TSC News Today; The Teachers Service Commission, TSC has released new promotion guidelines 2022-2023 for teachers wishing to be deployed to teach in junior secondary schools starting January 2023 when the first cohort of the new Competence-Based Curriculum CBC will join form One.

Reports reaching us today from the Ministry of Education indicate that the current grade 5 learners will join secondary schools after completing grade 6 syllabus as per the new Competence-Based Curriculum.

Currently, these learners are undertaking Competence-Based Assessment tests, CBA tests that will form the basis of their selection and placement to Junior Secondary Schools come January 2023.

According to the Kenya National Examinations Council Knec report on the status of the new Competence-Based Curriculum implementation in Kenya 2021, all CBC learners will be subjected to rigorous internal assessments in schools to determine their areas of strengths and weaknesses. These CBA tests will form part of the final assessment report that will be used to capture learners’ scores instead of the Kenya Certificate of Primary Education, KCPE certificate currently being used in Kenya.

Knec CBA tests will form 60 per cent of the learners’ final score but Knec will administer an independent final assessment to ascertain and serve as a control test before printing an assessment report for every CBC candidate at grade six level come December 2022 in preparation for the roll out of CBC in junior Secondary Schools in January 2023.

Teacher Qualifications (Selection Criteria) for Deployment to Junior Secondary Schools 2022-2023

Any teacher yearning for TSC Deployment to Junior Secondary Schools  must possess  a Degree and Diploma in Special Needs Education, Degree and Diploma in Early Childhood Development Education Diploma in Education (Primary option), Diploma in Education (Secondary option) and Bachelors Degree in Education (Secondary option) if lacking C+ at KCSE or C+ in teaching subjects.

The Commission has at the same time  planned to train 60,000 high school teachers in March and April 2022 in preparation for the rollout of the new Competence-Based Curriculum at the Junior secondary level.

The Kenya Institute of Curriculum Development in response to this has already developed syllabus designs from Grade One to Ten.

A report by CBC task force says the total number of 1,250,649 Grade Six and 1,320,395 Standard Eight learners are expected to join secondary school and Form one in January 2023 concurrently.

TSC Salaries for CBC Junior Secondary School Teachers 

The deployed teachers to Junior Secondary School will receive deployment letters with details such as monthly salary, name of work station, reporting dates and the junior secondary school posted to. Junior Secondary School teachers will start at job grade C2 with a basic salary scale of Sh. 34,955 per month before being automatically upgraded to job grade C3 after three years as stipulated in Career Progression Guidelines for teachers, enshrined in the new Collective bargaining agreement, CBA 2021-2025.

The Teachers Service Commission TSC has revealed interview dates for currently available TSC Internship teaching vacancies, 1995.

According to the official TSC Internship Recruitment Schedule, teachers interested in filling Advertised TSC Internship teaching vacancies/ jobs shall begin attending interviews after being shortlisted as from Mid- October 2021. Official TSC Internship Recruitment Dates are yet to be communicated.

TSC Advert for 1995 Internship Posts September 2021 full details

Teachers Service Commission (TSC) has advertised 1995 internship posts for primary and secondary school teachers for September 2021. Application forms should be filled online as provided in the linked procedure below.

There are 1995 internship posts for September 2021. 1038 of the available posts are meant for primary school teachers while 957 are meant for secondary school teachers.

TSC internship is meant for unemployed TSC registered teachers that will be deployed to various schools to gain teaching skills.

The internship will last for a period of one year.

Interns attached to primary schools will be paid a monthly stipend of Kenya Shillings 15,000 while those attached to secondary schools will be paid Ksh. 20,000. Teachers will also be awarded an internship certificate after completion of the internship period.

The deadline for application is Monday 27th September 2021.

Teachers Service Commission has released new guidelines that will be used to recruit intern teachers for the month of October.

Unemployed teachers who scored second class lower will have something to smile about after the commission levelled their marks with those who scored second class upper. This is the second time in a row the teachers’ employer is awarding second class upper and second class upper same marks.

Other than quality of the certificate, length of stay after graduation will play crucial role in the forthcoming recruitment exercise. Those teachers who graduated 2012 and before will be awarded the highest score while those who graduated 2020 and after will be awarded the least marks.

TEACHERS SEEKING CURRENT TSC PROMOTIONS TURNED AWAY OVER NEW DEGREE REQUIREMENT

The ongoing TSC interviews for teacher promotions has been marred by protests from teachers who were turned away due to lack of degrees. For instance, out of the 17shortlisted candidates, only five were allowed to attend the interview. The rest were turned away.

What is afflicting the teachers most is the fact that some of them have been serving as acting principals for the past two years due to a biting shortage of qualified heads. The affected teachers had received a formal appointment by the Teachers Service Commission to serve as acting heads.

 

 

The Teachers Service Commission is at the verge of a storm after it introduced a new requirement for teachers seeking TSC promotions to administrative positions.

According to the Teachers Service Commission, any teacher who wishes to be promoted to the position of s secondary school principal must possess a Master’s Degree.

This new requirement has taken the shortlisted candidates aback since they were denied a chance of attending the interviews for failing to meet this new set criterion.

NOT QUALIFIED
According to the Daily Nation, only five of the seventeen shortlisted candidates for the positions of school principals in Narok, Kericho and Bomet Counties were allowed to attend the interviews.

