Breaking News: Pain as more taxes await retirees and low-income earners in Kenya, by News Pro Media Team
The majority of the Kenyan workers may find themselves between a rock and a hard place if the Finance Bill 2020 under the Pay As You Earn section goes through.
According to KMPG analysis bonuses and overtime paid to low-income earners in Kenya may be subjected to taxation.
Income from retirement benefits is also likely to be affected if the bill goes through.
The Financial Bill 2020 proposes that the paragraph exempting taxation of bonuses, overtime, and retirement benefits be deleted.
This amendment aims at taxing the bonuses, overtime, and retirement benefits that had been exempted through the Finance Act 2016.
The bill proposes the expansion of PAYE bands by Tax laws to accommodate bonuses and overtime allowances paid to low-income employees.
Go Slow
KPMG has consequently called upon the government to go slow on executing the changes to cushion low-income employees in Kenya against the devastating effects of the coronavirus pandemic.
The Finance Bill was tabled before the National Assembly for debate on May 6, 2020. This is a new phenomenon since initially all financial bills would be introduced to the National Assembly after the reading of the National budget in June.
The change was propelled by recent court procedures preventing the Government from collecting taxes before relevant provisions are approved by the National Assembly.
TSC to fast track promotions for successful candidates who are currently attending TSC teachers’ promotional interviews 2021; Read the article below to get the latest updates on the ongoing TSC promotions 2021

The Teachers Service Commission has abated fear among teachers who are currently attending the 2021 TSC promotion interviews across the 48 selected centres after it’s announcement today.
Previously, the candidates could wait for an eternity before receiving their promotional letters.
However, there seems to be an obvious deviation from the norm as the commission via its social media platforms promised to fast track promotions for successful interviews this year.
TSC Promotion Letters 2021
This therefore implies that teachers who will emerge successful will receive their letters earlier and necessary changes to their payslips pertaining salaries and grades be effected sooner.
This is indeed good news given that TSC promotions are rare and most teachers have stagnated in their current job groups for over ten years.
The Commission also wished the candidates attending the interviews all the best and noted that the exercise is going on well.
Here is the full statement issued by the Teachers Service Commission (TSC) about the ongoing TSC Promotions for teachers in 2021

TSC Promotions 2021: Great news to teachers currently attending the 2021 TSC Promotion Interviews as TSC makes the above announcement

“All Teachers to Undergo Training” President Uhuru
President Uhuru Kenyatta has directed the Ministry of Education to work with the Teachers Service Commission (TSC) to ensure all teachers have acquired the necessary training on the Competency Based Curriculum (CBC).
Speaking during the launch of a “Taskforce on Enhancing Access, Relevance, Transition, Equity and Quality for Effective Curriculum Reforms Implementation” in Nairobi on Tuesday, Uhuru said the training would ensure effective implementation of CBC.
The President also directed the Ministry to establish a comprehensive Monitoring and Evaluation mechanism to facilitate tracking of the CBC implementation process.
“Given that the challenges of our times call us to respond using our education system, we can only succeed through designing and implementing a fit-for- purposes education system,” said the President.
He noted that the current 8-4-4 education system was rigid and denied learners avenues to explore their talents and creativity.
“It proved rigid and unforgiving to the learner who did not fit into its mould. A mould that placed inordinate emphasis on content as opposed to competency; raw knowledge as opposed to hands-on skills,” added the president.

TSC has trained a total of 339,743 teachers on CBC since April last, in an exercise that saw the sacking or suspension of more 200 tutors accused of inciting colleagues against attending the training.
FACTS YOU DID NOT KNOW ABOUT TSC INTERNSHIPS 2019
READ ALSO: INTERNSHIP APPLICATION REQUIREMENTS AND PROCEDURE
The Teachers Service Commission has advertised 10, 300 vacancies for interns who will be posted to serve in both public primary and secondary schools next month to plug acute shortage.
This is a commendable move towards the right direction since it will reduce the teacher-student ratio from the current 1:60 to around 1:40.

