The key question this July within the realm of education is whether the Teachers Service Commission (TSC) has paid teachers’ salaries.

According to the latest TSC news hitting our news desk, TSC has indeed paid July salaries for both teachers and the secretariat.

Yesterday, social media pages were dotted with white smoke, a coded message that can only get decoded by teachers showing that salaries had hit their accounts.

Unfortunately, there have been complaints on several KUPPET pages bordering on unwarranted deductions. Some teachers have accused their employer of deducting up to Shs 360 for NSSF yet it is in the public knowledge that all government workers were recently incorporated into a new pension scheme dubbed PSSS.

Now teachers are waiting with bated breath for their July 2023 payslips to confirm whether there were illegal deductions made on their July salaries. Below are some key facts about the newly introduced PSSS pension scheme.

Teachers, police, and other civil servants in Kenya are preparing for a 7.5% pay cut towards the newly established Public Service Superannuation Pension Scheme, PSSS set to be rolled out in January 2021 as announced by CS Ukur Yattani in August 2020.

 

WHAT IS A PENSION SCHEME?

A pension scheme is a well-planned retirement plan for a particular group of workers. Kenya’s new pension plan targets all employees in the formal sector who will be expected to contribute 7.5% of their monthly salaries.

Kenya’s new pension scheme is mandatory for all public service Commission, PSC employees, Teachers Service Commission (TSC) employees, the National Police Service Commission, NPCS employees, and any other employees that the cabinet secretary deems fit for the mandatory pension contributory scheme.

 

THE HISTORY OF THE NEW PUBLIC SERVICE SUPERANNUATION PENSION SCHEME, PSSS

Many public servants especially new employees do not however understand why or when the new pension scheme was hatched. They were taken aback after CS Yattani announced its rollout in January 2021.

The new pension scheme for civil servants in Kenya dates back to the year 2003. It was given a nod by the cabinet following concerns about the growing wage bill and its unsustainability.

In the year 2004, an actuarial study conducted revealed that the pension liability in Kenya had hit Ksh 271.2 billion, translating to 25% of the Gross Domestic Product, GDP at that time.

For the first time in 2007, the Kenyan government tried to introduce the new Public Service Superannuation Scheme, PSSS. The new scheme however faced a lot of resistance from various quarters.

A later study conducted in 2013 established a ballooned wage bill almost hitting the 1 trillion mark. To manage the ballooned wage bill, the government had to implement the new PSSS pension scheme.

It is now imminent however that the new pension scheme will be implemented after 13 years and it will be mandatory for civil servants aged 45 and below and for the newly employed ones.

 

HOW MUCH WILL TSC EMPLOYED TEACHERS IN KENYA CONTRIBUTE TO THE NEW PUBLIC SERVICE SUPERANNUATION SCHEME?

All employees aged 45 years and below will be required to pay 7.5% of their monthly salaries.

WHICH CATEGORY OF EMPLOYEES DOES THE NEW PENSION SCHEME TARGET?

The new scheme targets more than 500, 000 civil servants

 

HOW DOES THE NEW PENSION SCHEME, PSSS WORK?

Over 530,000 civil servants,  police and teachers included, will in January have their take-home pay cut by 7.5 percent for they will start contributing towards their pension savings scheme.

 

The employees, attached to various ministries and State agencies will hence see a portion of their salaries sliced for onward remittance to the Public Service Superannuation Scheme (PSSS), soon to be created.

 

Membership to the scheme will be mandatory to all new entrants upon commencement of the Act and all employees aged below 45 as at the date,” said a Treasury brief on the fund.

 

“Employees aged 45 years and above will have an option to join the scheme by completing the Public Service Superannuation Scheme option form.”

 

Civil servants were initially to contribute two percent of their monthly salary to the scheme in the first year, five percent in the second, and 7.5 percent from the third year.

 

But the staggering has now been stopped, with workers expected to contribute the 7.5 percent of their pay in the first year, starting January.

