Teachers Service Commission (TSC) will weed out teachers who constantly present poor performance in Teacher Professional Development (TPD) training programme.

 

 

 

Sources say the Commission’s plan is to remain with a sophisticated pool of employees that is equipped with modern trends of education.

 

 

 

 

 

A concept report shows TSC has established that most teachers are inadequately trained while some do not adhere to prescribed professional standards, which adversely affect performance.

 

 

 

The teachers’ employer says the recent trends in Primary Teacher Education (PTE) revealed teachers’ weaknesses in ineffective teaching strategies, preparation of professional records, poor classroom management, incompetency in handling learners with special needs and weak assessment and feedback skills that necessitates the training.

 

 

 

 

 

TSC says some school heads are not able to analyse books of accounts, communicate effectively with teachers and parents, build a spirit of shared goals for school improvement and also have poor resource utilisation abilities.

 

 

 

 

 

In addition to these, TSC says content knowledge among a majority of teachers does not attain the set benchmark in English, Mathematics and Science due to poor content mastery.

 

 

 

It is against this backdrop that TSC is seeking to provide teachers with professional training and support throughout their teaching career.

 

 

 

TSC launched TPD programme on 22nd September 2021 and has since escalated campaigns for teachers to register for training which starts in December 2021.

 

 

 

The Commission says it has a statutory mandate through TSC Act 2012 section 11(e) to facilitate professional development for teachers.

 

 

 

“Section 35(2)(a) and (b) of the Act and Regulations 48 & 49 of Code of Regulations for Teachers states that, all teachers are obligated to undertake professional development courses as prescribed by the Commission from time to time,” reads TPD framework.

 

 

 

Despite TPD Service Providers wooing teachers to enroll for the programme, the numbers have refused to soar with most teachers choosing to abstain.

 

 

 

 

 

However the latest revelation that teachers who will fail their TPD tests will have only one chance to re-sit has left a section of TSC teachers shaken.

 

 

 

Only successful teachers will be issued with TPD points, transcript and a certificate after completion of every module.

 

 

 

 

 

A teacher will be issued with a teaching certificate after every five years and only after successfully taking the modules.

 

 

 

Those who will not have taken the Modules or failed will not be granted teaching license and may not be authorized to teach.

 

 

 

Each Module is made up of five chapters. The contract document defines a chapter as a critical area of knowledge and skills in a module that informs the development of learning units. Each chapter will be taken every year and will cost Sh6,000.

 

 

 

“For renewal of the teaching certificate, a teacher must have completed 5 chapters of a module and provide documentary evidence of having successful completion.

 

 

 

Upon commencement of the TPD Programme, all serving teachers will be required to acquire Teaching Certificate renewable every 5 years, while the subsequent applicants for Certificate of Registration will be issued with both certificates,” reads TPD framework.

 

 

 

According to the teachers employer each of the 340,000 in its payroll must undertake the mandatory professional courses that will inform their promotion and professional growth.

 

 

 

 

 

Teachers will pay sh. 6,000 yearly for the training that takes thirty years.

 

 

 

Classroom teachers will take up modules separate from the senior teachers, mostly institutional leaders and senior staff.

 

 

 

Modules for teachers will include professionalism, pedagogy, Competency-Based Curriculum and Assessment, inclusive education practices, comprehensive school health and safety, instructional leadership, and financial literacy skills.

 

 

 

For institutional administrators, the modules will include professionalism, Competency-Based Curriculum and Assessment, leadership in high-quality instruction and assessment, professional learning environment, building a positive inclusive learning environment, comprehensive school health, and financial literacy skills.

 

 

 

TSC picked Mount Kenya University, Kenyatta University, Riara University and Kenya Education Management Institute (KEMI) to offer TPD training.

 

 

 

The programme will be offered both face to face and virtually (online). Teachers will have face to face training once a year during the December school holidays.

 

 

 

Online training will be offered twice a year during the April and August school holidays.

 

 

 

However TSC is facing opposition from different quarters with teachers unions, educationists, lawyers and Mps calling calling for the Commission to carry the cost of training teachers.

Knec news: Parents decry excessive demands by schools during the administration of grade four tests

 

Parents have raised eyebrows  over some of the items required by rutors to effectively administer Knec Grade Four school-based tests.

The parents are already feeling the heat  even after the Council (Knec) directed teachers to make use of readily available material for the tests.