The interview was being conducted at Kaplong Boys Secondary School in Sotik Constituency, Bomet County for all schools within the South Rift on Friday.

The turned away teachers are therefore calling upon the Teachers Service Commission, TSC to clear the air regarding the ongoing TSC promotions’ interviews since the Commission had shortlisted their names.

According to some of the candidates, the latest requirement (a Master’s Degree) was not part of the criteria when they filled the application form online.

The qualification has just been sneaked into the list of requirements and qualifications.

ACTING PRINCIPALS
The most interesting dramatic twist in this whole saga is that some of the affected tutors had been received a formal appointment by the Commission to serve as acting principals for the past two years in various schools due to a biting shortage of qualified heads.

Others were serving as Heads of Departments or deputy heads in various schools.

KUPPET AND KNUT’S TAKE ON THE ONGOING TSC PROMOTIONS

The Kenya Union of Post Primary Education Teachers, KUPPET and the Kenya National Union of Teachers, KNUT now want the Commission to call off the ongoing interviews on TSC promotions in the spirit of fairness.

The two teachers’ unions demand to have the process started afresh.

According to KUPPET’s national chair Omboko Milemba, the commission should suspend the requirement until a clear and agreed policy framework is developed.

Mr Milemba further added that there is no second-degree requirement for one to be appointed as a commissioner.

Besides, the new TSC Career Progression Guidelines do not require Master’s Degrees.

Dr Nancy Macharia, the TSC CEO has confirmed the issues raised saying that KUPPET has already written to the Commission about the matter.

Dr Macharia said this in her speech which was read by Ibrahim Mumin, the TSC Director (Administration) during KUPPET’s Annual Delegates Conference held at Kenyatta University, Kitui Campus.

The TSC is hiring 1, 000 principals and deputy principals for secondary schools.

The Commission is also hiring 6, 000 primary school heads and their deputies.

The TSC newly promoted teachers are expected to report to their new stations of work this month.

A labour court has upheld the decision by the Teachers Service Commission to interdict KNUT officials who disrupted the CBC teacher sessions in various centres.

Fourteen KNUT officials had filed a petition aimed at reversing the decision by the TSC to interdict them over allegations of incitement and causing chaos during the Competence-Based Curriculum training sessions at various centres.

According to The Standard Digital, a court ruling issued on December 11 dismissed the KNUT Officials’ petition saying it is unmerited.

TSC Offices Drama: Teachers Day Long Protests Demanding For Overdue Transfers!

Drama ensued at the  Tharaka Nithi County TSC offices in the administrative town of Chuka when the more than 50 primary school teachers demanding transfers thronged the offices leading to their closure! It is reported that the desperate teachers have been camping up to late in the night at the offices since the tenth(10) May this year in a bid to make their plea heard.

The bulk of these teachers are from Tharaka North, Tharaka South and Chiakariga Sub-Counties. However, they are stationed in Embu, Meru and the far-flung Kitui Counties thus their plea to their employer(TSC) to transfer them to their home Sub -counties. This is in line with the new guidelines of having teachers working in schools in their home counties: The delocalisation policy initiated by the Kenya Kwanza government. It is reported that the said teachers had followed the due procedure of requesting for transfer by making official applications to the Tharaka Nithi County TSC office. The said office informed the teachers that they could only be transferred to Igambang’ombe, Maara and Chuka Sub-counties based on available vacancies.

This communication did not however sit well with the desperate teachers. They have vowed to remain at the county TSC office until a time when their request will be honoured in line with the new delocalisation policy.

Corruption and Nepotism

A teacher who did not want his identity revealed because of the sensitive nature of the issue, has disclosed that there are enough vacancies for teachers to be transferred to Tharaka North, Tharaka South and Chiakariga sub-counties but the relevant TSC bosses are preserving these positions for their friends to have them benefit from the hardship allowances! He retaliated that they have reliable information that teachers from other counties have used corruption to have them transferred to the hardship region automatically edging out those who come from these areas.

One Mrs Jane Mwangi, a teacher from Tharaka South, currently stationed at a school in Meru county opined that most of the young teachers sought transfers to schools near their homes in a bid to be with their immediate families. She cited broken dysfunctional families as a phenomenon that had become rampant following teachers working in far places from their families. The issue had been aggravated by the little pay and the shrinking economy that hindered frequent travels to reunite with families! She continued to point out that it would only be fair if teachers seeking transfers from hardship areas be moved to similar hardship areas in their home regions to cution them from defaulting on loan payments having already committed their salaries to big loans!

Another teacher a Mr. Mutinda Muriungi, who has been teaching in Tigania East in Meru County observed that the TSC County director had declined to address them. He communicated their unshakeable resolve to camp at the offices until their plea is honoured.

Teachers Union ( KNUT)

The Kenya National Union Teachers (KNUT) Tharaka Nithi County chapter executive secretary Njeru Mutani and Tharaka Constituency executive secretary Ndia Gwatia vehemently supported the teachers on Tuesday morning and confirmed that their requests must be honoured.

The KNUT’s national trustee, Mr Mutani, observed that the teachers have for a long time suffered operating away from their homes and that it would be fair that they are moved to their homes to mind their families. He further criticised the county TSC office for deploying teachers from other areas in Tharaka South, Tharaka North and Chiakariga sub-counties, short-changing those who hail from these regions.