 

The government will match the contributions with an amount equivalent to 15 percent of every workers’ monthly pay.

 

This will be equivalent to about Sh6.9 billion monthly contribution or Sh55.87 billion annually, turning pension expenditures to one of the largest budget items.

 

ADVANTAGES OF THE NEW PENSION SCHEME (A DETAILED COMPARISON BETWEEN PSSS AND NSSF)

  1. Employees can transfer pension benefit credits from a former employee to another with a similar pension plan.
  2. Employees can access part of their benefits even before the mandatory retirement age, 60 years.
  3. The past benefits can be transferred to the new scheme.
  4. Teachers will no longer contribute towards the Widows and Children’s Pension, WCPS, and NSSF once they join the new pension scheme.
  5. Employees who remain in the Free Pension Act will be bound by the provision of the Pensions’ Act Cap 189.

The Teachers Service Commission had advertised a total of 10, 300 vacancies for teacher interns.

Interested candidates were henceforth required to tender their interest online through the TSC website by 24th October  2019.

After 24th October  2019, County Directors were expected to invite successful applicants for interviews via Short Messaging Service, SMS.

The recruitment guidelines for 2019/ 2020 FY and guidelines for TSC teacher internships will apply.

Once selected, the TSC intern is expected to sign an Internship Agreement with the TSC using a prescribed format.

TSC INTERNSHIP GUIDELINES

For effective implementation of the TSC internship Programme, the Commission will:

  1. Plan and budget for the internship programme.
  2. Declare Teacher Internship vacancies annually and advertise available vacancies through newspapers and the TSC online website.
  3. Follow any statutory guidelines and national policies on interns.
  4. Appoint supervisors and mentors to assist the interns acquire necessary skills in the teaching field.
  5. Pay teacher interns their stipend.
  6. Monitor and evaluate internship programmes in schools.
  7. Issue certificates to interns upon completion of Internship.
  8. Keep track of all teacher interns who have successfully completed the internship.

 

ROLES OF A SUPERVISOR

The supervisor is on the other hand expected to be accountable for:

  1. Creating an enabling environment for the success and development of interns.
  2. Assigning duties to interns.
  3. Appointing a mentor for the interns.
  4. Supervising work performance of interns.
  5. Appraising the interns.
  6. Setting performance targets for the intern- upon consultation of the intern and the mentor.
  7. Assigning space and equipment to the intern within the school.
  8. Preparing a written evaluation of the performance of the intern and organizing a meeting with the intern for effective feedback.
  9. Monitoring and evaluating the interns.
  10. Giving feedback to the Teachers Service Commission on termly and annual basis on the progress/ development of the intern’s performance and challenges experienced.
  11. Interns cannot be accepted as substitutes for teachers or represent the Commission or the host school in any official duty.

Tough Measures for KCSE 2024 Candidates as Knec Casts Net for Malpractice

The Kenya National Examinations Council, KNEC, has upgraded its game, bringing into play several new more stringent measures to curb cheating. In case you missed out, get a quick glimpse of these new policies below:

Among the measures are the personalization of the examination papers to ensure each is unique to a candidate, the rotation of supervisors; as well as a ban on phones for the invigilators, centre managers and candidates during exams.

The 2024 Kenya Certificate of Secondary Education (KCSE) will be administered from October 22 to November 22, 2024, while the Kenya Primary School Education Assessment (KPSEA) and Kenya Intermediate Level Education Assessment (KILEA) will be held from October 28 to November 1, 2024.

One of the key innovations is the personalization of KCSE question papers for each candidate.

According to Knec, this move is designed to prevent cheating by ensuring that each candidate’s exam paper is unique.

Knec CEO David Njengere emphasized that this measure will also enhance the security of the exams by anonymizing the answer scripts during marking, thereby reducing the chances of malpractice and ensuring fairness in the grading process.

This means that the examiners won’t be able to identify the owner of the script, as it will only contain a signature.