It is also well-timed since the government is promoting a 100 % transition of learners from primary to secondary schools.
However, before applying for the job, here are a few facts about internships.that you need to be aware of:
INTERNSHIP: QUICK FACTS
1. Teachers on internship are likely to serve anywhere in Kenya where their services will be required. However, they are free from the highly dreaded delocalization threat.
2. All graduates are advised to apply.
3. TSC has not clarified whether those who shall take up the intern positions will be given priority in mass permanent recruitment. The commission has just confirmed that those who will be on internship may get absorbed on permanent terms based on the availability of funds and their performance.
4. You do not have to serve as an intern. An internship is optional, therefore you have the option of applying or not.
5. The schools(as good practices dictate) should support the interns by providing accommodation and food where possible. This will go along way in motivating them to be effective given the meager pay (stipend)
6. Certificates will be offered to all interns. This is a plus for teachers especially those aspiring to be promoted for it is a kind gesture towards the Teachers Service Commission.
7. The payment of salaries for teachers on an internship is prompt. This is a better option compared to being employed on BOM terms where payment of salaries depends on the “principal’s mood.”
8. An internship is a long-term contract. Once the contract has been signed, it cannot be terminated. This means that the interns MUST serve in a given station for one year, period.
9. Interns will be paid Kshs 15, 000- secondary and Kshs 10, 000- primary. However, this is subject to statutory deductions.
9. 4,300 posts are available for primary school and 6, 000 for secondary schools.
WHO IS ELIGIBLE?
Those who wish to apply must meet the following requirements:
. Must be a Kenyan Citizen
. Must possess original academic and professional certificates
. Should be currently unemployed
. Should not be previously employed by the TSC on permanent terms
. Must be TSC registered
. Should be a holder of a P1 Certificate for those wishing to serve in public primary schools and a minimum of a Diploma for secondary schools
. Be ready to serve in any public school within Kenya where services are required
ESSENTIAL DOCUMENTS
. A valid certificate of Good Conduct.
. A National Identity Card or Passport
. A copy of KRA Pin Certificate
. TSC Registration Certificate
. Two colored passports
. Personal accident insurance cover.

Unlike in the past when teacher transfers were being handled at the TSC headquaters, the teachers’ employer, Teachers Service Commission (TSC), recently decentralized teacher transfers to the counties. This therefore means that teachers in need of a swap/swop can get transfer services at the respective county offices.

The Kenya National Examination Council (Knec) has blocked Board of Management (BOM) and private school teachers from 2025 exam and assessment invigilation.
Knec says the teachers will not be used despite being registered by the Teachers Service Commission (TSC).
Instead Knec has ordered only teachers employed by TSC to invigilate and supervise this years exams.
This it says is among a raft of measures it has taken to curb exam cheating this year.
Knec has also introduced a number of new changes that affect how the exams will be administered.
The Council has barred secondary school teachers from invigilating KCSE exams. Instead Knec has ordered primary school teachers to be used as invigilators.
Secondary school teachers will however be the ones to work as supervisors in the exams which start on 27th October.
Knec has also directed that primary school teachers not to be used as supervisors in the upcoming Grade 9 KJSEA.
The teachers will only be used as invigilators. Knec says these changes will address the issue of conflict of interest which is blamed for fueling exam irregularities.
“Supervisors and Invigilators should not be deployed to Centres that they have vested interest,” read the circular.
Knec also ordered that no supervisor or invigilator should be deployed in a school they have served in the last three years.
Teachers will be required to declare interest in the Examination Centre they are posted to through a declaration form to be issued by Knec.
Secondary school teachers are the ones who will also be used as supervisors in the 2025 KJSEA.
Primary school teachers will only supervise the Grade 6 KPSEA 2025 assessments.
Below is part of the Briefing Notes sent to TSC Sub County Directors by Knec to guide on 2025 exam administration.
❖ Identify, Vet and deploy invigilators to centers before the start of the examinations and assessments;
❖ Confirm that all invigilators deployed to administer and manage the assessment are registered and employed by the Teachers Service Commission;
❖ Maintain discipline of Centre Managers, supervisors and invigilators deployed to administer the national examinations;
❖ Monitor Centre Mangers ,supervisors and invigilators during conduct of the examinations and assessments in their respective Sub-County to ensure that they are conducted according to the KNEC rules and regulations;
❖ Verify Centre Manager, supervision and invigilation data before submission to KNEC.
Qualified, employed and registered with TSC
Have a CP2 account.
Not served in the same school for the last three years ( System is set this way).
Declare interest in the center.
Center managers must vet the deployed personnel
Every 200 = 1 supervisor, every 20 = 1 invigilator
KILEA / KPLEA- own learners.
Blind candidates- have an invigilator who can read braille
❖ Centres with both KJSEA and KPSEA candidates will be allocated one (1) supervisor to manage both assessments provided the total number of candidates ranges between thirty (30) and two hundred (200).
❖ Where the numbers go beyond 200, an additional supervisor shall be engaged. This will be reflected in the CP2 system which will be opened on 26th September 2025.
KCSE SUPERVISORS
❖Will rotate weekly.
❖Prepare a handing over report that includes the following;
NOTE:
❖ During KCSE Oral and Practical examination papers, only supervisors shall be required to be at the examination centres.
❖ Sub-counties that have a challenge with recruitment should write to si@knec.ac.ke indicating the reason and assistance will be provided.
❖ Nominated officers / teachers missing the briefing meeting and the rehearsal sessions.
❖ Over recruitment;
❖ Non-Deployment into the CP2 system;
❖ Deployment of teachers who are not keen on the task;
❖ Cases of collusion between some TSC officers, and centre mangers aimed at allocating supervisors and invigilators of their choice in order to facilitate cheating through manipulation with monetary incentives ;
❖ Ineffective rotation of the Supervisors;
❖ Transfer of other Field officers during the examination;
❖ Online filling Attendance registers
❖ Downloaded Signed and authenticated attendance registers.
❖ Verification shall be conducted on the CP2 system