“We advised teachers to make the assessments as local as possible and based on items that are readily available within the school set up,” directed Knec Chief Executive Officer Dr. Mercy Karogo.

Education CS Professor George Magoha also backed up Knec CEO’s directive when he asked teachers not to put undue pressure on the learners during the administration of the assessment tests.

“No one should put pressure on children about the assessments because they are not examinations. Even parents must stop putting pressure on the learners because these are not examinations,” said  Magoha.

 

However, parents have described some demands by teachers as outrageous, since most of the items being asked for are not   readily available in some areas.

The National Parents Association chair Nicholas Maiyo has also noted with a lot of concern that some schools are insensitive in their demands.

“We had agreed that schools should use local materials but most of them are going against what we agreed upon,” said Mr Maiyo.

He called upon teachers to assess the school environment before demanding for items.

“They must be sensitive enough to understand their environment and know some items can push parents to look for money. They should stick to what they said,” said Maiyo.

One of the schools requested parents to avail an old shirt, a long stick, old gumboots, a string, an old pair of trousers, a short stick and old clothing for tests scheduled for this week.

The items will be used during Agriculture projects.

The list also includes tins, containers or polythene papers, cabbage leaves, onions, carrots, kales and Black/African Nightshade (managu) leaves.

 

Pupils are also expected to bring cereals such as rice, maize, wheat, sorghum seeds, beans, peas and green grams this week.

It has emerged that a number of the items will put undue pressure on parents as some of the items will have to be bought while others may not be available in some schools’ environment.

This week, learners are expected to take tests on Science & technology, Agriculture, PHE, Art/Craft, CRE and Home Science.

This means that pupils will engage in various projects in the respective subjects.

For Home Science, children have been asked to carry canvas shoes, plastic shoes, leather shoes, handtowel and washing brush.

The tests are administered to regular (age-based) and stage-based (special needs) learners. For the regular learners, Mathematics, English, Kiswahili, Kenyan sign language, science and technology, music and arts and craft will be assessed.

Also to be assessed for this category of learners are social studies, Christian Religious Education, Islamic Religious Education, Hindu Religious Education, home science and physical and health education.

And for the special needs learners, the teachers will administer assessments in communication, daily living skills, social and religious education, numeracy, creative, environmental, and psychomotor activities and sensory-motor integration.

Teachers Service Commission (TSC) Chief Executive Officer Nancy Macharia directed all Commission field officers to facilitate schools to administer the tests.

“I urge all field officers to support schools and ensure that class teachers access the Knec assessment tools and administer them to their learners as seamlessly as they can,” said Dr Macharia.

The TSC boss instructed teachers to ensure that the assessments are during normal class hours.

“I must emphasise that these tests should be done in normal class hours and all learners should not be put under any tense atmosphere that is different from their normal day-day classes,” said Macharia.

She further told teachers to use assessment materials from their school environment in the spirit of CBC.

The tests which will end this week, are administered to Grade 4 learners who are the pioneer class of the 2-6-3-3-3 education system under CBC.

CS Magoha has announced plans to shelve the initial plan by the education ministry to reopen basic education institutions in September 2020.

This follows recommendations given by the education stakeholders in various consultative meetings.

Speaking at the KICD offices in Nairobi today, the CS also added that the KCPE and KCSE national exams will be pushed to the year 2021. Therefore, the entire 2020 academic year will be considered lost and written off.

Colleges and other tertiary institutions will however reopen in September 2020 if they meet the irreducible minimum for reopening.

The President has already accepted the recommendation presented by CS Magoha today.

Irreducible Minimum

Some of the irreducible minimum requirements for reopening include: Reducing physical contact between learners and schools should only reopen when the curve is flattened.

Social and physical distancing is the most critical factor in ensuring the safety of learners but with the 100 percent transition

Besides, all learning institutions must ensure the proper use of sanitizers and regular hand washing.

KNUT Secretary General Wilson Sossion also affirmed that the unions have been deeply engaged in the schools’ reopening process and thanked the doctors for their input. He reiterated Magoha’s stance that schools be reopened once the curve is flattened.

Sossion also urged all Kenyans to respect the decision pronounced by the CS today.

Nicholas Maiyo, the head of the Parents Association also said that the health and safety of our children are paramount.

“Since the figures are rising, parents feel that schools should reopen once the curve has flattened to ensure that schools are safe since it is impossible to achieve social distancing at the moment,” said Maiyo.