 

“This measure is expected to boost exam security by anonymizing answer scripts during the marking process. The KCSE question papers will be personalized for every candidate. This will help anonymise the answer scripts during marking. More details on this innovation will be shared with supervisors and invigilators during the Sub- County briefing sessions,” said Dr Njengere.

The new system aims to streamline the marking of the 2024 KCSE exams, set to be taken by 965,501 candidates across 10,755 centers, an increase from 903,260 in 2023.

Additionally, Knec will administer the KPSEA to 1,313,913 candidates in 32,573 centers, bringing the total number of candidates for national exams to over 2.27 million. Knec has also revised the deployment of security officers.

For the KPSEA exams, security personnel will now only be involved in the distribution and collection of exam materials.

However, the standard practice of deploying at least two security officers to each KCSE examination center will continue.

Another significant change concerns the use of mobile phones during exams. All staff involved in exam administration, such as supervisors, invigilators, and center managers, will now be required to secure their mobile phones in lockable desks, monitored by security officers.

 

This step, Knec said, is intended to minimize any potential misconduct and ensure the integrity of the examination process.

“No phones will be allowed during the opening of the exam papers or while the exams are in progress. Phones will be secured in local desks under the supervision of a security officer, with the center holding the key,” said Dr Njegere.

Ms Antonina Lentoijoni, the Director Staffing, Teacher Service Commission (TSC), emphasised that supervisors and invigilators will not be deployed to examination centers where they have vested interests. Instead, they will be required to declare any affiliations with the centers where they will be assigned.

Ms Lentoijoni said that they have introduced a rotation system for KCSE supervisors.

Each supervisor will serve at an examination center for only one week before being reassigned.

This strategy is designed to minimize familiarity with the centers and further enhance examination security.

“All KCSE supervisors will be required to serve for only one week at any examination center. They will keep rotating every week. I am confident that even after we have nominated them, none of them will know the centers they will be assigned to. They will be supervised as we sit here today,” said Ms Lentoijoni.

 

Education Cabinet Secretary Julius Ogamba highlighted that KNEC has expanded the number of distribution centers for KCSE materials by adding 41 new centers which sums up otal to 617, ensuring a smoother and more efficient distribution of exam papers nationwide.

“When we compromise our interventions, we compromise the standards of our certificates, all of us, and that affects our economy, I wish to assure you that the country that the challenges experienced in 2023 in the collection of examination materials for the KCSE twice a day have been addressed by introducing an extra 41 containers,” said Mr Ogamba.

Further, the CS issued a stern warning regarding examination malpractices, urging all candidates, managers, and supervisors to strictly comply with the laid-down examination regulations, cautioning that failure to do so would result in facing “the full force of the law.

“The government shall have no mercy on anyone who will be found engaging in the transmission of examination malpractices,” said Mr Ogamba.

The CS currently, 16,000 classrooms are being constructed to accommodate the new learning requirements. The CS, having toured several counties to monitor progress, expressed confidence that all classrooms will be ready ahead of the 2025 academic calendar.

“We are constructing 16,000 classrooms in our junior schools that will accommodate them IN 2025,” said Mr Ogamba.

According to verified reports at our disposal this morning, the Busia Member of Parliament Dr. Florence Mutual took to the stage to back up Akelo Misori’s proposal  requesting for the suspension of the mandatory TSC TPD Modules that were meant to last a lifetime especially for newly recruited teachers. According to the honourable members of the national assembly, the roll out the TSC TPD modules is a duplication of in-service trainings for teachers.

Members of Parliament feel that it is better to have TPD incorporated into other TSC in-service training for teachers that are conducted from time to time to avoid burdening the ex-chequer which may be forced to allocate extra funds for the training.

Besides, the cost of training is way to high for teachers who are currently paid a pittance in the name of salary. The training requires up to 30, 000 Kes. Given that teachers have not received any increment in the new 2021-2025 Collective Bargaining Agreement, CBA, it will be tricky for them to raise extra funds for the TPD training.

