TSC LIST OF SHORTLISTED TEACHER INTERNS-NAROK COUNTY

The Teachers Service Commission has invited shortlisted candidates for interviews for the 10, 300 internship posts aimed at plugging the gap in Kenya’s Education Sector.

According to the TSC memo from Catherine Lenairoshi, TSC Corporate Communications officer, the list of shortlisted candidates has already been dispatched to all the 47 counties nationwide.

All interviews are scheduled to take place at the TSC County offices.

This follows the latest directive by the TSC Chief Executive Officer, Dr Nancy Macharia that all TSC registered teachers including those working on BOM terms and those employed in private school should update their profiles immediately before the set deadline.

Consequently, panic-stricken teachers are currently rushing tonight to hit the November 30 Deadline since the Commission does not plan to extend the deadline.

Chief Executive Nancy Macharia asked all registered teachers–teaching in public or private schools–to update their profiles.

The Teachers Service Commission, TSC, Nancy Macharia, has cleared the air on which teacher should update their profile ahead of 30th November.

This is after confusion surrounded the exercise where BOM, ECDE, unemployed, and intern teachers were unsure on whether they should take part in the exercise scheduled to end on Tuesday midnight.

Macharia asked all registered teachers–teaching in public or private schools–to update their profiles.

The Commission has opened the online portal to allow individual teachers to update their details. A link has been developed in the TSC website where all registered teachers are required to access and update their details by November 30,” said Dr. Macharia.

The deadline lapses Wednesday this week. This means that the 501, 760 registered teachers have a few days left to complete the exercise.

There are some 341, 760 teachers working in public schools and 160,000 in private institutions. Macharia said the exercise is crucial, making reference to provisions of the constitution and TSC Act that mandates it to keep all teachers registered.

Registration of teachers is a mandate accorded to TSC through Article 237 of the constitution.

“It is also under Regulation 29 that we must continuously update teacher records and this is the register. So that if we have left out a detail we capture because we are required to do so every so often,” said Macharia.

She said that sometimes teachers give their details but forget certain particulars. The basic details required by teachers for the exercise include their national identification cards, name, Kenya Revenue Authority numbers, religion, the fate of birth, gender, mobile phone numbers, and nationality.

Also needed are details on the home county, sub-county, division, zone, constituency, impairment type, permanent postal address, postcode, permanent town, current postal address, postcode, and town.

Section 23 of the TSC Act also stipulates that the registration of teachers must contain the qualifications and such other particulars as may from time be prescribed by the Commission, in respect of which the registration is granted.

New List of TSC Hardship Regions, Counties, Sub-counties, Areas for Teachers in Kenya; TSC Reviews Hardship Areas, allowance in the 2021-2025 CBA cycle

Teacher service commission (TSC) is a body that employs and dismisses teachers in Kenya. For primary school recruitment, the body can post a teacher in any school in Kenya, regardless of whether the teacher applied for that school or not.

However, secondary school teachers have the privilege of choosing a school to be employed since their vacancies are advertised publicly.

Despite the fact that teachers working in certain regions in Kenya are paid hardship allowances, the kind of risks they face are life threatening. Apart from harsh climatic conditions, insecurity is one factor that qualifies a place to be mapped under hardship area.

Speaking at a popular tv station-Citizen, the Kenya Secondary School Heads Association chair Kahi Indimuli confirmed that money meant for BOM Teachers’ Salaries has already hit school accounts.

 

It is now crystal clear that BoM teachers should be paid any time from now.

This piece of good news was confirmed by Kahi Indimuli the KESSHA Chair yesterday at a popular television station in Kenya.

 

List of BOM Teachers to be Paid Confidential

It is not however clear which BOM teachers will be paid since the ministry has kept the list confidential.

The new list contains names and TSC numbers of teachers whose employment status was confirmed after the sudden closure of schools to curb the spread of the novel Coronavirus.

