Confirming the devastating news, Wajir County Police Commander Mr Stephen Ng’etich said that a group of armed men attacked a bus today (on Friday) at 5.00 P.M. but they are yet to confirm the exact number of casualties.
The bus dubbed “MADINA” was attacked barely a month after armed Al-Shabaab militia attacked DADAJABULA Police Station in Wajir County with an intent to free two terrorists who were held at the station.

Angry residents protest against the coronavirus curfew in Langas, Eldoret Town in Kenya, details below

Residents of Langas, Eldoret town have taken to the streets to protest against the Coronavirus curfew. According to the residents, there is no way they can obey the coronavirus curfew yet they are starving since many of them live from hand to mouth.

The residents said that they have got greater fights bordering on hunger and food security. Therefore coronavirus is the least of their worries.

“Heri kufa corona, kuliko kufa njaa” said one of the residents.

Translated, this statement means that they would rather die of Coronavirus than to die of hunger.

Meager earnings

Given that the informal sector in Kenya constitutes over 80% “the coronavirus curfew is likely to affect their income levels and deprive their source of livelihood,” quoted verbatim.

The residents were seen carrying each and holding arms while daring the coronavirus curfew enforcement officers to disperse them.

The protesting Eldoret residents completely disregarded President Uhuru Kenyatta’s directives and CS Health Mutahi Kagwe’s advice on containing the spread of the coronavirus pandemic in Kenya.

These directives include:

  1. A curfew from 7.00 p.m. to 5.00 a.m daily.
  2. Government banning all travels in and out of the country
  3. Only Kenyan citizens with valid passports will be allowed in only if they test positive.
  4. All Kenyans who arrived in the country in the last 14 days to take self-quarantine.
  5. All schools and learning institutions to be closed by Friday, March 19, 2020.
  6. Government offices and companies must allow workers to work from home unless it is necessary to work from the office.
  7. Cashless transactions to be used instead of cash transactions. The Cost of transactions should hence be lowered.
  8. Avoid any kind of congregations such as weddings, funerals, church, shopping malls, and entertainment places, minimize congestion in public transport, limit congestions in hospitals
  9. Hospitals and shopping malls to provide water and soap or sanitizers for their customers.

Unlike in the past when TSC deployment of qualified and competent P1 teachers to high school levels was frozen, things are looking up for this category of tutors after the Commission began deploying them to teach at lower secondary school levels.

In fact, these tutors shall serve as an anchor given the glaring teaching gaps in the education sector in Kenya.

In a report going by the title “Status Report on Teacher Preparedness for Competence Based Curriculum Implementation,” presented before the National Assembly Committee on Education, the Commission committed to deploy P1 teachers with diplomas, higher diplomas, undergraduate degrees, post-graduate diplomas, masters and PhDs to serve at Junior Secondary schools across the Country under the new Competency Based Curriculum, CBC.

The report submitted by the Commission’s CEO Dr. Nancy Macharia indicated that 18, 076 TSC-Employed P1 teachers had acquired degrees and 17, 758 had acquired higher diplomas by the end of the year 2018.

486 tutors had also attained Masters Degrees, 11 had attained post-graduate diplomas and 5 had gone for diplomas.

5 P1 tutors had also attained PhDs from recognized institutions then.

The decision by the teachers’ employer to promote P1 teachers with higher qualifications is meant to motivate the affected tutors and facilitate the retention of a competent work force within the country.

REQUIREMENTS/ SELECTION CRITERIA/ THRESHOLD

A P1 teacher must meet the following minimum requirements derived from the TSC Career Progression Guidelines, CPGs for Teachers 2017 before being deployed to serve in junior secondary schools:

He or she must have attained a KCSE Mean Grade of C+ plus and above, the minimum qualification for teachers wishing to pursue a Bachelor’s Degree in Education at the University level or its equivalent

Hold a Bachelor’s Degree in Education with two teaching subjects for example Mathematics/ Business Studies

Hold a Bachelor’s Degree in a relevant area with two teaching subjects plus a post graduate Diploma in Education, PGDE

Attain a minimum grade of C+ plus in the two teaching subjects at KCSE level

Have a valid teaching certificate/ be a practicing teacher

Be a Kenyan Citizen

Hold a P1 Certificate in Teaching

36, 000 P1 TEACHERS PROMOTED TO SECONDARY SCHOOLS

The Commission effected the promotion of 36, 000 tutors to public secondary schools in January 2020.

