TSC Officially Rolls Out a Piloting Biometric Registration Exercise for Teachers; Check Out Whether Your School Falls within the Targetted Counties

Teachers Service Commission on Monday 17th, launched a piloting biometric registration exercise targeting 143 schools spread in seven counties ahead of the full rollout.

The seven counties include; Uasin Gishu, Homa Bay, Bungoma, Nyeri, Kilifi, Kitui and Garissa. Institutions sampled are from primary, secondary and teachers training colleges.

TSC Biometric Registration Deadline: The pilot exercise will run till 21st May 2021.

Official Time for TSC Biometric Registration Exercise

Teachersare reminded that the biometric registration exercise will be take place in schools during the official working hours between 8:00 am and 5:00 pm.

According to the TSC boss Dr Nancy Macharia, the bio data will help the commission in curbing cheating during exams.

The Commission further indicated that the biometric registration will help to verify teacher distribution and utilization in schools, establish areas of teaching specialization, validate the enrolment in public schools and authenticate teachers bio data and employment records.

Requirements for TSC Biometric registration

During the registration, teachers are required to physically present the following five documents during the exercise;

TSC Certificate of registration
National ID card
Letter of first appointment
Letter of last appointment
Academic Certificates

It is important to note that this is a piloting exercise for the program planned to be launched countrywide after solving the bottlenecks which may arise.

Plans are underway to see to it that in future, teachers joining the profession will have their bio-data taken before their details are entered into the payroll.

Biometric registration exercise was initially slated to start in May 2020 but it was shelved due to the Covid-19 pandemic that adversely affected operations in schools leading to closure.

“The biometric registration shall entail validation of data of teachers in all public primary and secondary schools, Teacher Training Colleges, Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) and Kenya Institute of Special Education (KISE),” the commission revealed.

TSC Promotions Lists per County and Region

To ensure fair distribution and regional balance this year, the Teachers’ employer Teachers Service Commission, TSC announced and competitively filled a total of 16,000 TSC Promotions Vacancies.

The Successfully Promoted Teachers have already received their letters upgrading them to the next higher level.

They are only waiting for the employer to honor the pledge of backdating their new and better salaries to March 2021 their latest TSC appointment date.

 

In this write-up, we shall present to you the full list of TSC promoted Teachers per County in the year 2021.

Bomet County, Rift Valley Region Official TSC List of Promoted Teachers and their Schools in 2021

In Bomet County, Rift Valley Region, a good number of both primary and secondary school teachers were lucky to land the highly sought-after 2021 TSC Promotions. In this list, we shall feature the full number of promoted secondary school teachers in Bomet County this year.

The list at our disposal is a true reflection of equity and fairness since the teachers promoted are drawn from the four categories of schools that is sub-county, county, extra-county, and national schools.

Furthermore, there is gender balance since both male and female teachers were promoted by TSC  in Bomet County in 2021.

The total number of TSC promoted teachers in Bomet County this year is 45. Some of the secondary school teachers promoted in schools within Bomet County include Julius Kirui of Chemaner Secondary School, Augustine Ketko of Moi Minariet Boys High School, Emily Rono-Kaplong’ Boys Secondary School, and Eunice Rotich of Olbutyo Girls

TSC has therefore taken into account career progression guidelines and trashed the issue of promoting teachers with the highest KCSE mean scores.

What matters now is that the teachers added value and registered an improvement in their subject areas during the Kenya Certificate of Secondary Education KCSE exams.

Besides, the Commission chose to decongest the backlog in L that is grade C3 by promoting teachers who have stagnated in Job group L for over 10 years first as proposed by the giant teachers union Kuppet.

The Teachers Service Commission (TSC) has begun the distribution of promotion letters to a significant number of teachers across various counties, paving the way for their reassignment to schools in need of their expertise.

Starting next week, 23,388 teachers will receive their promotion appointment letters, marking a significant milestone in their careers.

TSC County and Sub County Directors will oversee the placement of these educators into schools with open positions, following the green light from the National Assembly Committee on Education, led by Tinderet MP Julius Melly, which approved the promotions.

However, this figure falls short of the 25,252 teachers the Commission initially aimed to promote after interviews conducted in January and February.

This initiative comes on the heels of the National Assembly allocating Sh1 billion to facilitate promotions, which unfortunately only addressed 5,690 of the 25,252 vacancies identified.

Concerns were raised by MPs when it was revealed that 5,291 teachers were promoted without meeting the three-year minimum requirement set forth in the Career Progression Guidelines (CPG).

Legislators voiced numerous allegations against the TSC, claiming the promotion process was marred by bias and discrimination. They pointed out instances where some junior teachers were elevated while their more experienced counterparts were overlooked, and noted discrepancies in promotion opportunities across different counties and regions.

In a status report submitted to the Education Committee on May 27, TSC disclosed that 1,864 teachers had been removed from the initial promotion list published in early April, in accordance with the Committee’s recommendations.

TSC CEO Nancy Macharia explained that these teachers were excluded for not fulfilling the minimum three-year requirement outlined in the CPG.

“In line with the Committee’s directives, we have removed the 1,864 teachers who were promoted but did not meet the necessary three-year service requirement,” Macharia stated.

She added, “The vacancies created by this adjustment have been redistributed fairly across the country based on the number of applicants who were interviewed.”