This therefore means that not all the 40, 000 teachers will receive salaries from the ministry since some resigned after learning that the pandemic might persist.

Magoha Vindicated after Kahi Indimuli Confirms that BOM Money has been Received

The confirmation of the release of BoM money comes in handy to vindicate the CS education Professor George Magoha who has been subjected to a lot of  pressure following the delayed payment of BoM teachers’ salaries.

Yesterday, his rather careless remarks angered netizens who felt that he was being  indifferent to the plight of the affected teachers.

“BOM teachers should now actually have been paid. The Cabinet and the government approved their payment over six weeks ago and that position has not changed. So let us not waste so much energy discussing issues,” said Magoha.

This statement caused an uproar especially after it came out clearly from social media posts that BOM teachers have not been paid.

The issue of the delayed payment of teachers has poked holes in the leadership of the ministry of education.

Last week Wednesday, the chief administrative secretary Zack Kinuthia assured teachers that their payment was to be done as soon as possible.

He said, “This is a promise from the office of the CAS through consultation that the money is safely on transit to their bank accounts. It will happen whether it is today, tomorrow or Friday.”

Young Parliamentarians Association Promises a nationwide mass demonstration over delayed payment of BOM teachers’ salaries

Babu Owino had earlier promised to organize a nationwide mass demonstration starting this week to push the government to fast track payment of BOM teachers.

Failure to pay BOM Teachers as soon as possible will lead to a Peaceful Nationwide demonstration that is better imagined than experienced. I will personally lead the mother and father of all demonstrations and all roads will be blocked on a daily basis, said Babu Owino in a statement.

The Kenya Union of Post Primary Teachers, KUPPET HAS JOINED HANDS WITH Kenyan teachers who were contracted to mark this year’s KCSE exams to demand for better pay.

KUPPET through its Secretary-General Akelo Misori said that the payment given to KNEC examiners does not commensurate the hardships Kenyan teachers are subjected to in those KNEC designated marking centres.

LONG WORKING HOURS AND CONGESTION

Some of the challenges that KNEC examiners are currently experiencing include long working hours and congestion.

In Alliance Girls, for instance, there are 1, 800 examiners marking this year’s English Paper III 101/3.

This means that the school’s resources have been stretched to host this year’s KNEC examiners.

Besides, the KNEC contracted professionals are expected to wake up as early as 4.00 A.M. and work up to 10.00 P.M.

The examiners are also expected to carry the boxes containing the students’ scripts to and fro one point to another.

The marking of the 2019 Business Paper-II KCSE exam kicked off on Saturday at Machakos Girls High School but the contracted examiners have not touched a single paper citing low payment rates for the whole exercise.

KNEC BUSINESS PAPER II PAYMENT RATES

Tutors now want the payment for the marking exercise increased from Kshs 46 per script to Kshs 68.

KUPPET has also jumped the bandwagon and backed up the idea since examiners are also giving too much.

KUPPET’S ULTIMATUM

KUPPET’s Secretary-General Akelo Misori has given the CS Education Professor Magoha 7 days to improve the examiners’ working terms and conditions failure to which the union will call upon the teachers to completely withdraw their services hence paralyzing the marking exercise.

The examiners who were charged with the responsibility of marking this year’s Business Paper-II exam downed their tools due to poor payment rates by KNEC.

The musings of an ‘EXAMINER!’

The KCSE marking is just around the corner. Yeah! We’ve visited the KNEC contracted professionals’ website page and hit the green colour ACCEPT button with glee. Bingo! We’ve downloaded the invitation letters. Yes, we are reporting as from the 28th of November at the various marking centres. Those going marking for the first time are so excited that they are walking around with the invitation letters showing everyone who cares to see. They think they have made it in life! It is a dream come true too for most of us who have never seen the inside of a national school. ( Most of these marking centres are the national schools that we never qualified for) You see; it will be such a pleasure to interact with the dorms and the tuition blocks literary not mentioning the dining halls where our KNEC three-course meals will be savoured! 25% of TAXATION