The main selection criteria still remains KCSE mean grade of C+ plus or its equivalent plus higher academic qualifications

Copies of appointment letters addressed to the deployed P1 teachers indicated that the tutors will henceforth be designated as Secondary Teacher II T-Scale 7.

The promotion letters for P1 teachers deployed to secondary schools indicate the teacher’s new work station, designation, grade/ job group, new salary and date of appointment.

TSC reserves slots for this target group. The vacancies are usually advertised by the Commission via the TSC official website.

The Ministry of Education has released a complete list of primary schools that have been vetted to host junior secondary schools in Kenya per county and region.

Nakuru County List of Schools Approved for Junior Secondary School JSS

  1. Private Schools=157
  2. Public Schools=65

In Nakuru County, 157 private schools and 65 public schools have been given a nod to domicile junior secondary school, JSS starting January 2023. Speaking to Citizen TV, Education County Director Fredrick Osewe confirmed that nine public and nineteen private schools failed to meet the threshold for JSS registration this year in Nakuru County.

Education officials are targeting to visit 1, 087 primary schools. Over 228 primary schools had been visited by the close of the fourth day of the assessment exercise which is set to end on January 20, 2023.

Parents and guardians of KPSEA candidates who were registered for Knec examinations in the nine public schools and nineteen private schools in Nakuru County will have to transfer their sons and daughters to schools that have been approved for JSS.

Kisii County List of Schools Approved for Junior Secondary School JSS

In Kisii County, schools achieved more than 50% of the Junior Secondary School, JSS registration requirements. The county hosts over 1, 077 primary schools. The County director Pius Ng’oma led a team of officials in an inspection tour of several schools including Gianchere Primary School,  St. Maxwel Nyangusu Boarding Primary, Olympic Primary in Nyamache and Excel Academy in Kenyenya Sub-County.

According to to Ng’oma, only one private school that had applied for junior secondary school registration had been disqualified. He further affirmed that most schools had met the registration threshold.

Registration of schools for junior secondary school (JSS) enters day five with officials from the Ministry of Education and the Teachers Service Commission touring several primary schools across the 47 counties to ascertain how well-prepared the schools are.

Approved JSS Private schools however still have to grapple with the challenge of teacher shortages. Public schools will receive TSC-employed teachers starting January 23, 2023. The Teachers Service Commission is still conducting recruitment interviews for both Permanent and Pensionable and internship. The interviews will be completed next week. Successfully recruited JSS teachers will ensure a successful transition of KPSEA candidates through grades 7, 8 and 9.

Mandatory Requirements for Junior Secondary School (JSS) Registration

  1. School’s Enrollment Rates as of January 2023: In high density areas and urban informal settlements Primary Schools with an enrollment of less than 45 learners or those lacking the basic facilities to host a JSS will serve as Feeder Schools to other JSSs within a 2 kilometres proximity. In geographically expansive, low density and insecurity prone areas, as well as for learners with special needs and disability, the Government through the MoE will implement affirmative action (as appropriate), regardless of the enrolments.
  2. Presence of an extra classroom to be used as a laboratory.
  3. Presence of an expansive field.
  4. Enough teachers to handle JSS learners.

Learners in public schools will get textbooks and other learning materials. Parents with KPSEA candidates in private schools are free to seek for transfers to public schools.

All KPSEA learners will transition to Junior Secondary School with parents or guardians expected to purchase different school uniforms for them.

FORM ONE SELECTION2023 KEY HIGHLIGHTS

Government’s 100 percent transition policy
The Government is committed to ensuring that every learner progresses
from primary to secondary school. To address barriers to secondary
education, the Ministry will continue working with the Ministry of
Interior and Coordination of National Government to facilitate the
enrollment of every child in secondary school. National administrative
arms will work with county and sub-county education officials to
ensure that no child is locked out of secondary education owing to
factors removed from their ability to access education.
In this regard, Ministry officials will be required to file accurate daily
returns on the status of reporting to schools to ensure 100% transition.
This means that parents/guardians and school managers must facilitate
the smooth admission of all children to secondary schools.