 

The Teachers Service Commission also needs to appreciate the fact that teachers are human beings with various financial burdens to shoulder. Therefore, most of them have committed their salaries already.

First, it’s Omboko Milemba who pettitioned Parliament through education committee to stop TSC from implementing the Controversial TPD which would have seen teachers losing Ksh 6000 towards the modules.

 

A move by Parliament to stop the Commission from implementing the refresher courses earlier this month was a great win for Teachers of Kenya.

 

 

In their Decision, the MPs asked TSC to undertake public participation first before rolling out the training.

 

Besides, the commission was asked to pay for the modules instead of overburdening the poor Teachers.

 

Two, nominated MP Wilson Sosion is also on record pettitioning Parliament to look into TSC’s decision to stop promoting teachers who have gone for further studies.

 

If his prayers are granted by the MPs, TSC will be forced to start promoting teachers with higher qualifications which will be a big win to them as it will come with higher salaries.

 

Currently, the union leaders are pushing the government to re-look into the non-monetary CBA which was signed last year with a view to increasibg the salaries of lowly paid teachers.

The first question that came to my mind is “Who should be responsible for the closure of any TSC offices?” I thought that the Teachers Service Commission is an independent Commission established under the Constitution with a full mandate to run its activities independently!

For many years now, we have had cases of teachers getting betrayed by the very locals whose children they are serving.

I am not accusing anyone but there is no way Al- Shabaab militia can make their way to schools or target buses carrying teachers without the locals’ knowledge.

The failure to protect teachers who have put their lives on the line for their children is a clear sign that the locals can s well do without them!

What is even more irritating is the finger-pointing façade that leaders from Garissa, Wajir and Mandera want to put up.

May it be known that teachers are not toys that Al Shabaab militia can use for their military training.

I stand with the TSC in its quest to ensure teachers are secure from militia attacks.

Such life-threatening situations do not call for a consultation. So the claims by the leaders that the TSC made a unilateral decision are unfounded and uncalled for.

Teachers have proved beyond any reasonable doubt that they are willing to work in whichever part of the country.

They have sacrificed severally by going back to the “lion’s den” for the sake of the Kenyan children in the North-Eastern region.

My plea to Honourable Sophia Abdi Noor is “GO BACK TO THE DRAWING BOARD AND PUT YOUR HOUSES IN ORDER.”

KUCCPS OPENS INTER-UNIVERSITY TRANSFER PORTAL FOR KCSE 2019 CANDIDATES ON JUNE 15, 2020; IMPORTANT DATES, DEADLINE, REASONS AND APPLICATION PROCEDURE

The Kenya Universities and Colleges Central Placement Service KUCCPS will open its inter-university transfer portal tonight for KCSE 2019 candidates who might not be content with their KUCCPS 2020/2021 placement results so that they can change their universities and colleges.

Students who may wish to apply for KUCCPS 2020/2021 inter-university transfer have been given a two-month window period to do so.

KUCCPS shall open the portal on June 15, 2020, and close it on August 15, 2020 which is the official deadline for the KUCCPS 2020/2021inter-university transfer applications.

LEGIBILITY/ REQUIREMENTS

It is important to note that not all KCSE 2019 candidates are legible to apply for inter-university transfers for the academic year 2020/ 2021.

Only students who applied for and were placed successfully by the placement service will be allowed to apply for the same.

The applicant must have received his or her KUCCPS results that were released a few weeks ago since that is a major starting point.

ONLINE INTER-UNIVERSITY TRANSFER; 2020

Unlike other times when the applicants applying for KUCCPS inter-university transfers were obliged to physically visit the releasing and receiving institutions physically for approval, this year’s inter-university process is cost-friendly and convenient for the majority of the applicants since it will be done online.

