TSC Sets Bait for KUPPET, KNUT and KUSNET Following the Signing of a Non-Monetary 2021-2025 CBA Today 

The Teachers Service Commission (TSC) has, today 13th July, 2021, signed a new non-monetary CBA with the three recognised teacher unions to cover the period 2021 to 2025.

The three unions include The Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KUSNET).

After frank, sincere and open discussions today, we are happy to announce that both parties have reached a deal. The Commission has, therefore, today 13th July, 2021, signed a new CBA with the three recognised teacher unions to cover the period 2021 to 2025,” read communique from TSC.

Although the unions‘ proposals included financial components, the Commission beseeched the parties to factor in the advice of the Salaries Remuneration Commission (SRC) that directed a freeze in salary reviews in the public sector for the 2021/2022 and 2022/2023 financial years.

However, teachers’ unions say basic pay review expected in a year.

Among the benefits of the 2021-2025 include increased maternity leave days to 120 from the present 90, and paternity leave to 21 days up from 14.

The commission has also offered to grant teachers a pre adoptive leave of 45 days from the date of adoption.

Couples will now be transferred to schools near each other (if both are teachers). However this will be subject to availability of vacancies.

At the same time as part of the Commission‘s efforts to recognise exemplary teachers, the teachers’ employer this month rolled out an exercise to capture data of all those staff who excel in various spheres of work with a view to rewarding them accordingly as would be decided from time to time.

These areas would include excellence in national examinations, sport, theatre, institutional management, innovation, research, and advocacy, among others.

The Salaries and Remuneration Commission, SRC recently conducted another job evaluation exercise for teachers which proved the great injustice that was meted on classroom teachers’ pay slips four years ago.

SRC’s findings arrived at the conclusion that classroom teachers were given a raw deal or rather the tail while school administrators had the rest of the cow to devour.

According to SRC, classroom teachers play over 30 roles including classroom management and helping the school administration in the smooth running of the Institutions. These pertinent roles were however not captured in the previous job evaluation exercise in 2016 which birthed the current CBA that expires in June 2021.

Ordinary teachers were therefore awarded the lowest salaries. The latest SRC job evaluation findings had rekindled their hope for better pay but the glorious moment was short-lived now that the Remuneration Commission has freezed  pay rise and increase in allowances for all civil servants, teachers included for the next two years citing financial constraints in the part of the government geared by the Coronavirus pandemic and the upcoming general elections that require a lot of money.

All eyes are now trained on the Teachers Service Commission to see what verdict it will give on this stalemate surrounding teachers’ pay rise and what plans the teachers’ unions have got in store for their members.

It will be unfortunate if teachers will be forced to revert to strikes that have dotted the education sector with solidarity songs expressing the great dissatisfaction among the workforce for the better part of the previous decade.

The Teachers Service Commission has strongly refuted unfounded claims doing rounds on social media regarding the new retirement age for teachers employed by the government.

This is after fake news indicating that the Commission had reviewed the retirement age for teachers emanated.

According to the rumours, teachers aged 58 and above would be forced to retire early if Coronavirus cases continue spiking in 2021.

The news also indicated that the Teachers Service Commission had already organised a seminar to psychologically prepare the teachers who are likely to be affected for early retirement.

 

Role of TSC

Employs teachers in Kenya
register trained teachers;
recruit and employ registered teachers;
assign teachers employed by the Commission for service in any public school or institution;
promote and transfer teachers;
exercise disciplinary control over teachers;
terminate the employment of teachers.
review the standards of education and training of persons entering the teaching service;
review the demand for and the supply of teachers; and
advise the national government on matters relating to the teaching profession.

 

There is a fake article making rounds that TSC is retiring teachers who have attained the age of 58 years and above due to Corona. The fake article from some bloggers is already causing unnecessary anxiety among the teachers.

The same post purports that those who have stagnated will be promoted.

Retirement age is not determined by employers but is anchored on the law through act of parliament. So far the retirement age of public servants and teachers is 60 and 65 years for PWDs in Kenya.

A TSC Official has come out today saying that that is all romour mongering, an unsubstantiated rumour infact.