Mr Gwatia on the other hand opined that they had already spoken to the county TSC director Rosemary Sokotian, who was away from the office then and that she had given her commitment to sorting out the issue soonest.

How Much does a TSC intern teacher earn?

The Teachers Service Commission has been summoned to appear before the Senate Education Committee to explain the fate of the 10, 000 TSC interns.

The Senate Education Committee is chaired by Bomet Senator Christopher Lang’at.

The Committee has vowed to take the Teachers Service Commission to task following the delayed payment of salaries for some TSC intern teachers.

According to the Senators, some interns are yet to be paid their salaries yet they have worked for three months.

The Committee therefore wants the TSC to issue clear recruitment and payment shedules for TSC intern teachers.

Contributing to the motion Kericho Senator Aaron Cheruiyot wants the Commission to outline the fate of the 10, 000 interns at the end of their contract.

He suggested that due to their sacrifice, they should be given priority when TSC wishes to recruit teachers on permanent and pensionable terms given the meagre pay that the Commission is offering them.

The Senate Education Committee will also like to understand the rationale behind the low stipends for TSC Interns.

The Committee has failed to understand how graduate teachers can earn a salary lower than that of the subordinate staff in schools where they are offering their services.

It is shocking that teachers working on BOM terms are earning more than the TSC interns.

SELECTION CRITERIA FOR ADMINISTRATIVE POSTS
To ascend to any of the administrative position in school, the Teachers Service Commission (TSC) has set a wide array of conditions that must be met by the teachers. These conditions and criteria for deployment are contained in the Career Progression Guideline for teachers of 2018 and the Policy on Appointment and Deployment of Institutional Administrators of 2017. The be appointed to any of the administrative positions, a teacher who meets the set qualifications applies, is shortlisted, attends an interview and successful ones are competitively appointed and deployed; accordingly.

 SCHOOLS

The secondary schools have been stratified and principals heading the various categories are placed in different grades, thus;
i). Principals of Sub- County and All Day schools: To be appointed so as to head this category of schools, one must have served as a Deputy Principal (Grade D2) for atleast 3 years. These schools are headed by a Principal having Grade 3 (T- Scale 13).
ii). County Schools with with over 540 students: These schools are headed by Senior Principals, Grade D4 (T- Scale 14). To be appointed to this grade, a teacher must have served as a Principal at Grade D3 for a minimum period of three (3) years.
iii). National and Extra County Schools with over 1000 students: Headed by a Chief Principal of Grade D5 (T- Scale 15). To be appointed to this grade, one must first serve for atleast 3 years at a Senior Principal; Grade D4.

The Teachers Service Commission has invited shortlisted candidates for interviews for the 10, 300 internship posts aimed at plugging the gap in Kenya’s Education Sector.

According to the TSC memo from Catherine Lenairoshi, TSC Corporate Communications officer, the list of shortlisted candidates has already been dispatched to all the 47 counties nationwide.

All interviews are scheduled to take place at the TSC County offices.

It consists of 8 steps

5. Appraiser rating based on the evidence given
6. Appraiser-Appraisee meeting which involves questions and evidence
7. Identifying teaching gaps
8. Implementing teacher support and development

REVISED T-PAD ONLINE SYSTEM
There are modifications in the new TPAD online system. The system has got one pack for three tools: TPAD, PC and TPD. Contrary to the old system, the new one is more superior and teacher-friendly.

It consists of the following:

TSC Clarifies Why Some Teachers Can’t Access Online Recruitment Portal For Advertised Posts

 

Teachers Service Commission has cleared air on why the online recruitment portal is not open replacement of primary school teachers.

There was uproar after the online system only allowed secondary school teachers to apply for the advertised vacancies.

 

 

 

Teachers’ employer has now come out to give the way forward for the affected teachers.

 

In a statement today TSC says primary school teachers will not apply for the replacement vacancies through the online platform but will be selected from the merit list compiled during the recruitment of additional teachers in July 2021.

 

“In the January 2022 advertisement on natural attrition, primary school teachers will be selected from the merit list compiled during the recruitment of additional teachers – July 2021,” reads the statement.

 

Of the 2,945 vacancies to replace teachers exiting service through natural attrition, 2,053 posts are for primary schools and 892 posts for secondary schools.

 

The teachers recruited will serve on Permanent and Pensionable terms of service.

 

Eligibility

 

To qualify for recruitment, a candidate should meet the following basic requirements:

 

Be a Kenyan citizen;

Must be a holder of a P1 certificate in the case of primary schools and a minimum of a diploma in education in the case of secondary schools;

Must be a registered teacher with Teachers Service Commission.

Mode of Application

 

Interested and qualified candidates should submit their applications online through the Commission’s website, www.tsc.go.ke under ‘Careers’ or teachersonline.tsc.go.ke not later than 1st February, 2022.

A  critical response to those who think that teachers should earn a pittance for a living

There have been numerous debates revolving around teachers salary increments.

The saddest and depressing part of it all is the bottomless pit of ignorance from which most sadists who for reasons best known to them find all sorts of excuses not to double teachers’ salaries argue from.

If i had the power to even triple teachers’ salaries in Kenya, i would.

My point of departure today is Ms Linah Anyango and Peter Tabichi Mokaya.

