SUB COUNTY SECONDARY SCHOOLS IN BUNGOMA COUNTY

Sub-county schools in Kenya form the lowest cadre of secondary schools.

They come after national, extra county and county schools respectively.

Kenyan learners who attain low marks in the KCPE national exam are admitted to these schools.

Majority of sub-county schools are mixed.

Most of them are day schools though a few are day/boarding schools.

They are available across all the 47 counties.

TSC latest news on promotions, Deployment Letters 2022

The Teachers Service Commission, TSC, issues a deployment letter to a teacher upon appointment. In deployment process a teacher is appointed to an administrative position or a higher administrative position. If you are lucky, you can be deployed to the Secretariat of the Commission.

Deployment also comes when you are posted from a primary institution to a post primary institution.

It is a dream of many teachers to be promoted and deployed by TSC. Not everyone, though, who gets deployed. This is because the number of administrative posts are limited and very competitive.

WHEN CAN A TEACHER BE DEPLOYED BY TSC?
Deployment comes in the form of the following:

When you are appointed to an administrative position;
If you are appointed to a higher administrative position;
When you are appointed to the Commission’s secretariat;
When appointed to perform administrative duties; and
When you are posted from a primary to a post primary institution.
A few teachers get appointment to administrative posts. If you are lucky, then you can be deployed by TSC as a:

(a) Head of institution;
(b) Deputy head of institution;
(c) Registrar;
(d) Dean of Curriculum;
(e) Dean of Students;
(f) Head of Department;
(g) Senior Teacher; or
(h) Head of Subject.

In all the above scenarios, a teacher receives a deployment letter from the employer. In most cases, deployment comes after you have successfully been promoted after an interview process.

 

TSC REDEPLOYMENT LETTER.
There are also a few unlucky teachers who get redeployed by TSC. In this case you will be served with a redeployment letter.

As captured in the Code of Regulations for teachers, the Commission may redeploy a teacher who has been deployed to any administrative position, within an educational institution to perform normal teaching duties where the teacher;

(a) is unable to perform the functions of the office so held;
(b) is incompetent or neglects administrative duties;
(c) continuously posts declining examination results;
(d) has poor financial management skills;
(e) neglects or fails to maintain proper records;
(0 is the subject of investigations for an offence under these Regulations; or
(g) performs any other act that in the opinion of the Commission justifies re-deployment.

TSC LATEST NEWS: INVITATION FOR APPLICATIONS FOR TSC POSITIONS, MEMBERS

The Teachers Service Commission has invited qualified and interested persons to apply for nomination for appointment as members of the Teachers Service Commission.

This is according to the TSC Act No 20 of 2012.

REQUIREMENTS FOR THE APPOINTMENT

Interested applicants should:

a. Be Kenyan Citizens

b. Hold a bachelors degree from a recognized university

c. Have knowledge and adequate experience of at least ten years in the following fields:
i. Education
ii. Management
iii. Governance
iv. Law

d. Meet the requirements of Chapter Six of the Kenyan Constitution 2010.

DUTIES and responsibilities

A member of the commission is expected to ensure that the commission functions effectively and exercises its constitutional mandate as provided in Article 237 of the Kenyan Constitution 2010.

The specific duties and responsibilities as per the TSC Act No. 20 of 2012 will include:

a. Formulating policies aimed at achieving the Commission’s mandate

b. Providing strategic direction, leadership and oversight to the TSC Secretariat.

c. Managing the payroll of teachers

d. Facilitating career progress and professional development of teachers

e. Ensuring that teachers comply with the teaching standards as prescribed by the Teachers Service Commission Act No. 20 of 2012.

f. Monitoring teachers’ conduct and performance in the teaching service

g. performing other duties necessary for the effective discharge of the commission’s duties and powers.

DISQUALIFICATION OF MEMBERSHIP

A person is not qualified for appointment as a member of the Teachers Service Commission if:

1. S/ he is serving as a Member of Parliament or county assembly

2. S/ he is serving as a member of a governing body of a political party

3. S/ he is serving as a member of a Local Authority

4. S/ he has been convicted of misuse or abuse of a state office or public office following the law or has contravened Chapter Six of the Kenyan Constitution, 2010.

 TSC to send home 1,025 school heads in July retain 569 others

TSC Promotions 2022/2023; The Teachers Service Commission (TSC) will send packing a total of 1,025 school heads whose two year contracts will end in July.

