After approval by the President, the CS Education will proceed to the KNEC headquarters for a press release of the 2019 KCSE results.

This, therefore, means that the 2019 KCSE results will be released today on Wednesday, December 18 at 9.00 A.M.

These results will be released three days earlier than those of last year.

Guests are expected to be seated by 9.00 A.M. today.

The marking of the 2019 KCSE results was completed last week on Thursday, December 12 after which KNEC officials began a comprehensive analysis of the results.

26, 597 KCSE KNEC contracted examiners were involved in this year’s KCSE marking exercise.

The 2019 KCSE examiners were distributed across 20 KNEC designated marking centres within Nairobi and its environs.

Worth noting is that this year’s KCSE marking exercise was marred by protests from KNEC KCSE examiners over KNEC poor payment rates per script and poor working conditions such as congestion and poor meals. Here is the link to the full article:

According to TSC, all matters related to teachers will be moved on a digital platform starting 1 st March 2021. A circular released by the Commission on 15th February 2021 blocked teachers from visiting its headquarters for services.

Teachers should seek services at Upper Hill if directed by their County and Sub-county offices.

“The Commission has allowed visitors to be served at the Customer Care Centre. Effective 1 st March, 2021 the Commission will only serve teachers who have been referred by the Counties/ Sub Counties offices for cases that cannot be resolved there. Further, the teachers MUST have written permission from their Head teacher/Principal to visit the TSC offices,” read part of the TSC circular sent to all County Directors.

We are currently uploading 2021 successful teacher transfers for all 47 counties.

KCSE NEWS

I think it is time the Kenya National Examinations Council renamed Chemistry Paper Three.

If I had the chance of being consulted on its new name, I would go for “Humiliation” since it perfectly suits the scenario.

This year, I happened to invigilate the KCSE exams in a third world school, somewhere in Kuresoi North and much as the Kenyan Government insists on the 100% transition, not all students are well suited to sit for some papers.

Chemistry Paper Three is one of the “grey” areas for such kind of candidates.

BROKEN APPARATUS
Within the first 30 minutes, 70 % of the students had broken 2 to 3 test tubes.
I do not know whether to associate the broken test tubes with fear or ignorance.

This means that the candidates were literary stuck knowing how “well-equipped” such schools are.

Others could not simply measure Liquid X using a burette!

FIRE
The ability to follow instructions is crucial if a student has to excel in exams, Practicals included.

The situation usually becomes fatal if students cannot follow instructions well.

One of the instructions required the students to ignite a particular solid.

Instead of passing it quickly through fire, some were overheating the glass directly.

I was perplexed when a student’s solid was set ablaze and the glass broke.

The boy kept on running from one point to another wondering what to do.

He finally dipped the glass containing the solid in water and what followed next…I think your guess is as good as mine.

THE PAIN OF EXACT AMOUNTS OF REAGENTS
In a bid to curb cheating in KCSE examinations, KNEC has come up with a new mechanism-delivering the exact amounts of reagents used in all Practicals.

Due to tension, almost 15 candidates had spilt the reagents needed for the Practical within the first 20 minutes.

This means that they could not carry out the Practical since there were no reagents to be used.

We helplessly sat watching the candidates score nothing since the reagents could not be locally prepared by their teacher.

Take note of the fact that the student needs to follow the instructions given to mix the reagents, make observations, record them and infer.

PHYSICALLY- CHALLENGED CANDIDATES
One of the invigilators manning the examination centre was also forced to hold the apparatus for a physically- challenged girl whose right hand was dysfunctional.

I did wonder if this was necessary.

Why can’t KNEC do away with Practicals for the physically challenged candidates?

Why subject them to such humiliation which reminds them of who they are?
I am appealing to the Kenya National Examinations Council to reconsider the issue of Practicals.

KCSE should not be a matter of life and death!

MAGOHA: TEACHERS CAN PREPARE TO RESUME DUTY IN THEIR VARIOUS INSTITUTIONS; SCHOOLS’ REOPENING NEWS

MAGOHA: TEACHERS CAN PREPARE TO RESUME DUTY IN THEIR VARIOUS INSTITUTIONS; SCHOOLS’ REOPENING NEWS

Education cabinet secretary professor George Magoha has today confirmed what many Kenyans have been anticipating-a phased reopening of schools.

