TSC News Today: Considering the insurmountable damage that may arise from the planned disruption and possible Postponement of the March/April 2022 KCSE and KCPE national exams, the Teachers Service Commission has weighed in on the looming TSC teachers strike. This follows an official strike notice issued by the teachers’ giant union, the Kenya Union of Post Primary Education Teachers, KUPPET bordering on matters salary rise and promotions of teachers with higher qualifications.

KUPPET has pointed a finger at the TSC for failing to honour it’s request for fresh negotiations on the 2021-2025 Collective Bargaining Agreement, CBA.

TSC urges KUPPET to reconsider strike action over 2021-2025 CBA 

 The Teachers Service Commission (TSC) has urged members of the Kenya Union of Post Primary Education Teachers (KUPPET) to reconsider its plans to down tools over the failure by the commission to review the 2021-2025 Collective Bargaining Agreement.

TSC cited “national interests” as justification for its decision.

In a letter addressed to KUPPET’s Secretary General Akello Misori, TSC said an industrial action would disrupt learning in the country and upcoming national examinations.

“As intimated in our letter of 20/1/2022, the Commission is currently consulting with the relevant government agencies before reverting to the Union with its clear position to pave way for bipartite negotiations,” TSC lawyer Calvin Anyuor said.

He added that all stakeholders needed to focus on the national exams set to commence in March to enable what he termed as a “seamless transition.”

“Any activity which may disrupt learning should be avoided at all costs,” he said.

He noted that the 2022 academic year is delicate with two national examinations slated for April and November respectively.

Assessments for grades 3, 4, 5 and 6 are also scheduled to take place during the year.

Anyuor said that the move was hasty and unjustified.

“The Commission regrets the tone of your letter and the threat to industrial action at this early stage. It is our very considered view that the same is not only premature but also unwarranted,” he said.

KUPPET Secretary General had written to the commission two days ago urging them to review the CBA owing to what he termed strong economic performance during the COVID-19 pandemic.

The Union expressed uncertainty about the possibility of their members getting their salaries reviewed.

“In light of this, the union is left with no option but to convene our organs to explore all avenues open to us in the quest for our members’ legitimate interests. As the Commission is well aware, the consequences of the remaining options may be dire,” KUPPET’s Secretary General Akello Misori said in a letter dated February 22.

Many bunches of courses in Kenyan universities and colleges, Bachelor of Education courses are thought to be the marketable courses because of little or no hustles after graduation. Some graduates are employed by the Teachers’ Service Commission, (TSC) immediately after college. Some end up landing as teachers in competitive private schools such as Aga Khan Academy, Sunshine Secondary School, Brook House Academy, International School of Kenya among many others. Securing jobs in such institutions does not depend on the university or college you went to, but highly depends on the marketability of your subject combination and availability of chances; the lucky ones can make it too with highly competitive subject combinations of course.

All you need to remember is that even though teaching is a marketable profession, not all subject combinations are hotcakes; knowledge and career advice is therefore necessary when selection of subject combinations to venture in as far as teaching career is concerned. The marketable subject combinations are available both in Bachelor of Education Arts or Sciences. Also note that to select a subject for pursuance as your area, you must have obtained at least a C+ (C plus) in your high school performance in that subject – a rule that was passed by the Teachers’ Service Commission

Before the enactment of this rule by TSC, a student could go to college, pursue an Education Course majoring in a subject that he/she scored a D grade or even a worse grade. Majoring in subjects that teachers did not choose in their high school education was also possible. Note that the subjects that we are going to talk about below are the current and latest marketable combinations in the market. This can probably be the case up to the year 2024.

Subject combinations become hotcakes or most marketable when there is a deficiency or total shortage of teachers in that area of specialization nationwide. Some Bachelor of education arts specializations such as History and C.R.E for example was once among the most marketable TSC Subject Combinations back in the year 2014, and thus saw many teachers getting employment by TSC.

Inadequate teachers in the area compelled many students to go to colleges and universities to specialize in that area. This explains why History and C.R.E is too flooded currently (not even securing jobs for 2014 to the current year graduates). The same case happened to Business Studies and Mathematics combination.

