TSC LIST OF SHORTLISTED TEACHER INTERNS-NAROK COUNTY

The Teachers Service Commission has invited shortlisted candidates for interviews for the 10, 300 internship posts aimed at plugging the gap in Kenya’s Education Sector.

According to the TSC memo from Catherine Lenairoshi, TSC Corporate Communications officer, the list of shortlisted candidates has already been dispatched to all the 47 counties nationwide.

All interviews are scheduled to take place at the TSC County offices.

The following list will give an overview of TSC’s employment trend as per the year 2019.

Jecinta Barasa of Marel Academy emerged top in the KCPE 2023 Results of Bungoma County. She cored 416 marks out of the possible 500. KCPE 2023 Results are now available at the KNEC portal following the official release of results at Mtihani House by CS Machogu.

Bungoma County prides itself in producing the following schools in the top 20 KCPE 2023 results regionally among them Marel Academy School. In KCPE 2022 results, Christ the King Primary School that produced the best candidate nationally, Robinson Makokha Fwaro, with 431 marks took the lead. Girls Vs Boys Performance

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

 

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

 

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

Despite the few hurdles currently being experienced by the  Kenya National Examinations Council, Knec,  is in the process of releasing the 2021-2022 Kenya Certificate of Primary Education examination results that were recently concluded.

 

The ministry of education is doing a good job to ensure that the education sector runs as planned. For instance, they redrew their timetable after the invasion of corona virus in the country which has enabled the process to run as planned. They further planned to have two national examinations for the Primary and Secondary school candidates this year so that they can revert back to the previous system.

 

The Kenya Certificate of Primary Examination that ended on 9th March, is yet to be released. The Cabinet Secretary Professor George Magoha said that the results will be out after 23rd March. Therefore, any time from 23rd March, the results will be released. You will be required to know your results via SMS by sending the index number to 20076 after the release of the examination.

 

Candidates, teachers and parents have been advised to remain calm as they await for their results. Candidates, parents and teachers have been warned from unpleasing behaviors such as committing suicide, severe punishment among others.

You can check KCPE class of 2021-2022 results by sending an SMS together with the Index Number followed by the initials KCPE to 20076 from Safaricom, Airtel or Telcom. SMS costs Ksh. 25 across all networks.Send the SMS in the Format: IndexNumberKCPE. Do not leave a space between Index number and KCPE; Also write KCPE in Capital letters.

Examination Results Slips and Printouts

 

 

 

Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:

 

 

 

1. Institution’s Code and Name

 

 

 

This appears on the top left side of the printout. The institution’s code is a unique number by which an examination centre is identified by the Council. This is the number that an institution should always quote whenever communicating with KNEC

 

 

2. Candidates Details

 

Below the institution’s name and code are details of the candidates. These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.

 

 

 

The important features of the examination results are as indicated below:

 

 

X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;

 

 

 

 

 

Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;

 

 

 

P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;

 

 

 

 

W- denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;

Mean Grade Award Descriptions

 

Mean grade will be X, if a candidate is absent in all subjects

 

 

 

Mean grade will be Y , if one or more subjects are cancelled.

 

 

 

Mean grade will be P, if results are pended

 

 

 

Mean grade will be W, if the examination results are withheld.

KCPE 2023 Key Statistics  and Figures

The top candidate in KCPE 2023 results scored a whopping 428 marks out of the possible 500.

The 2023 KCPE examinations were administered in 28, 533 centers which were strictly manned to ensure integrity.

More than 10 out of 47 counties recorded more female candidates. These encompass:

  3. Turkana 57
  4. Wajir 56.91
  5. Machakos 52.79
  6. Nyamira 52.40
  7. Samburu 52.39
  8. Baringo 52.31
  9. nandi 52.50
  10. Makueni 52.3

Five Counties recorded underage candidates, 12 years and below. These include:

  1. Baringo 7.3
  2. Wajir 6.3
  3. Bomet 5.99
  4. Kericho 5
  5. West Pokot- 5.77

Kilifi, Kwale, Turkana and Garissa counties on the other hand recorded overage candidates, 18 years and above.

8525 2023 KCPE Candidates garnered 400 and above.

KCPE 2023 Performance per Subject

English and Kenya Sign Language registered a marked improvement in 2023 KCPE results compared to the 2022 KCPE examinations.

On the contrary, Kiswahili, Mathematics, Science and Social Studies recorded a drop in the 2023 KCPE results.

