According to Citizen TV, Tents have been already set up at the KNEC Headquarters where Professor George Magoha the Cabinet Secretary for Education will release the 2019 KCSE results any moment from now.

Some of the guests have already arrived at the KNEC Headquarters in Nairobi.

Guests were expected to be seated by 9.00 A.M today.

Professor Magoha, the CS Education will give a lengthy speech during the release of this year’s KCSE results’ release. Some of the issues that Professor George Magoha is likely to address include:

CHALLENGES FACED DURING THE ADMINISTRATION OF THE 2019 KCSE RESULTS

Professor George Magoha is likely to enumerate some of the challenges that the Kenya National Examinations Council, KNEC faced during the administration of the 2019 KCSE national exams.

Some of these challenges include :

-Floods which hindered the dissemination of KCSE exam papers and materials.

-KCSE exam irregularities – 21 KNEC examination centres were involved in cheating during this year’s KCSE national exams.

– Chemistry Paper III practical exams- KCSE candidates, Chemistry teachers, invigilators and supervisors were affected by a reagent-Xylene which was used in the preparation of the 2019 Chemistry Paper III practical. KNEC had defended its move saying that the Council lacked an alternative reagent.

KCSE MARKING: 2019 KCSE MARKING (challenges)

The Education CS is also likely to address the challenges faced by the Education Ministry during the 2019 KCSE marking exercise.

The main challenge was protests staged by the 2019 KCSE Examiners who had been contracted by the Council to mark the 2019 Physics Paper III and Business Paper-II KCSE exam.

The Kenya Union of Post Primary Education Teachers, KUPPET also joined the striking examiners in demanding better pay.

The Kenya National Examinations Council, KNEC on January 2 opened its official portal for primary and secondary schools to register 2020 Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education candidates.

The 2020 KCSE and KCPE registration deadline has been set on February 15 2020. This means that 2020 KNEC examination centres have up to February 15 2020 to upload 2020 KCSE and KCPE candidate’s details into the official KNEC portal.

2020 KCSE AND KCPE KNEC REGISTRATION GUIDELINES: LATEST KNEC REGISTRATION GUIDELINES

The following are the latest KNEC KCSE and KCPE registration guidelines:

-2020 KCPE and KCSE candidates must be registered in schools where they have been learning. Primary school heads should, therefore, ensure that 2020 KCPE candidates are registered in schools where they have been learning in class 7.

Secondary school principals, on the other hand, must ensure that 2020 form four KCSE candidates are registered in schools where they have been learning in form three.

  • Secondly, school heads must shun double registration of candidates as this will be treated as an examination malpractice. According to a circular by Dr Mercy Karogo the KNEC CEO, double registration of 2020 KCPE and KCSE candidates will attract penalties since it is a crime punishable by law.
  • 2020 KCSE and KCPE candidates should be assigned index numbers based on the school’s admission numbers as opposed to previous performance in continuous assessment tests.
  • Schools with 6-14 candidates will be hosted by other examination centres which the Sub County director of education deems suitable.
  • The hosted school will, however, retain its code during registration of candidates within a KNEC approved examination centre within the same sub-county.

OVER 103, 000 KNUT ADMINISTRATORS MAY BE EXCLUDED FROM THE JULY 2020 PAY RISE; LATEST TSC NEWS

KNUT Secretary General Mr. Wilson Sossion now wants KNUT-affiliated school heads to be included in the fourth and final phase that will see tutors’ salaries increased at the of this month.

This follows initial reports indicating that the teachers’ employer, the TSC is planning to leave out KNUT school administrators in the last phase of the 2017-2021 CBA.

If the reports are true, then this means that KNUT school administrators will miss out on huge salary increments set to be rolled out this month by the Commission.

TSC on July 6, gave assurance to teachers that the final CBA money is intact and will be paid in full this month.

“Key among our achievements is the signing of the 2017-2021 Collective Bargaining Agreement with teachers’ unions. The fourth phase of CBA implementation comes at the end of this month. Another crucial achievement is the automation of TSC services and especially the T-PAY system through which you approve and monitor your third party financial transactions,” wrote Ms. Beatrice Wababu, TSC Head of Communications.