Kenya Primary School Education Assessment
As I promised during the release of the KCPE Examination results, the
results of the Kenya Primary School Education Assessment were to be
released this month. I am happy to announce that the exercise of
marking has now been completed and schools will be able to
access the KPSEA reports through the Kenya National Examinations
Council portal from tomorrow, Tuesday, 17th January 2023.

A total of 1,253,577 learners sat the 2022 KPSEA in 32,555 centres across the country. I wish to announce that all these learners will
transit to Junior Secondary School.
Given that this is the first time such reports will be available for schools, I direct the Kenya National Examinations Council to collaborate with the Kenya Institute of Curriculum Development and Teachers Service Commission to assist the schools in properly interpreting the reports for learners and parents.
I also direct the Council to hold joint discussions with the KICD and
TSC on the national KPSEA reports with a view to providing feedback
on the CBC curriculum that can inform ongoing curriculum reviews.
Junior Secondary School
At the Junior Secondary School level, all the necessary arrangements
have been put in place to ensure that all learners join Grade 7. These
include:
1. His Excellency President William Ruto has directed that the
National Treasury set aside Ksh15,000 per learner as capitation
to facilitate free learning in all public schools. In total, the
The government will spend Kshs 9.6 Billion for the learners in Junior Secondary Schools this calendar year. It, therefore, means that no
school should charge any fees for Grade 7 learners unless such
schools have boarding wings.
2. Prohibition of public schools from charging any admission fee for
any Grade Seven learner due to the 100 per cent transition policy
in the same school where the learners were enrolled in Grade Six.
3. The Teachers Service Commission is recruiting 30,000 new
teachers, the majority of whom will be attending to learners in
the Junior Secondary School level.
4. Although learners will join Grade Seven in the schools where they
were enrolled in Grade Six, there is need to distinguish the Junior
Secondary School section. As a result, a decision has been made
that parents and Boards of Management agree on the new
uniforms for Junior Secondary School learners.

5. Schools are expected to have elaborate admission processes in
place for Junior Secondary School learners through NEMIS. An
admission register must be in place with proper induction and
orientation programme.
6. The Ministry of Education is awaiting the recommendations of the
Presidential Working Party on Education Reforms regarding the
curriculum for the CBC to inform any needed changes in the
content of all levels of learning. As a result, we will be issuing
more guidelines on the Junior Secondary Education level from
time to time.
Monitoring of Form One Reporting through NEMIS
The Ministry will use the NEMIS platform for efficient and effective
management and monitoring of learners in the school system. In this
regard, principals will be required to file accurate daily returns on the status of reporting to schools. To mitigate against weak network
coverage, the Ministry has developed an innovative offline admission
application for principals which can be accessed through mobile
phones.
On the same note, Principals are directed not to admit students on
NEMIS before they physically report to the school. In addition,
parents/guardians are encouraged to facilitate smooth admission of all
learners to secondary schools by submission of the requisite documents
for NEMIS registration.
Affirmative action for transition and retention of needy
students.
The Ministry has been offering support to needy students through
Elimu scholarship. Previously these efforts were further complemented by other scholarships from our partners from various organizations. In
this regard, I wish to appreciate these scholarships and bursary
providers such as Equity Bank, KCB, Co-Operative Bank, NG-CDF, and
the County Government who supported the achievement of 100%
transition. We request them to continue supporting us in this endeavor.
I take this opportunity to thank well-wishers and philanthropists who
have supported at least one student in covering the costs of other non-tuition
related expenses such as school uniforms and personal effects for
needy children.
The Ministry shall also strengthen the School feeding and sanitary
towels provision programmes to enhance retention. Notable also is the
EDU-Afya Medical covers all students registered in NEMIS in public
secondary schools.

School Fees
The Ministry has issued fee guidelines for the boarding students to
which schools should adhere. I wish to state that Public Secondary
School fees for the 2023 academic calendar year will not be changed
and will remain at Kshs 53,554 while that of County and Extra-County
Schools will remain at Kshs 40,555. On its part, the Government will
maintain its capitation per student in all Public Secondary Schools at
Kshs 22,244. Parents whose children are enrolled in Public day
Secondary Schools should not be charged any fees because the
The government is catering for all the tuition costs amounting to Kshs
22,244. Parents should report incidents of any students turned away
for not paying higher fees and other levies to the nearest education
office for action. I also wish to challenge parents and guardians to take

their obligations seriously by ensuring prompt payment of school fees
in boarding schools.