Anyway, before I digress, I want to talk about what made me think of pouring my heart out on this marking thing-the 5% KNEC withholding tax! At first, my feeble mind couldn’t comprehend what these huge terminologies meant. This is when I tried to file my returns sometimes mid this year. The cyber guy masquerading as an economist of Kibaki’s league ‘combed’ me that I had to pay the 25% of the total amount I had earned from marking the previous year-2018. I didn’t believe him that I owed the government a whooping 13,600 in taxes. I couldn’t even eat with the thought of owning the government. Imagine me owning the government from the tearfully-earned cash – marking! (Those who mark can relate and those who don’t please keep your wealthy lanes.) This is money that is earned through real sweat and pain. This is money that is really earned if you know what earning is. I couldn’t trust the cyber guru so I rushed to the KRA offices to confirm. On arrival, the officer in charge at the counter casually confirmed that it was true that I owed the government the said amount.”This is what we mean by WITHHOLDING,” she quipped contemptuously! It was apparent that she was speaking to a Kenyan teacher. She must have read frustration on my face as she tried to comfort me by insisting that I had to pay the amount or else it would accumulate to colossal amounts which would be recovered from my retirement benefits. Yes, retirement! She had assumed that I would live that long when the life expectancy in this middle-class( as the government tumbocrats would want us to believe) economy is 45. She had assumed that ‘things kwa ground are the same’. That my Kcb Mpesa, Mshwari, Tala, Platinum loans ,salary advances, mercury sugar, plastic Chinese fish, eggs, the 35%interest rates on bank loans(read interest capping laws) and above all her lordship at the helm of TSC with her continuous threats over my job were to spare me- to retirement. ( if KNUT can be killed- who am I?)

Anyway, I loved her optimism of me paying the taxes accrued from the torturous marking exercise on retirement! Isn’t this sweet? Honestly, I don’t know. Do you? Teachers in this corner of the universe may not decipher all these. It is a complex web! ( How can such a giant teachers’ trade union be killed?)

THE REAL WORK

(Anyway, forgive my deranged teacher’s mind) Back to marking. Professor Magoha is manning the exams ‘himuselefu’! He together with his fat contingent from Jogoo house is leaving nothing to chance. They must oversee a credible exam. Exams are such important. Aren’t they? The exercise is all-important until the Kenyan teacher surfaces in the picture! As a classroom tutor( read teacher), invigilator, supervisor and even marker! Its importance vanishes in thin air when it comes to their pay and general welfare. The centre managers, for example, wake up as early as 4 am in the name of collecting the exams from them containers. Sadly, the country lost one of the managers on 4th November on a grisly road accident as she travelled in these wee hours to pick up the exams in Naivasha. Is there any compensation for teachers when they die on duty?

Invigilators and supervisors work round the clock to administer these exams. Marking in ungodly hours(read 4 am-11 pm) carrying heavy script boxes, coordination of marking schemes, crosschecking, adjudication of marks among other duties characterise the Kenyan teacher’s overall responsibility during this examination period! But wait…What are we paid for all these? A pittance that is again subjected to 25% taxation rate for anything above 24,000.

I almost forgot. Sorry. we are Kenyan teachers. Our pay comes from God!

We handle the work while they handle the cash. Donge?

TOUGH KNEC MARKING RULES
KNEC KCSE examiners are expected to observe the following rules:

1. Do not carry away candidates’ answered scripts from marking centres.

2. Do not carry marking schemes or marking materials from the examination centres.

3. All marking should be carried out from the designated marking rooms within the marking centre.

4. There should be no phones in the designated marking rooms.

5. Every KNEC examiner is expected to board-live within the designated marking centre.

6. Attend and participate in all coordination meetings.

7. Observe marking discipline and actively participating in any roles assigned to you.

8. Do not carry any dummies and/or question papers from the marking centres.

9. Complete all the claim forms for answer scripts marked and submit them to the Team Leader before leaving the room.

10. Refrain from any activity that may slow down the marking exercise such as indulging in alcohol.

11. Conceal your identity as an examiner to avoid influence from people with personal interests.

12. Avail yourself at the marking rooms as long as the marking is in progress.

13. Maintain confidentiality on assigned tasks.

14. Ensure that you meet the targets set during the marking exercise.

15. Conduct yourself with dignity, decorum and diligence.

TSC Promotions 2023/2024 Application Deadline

The deadline for application is on Friday 8th September, 2023. Interested and qualified applicants have two weeks to tender their request.

The upcoming promotion will impact 18,073 secondary teachers, 16,835 primary teachers, 1,076 teachers in special needs schools, and 288 instructors in teacher training colleges (TTC).

The move will affect chief principals, principals, deputy principals, senior masters, and secondary school teachers.

Others are senior lecturers in TTCs, head teachers, deputy head teachers, and senior teachers in both regular and special needs primary schools.

Among these, 12,716 teachers will be promoted to senior masters IV in high schools, while 10,819 will be promoted to senior teachers II in primary schools, both in regular schools.

Additionally, there will be 3,040 senior teachers, 1,930 deputy head teachers in regular primary schools, and 1,928 teachers promoted under secondary teacher I.

This announcement follows a statement by President William Ruto that the promotions reflect the government’s commitment to improving teacher welfare.

Speaking at Nakuru State House after hosting a State Gala for winners of the 95th Kenya Music Festival, the Head of State said that funds have been allocated to support the process.

“In this financial year, we have provided for the promotion of 5,000 teachers directly and 36,000 teachers indirectly. We have allocated Sh1 billion to facilitate this process. We must ensure we promote those teachers who excel in their line of duty,” Ruto said.

The president directed that priority should be given to teachers who have been involved in training students in drama and music.

“I want to recommend that teachers who have scripted, trained, and directed students to the festival should join those to be promoted in the cycle. Those who have excelled have gone beyond the call of duty.”

NB: – Candidates in Asal and Hard-to-staff counties who have served in the current grade for at least 2 years are eligible.

Candidates who are successful in the interviews shall be required to present valid Chapter 6 documents before they are appointed

Rekindled Hope For Teachers In Salary Rise CBA Deal as Union Explains Reason For Calling Off Planned Strike

The teachers have been crying about being burdened since the commencement of the new CBC curriculum.This has seen calls to TSC to employ more teachers to boost in the implementation of the new curriculum.Teachers have done enough to ensure that they clear the 2021 syllabus for all the terms.Schools are closing this week to pave way for the national examinations that are ready in the country.

The teachers had however threatened to go on strike.They have been crying foul of being shortchanged in the salary negotiations.The teachers unions a few months ago signed a non monetary CBA.This move angered teachers who expressed their anger in the social media.

As schools are closing,it is now reprieve for the candidates since the union has suspended the strike.Luckily in the suspension, Kuppet SG has explained why he has called off the strike.

The two gigantic teachers’ unions have engaged their employer in make-or-break talks to avert a potential strike that could cripple national examinations next month.

The Kenya Union of Post-Primary Education Teachers (Kuppet) and the Kenya National Union of Teachers (Knut) are in crucial negotiations with the Teachers Service Commission (TSC) over a new pay deal.

The three signed the 2021-2025 collective bargaining agreement (CBA) last year that gave no monetary benefits to members following the expiry of the previous one that was worth Sh54 billion.

The unions argue that the economy has now improved. In a January 17 letter to TSC, Kuppet demanded a pay rise of at least 30 per cent and threatened to call a strike if the commission did not respond within 21 days. They responded on January 20.

“The commission is interrogating the issues raised therein, we will respond thereafter,” Mr Cavin Anyuor, the legal, labour and industrial relations director at TSC, said in the letter to Kuppet Secretary-General Akelo Misori.