Business Studies and Mathematics combination was a hotcake because many teachers opted to go for banking jobs and left voids in teaching. Many students consequently joined Business and Mathematics classes and obviously flooded it too. Currently, the Teachers’ Service Commission is employing the graduates of the year 2016 in that area of specialization, leaving the recent graduates with no jobs. The Teachers Service Commission will attempt to fill the gap in teacher shortages in the country’s public elementary and secondary schools.

 

In terms of teacher shortages, Kakamega County is the hardest hit. West Pokot, Kitui, Narok, Bungoma, Kilifi, Murang’a, Bomet, Siaya, and Migori are the counties with the worst teacher shortages in both primary and secondary schools.

 

In the category of secondary schools. Bungoma County is in first place once more, followed by Kisii, Homabay, Nakuru, Kitui, Makueni, Turkana, and Trans Nzoia.

 

Schools in the country’s north east are suffering from a severe scarcity, which has been attributed to insecurity brought on by banditry and terror-related incidents. As a result, many communities have struggled to recruit instructors.

 

 

 

The Teachers Service Commission is anticipated to explore these regions as it seeks to hire over 6,000 intern teachers to assist close the country’s teacher shortage gap.

 

The national treasury allotted the commission 1.2 billion in the fiscal year 2022/2023 to assist in the recruitment of intern teachers who will work alongside their permanent counterparts in curriculum delivery.

 

Due to economic restrictions, the commission has been unable to meet the required teacher-to-student ratio, despite the ever-increasing student numbers ascribed to the government’s 100 percent transition strategy.

Owing to the high TSC teacher shortages in both primary and secondary schools, the Teachers Service Commission recently effected massive transfers of both classroom teachers and school administrators in May to ensure staff balancing ahead of the July 2022 TSC Mass Recruitment.

The good news is all teachers who received their promotion letters have a reason to smile as they will now enjoy increased monthly salaries with effect from March 2021 their latest appointment date.

The Teachers Service Commission (TSC) has already compiled and released the list of promoted teachers with a total of 16,000 teachers.

Getting a promotion from the Teachers Service Commission (TSC) is the big dream for every teacher. This is because such promotions come with a salary increment; however, little it may be.

The Commission has released promotion results for teachers who attended promotion interviews in 2020 and 2021. The promotions are for over 16,000 lucky teachers out of the over 33,000 who attended the interviews.

A total of 2,111 teachers have been promoted to Head Teachers at T-Scale 10 (C5). These teachers have a reason to smile as they will now earn an increased monthly salary with effect from March 2021.

How fast you get your interview results and promotion letter varies from County to County. Whereas most Counties have made the lists of promoted teachers public, in some counties this is a highly guarded secret.

The Commission has also revealed the criteria used in promoting over 16,000 teachers in 2021. According to the Commission’s revelation, several factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity, and affirmative action for ASAL (Arid and Semi-Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions.

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

The 1,096 Deputy Principals II T-Scale 12 (D2) will also receive increased perks. The teachers will receive a monthly pay of Sh91,041. This will come with an increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000), and monthly House Allowance (to Sh50,000).

The promoted 39 Senior Lecturers I T-Scale 12 (D2) will receive a monthly pay of Sh91,041. This will come with an increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000), and monthly House Allowance (to Sh50,000)

The promoted 1,590 Deputy Principals III T-Scale 11 (D1) will receive a monthly pay of between Sh77,840 and Sh85,269. This will come with an increase in monthly Commuter allowance (to Sh12,000), Annual Leave Allowance (to Sh10,000), and monthly House Allowance (to Sh45,000)

The promoted 209 Curriculum Support Officers T-Scale 10 (C5) will receive a monthly pay of between Sh62,272 and Sh64,631. This will come with an increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000), and monthly House Allowance (to Sh35,000)

The promoted 2,111 Head Teachers 10 (C5) will receive a monthly pay of between Sh62,272 and Sh64,631. This will come with an increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000), and monthly House Allowance (to Sh35,000).

The promoted 7,030 Senior Masters IV T-Scale 9 (C4) will receive a monthly pay of Sh52,308. This will come with an increase in monthly Commuter allowance (to Sh8,000), Annual Leave Allowance (to Sh6,000), and monthly House Allowance (to Sh28,000).

BOM TEACHERS TO WAIT  LONGER FOR THEIR APRIL & MAY SALARIES

Despite Mr. Sossion’s warning, teachers employed by Boards of Management in various schools popularly referred to as BOM teachers are yet to receive their April and May salaries.