TSC 2025 Promotion letters for C3 to C4; New Salary Scale

The Teachers Service Commission, TSC, has issued the 2025 promotion letters in all grades. Teachers who were promoted from C3 to C4 have been appointed as Senior Master IV ; T-Scale 9 (Grade C4). Acc0rding to the appointment letters seen by this writer, the appointment date is April 1st, 2025.

In 2025, the Teachers Service Commission (TSC) promoted 23,388 teachers. These promotions were part of an exercise to fill vacancies and reward deserving educators. The promotions were initially stalled due to investigations by the National Assembly’s Education Committee, but were later cleared for processing. Initially, the Commission had promted 25,252 teachers.

The promotions were based on interviews conducted in January and February of 2025; which covered nine different grades, from C2 to D5, with the largest number of promotions in grades C4 and C5. The Education Committee also directed that 1,864 teachers be removed from the list due to not meeting the minimum three-year service requirement. 

In a status report addressed to the Education Committee on 27th May, TSC indicated that a total of 1,864 teachers were removed from the initial promotion list that was published early in April in compliance with the Committees resolution.

TSC CEO Nancy Macharia said the teachers were dropped because they did not meet the minimum three year requirement inline with Career Progression Guidelines (CPG) for teachers.

“In compliance with the Committees recommendations, the balance of 1,864 teachers who were promoted but have not met the requisite three year requirement has been removed from the promotion list,” said Macharia.

“In compliance with the Committees resolutions, the vacancies created from the above have been redistributed proportionally across the country based on the number of interviewed applicants,” she added.

Accordingly, the Commission has appointed you as Senior Master IV – T-Scale 9 (Grade C4), with effect from 4/1/2025. You are retained at (current teaching station).
This offer for promotion shall lapse if not taken within thirty days from the date of this letter in accordance with regulation 81 of Code of Regulations for Teachers (2015).

The salary attached to this grade is Ksh.627,696 – Ksh.826,284 per annum.
Your performance will be evaluated based on the annual performance targets in the performance contracting and/or appraisal instruments. Accordingly, your attention is drawn to the provisions of Regulation 54 of the Code of Regulations for Teachers (2015).

Your duties and responsibilities at this level shall be guided by the provisions of the Teachers Service Commission Act (2012), Code of Regulations for Teachers (2015), Code of Conduct and Ethics for Teachers (2015), Career Progression Guidelines for Teachers (2018) and any other Legislative instruments, Policies and Administrative Circulars issued by the Commission from time to time.
On behalf of the Teachers Service Commission, I congratulate and wish you success in the performance of your duties.

Her appointment as TSC Commissioner was riddled by a lot of controversy surrounding her academic papers and true nationality.

Leila Abdi is 41 years old as of the year 2020. According to the documents presented before the Parliamentary Education Committee, Leila’s hometown is Nairobi, Kenya.

Her nationality also raised eyebrows after she revealed that she was born in Mogadishu, Somalia but was raised in Kajiado- Kenya.

“I was born in Mogadishu but I studied in Kenya in Oloitoktok. I see myself as a Kenyan,” said Leila during the vetting.

She has dual citizenship in Kenya and the United Kingdom, UK.

TSC Transfers: Applications for TSC transfers to be done online as commission embraces the digital era, unveils E-platform for teachers; Latest TSC circular

The Teachers Service Commission, TSC, has moved to provide most of its services via its online platform. Teachers seeking transfers will now file their applications online as opposed to the manual application process. Other services that have been fully made available online are applications for promotions and new teacher registration. (See circulars and guidelines below).

These latest developments come at a time when TSC has completed digitizing teachers’ documents.

In its 2019-2023 Strategic Plan, the Commission identified Reforms and Innovation in the provision of teaching services as its strategic focus area aimed at improving service delivery to its employees and stakeholders. In this regard, the Commission has successfully migrated services related to recruitment and promotions of teachers to an online system.

Accordingly, there will be no manual applications for recruitment and promotion of teachers with effect from 1st March, 2021.

Consequently, applications for transfer shall be accessed through the Commission’s website at www.tsc.go.ke as per the attached schedule while the mode and manner of application for both recruitment and promotion will be communicated in the adverts whenever there is a vacancy.