If the first name does not sound a bell in your mind, I do forgive your ignorance. Ms Anyango has been all over the headlines after being selected from 12, 000 nominations and applicationsfrom more than 140 countries to compete for the coveted Kshs 100 million Varkey Foundation Global Teacher Prize 2020, a prize that Peter Mokaya Tabichi bagged last year.

I have come to agree with whoever invented the saying that a prophet is never accepted at his home.

Is teaching in Kenya a white collar job?

Ms Anyango, the Kshs 100 million Varkey Foundation Global Teacher Prize 2020 nominee has proved to many that teaching in Kenya cannot be categorized as a white collar job.

Unknown to many is the fact that Ms Anyango quit TSC and joined a private school in Nairobi three months ago.

In September 2019, Ms Anyango got a lifetime opportunity through the US embassy in Nairobi to undergo a six-week technology training in Texas but TSC refused to grant her permission to advance her career. So she opted out.

Ms Anyango had taught for eight years at Changamwe Secondary School before resigning from the TSC.

Therefore, I have been a dupe thinking that teaching in Kenya is a white collar job. Much as teachers in kenya must undergo formal training before being recruited by the Teachers Service Commission, teaching in kenya cannot befit the term white collar job.

To start with, the pay is too low. secondly, there is no opportunity for growth.

Lastly, teaching goes beyond just internalizing content and guiding learners to acquire knowledge.

At the wake of Coronavirus in kenya, the indispensable role that Kenyan teachers play has come to the limelight.

President Uhuru Kenyatta gave a directive requiring all learning institutions to be shut down.

The big question is “Where are the Kenyan learners right now?”

They are all over the place. Roaming from street A to street B. Parents have also thrown caution to the wind. They do not give a hoot about the whereabouts of their children.

They let them roam as if they are oblivious of the negative outcomes that may arise from their kids not being in school.

It is just like any other holiday here in Kenya.

 

 

 

TSC ANNUAL LEAVE APPLICATION FORM AND PROCEDURE

A teacher employed by the Teachers Service Commission in Kenya is entitled to 42 days annual leave which should be taken during school holidays.

This, however, does not mean that the teacher is not on duty since a teacher who is not on annual leave should be in school even during the school holidays.

The annual leave can only be granted by the Teachers Service Commission.

Here is the TSC Annual Leave Application Form

As you proceed to apply for the leave, remember the following details must be provided:

  1. Basic details such as Name, TSC number, Job group, and contact
  2. Length- number of days and the time period (dates)
  3. Immediate supervisor’s comments-the deputy principal’s remarks
  4. Approval by the principal (head of the institution)

NOTE:

  1. The form must be filled in duplicate- two copies.
  2. The form should be submitted one month before the start of the leave.
  3. Teachers on study leave cannot apply for the TSC annual leave.
  4. Teachers on maternity leave can still apply for the TSC annual leave.

DR. NANCY MACHARIA’S REAPPOINTMENT WILL NOT BE A WALK IN THE PARK

In a nutshell;

Having served as the TSC Chief Executive Officer for five years, Dr. Nancy Macharia’s term is set to expire on June 30, 2020. Although the President has an opportunity of granting her another five-year term following the serenity that the education sector has experienced during her reign, LSK through its chair Nelson Havi is now routing for her removal on grounds of unsatisfactory performance.

Uncertainty has engulfed the Teachers Service Commission, TSC following the expiry of TSC Boss, Dr. Nancy Macharia’s term. Dr. Macharia’s term ends on June 30, 2020 having served the Commission in the position of CEO for five years after taking over from her predecessor, Gabriel Longhoiboni.

There is however a “dark spot” on this matter that is making some key stakeholders unsettled, her reappointment to serve in the capacity of CEO for the next five years since the Constitutions allows this.

The CEO however has got nothing to lose, hers is to sit and follow the direction of the wind.

A quick glance by our media team at the recent activities at the Law Society of Kenya, LSK however shows that her reappointment will not be a walk in the park.

LSK has been a beehive of activities aimed at blocking Dr. Macharia’s reappointment on grounds of unsatisfactory performance.

The reappointment of the CEO is not an automatic process. She has to prove beyond any reasonable doubt that her performance is beyond reproach.

DR. NANCY MACHARIA’S PERFORMANCE RECORD

Since taking oath in 2014, Dr. Macharia has initiated various changes at the teaching service in Kenya.

One of the notable changes is the introduction of Career Progression Guidelines, CPGs which replaced Schemes of Service, SOS. The new CPGs saw thousands of teachers get automatic promotions to the next job groups as per the CPG terms.

During her reign, new grades were established to replace former job groups. These saw diploma teachers with higher qualifications who had stuck in one job group get promoted and instantly reap higher salaries from the Commission.

100, 000 P1 teachers who were previously placed in job Group G which has now been abolished by the Commission were elevated to Grade B5.

In the year 2017, Dr. Macharia signed a pact with teachers’ unions dubbed Collective Bargaining Agreement, CBA, which temporarily put a stop to the endless industrial actions by teachers. Before the signing of the CBA, the education sector was awash with teachers’ strikes which in the long run affected the academic performance of learners in public schools.

The CBA whose last phase, will be implemented in July 2020, is one of the greatest achievements attributed to Dr. Nancy Macharia as it ended the perennial teacher strikes.

CONTROVERSIES

As they say, there are two sides to every story. Besides, every coin has got two sides. Dr. Macharia’s term did not fail to stir controversy and cause displeasure.