 

HERE ARE THE MAIN STEPS INVOLVED IN THE KUCCPS INTER-UNIVERSITY/ INSTITUTION TRANSFER PROCESS

Step 1: The dissatisfied applicant tenders his or her request to initiate the KUCCPS online inter-university transfer process once the placement service opens its portal by filling a form available at the KUCCPS portal.

Step 2: The applicant’s inter-university transfer form is submitted to the receiving institution for processing.

Step 3: The applicant’s request is processed and if they qualify for the inter-university transfer, the receiving institution shall endorse the application then forward it to the releasing institution for further processing.

Step 4: The receiving institution receives the application and clears the applicant through the institutions’ portal before submitting it to the KUCCPS CEO for approval.

Step 5: The CEO KUCCPS receives the endorsed/approved inter-university application, approves it for a transfer letter to be generated.

Step 6: The applicant can now access the approved inter-university transfer letter for presentation to the receiving institution.

HOW TO APPLY FOR INTER-UNIVERSITY/ INSTITUTION TRANSFER; A SIMPLIFIED STEP-BY-STEP GUIDE

PROCEDURE FOR INTER-UNIVERSITY TRANSFER

  1. Log in to the official KUCCPS student portal by clicking HERE
  2. Click on the inter-university/institution transfer
  3. Fill the inter-university transfer form provided by entering your details and reasons for the transfer. Some of the viable reasons you can give include; high tuition fees, health conditions that are likely to be escalated by your admission into the current institution among others
  4. Pay the required fees
  5. Wait for approval by the receiving and releasing institution
  6. At this stage, KUCCPS shall review your application
  7. If the receiving institution gives you a nod, then you are good to go since your transfer letter will be provided soon.

 

IMPORTANT NOTES

Before initiating the process of inter-university transfer;

  1. All applications for inter-university transfers must be done online via the official KUCCPS student portal at students.kuccps.ac.ke
  2. Not everyone is eligible for inter-university transfers. You must have been placed by KUCCPS in the programme and institution you would like to transfer from.
  3. The process of approval is a rigorous one. The applicant must meet the minimum requirements, cluster points for the course that s/he is applying for.
  4. Applicants are only allowed to apply to transfer to one programme only
  5. The KUCCPS inter-university/institution transfer fee is Kshs 1, 000.
  6. Do not make any payment before you are prompted by KUCCPS. KUCCPS shall send you an M-PESA transaction code once you submit the application. Keep it safe since you may need it again.
  7. Remember to monitor the processing status of your application via the KUCCPS student portal.
  8. If your application is NOT APPROVED, the applicant will be retained in the course they had been placed for.

He urged the Commission to release interview results before principals from other counties get deployed to schools in Bungoma.

The county executive secretary Augustine Luketelo said that even after attending interviews in December 2019 the 136 deputy principals were still not considered for the promotions.

“We are perturbed as a union that TSC ignored Bungoma County despite our teachers attending the interviews that were conducted in every county. Since December 2019 when the interviews were conducted, the results have never been released and to our surprise, no single deputy has been promoted in Bungoma County and we want TSC to elaborate on this issue, “ said Luketelo.

The union has further warned TSC against any form of discrimination and requested the Commission to release the long-awaited results of the interviews before other heads get deployed to schools within the county.

“As a branch, we will not allow the importation of principals to Bungoma. Before they do that, let TSC show us how many principals Bungoma will export to other counties, or else we will not allow outsiders to land here,” warned the branch executive secretary.

NO PROMOTIONS

The union expressed anger over the delayed promotions given that most of the affected deputies have stagnated in the same job group and positions for over 10 years.

“We are annoyed as a union. Our teachers have the capacity to lead. Why cant they be promoted into school leadership positions? Why are we being discriminated against? We are really annoyed and disappointed with TSC,” said Luketelo.

Primary and secondary school heads have defied a direct order from the education ministry to collect and store textbooks citing high insecurity levels in schools.

The education ministry directed the 23, 000 primary school heads to collect the consignment for their various schools worth over Kshs 700 million.