Further, the Commission has introduced an e-platform for official emails, virtual meetings and remote learning. The platform targets all teachers employed by the Commission and those undergoing internship programmes.

The new platform will be used in the following instances: –

For official communication between the Commission and teachers including transmission of official letters, Circulars, Pay-slips and responses to teachers’ inquiries among others.
To promote the usage of e-learning at no cost.
To support and promote the usage of virtual meetings. Institutions can therefore use the platform to hold virtual meetings while teachers will be able to create peer groups to carry out learning activities including mentoring and coaching.

Implementation Process

All Heads of Institutions and teachers including those on internship are required to activate their email accounts provided on the platform and use it for all communications to the Commission. The official email will take the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.

The detailed procedure on how to activate the system can be accessed through the Commission’s website.

The Commission’s ICT field officers will be available to assist in the activation of the accounts. Heads of Institutions may use the ICT champions to sensitize teachers in their institutions and provide any needed technical support.

In addition to an official personal account, heads of institutions are to open a separate head-of-institution email. This address will be available to subsequent heads of institutions for continuity.

Heads of institutions shall update the teachers official email address and registered personal mobile phone number in the Teacher Management Information System (TMIS) within 30 days after all teachers in the institution have activated their emails.

Further, users may seek help on activation of the email, virtual meetings and remote learning through the following address; emailactivation@tsc.go.ke. All other normal queries and/or issues, to be sent to info@tsc.go.ke.

Effective Date

The exercise of activating the emails takes effect from 15th February, 2021 and will close on 30th April, 2021. Upon the expiry of the registration window, all emails outside the e-platform shall not be acted upon.

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

TSC NEW SALARIES  FOR TEACHERS FOLLOWING JULY PAY RISE 2023/2024

TSC Salary Increment For Teachers July 2023

The first group to benefit from this pay increase initiative will be instructors who have been in their present job groups for at least three years.

The teachers will also be promoted to the next work group, which will result in a pay raise and other benefits in addition to the salary increase.

The commission states that C1 teachers will be transferred to employment group C2.

Teachers who are currently in C2 will advance to C3 in the near future, while those in C3 will advance to C4.

In July, each worker will get a pay raise and a promotion.

The last pay rise promised by the agreed-upon Collective Bargaining Agreement (CBA) for the period of 2017–2021 will be fully implemented for teachers hired by the Teachers Service Commission in July 2023.

These consist of:

Principals of secondary and primary institutions
Deputy principals
Master’s level students
Secondary School Teachers
The Principals
The assistant principals
There are 2,733 spots available for headteachers of normal primary schools.

There are a total of 1,330 promotional openings for secondary school teachers to fill.

There are 1,725 slots available for Deputy Principals II, including 224 for Deputy Principals III and an additional 208 for Senior Master II.

The Treasury will need to give the Teachers Service Commission a total of 2.2 billion shillings in order for the aforementioned advancements to be fully implemented.

Promotional bonuses include a pay increase for teachers as well as other advantages. According to Dr. Macharia, teachers merit promotions and pay increases for the hard work they have put in.

The Teachers Service Commission has been keeping an eye on things and working quickly to address the nation’s teacher shortage.

SCHOOL THEFT ON THE RISE AS KNUT DEMANDS FOR IMMEDIATE RELEASE OF FUNDS TO SECURE GOVERNMENT PROPERTY

KNUT union officials in Kakamega County have petitioned the education ministry to release free primary and secondary education funds to enable schools to carry on with their activities.

This follows alarming reports of theft cases in schools and the inability of schools to go about their usual activities smoothly.

According to Mr. Chungani, KNUT chair, Kakamega branch, some schools in Kakamega East Sub County had been broken into and several items including computers stolen.

Lirhanda Girls High School and Malone Primary School are counting losses after thieves made away with several items.

“School property is at stake since the guards hired by the institutions and other support staff have not been paid after schools wereclosed in March following the outbreak of the coronavirus pandemic,” said the union officials.

They therefore called upon the Ministry of Education to address the matter urgently lest school property continues to be vandalized.

