Increased salaries for TSC secondary school teacher 1 (Job group L/ C3): July 2020-2021

Secondary Teacher I are teachers in Secondary schools whose grade is C3 (formerly L); This is a promotional grade for teachers in secondary school. These tutors earn monthly basic salaries of Sh41,343- Sh51,927; they will now earn between Sh43,154 and Sh53,943 effective July, 2020.

The basic salaries for these teachers are paid depending on the areas where they work. Teachers who work in Nairobi get a slightly higher house allowance compared to those plying their trade in rural schools. But, all these tutors earn an equal amount of commuter allowance; which is Sh6,000.

To know your exact salary, check your current salary (under the current salary column) and move along the row to the right. what you see under gross pay is what you will earn before deductions.

Those working in hardship areas (get Sh12,300) plus those handling physically challenged students get extra allowances.

Remember, the commission pays a flat rate of Sh6,000 per year as leave allowance. This is paid together with the January salaries.

TSC lists of transferred teachers per county- 2020

The Teachers Service Commission, TSC, has transferred a total of 47 teachers in Bungoma County. Part of those transferred were serving deputy principals who have now been deployed to be principals.

The Commission has been carrying out delocalization, deployment and transfers of school heads to fill gaps left by those who have since retired, left service or promoted.

2020 Teachers’ Head Count, Electronic registration: TSC to hire enumerators

The Teachers Service Commission, TSC, will hire enumerators to execute the Electronic registration of all teachers. The physical head count of tutors in all public learning institutions will kick off in May this year.

According to TSC Deputy Secretary Kennedy Mulunda, a pilot biometric registration exercise will be carried out in seven (7) counties. The exercise is expected to be executed in 143 institutions spread across the counties of Uasin Gishu, Homa Bay, Garissa, Kilifi, Kitui, Bungoma and Nyeri.

“The different schools will represent different Geographical and Sociological spheres,” He added. Mulundu who was speaking at the Kenya Institute of Curriculum Studies (KICD) in Nairobi on Thursday (during the stake holders’ consultative meeting) said the Biometric capture of teachers will help curb absenteeism and enable the Commission to plan for the exit and replacement of ageing staff.

Speaking at the same event, Ibrahim Mumim (the TSC Director in charge of Administrative Services) said graduate enumerators will help capture the data that will be electronically validated by the school heads. Mumin said the last teachers’ census exercise was carried out 21 years ago; in 1999.

Kind teachers contribute Sh2 billion towards the covid-19 response fund

Teachers contributed a total of Sh2.4 billion towards the National Emergency Response Committee on Coronavirus. The commission had early on urged teachers to willingly make their contributions towards the kitty. After closure of the May payroll, the commission announced that it had received a total of Sh2,441,028 from the over 300,000 teachers on its payroll.

The Commission has raised a total of Sh10,696,024 in the last two weeks. The Kenya Secondary Schools Heads Association, KSSHA, recorded the largest contribution after raising a whooping Sh5 billion. Other contributors were: the Kenya college Principals (Sh2 billion), and the TSC Secretariat staff (Sh1.6 billion).

TSC  had initially made a direct contribution of Sh400,000.

These figures are contained in a memo by the TSC boss Dr. Nancy Macharia dated May 15, 2020 and addressed to the chairperson National Emergency Response Committee on Coronavirus.

The voluntary salary cuts shall be for an initial period of three (3) months with effect from April, 2020. However, this is subject to review based on the advice of the Ministry of Health on the status of COVID-19 pandemic in Kenya. contributions can be made either directly or via the TSC check-off system; with authorization from respective teachers. Each public officer participating in the voluntary salary cuts shall signify their consent to their respective Authorized Officers by completing the attached standard consent form.

The President and his deputy took a pay cut of 80%. While, Cabinet secretaries and Chief Administrative Secretaries are to take a voluntary pay cut of 30%. Principal secretaries on their part can give away 20% of their salaries to support the fund.

The raised funds will greatly boost the committee’s efforts in fighting the pandemic that has paralyzed most operations in the country. The committee was established by President Uhuru Kenyatta on April 28, 2020 and is chaired by the health cabinet secretary Mutahi Kagwe.

TSC to get real time school attendance by all teachers through Biometric Registration

Daily School attendance by all teachers will now be monitored by the Teachers Service Commission (TSC), in real time. This is after the Teachers Service Commission, TSC, announced that it will roll out the Biometric registration of all teachers in May this year. Once completed, the Commission shall then install Biometric gadgets in schools for teachers to clock in and out. Currently, teachers manually sign in and out of school.

