score sheet has now given the county selection panel authority to limit invitations of candidates to the top five applicants on the merit list for the mass recruiting of 2023. This will prevent the unnecessary crowd that is typically present during recruitment exercises.

The panel will invite the next five best candidates for interviews, which will then be rescheduled, if none of the top five applicants match the requirements.

This complies with the recruitment criteria established by the Commission for teachers, which will be followed as the Commission hires 35,000 teachers.

Academic performance will also be taken into consideration, with those who obtained a first-class honors degree getting 35%, second-class teachers garnering 30%, and those who received a pass acquiring 25% for a degree course. An individual receives 30% for a distinction, 25% for a credit, and 20% for a pass for diploma holders.

Additionally, communication skills will count for up to 5% of the final mark.

To obtain the extra 5 marks and gain an advantage over the other applicants, you must do the following:

(a) Communication Skills

To begin, you must answer all required questions while avoiding the use of slang language. Always remember to be real.
Present your views clearly, be heard, and do not close your eyes while doing so.

(b) Bring the following documents with you to your interview:

  • A participation certificate if you participated in co-curricular activities while teaching.
  • Examination results for students during the last three years
  • Evidence of special talent, such as a Certificate of Leadership if you served elsewhere and were recognized for your abilities It is also a good idea to discuss the specifics of your leaving certificate, especially if it provides any additional information to the aforementioned.

The Commission also issued a clarification that applicants who trained in subjects that are now part of the secondary school curriculum are not eligible for recruitment even if they have a postgraduate certificate in education.

Teachers who graduated with the following degree will not qualify:

Bachelor f Science or Bachelor of Arts Degree in Natural Resources,

  • Horticulture,
  • Fisheries,
  • Meteorology,
  • Farm Machinery,
  • Anthropology,
  • Forestry,
  • Sociology,
  • Biotechnology,
  • Animal Husbandry,
  • Journalism,
  • Theology or Divinity.

The Teachers Service Commission (TSC) has also warned politicians that they have no role in the process of recruitment. This is following fears that politicians may try to interfere with the process of recruitment to favour their preferred areas or individuals.

It has been revealed that some Members of Parliament have been mobilizing unemployed teachers from their respective regions and collecting their information, including copies of their academic credentials.

In a separate incident in Kiambu County’s Gatongora area, George Oduor Ouma was also fatally injured on Wednesday night, in a fight between him and a female 17-yr-old neighbour.

Ruiru-based detectives who rushed to the scene learnt that the deceased, aged 28, a tenant at Utugi estate had knocked at the girl’s house, requesting to be guided on how to top up airtime in his Telkom line. He had found her in company of another lady, both preparing supper after closing their grocery shop.

Having been assisted, the suspect-who appeared tipsy-would not leave for his house, prompting the 17-yr-old to push him out while trying to lock the door behind him.

Vexed by the unceremonious riddance, Oduor had grabbed the girl by her neck, pushing her into a corner. As the melee ruptured into a serious scuffle, the startled friend shot out calling for help from the landlord, after her efforts to separate them bore nil.

Meanwhile, the overpowered girl got hold of a knife that lay by her groceries stock, with which she stabbed her opponent through his intestines, killing him. She has since been arrested and undergoing legal procedures, as detectives further investigate the matter.

The Teachers Service Commission, TSC has finally paid teachers their dues. Having paid attention to the Government’s directive about the 5% tax relief, teachers employed by the Commission will be smiling all the way to the bank this month following the increased pay for April 2020.

In the new tax relief era, employees earning less than Kshs 28, 000 have gotten 100% tax relief while those earning more than Kshs 28, 000 will enjoy PAYE tax reduction from 30% to 25 %.

With the IEBC busy clearing candidates for various elective positions ahead of the 9th August general election, quite a number of candidates have found themselves in trouble with their academic qualifications. So much has been unearthed leaving some candidates with bad eggs on their faces. The latest trending case has been around the Nairobi Gubernatorial seat aspirant, Mr. Sakaja Johnson whose alleged degree acquisition has been revoked by a university from Uganda( Teams University)

Prof. George Magoha, the Cabinet Secretary for Education has been compelled to weigh in on this issue over the ongoing controversy around the academic qualifications of candidates seeking various elective positions in the fast approaching 9th August national Elections.

The good professor while speaking at the inauguration of new CBC Classrooms at Pangani Girls, Nairobi, said that it was illogical for aspirants to continue attempting to prove their educational credentials despite knowing they were ineligible!

He advised aspiring politicians seeking to be elected to stop emphasizing the acquisition of university degrees to gain credibility.

This is what he had to say, ” I, Magoha, son of Magoha, will not fight to say I am not what I am not, and am not targeting anybody. It is very shameful that people who want to be our leaders, and they are many of them, are fighting to prove that”

” If you ask me who my classmates were 47 years ago, I will give you a battery of them. They are all over the world”, Magoha continued.