The TSC is also embarking on a plan to develop clear promotion guidelines that will establish standardized criteria and procedures.

Macharia assured the National Assembly Committee on Education that this new framework would foster a promotion process that is fair, transparent, and accountable.

This announcement comes in response to concerns regarding the recent promotion of 5,291 teachers who had not completed the mandatory three years in their current roles, as required by the Career Progression Guidelines.

Dr. Macharia clarified that in certain cases, the three-year requirement was relaxed to promote equity and address historical staffing issues, including acting appointments and underrepresentation in marginalized areas.

She noted that an analysis conducted by the Commission prior to the promotion announcements revealed a lack of qualified candidates in specific counties.

For example, in the case of Grade D3 (Principal), there were not enough teachers in Grade D2 who had served the required three years, leading to a nationwide reduction of the experience requirement to just six months.

Similarly, for the Deputy Principal III (D1) position, the requirement was waived in 18 counties, including Migori, Narok, Busia, and Mandera.

In light of the criticism from MPs regarding perceived biases in the promotion process, the TSC was given a week to submit a detailed report.

Dr. Macharia also unveiled plans to digitize the promotion process through an online system for teachers, enabling digital applications, shortlisting, feedback from interviews, and the issuance of promotion letters.

This modernization effort aims to reduce human error and enhance transparency.

The Commission has also implemented a standardized interview scoring system that takes into account various factors such as performance evaluations, leadership experience, age, and academic contributions.

Furthermore, a new predictable promotion policy has been introduced, allowing for automatic advancement for teachers in common cadre grades, provided they meet the three-year service requirement and maintain satisfactory performance.

The TSC has also committed to progressive promotions in Arid and Semi-Arid Lands (ASALs), where many teachers are serving in lower grades while fulfilling administrative roles without appropriate recognition or compensation.

The Commission aims to align these teachers’ grades with their responsibilities through affirmative action initiatives.

TSC Approved Allowances for Teachers per Category 2021/2022, Full List

Teachers employed or deployed based on higher qualifications by the Teachers Service Commission, TSC, are entitled to different types of allowances.

TSC allowances encompass extra income paid to teachers employed on permanent and pensionable basis alongside their monthly salaries.

Unlike teachers’ basic salary which cuts across all the teachers in a particular job group or grade, Allowances paid by TSC are varied based on such factors as the location of one’s work station,  number of responsibilities as dictated in the Teachers’ latest appointment letter and  the type of learners handled- Special Needs Learners, SNE or regular ones.

Whereas most allowances are paid on a monthly basis, others are paid annually- once a year.

Below is a description of the various types of allowances paid by TSC.

TSC Allowances 2021-2022; Classification

Allowances paid to teachers are classified as either remunerative or reimbursable.

Remunerative TSC allowances are paid together with a teacher’s salary whereas reimbursable TSC allowances are refundable upon application.

A. Remunerative allowances

There are two types of remunerative allowances;

Automatic TSC Allowances and
Those paid upon application

I. Automatic TSC allowances include:

Leave allowance

HOUSE ALLOWANCE
House allowance is paid on a monthly basis to all teachers. It is paid on two criteria; Job grade and workstation. Teachers in higher job groups earn a higher house allowance than those in lower cadres. The salaries and remuneration commission, src, has also clustered teachers’ work station into four regions;

Nairobi,
Former Major Municipalities (Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, Malindi and Kitale),
Other former Municipalities; Ruiru, Kikuyu, Kitui, Machakos, Mlolongo, Athi River, Vihiga, Wote, Mumias, Bomet, Limuru, Kericho, Kimilili, Kakamega, Kapsabet, Kiambu, Bungoma, Webuye, Busia, Runyenjes, Migori, Embu, Homa Bay, Lodwar, Meru, Nyahururu, Nanyuki, Maua, Voi, Siaya, Chuka and Kerugoya/ Kutus
Other areas; this include all regions not mentioned in bullet 1-3 above.
Teachers working in Nairobi draw the largest amount of house allowance whereas those plying their trade in reserves (other areas) receive the lowest amounts. (Details on the table at the bottom end of this article).

TSC pays monthly hardship allowance to teachers working in areas prone to insecurity, high risks and harsh climatic conditions. The commission has designated various areas as hardship. The allowance is paid according to a teacher’s grade. Those in higher job grades earn more than their counterparts in lower cadres. (see table below; bottom end of the article).

COMMUTER ALLOWANCE
Commuter allowance is paid to all teachers on a monthly basis. Payment of this allowance is solely dependent on the teacher’s job group. (See tabulated figures below; scroll to the bottom of the page)

LEAVE ALLOWANCE
Leave allowance is a yearly allowance paid together with the January Salary of the preceding year. It is given as per a teacher’s grade; with those in higher job grades earning more.

II. TSC Allowances paid on application include:

a. Responsibility allowance
This is paid to headteachers,deputy headteachers and senior teachers who are at Job Group K and below.

b. Special duty allowance
This is payable to teachers below job group M appointed to administrative posts by commission and deployed in arid and semi-arid lands.

c. Readers allowance
This is paid to a visually impaired teacher who has engaged a reader whose minimum qualification is not below KCSE D+/KCE Division III. The allowance is paid at a fixed rate determined from time to time by the commission.