In fact, as her term expires tomorrow, there are some quarters that cannot wait to jubilate over her exit, if she is not reappointed.

She found new adversaries in one of the giant teacher unions, KNUT.

In April 2019, 160 teachers were interdicted out of 42 got dismissed after boycotting CBC training under her watch.

Most of them were KNUT branch secretaries, chairmen, women representatives, and BECs. Besides, TSC Boss has been ruffling feathers and smothering KNUT. Secondly, the Commission failed to effect promotions for teachers who were KNUT members on grounds that they will continue getting promoted on the former schemes of service. This saw many teachers withdraw their membership from the union to get promoted.

The latest drama involved deregistration of KNUT Boss Mr. Wilson Sossion. This opened a can of worms culminating in proposals to disband the Commission. The proposals were however turned down by the BBI team on grounds that the TSC was an independent Commission anchored in the Constitution.

DR, KENNEDY MULUNDA; TSC

A month ago, the Commission through its social media platforms directed teachers to ignore fake news purporting that Dr. Nancy Mcharia had been replaced by Dr. Kennedy Mulunda.

According to the fake news, the TSC Boss was currently on leave. Dr. Mulunda is the Deputy Commission Secretary, the second in command after Dr. Nancy Macharia.

Despite their lack of authenticity, the news seemed to attract numerous reactions with teachers celebrating the end of TPAD oppression.

As her term expires tomorrow, all eyes are set on the President to appoint a new TSC CEO or reappoint Dr. Nancy Macharia…

CONDUCTING OF PROMOTIONAL INTERVIEWS FOR TEACHERS AND CURRICULUM SUPPORT OFFICERS (CSOs) IN 2025/2026 FINANCIAL YEAR

The Commission advertised 21,313 Teacher and Curriculum Support Officer promotional posts from Tuesday, 12th August to Monday, 25th August 2025.

Accordingly, applicants have been shortlisted and as a result, you are required to conduct the promotional interviews as outlined below.

The Circular should be read together with Promotional Guidelines for Teachers, Circular No. 8/2025 dated 11th August 2025, available on the Commissions website.

1) Interview Dates

The promotional interviews will be conducted in two (2) phases:

a) Phase 1: Primary School Candidates

1.1 The Interviews shall be conducted from 6th – 10th October, 2025 (5 days)

1.2 Candidates to be interviewed during this period are all shortlisted primary school candidates for all grades. Table 1 gives the list of the adverts.

2) Interview Dates and Venues

2.1 Phase 1: Interviews for Primary School Candidates

2.1.1 The Interviews for all Primary school candidates listed in Table 1 shall be conducted at the Sub County level under the leadership of the TSC Sub County Director.

2.1.2 The TSC County Director shall share the lists with the TSC Sub County Director. The Sub County Director shall convene the Sub County Interview Panel(s) to prepare the Sub County Interview programme guided by the interview schedules provided.

2.1.3 The TSC Sub County Director in liason with their respective TSC Director, shall invite all shortlisted candidates in writing through letters (templates attached) communicating the following: the date, time and venue of the interview and to inform candidates the documents to present during interviews.

2.1.4 Invitations for interviews to commence from Tuesday, 16th September 2025, to ensure candidates receive at least seven (7) days notice before their interview date.

2.1.5 The TSC Sub County Director in liason with their respective TSC County Directors MUST ensure that venues for the interviews are accessible to candidates with disability.

2.2 Phase 2

a) Interviews for shortlisted Post Primary Candidates for Grades C3 to D2

2.2.1 The interviews for shortlisted applicants for Grades C3 to D2 Post Primary candidates as listed in Table 2 above shall be conducted at the County level through the County Interview Panels under the leadership of the TSC County Director.

2.2.7 The TSC Regional Director shall prepare the Regional interview programmes guided by the interview schedule provided.

2.2.8 The TSC Regional Director shall invite all shortlisted candidates in writing through letters (templates provided) communicating the following the date, time and venue of the interview and to inform candidates the documents to present during interviews.

2.2.9 Invitations for interviews to commence from Tuesday, 16th September, 2025, to ensure candidates receive at least seven (7) days notice before their interview date.

2.2.10 The Regional Director MUST ensure that venues for the interviews are accessible to candidates with disability.

3. Panel Composition and Roles

a) Panels shall be constituted in line with Circular No. 8/2025 dated 11th August, 2025

b) Detailed roles for Chairperson, Commission Secretary Representative, and Director’s Representative is as follows:

3.1 Chairperson

The Chairperson shall: –

3.1.1 Be in charge of the interview panel.

3.1.2 Assign questioning areas to the panellists

3.1.3 Monitor the interview process.

3.1.4 Ensure that the interview is conducted in an objective and professional way in line with the advert requirements and interview tool.

3.1.5 Ensure confidentiality of interview materials and the interview process.

3.1.6 Ensure correct entry of each candidate’s final score and security of the results.

3.1.7 Ask interview questions to the candidates as guided by the interview tool

3.1.8 Submit the interview results to the Director Staffing on daily basis in soft copy, Advert-by-Advert through an official email provided.

3.1.9 Compile the interview report, sign and submit to the Director – Staffing at the end of the interview period.

3.2 Commission Secretary Representative

The Commission Secretary Representative shall: –

3.2.1 Be the Secretary to the panel taking notes on the proceedings of the interview.

3.2.2 Validate the candidates’ documents and make recommendations to the panel as appropriate.

3-2.4 Ensure correct entry of each candidate’s final score.