“This is a matter the Ministry needs to address urgently to ensure school property is safeguarded,”  said Mr. Chungani Patrick, the chair, KNUT Kakamega Branch.

Besides paying subordinate staff, the union said that schools need the 30% capitation to go about their normal operations such as filing returns, travel, electricity bill, water bills and conservancy.

This comes at a time when there is a lot of uncertainty in the education sector after CS Magoha’s announcement on Tuesday that the 2020 academic year will be considered lost and hence written off.

BOM AND PRIVATE SCHOOLS’ TEACHERS

Meanwhile, teachers employed by school management boards continue to languish after going without salaries for over three months now.

Last month, there were reports of some BOM teachers leading a dog’s life while some resorted to illicit acts such as shoplifting to survive. A female BOM teacher was arrested in Kisumu after trying to shoplift in a supermarket.

With schools now likely to be closed for the next six months, life is likely to become tougher for the teachers if the Government does not release 30% of the free education funds.

The sad part of it all is the fact that no one seems to take note of these teachers’ predicament.

Last month, CS Magoha was summoned to appear before the national assembly education committee to explain the delay in the release of the funds.

To date, there has never been a follow up on the release of the funds. Furthermore, yesterday the CS remained mum on the issue of BOM and private school teachers’ salaries.

TSC To Deploy The Following 10,000 P1 Teachers To Secondary Schools In September 2022

 

The Teachers Service Commission (TSC) will deploy at least 10,000 practicing P1 teachers to secondary schools in September this year.

 

Secondary school Principals have already declared and submitted various subject combinations needed in their schools.

 

Despite the backing by Parliament for TSC to deploy teachers who have mean grade C (plain) and degree in secondary option, the Commission has remained adamant.

 

Members of Parliament had asked TSC to allow teachers who scored KCSE mean grade C (plain) or below and acquired Diploma’s, Post graduate Diploma’s and Degree’s from various accredited learning institutions to be promoted and deployed.

 

 

 

The Commission in its fresh plan to promote teachers after July, shows only PTE teachers who scored C+(plus) in KCSE will be considered.

 

Though TSC stopped automatic promotion of teachers after acquiring higher academic certificates, the Commission deploys 1,000 practicing P1 teachers each year

 

TSC CEO Dr Nancy Macharia while appearing in parliament said they stopped automatic promotion of teachers in 2014 because it was not tenable.

 

 

Macharia stated that the increase in the number of teachers attaining higher qualifications made the policy to promote teachers automatically unsustainable hence the Commission stopped automatic promotions on 9th January 2014.

 

“The high number of teachers attaining higher qualifications made the policy fiscally unsustainable,” said Dr. Macharia

 

Data from the Commission revealed that there were about 218,077 teachers in public primary schools as at 2020.

 

21,632 teachers (9,821 male and 11,811 female) had Diploma qualifications, while 17,930 teachers (8,627 male and 9,303 female) had Bachelor Degrees.

 

 

 

About 491 teachers had Masters and Doctoral degrees (197 male and 294 female) while the rest had certificate qualifications.

 

In Post Primary institutions, there were about 113,155 teachers as at 2020. 1, 725 teachers (909 male teachers and 816 female teachers) had Masters and Doctoral Degrees (PhD).

 

Previously primary school teachers who acquired higher qualifications from a recognized institution were automatically promoted to Job Group J and K respectively

 

TSC has set the bar for teachers who wish to be deployed to teach in secondary schools including junior secondary.

 

 

TSC says teachers who did not attain a mean grade C+ in the Kenya Certificate of Secondary Education (KCSE) exam will not teach in secondary schools even if they have degree in secondary option.

 

There are a number of primary school teachers who joined universities to study degree secondary option and they graduated but they had C (plain) mean grade in KCSE.

 

TSC Deputy Director of Staffing Antonia Lentoijoni said although the qualification requirements were not popular with teachers, they would improve standards.

 

She said the bar was raised by the Commission to improve the quality of education, following new challenges emerging in society.

 

“The Teachers Service Commission has raised the entry point of teaching in the country to have the right kind of people to offer quality education to our children,” said Lentoijoni.

