Latest TSC Pay rise for Teachers; TSC News

TSC News: Latest TSC payrise for teachers 
The Teachers Service Commission, TSC effects salary increments for teachers especially those working on permanent and pensionable terms from time to time to help them cope with the rising cost of living in Kenya.

The pay rise for teachers must be agreed on by all the interested parties including teachers’ unions.

The latest TSC pay rise  for teachers was effected in the financial year 2020/2021.

They were pegged on the latest collective bargaining agreement, CBA whose last phase was implemented in July 2020.

Unfortunately, the Commission omitted the names of over 8,000 teachers during the implementation of the fourth and final phase of the 2017-2021 CBA.

TSC Awards Payrise to more than 8, 000 Teachers

The good news is that the Teachers Service Commission (TSC) has now awarded a salary increment to more than 8,000 teachers who missed out on the  salary increase effected in the fourth and final phase of the Collective Bargaining Agreement (CBA) and the common cadre promotions in line with Career Progression Guidelines, CPGs.

Sources contacted by our media team indicate that TSC has finally honored the salary rise for the affectedcteachers who deserved but missed out on their rightful dues then.

This issue had taken a toll on the affected teachers who felt unappreciated despite serving the Commission faithfully.

KNUT TEACHERS ALSO RECEIVE TSC PAYRISE

The payrise has affected both school administrators who had missed on the fourth and final phase of the CBA due to Knut membership as well as classroom teachers who also missed the automatic July promotions as per the Career Progression Guidelines (CPG) due to Knut membership and interdictions.

The good news follows a decision by the Teachers Service Commission to reconsider teachers who left Knut on the T-pay system and those who were reinstated after interdiction.

Others who have been promoted are teachers in grades C1 and C2, diploma and degree holders, respectively, under the Common cadre establishment.

According to TSC records, there are 15,140 teachers at Grade C1 while 43,557 tutors are at Grade C2. Though their names missed from the July 1st 2020 payroll, the effective date the fourth and final phase was implemented, which runs to June 30th 2021, the teachers have received their benefits.

In an Internal Memo by Acting Director, Integrated Payroll and Personnel Data (IPPD), J.W. Ndege, the first group was 5,900 teachers who self-exited on the T-pay system through the Third Party self-care portal.

“Teachers in CBA 2 are migrated monthly after they self-exit on T-pay system through the Third Party self-care portal,” Ndege had stated in the memo.

In the memo dated August 6th 2020 and sent to all Digit Heads, under the Human Resource Management, Ndege said that arrears accrued from July 1st 2019 are paid in the following month after migration from CBA 2 to CBA 3 or 4. Titled ‘Emerging issues, in the implementation of CBA phase 4 Ref No TSC/IPPD/HRM&D/OM/VOL.II/111, she stated that for records that have been edited within the month of migration, the teachers are just converted but not paid arrears.

“Accordingly, attached is a list of 5,900 records of teachers migrated from CBA 2 but have not been paid arrears because the record was edited in the month of migration,” she said.

For example, a teacher in grade C5 at CBAA2 earning a monthly salary of Sh40,849 and who migrated to CBA 3 have received Sh51,632, and this will increase to Sh62,272 on the lower side and Sh64,631 on the higher side in CBA 4.

The second group which have been promoted is 1,932 teachers interdicted, and in grade B5T Scale 5 designated as Primary Teacher II who have now moved to grade C1 T Scale 6. They are now designated as Secondary Teacher III/Secondary Teacher III-UT Certificate/Lecturer III/Primary Teacher I.

Ndege had stated that teachers who had served for three years and above on grade B5 qualified to be upgraded to grade C1 from July 1st 2020 and adopted July as their incremental month.However, Knut teachers under Schemes of Service (CBA) were not upgraded to grade C1.

“Similarly, teachers who qualified for upgrading but had previous discipline cases were not upgraded. These cases should be upgraded using personal files, to determine the effective date of upgrading upon completion of two years after reporting from interdiction,” she stated.

According to the Code of Regulation for Teachers (2015), the Commission may refuse to consider a teacher for promotion if the teacher has not completed two years from the date he or she was found guilty following disciplinary action.