3.2.5 Compile the interview report (in consultation with other Members of the team) as per the stipulated guidelines.

3.3 Director’s Representative

The Director’s Representative shall;

3.3.1 Provide support to the Chairperson and Commission Secretary Representative in conducting the interviews.

3.3.2 Assistant to the Commission Secretary’s Representative.

3.3.3 Ask interview questions to the candidates as guided by the interview tool.

3.3.4 Perform any Other duty as assigned by the Chairperson.

Note: The Sub-County Directors shall compile and submit the Sub-County interview results to the respective County Directors who in-turn compile and submit to Director – Staffing in soft copy on daily basis through an official email provided and hard copies at the end of the interview period.

5. Scoring and Interview Score Guides

5.1 The interview Score guides in the Promotional Guidelines shall be used (Grade specific scoring guides are attached for ease of reference).

5.2 Deployment letters to administrative positions by the Board of Management through the Heads of schools be recognized in awarding marks where applicable.

5.3 Teachers who were earlier dropped from administrative positions be advantaged just as those current serving.

Therefore, their deployment letters should count even though they are no-longer holding administrative positions.

All Officers involved in the interview exercise shall be required to exercise highest degree of confidentiality, integrity and professionalism at all times.

CONDUCTING OF PROMOTIONAL INTERVIEWS FOR TEACHERS AND CURRICULUM SUPPORT OFFICERS (CSOs) IN 2025/2026 FINANCIAL YEAR

The Commission advertised 21,313 Teacher and Curriculum Support Officer promotional posts from Tuesday, 12th August to Monday, 25th August 2025.

Accordingly, applicants have been shortlisted and as a result, you are required to conduct the promotional interviews as outlined below.

The Circular should be read together with Promotional Guidelines for Teachers, Circular No. 8/2025 dated 11th August 2025, available on the Commissions website.

1) Interview Dates

The promotional interviews will be conducted in two (2) phases:

GUIDELINES FOR RECRUITMENT OF TEACHERS,

POST PRIMARY

INSTITUTIONS ON PERMANENT & PENSIONABLE TERMS – 2024/2025

FINANCIAL YEAR

1.0

 GENERAL INFORMATION

  1. i) Following the advertisement for recruitment of teachers, Regional Director, Nairobi,

County Directors and Sub-County Directors are required to conduct the selection

exercise for the advertised vacancy (ies).

  1. ii)Applicants MUST submit their applications to the Secretary, Teachers Service Commission

through the online platform www.teachersonline.go.ke for the institution/Sub

County/Counties where a vacancy(ies) has been declared.

iii)The Selection Panel is expected to uphold the highest standards of transparency and

accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct

and Ethics (CoCE, 2015).

  1. iv)The TSC Regional Directors shall induct TSC County Directors within their areas, who, in

turn, shall induct members of the Selection Panels involved in the recruitment process.

The areas of induction will include the relevant Sections of the TSC Act and the Code of

Regulations for Teachers (CORT, 2015) before the commencement of the selection

exercise.Page 2 of 23

  1. v)TSC Sub-County Directors, in liaison with their respective TSC County Directors and the

Regional Director in the case of Nairobi, shall ensure that venues earmarked for the

selection process are accessible to applicants with disabilities.

  1. vi)All applicants MUST be duly registered teachers per Section 23(1) of the Teachers Service

Commission Act, 2012. Applicants who are not duly registered shall not be considered

for recruitment.

vii)TSC Sub-County Director MUST verify the TSC registration status of the applicants at

shortlisting stage to avoid engaging unregistered/deregistered teachers or ineligible

applicants.

viii)Applicants whose names vary in the academic and professional certificates and

identification cards MUST present an Affidavit, sworn under the Oaths and Statutory

Declarations Act, Cap 15 of the Laws of Kenya, explaining the name variance.

  1. ix)Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST

present certified copies of the certificate(s) of the national examination(s) for all

attempts. Copies of the certificates must be certified by the Sub-County Directors. In

case the exam was cancelled, applicants must present a letter from the Head of

Institution and a certified copy of the KNEC printout from the school confirming the

cancellation.

  1. x)Upon generation of Applicants’ List from the system, the TSC County Director shall share

the lists with TSC Sub-County Directors who shall convene the Sub-County Selection

Panel(s). The TSC Selection Panel(s) shall verify applicants’ professional, academic and

any other relevant documents before selecting candidates.

  1. xi)Upon generating the Applicants’ Lists, the TSC County Director shall share the lists with

the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the Sub

County Selection Panel(s). The Selection Panel(s) shall identify interview venues, dates,

and times, which shall be communicated to the applicants.

xii)All the applicants shall be invited for the verification of documents. The applicants shall

be informed of the interview venue, date and time at least seven (7) days before the

verification exercise through SMS.

xiii)Upon invitation for interview, applicants shall be required to present originals and clear

photocopies of the following documents: –

  1. a) National identification card;
  2. b) Certificate of Registration as a teacher;Page 3 of 23
  3. c)Diploma/Degree certificate and official transcripts;
  1. d) KCSE certificates or its equivalent (include certificates for attempts if one re-sat

exams);

  1. e)KCPE certificate or its equivalent (include certificates for attempts if one re-sat

exams);

  1. f)Primary and Secondary School leaving certificates and other relevant

testimonials;

  1. g) National Council of Persons with Disabilities (NCPWD) Card (where applicable);
  2. h) An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the

Laws of Kenya to explain the variance in names;

  1. i)Letter of certification of results by KNEC (where applicable).

