Education CS Magoha Clears air on Principals losing power as financial managers

The CS  also broke his Silence on the contentious issue of sending finance managers to schools to effectively manage School funds.

There were jitters amongst school Principals last month when details about the ministry’s plans to send finance managers to Schools emerged.

Teachers’ unions joined hands with Principals to castigate such a move saying that it will increase government expenditure for no good reason and instead bursars should be equipped with basic skills to handle finances.

Now in what seems to be good music to the ears of Principals and Headteachers, Magoha has dismissed such a move saying heads are professionals who cannot be devalued and reduced  to work under a mere financial manager.

“How do you get a professional to be managed by a finance officer?” Querried Magoha.

This will be good news to heads of institutions who were staring at possibile loss of authority to incur expenditure.

The CS was talking today in a meeting to plan for KCSE administion where elaborate plans have been put in place for the running of the National Exams.

The CS said that only TSC teachers will be involved in Manning the Exams from invigilators to supervisors ruling out the use of BoM employed teachers.

Over 270000 teachers will be involved in supervising, invigilating and marking the Examinations.

The exams are set to begin on March 22 for KCPE which will run for three days and thereafter ushering in KCSE.

Over 1.8 milion candidates will sit for the exams Countrywide.

Head teachers of 30,000 primary schools have been cautioned against putting Grade Four pupils under undue pressure when school-based assessment tests start next week.

Education Cabinet Secretary George Magoha said the tests are not examinations and also advised parents not to panic.

“No one should be putting pressure on children about the assessments because they are not examinations. Even parents must stop putting pressure on the learners because these are not examinations,” said Magoha.

He said teachers must be able to use readily available materials to administer the assessments.

“I urge colleagues from the education sector to ensure that the Grade Four assessment that begins next week goes on as planned. The Kenya National Examinations Council has already provided guidelines on this important assessment, which is part of the successful implementation of the Competency-Based Curriculum (CBC),” said Magoha.

 

“All schools received 50 per cent of the capitation and no one should say that they are unable to administer the school-based tests,” said Magoha.

Teachers Service Commission (TSC) Chief Executive Officer Nancy Macharia directed field officers to facilitate schools to administer the tests.

“I urge all field officers to support schools and ensure that class teachers access the Knec assessment tools and administer them to their learners as seamlessly as they can,” said Dr Macharia.

Macharia instructed teachers to ensure that the assessments are done in a normal class environment and during class time.

“I must emphasise that these tests should be done in normal class hours and all learners should not be put under any tense atmosphere different from their normal classes,” said Macharia.

The tests will be done by all Grade Four learners starting this Monday.

Counties with High Gender Parity in Favour of Female Candidates in KCSE 2022 

Seven counties with high gender disparity in favor of female candidates during the 2022 KCSE examination encompass Kirinyaga, Kiambu, Kitui, Meru, Tharaka Nithi, Vihiga, and Kisumu.

 KCSE 2022 Results Performance per Subject

 

In the 2022 KCSE Examination, 17 subjects recorded a significant improvement in performance, compared with 11 subjects that recorded a significant improvement in performance in 2021.

 

There was no significant change in performance in four of the subjects offered during the 2022 KCSE Examination.

 

OVERALL GRADE DISTRIBUTION IN 2022 KCSE RESULTS

There were 1,146 (0.13%) candidates who obtained an overall Grade A in the 2022 KCSE Examination compared with 1,138 (0.14%) candidates in 2021.

 

On the other hand, the number of candidates with minimum university entry qualification of Grade C+ and above has risen to 173,345 (19.03%) in the year 2022 KCSE Examination

compared to 145,776 (17.55%) in 2021.

 

The number of candidates with a mean grade of D+ and above in the 2022 KCSE Examination is 522,588 (59.14%) compared with 442,251 (53.29%) in 2021.

 

Encouragingly, the number of candidates obtaining a mean grade of E in 2022 declined significantly to 30,822 (3.49%) despite the increase in candidature, compared with 46,151 (5.56%) in 2021. This clearly leads us to conclude that most of the candidates scored grades of higher quality.

 

Most significantly, all the remaining candidates are legible to join TVET institutions, Teacher Training Colleges, Medical

Training Colleges and other tertiary learning institutions for various courses.