“Kindly arrange to be at the given venues at times stipulated to collect class five and six textbooks. Bring along your stamp to sign the delivery. Due to security reasons, no books will be stored at the venues. Please cooperate,” reads part of the message sent to school heads.

INSECURITY IN SCHOOLS

In the past few weeks, cases of theft and vandalism have been reported in various schools.

Consequently, the ministry of education wrote a memo directing school heads to take responsibility and ensure school property is safe.

According to the memo, the ministry is concerned that most schools have been left unmanned following the sudden closure of schools in mid-march and suspension of subordinate staff’s salaries.

Most security guards have downed their tools following lack of salaries for almost four months now.

RESPONSIBILITY ALLOWANCE

Now that most of the security guards are off duty, there arose speculations that the ministry wants teachers to be recalled to man school property in the name of being on duty.

This may however not be possible since the teachers’ duties and responsibilities are clearly stipulated. Besides, regular classroom teachers are not paid responsibility allowance, unlike school administrators.

For fear of being held accountable in case the textbooks get lost, school heads now want the government to store the textbooks in government go-downs until schools reopen in January next year.

The heads feel that there is no urgency to supply books at this time because pupils are at home following the unprecedented covid-19 break.

The Kenya Primary School Heads Association national chair Nicholas Gathemia said that he has received numerous complaints from headteachers who feel that they do not have the capacity to secure the new books in schools since many security guards quit due to lack of pay.

“The headteachers want the supply of books done after schools reopen so that they can issue them to learners immediately they are received to ensure maximum security,” he said.

He further added that storing books worth hundreds of thousands in schools without security guards who have not been paid for a long time poses a huge risk to teachers’ jobs.

“This will attract break-ins that will put headteachers in an awkward position as all the blame will be rested on them. Let books stay where they are until schools open, “added Gathemia.

The Kenya Secondary School Heads Association national chair Kahi Indimuli has also supported his KEPSHA counter-part saying that what is urgent right now is to prepare schools for reopening through the construction of extra classrooms and provision of enough water for regular handwashing.

Mr. Indimuli said that secondary school heads have so far not been notified to collect textbooks.

The standard five and six textbooks currently being distributed are a product of the national assembly education committee’s decision to ensure that the two classes with about two million learners be included in the 2017 textbooks’ distribution plan.

The implementation of the Collective Bargaining Agreement (CBA) by the Salaries and Remuneration Commission which brought to an end the “solidarity forever for the union makes us strong” chants that Kenyan teachers have been taking on the streets now and then in July 2020 saw some teachers get promoted hence better salaries. This project is currently in its final phase, which is expected to run between  2020-2021.

However, some tutors haven’t and will not benefit from the fourth phase as they did in the first and the second phase.

New TSC salaries and grading system

Here is the latestbbreakdown of the new TSC salaries and grading system for teachers in 2020.

TSC new grading system

The current TSC upgrading of teachers led to the scrapping off of some job groups and merging of others.

 

 

Under the new system of grading tutors, the grade that was previously known as P1, which was under Job Group G, was scrapped off and replaced with Grade B5.

 

This grade was designated as the new entry grade for all tutors at the primary school level

 

 

The other grades that followed were re-structured and re-named as follows:

J to C1
K to C2
L to C3
M to C4
N to C5

 

Apart from job groups J to N, there was another rank that belonged to the higher band which was designated as P, Q and R.

These three were later renamed to:

P to D1
Q to D2
R to D3

The Kenyan National Union of Teachers requested for an additional job groups S and T, which the commission granted.

 

Under the new grading, the two categories were named D4 and D5, respectively.

 

The chief principals now fall under category D5 of the new grading system.

Through a Circular released by TSC, some clarifications have been made that will end the speculations about the July salary increment for teachers.

Teachers who have stayed in the same job group for more than 3 years will be promoted to the next job group.

 

This is according to TSC policy under the schemes of service or career progression. Therefore all teachers eligible for promotion will be promoted as per the existing POLICIES guiding promotions.