Also called facilitation or aid allowance, reader’s allowance is paid at a rate of Sh15,000 per month to the blind teachers and those confined to wheel chairs by virtue of their disability.

d. Interpreters Allowance
This is payable to deaf teachers who engage interpreters while on study leave. Special school allowance -This is paid to teachers specialized in special needs education and who have been deployed to teach in special schools or units.

e. Transfer Allowance
This is payable to teachers who have been transferred from one workstation to another, provided the transfer is initiated by the Commission. It is equivalent to a teacher’s basic pay for one month.

B. Reimbursable Expenses
The commission reimburses the following expenses to teachers

I. Travelling expenses:
The teacher is eligible for reimbursement only in the following circumstances;

Where a teacher’s interdiction has been revoked.
While traveling to attend an interview
Travelling to a station on first posting outside home District
Traveling from duty station outside home District on retirement
Teachers working in hardship areas travelling to and from home during school holidays.The teacher’s home District must be outside the hardship area.
Teachers should apply on prescribed forms attaching supporting documents.

II. Quota per diem:
This is daily subsistence allowance paid to teachers on official assignment. Application must be made at least 14 days before travelling.

The Teachers Service Commission (TSC) has invited retiring school heads to sign a one and a half contract that will see their term in office extended.

Details show that some school heads who were retiring by 30th June 2021 have had their term extended on contract terms of one and a half years to two years.

However TSC did not make signing of the contract mandatory but at will. In January TSC appointed 2,111 Deputy head teachers to Head teacher position who now fall on Grade CS (TSC scale 10).

TSC outline the following requirements for one to be appointed to be Head teacher (Grade CS/TSC scale 10)

1. be serving under career progression guidelines;

11. have served in the grade of Deputy Head Teacher II (Grade C4/T-Scale 9) for a minimum period of three (3) years;

iii. have served as Deputy Head Teacher for a minimum period of three (3) years;

1v. have satisfactory rating in the performance appraisal; and v. meet the requirement of Chapter six (6) of the constitution;

NB: Bachelors Degree in a relevant area will be an added advantage Applicants shall be required to upload the following documents during applications:

a. Letter of appointment to the current grade.

b. Letter of appointment/deployment to the current responsibility.

c. Certificate of Good Conduct from Director of Criminal Investigations.

d. Clearance Certificate by Higher Education Loans Board (HELB).

e. Clearance Application from Ethics and Anti-Corruption Commission (EACC).

f. Clearance Certificate from a Credit Reference Bureau.

g. Tax Compliance Certificate from Kenya Revenue Authority (KRA)

TSC is currently facing a crisis in schools after details emerged that at least 25,000 teachers are set to retire over two years (by 2022) and most of these are school heads. In November 2020 the Kenya Union of Post-Primary Teachers (Kuppet} revealed a report which showed that half of these tutors are above 59 years and therefore are due for retirement in June 2021.

“Our finding is that as of November 2020, the teaching service has 25,000 teachers aged 58 and above … meaning Kenya is facing a deep teacher shortage that calls for radical measures to address,” said Kuppet secretary general Akello Misori.

Now I TSC said it would require Sh17 billion to hire 12,000 teachers in 2021. “We call for urgent plans for the hiring of at least 50,000 teachers over the next one year (2021) and at least 15,000 per year between 2021 and 2026,” said Mr Misori.

The commission’s target has not been met due to inadequate budgetary provision. The Treasury allocated the TSC Sh3.2 billion for teacher recruitment in the year starting July 2021 despite a request of Sh20.2 billion thus hurting its plans of increasing teacher numbers.

In June this year the National Treasury Cabinet Secretary Ukur Yatani proposed Kshs. 2.5 billion allocation to support recruitment of additional teachers in the Financial year 2021/2022. In total the Teachers Service Commission {TSC) was awarded 281.7 billion to support its annual budget.

In June TSC released its plan on how it will employ teachers in the next three years. In the plan contained in the Programme-Based Budget 2021, TSC will employ 15,000 secondary school teachers starting this financial year. The Commission said it will employ at least 5,000 teachers annually in the next three years to curb looming crisis in secondary schools.

TSC also said it will engage the services of 5,500 interns on a one-year contract every year to plug staffing gaps in schools. However only 2,000 interns will be posted to primary schools each year. TSC has advertised a total of 3,914 replacements for primary and secondary schools to replace teachers who exited service in its July 2021 advert.

In the advert TSC said 2,987 posts will go to primary schools while 927 will go to secondary schools. TSC also advertised 5,000 teaching posts for secondary schools, however 1,000 posts will go to practicing P1 teachers who have bachelors degree with C + in KCSE and C + in the two teaching subjects.

The 1,000 successful P1 teacher applicants will be deployed to teach in high school. TSC directed qualified candidates to submit their applications online through the Commission’s website, www.tsc. go.keunder ‘Careers’ or teacheronline.tsc.go.ke not later than 12th July, 2021.

NEW  TSC SALARIES FOR SECONDARY TEACHER I, GRADE C3, FORMER L AFTER THE JULY 2020 PAY RISE; T-SCALE FULL CONVERSION TABLES FOR TEACHERS WORKING IN NAIROBI, MAJOR MUNICIPALITIES, FORMER MUNICIPALITIES, AND OTHER AREAS

This is a promotional grade for tutors in secondary schools. After the announcement by the teachers’ employer, TSC about the upcoming July 2020 pay rise, teachers in this job group is definitely expecting some extra cash once the final phase of the 2017-2021 Collective Bargaining Agreement, CBA is implemented.