Finally! The long wait for the official release of KCSE 2023 results is over! According to a reliable source whose details will not be revealed due to obvious reasons, KCSE 2023( January 2024 Results) are set to be released today at Moi Girls Eldoret.

KCSE 2023-2024 Results Release Details

Over 900,000 students who sat for the 2023 Kenya Certificate of Secondary Education (KCSE) exams are eagerly awaiting the much-anticipated release of results this week.

 

Education Cabinet Secretary Ezekiel Machogu confirmed the timeline in late December, stating that the fate of the 903,260 candidates will be revealed “by the second week of January.”

 

Last year, the results were released on January 20.

 

How to Receive KCSE 2023, January 2024 Results

Unlike in the past, 2023 KCSE results will only be available on one platform, KEMIS, which stands for the Kenya Education Management Information System. This new system was launched and unveiled by the CS Education Ezekiel Machogu following a system failure witnessed after the release of the KCPE 2023 results. Candidates, parents and other key stakeholders in the education sector were subjected to psychological torture after they were obliged to wait for KCPE results for over four hours.

Those who were able to access results had to used the KNEC portal to download them.

NEW KCSE 2023-2024 GRADING SYSTEM

The 2023 KCSE results carry extra weight, as they coincide with the implementation of a new grading system aimed at boosting university access.

 

Unveiled in August, the revised structure reduces the number of compulsory subjects used to reach the candidate’s final score from the previous five subjects to only two.

 

Under the new grading, the two compulsory subjects will be Mathematics and any language (English, Kiswahili, or National Sign Language)

 

The two compulsory subjects now are Mathematics and a language (English, Kiswahili, or Kenya Sign Language) and the other marks will be derived from any other five best-performing subjects.

 

 

The changes are part of recommendations by the Presidential Working Party on Education Reforms and aim to increase university entry qualifications.

 

Under the previous grading system, the five compulsory subjects include (English, Math, Kiswahili, two sciences) and two others.

 

This shift stems from concerns about the previous system being seen not to favour students whose best subjects didn’t fall within the mandatory cluster.

 

“The current system is disadvantageous to some learners,” explained Machogu. “We are doing this to allow learners to explore subjects they are good at.”

 

The candidates will also be the second lot of students to be admitted to institutions of higher learning, universities and colleges under the new funding model.

 

 

Instead of categories, students will now be grouped into bands and all learners will now be required to share the cost of tuition fees with the government.

 

In the reviewed formula, all students listed in the five bands will get a boom of between Sh40,000 to Sh60,000, graduated based on households.

CS Magoha Reveals Why KNEC Is Yet To Pay KCPE/KCSE 2020 Examiners

A few days ago, there arose unfounded claims that the Kenya National Examinations Council, KNEC- Kenya (a body charged with the responsibility of overseeing KCPE, KCSE, among other national and international examinations) has finally released outstanding arrears of examiners, markers who assessed and ensured the timely release of the 2020 KCSE and KCPE national exams administered between March and May 2021.

This information has since played the role of a rubble rouser since the Ministry of education, MoE- Kenya Cabinet Secretary, prof. George Magoha, has today explained why examiners who participated in marking of KCPE and KCSE 2020 in April and May have not been paid their dues.

KNEC usually engages teachers and other contracted professionals in the administration and marking of national examinations and pays them a token for the services rendered.

Bomet Central member of parliament Hon. Ronald Tonui had sought to find out why the Kenya National Examinations Council is yet to pay teachers who marked KCSE 2020 examinations and when they will be paid.

While responding to Hon. Ronald Tonui’s question, CS Magoha cited that KNEC was allocated less grant to cater for KCPE/KCSE 2020.

He further stated that the reconciliation of the 2020 KCSE examiners script fees was completed and the total payable amount was Kes. 1,025,235,307 out of which Kes.251,251,200 was paid at the conclusion of the marking period between 4th and 7th May 2021.

Thus, the amount outstanding for the Knec 2020-2021 Examiners Stands at Kes.773,984,107.00 which will be cleared as soon as the Treasury releases the funds.