During the period of interdiction, a teacher receives a half monthly salary, is not promoted and misses other privileges. The lowest-paid teacher in this grade has seen a salary increase from Sh21,756 to Sh27,195 per month while the highest a salary increase from Sh27,195 to Sh33,994.

Teachers in grade C1 and C2 who are diploma and degree holders respectively must fulfil requirements as stipulated in the Teachers Career Guidelines to be promoted under the common cadre.

Under the common cadre, a teacher is automatically promoted after servingfor three years and above, rather than being subjected to intervieWS. Others considered are those who might possess an added advantage, based on school performance or teachers’ track record or acquisition of higher qualification.

Teachers in C1 are designated as Secondary Teacher Il-UT certificate, Secondary Teacher II, Lecturer Il and Primary Teacher I. Those in C2 are designated as Secondary Teacher I-UT graduate, Secondary Teacher I1, Secondary Teacher I1-Technical certificate, SNE Teacher I- Primary, Lecturer II and Senior Teacher II.

2018 data indicated that there are 43,557 teachers in grade C2 and 15,140 in grade C1. The lowest-paid teacher in grade C1 takes home Sh27,195 while the highest pockets Sh33,994 per month. Once promoted to Cc2, the lowest-paid teacher in this grade takes home Sh34,955 while the highest pocket Sh43,694 per month.

Those who were in grade C2 and promoted to grade C3 have now monthly income increase to Sh43,154 for the lowest and Sh53,943 for the highest.

The Teachers Service Commission, TSC has dealt good news for qualified TSC registered teachers eyeing the 6,000 vacancies declared this Year.

This follows the allocation of sufficient funds for the recruitment of at least 6, 000 teacher interns to ease the ballooning work load especially in secondary school ushered in by the roll out of the 100 per cent transition policy.

Successfully employed teacher interns are expected to report to their new stations of work early January 2022.

Having received the lion’s share of the 2021-2022 budgetary allocation amounting to 281.7 million, the Commission plans to complete the chain of activities slated for the 2021/2022 financial year.

Recently, the Commission announced 21 internship slots for five professional areas that encompass information and communication technology, ICT, records management, human resource management and development, finance and accounting and legal.

The internship duration lasts 12 months with the Commission promising a monthly stipend of twenty five thousand the positions being purely non-remunerative.

TSC Internship Salary Breakdown and Payslips Online

Since the 6000 TSC Internship opportunities are also purely non-remunerative, intern teachers should look forward to a maximum of Kshs 20,000 per month for those posted to secondary schools and Kshs 15,000 per month for those in primary schools.

Conditions for Download of TSC Payslips Online

Not everyone can access the T-pay Portal and download their payslip.

This is a rigorous process that requires the input of the intern teachers’ immediate supervisor and other senior TSC officials such as the sub county director and the TSC human resource officer stationed at the TSC county office in every county.

The human resource officer must first receive an endorsed form counter sign it before adding an intern teacher to the TSC T-pay Portal.

The good news however is that the Commission has migrated all the services and centralized them online at the Teachers’ online portal.

TSC Internship Recruitment Official Reporting Dates for December 2021 Cycle

Since most TSC Internship Recruitment procedures are done online save for interviews that require face to face interaction between the Selection panel and the interviewees, intern teachers report to their new work stations barely two months following successful posting.

Intern teachers are therefore expected to report within one month after successful recruitment. It is therefore projected that if things work out, intern teachers shall report to work within January 2022.

The Teachers Service Commission provides a window for career growth for teachers working under permanent and pensionable terms.

However, not all teacher promotions at the Teachers Service Commission are automatic.

The promotion of teachers by the commission depends on the existing schemes of service.

TSC promotions are subject to available vacancies and availability of funds.

Some of the criteria used by the commission to promote teachers from one grade to the next include:

  1. Merit and ability reflected in teacher’s work, performance and results
  2. Seniority and experience of the teacher in question
  3. Existence of vacancies
  4. Academic and professional qualifications
  5. Any other criteria that the Commission deems fit for teacher promotions
  6. The validity of the teacher’s teaching certificate
  7. Teacher’s performance of duty
  8. Length of stay by the teacher in a given grade
  9. The overall score attained by the teacher during interviews (competitive selection)

 

Application and consideration for TSC Promotions

How to apply for TSC promotions, the latest guidelines

TSC promotions are based on highly competitive terms.

