Marking Of KCSE National Exams Nears Completion, Examiners to Depart by Tuesday Next week as CS Magoha Gives Clarification on the Release of the 2021 KCSE Results

Expect KCSE Results Next Week

In a nutshell:

2022 KCSE examiners contracted by the Kenya National Examinations Council, Knec to mark this year’s KCSE national examinations for compulsory subjects such as English are still held up at the various Knec designated marking centres despite reporting earlier than the rest. The examiners were expected to leave the designated Knec marking centres which comprise teacher training colleges such as Thogoto and secondary schools within Nairobi and its environs by Friday but due to the higher number of candidates taking compulsory subjects, they may leave early next week.

On the contrary, examiners hired by Knec to mark KCSE Examinations for elective/optional subjects have already cleared and left the marking centres.

Education Cabinet Secretary, Prof George Magoha earlier on stated that this year’s KCSE marking will be carried out in accordance with tight and meticulous procedures in order to mantain exam integrity.

Prof Magoha stated that the exercise will take place in 35 locations and will be concluded on Friday this week, allowing candidates to transition to Universities, colleges and technical institutes.

According to the Kenya National Examination Council (KNEC), 831,015 candidates had registered for the KCSE exam in 10,413 centers for the academic year 2021.

Exams are marked in a few selected secondary schools and tertiary institutions based on the subjects.

Marking is currently taking place at Alliance High School, State House Girls, Sunshine High School, Starehe Girls, Limuru Girls, Thika High, Buruburu High School, and Alliance Girls.

Murang’a TTC, Moi Forces Academy (Nairobi), Upper Hill High, Loreto Girls, St. Georges High, Lang’ata High, Kenya High, Moi Girls Isinya, and Lenana School are among those who have attended.

Kuccps Placement Dates 2022

According to University Education and Research Principal Secretary Simon Nabukwesi, KCSE candidates will begin enrolling in institutions as early as June this year.

Entry into vocational institutions, according to Mr Nabukwesi, would begin in September.

“As soon as the KCSE results are revealed, the Kenya Universities and Colleges Central Placement Service (KUCCPS) would begin putting applicants in institutions.” There won’t be any squandering of time. When Mr Nabukwesi monitored exam distribution in Nakuru, he stated, “Candidates would be chosen to join institutions in early June.”

Those enrolling in TVET institutes will do so in September, he added.

“Those who enroll in colleges and vocational institutes in September will do so,” he continued

He also stated that the institutions will be able to accept all of the KCSE candidates in 2021.

KCSE Leakage 2022

Exam malpractice was recorded in numerous locations of the country during the administration of the written exam.

The CS, on the other hand, said that no exam papers were leaked and that the attempts to facilitate cheating were limited to certain examination officials photographing question papers after retrieving them from the containers.

He claimed that no examination papers had leaked due to police and Knec personnel’ strict security measures.

According to Magoha, all security officers manning the examinations are required to sit in positions where they have a “daily complete view of the examination materials.”

Several candidates, on the other hand, explained how they obtained the KCSE leaks before the examinations began.

The students, who asked to remain anonymous, told the media that they utilized social media to communicate with clients who had access to the papers.

They claimed that an hour or two before the exams, the leaked papers would be sent to their phones.

One candidate described how he scribbled the answers on a napkin and snuck them into the exam room.

“I got the exam paper two hours before the exam, jotted down the information on a napkin, and he brought it into the exam room successfully,” he told NTV.

The candidate went on to say that the authorities had a difficult time tracking down the perpetrators because much of the contact took place on social media.

“We received all Kiswahili, CRE, and Chemistry papers, as well as practicals.” We would frequently receive the papers an hour or two before the exam. So the leakage was present, and the administration should cease denying it,” he said.

The applicant confirmed that some of their supervisors were aware of the exam malpractice but did not take proper action, when asked how the plans came into play.

Teachers, parents, and students are all concerned that their exams may be canceled as a result of this disclosure.

Last year, the results of 287 children who took the 2020 KCSE exam were canceled due to different exam malpractices.

According to Cs Magoha, there was substantial evidence that the 287 students engaged in exam malpractice.

“Out of the 287, 211 had prohibitedmaterials in the examination room… “There were 45 mobile phones,” Magoha stated.