School infrastructure and resources

Given that about 70% of the secondary students are day scholars is a
clear indication that more support should be directed toward developing
these schools. I, therefore, encourage all boarding schools to introduce
day wings to enhance access and cut down the cost of education. This is
also in line with CBC requirements for parental engagement in the delivery
of the curriculum.
Policy development and implementation
The Ministry in conjunction with other stakeholders has developed
policy guidelines to enhance the smooth management of education. It
has been noted with concern that cases of non-compliance with some
of these policies negatively affect transition, retention, and quality of
education. School Boards of Management should acquaint themselves
with the existing policies and ensure implementation and compliance.
Accordingly, there should be no cases of illegal exclusion, arbitrary
suspension, and forced transfers of learners in public schools.
Automation of Ministerial service delivery
I wish to bring to your attention the emphasis of the H.E. the President
that all the government business delivery mechanisms be automated.
In this regard, the Ministry is committed to automating activities
relating to service delivery to its clients. Sources of any information will
therefore be migrated into NEMIS. Schools are called upon to ensure
proper enlisting of students in NEMIS for Capitation, KCPE, and KCSE
registrations, and monitoring of students’ affairs including fees
payment, disciplinary procedures, and class attendance. It will also be
mandatory for schools to enlist all their BOM members and non-teaching staff in the platforms that shall be available in NEMIS.

Assessment of Junior Secondary Schools

The learners joining Grade Seven shall report to their respective Junior
Secondary Schools on 30th January 2023.
The Ministry is currently carrying out a comprehensive countrywide
assessment of all public and private schools to determine their
readiness to admit learners to Junior Secondary School. The exercise,
which began on 9th January 2023 is set to end on 20th January 2023.

The assessment considers, among other factors, whether the
the respective school has adequate land to host the Junior Secondary
School level; availability of buildings to be used as classrooms and
laboratories; and whether the school has adequate water and power
supply.
As of Friday 13th, January 2023, a total of 14,589 public and private
schools had been assessed. Of these, 13,221 schools had been
approved to host the Junior Secondary Schools. I direct our
multisectoral teams to work round the clock to ensure they complete
the assessment exercise by the 20th January 2023 deadline.

FOCUS ON KCPE 2022 PLACEMENT

Form One Selection and placement exercise was undertaken to ensure
a smooth transition from primary to secondary schooling for 2022
KCPE Examination candidates. This process has been carried out in a
way that ensured fairness in the placement of KCPE Examination
candidates of 2022. The placement was based on choice, merit, and
availability of places.
The 2022 KCPE Examination candidates constitute the sixth and second
last cohort of learners under the 8-4-4 system to be admitted to
secondary schools under the Government’s policy of 100% transition.

The Ministry is committed to ensuring that parents/guardians with
learners joining Form One are not overburdened with unnecessary
requirements. Principals should exercise caution while listing the
requirements so that the cost of education is reduced as much as
possible. Principals should ensure that no student is sent away from
school over illegal levies.
Let me now focus on the placement of 2022 KCPE candidates. The
Ministry has placed all eligible candidates appropriately in secondary
schools in keeping with the 100% transition policy. This selection
the process was strictly guided by the principles of merit, choice, equity
and availability of space in placing candidates. This was conducted as
follows:

In the placement, all candidates who scored 400 marks and above were
placed in National or Extra County schools of their choice. The Special
Needs Education candidates were also placed in the regular schools of
their preference, while others were placed in special schools based on
their disability categories on merit and choice.

Affirmative Action in Slums during Form One Selection

The Ministry has applied affirmative action to achieve equity for children
from the slum areas. In this year’s selection, 270 students from slum
areas were placed in national and extra-county schools of their choice.
This is in addition to those placed through merit and other criteria. This
intervention is in line with the government policy to achieve parity in
education by considering the needy and vulnerable children in informal
settlements in urban areas.
Placement of Refugees
For the first time, the Ministry placed 9,019 learners from primary
schools located in the refugee camps in public secondary schools. This
is in line with the 2017 Djibouti declaration on Regional Refugee
Education that stipulates the need to enhance the capacity of IGAD

member states to implement commitments to quality education and
learning for refugees and host communities.
Counties with limited capacities
The following Counties had inadequate capacities according to their
candidature as indicated in the list.