Physics Paper three KNEC examiners KNEC examiners have joined their Business Paper-II counterparts in demanding for better payment rates for marking this year’s KCSE exams.
This comes barely two days after KNEC contracted examiners tasked with the marking of Business Paper-II downed their tools at Machakos Girls High School demanding for better payment rates.
KNEC’S NEW REVISED PAYMENT RATES FOR KCSE EXAMINERS (2019)
Physics Paper III examiners downed their tools a few hours after KNEC, pushed to the edge, revised payment rates per script upwards for all KCSE papers.
NEW KNEC EXAMINERS’ DEMANDS
KNEC examiners now are demanding for a basic pay of Kshs 10, 000 and a coordination fee of Kshs 500 per day up from the current Kshs 150.
The Physics Paper Three examiners who have hardly marked any script since 2.00 P.M. also want the Examination Council to revise the payment rates from Kshs 50 to 80 per script.
This comes even after KNEC attempted to avert a looming crisis by revising the payment rate for the afore-mentioned paper from Kshs 46 to Kshs 50 per script today.
LENGTH OF PAPER
According to the examiners, Physics paper three is one of the longest papers to mark.
To complete the marking of one script, an examiner needs two and a half hours to complete since every candidate has got his or her marking scheme.
This is very true since the examiner has to calculate and mark based on the candidate’s readings or values.

The Teachers Service Commission (TSC) on Tuesday, March 22 announced the mass recruitment of teachers to counter the shortage of instructors in Kenya’s North-Eastern region.
Speaking in Mombasa, TSC Chief Executive Officer (CEO) Nancy Macharia explained that the government gave the green light for the enrolment process following the mass exodus of non-local teachers from the region.
Macharia added that the teacher’s employer will be working with locals and leaders to sign up and train teachers from the region. However, she clarified that hiring was open to professionals from all regions.

“It is true, non-local staff do not prefer working in North Eastern due to security-related issues. We are, therefore, working with area leaders to sign up teachers originating in the region as well as in other regions,” she noted.
Reiterating support from President Uhuru Kenyatta’s government, she noted that funds had been allocated for the process which will run throughout the year.
“Unlike in the norm where we would recruit teachers after the commission receives funding, this recruitment will go on through the year,” Macharia declared.
The TSC boss encouraged teachers from across the country to apply for the job opportunities. through the office of the commission’s county directors. She further waived qualifications, allowing retirees to sign up.