NO PAY RISE

However, this announcement does not offer a glimmer of hope for school heads who are still members of the Kenya National Union of Teachers, KNUT for they are not likely to feature in the upcoming pay rise.

The over 103, 000 tutors have not so far benefitted from the first three phases of the CBA since they belong to a union that does not subscribe to the current Career Progression Guidelines, CPGs.

Last year, the TSC released a circular explaining why it decided to exclude school administrators from the third phase of the CBA.

According to TSC, it is impossible to include KNUT members in the current CBA because of the implications of the judgment issued by the Employment and Labor Relations Court which directed that KNUT members be paid using the old schemes of service as opposed to the newly introduced Career Progression Guidelines, CPGs introduced by the TSC.

TSC payroll

Consequently, the TSC came up with two parallel payrolls, one for KUPPET members and another for KNUT.

The payroll for KNUT members did not factor in phase three of CBA. A total of 103, 624 teachers who comprise headteachers, deputy headteachers and senior teachers were affected.

The Commission further warned that continued disregard for the current CPGs will result in KNUT members losing all the benefits of the current CBA.

“The payroll for KNUT members has not factored in phase three of the current CBA because the court ordered that their terms be based on the old Schemes of Service and not Career Progression Guideline, CPGs. Some 103, 624 teachers who also include headteachers, deputy headteachers, and senior teachers are affected. Eventually, this will lead to KNUT members losing all benefits embedded in the CBP as the implementation of the CBA,” warned the Teachers Service Commission through a circular last year.

It is in the public domain that the Commission prepares its payroll by mid-month.KNUT Secretary General’s plea that the teachers be included in the current CBA may, therefore, have little or no impact at all especially if the Commission already decided to exclude them.

The TSC payroll has already closed and tension is still high on whether the affected administrators will be excluded again.

The only thing that we can do now is to wait and see how things unfold.

2021 KCPE RESULTS RELEASE DETAILS- A DETAILED GUIDE TO THE LIVE COVERAGE OF THE OFFICIAL RELEASE OF THE 2021-2022 KCPE RESULTS

CS Magoha To Present the KCPE 2021 National Examinations Results to President Uhuru Kenyatta Ahead of Official Release

Prior to the release of any KCPE results including the KCPE 2021-2022, the Cabinet Secretary in charge of basic education must present the candidates’ scores as produced by the examination council in Kenya dubbed KNEC to the President of Kenya before proceeding for the live coverage of the release of the KCPE results. This is the anti-climax of the official release of the KCPE Results 2021-2022.

As tradition dictates, the CS Education accompanied by key education officials usually dots the State House fully armed with the final results for the KCPE (2021) candidates.

Kindly note that the Results of a KCPE or KCSE candidate in Knec examinations cannot be altered once approved and vetted by the President of Kenya.

President Kenyatta then congratulates the (2021) KCPE class for putting their best foot forward to complete their examinations despite the numerous bottlenecks that encompass the long overdue closure of schools occasioned by the Covid-19 pandemic that continues to rear its ugly head n most countries.

HAPPENING NOW: RELEASE OF THE KCPE 2021-2022 NATIONAL KNEC RESULTS AT MTIHANI HOUSE- DENNIS PRITT ROAD

Once vetted and approved, the CS Magoha proceeds to Mtihani House along the Dennis Pritt Road in Nairobi for the live coverage of this important national activity. Usually, all mainstream media houses have got their “blue-eyed” media personalities on the go.

This event sees to it that various household names and main stakeholders in the education sector troop into the venue including KNEC CEO, TSC CEO, Principal Secretaries for basic and higher education.

newspro.co.ke will update you once the official release of the 2021 KCPE results is live at the Kenya National Examinations Council (Knec) headquarters along Dennis Pritt Road, Nairobi.

Keep it here for verified live coverage of results.

Before presenting the results to the President at the State House, members of the Kenya National Examinations Council (Knec) board hold a meeting on a set date usually publicized to approve the results.

