Teachers now expected to attend all lessons

The Teachers Service Commission, TSC, has moved to ensure teachers are in school most times. The Commission has instituted a raft of measures to curb absenteeism among the over 300,000 teachers on its payroll.

“In order to optimally utilize the teaching resources institution and ensure delivery of quality teaching services, the commission reiterate the need for all teachers and Head of institutions to be available in schools at all times to undertake the assigned teaching and administrative duties. In this regard you are directed to ensure absence from school is minimized at all costs,” the Commission says in a circular to school Heads and Curriculum Support officers.

AUSTERE CONDITIONS

The Commission has been in logger heads with the Ministry of Education after canceling most functions organized by the latter and involving teachers. To be absent from school, teachers will now have to seek for written permission.

“A written permission should be granted through the Headteacher and absence and reason for the same recorded in the school logbook,” says the Commission.

Heads of primary institution are to obtain written permission from TSC subcounty director to be away from school. The School heads must also seek for permission from the Sub County Director whenever they are to use funds for meetings taking place away from their schools.

Activities that require teachers’ participation should be scheduled over the weekends and school holidays to minimize absenteeism. This also includes all the Kenya Secondary Schools Heads Association, KESSHA, and Kenya primary Schools Heads Association, KEPSHA, activities and conferences.

All elected SACCO, union and societies officials are required to schedule their programs during weekends and school holidays.

Activities that are not core to teaching administrative duties assigned to teachers and school administrative staff should not be carried during the programmed teaching hours.

In a move to ensure no lesson goes unattended, arrangements should be made for all classes to be attended in the absence of assigned teacher. Make up arrangements for untaught lessons should be recorded in the logbook.

How to download 2020/2021 Admission letter to Moi University (MU); 2020 KUCCPS Admission list pdf

Did your KCSE examination and attained the minimum University Entry Grade and have been selected to join Moi University (MU)? Well. Congratulations on this your major achievement. Students joining Moi University (MU) are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after doing their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. The KCSE students must first apply to KUCCPS to be selected to preferred programmes. The students can apply at school level or apply individually during the first and second revision windows.

Once the applications are closed, KUCCPS then places the KCSE students in preferred courses depending on the student’s score, number of available vacancies against applicants among other selection criteria. In not satisfied with the University that you have been selected to join then you can apply for Inter-Institution Transfer.

The placement body then announces the selection results and students can access the admission lists and download their admission letters.

The Teachers Service Commission, TSC, has moved to provide most of its services via its online platform. Teachers seeking transfers will now file their applications online as opposed to the manual application process. Other services that have been fully made available online are applications for promotions and new teacher registration. (See circulars and guidelines below).

These latest developments come at a time when TSC has completed digitizing teachers’ documents.

In its 2019-2023 Strategic Plan, the Commission identified Reforms and Innovation in the provision of teaching services as its strategic focus area aimed at improving service delivery to its employees and stakeholders. In this regard, the Commission has successfully migrated services related to recruitment and promotions of teachers to an online system.

Accordingly, there will be no manual applications for recruitment and promotion of teachers with effect from 1st March, 2021.

Consequently, applications for transfer shall be accessed through the Commission’s website at www.tsc.go.ke as per the attached schedule while the mode and manner of application for both recruitment and promotion will be communicated in the adverts whenever there is a vacancy.

Further, the Commission has introduced an e-platform for official emails, virtual meetings and remote learning. The platform targets all teachers employed by the Commission and those undergoing internship programmes.

The new platform will be used in the following instances: –

For official communication between the Commission and teachers including transmission of official letters, Circulars, Pay-slips and responses to teachers’ inquiries among others.
To promote the usage of e-learning at no cost.
To support and promote the usage of virtual meetings. Institutions can therefore use the platform to hold virtual meetings while teachers will be able to create peer groups to carry out learning activities including mentoring and coaching.

Implementation Process

All Heads of Institutions and teachers including those on internship are required to activate their email accounts provided on the platform and use it for all communications to the Commission. The official email will take the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.

The detailed procedure on how to activate the system can be accessed through the Commission’s website.

The Commission’s ICT field officers will be available to assist in the activation of the accounts. Heads of Institutions may use the ICT champions to sensitize teachers in their institutions and provide any needed technical support.

In addition to an official personal account, heads of institutions are to open a separate head-of-institution email. This address will be available to subsequent heads of institutions for continuity.

Heads of institutions shall update the teachers official email address and registered personal mobile phone number in the Teacher Management Information System (TMIS) within 30 days after all teachers in the institution have activated their emails.

Further, users may seek help on activation of the email, virtual meetings and remote learning through the following address; emailactivation@tsc.go.ke. All other normal queries and/or issues, to be sent to info@tsc.go.ke.

Effective Date

The exercise of activating the emails takes effect from 15th February, 2021 and will close on 30th April, 2021. Upon the expiry of the registration window, all emails outside the e-platform shall not be acted upon.

Teachers’ transfer, delocalization lists per County; Kilifi December 2019

  A total of eleven (11) secondary schools in Kilifi county will receive new Principals after the Teachers Service Commission, TSC, effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

Teacher deficits per county: TSC News

Kakamega county has the highest teacher shortage in the country. This is according to the latest data provided by the Teachers Service Commission, TSC. The Western region county, Kakamega, needs about 3,544 more teachers in order to attain its curriculum based establishment (CBE).