KCPE 2023 Results Performance Per Gender

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

2024 Form One Joining Instructions for 2023 KCPE Candidates

All the 2023 KCPE candidates will join secondary schools in the third week of January. Candidates who did not have the golden opportunity of sitting for the 2023 KCPE national tests have been advised to register their details at the nearest education offices so that they can be factored in the upcoming special examination which will be conducted in January 2024 to ensure they continue their studies.

2024 Form One Selection Dates

The 2023 KCPE candidates will be selected to join sub county, county, extra county and national schools in January 2024. All secondary school principals, chief principals and senior principals will report to the nearest education offices on Monday November 27, 2023 to conduct the nationwide exercise. The 2023/2024 form one placement will last two weeks.

Girls Vs Boys Performance

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

 

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

 

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

 

2019 CENSUS PAYMENT STATUS

HERE ARE THE DETAILS ON THE 2019 CENSUS PAYMENT STATUS

To date, only 148, 335 out of the 161, 763 personnel have been paid by the Kenya National Bureau of Statistics.

According to the KNBS, those who have not received their payment had technical errors such as wrong or dormant accounts thus delaying the completion of their payment status.

Another major reason for the delayed payment is failure by some officers to return the gadgets used during the enumeration process.

The KNBS contracted 135, 000 enumerators, 27, 000 content supervisors and 2, 700 IT personnel to conduct the already completed national census.

Other people who were incorporated include village elders, coordinators and security personnel who oversaw the smooth running of the exercise.

An advance payment of five days for ICT Supervisors amounting to Kshs 15, 000 and content supervisors- Kshs 12, 500 was given during the census exercise which was conducted in August 2019.

During the period of training, IT officers, Enumerators and content supervisors were given a transport allowance of Kshs 150 daily for 8 days.

Preliminary census results have already been released.

Speaking during celebrations in Nairobi, TSC boss Dr. Nancy Macharia stated that the process of identifying the teachers that were feted was done in strict conformity to the TSC Performance Recognition, Reward and Sanction Policy Framework.

According to TSC boss, all the 31 teachers will be feted based on the rewards system outlined in this TSC policy – which stresses on meritocracy and detailed due diligence in recognizing staff.

She also mourned demise of 90 teachers who succumbed to Covid-19 in the last year.

Furthermore, Dr. Macharia stated that all teachers have so far received at least the first dose of COVID-19 vaccine, urging all tutors to purpose to get fully vaccinated.

“Allow me to first of all celebrate posthumously our Ninety (90) Heroes and Heroines who succumbed to COVID-19 over the last year, some of them in the middle of their tireless efforts to ensure learning in our schools was back on track,” she said.

According to the TSC, this in-service training (refresher programme) is mandatory for all practising teachers employed by the Commission.

WHAT IS A TPD MODULE AND HOW LONG DOES IT TAKE?
The term TPD Module is an acronym for Teacher Professional Development modules. A TPD Module is a refresher programme for practising TSC teachers aimed at continuously updating teachers with relevant knowledge, skills, attitudes and values applicable to the teaching/ learning process.

The good news is that the TSC will provide all TPD modules online for easier access to all teachers.

According to the Commission, many components of TPD will be accessible through mobile phones.

WHO WILL PAY FOR THE TPD MODULES?
According to the Teachers Service Commission, teachers will meet the training costs of all the TPD Modules.

WHAT PENALTIES WILL TSC-EMPLOYED TEACHERS BE SUBJECTED TO IF THEY DO NOT UNDERTAKE TPD MODULES

WORTH NOTING IS THE FACT THAT TPD MODULES ARE PART OF THE CAREER PROGRESSION GUIDELINES, CPGs. THIS THEREFORE MEANS THAT PRACTISING TSC EMPLOYED TEACHERS MUST UNDERTAKE TPD MODULES.
ANY TEACHER WHO WILL FAIL TO UNDERTAKE THE TPD MODULES AS STIPULATED IN THE CPGs WOULD HAVE VIOLATED THE TSC CODE OF CONDUCT HENCE LEGIBLE FOR DISCIPLINARY ACTION FROM THEIR EMPLOYER, TSC.

NOTE: Teachers who will fail after the TPD assessment will have their teaching certificates withdrawn.

HOW LONG DOES A TPD MODULE TAKE?
All teachers will now be forced to undergo Teacher Professional Development Training, TPD Modules six times in their career.
Each TPD module will take five years (5 years).

Training will be done after every 5 years for a maximum period of 30 years that a teacher will be active in his or her career.

Therefore, the type of TPD module to be undertaken will largely depend on the number of years that a teacher has left before attaining the mandatory retirement age for all TSC teachers- 60 years.