“For the FY 2020/2021, KNEC was allocated KCPE/KCSE grants of Kes.4,023,868,712 instead of the required Kes.4,588,244,200 at Kes.800 per candidate for KCPE and Kes.5,400 per candidate for KCSE. Consequently, KNEC was not unable to pay the teachers who were engaged during the marking of the 2020 KCSE examinations on time,” said CS Magoha.

Magoha assured parliament that the Ministry is engaging the National Treasury for the release of the outstanding funds to ensure that the outstanding arrears are paid as soon as possible to the markers.

In a bid to prevent the same delaying of payment in future, prof. Magoha advised that KNEC should verify the number of candidates immediately the registration exercise is concluded so that the deficit is factored in a Supplementary budget tabled and considered timely.

“To forestall a recurrence of such unpaid arrears in time for the next national examinations, KNEC has been directed to ascertain the number of candidates as soon as the registration process is concluded, in order for the Ministry to ensure that any shortfall is covered in the Supplementary budget tabled and considered by Parliament before the examinations begin in March 2022,” further said prof. Magoha.

The Kenya National Examinations Council, KNEC has honored its pledge and released payment in full for all center managers, supervisors, and invigilators who manned this year’s national examinations. This move follows incessant complaints emanating from key stakeholders and especially teachers who sacrificed their time and resources bordering on delayed payment by the council. When called upon by the Parliamentary Education Committee to explain why KNEC confirmed that Contracted professionals for the 2022-2023 cycle will still not get paid in good time since the Council needs a lot of time to compile the payroll for centre managers, supervisors and invigilators.

KNEC New Payment Rates Per Day For Contracted Invigilators & Supervisors 2023-2024

The Kenya National Examinations Council may raise Knec payment rates per day for KCPE and KCSE invigilators, Supervisors, center managers, and other Contracted Professionals this year if it gets more allocation from the government. This latest news on new Knec payment rates is pegged on the council’s submission before Parliament in 2021 when Knec officials were summoned to appear before members of the Parliamentary Education Committee to explain why the Knec payment rates have remained constant since 2019.

Knec explained that the council has got nothing against raising payment rates per day for all Contracted Professionals so long as the government allocates more funds for that purpose in the next financial year 2022-2023.

Kindly note that qualified and legible Knec Contracted Professionals will be paid. The contracted professionals must meet the following conditions:

Knec payment for Contracted Professionals and Examiners 2023- Legibility

The Kenya National Examinations Council (Knec) contracted  Professionals must register their presence and interest online via the Knec cp2 portal before the stated deadline so that the council can  feed their payment details in time.

 

The contracted professionals include Centre Managers (Principals and Head Teachers), Supervisors, Invigilators, examiners, and Security Personnel charged with manning the national exams.

 

 

KNEC says those who haven’t registered on the online platform will not be considered for payment this year since the deployment process will not be complete without downloading the Knec deployment letters.

 

Both school heads and teachers taking part in the 2021 examinations are required to submit their details by registering on the portal. The Teachers Service Commission (TSC) said it has assigned 242,406 teachers national exam supervision and marking duties.

 

 

Speaking at an inter-ministerial address at the Kenya School of Government on Friday, February 18, TSC boss Nancy Macharia said the teachers will be presented to Knec to serve as invigilators, supervisors, centre managers, and examiners.

 

“Only the best cream of teachers, those who do not have any known disciplinary issues, have been identified as part of the Commission’s determination to guarantee integrity in examination administration,” she said.

 

The contracted professionals receive their payments a few days after the official release of the KCPE. However, KNEC says it will only make payment for those who officially register their details on the Cp2 platform.

 

There have been incessant calls to increase the payment for manning the exams. A year ago the Kenya Union of Post Primary Education Teachers(Kuppet) protested and called for a review of the payments.

 

According to Payment details released by the Council, Primary school heads who act as Centre Managers for the Kenya Certificate of Primary Education, KCPE, exams pocket a daily subsistence allowance of Sh500; for a total of 4 days (including rehearsal day).

 

Secondary school Principals, on the other hand, earn a daily allowance of Sh500 for 18 days. The highest-paid Supervisor walks away with a sum total of Sh 12,510 while the highest-paid invigilator gets Sh 9, 860.

 

The council does not however factor in the pay of deputy head teachers and depity principals despite being present at the school present during the examination period as assistant Centre Managers.