These tutors have been earning a basic salary of Kshs 41, 343-Kshs 51, 927. They will now enjoy higher monthly salaries with the lowest-paid teacher in this category earning Kshs 43, 154 while the highest-paid will now pocket Kshs 53, 943 effective July 2020.

ALLOWANCES

It is however important to note that much as these teachers fall in the same grade/ job group, their monthly salaries differ depending on the location of their work stations. The same case applies to TSC allowances. For instance, teachers posted to stations listed as TSC Hardship Areas get an extra Sh 12, 300.

Special Needs Teachers, SNE, also get extra allowances.

Teachers in Grade C3, former L, earn the same amount of commuter allowance that is Kshs 6, 000.

The Commission also pays a flat rate of Kshs 6, 000 annually as leave allowance.

Tips on passing TSC Promotion Interviews under TSC career Progression Guidelines

As earlier indicated, the 2021 interviewees will not need to travel to Nairobi for the interviews since the commission will go out to all counties and meet shortlisted teachers there.

Worth noting however is that the lists provided by the commission do exclude members of the Kenya National Union of Teachers (KNUT) following a protracted battle with the commission in court over the use of Career Progression Guidelines, CPGs in promoting teachers from one cadre to the next.

TSC seems to maintain its ground for it is going to promote the teachers based on the Career Progression Guidelines (CPGs) that KNUT is opposed to.

What are TSC Career Progression Guidelines (CPGs)?

The CPGs were developed in 2018 to guide the commission in tracking the career growth of teachers. The guidelines are meant to guide the recruitment, retention, development, training, and promotion of teachers to ensure they meet the set standards.

The guidelines replaced the Schemes of Service for the Teaching Service (2005).

Under the CPGs, the career path for school administrators is clearly outlined. This separates the career paths of school administrators and that of classroom teachers.

It is designed to provide clear reporting structures in institutions and eliminate overlap in the grading structure.

Tips on Passing Promotion Interviews Under TSC Career Progression Guidelines (CPGs)

Under these Career Progression Guidelines, the promotion of teachers will be subjected to the following conditions.

The interviewees will be required to meet the minimum qualifications per grade, depending on the grade they have been shortlisted for.

Successful interviewees must also have the relevant Teacher Professional Development (TPD) modules.

The teachers are required to undergo professional development training six times in their career with each module taking a period of five (5) years.

In a nutshell:

Teachers will be obliged to bite the bullet and work within a shoe-string budget especially now that the government has rolled out the second phase of the mandatory PSSS retirement scheme this year after fresh details emerged showing that their employer- TSC failed to factor their pay rise in the proposed budget  for the 2022-2023 financial year.

The Teachers Service Commission (TSC) has failed to factor in an allocation for teachers’ pay rise according to a report it released to the Committee on Education and Research of the National Assembly.

 

Treasury Cabinet Secretary Ukur Yatani had allocated an additional Sh14.9 billion to the TSC, whose budget has risen to Sh296.6 billion from Sh281.7 billion in the new financial year.

 

TSC will receive an extra Sh15 billion for the 2022 – 2023 financial year, with sources saying the additional money is for a pay rise and hiring of new teachers.

 

However teachers maybe in for a rude shock as the report, which was presented to the Committee on Education and Research of the National Assembly by the Parliamentary Budget Office, shows TSC has planned to use its increased allocation of Sh15 billion exclusively to employ 13,000 secondary school teachers and 9,000 interns to cope with exits and the expected increase in enrolment when junior secondary is rolled out in January 2023.

 

 

 

This is bad news for teachers who have been hoping that their employer might offer them a new Collective Bargaining Agreement (CBA).

 

The issue of renegotiating the CBA was not discussed when TSC boss Nancy Macharia appeared before the parliamentary committee early Fabruary to discuss their budget proposals.

 

She told MPs allocations for other critical areas like promotion of teachers on competitive selection, roll-out of a national biometric enrolment and validation of teachers and gratuity to 3,358 contract tutors in northern Kenya had not been factored in.

 

 

“The commission would appreciate Parliament’s help for these areas to receive some allocation,” she said.

 

This move has prompted the Kenya Union of Post-Primary Education Teachers (Kuppet) to issue a strike threat.

 

The union officials argue that the economy has now improved and calls for the non-monetary CBA to be reviewed.

 

In a January 17 letter to TSC, Kuppet demanded a pay rise of at least 30 per cent and threatened to call a strike if the commission did not respond within 21 days.

 

 

 

The Commission responded on January 20 following the strike threat by Kuppet.

 

“The commission is interrogating the issues raised therein, we will respond thereafter,” Mr Cavin Anyuor, the legal, labour and industrial relations director at TSC, said in the letter to Kuppet Secretary-General Akelo Misori.

 

Kuppet strike threat could disrupt the planned national examinations which are set to start next month.

 

The Kenya Certificate of Primary Education is scheduled to begin on March 7 and end on March 9 while the Kenya Certificate of Secondary Education will run from March 14 until April 1. Apart from supervision of the examinations, teachers are also involved in marking.

 

 

In its proposal, Kuppet wants the basic monthly salary of the lowest paid teacher to be raised from Sh34,955 to Sh59,425 and that of the highest paid increased from Sh118,242 to Sh153,715. It also wants an increase in the commuter allowance from Sh5,000 to Sh8,500 for the lower cadre teachers and Sh16,000 to Sh20,000 for the highest paid tutors.