To start with, teachers seeking TSC promotions should tender their interest: filling Form G (as set out Twenty-First Schedule) or Form H (as SET OUT IN THE Twenty-Second Schedule)

The commission shall then produce a list of candidates liable for TSC interviews.

Once the interviews have been conducted, successful applicants shall be informed and receive a letter showing their promotion to the next grade.

The next step is taking up a Teacher Proficiency Course administered by the Commission for that purpose.

Use of Appraisal report for promotion

When promoting teachers, the Commission shall take into account appraisal reports submitted under Regulation 52.

Denial of TSC Promotions, why and when

The Teachers Service Commission may refuse to consider a teacher for promotion if s/he has not completed two years since the teacher was found guilty following disciplinary action, one year from the date the teacher was issued with an administrative warning.

Promotion of teachers on re-employment (when)

To be promoted, a teacher re-employed by the TSC must complete at least three years of continuous service.

Promotion of teachers on study leave or secondment, is it possible?

The commission can promote teachers on secondment or paid study leave upon successful interview as set out in the Schemes of service.

The effective date for the promotion of a teacher who receives promotion while on paid study leave or secondment is usually determined by the Commission.

 

Consideration for TSC Promotions

Except for special cases, consideration for promotion is based on the teacher’s willingness to take up the post and the existence of a vacancy within the establishment.

Lapse or expiry of TSC Promotion offer

A TSC Promotion offer is valid for only thirty days.  Therefore if the promoted teacher does not take up the position that he or she has been offered by the Commission, his or her promotion shall be declared null and void.

This condition however does not apply for teachers on paid study leave or secondment.

Latest updates on the 2021  TSC teachers’ salary rise hitting our newsroom indicate that the TSC head office in Nairobi is a beehive of activities  geared towards a possible salary increment for teachers in July 2021.

According to the Commission’s Chief Executive Officer Dr. Nancy Macharia, TSC is in its final stages of CBA consultation with the Salaries and Remuneration Commission (SRC).

In a letter dated 8th of February 2021 addressed to the Kenya National Union of Teachers (KNUT), Secretary-General Mr. Wilson Sossion, TSC boss  urged the union to stop hawking propaganda bordering on teachers’ salaries 2021 since it is trying to finalize CBA talks with SRC.

New Proposed Salary Increment for TSC employed Teachers starting July 1, 2021

The new CBA is to take effect from July 2021 with the Teachers Service Commission (TSC) proposing a minimum of 16 per cent increment in teacher’s basic salary.

SRC promised to address the stagnation of teachers at job group L (C3) for nearly 20 years with diploma holders being the most affected.

New CBA to address glaring disparities in TSC Teachers pay

“Disparities in pay for workers with similar qualifications, skills, and incomparable occupations, contradict the principles of equal pay for work of equal value,” stated SRC.

Teachers in Grade B5 to Grade C3 will get a salary increment of 32 per cent pay in the proposed CBA. A possible increment of up to 20 per cent leave allowances, commuter and house allowances could also be seen.

This possibly means that Senior and Chief Principals will earn between Ksh.131,380 and Ksh.157, 656. Deputy principals in job Group D1 to D3 will get a salary between Kshs 77,840 and Ksh.125, 573.

KNUT rejects New Salary Packages for TSC Teachers in the New 2021-2025 CBA

But the teachers unions KUPPET and KNUT had rejected the CBA recommendations by the teachers’ employer. In 2020, the union submitted a new CBA to TSC which KNUT demanded a pay rise of between 120 – 200 per cent as KUPPET sought a 30 to 70 per cent pay rise.

KNUT’s Response to TSC On New Salaries for Teachers Starting July 1, 2021

The Kenya National Union of Teachers (KNUT) has replied to the commission telling it to speed the CBA negotiations for teachers to enjoy the pay rise in July this year.

KNUT SG Sossion has addressed TSC through a letter requesting meaningful discussions on the CBA that affect its members.

 

“We are looking forward to commencing meaningful, valuable and productive negotiations for the next CBA as per this letter within an acceptable time frame that shall ensure teachers benefit with new salaries from the C8A so that they can deliver quality teaching to all our children in all our public schools,” Sossion said in a letter.