He also presented parents’ suggestion that the year 2020 be written off and learning to resume in the year 2021.

Speaking at the KICD offices today, the newly reappointed TSC CEO Dr. Nancy Macharia also backed up Magoha’s plan to reopen schools in 2021. She noted that teachers are a critical resource within the education system whose safety cannot be simply ignored.

“For a successful reopening of schools, the safety of teachers and learners must be ensured. Teachers are also individuals and parents, therefore they will need psychosocial support as they report back to work,” said Dr. Macharia.

The TSC boss also said that the Commission will have to find a way of ensuring the safety of teachers who are 58 years and above and those having underlying conditions before schools reopen.

 

Dr. Macharia further noted the biting teacher shortage in the country which is a big challenge even if classes were to resume for candidates.

Dr. Nancy Macharia said that the Commission was committed to finalize the processing of TSC Promotions Results for teachers who attended Interviews in December 2020 and February 2021.

True to her word, the Teachers Service Commission has honoured its pledge to fully implement the 2017-2021 Collective Bargaining Agreement CBA and released an official Circular giving a clear picture on how far the Commission is in as far as the processing of TSC Promotions Results and Letters 2021 is concerned.

1. TSC Promotions Interview Results 2021

In the Circular, the Teachers Service Commission publicized the status of TSC Promotions Interview Results.

According to the Commission, Interview Results for 16, 152 teachers are ready.

The Commission has already compiled data for successful candidates who are set to receive their letters after schools open in May.

It is however important to appreciate that not all the teachers who attended Interviews will be picked to fill the Promotional slots.

Approximately half will receive confirmation letters while the remaining will receive regret letters since a total of approximately 32, 000 were shortlisted for the interviews.

“The Commission will Communicate to all teachers who were interviewed through existing official channels,” reads the Circular in part.

2. List of TSC Promotions Vacancies filled in 2021

The circular further denotes the list of successfully filled vacancies and their respective advert numbers and T- Scales.

The T-Scales will determine how much more the promoted teachers will pocket in form of Salaries and Allowances on a monthly and annual basis.

3. TSC Promotion Letters for the  16,152 Teachers Promoted in 2021

According to the Circular, Promotion Letters containing TSC Promotions Interview Results will be dispatched to counties.

The affected teachers will then collect them as schools reopen for the third term.

4. Number Promoted TSC Teachers Per Job Group (Grade) in 2021

According to TSC, the highest number of Promoted TSC teachers in 2021 falls in Grade C4 that is Senior Master IV whose former job group is M.

A total of 6, 680 teachers without administrative posts will be all over the moon for being upgraded to C4.

In the second Position comes Primary School Head teachers, Grade C5 whose total number stands at 2, 111.

Thirdly, we have Deputy Head Teacher II whose number stands at 1,765.

TSC: Here Are The Most Current Requirements For P1 Deployment To JSS, The Vetting Process.

P1 Teachers’ Deployment  To Junior Secondary Schools

According to the Teachers Service Commission(TSC), a sum of 10,833 current P1 teachers serving in primary schools across the country have sent their applications to be deployed to Junior Secondary Schools.

The Commission has offered a communique  directing that the lists of teachers availed must be deployed to  Junior Secondary Schools in tandem with the  provided guidelines:

  1. Qualifications

All primary School teachers willing to be deployed to Junior Secondary Schools across the country must meet the minimum qualifications for teaching in secondary school. These qualifications are:

a) Must have an active registration as a teacher with the Teachers Service Commission

b) Must be currently employed as a primary school teacher serving with the teachers’ employer (TSC)

c) The interested teacher must not be currently on interdiction or being taken through the disciplinary process.

d) The teacher must have a minimum of a Diploma in Education with a minimum of C+ at KCSE with a C+ in two teaching subjects currently being taught in the school curriculum( for both 8-4-4 and CBC) or two (2) principles and one (1) subsidiary pass at ‘A’ Levels.

The TSC circular further stipulated that those with a minimum of C( plain) at KCSE or its equivalent and who have acquired a Diploma in Education together with a Bachelor’s Degree qualify.

e)It is important to note that the degree certificate must be that of A Bachelor of Education. Those in possession of a bachelor’s degree in Education( Primary Option) do not qualify for this deployment.

f) Only those who have officially exhibited interest to be deployed to JSS and whose names are on the list at the TSC headquarters are eligible for deployment.