Speaking of the University of Nairobi, Where he served as the Vice-Chancellor, the Prof stated that contrary to how politicians make the process onerous, it is very easy to clarify the educational credentials of an individual. He continued to observe that the majority of higher education institutions have digitized systems and can easily identify an alumnus!

” I want to urge our politicians and more so the parliamentarians to stop destroying our Universities. Our Universities need to be regimented and especially in the UON…that if you want transcripts of someone who studied there in 1975, you will just touch a button and get the transcripts”, Professor Magoha said.

The Kenyan Constitution spells out the academic qualifications that political aspirants for various elective positions must-have. This has necessitated the IEBC to verify the aspirants’ degrees before clearing them for the elections. Following this verification, some of the aspirants have been barred from competing for the various elective posts.

Tik Tok Dancing Nurse Lukresia Robai; Latest News Today

Tik Tok Dancing Nurse Lukresia Robai; Latest News Today

Tik Tok Dancing Nurse Lukresia Robai; Latest News Today

The era of tik tok has ushered in a whole new world of possibilities and opportunities in Kenya.

The latest social buzz in tik tok now features a KMTC student Lukresia Robai who was adorned and elevated after a dancing video that she shot and shared via tik tok went viral.

In the tik tok video, Lukresia is seen trying to light up the dimmed spirits of a toddler to whom she was administering medicine at the Kitale Level IV hospital by dancing to Baby Shark do do do do, a popular nursery rhyme.

When interviewed by Citizen TV on Tuesday, the nurse said that she decided to put on her dancing shoes and burn up the dance floor to entertain her young patient.

WHO IS LUKRESIA ROBAI?

Lukresia is a second-year student at the Kenya Medical Training College.  Lukresia is an orphan who says her education journey has been a roller coaster, and she has only come this far because of bursaries and sponsorships. She takes her chosen career path very seriously, almost sacred.

The video has garnered over 200,000 likes and thousands of shares, and growth has brought to the forefront the need for holistic care in health.

“As a Nurse, I recognize that the goal of nursing care is to alleviate pain, meaning non-pharmacological therapy is as important as giving medication to achieve this goal”, Robai says. She adds, “I would like to challenge my peers to consider healthcare from all dimensions. The possibilities are limitless so always think outside the box.”

The charming Miss Robai is passionate about serving humanity in her role as a Nurse. “Being a Nurse brings me joy,” she quips. She believes that there is no better way to serve than to use her prowess in dancing with the skills she has acquired at KMTC to spread joy.

Lukresia says she noticed during her ward rounds that the boy admitted with a fractured leg was in low spirits and she instantly put on her dancing shoes and swayed away to ‘’Baby Shark Do Do Do’’ – a popular song with toddlers

“I am passionate about dancing, it is inborn. It feels nice to be part of that society or culture that promotes wonderful things in this life. Especially when I’m giving medications, because hao ni watoto, I go to them with some movement that is able to fascinate them,” Lukresia said.

Lukresia is an orphan who says her education journey has been a roller coaster, and she has only come this far because of bursaries and sponsorships. She takes her chosen career path very seriously, almost sacred.

“It feels nice to be part and parcel of people’s life. When you venture into medicine you are dealing with people’s health, you become a co-creator with God you have to take care of the sick and you have to be very careful because you are dealing with life,” she added.

Trans Nzoia County government has undertaken to pay the remainder of her school fees for the five months she has remained on her course and has assured her that she will be posted in the same hospital where she lovingly dances to her patients., a dream come true for the 22-year-old

TSC EXCLUSIVE NEWS THIS WEEK: TSC AND KUPPET TO CONCLUDE SALARY TALKS (CBA BY 2020) AS KNUT’S POSITION REMAINS UNCLEAR

TSC TO GIVE A COUNTER OFFER TO KUPPET’S SALARY PROPOSALS FOR THE NEXT CBA

The Teachers Service Commission is currently going through teachers’ salary proposals presented by the Kenya Union of Post Primary Education Teachers with the aim of giving a counter-offer.

https://www.nation.co.ke/news/education/TSC-to-conclude-pay-rise-deal-with-Kuppet/2643604-5398460-b4t49w/index.html

According to the TSC Boss Dr Nancy Macharia, this move will ensure that all salary increase negotiations as presented in the next CBA are concluded by 2020.

This, therefore, means that teachers will be able to know their salary increment by the end of 2020.

The Teachers Service Commission has however not given any feedback regarding the Kenya National Union of Teachers (KNUT) new CBA.

According to Dr Nancy Macharia, the Commission is willing to engage with unions as per the legal provisions that regulate the relationship between the TSC and teacher unions. She further added that “the Commission shall engage with social partners who have met the legal threshold for such engagement.”