Note: Serving interns will only be required to present their identity cards during the verification

process.

xiv)Persons with disabilities shall be required to indicate their disability status together with

the nature of disabilities to inform their placement;

  1. xv)In the event of a tie, consideration for selection will be determined as per the order of

priority shown hereunder: –

  1. a) Length of Stay since graduation;
  2. b) Strength of academic and professional certificates presented.

N/B: If applicants tie at aggregate grades, subject grades shall be considered

xvi)The names of interviewed applicants ranked in order of performance in the selection

process for each vacancy (Appendix iii) shall be submitted to the Commission by the

TSC County Director together with successful applicants’ recruitment documents.

xvii)Preference will be given to applicants who have not previously been employed by the

Commission on Permanent and Pensionable terms.

xviii)Preference shall also be given to applicants from the respective Sub-Counties or

Counties.

xix)Any Application for Employment form filled or Offer of Employment issued based on

misleading information provided by the applicant shall be cancelled immediately

without any further reference to the candidate. This underscores the seriousness of

providing accurate and truthful information in the application process.

  1. xx)During the interview, the TSC Sub-County Director shall develop Sub-County Merit Lists.Page 4 of 23

xxi)The TSC-Sub-County Director shall submit the Sub-County Merit Lists to the TSC County

Director.

xxii)The TSC County Director shall compile County Merit Lists to be used for verification at the

headquarters.

2.0. AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND OTHER RELATED

DOCUMENTS

  1. i)Applicants must present original and legible photocopies of the following

documents: –

  1. a) National identification card;
  2. b) Certificate of Registration as a teacher;
  3. c)Diploma/Degree certificate and accompanying transcripts;
  1. d) KCSE certificates or its equivalent (include certificates for attempts if one re

sat exams);

  1. e)KCPE certificate or its equivalent (include certificates for attempts if one re

sat exams);

  1. v)It is the responsibility of the TSC County Director and the TSC Sub-County Directors

to ensure that the:

  2. b) The Selection Panels are satisfactorily sensitized on the recruitment process;
  3. c) The interviews are conducted as stipulated in these guidelines and any other

circulars applicable to the process;

  1. d) Only the successful applicant(s) on the Merit List are employed.

The TSC Sub County Director should ensure that successful applicant(s) from the

Merit List is/are issued with Application for Employment forms to fill.

  1. vi)All the relevant recruitment documents shall be submitted to the TSC County

Director’s office by the TSC Sub-County Director. The TSC County Directors shall l

conduct verification of the documents and ensure that all the requirements are

met by the successful applicants before issuing duly signed Offer of Employment

Letters and submitting the recruitment documents (as per the approved checklist)

to the TSC Headquarters within the stipulated timelines.

SELECTION CRITERIA

  1. i)The TSC Sub-County Director shall provide the selection panel with a list of all applicants

as received from the TSC County Director.

  1. ii)The selection panel shall interview only those who meet the set criteria. The TSC Sub

County Director should note any inconsistency (ies), adhere to the guidelines and guide

the applicants /selection panel and the Commission accordingly.

iii)Applicants shall appear in person before the selection panel. The selection panel shall

score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b))

  1. An applicant with disabilities related to hearing and/or speech shall be allowed the

company of a sign language interpreter.

QUALIFICATIONS

5.1.

Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each

of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at ‘A’ Level.

In addition, they must have either:

(a) A Bachelor of Education Degree with two (2) teaching subjects or,

(b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education

(PGDE) with two teaching subjects or,

(c) Bachelor of Science with Education/Bachelor of Arts with Education with two

teaching subjects or,

(d) Bachelor of Science in Agricultural Education and Extension with two teaching

subjects.

N.B: Applicants with the following qualifications are also eligible;

  1. i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching

subjects at KCSE and have undertaken a Diploma in Education or those who obtained a

Mean Grade C (Plain) at KCSE and C (Plain) in the subjects of study at A-Level and obtained

at least 1 Principle and 2 Subsidiaries for Sciences, 2 Principles and 1 Subsidiary for Arts prior

to undertaking a Bachelor of Education Degree.Page 7 of 23

  1. ii) Diploma in Education Holders with a Mean Grade of C+ (Plus) and C+ (Plus) in the two

teaching subjects at KCSE and have undertaken a Bachelors of Education Degree.

iii) Bridging/Pre-university certificates for those who completed the course before December

31st , 2015 are considered.

5.2.

Diploma Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with

at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two

(2) Subsidiaries at ‘A’ level. In addition, they must have: a Diploma in Education from a

recognized Teacher Training Institution with at least C+ (Plus) in the two teaching subjects.

N.B:

  1. a) Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain)

and C (plain) in the two teaching subjects are eligible

  1. b) Hearing and visually impaired teachers who enrolled for training with Mean Grade of

C (Plain) and C (Plain) in the two teaching subjects are eligible.

5.3.

Technical Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with

at least C+ (Plus) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries

at ‘A’-Level in subjects studied. In addition, they must have either:

  1. i)Bachelor of Education Technology (BeD TECH); or,
  1. ii)Bachelor of Science (BSc) in any relevant technical

Subject (s) /Course; or

iii) Higher Diploma in a technical course; or

  1. iv) A Diploma in a technical course.