This is after the CS stated categorically that the curve is flattening hence teachers can start preparing themselves to report back to their institutions when they will be notified soon.

According to Magoha, teachers should get ready as the education ministry prepares to receive the report on Monday from a task force established earlier this week to look into the level of preparedness of schools and other learning institutions.

He said this as he was addressing the media today after assessing the level of preparedness of the Mawego Technical Training Institute in Homa Bay County.

“From what I have observed, the curve is flattening and as a ministry, we are in the process of relooking at our systems so that we can get ready.

The report for technical and vocational institutions is ready and on Monday we will wait to receive the other reports from the taskforce and take them to another level for consideration before a concrete decision can be made,” said the CS.

“Teachers can therefore start to prepare to report back to their schools to make them habitable before students report. And at that time, we will have phased reopening with priority given to exam classes. In fact, technical colleges are likely to reopen soon,” added Magoha.

Meanwhile, school desks worth Kshs 1.9 billion are being locally assembled countrywide. This follows President Uhuru Kenyatta officially launched the Kshs 1.9 billion school furniture project that will see the local artisans supply 650, 000 locally assembled desks.

The project aims at boosting the Jua Kali sector and serve as a stimulus package. Speaking at Umoja Estate in Nairobi county during the launch of the project, the president said the project is modeled on the ongoing Kazi Mtaani youth empowerment project.

“After the Kazi Mtaani program, we have said instead of school desks being assembled by giant companies, we give our youth the opportunity to exercise their skills. We believe in individuals earning from their sweat and hence we decided to give our skilled youth the opportunity to earn decent livelihoods,” said the President.

TSC Advertisement for recruitment of 1,000 teachers in 2022; See Available TSC Recruitment Vacancies in the Following Selected Counties

TSC advertise5 5,000 teaching vacancies in 2022

The Teachers Service Commission, TSC, is seeking to recruit a total of 1,000 vacancies in Wajir, Mandera, and Garissa Counties. See the full details below

In the counties of Garissa, Wajir, and Mandera, the Teachers Service Commission (TSC) has announced the opening of 1000 teaching positions.

The commission is looking to hire 80  high school instructors and 764 elementary school teachers, according to the advertisement seen by our media team.

The positions are long-term and pensionable.

To fill openings in the counties of Garissa, Wajir, and Mandera, TSC simultaneously re advertised 386 teaching positions (114 for elementary schools and 272 for secondary schools) on a contractual basis.

“To qualify for recruitment, a candidate should be a Kenyan citizen, be hailing from Garissa, Mandera or Wajir Counties, be teaching under Board of Management in Garissa, Mandera or Wajir Counties,” read part of the notice

The commission requires all interested candidates who are not natives of the three counties to be registered teachers, P1 certificate holders for primary schools, and holders of a minimum of a Diploma in Education for secondary schools.

“Interested and qualified candidates should submit their applications online through the Teachers Service Commission’s website, www.tsc.go.ke under ‘Careers’ or teachersonline.tsc.go.ke not later than 7th July, 2022,” TSC added.

The government has been giving financial resources, according to TSC CEO Nancy Macharia, so that we may hire 5,000 new teachers for our public schools on average each year.

However, there are still 114,581 instructors needed in primary and post-primary institutions.

The TSC director ascribed the shortage in part to the government’s 100% transition program, which aims to guarantee that every pupil who completes primary school is enrolled in secondary school to the fullest extent possible.

Breaking: TSC likely to advertise more vacancies-teaching positions to replace approximately 7, 000 teachers who exited service by December 31, 2020

Breaking: TSC likely to advertise more vacancies-teaching positions to replace approximately 7, 000 teachers who exited service by December 31, 2020

The Teacher Service Commission is in the process of advertising new posts to replace a high number of teachers who have exited the profession.

About 7908 teachers exited by 31st December 2020 when they attained the mandatory retirement age set at 60 years.

Initially, projections were made that around 12000 teachers could  exit the profession by the end of last year.

To address the huge void that will be left behind ,the commission responded by advertising posts on internship basis and interviews were conducted last week.

The commission is also in the process of filing the gap that was created when most of the teachers aged 58 and above were advised to work from home.

Some of them were holding administrative posts.

This forced the commission to advertise about 15000 vacancies for senior teachers, deputies and heads with the deadline having been set on 15 January 2021.