To mitigate the shortfall, candidates were placed in other counties with
sufficient capacities.
The above scenario can be considered an eye-opener to an underlying
problem that calls for serious early redress in the wake of CBC. It is
against this background that I will take the personal initiative to consult
with leadership from these areas to address this perennial deficit in
capacity
KCPE Candidates’ School Choices
During the selection, it became clear that a large number of candidates
did not receive proper guidance and direction when choosing schools.
This resulted in some schools attracting far many applicants against
their capacities. These schools included:

The results of the above means many candidates will not get their
choices and have to accept that it is not possible to be placed in their
“dream” school. I wish to call upon head teachers and parents to ensure
candidates make wise choices through proper advice.
In addition, it was noted that 33,984 students from 2,673 schools did
not select any school. To this end, I direct county directors of education
to establish the concerned schools with a view to instituting
administrative actions against the headteachers and/or schools
management for failing to adequately register learners for
examinations.

Form One Reporting Dates

The reporting period for all 2023 Form One students will be from 6th
February 2023 to 13th February 2023. In case of any queries, parents
are advised to visit their respective County Directors of Education for
assistance. I am directing that all admitted students should be captured
on NEMIS by 2nd March 2023. All the CDEs are required to ensure
compliance with this requirement.

Ladies and Gentlemen,
As I conclude my remarks, I wish to announce that this year’s Form
One selection was fully computerized from National to Sub-County
levels. Candidates, parents, or guardians can now access joining
instructions that are available online for all categories of schools
through the Ministry’s website www.education.go.ke. For any queries,
you are asked to check on Frequently Asked Questions under form one
selection. Assistance may be obtained by writing an email to
placement@education.go.ke.
The results can also be checked by texting the candidate’s index
number to 22263. Schools will access and download their selection lists
by logging onto the NEMIS platform. Parents are asked to take their
learners to the schools they have been placed in. Those who may not be satisfied may approach desired schools for assistance.

Practicing PTE teachers employed by the Teachers Service Commission (TSC) have finally started to receive their letters of deployment.  TSC will deploy 1,000 teachers to teach in secondary school. The deployed teachers will start at job grade C2 and later move to C3 upon completion of three years as stipulated in Career Progression Guidelines.  “Successful candidates under this category shall be appointed at T-Scale 7, Grade C2 under the Career Progression Guidelines for Teachers and shall be deployed to secondary schools where  vacancies exist,” TSC said in the advert in July 2021

TSC Deployment Letters for Teachers 2021 Full Details

The Teachers Service Commission, TSC, issues a deployment letter to a teacher upon appointment. In deployment process a teacher is appointed to an administrative position or a higher administrative position. If you are lucky, you can be deployed to the Secretariat of the Commission.

Deployment also comes when you are posted from a primary institution to a post primary institution.

It is a dream of many teachers to be promoted and deployed by TSC. Not everyone, though, who gets deployed. This is because the number of administrative posts are limited and very competitive.

WHEN CAN A TEACHER BE DEPLOYED BY TSC?

Deployment comes in the form of the following:

When you are appointed to an administrative position;
If you are appointed to a higher administrative position;
When you are appointed to the Commission’s secretariat;
When appointed to perform administrative duties; and
When you are posted from a primary to a post primary institution.
A few teachers get appointment to administrative posts. If you are lucky, then you can be deployed by TSC as a:

(a) Head of institution;
(b) Deputy head of institution;
(c) Registrar;
(d) Dean of Curriculum;
(e) Dean of Students;
(f) Head of Department;
(g) Senior Teacher; or
(h) Head of Subject.

In all the above scenarios, a teacher receives a deployment letter from the employer. In most cases, deployment comes after you have successfully been promoted after an interview process.

2019 KCSE RESULTS: NUMBER OF CANCELLED RESULTS DUE TO KCSE EXAM MALPRACTICES/ IRREGULARITIES

1309 results were cancelled due to KCSE examination irregularities. Some of the malpractices they were engaged in include carrying shortened notes, popularly known as “mwakenya” to the KCSE examination rooms and being found in possession of mobile phones within examination centres.