 

If their demands go through, Kuppet members who qualify for hardship allowance will see it increased from Sh10,900 to Sh16,350 for the lowest paid teacher and Sh38,100 to Sh57,150 for the top earners.

 

Kuppet has also proposed a new risk allowance for science teachers that it wants to range between Sh5,465 and Sh30,587.

 

The Kenya National Union of Teachers (Knut) also seeks to renegotiate its CBA to introduce monetary benefits. They are pushing for a pay rise of between 15 and 20 per cent.

 

“There’s a lot of progress being made. We are doing well. Once we are there, we shall invite you and let you know,” said Knut secretary-general, Mr Collins Oyuu. “We are talking. Some of these things are political.”

Titles (TSC Scales) of Secondary school teachers

1. Secondary Teacher III T- Scale 6

This is an entry grade for secondary school teachers who are holders of a Diploma in Education.

Requirements for Secondary Teacher III T-Scale 6

  • be in possession of a Kenya Certificate of Secondary Education (KCSE) with a
    minimum mean grade of C+ (Plus) or its equivalent;
  • be in possession of a Diploma in Education (with two teaching subjects) or its equivalent;
  • have attained a minimum grade of C+ (plus) in the two teaching subjects at the KCSE level;
  • be a registered teacher with a valid Teaching Certificate;
  • meet the requirements of Chapter Six (6) of the Constitution; and
  • meet any other requirement deemed necessary by the Commission.

2. Secondary Teacher II T-Scale 7

This is an entry grade for secondary school teachers who are holders of a bachelor’s Degree in Education or its equivalent. It is also a promotional grade for holders of a Diploma in Education.

Requirements for Secondary Teacher II T-Scale 7

  • be in possession of a Kenya Certificate of Secondary Education (KCSE) with a
    minimum mean grade of C+ or its equivalent;
  • be in possession of a bachelor’s Degree in Education with two teaching subjects;
    or a bachelor’s Degree in a relevant area with two teaching subjects plus a Post
    Graduate Diploma in Education (PGDE);
  • have attained a minimum grade of C+ (plus) in the two teaching subjects at the KCSE level;
  • have a valid Teaching Certificate;
  • meet the requirements of Chapter Six (6) of the Constitution; and
  • meet any other requirements deemed necessary by the Commission.

3. Secondary Teacher I T-Scale 8

This is a promotional grade for secondary school teachers.

  • have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years;
  • have a satisfactory rating in the performance appraisal;
  • have successfully undertaken the

4. Senior Master/Mistress IV T-Scale 9

This is a promotional grade for teachers in secondary schools. The Senior Master IV is expected to provide professional support, mentorship, guidance, and counseling to the teachers in the school and is also responsible for class management, supervision, training, evaluation, and recording the progress of learners.

Requirements for Senior Master/Mistress IV T-Scale 9

  • have served as a Secondary Teacher I T-Scale 8 for a minimum period of three (3) years;
  • have obtained a satisfactory rating in the performance appraisal;

5. Senior Master/Mistress III T-Scale 10

This is a promotional position for institutional administrators in secondary schools. The Senior Master III is expected to provide professional support, mentorship, guidance, and counseling to teachers in the school and is responsible for class management and supervision, training, evaluation, and recording the progress of learners. He/she is also required to perform administrative duties as assigned by the Commission.

Requirements for Senior Master/Mistress II T-Scale 10

  • have served as Senior Master IV T- Scale 9 for a minimum period of three (3) years;

6. Senior Master/Mistress II T- Scale 11

  • have a satisfactory rating in the performance appraisal.

7. Senior Master/Mistress I T-Scale 12

This is a promotional position for institutional administrators in secondary schools. The Senior Master I is expected to provide professional support, mentorship, guidance, and counseling to teachers in the school and is responsible for class management, supervision, training, evaluation, and recording the progress of learners. He/she is also required to perform administrative duties as assigned by the Commission.

For one to qualify for this title he/she must have served as Senior Master II or Deputy Principal III T- Scale II for a minimum

This is a promotional position and an entry grade for Deputy Principals in Post Primary
institutions. The Deputy Principal IV is responsible for managing operations in the institution to ensure service delivery. He/she further supports the head of the institution in developing and implementing education plans, policies, programs, and curriculum activities.

For one to qualify for this title must have served as Senior Master IV T-Scale 9 for a minimum period of three (3) years and obtained a satisfactory rating in the performance appraisal process.

9. Deputy Principal III T-Scale 11

This is a promotional position for Deputy Principal in Post Primary institutions. The Deputy Principal III is responsible for managing operations in the institution to ensure service delivery. For one to be promoted to this title must have served as Deputy Principal IV or Senior Master III T-Scale 10 for a minimum period of three (3) years and obtained a satisfactory rating in the performance appraisal process.

 

10. Deputy Principal II T-Scale 12

This is a promotional position for Deputy Principals in Post Primary institutions. The Deputy Principal II is responsible for managing operations in the institution to ensure service delivery. He/she further supports the head of the institution in developing and implementing education plans, policies, programs, and curriculum activities.

For appointment to this title, one must have served as Deputy Principal III or Senior Master II T-Scale 11 for a minimum period of three (3) years and obtained a satisfactory rating in the performance appraisal process.