The Kenya Certificate of Primary Education is scheduled begin on March 7 and end on March 9 while the Kenya Certificate of Secondary Education will run from March 14 until April 1. Apart from supervision of the examinations, teachers are also involved in marking.

Negotiate CBA
Kuppet’s National Executive Committee (NEC) yesterday met in Nairobi. Mr Misori and national chair Omboko Milemba did not respond to our phone calls and text messages. Knut also seeks to renegotiate its CBA to introduce monetary benefits. They are pushing for a pay rise of between 15 and 20 per cent.

“There’s a lot of progress being made. We are doing well. Once we are there, we shall invite you and let you know,” said Knut secretary-general, Mr Collins Oyuu. “We are talking. Some of these things are political.”

The union is engaged in a campaign to bring back teachers who quit between 2019 and June last year when TSC had a sour relationship with the leadership of then Knut secretary-general Wilson Sossion.

Its membership shrunk from 187,000 to 15,000 and many were left out of salary increment and promotions. The monthly earnings from union dues dropped from Sh144 million to just Sh11 million. This saw union staff go without pay for months while debts accumulated.

In its proposal, Kuppet wants the basic monthly salary of the lowest paid teacher to be raised from Sh34,955 to Sh59,425 and that of the highest paid increased from Sh118,242 to Sh153,715. It also wants an increase in the commuter allowance from Sh5,000 to Sh8,500 for the lower cadre teachers and Sh16,000 to Sh20,000 for the highest paid tutors.

If their demands go through, Kuppet members who qualify for hardship allowance will see it increased from Sh10,900 to Sh16,350 for the lowest paid teacher and Sh38,100 to Sh57,150 for the top earners.

Kuppet has also proposed a new risk allowance for science teachers that it wants to range between Sh5,465 and Sh30,587.

Budget Policy Statement
However, an analysis of the 2022 Budget Policy Statement (BPS) for the education sector has not factored in an allocation for teachers’ pay rise.

The report, which has been presented to the Committee on Education and Research of the National Assembly by the Parliamentary Budget Office, shows TSC has planned to use its increased allocation of Sh15 billion to employ 13,000 secondary school teachers and 9,000 interns to cope with exits and the expected increase in enrolment when junior secondary is rolled out in January 2023.

This will be bad news for teachers who have been hoping that their employer might offer them a new CBA. The issue of renegotiating the CBA was not discussed when TSC boss Nancy Macharia appeared before the parliamentary committee last week to discuss their budget proposals.

She told MPs allocations for other critical areas like promotion of teachers on competitive selection, roll-out of a national biometric enrolment and validation of teachers and gratuity to 3,358 contract tutors in northern Kenya had not been factored in.

“The commission would appreciate [Parliament’s help] for these areas to receive some allocation,” she said.

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

 

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

The Cabinet Secretary in charge of Education Professor George Magoha recently hinted on a possible release date for the 2021-2022 KCPE results.

The CS revealed that the 2022 KCPE results for 2021 candidates will be ready in two week’s time that is by March 23, 2022.

According to the CS the examiner has greatly invested in technology this speeding up the process of marking multiple answer questions.

For the past few years, Knec has shunned manual assessments for Kiswahili Lugha, English Language, Mathematics, Science and Social Studies.

The aforementioned exams are marked using a computerized system that is able to sieve the correct answer from a set of four.

This has greatly improved efficiency in the council eliminating human errors.

The 2022 Knec KCPE contracted examiners will however award candidate scores for two papers carrying a maximum of 40 marks that is English Composition and Kiswahili Insha.

The 2021 KCPE candidates are however a bundle of nerves after a Knec report predicted mass failure during this year’s KCPE exams.

Mutheu Kasanga has predicted mass failure of KCPE 2021 candidates this year ahead of the official release of the 2022 Knec results in March.