 

The Commission had employed a total of 1,594 headteachers and principals on contract in the year 2020 after they had attained the mandatory retirement age.

 

The Commission CEO Dr. Nancy Macharia said the school heads will be released to allow fresh recruitment to take place.

 

However questions arise after TSC retained 569 school heads and extended their contract till December 2022.

 

 

 

Appearing before Parliament to defend the move to employ the administrators on contract, Macharia stated that it was impossible for TSC to conduct interviews and manage the transition of the heads of institutions in the middle of the pandemic considering the tight Covid-19 prevention protocols that had been put in place.

 

Macharia said that TSC is not bound by the provisions of the Public Service Commission Act and being an independent Commission, the terms and conditions of service for TSC employees are guided by the Constitution, the TSC Act, the Employment Act and the Code of Regulations for Teachers (CORT).

 

She no funding will be required for their post retirement remuneration since the teachers have not been replaced and that they will be paid pension up-to the date of compulsory retirement and service gratuity for the contract period.

 

 

However Macharia a fresh recruitment will be done to replace the school heads whose contract will end in July.

 

TSC recruited primary school headteachers, secondary school principals and principals of teacher training colleges on contract after their retirement in the year 2020.

 

In September last year TSC advertised mass recruitment of school administrators for primary and secondary schools and teacher training colleges as well as field officers.

 

They included Principal, Deputy Principal II and III, Curriculum Support Officer I and II, Senior Lecture I and II, Senior Master II, III and IV, Secondary Teacher I and II, Headteacher, Deputy Headteacher I and II, Senior Teacher I and II, Primary Teacher I.

 

 

 

Applicants were required to upload the following documents during applications;

 

a) Letter of appointment to the current grade

 

b) Letter of appointment to the current responsibility

 

c) Certificate of good conduct from Directorate of Criminal Investigations

 

d) Clearance certificate by Higher Education Loans Board (HELB)

 

e) Clearance application from Ethics and Anti Corruption Commission

 

f) Clearance certificate from a Credit Reference Bureau (CRB)

 

g) Tax compliance certificate from Kenya Revenue Authority (KRA)

The Ministry of Education in partnership with the Kenya Institute of Curriculum Development (KICD) and Kenya Publishers Association has approved a list of Grade 4 CBC textbooks and materials that will be used to implement the new CBC curriculum as from January 2020 at the start of term 1.

Education stakeholders are therefore cautioned against the use of curriculum support materials that are not approved by the KICD.

The use of such materials will be a contravention of Section 27 of the KICD Act, 2013.

The Kenyan government has already purchased the course books which will be availed to all public primary schools countrywide.

TSC News Latest Today; The teachers’ sole employer has revealed the salary bands affected by the recently announced 2022 TSC Salary increment for teachers.

According to the data produced by TSC, not all teachers employed by the commission will get a salary hike save for six job grades that are yet to hit the ceiling-maximum salaries.

According to the Commission, teachers in grades C4, C5, D1, D2, D3, and D4 will at the end of this month enjoy better salary perks backdated to July 2020.

Newly Established TSC Grades (Job Groups) for Teachers in Primary and Secondary Schools

The Teachers Service Commission (TSC) has developed new job grades for teachers under the Career Progression Guidelines (CPG). These grades replace the former job groups that were identified by alphabetical letters A to R.

Each of these grades is attached to a TSC salary scale.

8 Grade D2 (T- Scale 12) Deputy Principal II and Senior Master I This is a promotional position for Deputy Principals in secondary schools. One must have served as Deputy Principal III or Senior Master II T-Scale 11 for a minimum period of three (3) years; to get promoted. This is additional to other requirements as outlined by the Commission.
9 Grade D3 (T- Scale 13) Principals and Deputy Principal I This is a promotional grade for Deputy Principals in secondary schools. Among others, the two basic requirements for appointment to this grade are: a teacher must have served as Deputy Principal II or Senior Master I T-Scale 12 for a minimum period of three (3) years and be a holder of a Master’s degree in a relevant area.
10 Grade D4 (T- Scale 14) A job group for Senior principals This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to the availability of vacancies in the establishment. To get an appointment to this grade, a teacher must have served as Principal/Deputy Principal I T-Scale 13 for a minimum period of three (3) years and also be a holder of a Master’s Degree in a relevant area; on top of other conditions as set by the Commission.
11  Grade D5 (T- Scale 15) This is the job group for all Chief Principals. This is the highest grade that can be attained by a secondary school teacher. This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to the availability of vacancies in the establishment. To qualify for appointment to this grade, a teacher must have served as Senior Principal T-Scale 14 for a minimum period of three (3) years and be a holder of a Master’s Degree in a relevant area.