TSC stated categorically that at No point has the Commission stated that Knut members will not be promoted. Instead,They will be promoted based on the following Schemes Of Service:

1:Available vacancies in the next job group.

2:Upon completion of Teacher Proficiency Course.

3:Job group C3 which was formally L cannot move to M since M is recognised only under Career Progression and teachers will in this job group be subjected to an interview.

Meanwhile,All teachers who at B5 will move automatically to C1,joining C1 at the next Salary band. This is because CPG made B5 to C1 a common cadre promotion for P1 teachers without subjecting them to Teacher Proficiency just like J to K and K to L(C1 to C2 and C2 to C3) respectively.

Teachers in job group B5(H) will have their salary increased from 24,000-27,000.

 

Those in C1(J) will have their new salary starting from 28,000-35,000 while those in C2(K) increased between 34,000-43,000.

 

Majority of teachers are in job group C3(L) and their salaries will now range from 42,000-53,000 while in C4(M) new salary will be 52,000-62,000.

 

 

In job group C5(N) new salary will range from 62,000-77,000While D1(P) will now be between 76,000-93,000.

Some tutors will have to walk home empty-handed since their increment was concluded during the first two phases of CBA implementation.

 

Secondary school tutors under the current job group C2, formerly known as job group K with a Bachelor’s Degree in Education or any other of its equivalent, did not  receive any pay rise during this 3rd and fourth phase.

It means that the TSC job group k salary scale remains at a minimum of Ksh. 34, 955, and a maximum of Ksh. 43, 694.

Similarly, some secondary school teachers salary in Kenya will not be affected as they belong to the non-increment group for the third and fourth phase. The other categories of trainers whose salary increment was only scheduled for the 1st and 2nd phase are:

Secondary school tutors with a Diploma in Education (grade C1)
Primary tutors at job group B5.

The Teachers Service Commission has already presented a new CBA to the Salaries and Remuneration Commission. 

 

In the new proposal, classroom teachers are set to reap big to bridge the huge salary gaps between them and school administrators.

TOWN SCHOOLS

The maximum fees for all national and extra county secondary schools located in major towns has been capped at Kshs 75, 798 PER YEAR.

The Government is planning to subsidise this fee with Kshs 22, 244. The rest of the amount should be raised by the parent or guardian.

BOARDING SCHOOLS

The  Kenyan Government will also facilitate the education of each learner in boarding school equal to the capitation offered for learners in day schools.

The parents will have to cater for boarding fees applicable to different categories of schools and their location.

2020 FORM ONE SELECTION TO NATIONAL SCHOOLS

According to the Ministry of Education, the number of students who will be admitted to national schools will rise next year.

According to The Standard Digital, the Ministry of Education will be obliged to raise the number of students joining national schools due to Kenya’s new education policy-100% transition

Last year, national schools admitted 29, 000 students but due to the higher number of KCPE candidates this year, the Education CS Professor George Magoha will be forced to increase the admission to these schools.

HERE IS THE 2020 FORM ONE SELECTION SYSTEM FOR NATIONAL SCHOOLS

National schools are ranked the highest in Kenya.

This is because they are well equipped with learning resources that facilitate smooth learning.

Unlike County, extra-county and sub-county secondary schools, national schools are few hence paving the way for a stiff competition for KCPE candidates wishing to join them.

Selection is usually done online through the Ministry of Education.

Below is a set of instructions on how to select your preferred national school:

  1. Select the county and sub-county in which you sat the KCPE exam.
  2. Key in your index number and submit.
  3. Click on the “admission letter” tab at the bottom of the page to get your admission letter.
  4. Click on the “Print” or “Download” icon to download your letter to your phone or computer.
  5. Give the copy to your headteacher for endorsement. The headteacher is expected to stamp it in the space provided.
  6. Present the letter for admission together with a copy of your birth certificate.

Extra county secondary schools come second after national schools in Kenya.

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

 

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

 

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.