NEGOTIATIONS ON THE 2021-2025 COLLECTIVE BARGAINING AGREEMENT BETWEEN THE TEACHERS SERVICE COMMISSION (T_C) AND KENYA NATIONAL UNION OF TEACHERS (KNUT)

We are in receipt of your Ref. No. TSC/LS/CF/KNUT/45A/VOL.9/55 dated 8th February 2021 (copy attached) acknowledging our Ref. No. KNUT/TSC/60/1/2020 dated 27/01 /2021.

Note that we had already registered a Trade Dispute with the Cabinet Secretary – Ministry of Labour with respect to the above matter when you failed to reply on time.

By the dint of the last paragraph of your letter which I quote “The Commission is in the process of concluding internal consultations with SRC as per the law to pave way for the negotiations” end of quote, we hereby retract our letter Ref. Trained and registered teachers in Kenya can’t help express their joy outrightly following the latest update from their employer, the Teachers Service Commission, TSC.

This is after TSC CEO Dr. Nancy Macharia announced the exit of 8000 teachers from service having attained the mandatory retirement age, 60.

The 8000 teachers will retire in December leaving glaring gaps that will have to be filled quickly.

According to Nancy Macharia, the Commission will fast track the process of replacing the 8000 teachers to ensure that things run smoothly within the education sector.

Consequently, the Commission has requested for funds to enable it conduct replacement Interviews for qualified teachers who will fill the gap within a month.

The Commission now wants the government to release Kshs 4 billion to facilitate the exercise.

Is TSC a Fair Employer

Much as this sounds like sweet music to the majority of unemployed teachers, there is a black spot in the process of recruiting teachers that has been the talk of the Town in the past few weeks.

When the Teachers Service Commission announced the recruitment of over 11000 teachers in September 2020, the recruitment guidelines we’re very clear.

Every qualified teacher was free to apply for the teaching slots. Interested applicants tendered their requests in anticipation for invitations to attend recruitment Interviews that were conducted in October 2020.

Most of the Interviewees who were already working as interns had raised their hope that they will bag the available slots after TSC awarded them a whooping 10 marks.

However, there arose claims that dampened their spirits.

In some areas like Suba and Migori, the staffing officers made it clear that the available slots were a special preserve of sons and daughters of the soil.

Those who hail from the aforementioned regions were given special treatment aimed at ensuring that they got the jobs.

In other areas, Interviewees from foreign lands were alienated and never invited to attend the recruitment Interviews.

Complaints arose from various quarters bordering the manner in which the interviews we’re conducted.

There was no fairness as stipulated in the TSC Code of conduct.

Our question is very simple, has the Commission addressed those issues before announcing the 8000 slots?

TSC Interviews have been fair in the past but with the rising demand for TSC teaching jobs after many youth lost their jobs in other sectors due to the pandemic, corruption is likely to find its way in.

Teachers will not however buy this crap since it is only through education that we can change the society.

If we allow a few corrupt individuals to publicly discriminate against professionals who have toiled and worked their way up using the right means, then there will be no value in hard work.

Besides, it is only through education that the gap between the rich and the poor can be bridged.

If we create disparity in the education sector, then there will be no safe haven for the have-nots, who opt for courses such as Education that will give them a direct ticket out of the lower cadres into which they were born.

Here is a quick breakdown of how much the Teachers Service Commission, TSC pays high school teachers in Kenya to help you plan yourself accordingly during these harsh economic times.

A graduate who secures job with Teachers Service Commission in Kenya falls under job group K which is currently referred to as grade C2 designated as Secondary Teacher II.

 

According to TSC appointment letter, the newly employed teacher remains on probation for a period of not less than six (6) months. In some cases the probation period may be extended if the teacher’s performance is unsatisfactory.

After three years of service, the teacher is automatically promoted to job group L currently known as grade C3.

 

Although minimum requirements for one to teach in secondary school is diploma, majority of secondary school tutors are university graduates.

Under job group K(grade C2), the teacher enjoys rental house allowance and commuter allowance of Kshs 7,500 and Kshs 5,000 respectively.