Teachers serving under the internship program will have something to smile at in the ongoing TSC recruitment exercise after the body mandated to employ teachers gave them ten(10) marks. This will undoubtedly give them an upper hand in recruitment.

According to the latest TSC Recruitment Score sheet, these teachers will be given an advantage of ten(10) marks upon producing evidence of TSC internship service.

This will definitely haunt those teachers who deliberately refused to turn up for the recruitment internship that took place last year.

It is increasingly clear that the teachers’ employer has taken the move to award them ten clean marks in a bid to ensure that teachers who are employed by the commission and those yet to be employed take any guidelines given to them seriously.

The untold truth is that teachers serving in the internship program sacrifice a lot owing to the fact that they are paid very low salaries yet they are fully qualified teachers.

This is not the first time TSC is awarding ten marks to its prospective employees. In 2016, during the strike that grounded the education sector to a halt, TSC hired 70,000-relief teachers for a period of three months.

These relief teachers were later awarded 10 marks during subsequent recruitments for their selfless service in plugging shortage, that had been occasioned by teachers on strike.

Termination of the internship program; How to Terminate a TSC internship Contract

Teachers who are currently in an internship program can terminate their contracts by doing the following;

  1. Submit a written letter of resignation/ termination of the contract to the Commission through the Supervisor by giving thirty (30) days Written Notice.
  2. Giving a two (2) weeks’ Written Notice before taking up employment offered to him/her before the expiry of the agreed internship period.

TSC News Today: Teachers to reap big from national budget 2022-2023

This year’s national Budget which will be the last one under President Uhuru Kenyatta was recently released. In what sound like sweet music to the teachers’ ears, TSC has confirmed the news of receiving a whooping Sh 298 billion to effect TSC teachers’ annual salary increments for all teachers.

 

Besides this, TSC got allocated money for recruitment and promotions for the 2022-2023 cycle from a budget of Sh3.3 trillion which was read early to allow time for members of Parliament to deliberate on the main component of the Budget which include proposed revenue sources and expenditure plans for the financial year commencing July 2022 to June 2023.

 

Below we have outlined a list of benefits various teachers and areas that will harvest from the budget.

 

1. Grades C4, C5, D1, D2, D3 and D4 to get salary increment with arrears

 

 

 

In the budget set to be read teachers will benefit immensely. One of the benefits is salary arrears for category of teachers which TSC said it will pay after the budget.

 

The Commission says it will pay teachers in grades C4, C5, D1, D2, D3 and D4 because they have not yet attained the maximum salary points provided for in the salary banding as outlined in the CBA 2017 – 2021.

 

TSC says it will extend the salary points for these grades starting 1st July 2020.

 

 

The Commission says it will pay the teachers their salary increment with arrears from the date they attained the maximum salary point to January 2022.

 

“The arrears will be processed by July 2022 when funds become available,” said the Commission.

Talks to include money component in the CBA 2021 – 2025 between TSC and teachers unions Knut, Kuppet and Kusnet were suspended.

 

 

 

Kuppet push to have the talks resume by issuing strike threat also flopped.

 

Following the collapse of the talks, teachers may miss the usual salary increment which they enjoy yearly after budget as a result of signed CBA’s.

 

Teachers in grades B5, C1, C2, C3 and D5 may not see anything that touches on their salaries.

 

2. Money for recruitment of new teachers

 

 

The TSC boss Dr. Nancy Macharia while appearing in Parliament had requested some Sh5.3 billion to recruit 8,000 teachers for the 100 per cent transition.

 

Macharia also told the Education Committee that it will require Sh1.2 billion to recruit 6,000 interns.

 

TSC said it has been recruiting 5,000 teachers annually to match the increased enrolment in public schools.

 

Macharia thanked the government for setting aside sh. 2.5 billion for recruiting 5,000 teachers this year.

 

In budget estimates, Treasury Cabinet Secretary Ukur Yatani had allocated an additional Sh14.9 billion to TSC, whose budget has risen to Sh295.9 billion from Sh281.7 billion in the new financial year.