The TSC is set to delocalize school heads and other school administrators in November/ December, 2019.
In June 2019, the Teachers Service Commission directed all county Directors to collect data on school administrators in readiness for the transfers.
This was done through a memo dated 27th June, 2019 by Dr Dorothy Owuor, the TSC Deputy Director in charge of Staffing.
The Teachers Service Commission is consequently analyzing data for principals serving within their home counties and those who have served in the same school for over nine years.

The Commission received the data at the headquarters in Nairobi by 8th July 2019.

NO DELOCALIZATION
Dr Nancy Macharia, the TSC Chief Executive Officer, has confirmed that teachers with medical conditions will not be affected by the delocalization process.

Teachers who have attained the age of 56 years will also be spared.

According to private sources, the TSC is finalizing the transfer letters for the heads who have been affected by the exercise.

The letters will be dispatched in late November or early December.

THE RATIONALE BEHIND THE DELOCALIZATION PROCESS
According to the TSC, delocalization is being undertaken due to the following reasons:

1. To fill the slots of principals and heads who have attained the mandatory retirement age. This means deputy principals and deputy heads with the required qualifications and outstanding performance will be promoted and transferred to their new stations of work. Some principals have also been transferred to fill the vacancies left to better performance and utilize the experience they have garnered in their new work stations.

2. To strengthen management in some learning institutions as per the recommendations of the standards and assessment reports.

3. To implement the policy which regulates the appointment of institutional administrators. According to the policy, administrators who have served for too long should be transferred to enable the new work stations tap into their wide experience.

NEW DELOCALIZATION DATES
The Teachers Service Commission in April transferred few school administrators to avoid disruption of curriculum implementation.

The Commission now prefers delocalizing Administrators in December as opposed to August and April to facilitate a smooth transition and reduce disruptions.

KNUT has vehemently opposed the massive delocalization exercise saying it should be carried out with some bit of humanity.

Official Date for Form 1 selection (Placement) results’ Release Revealed. All 2021 KCPE candidates to receive prompt results via SMS Code 22263; Check the Simplified Procedure Below

Form One placement results for Kenya Certificate of Primary Education (KCPE) candidates will be released on Tuesday, April 12, next week, Education CS Prof George Magoha has announced.

The more than 1.2 million learners who sat the 2021 KCPE examinations will get to know the secondary schools they have been placed in on April 11 or the following day.

To check the secondary school you have been selected to join this year, follow this simplified process by using the SMS Code 22263;

HOW TO CHECK FORM ONE PLACEMENT (SELECTION) RESULTS; NEW PROCEDURE

Before sending the SMS for checking form one placement, ensure that the line you are using has got at least Kshs 25 and it has to be active- confirmed since network service providers including Safaricom are planning to deactivate services for all unclaimed lines.

  1. Using your phone or tablet, access the SMS tab.
  2. Quickly draft/ compose a new message containing the KCPE candidate’s full index number to 22263.
  3. Wait for a few minutes for the results to be processed.
  4. Once you receive your placement results, proceed to download your form one placement letter.

CS MAGOHA ASSURES KCPE CANDIDATES OF WATER-TIGHT FORM ONE PLACEMENT RESULTS

“I want to check the results personally just to be sure that no one has corrupted them and that we have protected the weakest link,” said Prof Magoha.

He spoke at Kenya High in Nairobi, where he commissioned a Competency-Based Curriculum (CBC) classroom for junior secondary students.

Prof Magoha reassured parents that all children who sat the KCPE examinations would have an equal chance to access national schools based on performance, choices, and affirmative action.

According to the CS, Form, One selection will be done on merit, where affirmative action will be applied to ensure all national schools have a national outlook.

He said no child will be disadvantaged in the placement process, and insisted that not all candidates who scored over 400 marks will get placement in national schools.

Prof Magoha said the selection criteria also favor candidates who sat the exam under disadvantaged conditions and scored high marks.

“We shall place the best of the best in national schools, but we shall apply affirmative action to ensure these schools represent the Kenyan fabric. A child who scores 399 in a harsh environment is capable of doing better if they get equal opportunities as one in Nairobi,” the CS said.

He dismissed critics opposed to the selection formula and said some 9,000 government-sponsored Elimu Scholarships would benefit top scorers who lack capacities to join secondary schools.