 

 

 

The decision now locks out teachers who scored C- or C and have degrees from going to teach in secondary school, despite a suggestion by Kenya National Union of Teachers (Knut) Secretary-General Collins Oyuu that teachers in primary school be allowed to teach Grade 7 and 8 in junior secondary school because several of them have masters degrees.

 

A total of 3,000 P1 graduate teachers were promoted to teach in secondary schools in the last three years.

 

TSC advertised 1,000 deployment posts in 2019 and another 1,000 in September 2020. The Commission advertised 1,000 more slots for deployment last year.

 

The Commission posted teachers with both Art and Science combinations to secondary schools.

 

Though some teachers complained on the Commission criteria on deploying teachers TSC said deployment will be done based on availability of teaching vacancy.

 

From July 2021 a deployed teacher in job group C2 takes home Kshs 34,955 at minimum in basic pay and Kshs 43,694 at maximum.

 

The teacher enjoys a commuter allowance of Kshs 5,000 a house allowance of kshs 7,500 for those who are not in any municipality and a leave allowance of Kshs 6,000 paid once yearly. Those in hardship areas enjoy hardship allowance of Kshs 10,900.

 

TSC highlighted the following requirements for one to qualify for promotion and deployment to secondary school;

 

i) Be a Kenyan citizen;

 

ii) Be a holder of a P1 Certificate;

 

iii) Be a holder of a Bachelor’s Degree in Education with 2 teaching subjects;

 

iv) Must have attained at least c+ (Plus) mean grade at Kenya Certificate of Secondary Education (KCSE) or its equivalent and C+ (Plus) or it’s equivalent in the two teaching subjects;

 

v) Must be serving under Teachers Service Commission.

TSC NEWS: LATEST DETAILS ON THE NEWLY ESTABLISHED JOB GROUPS FOR PRIMARY SCHOOL TEACHERS

The Teachers Service Commission has established new grades for primary school teachers.

These Grades are divided into two categories:
a. Entry Grades and
b. Promotional grades

Entry Grades are automatic- a teacher is placed automatically upon successful recruitment and employment.

Promotional Grades, on the other hand, are attained after the teacher meets given requirements.

These grades are contained in the TSC Career Progression Guidelines for teachers, 2018.

According to the guidelines, there are eight grades for primary school teachers. They include:

1. Primary Teacher II (T- Scale 5)

This is an entry grade for all primary school teachers.
The basic requirements for this grade are:

a. A minimum mean grade of a C (Plain) in the Kenya Certificate of Secondary Education or any other recognized equivalent qualifications.

b. A Primary Teacher Certificate (PTE) or its approved equivalent.

2. Primary Teacher I (T-Scale 6)

This is a promotional grade for Kenyan primary school teachers.

Among other requirements, for a teacher to get promoted to this grade s/ he must have served as a Primary Teacher II T-Scale 5 for at least three years.

3. Senior Teacher II (T-Scale 7)

This is a promotional job group too and an entry to an administrative cadre.

This grade is competitive and subject to availability of vacancies.

For one to get promoted to this grade, s/he must have served as Primary Teacher I T-Scale 6 for at least three years among other conditions.

4. Senior Teacher I (T-Scale 8)

This is a promotional grade for school administrators in primary schools.

Promotion is highly competitive and subject to availability of vacancies.

One of the main requirements for this promotion is serving as a Senior Teacher II T-Scale 7 for a minimum of three years.

5. Deputy Head Teacher II (T-Scale 9)

This is a promotional grade for institutional administrators in primary schools.

Promotion to this job group is highly competitive and subject to availability of vacancies within the establishment.

To be promoted to this job group, one must have served as Senior Teacher I T-Scale 8 for at least three years, have satisfactory rating in teacher performance appraisal among other conditions.

2020 KCPE AND KCSE KNEC REGISTRATION DEADLINE AND IMPORTANT DATES
According to the most recent circular by the Kenya National Examinations Council, KNEC, registration of candidates for the 2020 KCSE and KCPE exams will commence on January Thursday 2 2020 and end on February 15 2020.