 

According to an assessment test conducted whose results were released in February 2022, only 50 percent of the 2021-2022 KCPE candidates would have passed if the 2021 KCPE tests were conducted then.

 

She therefore called upon KCPE candidates and teachers to come up with the necessary interventions to guarantee improved results when the national tests are finally conducted.

 

Education CS Rubbishes Knec Report Predicting Mass Failure of KCPE 2021-2022 Candidates

 

Education Cabinet Secretary Prof. George Magoha however weighed in strongly dismissing the February report by the Kenya National Examination Council (KNEC) that suggested that candidates are not prepared to sit the forthcoming national examinations. Prof. Magoha castigated the council terming their assessments as inaccurate outright insensitive saying they date 12 weeks back. He dismissed widespread fears of unpreparedness saying candidates are ready to sit their exams. “You would’ve contextualised this report in such a manner that it was done more than 12 weeks ago, since then the learners have been in school and they’re going to be there for another 6 weeks before they have exams. What the hell do you think you’re doing by killing their spirits?” Posed the CS. The report recently released by the council raised concerns over the preparedness of a majority of Class Eight examination candidates whose learning was disrupted by a 9 month-forced break due to the COVID-19 pandemic. “Those children are intelligent, and all we should do is give them hope in life to do their exams and see how far they go,” Prof. Magoha however noted. The KNEC report had suggested that 18 out of the 47 counties had mean scores above 50.0, with Nairobi recording the highest mean score at 59.20%, followed by Garissa and Mandera at 56.34 and 55.11% respectively. The lowest mean scores were observed in Turkana (44.34%), Tana River (44.37%), and Samburu (44.51%) Figures from the council also show that 263, 480 candidates performed dismally with under 200 marks out of a possible 500 in 2019; translating to 24% of the 1,083, 456 candidates who sat for the exams that year. More than half of the total candidates scored below the average mark of 250, suggesting that a large number of pupils posted between average and below average performance in 2019.

 

Kenyans are now waiting anxiously to see what the 2021-2022 KCPE results will look like if the assessment was a true reflection of the 2021 KCPE Candidates’ academic abilities.

Education Ministry Issues New Directives Ahead Of Form 2021 Admission Next Monday

Every new academic year, the Ministry of Education uses particular criteria to select and place KCPE candidates into various secondary schools.

During form selection, the technical team takes into account aspects such as regional balance, merit-academic performance, affirmative action among others to fairly distribute the available Vacancies for form One Admission.

Unlike other years, the 2021 form One Admission Results were released in June, mid-year.

Form one 2021 students who were selected to join various secondary schools are expected to report from 2nd to 7th August 2021. This class will be the 4th cohort of 100% transition policy and all efforts should then be put in place to ensure they all transit to secondary school.

Ministry of education has urged all schools to put in place measures to receive their students.

The form one admission exercise will involve several activities including induction.

Admission and induction programmes must be elaborate to enable the learners settle down for the 4–year cycle of Education. Studies have shown that new learners who are inducted properly on admission have a higher completion rate.

In a document dubbed Form One Admission 2021 the ministry of education has directed school principals to ensure the following:

Admission of all learners is done in NEMIS. All Schools MUST capture their learners in the system, failure to which action will be taken.
Where parents/guardians applied for change of placement and was accepted, the same has been effected in NEMIS. Parents/guardians are advised to send the index number to short code 22263 to confirm, download the new letter if applicable, and proceed as guided in the joining instructions.
Only students who appear on the current NEMIS list of a school will be admitted in that school. The joining instructions must also be stamped by the head teacher of the primary school.
All deferred admissions will be done offline and processed later. The CDE must ascertain all such cases beforehand.
No school will admit a learner in the system who has not physically reported to school.
Learners who are not able to take up their places on the stipulated dates must inform the schools in advance.
In a bid to facilitate the process of admission through NEMIS, the change of placement system will be disabled on Thursday 29th July, 2021.