“Even those who had retired from the profession at 60 years of age but are yet to clock 65 years can apply for the jobs. We expect that this will help fill in the gaps,” Macharia stated.
On February 25, leaders and education stakeholders in the region asked the government to intervene and proposed that the entry grade for those who wish to train as teachers to be lowered to D minus.
They further called for the government to beef up security in the region and protect teachers and students too.
Since 2021, teachers have been fled the North-Eastern region in their numbers following what they claimed were targeted attacks on non-locals by a militia group in the region.
The attacks, coupled with ambushes by the Al Shabaab militant group saw nearly 40,000 teachers abandon their professions, leaving the majority of the institutions understaffed. This led to the subsequent closure of a number of school
TSC SALARY INCREMENTS FOR TUTORS IN JULY 2020; A COMPLETE GUIDE TO ALL TSC GRADES/ JOB GROUPS SET FOR THE JULY 2020 SALARY RISE
The Teachers Service Commission, TSC is set to implement the last phase (four) of the July 2020-2021 Central Bargaining Agreement, CBA starting July 2020.
However, not all tutors should nurse their dreams of fatter pay slips come July since some especially those in lower grades are not included in the list of beneficiaries.
The majority of those tutors who will miss out on the July 2020 pay rise had their CBA implemented in the first two phases only (July 2017 and July 2018).
Approximately 100, 000 teachers who fall in TSC lower grades will get promoted under the new 2020/2021 TSC budget. Some of these teachers include diploma holders in secondary schools and primary school teachers who have taught for over three years in Grade B5.
Teachers in Grade B5 currently earn Kshs 24, 476. By July 1, 2020, these tutors will pocket higher salaries – Kshs 30, 595 since they will be promoted to Grade C1.
PROMOTIONS FOR THE HIGH AND MIGHTY
Despite receiving higher salary increments in the last three phases, Chief Principals who fall in the highest TSC Grade in T-Scale 15 will still reap big from the July 2020 pay rise.
This grade encompasses principals of national and extra county schools with over 1, 000 students.
These principals currently earn Kshs 121, 814-Kshs 157, 656 a month.
After the July 2020 pay rise, these teachers will earn between Kshs 131, 380, and Kshs 157, 656 per month.
Senior principals in charge of County schools with over 540 students will also reap big since they expect a salary increment of between Kshs 3, 721, and Kshs 8, 993 per month.
These heads currently earn a monthly wage of between Kshs 109, 249, and Kshs 118, 169.
In the upcoming phase, they will earn a monthly salary of between Kshs 118, 242, and 121, 890 per month effective end of July 2020.
Principals in T-Scale 13 who are in charge of sub-county and day secondary schools will also get an increment of Kshs 10, 794 per month for the lowest- paid in this category while the highest-paid will get a salary increase of Kshs 1, 837.
All teachers in this grade will earn an equalized monthly salary of Kshs 104, 644.

It’s now official: Dr. Nancy Njeri Macharia has gracefully stepped away from her prestigious position in the Upper Hill office today.
Her departure signifies the conclusion of a remarkable decade at the forefront of East and Central Africa’s premier employer, the Teachers Service Commission (TSC). As she embarks on her terminal leave, she will soon pass the torch to her successor, who will be chosen from the current recruitment process still in its application phase.
During a modest farewell ceremony attended by the leadership of the Kenya National Union of Teachers (KNUT), Dr. Macharia expressed her heartfelt gratitude to all the stakeholders for their collaboration and support throughout her tenure with the commission.
TSC Effects Increase In Maternity, Paternity Leave, Pre-adoptive Days For Teachers
The Teachers Service Commission (TSC) has effected the increase of maternity and paternity leave for teachers, in line with the 2021 to 2025 Collective Bargaining Agreement (CBA) which was signed by Teachers’ unions and their employer in July 2021.
Female teachers are now eligible to fully paid four months maternity leave, in an enhanced package announced by their employer the Teachers Service Commission (TSC).
Teachers get best maternity deal among civil servants
IN SUMMARY
Female teachers are now eligible to fully paid four months maternity leave, in an enhanced package announced by their employer the Teachers Service Commission (TSC).
The enhanced package is in partial fulfilment of the 2021-2025 Collective Bargaining Agreement (CBA).
The teachers were initially entitled to 90 days maternity leave that was exclusive of annual leave, and had to be applied for a month in advance.