RELEASE OF THE 2021 KCPE RESULTS

Since the ranking of schools is no longer acceptable owing to the detrimental effects it has on both schools and slow learners, the CS only appreciates KCPE Top 15 schools nationally and their candidates

The CS also gives an accolade to the KCPE Top 15 Most improved schools with the highest improvement indices compared to the KCPE mean of the candidates presented for the KCSE exam.

The CS also gives various statistics like the best and poorly-performed subjects. Also to be presented are the top performers in the KCPE 2021 examinations.

KCPE Results 2021-2022 Key Details

Official KCPE 2021 Results Release Date: Between March and April 2022 if things fall into place.

Venue: Mtihani House Dennis Pritt Road, located at the Heart of Kenya’s Capital City Nairobi

KEY KCPE 2021-2022 Statistics

KCPE 2021 Total Candidature: A total of 1, 225, 693 enrolled for the 2021 KCSE exam administered between Monday, March 7, 2022, and Wednesday, March 9, 2022. The KCSE 2021 Candidature stands at 831, 026 .This is an increase from the previous 752, 891 candidates who sat for the KCSE 2020 NATIONAL EXAMS in the year 2021. The total KCSE candidature keeps on increasing since the academic year 2020, the examinations council also marked a rise of approximately 50, 000 compared to the KCSE 2019 KNEC candidature.

KNEC EXAMINATION CENTRES 2021-2022 REDUCED DESPITE INCREASED KCPE and KCSE CANDIDATURE THIS YEAR

The outcome of a court ruling on February 5, 2022, saw the number of Knec Examination centers reduced after the court gave the council the green light to merge examination centers with less than 30 candidates.

Presiding over the case where Knec had been sued over three circulars issued in May, June, and July last year bordering the management of the 2021 and 2022 KCSE and KCPE exams, Justice Mrima ruled that owing to the incorporation of technology, 2021-2022 KCPE and KCSE candidates need not appear physically at the schools where they were registered for the national exams.

His ruling is pegged on the fact that KNEC examination centers with even less than 15 candidates will still demand the services of contracted personnel including center managers, supervisors, and invigilators. This will eventually have a greater implication in the face of a huge financial burden once the KNEC payment date 2022 for contracted professionals finally beckons.

2021 KCSE Knec Contracted Examiners and other professionals usually take 14-28 days to see to it that candidates sit for all the tests and get their KCPE and KCSE results 2021-2022 on time.

Last year, Knec KCSE Examiners spent a total of 16 days marking the candidate’s scripts despite staging demos to voice their dissatisfaction following unpaid allowances.

Knec had paid them a deposit of KSHS 10,000 as opposed to the normal Kshs 20, 000 upon completion of the marking of KCSE scripts.

KNEC Pay Day for 2022 KCPE and KCSE Examiners and Contracted Professionals- center managers, supervisors, and invigilators

The Kenya National Examinations Council pays any outstanding allowances to all examiners engaged in the marking of the 2021/2022 examination scripts after the official release of the exam results. Both the advance and the remaining amount are remitted to the KNEC examiners’ or contracted professional’s M-Pesa account as indicated in the Knec Examiners Portal 2022.

The conclusion of the KCSE 2021-2022 marking exercise paves the way for the moderation, verification, and tabulation of results ahead of the official release.

FORM ONE SELECTION/ PLACEMENT RESULTS 2021- 2022

During the official release of exams, CS Education announces the official form one selection/ placement 2022 dates, and the KUCCPS Placement/ Selection Release and Revision Date 2022 for all the over 1.2 million 2021 KCPE and 831, 026 KCSE 2021 candidates respectively.

According to the Ministry of Education, the change of 2020 form one placement will end on 6th January 2020 to avoid disrupting the admission process.

2020 FORM ONE PLACEMENT CHANGES- CRITERIA/ ELIGIBILITY

The 2020 form one placement changes will only affect the following categories of schools:

National schools

Extra county schools and

County schools

Sub- County schools will not be affected by these changes.

Selection to your preferred school will, however, depend on the candidate’s 2019 KCPE performance and availability of slots.