 

 

 

During the resource sharing at the Sector Working Group, the commission said it was allocated Sh295.9 billion for recurrent expenditure against a projected requirement of Sh310.5 billion.

 

TSC will receive an extra Sh15 billion for the 2022 – 2023 financial year. Initially there were rumours that the Commission will use the additional funds to award teachers a payrise.

 

However TSC refuted the claims. Instead it said it will use the sh15 billion to employ 13,000 secondary school teachers and 9,000 interns to cope with exits and the expected increase in enrolment when junior secondary is rolled out in January 2023.

 

The Commission said this through a report which was presented to the Committee on Education and Research of the National Assembly by the Parliamentary Budget Office.

 

The commission also said priorities identified in the 2022/23 budget and the medium term were informed by the 2019-2023 strategic plan and the medium-term plan III of Vision 2030.

 

During the period, TSC had proposed to recruit 25,000 teachers, out of which 13,000 on permanent and pensionable terms and another 12,000 interns annually for the next three years.

 

Despite the financing shortfall, the commission said that 15,000 additional teachers were recruited and deployed to support implementation of the 100 per cent transition to secondary school.

 

Commission further explained that some 5,000 teachers were employed in 2019/20, 2020/21 and 2021/22 financial years respectively.

 

Similarly, TSC developed a framework for hiring teachers on internship and 28,300 were recruited.

 

In the 2019/2020, some 10,300 teacher interns were recruited while 12,000 and 6,000 were recruited in the 2020/21 and 2021/22 financial years respectively.

 

3. Money for promotion and deployment of teachers

 

TSC boss Nancy Macharia told the committee that it will require sh2 billion for promotion of teachers on competitive selection.

 

The Commission has been promoting teachers to various cadres in line with the Career Progression Guidelines (CPG).

 

TSC has also being promoting primary school teachers with degree in secondary option to teach in secondary schools.

 

The Commission promotes 1,000 practising P1 teachers each year by deploying them to teach in secondary schools.

 

Advertisement for promotion of teachers usually happens in September each year.

 

Promotion of teachers to administrative grades for teachers in Arid and Semi Arid Land (ASAL) happen on affirmative action.

 

TSC only awaits for funds to confirm school administrators in acting capacity in ASAL areas.

 

4. Money for Biometric registration and TPAD and PC exercise

 

For implementation of Teachers Performance Appraisal and Development (TPAD) and performance contract (PC), the TSC boss said the agency is seeking Sh10 million.

 

TSC said it suspended the biometric registration exercise which was planned for roll out in March due to lack of funds.

 

“Teacher mentorship and coaching programme requires an estimated Sh50 million while the roll out of a national Biometric Enrolment and Validation of tutors will be done at a cost of Sh342.4 million,” said Macharia in parliament.

 

5. Money for other key areas in the sector

 

The Commission proposed to train Grade Six and Seven teachers in readiness for 2023 when the first CBC cohort will transit to Junior Secondary at a cost Sh2.52 billion.

 

TSC has organized training of 60,000 secondary school teachers in April 2022.

 

The Commission also made a proposal to automate and integrate its systems for paperless operations at a cost of Sh335 million, roll out of national biometric enrollment and validation of teachers valued at Sh342.4 million but were not financed.

 

TSC wants facilitation of Sh600 million for gratuity to 3,358 contract teachers in the Northern frontier and construction of additional county office accommodation estimated at a cost of Sh183.6 million.

 

The Commission has also been seeking funds to implement the new hardship areas following the conclusion of the hardship review exercise and submission of report.

Latest Education News: School Heads caution Magoha on the Manner in Which the New Competency Based Curriculum is Being Implemented

The New Competency Based Curriculum which was rolled out in Kenya two years ago has ushered in an era where confusion reigns supreme in the country’s education sector.

For two years now, teachers have been undergoing continuous training in preparation for the full implementation of the Competence-Based Curriculum in Kenya.

Things have however taken a different turn now following shocking revelations from school heads published in the Daily Nation recently.

According to the report, headteachers have cautioned Education CS George Magoha over failure to release crucial details touching on the new talent based Competency-Based-Curriculum (CBC) ahead of its full roll out.

The school heads accused CS Magoha of failure to publicize  the CBC Implementation report details elaborating how CBC should be effectively implemented.

According to the heads, keeping the report away from education experts risks schools falling into a crisis.

Magoha’s ministry only released a summary of the report dubbed Enhancing Access Relevance Transition, Equity and Quality for Effective Curriculum Reforms Implementation which detailed the changes in the education sector.