Teachers who adopt children will now enjoy a 45-day paid leave after the Teachers Service Commission (TSC) announced a new enhanced package that will make tutors have one of the best maternity packages in the civil service.
The package is in partial fulfilment of the 2021-2025 Collective Bargaining Agreement (CBA) and is slightly longer than the one-month paid leave enjoyed by other State officers who opt to become adoptive parents.
“A teacher is eligible to a pre-adoptive leave of 45 calendar days with full pay from the date of adoption,” said TSC chief executive Nancy Macharia in a circular to teachers.
Female teachers are now eligible to fully paid four months maternity leave exclusive of annual leave, following the announcement.
Paternity leave for male teachers has been increased to 21 calendar days from the 10 days that have been the norm.
This comes barely a year after President Uhuru Kenyatta assented to the Employment (Amendment) Bill of 2019.
The law introduced paid leave days for adoptive parents.
The changes, however, exclude parents of children born through surrogacy after Mr Kenyatta declined the provision on grounds that Kenya lacks a substantive legal and regulatory framework to protect all parties within the surrogacy arrangement.
Kenya’s law allows a fully paid, two-week paternity break for fathers and a three-month maternity leave for those who nurse their own pregnancies.
In its 2019- 2023 Strategic Plan, the Commission identified Reforms and Innovation in the provisIon of teaching services as its strategic focus area aimed at improving service delivery to its employees and stakeholders.
In this regard, the Commission has successfully migrated services related to leave application for teachers to an online platform.
The Human Resource Management Information System (HRMIS) Leave Module for Teachers was effected from 1″ November, 2021 and Subsequently the leave application process has been exeCuted seamlessly.
The Code of Regulation for Teachers (2015) read together with the Collective Bargaining Agreement (2021-2025) have specific provisions for Maternity, Paternity and Pre-adoptive Leave. In line with the said provisions all teachers are eligible for only one leave at a time.
The purpose of this Circular is to inform you of the following changes in leave policy which came into effect from 1″ July, 2021.
Maternity Leave
Female employees shall be entitled to one hundred and twenty (120) calendar days with full pay with effect from the date of delivery and the teacher shall not forfeit annual leave on account of having taken maternity leave.
Paternity Leave
A male teacher will be eligible for paternity leave of twenty one (21) calendar days with full pay once a year within the duration of the spouses maternity leave.
Pre-Adoptive Leave
A teacher is eligible for a pre-adoptive leave of forty-five (45) calendar days with full pay from the date of adoption.
Here is the breakdown of the new TSC salaries and grading system for teachers in 2022.
The current TSC grading system of teachers paved the way for the scrapping of some job groups and amalgamation of others.
For instance, grade P1, which was under Job Group G, was scraped off and replaced by Grade B5. The grade was designated as the new entry grade for all tutors at the primary school level.
The following grades were also restructured and re-named as follows:
Apart from job groups J to N, there was another rank that belonged to the higher band which was designated as P, Q and R. These three were later restructured to:
The Kenyan National Union of Teachers also requested for additional job groups- S and T, which the commission granted.
Under the new grading, the two categories were named D4 and D5, respectively.
All chief principals currently fall under category D5 of the new TSC grading system.
Through a Circular released by TSC, some clarifications have been made that will end the speculations about the July 2020 pay rise for teachers.
TSC PROMOTIONS 2020/2021
Teachers who have stagnated in the same job group for more than 3 years will henceforth be upgraded to the next grade according to the TSC policy under the schemes of service or career progression guidelines, CPGs. Hence, all teachers eligible for promotion will be promoted as per the existing POLICIES guiding TSC teacher promotions.
TSC stated categorically that at no point has the Commission stated that Knut members will not be promoted.
TSC-KNUT SCHEMES OF SERVICE
Instead, the Commission said that they will be promoted based on the following Schemes Of Service:
Available vacancies in the next job group.
Upon completion of the Teacher Proficiency Course.
Teachers in grade C3, formally L cannot be upgraded to M since M is recognized only under Career Progression Guidelines, CPGs, and teachers in this job group are subjected to an interview.
Meanwhile, all tutors in grade B5 will be automatically get upgraded to C1, joining C1 at the next Salary band.
This is because CPG made B5 to C1 a common cadre promotion for P1 teachers without subjecting them to Teacher Proficiency just like J to K and K to L(C1 to C2 and C2 to C3) respectively.
TSC SALARY INCREMENTS
Teachers in job group B5(H) will get a salary increment from Kshs 24,000-27,000 per month.
Those in C1(J) will have their new salary ranging between Kshs 28,000 to 35,000 per month while those in C2(K) will have a salary increment between 34,000-43,000.
The majority of teachers currently fall in grade C3(L) and their salaries will now range between Kshs 42,000-53,000 while in C4(M) new salary will be 52,000-62,000.
Teachers in grade C5(N) will have a salary range between Kshs 62,000-77,000 a month whereas those in grade D1(P) will now earn between Kshs 76,000-93,000.
NO PAY RISE
Some tutors will however have to go home empty-handed since their increment was implemented during the first two phases of CBA implementation only.
Secondary school tutors in grade C2, formerly known as job group K with a Bachelor’s Degree in Education or its equivalent, will not be receiving any pay rise during this 3rd phase.
It means that the TSC job group K salary scale will remain at a minimum of Ksh. 34, 955, and a maximum of Ksh. 43, 694.
Similarly, some secondary school teachers’ salaries in Kenya will not be affected as they belong to the non-increment group for the third phase. The other categories of trainers whose salary increment was only scheduled for the 1st and 2nd phase are:
P1 teachers without the new Diploma in Primary Teacher Education, DPTE
Jobless P1 teachers received some good news after it was announced by the Teachers Service Commission that they will be hired despite the policy change. There are over 300,000 teachers who are holding the P1 teaching certificate which has now been termed as obsolete. They will now be prioritized in future employment.
This is good news to the teachers because they will now not have to go the hard way of retraining. The Teachers Service Commission had said that teachers need to do a retraining programme in order to upgrade to the new nine month Diploma in Primary Teacher Education. This was aimed at making the teachers to have the current requirements that are needed before employment.
The teachers can now smile after the directive that was issued by Nancy Macharia. This has now reduced the fears that they will not be employed. They should therefore welcome this move and thank the commission for considering their employment.