The electronic registration of teachers will therefore expose teachers who miss lessons without written permissions. This enlisting of teachers is also expected to help the Commission to balance the teaching staff since it will unravel the imbalances across all public schools.

“We shall ensure optimal utilization of teachers and also balance areas that we shall feel are not well covered,” said Ibrahim Mumim (the TSC Director in charge of Administrative Services) on Thursday; during a stakeholders’ consultative meeting in Nairobi.

TEACHERS TO HANDLE MORE LESSONS

The Teachers Service Commission, TSC, is in a new bid to ensure maximum utilization of all teachers is achieved. Reports from the Electronic registration of all teachers that is expected to kick off in May, 2020, will help the Commission realize this object. Teachers should handle a minimum of 32 lessons of 40 minutes per week. This would translate to some 22 hours per week in line with the TSC staffing norms. The internationally recommended class size is 40 students per teacher.

This is what you must know about TSC teachers’ salaries

The Teachers Service Commission, TSC, employs and pays teachers their monthly salaries plus allowances. The teachers’ pay is usually processed and paid as from 22nd of every month and onward. Once you are newly employed, the commission will appoint you to the payroll and you start earning as soon as your casualty form is received at the TSC head quarter and your file processed. The salaries are disbursed to teachers’ pay points; Banks or SACCOs.

Some teachers have committed unprecedented and irreversible financial mistakes that they live to rue for the rest of their teaching careers. These mistakes usually occur during the teacher’s hey days; when newly employed. Most teachers get employment when still young, enthusiastic and energetic. Some have ended up squandering the opportunity to invest well and spend their monies wisely leading to many years of cursing; the resultant effect being depression.

  • NEVER OVER COMMIT YOUR PAYSLIP

When going for loans and savings, remember to give your payslip some breathing space. Long before the a third rule came, some teachers (and not only teachers but other civil servants too) used to walk home with net negative pay. This prompted the government to come up with the 1/3 rule. It is thus advisable to have some amount off and above your net pay; so that in case of an emergency then such amounts can come in handy in terms of securing an emergency loan.

  • WISE CHOICE OF INVESTMENTS

It is the aspiration of everyone that they at least have some investment. In fact, investments are good not only for the immediate gains but also during your sunset years. But, some investments are not worthwhile. With your first pay and/ or loan go for income generating assets/ activities or assets whose value appreciates with time like land. Unless you have other sources of income/ side hustles otherwise never rush for such luxurious assets like cars. Yes, cars are good but if your payslip is stifled up to the neck how will you maintain that car? Start a business, get a side hustle to supplement your pay. Take risks, be a go-getter.

  • AVOID ‘BAD’ LOANS

Do not be too quick to rush for bank loans. All that glitters is not gold! yes, with banks you can get your loan after just three months of service and you do not need to save for you to qualify for a loan. Before the interest capping rule came banks could adjust their interest rates at free will. You take a loan at 18% interest rate and it is adjusted to 22% the next day! And now that the capping law is gone, it spells more gloom for borrowers who will now operate at banks’ mercies. Bank loans are damn expensive with a myriad of hidden charges!

And, be nice Mwalimu. You let friends sign your SACCO loan form and then disappear into thin air leaving them in awe!

  • BUILD YOUR CAPITAL BASE SLOWLY

Never be in too much hurry some times. Build your capital base slowly and patiently. do not be too quick to be carried away by what you see. A colleague bought a car yesterday and you want to rush to the showroom the next morning! Mwalimu (teacher), be rational in your thinking.

  • TOP-UP LOANS IS A BIG NO.

Avoid top up loans, more so from banks, like leprosy. Consider this pathway when you are in a can’t avoid scenario. Banks will entice you to go for top ups. but, this will be a like a financial death sentence. You will be enslaved to these banks forever.

  • LIVE WITHIN YOUR MEANS

Cut a cloth according to your size. Not, because a colleague is driving a hot car and you also covet it! Do not borrow more than you can repay! Have your plans within your financial ability. Avoid big plans that may cause depression and anxiety to you.

  • SAVE! SAVE! SAVE!

Have a saving plan. Save even Sh100 bob monthly. Such small savings turn into humongous things slowly and without you realizing it. SACCOs are the best saving bets for a start.

  • ALL IS NOT ROSY AT ALL TIMES!

The early years of your employment are always glittering; in terms of ‘good’ pay. Then, your salary is not committed as such. This is followed by a quick common cadre promotion. You move to the next job group with a marginally increased perks. Wait until deductions get their way into your payslip! What follows is hell on earth; you stagnate in the same job group for a long time. And, if you were not born on a Friday, luck will be so elusive that you end up retiring in the same job grade!