Worth noting is the fact that the number of KCSE cancelled results has significantly dropped from last year’s (2018) 4, 355 cases.

Private schools are the most hit when it comes to the number of KCSE 2019 examination irregularities.

TSC responds to its earlier circular on 3, 500 TSC employees, and teachers missing April 2020 Salary

The Teachers Service Commission, TSC has shed more light on its earlier communication on more than 3, 500tutors missing their April 2020 salary for failing to declare their wealth online in 2019 as per the given schedule and deadline.

The TSC through its SMS service assured teachers that it will not stop the salaries of employees who failed to declare their wealth online by January 2019.

Earlier on, the Commission through a circular dated April 14, 2020, had indicated that it will stop remitting employees’ salaries from March and April 2020 payrolls over non-compliance to the law which requires every civil servant in Kenya to declare their assets, income, and liabilities every two years.

Please ignore posts circulating on social media purporting that TSC will stop salary for employees who did not comply with the requirements of Declaration of Income, Assets, and Liabilities. The Commission will communicate to the affected employees individually when normalcy resumes,” wrote TSC.

 KUPPET’s Take

As a result of the circular, the Kenya Union of Post Primary Teachers, KUPPET has lashed out at TSC’s threat to expunge over 3, 500 teachers and staff from its payroll for non-compliance.

“It will be insensitive on the Commission’s part to be punishing teachers during this covid-19 pandemic when other government departments are issuing temporary reprieves to both citizens and foreigners for non-compliance with certain protocols during the crisis. For instance, the Government has extended an indefinite extension of foreign nationals whose work permits have expired,” said KUPPET.

Teachers’ loan deductions

KUPPET also wrote to teachers’ employer, the TSC to adhere to government guidelines on offering waivers for teachers with loans.

KUPPET feels that this is a hard time for all Kenyans including teachers. Therefore, their loan deductions should be altered to fit the harsh economic times steered by the Covid-19 pandemic in Kenya.

KCPE 2023 results- Kisii County

Maxwell academy School, Kisii has emerged among the KCPE 2023 top-performing schools in Kisii County. The school’s top candidate recorded an impressive score of 410 with 38 candidates registering 380 and above. Five candidates scored 400 and above. At Precious Hope School, the school’s top candidate, Lucy Martha scored 421 marks. She was closely followed by Ivy Morangi who garnered 420 points. Marcela Moraa Mailu from Tracer Primary and Junior Secondary came third after attaining 427 marks. Collins Momanyi came fourth with 416 marks. English and Kenya Sign Language registered a marked improvement in 2023 KCPE results compared to the 2022 KCPE examinations.

On the contrary, Kiswahili, Mathematics, Science and Social Studies recorded a drop in the 2023 KCPE results.

There was no major disparity in the performance both male and female KCPE 2023 candidates in  Social Studies and CRE. The scores were equivalent.

Females, however, excelled in English, Kiswahili and Kenya Sign Language compared to their male counterparts.

Maleson the other hand performed better in Mathematics and Science.

A total of 8, 525 KCPE 2023 candidates scored 400 and above, a slight drop of 0.60% compared to 9, 443 pupils in KCPE 2022. These candidates will automatically transition to the highly coveted traditional and newly elevated national schools in Kenya.

 

352, 782 candidates  scored 300-399 marks. They will join top performing county and extra county secondary schools in January 2024.

The number of learners who scored mean grade A in the 2024 Kenya Certificate of Secondary Education (KCSE) examination improved from 1,216 in 2023 to 1,693 in 2024, indicating a steady rise of top scorers countrywide.

Speaking during the release of the 2024 KCSE results, Education Cabinet Secretary Migos Ogamba commended the learners and attributed the performance to the new grading system that was implemented in 2023.

In the new system, only two mandatory subjects; Mathematics and one language (either English, Kiswahili or Kenya Sign Language) are used to compute the mean grade as compared to the previous structure that considered five subjects across three cluster groups.

He added that the number of candidates with direct university entry qualifications (grade C+ and above) rose to 246,391 (25.53 per cent) compared to 201,133 (22.27 per cent) in 2023.

Further, the number of candidates with grade C- is 476,889 (49.41 per cent) compared to 401,216 (44.2 per cent) in 2023.