A teacher commencing the training will be expected to complete seven sections of Module 1 before being re-certified.

HOW LONG WILL A TPD MODULE TRAINING TAKE
According to the 2018 TSC policy statement, teachers will be trained for about five (5) days during school holidays.

WHAT ARE THE BENEFITS OF TPD MODULES FOR TSC EMPLOYED (PRACTISING) TEACHERS?

Upon commencement of the TPD programme, a teacher will be given a certificate which is renewable every five years.

Subsequent applicants for the TSC registration certificate will be issued with both certificates after starting the training.

After completing all TPD modules, teachers will be eligible for re-certification and TSC promotions.

Teachers who applied for the recently advertised TSC Promotions 2021 may be obliged to exercise the patience of a cobra before their names are finally shortlisted for interviews.

This follows the Kenya National Union of Teachers (KNUT) Secretary-General Wilson Sossion’s latest move, filing a petition in court to stop the Teachers Service Commission (TSC) from implementing promotions based on Career Progression Guidelines (CPG).

Sossion further wants the commission’s Chief Executive Officer Nancy Macharia to be jailed for six months for contempt of court orders.

In a petition filed Thursday, Sossion said the Labor and Employment Court had on July 2019 issued orders and made a judgment that promotion of teachers should not be based on career progression guidelines which the commission has ignored.

“This honorable court be pleased to cite and punish by the issuance of orders and committal to jail for six (6) months against 2nd and 3rd contemnors for disobeying the orders of this honorable court of 12th July 2019,” Sossion told the court in his petition.

In December last year, TSC advertised 15,226 promotions vacancies for teachers which were all based on CPG.

The vacancies included Deputy Principal I, Deputy Principal II, Senior Lecturer, Deputy Principal III, Curriculum Support Officers, Head Teacher, Senior Master IV, Deputy Head Teacher II, Senior Lecturer IV and Senior Master IV.

Applicants were expected to send their applications by January 13 this year.

TSC’s decision to conduct promotions based on career progression guidelines (CPG) has been a subject of contention between the employer and the Kenya National Union of Teachers (KNUT) for some time.

KNUT’s opposition to the CPG has seen thousands of teachers quit the union to benefit from the Sh54 billion Collective Bargaining Agreements (CBA).

This was after TSC argued that the court ruling on CPG meant that KNUT members, who were opposed to the criteria, were not legible to benefit from the CBA.

High Court Judge Hillary Sigei has, has certified Sossion’s petition as urgent and called on the TSC and its CEO to halt declaring vacancies in line with the career progression guidelines until the matter is heard and determined again.

He termed the recent advertisements of vacancies by TSC as unlawful and illegal.

“That the dignity and integrity of the court is under attack and continues to be prejudiced by the contemnor’s actions. There is reasonable apprehension that if the trend of flagrant unlawful actions and directives by the contemnors are not stopped immediately, it will propagate illegalities contrary to the orders of this Honorable Court,” Sigei stated.

 

The Teachers service commission is constitutional commission mandated to recruit, deploy, transfer and promote teachers in all public schools across the country.

Furthermore, the Commission is  charged with the role of registering teachers interested in entering the teaching service and it may also deregister or blacklist a teacher if he or she engages in activities that contravene the TSC code of conduct and regulations.

TSC Digitizes Services and Teachers’ Files

The Teachers service Commission has now officially ushered in the digital era following its announcement about the digitization of 80% of teachers’ files.

This means that teachers will not be compelled to traverse  counties when applying for TSC recruitment or Promotions.

Education News Today: Both primary and secondary schools are set to receive Kshs 20 billion for free learning.

This follows the latest education News update which indicates that the government has released sh 20 billion school capitation funds for the Free Primary Education (FPE) and Free Day Secondary Education (FDSE).

This according to Magoha will allow smooth running of school programmes.

Free day secondary schools have been allocated sh 16.9 billions while free primary education has received sh 3 billions ahead of school reopening.

Schools are opening on 25th April 2022 for term one. During the release of 2021 KCPE results, CS Magoha said form ones will report on 3rd May 2022.

During the recently read budget the Education sector received Sh544.4 billion in the 2022/23 Financial Year budget.

Teachers Service Commission (TSC) was allocated Sh294.7 billion, university education got Sh91.2 billion and some Sh15.8 billion was given to the Higher Education Loans Board.

While delivering the budget statement in Parliament, National Treasury Cabinet Secretary Ukur Yatani pointed out that Sh12 billion will cater for Free Primary Education, another Sh2.5 billion for recruitment of teachers.