  • JOIN TEACHERS’ UNIONS

Do not see teachers’ unions as bothers. Those guys are very helpful when the waters become murkier and the going is tough. It would be need;less for you to be on agency fee (where you contribute money to the unions but you are not a member!). The TSC code of regulations and conduct is harsh, very harsh. You may find yourself on the wrong side of the code, by design, hard luck, coincidence or mere fabrication. That is when you realize the importance of teachers’ unions.

  • BE A MEMBER OF SOME WELFARE GROUP

There is a slogan that goes ‘UNITED WE STAND, DIVIDED WE FALL’. Do not be an island. Belong to some teachers’ welfare. There are so many out there. the common ones are BBFs (Burial Benevolent Funds). Above all, make connections. Have friends and social connections. AVOID UNNECESSARY CONFRONTATIONS AT YOUR PLACE OF WORK. Be aggressive. Apart from teaching, participate in one or two co-curricular activities. Drama, Music, Ball games, athletics… name it.

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

New details reaching us at newspro.co.ke now indicate that teachers who attended TSC teachers promotion Interviews in December 2020 and February 2021 for the various advertised Promotion Vacancies may have to exhibit the patience of a cobra before their results are processed by the Teachers Service Commission.

This is after the teachers’ employer received complaints that may derail the early release of TSC teachers promotions results in 2021.

On Friday April 30, the TSC Boss Dr. Nancy Macharia was obliged to host ‘univited guests’ in matters TSC Promotions to resolve an impending umpasse over the manner in which the 2021 TSC teachers’ promotions were conducted.

The leaders from the purpotedly alienated Kajiado County who included Honourable Ole Metito Katoo, George Sunkuyia, Judith Pareno, and Mary Seneta were seeking an amicable solution to claims that Kajiado County’s TSC promotion vacancies were being dished out to “foreigners” while the sons of the soil were left to their own mechanisms of ekking a living.

According to the petition tabled before the Teachers Service Commission Chief Executive Officer, CEO Dr. Nancy Macharia; Kajiado teachers have been incessantly left in the cold after being locked out of available leadership positions by a newly introduced system of promoting teachers.

The new TSC system of promoting teachers dictates that teachers legible for TSC headship positions- school heads, sub county directors and county directors must first serve in Job Groups L, M and N.

Teachers in Kajiado therefore feel left out and forced to serve under foreigners installed by the Commission in various TSC administrative posts.

The petition further stated that all Maasai teachers in Kajiado County with the required leadership skills and experience have been denied TSC Promotions following the introduction of Career Progression Guidelines, CPGs.

” Through Career Progression Guidelines, CPGs the Commission has been selectively promoting teachers to the said positions and therefore discriminating against deserving cases. All Maasai teachers in Kajiado are being denied Promotion opportunities as a result of the policy,” reads the petition in part.

Following the ensuing conflict, TSC Promotions Results 2021 may take a little bit longer before being released since the petitioners have roped in the Senate to intervene with a view of incorporating affirmative action by TSC when it comes to the appointment of resident teachers to leadership positions to promote regional balance.

They also want the TSC promotions guidelines to be reviewed in such a way that priority is given to Maasai teachers  before “others” are considered for the slots.

So what is next?

In her defence, the Teachers Service Commission CEO Dr. Nancy Macharia  said that all TSC Promotions above common Cadres are guided by a common code  of regulations.

” To this end, all Promotions above common Cadres are filled on a competitive basis as per the provisions of the Code of Regulation for Teachers and the Constitution of Kenya,” said Macharia.

She further added that interested teachers across Kenya are free to apply for established TSC administrative posts irrespective of their home county.

” Once a vacancy is established, the Commission advertises it through the same media for all interested teachers across the country to apply,” she added.

TSC Promotions Interview Results Process Status 2021

The Teachers Service Commission is in the final stages of finalizing Interview Results for December 2020 and February 2021 TSC Teachers Promotions.

A total of 32, 431 teacher interviewees were shortlisted to compete for the 16,000 Promotion slots in 2021.

In the pipeline are TSC promotion Interviews for diploma teachers with higher qualifications- degrees whose interview dates were rescheduled by TSC to allow shortlisted KCSE contracted Examiners 2021 attend.

 

 

List of Shortlisted candidates for 2019 TSC Teacher Internship vacancies; Kisii County, Kisii Central

Important update for teachers who applied for the TSC Internship vacancies in Kisii County. The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin
  • xi. Bank plate