The teachers’ employer will be forced to move with speed to replace these teachers that have retired.

Withthe school already set for reopening on Monday, teachers will have a hard time to cope up with the increased workload already. Therefore, any extra hand will be highly appreciated.

TSC Introduces new Criteria for determining teachers’ salaries and allowances increments for the 2021-2025 CBA

The Teachers Service Commission, TSC, has introduced new criteria that will henceforth affect how Teachers’ Salaries are determined in the new CBA 2021-2025.

According to the latest proposal by the Commission, only teachers who are TSC compliant are eligible for pay rise in the new CBA 2021-2025.

TSC compliant encompasses many issues including being officially registered as a teacher who is currently serving on Career Progression Guidelines, CPGs as opposed to the old schemes of service.

The latest criteria used to promote teachers hence assure them of pay rise in the 2021-2025 CBA is what broke the camel’s back.

Now the Commission is demanding to have all teachers enrolled for Teacher Development Training, TPD Refresher modules that goes for 6,000 per session.

This is to ensure that teachers’ skills are horned and razor sharp enough to meet the demands of the new Competence-Based Curriculum that has already been rolled out in Kenya.

What is most puzzling to the teachers is the fact that they have to squeeze their meagre salaries to accommodate the fee required for TPD modules.

Here is a complete breakdown of the TSC Proposal for new teacher salary increments addressed to the Salaries and Remuneration Commission

The Teachers Service Commission, TSC, has at the same time presented new salary increments to the Salaries and Remuneration Commission, SRC. The salaries increment are to be approved so as to be included in the next next Collective Bargaining Agreement, CBA; cycle. In the proposals, the Commission wants a basic salary increment of between 16 percent and 32 percent; with classroom teachers getting the higher perks.

The 16 percent rise in basic pay should be for teachers in administrative grades (C4 to D5) who reaped big from the 2016-2021 CBA. Classroom teachers in lower grades (B5 to C3) are to be awarded an increment of 30 percent.

But, the teachers’ unions ,Kenya National Union of Teachers (KNUT) and Kenya Union of Post Primary Education Teachers (KUPPET), are vehemently opposed to the proposals terming them a drop in the ocean. The unions claim there were no talks between them and TSC to come up with the new salary scales; as should be the case during the CBA negotiations.

KNUT is proposing a basic pay rise of between 120 and 200 percent, while KUPPET wants 30 to 70 percent increment.

For allowances, TSC is proposing a 20 percent increment in commuter and leave allowances. On its part, house allowance is to be increased by 10 percent. These proposals are by far much lower than what the unions are proposing.

DEMANDS BY KUPPET.
KUPPET is rooting for the expansion of teachers’ allowances so as to include post graduate and township allowances (meant for teachers staying in towns). The union also wants the Commission to harmonize house allowances for all teachers. Currently, tutors plying their trade in towns and former municipalities earn higher house allowances as opposed to their counterparts in rural areas. Harmonization of house allowances should be based on job group as opposed to regions.

Another allowance being fronted by KUPPET is special school allowance to be paid at a rate of Sh15,000 per month.

They also want the readers’ facilitation allowance to be reviewed by 30 percent so as the teachers will get Sh.19,500 per month. This allowance is paid to a visually impaired teacher who has engaged a reader whose minimum qualification is not below KCSE D+/KCE Division III. The allowance is paid at a fixed rate determined from time to time by the commission.

Also called facilitation or aid allowance, reader’s allowance is currently paid at a rate of Sh15,000 per month to the blind teachers and those confined to wheel chairs by virtue of their disability.

The current CBA cycle has expired, paving the way for implementation of the new one with effect from July 2021.

Still on allowances, KUPPET demands that leave allowance be paid based on one’s basic pay i.e. an equivalent of one month’s basic pay for all cadres.

KUPPET says the Commission has no scheme of service for teachers who have attained a Masters and Doctorate degrees. Instead, the employer awards three increments to the holders of such qualifications. The proposed scheme seeks to allow TSC recruit teachers possessing post-graduate qualifications at entry level.

The Union is demanding that the Post graduate scheme of service be developed and be eligible to all teachers holding a Master’s and Doctorate degree. The said teachers shall be paid an allowance equivalent to 40% of the basic salary. Finer details show that the union is seeking to have a holders of Masters Degree getting an increment of 20 percent that is pegged on their basic salaries and 40 percent for PHD degree holders.