In addition, the ministry of education has noted that schools will download their lists from NEMIS as from Friday 30th July, 2021 in readiness for admission of students from Monday, 2nd August, 2021.

In Nyamira County, a total of 35 secondary schools posted impressive results in the recently released KCSE 2023 results (January edition.) Surprisingly, all 35 schools posted KCSE mean scores ranging between 6.0 (C plain) and 10.897 (A- Minus).   The KCSE 2023 mean grade distribution for Nyamira County is as follows

Some of the new entrants (sub-county and county schools) that tarnished the image of KCSE top-performing national and extra-county schools, the likes of Sironga Girls and Nyakemincha encompass Kuura Secondary, Rigoko Secondary, Kianungu Secondary, Matutu PAG, Nyachururu Secondary, St. Joseph’s Biego Secondary, Gekonge Secondary, Nyakeore Secondary, Riyabe Secondary, Ekerubo Gietai Girls, St. Mathias Mulumba Girls, Sengera Manga, and Makairo Secondary.

All ears and eyes are trained on the official release of the KCSE 2023 December results by the Education Cabinet Secretary Ezekiel Machogu at Mtihani House, along Dennis Pritt Road. TSC accused of deploying more art teachers to secondary schools, this is why

The latest TSC Deployment statistics show that only 3 per cent of the total 1000  were deployed to teach sciences in high school.

The Teachers Service Commission TSC has been hoarding TSC deployment lists making it difficult for affected teachers to know how exactly and what criteria the Commission uses to select teachers during deployment.

For the past three years, the Commission has been deploying 1,000 Primary School Teachers P1 teachers every financial year to teach in secondary schools having attained the minimum requirements. Complaints have been raised many a time over the mystery surrounding the criteria used to select teachers during deployment.

This year’s tsc deployment exercise has however revealed huge disparities between art and science teachers.

This great revelation has finally bursted the bubble with statistics at our disposal showing that the Commission deployed more art teachers compared to those teaching sciences.

TSC accused of favouring art teachers in the latest deployment

The Teachers Service Commission TSC has been bashed by science teachers seeking deployment to secondary schools following the revelation of shocking details indicating that only 3 per cent of science teachers were posted to high schools recently.

This, according to the affected teachers is discrimination leading to huge discrepancies between the number of promoted P1 science and art teachers.

New TSC Deployment Selection Criteria

The affected tutors have also implored upon the TSC to take some factors into consideration before releasing the final list of deployed P1 teachers.

Some of the key considerations that teachers want incorporated into the TSC Selection Criteria for teachers deployment encompass: the teacher’s year of graduation, age and quality of grades especially KCSE as in the case of TSC mass Recruitment or Replacement interviews.

Number of Available TSC Deployment Slots/Vacancies per county

A section of teachers have also requested their employer to increase the number of deployment vacancies from the normal 1000 to at least 3000 annually besides publicizing the number of deployment slots per county.

TSC Official Response to Allegations Bordering on Biasness towards Art Teachers in the Latest Deployments

In its defence, the Commission said that P1 tutors cannot be deployed to teach where there are no vacancies.

The Commission clarified the issue saying that teachers can only be deployed to teach in schools with specific subject needs.

About TSC Deployment of Teachers- Background Information on New Salaries

Initially, teachers were promoted using the schemes of service upon receipt of their acknowledgement letters.

Since 2014, TSC put a stop to automatic Promotions of teachers and adopted Career Progression Guidelines, CPGs which require teachers to attend interviews and compete for the available TSC promotion Vacancies.

Following successful deployment, the teachers would have their salaries backdated up to the time of graduation during the era of schemes of service. This is not the case with the new Career Progression Guidelines, CPGs.

The introduction of Career Progression Guidelines, CPGs has greatly disadvantaged some teachers who are now forced to stagnate in one job group in spite of acquiring higher qualifications.

This prompted KUPPET to raise the issues affecting diploma teachers with degree qualifications to the national executive board, NEB.