After all deductions have been effected, the newly employed graduate teacher takes home Kshs 38,000. Remember that this amount does not apply to those who are being deducted HELB Loan.

Here is a Breakdown of a newly employed graduate teacher in a secondary school.

It is important to note that there are several deductions subjected to salary of a newly employed teacher. They include;

Widows and Children’s Pension Scheme (WCPS) which is about Kshs. 699.10.

University Loan Recovery about Kshs. 5000. Note that this is only affecting those teachers who benefitted from HELB.
Union Contribution; could be Kenya Union of Post Primary Education Teachers(KUPPET), Kenya National Union of Teachers(KNUT) or Kenya Women Teachers Association(KEWOTA).
Pay As You Earn (PAYE).
Other deductions could be be either sacco savings or loan repayment if the teacher is servicing a loan.

The good news is that the above figure is for teachers posted to work in other areas. Teachers posted to work in former municipalities and other major towns and cities always earn better salaries since the Commission takes into account the high cost of living in such areas.

The salary disparity is occasioned by the difference in house allowance and commuter allowance to enable the teachers catch up with the rhythm of the city life.

After serving for at least three years, these teachers get an automatic pay rise following their promotion to grade C4 former job group L.

The promotion comes with a bag of goodies amounting to approximately Kshs 8, 000 more per month after deductions such as PAYE.

The Teachers Service Commission, TSC, signed a Collective Bargaining Agreement (CBA) with Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KusNET) on 13th July 2021.

Consequently, the CBAs were registered by the Employment and Labour Relations Court on 27th August, 2021 as required under Section 60 of the Labour Relations Act.

Application
The CBA shall apply to all teachers in service as at 1st July, 2021 .

Implementation Period

The implementation period of the CBA will commence from 1st July, 2021 to 30th June, 2025.

Promotions

Transfers of teachers shall be done in compliance to Pan V of the CORT together with the obtaining polices of the Commission.

However, to achieve the family values enshrined in the Constitution, the Commission shall consider transfer requests for married couples to appropriate stations/locations subject to availability of vacancies, the need for suitable replacement, existing staffing norms and proof of marriage among other factors.

Leaves
Application for different categories of leave shall be considered and approved strictly in accordance with Part X of the CORT. However, the Commission shall grant:

Maternity Leave of One hundred and twenty ( 120) Calendar days with full pay with effect from date of delivery.
Pre-adoptive Leave of Forty-five (45) Calendar days with full pay with effect from the date of adoption.
Paternity Leave of Twenty One (21) calendar days with full pay once a year.
Performance Management and Evaluation.
In compliance with Regulation 48 (1) of the CORT and with a view to enhance and maintain high performance standards in the teaching service, the Commission shall implement continuous the Teacher Professional Development (TPD) Programmes and Performance Management system in the teaching service.

To this end, every teacher who successfully completes the TPD programme shall be issued with a Teaching Certificate contemplated under Regulation 49 (1) of the CORT.

Career Progression.
Career Progression in the teaching service shall be based on the Career Progression Guidelines, in force.

The Teachers Service Commission, TSC has promised to release money for English SBTSS Teachers of English in due time.

According to a statement released by the Commission, all teachers of English who attended SBTSS training will receive their dues once some technical issues are sorted out.

“The Commission is aware of the delayed payment of SBTSS English trainees. We are sorting out a few issues in relation to this payment and we will soon communicate to you,” said Ms. Beatrice Wababu, TSC Head of Communications and Corporate affairs.

The Commission further apologized to the affected teachers for any inconvenience caused.

“We are sorry for the inconvenience caused,” added Ms. Wababu.

The Commission also pledged to continue implementing part of the Secondary Education Quality Improvement project, SEQUIP on improving the quality of teaching in the targeted areas.

The project’s main objective is to improve student learning in both primary and secondary schools and to ensure a smooth transition from primary to secondary in targeted areas.

This objective will be measured through average test scores by learners in Science and Mathematics both in aggregate and separately for both boys and girls in public schools within the selected sub-counties.

The Teachers Service Commission (TSC) has advertised promotion vacancies amounting to 36,000 vacancies.

The commission recently issued a circular in which it announces its plan to solve the issue of teacher job stagnation by promoting teachers across nine grades.