“That ruthless principal halted our salaries. Right now, I cannot even pay my bills. I have kids who need to eat, rent, electricity, and water bills to pay,” confided one teacher who sought anonymity.

Most BOM teachers do not understand how schools cannot pay their salaries. What even worries them more is the uncertainty surrounding the schools’ reopening date.

According to the preliminary report presented by the covid-19 education committee, BOM teachers may wait longer for their salaries since reports emerged that most schools were yet to receive full Government funding by the time schools were shut in Mid-March.

If the Ministry of Education adopts the committee’s report, most BOM teachers especially those working in public schools are likely to receive their salaries in September when the Government will release the remaining funds for public schools.

Egerton and Kisii Universities for instance announced salary cuts amounting up to 30-40 percent on grounds that they had not received money from the National Treasury after all learning institutions were shut down.

Egerton University Vice-chancellor Rose Mwonya defended the move saying that the institution could not generate enough funds in the wake of the pandemic.

The latest TSC Promotions news now show that the teachers’ employer has raised the par for teachers wishing to be charged with the responsibility of governing schools alongside the select boards of management.

While reporting for TSC in a meeting that was attended by Kuppet and some selected officials from KNUT, the Commission’s Head of Corporate Communications officer elaborated that among the teachers who want to be in leadership roles, most are deputy and principal or headmaster. They Should attract a good record in both academic and social behaviour, added in the by-laws of the TSC.

As per the new changes, teachers who appear to be applying for deputy leadership must be in a senior teacher leadership position for at least six years with an additional year on probation

Further, it was pointed out that the deputies interested in the seat of the headmaster or headmaster should be more than 5 years in the present appointment, with a probationary period of additional two years.

Another 1,376 teachers holding positions of Heads and Deputy Heads of Institutions in ASAL and Hard to Staff Areas seeking promotions, will also be interviewed.

 

Under the 2018 Career Progression Guidelines, all teachers undertake set training in selected institutions before they can be considered for promotions.

 

The institutions issue certificates filed by TSC to guide promotions.

 

In January, 2021, the Teachers Service Commission announced promotions for 1,000 diploma teachers.

 

“Today we advertise for 1,000 promotion positions for diploma teachers. The online application portal will be available by end of the day,” the commission announced on Twitter.

 

This was barely two months after it had announced another string of promotions for primary and secondary school teachers in December last year.

 

 

Initially, teacher promotions were pegged on the schemes of service, which focused more on merit and ability as reflected in the teacher’s work, performance, and results; seniority and experience, the existence of a vacancy; academic and professional qualifications.

KISII COUNTY ON THE SPOT AGAIN OVER KCSE EXAM MALPRACTICES-2019

Fourteen people among them students and teachers have been forced to spend their night in a police cell after attempting to cheat in the ongoing KCSE examination.

They include the owner of a private school where the cheating was orchestrated, the school’s deputy principal and other unnamed suspects who were involved in the malpractice.

Ministry of Education officials and heavily guarded police officers raided the Milimani Ramasha Academy previously known as Intercity Examination Centre located at Kiagoro in Nyaribari Chache Constituency and to their utter surprise, they discovered seven impersonators.

According to Education Cabinet Secretary Professor Magoha, the plan to cheat was executed in the full knowledge of the examiners in charge of that examination centre.

Speaking on Monday, Professor Magoha had forewarned parents in Nyanza when he confirmed that the government was fully aware of their plans to compromise the quality of examinations.

The parents had pooled money to bribe education officials so that they can get illegal access to KCSE examination papers.

Confirming the incident, education officials and police officers say they were tipped by the public.

The school principal has since disappeared.

TEACHERS-COME-CANDIDATES

Professor Magoha further explained that 11 people, mostly teachers had accessed the examination room in the pretence of being students to write an examination on behalf of some candidates.

The impersonators accessed the room with their photographs which had been embedded in the Kenya National Examination Council’s schedules to prevent any suspicion.

Consequently, all KNEC officials have been replaced and the genuine candidates who had been impersonated will be allowed to proceed with the examination.

The teachers involved will also face disciplinary action for trying to water down the quality of KCSE examinations.

Elsewhere in Thika, an investigation has been launched into yet another case of impersonation.