“Out of the 9,000 slots, 4,000 will cater for disadvantaged children in urban slums and others will be fairly distributed across all the sub-counties,” he said.

The programme will benefit children from poor families who, in the past, have been elbowed aside and their chances sold to rich families.

“We’ll be very fair in this exercise and you’ll hear a lot of noise from people who are used to those unfair placement schemes. I’m more attracted to that child from slums who has scored reasonably well and has no capacity to join a good school,” Prof Magoha added.

The CS also announced that KCSE results will be released by the end of April.

“We must deliver credible exams that put all the students on an equal pedestal. Anyone who dares mess with their integrity will face the law.

“Anybody who was found to aid in exam cheating shall be punished according to the Kenya National Examination Council’s laws. Students who were involved in exam cheating will also have a price to pay because nobody forced you to steal,” he warned.

SCHOOLS TO REOPEN ON OCTOBER 19, DR. SARAH RUTO-LED TASKFORCE DECIDES; EDUCATION BREAKING NEWS

It is now official that schools will reopen this year after all. This follows a major decision undertaken by a ten-member education committee spearheaded by Dr. Sarah Ruto that candidates and pre-candidates in both primary and secondary schools resume learning on October 19, 2020.

The committee was tasked by Education CS Professor George Magoha to advise the ministry on matters of schools reopening following a sudden shut down of all learning institutions in Kenya in March 2020.

If the taskforce’s resolutions are adopted, then all basic primary education institutions are likely to reopen their doors to form three and four students as well as standard eight and seven pupils one month from now.

OFFICIAL SCHOOLS’ REOPENING SCHEDULE (DATE) FOR PRIMARY AND SECONDARY SCHOOLS IN KENYA

Dr. Ruto’s committee has resolved that candidates and pre-candidates in both primary and secondary schools be the first batch to reopen.

Two weeks later, form one and two students will follow suit that is on November 2, 2020.

The lower cadre of primary school learners starting from pre-primary one to class six will also reopen on Monday, November  2, 2020.

On Sunday, September 20, 2020, the Daily Nation reported that the committee recommends a complete overhaul of the country’s academic calendar to accommodate the changes necessitated by the pandemic.

NEW 2020 SCHOOL CALENDAR: BELOW IS A COMPLETE BREAKDOWN OF THE PROPOSED 2020 SCHOOL CALENDAR (AS FROM OCTOBER 2020)

Among other recommendations, the second term should commence next month, October 2020, and end in late November.

The third term on the other hand shall commence in January 2021 and run until March 2021.

If adopted, these recommendations will serve as a sigh of relief for many Kenyan learners who felt greatly burdened by the idea of repeating classes next year.

2020 KCPE AND KCSE NATIONAL EXAMS TO BE ADMINISTERED IN APRIL 2021

On matters of national exams, the Kenya Certificate of Primary Education, KCPE, and the Kenya Certificate of Secondary Education, KCSE will be administered in April 2021.

DR. SARAH RUTO’S COMMITTEE RECOMMENDS THAT SCHOOLS REOPEN ON OCTOBER 19, 2020

The committee comprises ten members who play a major role in the education sector. Other than Dr. Sarah Ruto, KICD, the team comprises:

Kahi Indimuli, KESSHA Chair

Nicholas Gathemia, KEPSHA Chair

Peter  Ndoro, KPSA CEO

Nicholas Maiyo, KPA Chair

Augustine Muthigani-Kenya Conference of Catholic Bishops

Jane Mwangi-Kenya Association for Independent International Schools

Nelson Makanda-National Council of Churches of Kenya

Sheikh Munawar Khan-Muslim Education Council

Peter Sitienei-Kenya Special Schools Heads Association chair

MAGOHA SET TO MEET EDUCATION STAKEHOLDERS TO REVIEW TASK FORCE RECOMMENDATIONS ON SCHOOLS REOPENING

Professor George Magoha has convened a meeting of all education stakeholders tomorrow on Monday, September 21, 2020, at the KICD offices, Nairobi to discuss the recommendations.

Tomorrow’s meeting will provide clear resolutions on when schools will reopen for face-to-face learning.

Members shall also cross-examine the practicability of the resolutions arrived at by the task force.

The resolutions will then be presented to the national consultative conference on Friday, September 25, 2020.