However, in-depth details of the proposals made by the selected CBC task force remain scanty.

As much as the Kenya Institute of Curriculum Development (KICD) has developed curriculum content and learning materials essential for the CBC, Kenya National Examinations Council (KNEC) was criticised for not releasing an assessment framework.

KNEC was further castigated for conducting assessment tests in schools without the much-needed framework.

School heads warned that the confusion reportedly being created by the CBC implementation puts teachers at a crossroads as they aren’t aware of policies and guidelines to follow in executing the new curriculum.

They added that they were also not prepared for the new curriculum for they were racing against time to switch from the old 8-4-4 to the new 2-6-3-3-3 system.

Among the challenges they face is lack of infrastructure, training and congestion in schools with double-intake in the looming.

“There’s an increase of students across the board, even last year (2020), we were allocated more students than our capacity.

“We have not increased the capacity of secondary schools in tandem with the learners leaving Class 8,” Kenya Secondary Schools Heads Association (KESSHA) Chairman Kahi Indimuli lamented.

Ministry officials were reported to have camped in Machakos County to formulate a report on how the CBC will be funded and policies that will guide teachers.

However, they complained that they are also working in the dark as they don’t have access to the CBC task force report.

“We don’t know why the CS (Magoha) doesn’t want to release the report,” a senior official told Nation.

DR. LYDIA NZOMO BREAKS SILENCE ABOUT CBC

In summary:
Last year’s winner of the Principal of the Year Award (POYA) in Eastern Region Ms Florence Igweta has received her award.

She is the principal of Chuka Girls High School located in Tharaka Nithi County.

The Teachers Service Commission’s third annual open day was held at Chuka University in Tharaka Nithi County.

The forum brought together all education stakeholders from four counties.

Dr Lydia Nzomo, the TSC chair said that the commission is willing to promote the integration of ICT in its system to enhance quality learning in Kenyan schools.

Its major focus is the installation of biometric attendance registers for both learners and teachers in schools.

She also urged education stakeholders especially teachers to embrace the new Competency-Based Curriculum.

TSC ON NEW CURRICULUM
Dr Lydia Nzomo, who is the Teachers Service Commission chair, has reiterated the need for teachers and all education stakeholders to embrace the new Competency-Based Curriculum.

She was speaking yesterday during the Teachers Service Commission’s third annual open day which was held at Chuka University in Tharaka Nithi County.

She further said that CBC plays an indispensable role in equipping learners with practical knowledge, skills and values aimed at solving real-life challenges.

The forum whose theme was “Integrating Technology and Innovation for Quality Teaching” involved key education stakeholders from four counties.
These are Tharaka Nithi, Kirinyaga, Embu and Meru.

CBC TEACHER TRAINING
On CBC teacher training, Dr Nzomo said that the commission had trained 181 master trainers who had in turn trained 1, 165 CBC curriculum support officers- teacher trainers in preparation for a successful implementation of the Competency-Based Curriculum.

1, 320 CBC champions have also been trained as teacher trainers by the master trainers.

So far, 159, 810 teachers have been equipped with adequate knowledge and skills to effectively implement CBC.

More teachers are scheduled to be trained during the December Holidays.

CBC GRADE FOUR TEXTBOOKS
The fear surrounding inadequate learning materials especially Grade four textbooks has been waning following the announcement of seven firms that have won the tender to publish the aforementioned texts.

The firms are expected to print 16 million books for 14 subjects. Among the 7 firms is the Kenya Literature Bureau which will print three textbooks, Longhorn Publishers- two textbooks and Oxford University Press-two textbooks.

POYA AWARD
The 2018 POYA in Eastern Region winner has received her prize. She was presented the coveted award by the TSC chairperson Dr Lydia Nzomo at Chuka University in Tharaka-Nithi County.

The 2019 Principal of the Year Award is Ms Jane Waceke. She is the head of Othaya Girls.

Ms Waceke was announced as the winner during the Kenya Secondary School Heads Conference in Mombasa this year.

Her win was closely attributed to her excellent administrative skills and the ability to integrate the use of innovation and technology to promote learning.

Ms Waceke has also given back to the society by training neighbouring schools from remote areas on how to effectively use ICT in learning.

She has also introduced an electronic learning popularly known as e-learning within the school.

She is 48 years old and hails from Karatina.