 

Knec also does not include payment of teachers handling science subjects who prepare and administer practicals during the KCSE examinations. When asked to comment on why Deputy Centre Managers and teachers who handle KCSE practical examinations by Parliament, Knec noted that these two categories are not directly involved in the management of examinations. They are there to back the main team in ensuring that the exams run smoothly which is part of their duty.

The Kenya National Examinations Council (KNEC) data shows a total of 2,056,719 candidates were registered for 2021 KCPE and KCSE tests that have already started. Of these, 1,225,693 will sit KCPE and 831,026 KCSE.

 

KNEC said the number of candidates sitting the KCPE examinations has increased by 34,085 compared to last year. Additional 78,424 candidates have also been registered to sit the KCSE examinations, according to KNEC data.

Knec Now Set for KCPE 2023 Results Release; CS Machogu to Release KCPE Results at Mtihani House. Stay Tuned for the List of Top 15 Candidates and Schools Nationally

 

Barely three weeks down the line since the completion of the November 2023 KCPE national examinations, the latest knec news today now indicate that all systems are set for the official release of the 2023 KCPE examinations results. The 2023 KCPE examiners contracted by KNEC to mark Kiswahili Insha and English Composition scripts have already left the designated KNEC marking centres having completed their task.

The release of the KCPE 2023 results is among the key tasks performed by Cabinet Secretary in charge of Education- Ezekiel Machogu.

The exact dates for the release of this year’s KCPE results is yet to be announced officially but our media team has established that the 2023 KCPE results will be released before Friday November 30, 2023.

The venue for the release of the 2023 KCPE examination results is Mtihani House situated along the Dennis Prit Road that serves as the KNEC headquaters.

Now all eyes and ears are trained on CS Machogu to release the KCPE 2023 top 15 candidates and their respective schools.

CS Machogu will also have the privilege to read out names of KCPE top 10 special needs candidates.

Sean Kipchumba from Kakamega County emerged top in KCPE 2023 results for the Western region of Kenya after posting an impressive result of 421 marks.  He was closely followed by Otieno Precious from Pendo School in the same county. In Bungoma County, Jecinta Barasa of Marel Academy emerged top with 416 while Denilson Inyanje of Abundant Life Academy Cheptulu took the lead in Vihiga County. KCPE 2023 Key Statistics  and Figures

The top candidate in KCPE 2023 results scored a whopping 428 marks out of the possible 500.

The 2023 KCPE examinations were administered in 28, 533 centers which were strictly manned to ensure integrity.

More than 10 out of 47 counties recorded more female candidates. These encompass:

  2. Garissa 61.44
  3. Turkana 57
  4. Wajir 56.91
  5. Machakos 52.79
  6. Nyamira 52.40
  7. Samburu 52.39
  8. Baringo 52.31
  9. nandi 52.50
  10. Makueni 52.3
  11. Isiolo 48.25

Five Counties recorded underage candidates, 12 years and below. These include:

  1. Baringo 7.3
  2. Wajir 6.3
  3. Bomet 5.99
  4. Kericho 5
  5. West Pokot- 5.77

Kilifi, Kwale, Turkana and Garissa counties on the other hand recorded overage candidates, 18 years and above.

8525 2023 KCPE Candidates garnered 400 and above.

KCPE 2023 Performance per Subject

English and Kenya Sign Language registered a marked improvement in 2023 KCPE results compared to the 2022 KCPE examinations.

On the contrary, Kiswahili, Mathematics, Science and Social Studies recorded a drop in the 2023 KCPE results.

KCPE 2023 Results Performance Per Gender

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

2024 Form One Joining Instructions for 2023 KCPE Candidates

All the 2023 KCPE candidates will join secondary schools in the third week of January. Candidates who did not have the golden opportunity of sitting for the 2023 KCPE national tests have been advised to register their details at the nearest education offices so that they can be factored in the upcoming special examination which will be conducted in January 2024 to ensure they continue their studies.

2023/2024 Form One Selection Dates

The 2023 KCPE candidates will be selected to join sub county, county, extra county and national schools in January 2024. All secondary school principals, chief principals and senior principals will report to the nearest education offices on Monday November 27, 2023 to conduct the nationwide exercise. The 2023/2024 form one placement will last two weeks.