2. Vetting

The TSC Sub-County directors have been entrusted with the task of inviting the candidates in the list provided by the County Director for the verification of documents. The documents to be screened are:

a) The original and copy of the degree/diploma Certificate

b) Original and copies of the academic transcripts

c) The original and copy of the KCSE certificate ( or its equivalent)

d) A copy of the current payslip

e) A declaration by the Head of the Institution that the teacher is currently serving in the school and is neither serving an interdiction nor being taken through disciplinary action.

3. Deployment

It is crucial to note that all deployment letters to successful candidates will be signed by the Sub-County Directors within the Sub-county. Needless to say, those who may be deployed outside the sub-county shall have their letters signed by the County Directors.

The following are considerations to be put into use:

a) Proximity to the current station. It is crucial to note that teachers should be deployed to their current workstations or those that are close to their current schools.

b) Subject Combination. The Sub-County directors must ensure that they do not deploy teachers of similar subject combinations with those already posted to JSS.

c) Gender. The Sub County directors have been advised accordingly to balance the gender of teachers posted to the same station.

d) Teachers with SNE qualifications should be posted to Special JSS.

e) The Communique from the TSC headquarters advised that the deployment must be done using the provided templates already shared. The same directors have been advised to seek clarification on matters that could be blurred. The Sub-County directors were directed to sign two(2) letters for each successful candidate. One of the letters should be handed to the teacher and the second one be submitted together with other deployment documents for filing at the commission’s headquarters.

The following are crucial guidelines that must be adhered to:

a) Teachers at Grades B5 and C1 with a bachelor’s degree will be issued with appointment letters to Grade C2 (Appendix 1)

b) Teachers at Grade B5 with a Diploma in Education will be issued with appointment letters to Grade C1( Appendix 11)

c) Teachers at Grade C2 and above with bachelor/ Diploma Certificates shall be issued with Deployment letters( Appendix 111)

d)Techers at Grade C1 with a Diploma shall be issued with a Deployment letter(Appendix 111)

UON VC JOB INTERVIEW DATES (2019)

The shortlisted candidates for the UON VC job will be interviewed on Wednesday, December 2019 as from 8.30 A.M. to 5.00 P.M. in Nairobi.

The position fell vacant after the exit of the University of Nairobi’s Vice-Chancellor Professor Peter Mbithi who served for four years.

In July, the University of Nairobi’s council sent Prof Mbithi on compulsory leave to create room for the appointment of a new VC after he expressed interest in seeking a second term.

Professor Mbithi did not, however, apply for the position.

CORRUPTION AND ABUSE OF OFFICE

Professor Mbithi’s reappointment for a second term to the Public Service Commission, PSC has been greatly opposed by a section of lecturers who have accused him of corruption and abuse of office.

UASU accused Prof Mbithi of illegally acquiring Kshs 20 million, furniture and office equipment.

Besides, Professor Mbithi failed to pay university workers their outstanding arrears.

Responding to these allegations, Prof Mbithi said he was clean and that the allegations were unfounded.

St. Joseph’s Boys High School “JOBO” || SCHOOL’S HISTORY 

St. Joseph’s Boys, Kitale, is a sports and academic Power House in the Country. Established around 1952, the institution began as an intermediate primary school for boys, following its separation from St. Brigid’s Primary School in Kiminini, which continued as a girls’ boarding school.

The school was part of a broader network of intermediate schools in the region, all under the Roman Catholic Church, with St. Joseph’s administered by Catholic brothers and its sister school by Catholic nuns. Over time, it became one of the notable mission-run institutions providing quality education in the then North Rift region.

With the phasing out of intermediate schools in the lead-up to Kenya’s independence in 1963, the St. Joseph’s site evolved into a primary school and later became home to a Teacher Training College run by the Catholic brothers.

In 1965, a secondary school wing was introduced under the administration of Catholic priests, although this was later relocated in 1966 and renamed Trans-Nzoia Secondary School. This move left the teacher training college as the main institution on site for several years.

St. Joseph’s Boys High School, Kitale, Full History

By the early 1990s, the site had once again transitioned — this time into a mixed secondary school. However, in 1993, the school was formally split into St. Joseph’s Boys and Girls Schools.

The boys’ section retained all the original infrastructure — including classrooms and dining facilities — while the primary school was relocated to make room for the girls’ school.

From that point, St. Joseph’s Boys High School operated as a provincial boys’ boarding school, steadily growing in academic stature and infrastructure.