Those who attained a D+ and above were 605,774 (62.76 per cent) compared to 526,222 (58.22 per cent) in the previous examinations.

Candidates who scored a mean grade E were 48,333; comprising 20,112 women and 28,221 men.

In addition, 840 candidates’ results were cancelled after they engaged in exam irregularities. A further 2,829 candidates’ results were withheld for suspicion of irregularities pending completion of investigations within 30 days.

CS Ogamba confirmed that disciplinary action will be taken on 91 contracted professionals and teachers who aided in irregularities.

The 21st-century Kenyan teacher is a worker relentlessly under siege—and from many horizons.

As the government fights to admit more learners through the Universal Primary Education Programme and the 100 per cent transition, as it struggles to implement a new curriculum, wrestles with staff shortages and grapples with funding challenges, the hapless anonymous teacher takes the heat with the timidity of a pangolin.

As the Covid-19 pandemic strikes and halts learning for close to a year and then retreats and schools are up and running again, the teacher finds himself in the cross hairs, struggling to make up for the lost time by completing syllabi, guiding and counselling the learners, setting and marking exams, and dealing with indiscipline.

 

And as the ever more mischievous and erratic learner protests and begins setting schools on fire, the teacher again finds himself seated in an electric chair hoping for the best while taking in wave after wave of criticism and blame from all and sundry.

For the teacher, every day is a never-ending cycle of dealing with a demanding employer, an insouciant parent, an erratic learner and an unforgiving workload in an emotional roller-coaster ride. For teachers in their late 40s or 50s who started their careers in the early 1990s or late 80s, the transformation in the working environment has been staggering.

“The modern-day student is more disrespectful to authority, is more exposed to the world through social media and impatient with controlled environments such as the school. In contrast, the student of the 80s was more self-driven, feared authority and was generally cooperative and provincial,” says B N Mwako, a secondary school teacher who expects to retire next year.

She says the Teachers Service Commission (TSC), was in the 80s and 90s ‘opaque and unfriendly’ and was aptly nicknamed ‘Teachers’ Suffering Centre’. “One would spend days on end at the TSC headquarters in Nairobi trying to sort out simple issues such as transfers, entry returns known as casualties and seeking maternity leave, etc. The TSC officials were rude and unyielding and we dreaded dealing with them,” she says, adding that the TSC of today is different because almost everything can be sorted out online and with predictable timelines.

Yet for Peter Kinuthia, who joined the profession two years ago, the biggest headache is the learner. “Having been educated in a small private school from pre-primary to secondary, I had no idea teaching in a public school would be this difficult. The learners don’t fear teachers and they make judgments about you even before you acquaint yourself with the school environment. They can make your life hell if you lack confidence,” he says.

These two teachers lay bare the different realities that teachers grapple with depending on their ages, yet they both agree on the various hidden stresses and challenges that the public never gets to appreciate.

The gravity of the situation became clear early this week when TSC issued guidelines to head teachers on how to deal with alcoholism at work, including enrolling affected teachers in rehabilitation institutions.

It blamed the vice for absenteeism and urged school heads, teachers and spouses to weigh in with psychosocial support, and the teachers given a 90-day leave. Though TSC did not give figures, the fact that it chose to go public suggests the problem may be getting out of hand.

But TSC will need to go further and engage in intensive aftercare after rehabilitation to keep the teachers in school and doing meaningful work.

Few studies have been carried out to measure the symptoms of stress, anxiety, and depression among teachers but anecdotal evidence shows emotional upheaval that may begin to manifest itself in increased domestic violence and divorce–much more like in the Kenya Police Service.

The Covid-19 school closures opened many parents and the society in general to the role teachers play in keeping children busy and out of trouble, which should lead to a deeper appreciation of the profession.

Despite the tough working environment, however, teachers have a lot to be thankful for in higher salaries than two decades ago, a more responsive employer whose clear-cut policies on promotions, transfers, discipline and pay rise can only be something to celebrate especially when compared to the languid and prosaic practices of past decades.

Policy wonks and education mandarins will, however, need to give teachers a friendly working environment and the support they need to fulfill their critical mission as educators and mentors.

A starting point would be bridging the staff shortage gap—estimated to be about 100,000—to ease the workload and lead to more individualized learning.