KNUT DEMANDS ON ALLOWANCES.
The Sossion led outfit is agitating for a 50 percent increment in both house and Commuter allowances. Just like KUPPET, KNUT also wants an upward adjustment on leave allowance equivalent to a teacher’s basic pay for one month.

For hardship allowance, KNUT wants the Commission to award a rise of 50 percent of basic salary.

The medical scheme currently being offered by Minet will still be in place.

TSC OFFER ON ALLOWANCES

The Commission is willing to offer an increase of 20 percent for both commuter and leave allowances. It is also keen to retain the current clusters used to determine the teachers’ house allowances but review it upwards by 10 percent.

Also to be retained is hardship allowance at the current rates.

Proposals by KUPPET to have the TSC introduce new allowances have fell on deaf ears. The Commission has declined the introduction of special school, township and post graduate allowances.

TSC FULL LIST OF 2019 ONLINE WEALTH DECLARATION NON-COMPLIANT TEACHERS PER COUNTY-WEST POKOT COUNTY

The Teachers Service Commission has just released a full list of TSC-employed teachers who failed to comply by declaring their wealth online via the TSC portal.

According to the TSC statistics, approximately 46, 000 teachers have not yet declared their income, assets and liabilities online despite the TSC portal being open since 1st November, 2019.

According to the TSC Online Wealth Declaration statistics, Bungoma County has got the highest number of TSC non-compliant teachers- 3, 1117 TSC teachers with some schools such as St. Cecilia Misikhu Girls having 7 non-compliant teachers.

In the second position is Kakamega County with 2, 682 teachers who failed to declare their wealth online for the year 2019. In Kakamega County, Butere Girls High School set the record by producing the highest number of the 2019 TSC non-compliant teachers- 18 eachers.

The deadline for the declaration of wealth online is today on December 31 2019.

SERIOUS CONSEQUENCES

As the deadline nears, the 46, 000 non-compliant teachers need to be aware of the fact that failure to comply will attract serious penalties including denial of salary.

Besides, this action gives room for the government to suspect them of illegally acquiring wealth.

According to the Kenyan Constitution 2010, all public officers are required to declare their wealth online within the stipulated time lest they attract heavy penalties.

This law is clearly stipulated under the Public Ethics Act  (2003). It requires all public officers such as teachers and civil servants to declare their wealth online after every two years.

The first cycle of online declaration of wealth took place in the year 2017.

Guidelines on the reopening of schools

Professor George Magoha has given a brief update on some of the conditions that have to be met before schools reopen.

Some of these conditions border on social distancing and sanitization.

Speaking in Kiambu while on an inspection tour at Ruiru Girls High School, CS Magoha noted that the reopening of schools will entirely depend on a paradigm shift in the general behavior and attitudes of Kenyans.

Besides, all schools must have enough flowing water and do away with six double-decker beds in dormitory cubicles.

According to CS Magoha, the above measures shall reduce infection rates and ensure learners’ safety in schools.

“If we are going to be bold enough to open schools, the public must agree to change their mindset and behave in a more civilized manner,” said the CS.

MoH Guidelines

Reopening of schools means that the public must adhere to all guidelines set by the Ministry of Health to reduce local transmissions.

The CS held a different view from that of the World Health Organization, WHO that the coronavirus might graduate from being a pandemic into an endemic.

“I don’t subscribe to that school of thought. We need to give the virus a few more months to see it will turn out,” said Magoha.

Although the father lost his job in 2020 owing to the biting effects of the ravaging covid-19 pandemic in Kenya, he was able to keep her afloat and motivated to continue preparing for the KCPE national exams.

Faith Mumo was a candidate at Kari-mwailu Primary School, a public, government-owned institution located in Makueni County. FaithMumo scooped a total of 433 marks out of the total 500, registering a drop by 7 points compared to the KCPE 2019 Top candidate.

ABOUT FAITH MUMO KAWEE, THE BEST OVERALL KCPE 2020-2021 CANDIDATE

In the second position came Yvette Wesonga Nanzala from Chogoria Girls who tied with Muriithi Angel  Gakenia of Maseno Girls Primary Boarding School. They both scooped 432 marks out of the total 500.