The ministry has already provided safety protocols for implementation by all learning institutions ahead of schools’ reopening.

KUPPET THREATENS TO PARALYZE MARKING OF KCSE 2020/2021 KNEC EXAMS CITING POOR FACILITATION; KCSE 2021 LATEST NEWS

LATEST KCSE 2021 KNEC NEWS: KUPPET THREATENS TO PARALYZE MARKING OF KCSE 2020/2021 KNEC EXAMS CITING POOR FACILITATION; KCSE 2021 LATEST NEWS

KCSE 2020/ 2021 LATEST NEWS; The Kenya Union of Post-Primary Education Teachers, KUPPET, has threatened to boycott the marking of this year’s Kenya Certificate of Secondary Education, KCSE, national examinations citing poor facilitation.

Frustrated KUPPET Secretary-General (SG) Akello Misori noted that the government is yet to disburse free secondary capitation funds to schools hence making it difficult for school administrators to oversee the smooth running of the ongoing examinations.

Teachers, he said, are finding it difficult to administer practical examinations since the government has failed to release funds to schools.

“We are not happy with the way the national examinations are being conducted because the government has not put in place measures to ensure that schools handle the exercise without stress,” noted Misori.

In the just-ended term, he said the government only released Ksh 1, 300 per pupil which fell short of what is supposed to be used for the administration of examinations.

INCREASE THE NUMBER OF KCSE 2020/2021 MARKING CENTRES TO AVOID  EXPOSING TEACHERS TO COVID-19, KUPPET TELLS KNEC

The designated marking centers, he added, are too squeezed and likely to expose teachers to Covid-19 disease.

Speaking in Kisumu on Tuesday after the union’s National Executive Board meeting with officials from Kisumu and Siaya Counties, Misori asked the Kenya National Examinations Council (KNEC) to expand the marking centers, failure to which the union shall ask teachers to boycott the exercise.

KNEC, he said, must urgently open the marking centers that were closed to ensure that teachers follow the Covid-19 protocols while undertaking the exercise.

“With this third wave of Covid-19 we cannot afford to congest our teachers in dormitories as has been the case in the past,” he said.

He said the union has presented the grievances to the Ministry of Education and KNEC adding that if action is not taken, teachers shall not report to the marking centers as directed.

“We are talking to the government and KNEC to take advantage of this window to sort out this failure to which we shall ask our teachers not to report to the marking centers,” he said.

List of issues that the KCSE Knec Contracted Examiners want KUPPET to address before turning up for the marking exercise in April 2021

Here is the list of issues that the KCSE examiners 2021 want KUPPET to address:

KCSE 2021 Knec contracted examiners list of demands:

1) The marking centers to be decentralized, away from the city where the prevalence rate is high to other areas where it is low.

2) centers should not hold more than 400 examiners to ensure social distance in hostels and eateries.

To actualize this; mathematics, English, Kiswahili, and Business Studies papers can be split and marked in neighboring schools to ensure collaboration and easier coordination.

4) *Taxation barred teachers from applying for the 2021 TSC promotions* because of arrears.

They, therefore, demand knec to increase the rate meant to cushion examiners from Taxation. An increase of 130% will cover taxes. Or alternatively, bargain with kra to lower tax rate to 5% just like SMEs tax gain. Since these wages are not part of the salary.

5) Risk allowance for all KCSE Knec Examiners of Kshs 20, 000 just like nurses and other medics who carry out the national duty of fighting pandemics.

6) Every Examiner to be provided with Sanitizers since those papers will be handled by a number of people; markers, 2 crosscheckers, TL, ACE, CE. Data capture etc.

7) KNEC to sign contractual agreement to compensate for teachers who die in the line of duty or those who may get hospitalized due to covid 19 contracted during marking period.

8) Transport allowance should be enhanced to factor in prevailing circumstances. The transport sector has increased fares due to increase in petrol and reduction in passengers per vehicle.

9) Marking belts to be reduced to 4 examiners to enhance social distance.

10) Marking time to be reduced from 8:00 a.m. to 4:00 pm. to reduce interaction time.