More than 3800 Diploma teachers in Kenya recently received good news from the Teachers Service commission-inviting them for interviews in their respective counties scheduled to start on 24th, May 2021.

Diploma teachers in Secondary schools will be competing for a chance to get promotion in the 1000 advertised promotion posts by Teacher Service Commission (TSC). -Most of the counties in the country by today have invited the Diploma teachers who had applied for the promotion which is to commence next week.

The exercise was to be carried in march but was postponed because Kenya National Examination council invited them for marking of examinations. Teachers who will be attending the interviews are required to collect their invitation letters from the County Directors of education TSC in their respective counties.

The Diploma teachers will be happy for this exercise this is because they have stagnated in the same job group for over seven years as compared to their colleagues with Bachelor’s degree in education.

The Teacher Service Commission released circulars to the regional county directors TSC through the TSC staffing director Madam Wahome Rita indicating the whole exercise will begin next week on 24th May up to 28th May,2021.

The Diploma teachers employed by TSC start their teaching career service by entering into job group C1-T-scale 6 which was previously known as Job group J according to the information provided by the Kenya Union of Post Primary Education Teachers secretary Akelo Misori.

The degree holder teachers starts at job group C 2(T-scale 7) previously known as job group K. -The process of promoting Diploma teachers to Job group C2 started in 2017 under the career progression guidelines as outlined in the collective bargaining agreement (CBA) 2017-2021.

To move from Job group C2 to C3 a teacher is allowed to to undergo an interview process. The previous guidelines strictly required a teacher to stay in the same job group for 3 years before being promoted unlike the current one which requires a teacher to undergo interview process. A total number of 16,512 teacher were recently Promoted from when the interviews were done in February and December 2020.

A new implementation of the new CBA is in its last stage which will be done by 30th June, 2021. During the interviews, teachers are supposed to carry the following,

• must have a tax compliance certificate from KRA

• clearance certificate from HELB,EACC and CRB

• TSC registration certificate

• certificate of good conduct

TSC LIST OF SHORTLISTED TEACHER INTERNS-NAROK COUNTY

The Teachers Service Commission has invited shortlisted candidates for interviews for the 10, 300 internship posts aimed at plugging the gap in Kenya’s Education Sector.

According to the TSC memo from Catherine Lenairoshi, TSC Corporate Communications officer, the list of shortlisted candidates has already been dispatched to all the 47 counties nationwide.

All interviews are scheduled to take place at the TSC County offices.

The following list will give an overview of TSC’s employment trend as per the year 2019.

Following the digitization of all TSC services, all teachers seeking to be transferred from their current work station are advised to tender their requests online.

TSC teachers transfers online application period- when can I apply?

TSC employed teachers are free to apply for transfers at any given time.

However, the Commission will only effect the voluntary teacher transfers once per year upon suitable replacement.

TSC Teacher Transfers online– conditions for approval and selection criteria

It is however important to note that not all teachers who will apply for transfers will have their requests approved.

Here is the selection criteria used by TSC to approve TSC teacher transfers online

The Commission must first assess the reason(s) driving you to apply for the transfer first to determine whether it is valid.

Secondly, the Commission will have to assess the staffing levels in your current work station to ensure that the learners are attended after your request is approved.

This explains why most heads comment ” transfer approved with suitable replacement.”

Thirdly, the commission takes into account the availability of teaching Vacancies in your preffered new work station. Therefore, before picking a school, conduct some background data to determine whether there is urgent need for your services first.

TSC teacher transfers online application process- teacher portal system access
HRMIS TRANSFER MANUAL- FOR TEACHERS

i. Visit the official TSC website (www.tsc.go.ke) then click on the online services tab. From the drop-down list, select Teacher Transfer.

ii. Fill in your correct details: TSC No. ID Number, Mobile No. and click login.

iii. A six-digit authorization code will be sent to your mobile number.

iv. Enter the authorization code and click login.

v. Upon successful log in, the system is able to detect whether you are either a primary or a post primary teacher.

iv. Click ‘Submit’ a ‘Request for Transfer’ to proceed.

vii. Enter all details, and check the declaration box.

viii. After entering all the details and checking the declaration box, click ‘OK’

i. The system will dispay your current station and the requested County.

ii. Click “File Attachment(s)’ button to attach supporting document(s) in case the request for transfer is due to insecurity and/or medical grounds.

iii. You can also Edit, Withdraw or Print the transfer request.

ix. Click Browse to select the document to attach.

x. Enter your Remarks.

xi. Check the dialogue box and Click Ok after attaching the document.

a. Your attachment(s) will be displayed. You can either Remove or View your attachment.

b. Click Submit button.

c. Once your application is successfully delivered, application status changes to “Pending”. (Please note the application status will keep on changing).

xii. Click Logout to exit from the system.