 

11. Deputy Principal I T-Scale 13

This is a promotional position for Deputy Principals in Post Primary institutions. The Deputy Principal I is responsible for managing operations in the institution to ensure service delivery. He/she further supports the head of the institution in developing and implementing education plans, policies, programs, and curriculum activities.

For one to be appointed to this must have served as Deputy Principal II or Senior Master I T-Scale 12 for a minimum
period of three (3) years; posses satisfactory rating in the performance appraisal process.

12. Senior Principal T-Scale 14

This is a promotional position for administrators in post-primary institutions. The Senior Principal is the lead educator and is responsible for the operational management of the institution. He/she is also responsible for the development and implementation of educational plans, policies, and programs of the institution.

For appointment to this position, one must have served as Principal/Deputy Principal I T-Scale 13 for a minimum period of three (3) years and be a holder of Masters Degree in a relevant area. He/She must have a satisfactory rating in the performance appraisal/ Contracting process.

 

13. Chief Principal T-Scale 15

This is a promotional position for administrators in post-primary institutions. The Chief Principal
is responsible for the overall management and administration of the institution. The Chief Principal is the lead educator and is responsible for the operational management of the institution. He/she is also responsible for the development and implementation of educational plans, policies, and programs of the institution.

For appointment to this position, one must have served as Senior Principal T-Scale 14 for a minimum period of three (3) years and be a holder of Masters Degree in a relevant area. He/She must have a satisfactory rating in the performance appraisal/contracting process.

TSC Guidelines For Recruitment Of Secondary School Teacher Interns, 2021-2022

Following the advertisement for the recruitment of teacher interns, Boards of Management of schools are required to conduct the selection exercise for the advertised vacancies in their respective institutions.

The Selection Panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics for Teachers. The Head of Institution is required to induct members of the Board of Management/Selection panel on the relevant areas of the TSC Act, the Code of Regulations for Teachers (CORT) and the relevant administrative procedures before the commencement of the exercise.

The TSC County Director MUST ensure that the recruitment process is done in strict adherence to the protocols by the Ministry of Health on containment of COVID- 19 pandemic.

All applicants must be registered teachers as per Section 23(1) of the Teachers Service Commission Act, 2012. Applicants who are not registered do not qualify to be recruited,

Applicants who apply for confirmation of results from KNEC should provide the address of the County Director where they made their application.

It will be the responsibility of the applicants to ensure that the results are received within 14 days after the verification of certificates by the County Directors.

Applicants whose names differ In the certificates and/or identity cards are required to provide a duly Affidavit explaining the variation in names or the sequence thereof.

Applicants who re-sat either KCPE or KCSE examinations (or their equivalent) MUST present certified copies of the certificate(s) of the national examination(s) in question for all attempts.

Applicants will be required to submit their applications to The Secretary, Teachers Service Commission through online platform www.teacheronline.tsc.go.ke for the county where a vacancy has been declared,

System generated Merit list will be sent to the County Directors. Upon receipt of the Merit List, the County Directors shall share with their respective Sub-County Directors and Heads of Institutions. Heads of Institutions shall use the Merit List to organize for the interviews in consultation with their respective Sub-County Directors.

DOCUMENTS TO PRESENT DURING INTERVIEWS
Upon invitation for an interview, applicants will be expected to appear with originals and clear copies of the following documents:

National Identification card;
National Council of Persons with Disability (NCPWD) Card (where applicable):
KCPE certificate or its equivalent {include certificates for attempts if one repeated exams):
KCSE certificates or it’s equivalent (include certificates for attempts if one
repeated exams);
Diploma/Degree certificate and official transcripts;
Certificate of Registration as a teacher;
Sworn Affidavit where names appearing on the submitted documents differ;
Primary and Secondary School leaving certificates and other relevant testimonials.
The date, venue and time of the interview should be displayed on Notice Boards at the County, Sub-Counties, Zonal and Institutional offices,

Heads of Institutions should communicate to all shortlisted applicants through SMS (Short Message Service) at least seven (7) days before the actual date of the interview.

This provision MUST be strictly observed to ensure that all applicants are notified of the date of the Interview, venue and time.

All applicants, regardless of gender, disability, ethnicity or Home County should be given equal opportunity. However, in case of a tie in the scores by the applicants, consideration will be given on the following in their order of priority:

Applicant (s) disability status, if any;
The Applicant’s performance/ grade in teaching practice;
Preference will be given to applicant/s who graduated earlier;
The academic and professional performance demonstrated through certificates

VERIFICATION AND AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND RELATED DOCUMENTS.

Applicants must present original and legible photocopies of the following documents:

National Identification cards;
National Council of Persons with Disability (NCPWD) Card (where applicable):
Certificate of Registration as a teacher;
KCPE (or it’s equivalent) Certificates (include certificates for attempts if one repeated exams);
KCSE (or it’s equivalent) Certificates (include certificates for attempts if one repeated exams);
Diploma/Degree Certificates and official transcripts;
Primary and Secondary Schools leaving certificates;
Sworn Affidavit commissioned by a Magistrate where names in the submitted documents differ;
A copy of Personal Insurance Certificate;
Certificate of good conduct/ waiting slip for a certificate of good conduct.
NB: = Provisional transcript(s) shall not be accepted.