In 2012, it achieved national school status, a recognition of its consistent performance and expanding student population. The school now occupies a 75-acre campus and continues to thrive under strong foundations laid by the Catholic Church, which played a central role in its establishment and development.

Before the discontinuation of the A-Level system in 1988, the institution had also offered A-Level education during its time as a mixed school.

St. Joseph’s Boys High School has consistently maintained outstanding performance in the Kenya National Examinations Council, Knec, Exams.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements at Senior Schools

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

Details of what was deliberated on during the four-day meeting between TSC and KUPPET officials have been revealed.

According to The Standard newspaper, KUPPET is concerned about the delayed talks bordering on the teachers’ new salaries, three months to the conclusion of the current sh 54 billion collective bargaining agreement, CBA.

The meeting between the Kenya Union  of Post Primary Education Teachers (Kuppet) and the Teachers Service Commission this week revealed that the Salaries and Remuneration Commission (SRC) is yet to give advisory for the talks.

Kuppet officials were concerned that time is  running out for the talks since the current 2016-2021 CBA lapses in June.

“We are seriously concerned by this delay by SRC since expiry of the current CBA on June 30 is fast approaching,” said Akello Misori, Kuppet secretary general in a statement after the meeting.

 

Mr Misori also noted that the union and TSC have  performed their respective roles in the talks.

He pointed a finger at SRC for  dragging the process.

“What remains is for the SRC to give its advisory to TSC to enable the employer table a counter offer to the union,” said Misori.

Kuppet has already proposed a salary increase for all teachers  ranging between 30 and 70 per cent in the upcoming CBA.

If it receives a nod,  the lowest paid teachers will get the higher percentage whereas the highest paid teachers will receive the lowest percentage.

 

The Kuppet proposal would see the lowest-paid teachers’ salaries rise from Sh21,756 to Sh36,985 while those in higher cadres under Job Group D4 who currently earn Sh118,242 would take home Sh153,714.

Sources, however, hinted that the union had further adjusted their salary proposal to between 45 to 60 per cent, after lobbying.

TSC sent its proposed salary offer of between 16 to 32 per cent to the SRC on September 29, last year.

In the letter to SRC, TSC Chief Executive Nancy Macharia, recommended that teachers below Grade CA to D5 get a 16 per cent salary increment while teachers in Grade B5 to C3 would get a 32 per cent raise.

Reviewed proposal

“This is therefore to submit to your office the TSC recommendations for your advisory on the remuneration of teachers for the next CBA as required by the Constitution and the law to enable us commence and conclude the 2021-2025 CBA with recognised teacher unions on time,” Dr Macharia said.

It however emerged that TSC is considering a reviewed proposal of between 20 and 35 per cent.

Kenya National Union of Teachers (Knut) which had proposed a salary increment of between 120 and 200 per cent was not party to the Naivasha meeting.

Knut proposal means the monthly basic salary for the lowest-paid teachers (Grade B5) would be raised from Sh21,756 to a maximum of Sh87,024 while salaries of the highest-paid teachers (Grade D5) would be increased from Sh131,380 to a maximum Sh394,140.

By close of the four days meeting, it emerged that Kuppet was pushing for classroom teachers to get higher pay as the present job evaluation favoured administrators.

“Kuppet and TSC have developed a new Job Description capturing the true worth of a classroom teacher. The new descriptions recognise the teachers’ leadership and technical work within and outside classroom, which had been ignored by the evaluation tool previously used by SRC,” reads Kuppet statement.

The meeting heard that there are up to 30 new roles of classroom teachers including class management and substantial financial responsibility during outdoor activities like tours and sports.

The statement resonates with the SRC report which disclosed that the last job evaluation was skewed, favouring school heads while leaving classroom teachers broke.

The report shows the present job descriptions of the classroom teachers, based on the 2016/2017 evaluation, grossly undervalued their worth, resulting in poor pay.

“There were significant disparities in the compensation and career progression between the institutional administrators and classroom teachers in the teaching profession as the job evaluation results for 2016/2017 did not adequately cater for the remuneration of classroom teachers. This might be attributed to poor development of job descriptions in 2016,” reads the report.

The good news for classroom teachers however is that results of the 2021/2022 – 2021/2025 remuneration review cycle, which will be used to negotiate the next phase of teachers’ salaries now captures their true worth and outlines an elaborate job description.

The new job evaluation also recognises classroom teachers’ new tasks under the Competency Based Curriculum (CBC), which also gives them supervisory roles.