11. The examiners also demand *HARMONISATION* of the rates per paper because all examiners work in similar conditions

12. They also demand free face masks, gloves which should  be changed after every session of 2 hours.

BOBI WINE’S TRIUMPHANT ENTRY INTO “JERUSALEM”

In summary:
Police in Uganda on Tuesday called off Bobi Wine’s concert citing security reasons.

By dawn, they had set camp in the Musician-cum-politician’s home in Magere which is located in the outskirts of Uganda’s capital city- Kampala.

Their main aim was to prevent Bobi from holding a music concert at his beach in Busabala which is located at the shores of Lake Victoria.

Little did they know what they were settling for, it was not business as usual.

Bobi Wine miraculously disappeared obliging the police to comb nearby shops for hours on end in vain.

It was some sort of Abracadabra!

BRAIN IS MIGHTIER THAN PHYSICAL SIZE is a saying that most of us are aware of.

It, therefore, may appear mundane until it finally becomes applicable. This is the time you sit back and watch the drama unfold…

Yesterday, Ugandans gathered for celebrations to mark 57 years of independence. However, as the celebrations went on, Kyadondo East Member of Parliament alias Bobi Wine ensured that he kept the police “busy.”

Bobi wine engaged in a cat and mouse race in Kampala.

TIGHT SECURITY
Although the heavily armed police had surrounded his home in Magere intending to halt his music concert at his beach in Busabala, their efforts proved futile.

The swift musician had already figured a way out of the whole mess. His miraculous disappearance gave the police a hard time since they had to comb the suburbs of Kampala in search of the MP.

On Tuesday the police had cancelled Bobi’s concert through a formal announcement but Bobi is not a man who can easily swallow defeat.

The arm-twisting Mr Kyagulanyi had stood his ground regarding the concert. Due to his hard stance, heavy boots had been deployed at his home.

THE TRIUMPHANT ENTRY!
At around noon Bobi Wine miraculously showed up in town riding on a Bodaboda.

Behind him was a multitude which could not help sharing the glory of beating the mighty boots hands down.

When asked how the MP managed to escape the hawk-like police deployed at his home, Mr Onyango said that Bobi did not spend the night at the heavily guarded home.

How could he? Bobi has learnt more than enough from the hard school of life. He thus knows better than walking straight into a lion’s den.

THE WILD CHASE
Spotting a white T-shirt, faded blue jeans and white sneakers Bobi’s appearance was spectacular. The red beret on his head crowned it all.

As he rode on his Boda Boda, he could not help waving at his supporters who lined up the side of the road while chanting.

The supporters could not just hold back their excitement at the dramatic turn of events.

This further enraged the police, prompting them to chase.

The police tried to grab him but they failed miserably before all end sundry.
Other Boda Boda riders jumped the bandwagon. They joined the chase while shouting and chanting freedom songs.

Bobi finally entered “Jerusalem” that is Kikuubo with the police in hot pursuit.

CORNERED
As he turned left to Namirembe Road, a police officer fell into his step forcing him to jump off the Boda Boda.

He swiftly made for the New Taxi Park at Nkadde Mall before jumping on another Boda Boda.

His frantic efforts were welcome bearing in mind the ululation and chanting of the masses.

As the crowd enjoyed the free of charge drama, business people were counting their losses.

Business had come to a standstill in the town’s nerve centre.

Police patrol cars combed the capital for the elusive musician. Several people were arrested to prove that WHEN THE HOUSE OF A GREAT ONE FALLS MANY LITTLE ONES ARE SLAIN.

A PAT ON THE SHOULDER BY THE GODS
In protest, the skies opened up paving way for a heavy downpour.

The heavy rain cleared the streets hence derailing the course.

The police lost track of Bobi again! He reappeared in Kamwokya forcing the military, local defence units among other security operatives to offer a hand to the police.

Bobi disappeared again forcing the security operative frisk his Fire Bas Studio in vain!

In support of the MP, some protesters burnt car tyres and demanded for Bobi to be given a chance to hold the concert.

The hero later emerged out of his hide-out and addressed the media at his home in Magere.

He rebuked the police for getting involved in “Presidential issues.”