Further, applicants under category (ii) above MUST possess a Diploma in Technical

Teacher Education from Kenya Technical Trainers College (KTTC), previously known as

Kenya Technical Teachers College.

N.B:

1)Applicants whose training is in subjects that are currently not in the Secondary School

Curriculum do not qualify, irrespective of their having undertaken a Post Graduate

Diploma in Education (PGDE) and/or enhancement. This category includes but is not

limited to Bachelor of Science /Bachelor of Arts in:

– Natural Resources

– Horticulture

Fisheries

– Meteorology

– Farm Machinery

– Forestry

– Sociology

-Biotechnology

– Animal Husbandry

– Journalism

-Theology / Divinity

2)Applicants with Economics/Commerce/Accounting can apply for Business Studies and

those with Social Education and Ethics (SEE) can apply for CRE/IRE.

3)Diploma Teachers with English/other subjects qualify for employment as teachers of

English/Literature on condition that they have adequate units in both Language and

Literature.

5) All applicants must have studied the two teaching subjects at KCSE except for Agriculture,

Business Studies, Home Science, and Computer Studies. For those who did not study

Business Studies and Computer Studies, one should have attained a minimum of C+ (Plus)

in Mathematics at KCSE. For those who did not study Agriculture and Home Science, one

should have attained a minimum of C+ in Biology at KCSE.

6)Graduate Teachers should have studied a minimum of eight (8) course units in each

teaching subject. In addition, the teachers must have studied Special Methods in their two

teaching subjects of choice together with a minimum of three (3) months teaching

practice.

7)Enhancement certificate(s) and transcripts shall only apply where an applicant had not

covered the minimum number of units during the degree/ diploma programme.

8)Applicants who chose to study a third subject must ensure that they have studied all the

units in the chosen subject as offered by the selected institution for four years of study

together with special methods and teaching practice. In addition, there should be

evidence that the applicants have covered the approved credit hours for the course.

8)Applicants previously employed under contract and whose services were terminated due

to inadequate units in teaching subjects and have since obtained enhancement

certificates with adequate units are eligible to apply.

9)Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special

Needs Education e.g. Biology/KSL and Geography/Braille.

10) Applicants who have studied subjects in the new learning areas of the CBC curriculum like

integrated science, Guidance and counseling and social studies are eligible to apply.

6.0VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

The TSC County Directors should: –

  1. Ensure that the recruitment documents have all the attachments required as provided

for in the approved checklist/s;

  1. Verify that the recruitment documents to ensure that the applicant(s) recruited qualify

for employed as a teacher as per the provisions of the recruitment guidelines;Page 9 of 23

iii.Ensure that all documents are duly signed as required; including the score sheets, Minutes

of the Selection Panels, confirming that the candidate qualifies.

  1. Compile complaints received and submit appropriate action taken or

recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC

Headquarters:

  1. i)Duly signed file copy of the Offer of Employment letter together with:
  1. a)Certified copies of:

 National Identification Card;

 Certificate of Registration as a teacher;

 Academic certificates;

 Professional certificates and all official transcripts;

 Letter of Certification of results by KNEC (where applicable);

 NCPWD Card (where applicable);

 An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap.

15 of the Laws of Kenya to explain the variance in names (where

applicable);

 Bank plate/Card (front face);

 KRA PIN Certificate;

 NHIF Card.

  1. b)Two (2) passport size colour photographs in respect of successful applicant(s);
  1. c)Original Medical Examination report in form GP 69.
  1. ii)A list of all interviewed applicants in order of merit for the advertised vacancies in

(Appendix (III a);

iii)A copy of the system generated list of all applicants clearly showing those who failed to

attend the interview; (Appendix III b);

  1. iv)List of applicants with disabilities; (Appendix VI);
  1. v)Duly signed Minutes of the Sub-County Selection Panel;
  1. vi)Completed selection score guide duly signed;

8.0

COMPLAINTS

  1. i) Any applicant who is dissatisfied with the exercise should submit to the TSC County

Director a written complaint immediately and send an email to the TSC Headquarters

through email address: dirstaffing@tsc.go.ke not later than seven (7) days after the

selection process;

  1. ii) The TSC County Director should within seven (7) days analyze and address all complaints

raised after the selection process has been completed and promptly inform the

Headquarters on the action taken;

iii) Where an applicant is dissatisfied with the decision of the TSC County Director in (ii)

above, or where the complaint is made against the TSC County Director, the applicant

shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters.

The Appeals Committee shall investigate the allegations and take appropriate action

within fourteen (14) days.

9.0

IMPORTANT NOTES

  1. i)Clarification and advice on issues of qualifications arising from these guidelines, should be

sought from the TSC County Directors.

  1. ii)Notwithstanding the decentralization of the function of teacher recruitment pursuant to

Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment

directly from the TSC Headquarters.

iii)The TSC Regional Directors shall:

Ensure guidelines are adhered to within their regions;

  1. a) Coordinate the teacher recruitment process within their respective regions;
  2. b) Sensitize County Directors and oversee the sensitization of other officers including

members of the Selection Panels involved in the process;

  1. c) Shall undertake measures to resolve complaints arising from the process within their

regions.