Sh64.4 billion will go to Free Day Secondary Education including insurance under National Hospital Insurance Fund for secondary school students.

“We are committed to provide access to quality education for our children and youth. This will facilitate realisation of their full potential and enable them to effectively contribute to the development of the country,” said Yatani.

Also out of the allocation, Sh5 billion will go towards examinations fee waiver for Grade Six, Class Eight and Form Four candidates while Sh1.96 billion is for the school feeding programme.

The CS also made a proposal to allocate Sh1.2 billion for training of teachers on Competency-Based Curriculum and Sh310 million for the Digital Literacy Programme and ICT integration to secondary schools.

Treasury has set aside Sh4 billion for the construction of CBC classrooms.

At the same time, the Universal Health Coverage got the lion’s share of the Sh146.8 billion proposed for the health sector in the 2022/23 Financial Year in yet another clearest indication the government is keen on seeing its attainment.

The proposal by National Treasury Cabinet Secretary Ukur Yatani to allocate UHC Sh62.3 billion saw it up from Sh47.7 billion in the last Financial Year.

UHC is one of President Uhuru Kenyatta’s legacy projects as he exits after the August 9 polls.

“Mr Speaker, I propose to allocate Sh146.8 billion to the health sector to support the various programmes aimed at improving health outcomes,” Yatani said in Parliament yesterday when he presented this year’s budget proposals.

“Of this amount Sh47.7 billion will fund activities and programmes for the attainment of Universal Health Coverage,” he added.

The government kicked of UHC pilot programme in four counties – Isiolo, Kisumu, Machakos, and Nyeri – in November 2018 and in February this year, the President launched the national rollout across the 47 counties.

Speaking in Mombasa when he unveiled the full roll out, Uhuru stated that the passage of the NHIF (Amendment) Act was a milestone in Health Insurance, through which the success of UHC will be anchored on.

Good news for teachers currently employed either on contractual or permanent and pensionable terms by the Teachers Service Commission, TSC Kenya as MPs forge for payment of fees for the newly introduced TSC TPD Modules 2022.

TSC teachers have finally breathed a sigh of relief after news pointing towards a possible solution for the stalemate concerning the payment for the new refresher modules rolled out by their employer in readiness for the roll out of the Competence-based curriculum emerged.

 

Reliable sources now indicate that Members of the august house have asked the Teachers Service Commission (TSC) to organise a legal documents that will facilitate the government to pay annual refresher training fees for tutors.

 

Omboko Milemba, who is also Kenya Union of Post Primary Education Teachers (Kuppet) chairman said the money ought to be paid by the State through TSC.

 

“TSC should now go back to prepare a legal document that led to the TPD programme, explain how the training fees was arrived at and also make a requisition for that money,” said Milemba.

 

 

 

National Assembly Education Committee members put TSC Chief Executive Nancy Macharia to task for not including the money as a budgetary requirement.

 

Macharia was also asked to explain how the training fees was arrived at, as MPs argued that even school fees and university fees are highly regulated.

 

We want to know why TSC has not factored in this money in its budget statement so that it can be an independent budget line funded by the government,” said Florence Mutua, chairperson of the committee.

 

MPs asked Macharia to prepare and submit a legal framework that would enable government foot the training bills. She had appeared before MPs to defend TSC budget requirements.

 

MPs argued that all levies are determined by Parliament and sought to know the formula used by TSC to cap the training fees. Macharia said the TPD is anchored in law under Section 35(2) (a) of the TSC Act.

 

Each of the 340,000 teachers are required to undertake mandatory professional courses that will inform their promotion and professional growth.

 

The refresher courses dubbed Teacher Professional Development (TPD) have been organised into chapters that will be taken every year at a cost of Sh6,000.

 

This means that in an entire teaching career, each teacher will be required to take five modules within 30 years, translating to fees of about Sh180,000.

In a nutshell;

Efforts to have the 2022 academic calendar altered again have failed after Education CS George Magoha cleared the air on the 2022 school calendar.

According to an official statement released by NTV, there will be no changes affecting this year’s term dates as earlier suggested by key education stakeholders. This therefore means that the 2022 KPSEA national examinations will be conducted in November 2022 and they will run concurrently with the 2022 KCPE tests.

KCSE 2022 examinations will also commence in November and end in December 2022 as earlier scheduled.

Parents and other Education stakeholders had suggested to have the 2022 school calendar changed and learners given an extra week to adequately prepare for their examinations since they have already lost 14 days owing to the delays occasioned by the 2022 August polls.