HEAD OF INSTITUTION (HOI) RECOMMENDATION 

Heads will get the requests via the institutions Emails and the HOI portal.

Option 1: Email notification

i. Open your Email.

ii. Click the email notification Link to proceed.

iii. Enter you comments as the Head of Institution and Click the ‘Submit’ button.

Option 2: HOI portal

i. Go to TSC website (www.tsc.go.ke) and click Online Services, select HRMIS and click on ‘Teacher Transfer’ button.

ii. Enter you TSC No, ID Number and Mobile Number and Click Login.

iii. A six digit authorization code will be sent through your mobile number.

iv. Enter the authorization code and click Login.

v. HoI (Head of Institution) portal will display the incoming transfer requests.

vi. Click ‘Action’ button to recommend the transfer and enter your comments.

vii. Click ‘Submit’ button.

In Summary;

The TSC Portal for profile update is a beehive of activities this evening. This follows the latest directive by the TSC Chief Executive Officer, Dr Nancy Macharia that all TSC registered teachers including those working on BOM terms and those employed in private school should update their profiles immediately before the set deadline.

Consequently, panic-stricken teachers are currently rushing tonight to hit the November 30 Deadline since the Commission does not plan to extend the deadline.

 Panic as TSC Boss Directs BoM and Private Schools' Teachers to Update Profiles Before the November 30 Deadline; This is How to Update your TSC Profile Online
Chief Executive Nancy Macharia asked all registered teachers–teaching in public or private schools–to update their profiles.

The Teachers Service Commission, TSC, Nancy Macharia, has cleared the air on which teacher should update their profile ahead of 30th November.

This is after confusion surrounded the exercise where BOM, ECDE, unemployed, and intern teachers were unsure on whether they should take part in the exercise scheduled to end on Tuesday midnight.

Macharia asked all registered teachers–teaching in public or private schools–to update their profiles.

The Commission has opened the online portal to allow individual teachers to update their details. A link has been developed in the TSC website where all registered teachers are required to access and update their details by November 30,” said Dr. Macharia.

The deadline lapses Wednesday this week. This means that the 501, 760 registered teachers have a few days left to complete the exercise.

There are some 341, 760 teachers working in public schools and 160,000 in private institutions. Macharia said the exercise is crucial, making reference to provisions of the constitution and TSC Act that mandates it to keep all teachers registered.

Registration of teachers is a mandate accorded to TSC through Article 237 of the constitution.

“It is also under Regulation 29 that we must continuously update teacher records and this is the register. So that if we have left out a detail we capture because we are required to do so every so often,” said Macharia.

She said that sometimes teachers give their details but forget certain particulars. The basic details required by teachers for the exercise include their national identification cards, name, Kenya Revenue Authority numbers, religion, the fate of birth, gender, mobile phone numbers, and nationality.

Also needed are details on the home county, sub-county, division, zone, constituency, impairment type, permanent postal address, postcode, permanent town, current postal address, postcode, and town.

Section 23 of the TSC Act also stipulates that the registration of teachers must contain the qualifications and such other particulars as may from time be prescribed by the Commission, in respect of which the registration is granted.

Please enter the 4-digit verification code sent by TSC via SMS

Enter the code in the window provided and click ‘verify’. In the event you failed to receive the code, select ‘send code again. The code is a four-digit number.

Proceed to edit your application. The following basic details will be required. Most details have been pre-loaded for you. Click ‘Next’ once done. You will see the success message

In the new window, you will update your Academic Qualifications Details.