 

“The promotions will be spread across primary, secondary schools and teacher training colleges,” TSC said.

 

 

The commission has allotted 12,716   promotions for senior master positions, and 10,819 promotions for senior teachers in regular primary schools.

 

There are also 700 vacancies for senior teachers in special needs schools and 216 for senior teachers in teacher training colleges (Grade C4).

 

 

“Those interested are expected to apply for the positions by the 8th September, 2023 through the TSC portal,” TSC said.

The Teachers Service Commission (TSC) has opened the online portal for Teachers to declare their 2023-2025 biannual Income, Liabilities and Assets. The wealth declaration exercise for 2025 is currently underway and will end on the midnight of December 31, 2025. This declaration of income, assets, and liabilities is a requirement for all public officers every two years under the Public Officer Ethics Act. The online portal is accessible to teachers who have activated their official email addresses, and interns are exempt from the process.

The Teachers Service Commission, TSC, has advertised 1000 promotion vacancies for secondary teacher I, Senior Master IV, Deputy Principal III, Senior Principal, Deputy Principal II and Senior Lecturer IV.

In a statement seen by this author, the teachers’ employer has stated that the these promotions are targeting diploma teachers and that application portal will be available by close business today.

 

“Today we advertise for 1000 promotion positions for Diploma teachers. The online application Portal will be available by end of the day,” read a statement from TSC.

Teachers who have in the past volunteered to serve the Kenyan children for a pittance on contract terms commonly known as TSC internship have an upper during Recruitment since TSC rewards them some extra marks for their sacrifice.

The newly released TSC recruitment score sheet 2021-2022 to be used in the upcoming TSC mass recruitment and replacement in July is however one of a kind.

This is simply because for the very first time, the Commission has equalized scores for both diploma and degree holders.

Diploma and degree teacher graduates will now compete favourably with first class honours tying with distinctions.

Intern teachers on the other hand, are set benefit greatly from the recruitment score sheet released by the Teachers Service Commission.

According to the score sheet, an evidence of internship will enable a teacher seeking recruitment to score a whopping 30 marks. This is an increase from 10 marks used to be awarded for interns seeking employment.

Awarding of 30 marks to intern teachers is literally making this programme almost compulsory, that without it, no chance of employment. Initially, when the programme was introduced by the commission, unemployed teachers gave it a wide berth.

Mandated by the Constitution of Kenya, the Teachers Service Commission, TSC has the power to determine the most suitable selection criteria used to sieve successful candidates to fill advertised TSC teaching slots/ vacancies in both primary and secondary schools in Kenya from the pool of interested applicants.

The various parameters used to determine the most suitable TSC selection criteria are technically referred to as TSC Recruitment Scoresheet or Marking Scheme.

The Commission usually reviews the TSC Recruitment Scoresheet/ Marking Scheme annually based on demand.

In 2021, the Teachers Service Commission awarded the highest marks to TSC teachers interns enabling them to bag the majority of the 5000 available teaching vacancies on permanent and pensionable terms then.

Moreover, diploma and degree academic qualifications were equalized.

This greatly disadvantaged applicants who was willing to fill the Replacement and Mass Recruitment TSC teaching vacancies without evidence of TSC Internship.

The latest advertisement on teachers’ recruitment that was carried out on the 22nd of July 2021  saw the commission under the leadership of Dr. Nancy Macharia award a Whooping 30 marks to both junior and senior interns disadvantaging non intern teachers.

The TSC score sheet  2021 however raised eyebrows among Kenyans and unemployed teachers who graduated earlier but never secured internship vacancies since there were limitations on the number of schools that a teacher should apply for TSC Internship consideration.

Following these complaints, it is now good news that the Commission through Dr. Macharia has opted to revert to its traditional way of awarding marks to candidates. In the intern score sheet, applicants in the second class honors upper division will now score five marks more than those in the lower class division. Graduates of 2015 and before will now score 50 marks as was the case on the initial score sheet.

This is contrary to the current score sheet for permanent recruitment where both would have scored the same marks.

However, Degree and Diploma candidates with the same graduation year will continue scoring the same marks for them to be enrolled in internship employment.