KUPPET has so far made a milestone in as far as the teachers’ salary talks are concerned given that the TSC recently invited the union for a retreat to discuss the implementation of the next CBA.

In the new 2021-2025 Collective Bargaining Agreement, CBA, KUPPET proposes a 30 to70 per cent salary increase for teachers.

BELOW IS A RECAP ON WHAT WAS DISCUSSED DURING THE 2019 TSC AND KUPPET RETREAT

The Teachers Service Commission, TSC and the Kenya Union of Post Primary Education Teachers Union, KUPPET held rigorous discussions this week regarding the implementation of the new 2021-2025 CBA for teachers.

This took place during the joint retreat between TSC and KUPPET at Salewa Lodges, Naivasha between 29th October to 1st November 2019.

Below is a presser signed by both TSC Boss Dr Nancy Macharia and Mr Akello Misori, KUPPET Secretary-General:

COLLECTIVE BARGAINING AGREEMENT FOR 2021-2025

TSC and KUPPET agreed that some of the factors that should be put into consideration in negotiating the next CBA.

These include:

1. The cost of living adjustments

2. Affordability

3. Sustainability

4. Comparability

5. Government fiscal policies and guidelines

6. Teacher performance and productivity

7. The implication of the new Competency-Based Curriculum, CBC, and its impact on the job of the teacher.

The two parties also agreed on a comprehensive framework for 2021-2025 CBA negotiations and the procedures that should be followed.

OTHER ISSUES

TSC and KUPPET also discussed other issues such as:

1. The need for TSC to fast-track the issuance of promotion letters to all teachers who were promoted since 1st July, 2017.

2. TSC to consider career progression for Diploma teachers

3. TSC to consider career progression for special needs education teachers

4. Sensitization of teachers on the legal instruments governing their employment especially career progression guidelines so that they can take advantage of promotional adverts for career development.

STATUS OF IMPLEMENTATION OF THE CURRENT CBA 2017-2021

The Teachers Service Commission has already implemented the third phase of the CBA 2017-2021 for KUPPET members.

The parties appreciated the fact that Career Progression Guidelines, Teacher Performance Appraisal and Development have greatly impacted positively on the teaching sector in Kenya since they have led to professionalism.

Professionalization of the teaching sector has also greatly improved the image of the teaching service as the profession of choice in the public service.

Both parties took note of the need to compress the wage difference between school administrators and classroom teachers.

They thus underscored the need for continued fairness and equity in wage distribution in the teaching service. They agreed that the issue will be addressed during the next 2021-2025 CBA negotiations.

TSC Teachers’/ Civil Servants’ Salaries & Allowances Review In Four Year Cycle: SRC Latest Proposal.

TSC Teachers’/ Civil Servants’ Salaries & Allowances Review In Four Year Cycle: SRC Latest Proposal.

TSC Teachers'/ Civil Servants' Salaries & Allowances Review In Four Year Cycles: SRC Latest Proposal.

From a proposal seen by the Newspro team submitted to parliament; the Salaries and Remuneration Commission(SRC) has for the first time proposed a salary increment for teachers and civil servants.

The proposal spells out an automatic salary review after every four years. This is in line with what the Salaries and Remuneration Commission terms as matching the salaries with the spiraling cost of living.

This proposal is stack different from the current situation, which has no designated timelines for reviewing pay for government officers like the doctors, nurses, teachers, and lecturers.

The cost of living in the country and generally the world over has shot up to unprecedented levels. This rise has been felt more across the country this year (2022) This has not spared government employees especially when their monthly salaries have stalled!

To the Salaries and Remuneration Commission (Remuneration and Benefits of State and Other Public Officers) Regulations, 2022,  “the Commission shall review and advise on remuneration and benefits for other public officers every four years”

The Commission read in part,” The Commission shall undertake the review taking into the applicable national budgeting and planning cycles”

It is in the public glare that the cost of living has shot up tremendously necessitating the need for a formula to determine the salary hikes. consequently, the cost-of-living measure will be based on the annual Consumer Price Index(CPI) that is given by the Kenya National Bureau of Statistics (KNBS).

For a long time, the country has not had structured timelines in the law for automatic salaries and allowances reviews. This gap has seen public servants go on strikes or opt for Collective Bargaining Agreements (CBAs) for salaries and allowances review push!

It is to this effect that SRC has submitted these pay review regulations to parliament as it is its mandate. However, it should be noted that the Commission has pegged these reviews on the budgetary allocations and performance targets at the various public offices.

All this is in the background of the public sector wage bill standing at an estimated Sh 830 Billion annually, a recurrent expenditure that is slightly more than half the government’s revenue for the year ended June 2021.

The government’s tax man KRA has managed to collect Sh 1.669 trillion for the financial ending year 2021 against a target of Sh 1.8 trillion.