You will also be expected to upload a Minimum of 3 documents and a Maximum of 4

To update a document, click ‘choose file’. Locate the appropriate file in your storage and double-click on it to upload it automatically. Click ‘save documents’ every time you upload a document. Repeat this process until you upload all the required documents that is

New List of TSC Hardship Regions, Counties, Sub-counties, Areas for Teachers in Kenya; TSC Reviews Hardship Areas, allowance in the 2021-2025 CBA cycle

Teacher service commission (TSC) is a body that employs and dismisses teachers in Kenya. For primary school recruitment, the body can post a teacher in any school in Kenya, regardless of whether the teacher applied for that school or not.

However, secondary school teachers have the privilege of choosing a school to be employed since their vacancies are advertised publicly.

Despite the fact that teachers working in certain regions in Kenya are paid hardship allowances, the kind of risks they face are life threatening. Apart from harsh climatic conditions, insecurity is one factor that qualifies a place to be mapped under hardship area.

Teachers in hardships regions face myriads of problems ranging from poor infrastructures to shockingly bad working conditions. The following are counties (sub-counties) that have been mapped by the commission as hardship areas for teachers in Kenya;

It should be noted that some counties have been listed under hardship areas, but not all Sub-counties have been captured by the commission as hardship centres.

The Kenya Union of Post Primary Teachers, KUPPET HAS JOINED HANDS WITH Kenyan teachers who were contracted to mark this year’s KCSE exams to demand for better pay.

KUPPET through its Secretary-General Akelo Misori said that the payment given to KNEC examiners does not commensurate the hardships Kenyan teachers are subjected to in those KNEC designated marking centres.

LONG WORKING HOURS AND CONGESTION

Some of the challenges that KNEC examiners are currently experiencing include long working hours and congestion.

In Alliance Girls, for instance, there are 1, 800 examiners marking this year’s English Paper III 101/3.

This means that the school’s resources have been stretched to host this year’s KNEC examiners.

Besides, the KNEC contracted professionals are expected to wake up as early as 4.00 A.M. and work up to 10.00 P.M.

The examiners are also expected to carry the boxes containing the students’ scripts to and fro one point to another.

The marking of the 2019 Business Paper-II KCSE exam kicked off on Saturday at Machakos Girls High School but the contracted examiners have not touched a single paper citing low payment rates for the whole exercise.

KNEC BUSINESS PAPER II PAYMENT RATES

Tutors now want the payment for the marking exercise increased from Kshs 46 per script to Kshs 68.

KUPPET has also jumped the bandwagon and backed up the idea since examiners are also giving too much.

KUPPET’S ULTIMATUM

KUPPET’s Secretary-General Akelo Misori has given the CS Education Professor Magoha 7 days to improve the examiners’ working terms and conditions failure to which the union will call upon the teachers to completely withdraw their services hence paralyzing the marking exercise.

The examiners who were charged with the responsibility of marking this year’s Business Paper-II exam downed their tools due to poor payment rates by KNEC.

This means that the marking of Business paper II is yet to kick off since the examiners have hardly touched a candidates paper.

REPORTING DATES

The examiners reported to the designated KNEC marking centre over the weekend in readiness for this year’s marking exercise.

Attempts by KNEC CEO Dr Mercy Karogo to calm their nerves were met by jeering and a spirited resistance from the angry teachers.

She was extremely humiliated by the angry examiners who booed her off the stage as she tried to address them today.

CRISIS MEETING

According to inner sources, KNEC Boss Dr Mercy Karogoheld a crisis meeting on Monday evening with senior examiners in an attempt to avert the crisis.

The musings of an ‘EXAMINER!’

The KCSE marking is just around the corner. Yeah! We’ve visited the KNEC contracted professionals’ website page and hit the green colour ACCEPT button with glee. Bingo! We’ve downloaded the invitation letters. Yes, we are reporting as from the 28th of November at the various marking centres. Those going marking for the first time are so excited that they are walking around with the invitation letters showing everyone who cares to see. They think they have made it in life! It is a dream come true too for most of us who have never seen the inside of a national school. ( Most of these marking centres are the national schools that we never qualified for) You see; it will be such a pleasure to interact with the dorms and the tuition blocks literary not mentioning the dining halls where our KNEC three-course meals will be savoured! 25% of TAXATION