Bungoma county, also from the western region, has a shortfall of 2,813 teachers while Bomet county (from the Rift Valley region) requires an extra 2,813 tutors.

Kirinya county (in the central region) has the lowest teacher deficit as it requires only 30 more teachers.

TSC says primary schools currently have a total of 211,046 teachers out of  the required number of 259,219. This gives a shortfall of 48,173 teachers in the whole country.

In terms of percentage shortfalls, Kirinyaga, Kiambu, Uasin Gishu, Nyeri, Nyandarua, Murang’a, Meru, Laikipia, Isiolo, Elgeyo Marakwet, Embu and Nairobi have the least shortage of teachers. Kakamega, Kitui, Bungoma and Nakuru have the highest percentage shortfalls.

The commission says it has become difficult to address the teething gaps due to budgetary constraints. The commission has since started employing teachers on internships (alongside those on permanent and pensionable terms) to try and address the shortages. This is because lesser funds are required to enlist teachers’ services under the internship programme as opposed to the permanent and pensionable terms. The redeployment of teachers from primary to secondary schools has further created staffing gaps in the primary schools.

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:

  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs

TSC now issues new guidelines to teachers on the implementation of TPAD for 2020 term 2 and 3; Read the full details below- Latest TSC TPAD guidelines 

The Teachers Service Commission (TSC) recently issued a memo on the fresh guidelines directing how the Teacher Performance Appraisal and Development (TPAD 2) for the 2020 term 2 and 3 should be carried out.

The latest memo issued by the Commission, shows that the TPAD system will be opened for term 3 for grade 4, class 8 and form 4 teachers and term 2 for teachers of  grade 1,2,3, class 5,6,7 and form 1, 2 and 3 will be opened from 11th January 2021 to 26th March 2021.

TSC has at the same time communicated about the closure of TPAD 2 portal which has opened for term 2 2020 on 12th October 2020 and closed on 31st December.

This was after schools were opened and all teachers required to report to their work stations vide Circular No. 12/2020.

Once the TPAD 2 portal is open, teachers can perform the following tasks:

Creating a TPAD 2 Account and Logging in

Scheduling an Appraisal Rating Meeting online

Undertaking Lesson Observation

Capturing learner progress records

Filling weekly lesson attendance data

Reaching an agreement on Appraisee and Appraiser marks plus countersigning

Creating a lesson observation request

ACTIVITIES TO BE EXECUTED IN THE NEW TPAD 2 FOR TERM 2 AND 3
To comply fully with the TPAD filing requirements, the Commission directs the field officers as follows:

All teachers create appraisal depending on the classes they teach i.e. Teachers teaching grade 4, class 8 and form 4 should create appraisal for term 3 whereas the teachers teaching the other classes should create for term 2. This only applies for primary and secondary schools.

Submit a list of schools missing from the TPAD system in your respective Counties.

Submit list of schools yet to be provided with IPPD codes in your respective counties.

That all teachers are mapped in their respective schools, zones, sub counties and counties respectively.

Submit a list of teachers yet to appear on TPAD online system (kindly provide their TSC numbers and work stations).

Inform all heads of institution that the Performance Contract (PC) for heads of institution and the PC calendar have been uploaded in the TPAD online system.

All heads of institution should start filling their Performance Contract by developing the operational work plan by the 11th January 2021.

Generate appraisal reports from the TPAD online system. Where there are discrepancies of the total number of appraisals exceeding the total number of teachers, establish the root cause and take necessary action.

TSC notes that teachers are not getting adequate support from the field officers.

It has also come to the attention of the Commission that teachers are not getting adequate support in navigating the TPAD online system from field officers.

This is due to the several enquiries being raised through different communication channels of the Commission.

This has been noted even after County Directors, County ICT officers and other field officers
were assigned roles in the TPAD online system.

“You are required to ensure that teachers are supported as part of effective service delivery.” Says Dr. Mugwuku Menduni; the TSC Director of Quality Assurance and Standards

 

SPECIFIC ROLES/RIGHTS OF OFFICERS IN THE TPAD ONLINE SYSTEM

TSC has also outlined the roles to be performed by each of the field officers. See the specific duties below:

1. TSC County Directors

Change teachers’ designations to teacher, DHOI (Deputy Head of Institution) and HOI (Head of Institution)

Transfer teachers from one station to the other.

View all sub-counties and zones in the county.

 

Add and change an ICT officer

Countersigning for heads of secondary schools

Scheduling and undertaking appointments- M&E, lesson observation

Change a teacher’s institution

View a teacher’s appraisal

Change a teacher to be a deputy head of institution or head of institution.

Cancelling appraisal

Assign a teacher to be an appraiser and can also revoke those rights.

Generate various County reports.

2. Sub County Directors

Switch from one sub county to another for those with more than one (alternate)

Countersign and cancel appraisals

Arbitration

Undertaking lesson observations

Create and check schedules

Generate various reports

3. County ICT Officers.

Search and map a teacher to the current station

Change teachers’ designations i.e. from teacher, DHOI and HOI

View all institutions and teachers

View teachers’ appraisals

Generate various County reports

4. Curriculum Support Officers (CSOs)

Scheduling and undertaking appointments- M&E, lesson observation

Change a teacher’s institution

View a teacher’s appraisal

Change a teacher to be a deputy head of institution or head of institution