MEET DR MWAKA, A POLYGAMOUS MAN WHO IS “SKILLED” ENOUGH TO CONVINCE TWO OF HIS YOUNG WIVES TO SHARE THE SAME BED WITH HIM

MEET DR MWAKA, A POLYGAMOUS MAN WHO IS “SKILLED” ENOUGH TO CONVINCE TWO OF HIS YOUNG WIVES TO SHARE THE SAME BED WITH HIM

REVEALED: DR MWAKA’S SECRET BEHIND A HAPPY POLYGAMOUS MARRIAGE

A doctor in Tanzania has taken many aback after he revealed that his second and third wives can comfortably share the same bed with him.

Dr JJ Mwaka is married to three young wives but he has never felt remorseful about his polygamous life.

He said that the four of them are happy together and he even shares a bed with two of his young wives whom he married without the knowledge of each other.

This is quite weird owing to the stereotypes surrounding polygamy, jealousy included.

Despite being led by desire to marry more than one wife, Dr Mwaka says he could never be happier.

The secret behind this polygamous happy marriage is acceptance. The second and third wives of Dr Mwaka revealed that at first, they were not fond of each other but as time went by, the second wife was able to accept the third “fame Fatale” in her life and since then, they have had nothing short of fulfilment and absolute happiness.

It is now officially confirmed that the Teachers Service Commission (TSC) plans to employ at least 6,000 intern teachers by December 2021.

Reporting Dates for TSC Intern Teachers -January 2022

Teachers who will get successfully recruited are expected to report to their new working stations within the first two weeks of third term- by January 14, 2022 to ensure a smooth transition and effective implementation of the new Competence-Based Curriculum CBC.

Posting Dates and Letters for Intern Teachers 2022

According to verifiable sources, the recruited teachers will be expected to take their internship posts early January when they will be posted to schools.

According to TSC Chief Executive Nancy Macharia the additional employees would ease teachers’ workload as enrollment rises, particularly due to the government’s 100 per cent transition from primary to secondary school policy.

This is a commendable government effort to ensure quality learning and teaching in our public schools,” said Macharia.

Macharia said the recruitment of 6,000 teachers on internship will cost the Commission kshs 1.2 billion.

She said TSC is more concerned with the workload brought by the 100 per cent transition policy and commended the government for allocating more funds for recruiting more teachers.

“We appreciate the government for allocating TSC funds annually for the recruitment of additional teachers since the 100 per cent transition programme was launched,” said Nancy Macharia.

However of the 6,000 internship vacancies only 2,000 will go to primary schools while the rest 4,000 will be reserved for secondary schools.

Interview Dates and Venues for TSC Internship Vacancies (6000)

The TSC Internship recruitment  exercise will begin on December 20, 2021 and run for 10 days up to 30th December when the current internship contract expires.

Previous TSC  Internship Recruitment Vacancies

Last year TSC recruited 12,000 intern teachers under the Covid-19 economic stimulus package at a cost of Sh2.4 billion.

Secondary schools intern teachers earn a stipend of Sh 20,000 per month while interns in primary schools take home Sh15,000.

In July 2021 TSC advertised a total of 3,914 replacements for primary and secondary schools to replace teachers who exited Service. The recruitment will start on 20th December and end on 30th December when the current internship contract expires.

Last year TSC recruited 12,000 intern teachers under the Covid-19 economic stimulus package at a cost of Sh2.4 billion.

Secondary schools intern teachers earn a stipend of Sh 20,000 per month while interns in primary schools take home Sh15,000.

In July 2021 TSC advertised a total of 3,914 replacements for primary and secondary schools to replace teachers who exited serviceIn the advert 2,987 posts went to primary schools while 927 went to secondary schools.

TSC also advertised 5,000 teaching posts for secondary schools. However 1,000 posts went to practicing P1 teachers who have bachelors degree with C+ in KCSE and C+ in the two teaching subjects to be deployed to teach in secondary schools.

The recruited teachers have started to receive their posting letters where they will work on permanent and pensionable terms.

In the last recruitment TSC gave priority for intern teachers to be employed on permanent terms. In the recruitment score sheet the Commission awarded 30 marks to all intern teachers despite the period they had served.

This caused an uproar from a section of teachers who termed it a discrimination exercise. Some unlucky intern teachers were unable to secure employment on permanent terms and are currently serving under internship contract others for a second year now.

Macharia said the July recruitment brought the total number of teachers hired since 2018 to facilitate the 100 per cent transition policy to 28,700.Currently TSC has a total of 330,671 teachers employed.