The selection panel shall vet each applicant to verify that: –

He/she meets the requirements of the TSC advertisement;
Submitted original academic and professional certificates, as well as official transcripts, are authentic.
The proof of application for confirmation of results from KNEC has been availed where the certificates are missing. It will be the responsibility of the applicants to ensure that the results are received within 14 days after the verification of certificates.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with recruitment documents.
The Secretary, Board of Management shall certify photocopies of the original certificates and confirm to the Sub-County Director that they are true copies of the candidate’s original certificates.

Once the interview process is completed, the results will be communicated to applicants on the same day.

The successful applicant(s) will be issued with the TSC Internship Agreement for execution.

It is the responsibility of the TSC County Director to ensure that the:

Recruitment exercise Is fair and transparent:
The successful applicant(s) on the Merit list sign the Internship Agreement and are issued with Offer of Internship Letter.
The Secretary, Board of Management will ensure that successful applicant signs internship Agreement and is issued with the “Offer of Internship letter” by the TSC County Director to report on the stipulated date.

Entry Report (Casualty) MUST be submitted to the TSC Headquarters immediately the teacher intern reports for the internship.

The Internship Agreement together with other relevant documents should be submitted to the TSC County Director’s office by the TSC Sub-County Director.

The TSC County Director, upon verification and ensuring that all the requirements are met by the successful candidates shall issue the candidates with Offer of Internship Letters.

A copy of Offer of Internship letter together with other relevant

documents shall be submitted to the TSC Headquarters within the stipulated timelines.

WARNING: Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and considered for deregistration subject to a disciplinary process.

SELECTION PANEL FOR SECONDARY SCHOOLS
The Selection Panel for Secondary Schools with functional BOMs shall comprise of:

Subject Specialist – Member
TSC County Director’ Representative. Member

N/B: The TSC County Director shall ensure chat the Selection Panel is well sensitized to interview within the COVID-19 containment

SELECTION CRITERIA
The Secretary, Board of Management shall present 2 system-generated lists received from the County Director of all applicants to the selection panel.

The selection panel shall conduct interviews for those who meet the set criteria. The County Director should note any inconsistencies, make decisions based on the guidelines and advise the applicants /panel and the Commission accordingly.

Applicants shall present themselves in person to the selection panel. The Panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b).

An applicant with Special Needs, especially challenges relating to speech and/or hearing shall be allowed the company and support of a sign language Interpreter or an appropriate Assistant.

QUALIFICATIONS
Eligibility for Graduate Teacher Interns

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+
(plus) in each of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at “A’ Level. Besides, they must have:
A Bachelor of Education Degree with two (2) teaching subjects.
A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects.
Bachelor of Science with Education/Bachelor of Arts with Education with two teaching subjects.
Bachelor of Education holders with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects at KCSE and have undertaken a Diploma in Education or gone through the A-Level system in the relevant area(s) are eligible.
Bridging/Pre-university certificates for those who completed the course before December 31″ 2015 may be considered.
Eligibility for Diploma Teacher Interns

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its
equivalent with at least C+ (Plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at ‘“A’-Level. Also, they must have a Diploma in Education from a recognized Teacher Training Institution.
Diploma Teachers who graduated in 2008 or before with a Mean Grade of C (Plain) and C (Plain) in the two teaching subjects are eligible;
Hearing and Visually impaired teachers who enrolled for training with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects are eligible.
Eligibility for Technical Teacher Interns

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its

equivalent with at least C+ (Plus) (or Credit Pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at ‘A’-Level. Besides, they must have:

Bachelor of Education Technology (Bed TECH); OR
Bachelor of Science (BSc) in any relevant technical subject (s) /Course; or
A Higher Diploma in a technical course. Further, applicants under this category MUST possess a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University.;
A Diploma in a technical course,
Applicants with Economics/Commerce/Accounting can apply for Business Studies and those with Social Education and Ethics (SEE) for CRE/IRE vacancies.
Diploma Teacher Interns with English/other subjects qualify for engagement as English/Literature teacher interns.
All applicants must have studied at least two (2) teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer.
For these who did not study Business Studies and Computer, one should have attained a minimum of C+ (Plus) In Mathematics in CSE. For these who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE.
Graduate Teacher Interns should have studied a minimum of eight (8) course units in each teaching subject.
Applicants presenting enhancement certificate(s)/official transcripts in teaching subject(s) from a recognized institution(s) qualify for employment if they scored at least a C+ (Plus) in the enhanced subject at MCSE.
Applicants previously employed under contract and whose services were terminated due to inadequate units In teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.
Applicants applying for computer studies MUST have taken teaching methods course in the subject.
For applicants trained in Special Needs Education, Kenya Sign Language (KSL) or Braille will be considered as “teaching subjects”. Such will, for instance, include Biology/KSL and Geography/ Braille etc.
Applicants whose training is in subjects that are currently not in the curriculum does not qualify, irrespective of the Post Graduate Diploma in Education (PGDE) and/or enhanced qualification/s they may possess.
This category includes, but not limited to Bachelor of Science / Bachelor of Arts in; natural Resources, Meteorology, Forestry, Animal Husbandry, Horticulture, Farm Machinery, Fisheries, Anthropology, sociology, Theology/Divinity, Journalism etc.
MARKING SCHEMES FOR SECONDARY SCHOOL TEACHER INTERNS

AUTHENTICATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR
The TSC County Directors should:

Ensure that the recruitment documents consist of all the required attachments;
Scrutinize the recruitment documents to confirm that the applicant(s) recruited qualify for the internship as per these Recruitment Guidelines;
Ensure that all documents are duly signed as required; including the score sheets,
Minutes of the Selection Panels confirming that the candidate qualifies/merits to be engaged as an intern;
Receive and address the complaints received, liaise with the complainant and submit appropriate action taken and/or recommendations to the Commission Headquarters.
DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS
Upon conclusion of the Recruitment exercise at the County level, the County Director Is required to submit the following documents to the TSC Headquarters:

1. Duly executed Offer of Internship letter and the Internship Agreement, together with a copy of the acknowledgement of receipt of the application for an internship, certified copies of Certificate of Registration as a teacher, academic certificates, professional certificates and all official transcripts, identity card, NCPWD Card (where applicable), Affidavits (where applicable) and two passport size photographs in respect of successful candidate(s).

2. The County Director shall also submit the following documents in respect of every successful applicant:

Copy of teacher registration certificate;
Certified copy of a bank plate;
Duly completed pay point particulars form
Copy of KRA PIN certificate;
Copy of NHIF Card;
Certificate of good conduct/ Waiting slip for the certificate of good conduct;
A copy of Personal Insurance Certificate.
3. A list of all interviewed applicants in order of merit for the advertised vacancies.

4. A copy of the system generated list of all applicants clearly showing those who failed to attend the interview

5. List of applicants with special needs.

6. Duly signed Minutes of the relevant Board of Management Meeting;

7. Completed selection score guide duly signed;

8. Any relevant document or material used in the Recruitment exercise.

GRIEVANCE MANAGEMENT
An applicant dissatisfied with the objectivity or any irregular or illegal matter related to the manner the recruitment is undertaken should immediately submit a written complaint to the TSC County Director and send an email thereof to the TSC Headquarters through ddstaffingp@tsc.go.ke not later than seven (7) days after the selection exercise;

Upon receipt of the complaint, the TSC County Director should, within seven (7) days analyze and address the issue/s raised and thereafter respond to the complainant and submit a report to the Headquarters elaborating on the matter and indicating the action taken.

Where the complaint is made against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate remedial action.

TSC Internship 2021: Since the year 2020, the Teachers Service Commission, TSC has been recruiting teachers on an internship contract basis for a minimum period of 12 months annually to bridge the huge gaps in Kenya’s Education sector.

Teachers Service Commission (TSC) Chief Executive Officer (CEO) Nancy Macharia has said that the commission is ready to hire 5,000 teachers from 22 July 2021 following the advertisement issued earlier this month.

After the completion of the exercise, around 1995 intern teachers will also be recruited in the 2021/22 financial year. In a communication on Wednesday, CEO Nancy Macharia said the Treasury has allocated 2.5 billion to recruit teachers.

Internship slots in various schools of the republic will be released on September 15  and applicants will have to submit their application through tsc application portal https://hrmis.tsc.go.ke/ between September 15 and September 27, 2021.

 

TSC Internship 2021; Official Reporting Dates

Shortlisted teachers who will bag the Advertised TSC Internship posts will have to report at their respective schools in two months time following the digitization of TSC services  latest by October 2021.

“This is to reduce the burden of teachers in handling the increased enrollment. Eligible unemployed and registered teachers will look for advertisements for applications next month,” read his statement partially.

According to Nancy Macharia, she has trained over 100,000 teachers to prepare for CBC implementation in grade 5 in July. The Treasury allocated one billion shillings for CBC teacher training in the next fiscal year.

The Commission has allocated Sh2.5 billion for teacher recruitment to the Teachers Service Commission (TSC) in the year starting July, despite requesting 13.1 billion shillings.

The lack of funding means that the commission will not achieve its target of recruiting 25,000 teachers and 12,000 interns in the next financial year amid a huge shortage across the country.

Macharia said they have already trained 156,000 teachers in primary schools on CBC. The implementation of the Competence-Based Curriculum (CBC) suffered a setback after the National Fund allocated only 1 billion shillings and reduced the allocation to 18.7 billion shillings to the teacher’s employer.

A total of 202.8 billion shillings was set aside for the education sector’s recovery programs after the time lost since the COVID-19 outbreak in the country in March 2020.

Educational institutions were closed for nine months due to the outbreak. Treasury CS Ukur Yatani also said that 12 billion shillings would cover 62.2 billion rupees for free primary education, 2.5 billion shillings to recruit teachers, and free day-to-secondary education, including insurance for learners.

“Four billion shillings is for exam fee waiver for all class eight and 1 billion for four candidates and for the school meal program,” Yatani said.

TSC had proposed an allocation of Sh300.5 billion to finance its activities, including hiring more teachers to manage the increased student population under the government’s 100 percent transition from primary school.

We wish to remind teachers and the general public that TSC does not charge money to employ teachers. The Commission has not appointed anybody to collect money on its behalf through personal mobile phone money services or bank accounts.

We advise teachers and the general public to report any attempts at soliciting money to secure employment to phone numbers 0722208552 or 0777208552 or the nearest police station.

TSC charges money for registration of teachers and replacement of registration certificates and this is paid to official TSC Bank Accounts. The details of these charges and Bank Accounts are available on TSC website.