FOR A COMPLETE LIST OF ALL NATIONAL SCHOOLS, EXTRA COUNTY, COUNTY AND SUB COUNTY SCHOOLS IN KENYA, CLICK ON THE FOLLOWING LINK: https://newspro.co.ke/category/education/

HOW TO CHANGE YOUR 2020 FORM ONE PLACEMENT (NATIONAL, EXTRA COUNTY AND COUNTY) SCHOOLS

Here is a simplified procedure you should follow when requesting for a change of form one admission for national, extra county and county schools:

. The parent or guardian shall place a request to change his/ her child’s school by selecting their preferred school.

. The preferred school will then shortlist and merit all students in the waiting list and choose depending on the available slots/ vacancies.

. The school shall then enter the details of selected candidates from the waiting list and request the Ministry of Education to capture their details in the new school through the National Education Management System, NEMIS:

. Approval will be granted depending on the category of the school. Approval to join national schools will be granted at the Ministry of Education’s Head Office, extra county schools at Regional coordinators and county schools at county directors of education offices.

. Once the approval to join your new school has been granted, the candidate will be moved from the selection in his or her first school to the new school.

. Complete the process by going online and printing the admission letter for your new school.

NOTE

THE CHANGE OF FORM ONE PLACEMENT IS IRREVERSIBLE, BE CAUTIOUS NOT TO BE PLACED IN SCHOOLS YOU DO NOT WANT.

IF A SCHOOL DECIDES TO OFFER A PLACE TO A STUDENT, IT IS THE SCHOOL’S RESPONSIBILITY TO ENTER THE DETAILS OF THE NEW STUDENT INTO THE NEMIS PORTAL.

CHANGE OF FORM ONE PLACEMENTS FOR NATIONAL AND EXTRA COUNTY SCHOOLS MUST BE APPROVED BY THE MINISTRY OF EDUCATION.

CHANGE OF ADMISSION FOR COUNTY, SUB COUNTY AND PRIVATE SCHOOLS IS AUTOMATICALLY ACCEPTED BY THE NEMIS SYSTEM.

CAN A SCHOOL REQUEST FOR EXTRA VACANCIES?

The school principal can place a request for the placement of more students through the NEMIS Portal if the school’s capacity has been improved by the development of additional facilities within the year.

The TSC is set to delocalize school heads and other school administrators in November/ December, 2019.
In June 2019, the Teachers Service Commission directed all county Directors to collect data on school administrators in readiness for the transfers.
This was done through a memo dated 27th June, 2019 by Dr Dorothy Owuor, the TSC Deputy Director in charge of Staffing.
The Teachers Service Commission is consequently analyzing data for principals serving within their home counties and those who have served in the same school for over nine years.

The TSC is set to delocalize school heads and other school administrators in November/ December, 2019.

The Teachers Service Commission is consequently analyzing data for principals serving within their home counties and those who have served in the same school for over nine years.

The Commission received the data at the headquarters in Nairobi by 8th July 2019.

NO DELOCALIZATION
Dr Nancy Macharia, the TSC Chief Executive Officer, has confirmed that teachers with medical conditions will not be affected by the delocalization process.

Teachers who have attained the age of 56 years will also be spared.

According to private sources, the TSC is finalizing the transfer letters for the heads who have been affected by the exercise.

The letters will be dispatched in late November or early December.

THE RATIONALE BEHIND THE DELOCALIZATION PROCESS
According to the TSC, delocalization is being undertaken due to the following reasons:

1. To fill the slots of principals and heads who have attained the mandatory retirement age. This means deputy principals and deputy heads with the required qualifications and outstanding performance will be promoted and transferred to their new stations of work. Some principals have also been transferred to fill the vacancies left to better performance and utilize the experience they have garnered in their new work stations.

2. To strengthen management in some learning institutions as per the recommendations of the standards and assessment reports.

3. To implement the policy which regulates the appointment of institutional administrators. According to the policy, administrators who have served for too long should be transferred to enable the new work stations tap into their wide experience.

NEW DELOCALIZATION DATES
The Teachers Service Commission in April transferred few school administrators to avoid disruption of curriculum implementation.

The Commission now prefers delocalizing Administrators in December as opposed to August and April to facilitate a smooth transition and reduce disruptions.

KNUT has vehemently opposed the massive delocalization exercise saying it should be carried out with some bit of humanity.