Just like any other government body, the Teachers Service Commission has got an estimation of its expenditure and income for a period of one year technically referred to as a budget.
Since the Commission draws its cash for operational costs from the exchequer, the Treasury has an upper role in determining how much the Teachers Service Commission bags in form of the annual budgetary allocation every June- the start of a new financial year.
The Commission thereafter has to work with the amount it has been allocated to ensure effective operations within all the departments.
If the Commission needs more money let us say for teachers’ promotions or annual increment, it has to be budgeted for in advance through formal channels such as the select parliamentary Education Committee.
This month of June marks the end of 2020/21 financial year.
In preparation for the next financial year, the government led by finance minister Ukur Yatani presented and read the budget today and allocations for each ministry.
According to what was allocated to education ministry, it seems that other sectors will gain while others will lose hence will be forced to scale down their expenses.
The greatest beneficiary will be early learning and basic education that was allocated 104.0billion from 99.4 billion that was equated to addition of 5%,and teachers employer TSC that was allocated 281.7b from previous 274.0b translating to 3% increase. The government has further given to 12b to free primary education, 1b for the new CBC curriculum and 2.5 b making them main gainers of the next financial year budget.
On the other hand ,university education will be the loser in the coming year as it has got budget cuts amounting to 9% after receiving a lower budget down from 109.3 to 100.0% .
Therefore though we have this gaps in the education sector, it also means that the gainers need to spend wisely as the losers need to sit and cut their expenses so that all their needs will be met.
TSC Recruitment 2021/2022
Having received the lion’s share of the 500 billion allocated for the education sector, part of the 280 billion set aside for the Teachers Service Commission will be used to cater for recurrent expenditure which encompass teachers’ monthly salaries and replacement of teachers who exit service through natural attrition or retirement.
On this year’s new recruitment of teachers by the Teachers Service Commission, TSC; the Treasury has allocated a total of 2.5 billion for the employment of more than 5, 000 teachers to ensure a smooth roll out if the new Competency-based curriculum.
TSC Teachers’ Annual Increment 2021/2022
Now that the budget has been made public, teachers employed by the Commission on permanent and pensionable terms especially classroom teachers without administrative roles are hoping for an annual increment having received a raw deal in the previous Collective Bargaining Agreement, CBA.
Teachers’ unions have raised eyebrows on the slow manner in which the TSC is handling the issue of the new Collective Bargaining Agreement, CBA 2021-2025 which from the look of things will favour classroom teachers.