KCSE 2019 ESSENTIAL STATISTICS
According to the KCSE 2019 statistics, 63, 102 KCSE candidates scored a C plain while 83, 358 KCSE 2019 candidates attaining a C- Minus.

According to the Kenya Universities and Colleges Central Placement Service, KUCCPS 2020 cut off points, these students have qualified for diploma and certificate courses offered at various TVET colleges. However, some of them may prefer sitting for the KCSE 2020 national exams to attain the minimum entry grade to universities-a C+ Plus and above.

This article seeks to give simplified KNEC guidelines on schools/institutions wishing to register as KNEC examination centres.

HOW TO REGISTER A NEW SCHOOL OR INSTITUTION AS A KNEC EXAMINATION CENTRE: CONDITIONS AND PROCEDURE

REQUIREMENTS FOR REGISTRATION OF KNEC EXAMINATION CENTRES

Any new institution that wishes to register candidates for the Kenya National  Examinations Council must meet the following criteria:

  1. Submit a valid certificate of registration issued by the Ministry of Education in the case of a school seeking to register candidates for KCSE and KCPE exams and Technical Education Centres.
  2. In the case of Business and Technical examination centres, the institution must submit a report from the Technical, Vocational Education and Training Authority (TVETA).
  3. Complete and submit an application form for the registration of a new examination centre available on the following official KNEC website:  https://www.knec.ac.ke/
  1. Submit a questionnaire duly filled by the sub-County Director of Education or KNEC after a thorough inspection of the proposed examination centre. The questionnaire should be accompanied by a report on the recommendations on the status of the new institution.
  2. In case an examination centre relocates to new premises it must apply to KNEC for re-inspection.

N/B: The Kenya National Examinations Council has the right to combine examination centres for easier administration of exams and security purposes.

  1. The minimum candidature that an examination centre can present for registration is as follows: KCPE and KCSE- at least 15 candidates Business, Technical and Teacher Education- at least 10 candidates Foreign exams- at least 15 candidates

Examination centres which present fewer candidates than the required minimum are thus not recognized as examination centres. Consequently, they should be hosted by other centres.

  1. However, prisons and institutions with special needs are exempted from the total number of candidature rule.

KNEC REGISTRATION OF CANDIDATES

PREAMBLE

The registration of candidates for KNEC exams is based on the rules and regulations and syllabi for the specific exam you wish to register for.

These regulations and syllabus will offer guidelines and procedures followed when registering candidates.

FUNCTIONS OF HEADS OF SCHOOLS AND INSTITUTIONS IN THE REGISTRATION OF CANDIDATES          

After giving information on the candidates, heads of schools or institutions are expected to re-check the online report for accuracy purposes.

The head should also download the list of candidates, sign and stamp on the space provided and give other details required in the nominal roll after verifying the information.

KCPE/KCSE KNEC REGISTRATION FEE

Registration fee for KNEC exams is usually remitted/paid by the Ministry of Education. Thus all KCPE and KCSE candidates from both private and public schools should not pay for the KNEC exams.

The following categories of KNEC Candidates should, however, pay the REGISTRATION FEE:

  1. KCPE and KCSE private candidates
  2. Prison candidates
  3. Teacher Education Candidates
  4. Business and Technical examinations candidates

KNEC REGISTRATION OF SPECIAL NEEDS CANDIDATES

Special Needs Education candidates have been grouped into 4 categories by KNEC:

  1. Candidates with Visual Impairment- low vision and blind candidates
  2. Candidates with Mental challenges-mentally challenged
  3. Candidates with Hearing Impairment-Hearing Impaired
  4. Candidates with Physical Impairment-Physically challenged.

N/B: INFORMATION ON THE AFORE-MENTIONED CANDIDATES THAT IS INDEX NUMBER, SUBJECTS AND DEGREE OF IMPAIRMENT MUST BE CAPTURED DURING THE REGISTRATION PROCESS.

THE COUNCIL WILL FACILITATE EFFECTIVE ADMINISTRATION OF EXAMS FOR SUCH CANDIDATES BASED ON THE DEGREE OF IMPAIRMENT AND SUPPORTING EVIDENCE FROM A COMPETENT MEDICAL AUTHORITY.