Anyway, before I digress, I want to talk about what made me think of pouring my heart out on this marking thing-the 5% KNEC withholding tax! At first, my feeble mind couldn’t comprehend what these huge terminologies meant. This is when I tried to file my returns sometimes mid this year. The cyber guy masquerading as an economist of Kibaki’s league ‘combed’ me that I had to pay the 25% of the total amount I had earned from marking the previous year-2018. I didn’t believe him that I owed the government a whooping 13,600 in taxes. I couldn’t even eat with the thought of owning the government. Imagine me owning the government from the tearfully-earned cash – marking! (Those who mark can relate and those who don’t please keep your wealthy lanes.) This is money that is earned through real sweat and pain. This is money that is really earned if you know what earning is. I couldn’t trust the cyber guru so I rushed to the KRA offices to confirm. On arrival, the officer in charge at the counter casually confirmed that it was true that I owed the government the said amount.”This is what we mean by WITHHOLDING,” she quipped contemptuously! It was apparent that she was speaking to a Kenyan teacher. She must have read frustration on my face as she tried to comfort me by insisting that I had to pay the amount or else it would accumulate to colossal amounts which would be recovered from my retirement benefits. Yes, retirement! She had assumed that I would live that long when the life expectancy in this middle-class( as the government tumbocrats would want us to believe) economy is 45. She had assumed that ‘things kwa ground are the same’. That my Kcb Mpesa, Mshwari, Tala, Platinum loans ,salary advances, mercury sugar, plastic Chinese fish, eggs, the 35%interest rates on bank loans(read interest capping laws) and above all her lordship at the helm of TSC with her continuous threats over my job were to spare me- to retirement. ( if KNUT can be killed- who am I?)

Anyway, I loved her optimism of me paying the taxes accrued from the torturous marking exercise on retirement! Isn’t this sweet? Honestly, I don’t know. Do you? Teachers in this corner of the universe may not decipher all these. It is a complex web! ( How can such a giant teachers’ trade union be killed?)

THE REAL WORK

(Anyway, forgive my deranged teacher’s mind) Back to marking. Professor Magoha is manning the exams ‘himuselefu’! He together with his fat contingent from Jogoo house is leaving nothing to chance. They must oversee a credible exam. Exams are such important. Aren’t they? The exercise is all-important until the Kenyan teacher surfaces in the picture! As a classroom tutor( read teacher), invigilator, supervisor and even marker! Its importance vanishes in thin air when it comes to their pay and general welfare. The centre managers, for example, wake up as early as 4 am in the name of collecting the exams from them containers. Sadly, the country lost one of the managers on 4th November on a grisly road accident as she travelled in these wee hours to pick up the exams in Naivasha. Is there any compensation for teachers when they die on duty?

Invigilators and supervisors work round the clock to administer these exams. Marking in ungodly hours(read 4 am-11 pm) carrying heavy script boxes, coordination of marking schemes, crosschecking, adjudication of marks among other duties characterise the Kenyan teacher’s overall responsibility during this examination period! But wait…What are we paid for all these? A pittance that is again subjected to 25% taxation rate for anything above 24,000.

I almost forgot. Sorry. we are Kenyan teachers. Our pay comes from God!

We handle the work while they handle the cash. Donge?

TOUGH KNEC MARKING RULES
KNEC KCSE examiners are expected to observe the following rules:

1. Do not carry away candidates’ answered scripts from marking centres.

2. Do not carry marking schemes or marking materials from the examination centres.

3. All marking should be carried out from the designated marking rooms within the marking centre.

4. There should be no phones in the designated marking rooms.

5. Every KNEC examiner is expected to board-live within the designated marking centre.

6. Attend and participate in all coordination meetings.

7. Observe marking discipline and actively participating in any roles assigned to you.

8. Do not carry any dummies and/or question papers from the marking centres.

9. Complete all the claim forms for answer scripts marked and submit them to the Team Leader before leaving the room.

10. Refrain from any activity that may slow down the marking exercise such as indulging in alcohol.

11. Conceal your identity as an examiner to avoid influence from people with personal interests.

12. Avail yourself at the marking rooms as long as the marking is in progress.

13. Maintain confidentiality on assigned tasks.

14. Ensure that you meet the targets set during the marking exercise.

15. Conduct yourself with dignity, decorum and diligence.

NOTE: ANY EXAMINER FOUND CONTRAVENING THESE REGULATIONS WILL BE DISMISSED AND REPORTED TO THE TSC FOR FURTHER DISCIPLINARY ACTION.