The statement by Kuppet on delay on tabling a counter offer by SRC dashed hopes of thousands of teachers who hoped that the meeting would yield some hope for the talks.

It, however, emerged that the meeting did not substantively delve into the next 2021-2025 CBA details but spent more time resolving administrative changes under the present 2016-2021 deal.

The meeting agreed that promotion of C3 teachers and Teachers Training Colleges tutors be addressed.

This as it emerged that job re-evaluation has resulted in the creation of a new opening in C4 for Senior Master IV and Senior Lecturer IV for those in TTCs who do not have administrative positions.

“At the moment, the Commission has advertised 6,680 vacancies for these cadres as the first step towards institutionalizing C4 as a promotional grade from C3,” said Misori.

The Kuppet statement further said that under the CBC, the TTC tutors will be training teachers at diploma level hence the repositioning of their roles.

“Administrators in TTCs including deans and registrars will have career path with substantive appointments,” reads the statement.

The meeting also addressed the diploma teachers career path. It emerged that when the 2016 CBA commenced, more than half of teachers who had joined service at Job Group J had obtained bachelors of education degrees and transited to graduate scheme of service.

Kuppet also said that TSC agreed to suspend the requirements of Master’s degree for principals or other promotions within the teaching service.

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.

The Teachers Service Commission has dissipated fears among TSC-employed teachers bordering on the stagnation of salaries in the face of harsh economic times. This is after the Teachers’ Service Commission confirmed that it had received a whopping Sh 298 for teachers’ annual salary increment from the treasury.

This is good news to teachers currently serving under the new Career Progression Guidelines, CPGs since they can now rest assured that their bak accounts will have some extra salaries starting July 2022 to shelve them against the hard economic times.

This announcement comes at the backdrop of several cases of teachers committing suicide as a result of meager salaries that cannot accommodate their growing needs. The most recent cases were reported in Nyamira County where four primary school teachers committed suicide citing frustration emanating from unmet financial targets.

The greatest winners in the 2022-2023 TSC salary rise plan are the lowest-paid TSC teachers commonly known as P1 teachers in Grade B5. According to the TSC pay hike plan, these teachers will bag Sh 900 extra every month starting July 2022. earlier, there arose claims that teachers in grades B5, C1, C2, C3, and D5 will go home empty-handed having reached the bar, the maximum salary points.

Shock as TSC Lists only Six Job Groups/ Grades for Pay Rise 

The above title dotted the headlines of mainstream media news platforms after TSC announced a salary increment for teachers in grades C4, C5, D1, D2, D3, and D4 starting July 2022. According to the commission, the afore-mentioned grades are the only ones that had not reached the ceiling of the TSC Salary band.

From the allocated funds to the commission, a sum of 289.97 billion will be used to finance teacher resource management while Sh1.16 billion shall be used for governance and standards. On the other hand, Sh 7.24 billion has been planned for general administration,  organization, and support services.
The Collective Bargaining Agreement (CBA) OF 2021-2025 document shows that the lowest job group, B5, is supposed to move gradually until they reach their highest salary point i.e Sh 27,195. This is duplicated in other job groups where a teacher for example serving currently in job group C1( Primary Teacher 1) with a basic salary of Sh 30,405 is supposed to reach a maximum salary of Sh 33,994 upon annual increment over some time.

The commission has communicated of making salary changes for tutors in the following grades come July 2022:
{C4,C5,D1,D2,D3 and D4.}
The aforementioned grades have not yet attained the maximum salary points as provided for in the salary banding. Therefore the extension of their salaries will be actualized in July. This increment will be paid in arrears from the date they attained the maximum salary point in January 2022.
It should be noted that in the table below, grades C4, C5, D1, and D4 show the elongated salary scales are from points 3-7 whereas D2 and D3 salary scales are from points 2-7.

Good news as ministry finally releases reversed FSE funds for BOM teachers’ salaries

The education ministry has finally released free secondary education funds which were recently reversed to schools.

Data seen by our media team indicates that a total of Sh 15.4 billion has been released to public schools’ accounts upon verification of BOM teachers’ data.

The money was reversed to enable the ministry to verify the number of TSC registered BOM teachers in all the 47 counties for accountability purposes.

13.3 billion will be used to make the necessary preparations ahead of schools’ reopening. The remaining 2.2 billion will be used to clear outstanding salaries for staff employed by school management boards.
