This is what you must know about TSC teachers’ salaries

The Teachers Service Commission, TSC, employs and pays teachers their monthly salaries plus allowances. The teachers’ pay is usually processed and paid as from 22nd of every month and onward. Once you are newly employed, the commission will appoint you to the payroll and you start earning as soon as your casualty form is received at the TSC head quarter and your file processed. The salaries are disbursed to teachers’ pay points; Banks or SACCOs.

Some teachers have committed unprecedented and irreversible financial mistakes that they live to rue for the rest of their teaching careers. These mistakes usually occur during the teacher’s hey days; when newly employed. Most teachers get employment when still young, enthusiastic and energetic. Some have ended up squandering the opportunity to invest well and spend their monies wisely leading to many years of cursing; the resultant effect being depression.

  • NEVER OVER COMMIT YOUR PAYSLIP

When going for loans and savings, remember to give your payslip some breathing space. Long before the a third rule came, some teachers (and not only teachers but other civil servants too) used to walk home with net negative pay. This prompted the government to come up with the 1/3 rule. It is thus advisable to have some amount off and above your net pay; so that in case of an emergency then such amounts can come in handy in terms of securing an emergency loan.

  • WISE CHOICE OF INVESTMENTS

It is the aspiration of everyone that they at least have some investment. In fact, investments are good not only for the immediate gains but also during your sunset years. But, some investments are not worthwhile. With your first pay and/ or loan go for income generating assets/ activities or assets whose value appreciates with time like land. Unless you have other sources of income/ side hustles otherwise never rush for such luxurious assets like cars. Yes, cars are good but if your payslip is stifled up to the neck how will you maintain that car? Start a business, get a side hustle to supplement your pay. Take risks, be a go-getter.

  • AVOID ‘BAD’ LOANS

Do not be too quick to rush for bank loans. All that glitters is not gold! yes, with banks you can get your loan after just three months of service and you do not need to save for you to qualify for a loan. Before the interest capping rule came banks could adjust their interest rates at free will. You take a loan at 18% interest rate and it is adjusted to 22% the next day! And now that the capping law is gone, it spells more gloom for borrowers who will now operate at banks’ mercies. Bank loans are damn expensive with a myriad of hidden charges!

And, be nice Mwalimu. You let friends sign your SACCO loan form and then disappear into thin air leaving them in awe!

  • BUILD YOUR CAPITAL BASE SLOWLY

Never be in too much hurry some times. Build your capital base slowly and patiently. do not be too quick to be carried away by what you see. A colleague bought a car yesterday and you want to rush to the showroom the next morning! Mwalimu (teacher), be rational in your thinking.

  • TOP-UP LOANS IS A BIG NO.

Avoid top up loans, more so from banks, like leprosy. Consider this pathway when you are in a can’t avoid scenario. Banks will entice you to go for top ups. but, this will be a like a financial death sentence. You will be enslaved to these banks forever.

  • LIVE WITHIN YOUR MEANS

Cut a cloth according to your size. Not, because a colleague is driving a hot car and you also covet it! Do not borrow more than you can repay! Have your plans within your financial ability. Avoid big plans that may cause depression and anxiety to you.

  • SAVE! SAVE! SAVE!

Have a saving plan. Save even Sh100 bob monthly. Such small savings turn into humongous things slowly and without you realizing it. SACCOs are the best saving bets for a start.

  • ALL IS NOT ROSY AT ALL TIMES!

The early years of your employment are always glittering; in terms of ‘good’ pay. Then, your salary is not committed as such. This is followed by a quick common cadre promotion. You move to the next job group with a marginally increased perks. Wait until deductions get their way into your payslip! What follows is hell on earth; you stagnate in the same job group for a long time. And, if you were not born on a Friday, luck will be so elusive that you end up retiring in the same job grade!

  • JOIN TEACHERS’ UNIONS

Do not see teachers’ unions as bothers. Those guys are very helpful when the waters become murkier and the going is tough. It would be need;less for you to be on agency fee (where you contribute money to the unions but you are not a member!). The TSC code of regulations and conduct is harsh, very harsh. You may find yourself on the wrong side of the code, by design, hard luck, coincidence or mere fabrication. That is when you realize the importance of teachers’ unions.

  • BE A MEMBER OF SOME WELFARE GROUP

There is a slogan that goes ‘UNITED WE STAND, DIVIDED WE FALL’. Do not be an island. Belong to some teachers’ welfare. There are so many out there. the common ones are BBFs (Burial Benevolent Funds). Above all, make connections. Have friends and social connections. AVOID UNNECESSARY CONFRONTATIONS AT YOUR PLACE OF WORK. Be aggressive. Apart from teaching, participate in one or two co-curricular activities. Drama, Music, Ball games, athletics… name it.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

Our Lady of Glory, Kaptagat Girls High School started in1975 as a mixed day school being part of Kaptagat primart school until 1976 when it became a fully fledged girls school. The boys were transferred to the nearby Kitany, Kimoning and Chakalini Secondary schools. The pioneering girls class of 61 students sat for the first national exams (KJSE) in 1976 just after the catholic diocese of Eldoret took over the school as a sponsor. In 1983 the school admitted its first A-level class of high school. The school was 3 streams then. In 2005 the school became 4 streams and in 2014 became 5 streamed.

The school is in Kaptarakwo location, Chepkorio division, Keiyo South Sub County in Elgeyo Marakwet County. It is situated on30 acres of land in Kaptagat Forest. The school has a board of management, 44 TSC teachers, 5 BOM teachers and 32 Non teaching staff with a student population of 900 students. Kaptagat Girls participates in many co-curricular activities and has excelled in various disciplines upto the national level.

KNEC postpones marking and uploading of 2020 KCSE data for Group IV subjects’ projects

The Kenya National Examinations Council, Knec, has postponed the uploading of the 2020 Kenya Certificate of Secondary Education (KCSE) project marks for Group IV subjects. This is as a result of the current shutdown of all learning institutions to curb further spread of the current COVID-19 (CoronaVirus) Pandemic in the Country.

“The Kenya National Examinations Council wishes to inform you that further guidelines on the handling of Milestone 1 and 2 for Group IV projects will be issued when schools reopen,” reads a Memo by the Council’s Boss, Dr. Mercy Karogo, that is dated March 27, 2020, and dispatched to Sub-County Directors of Education and Secondary Schools principals.

Knec had earlier set the deadline for uploading the projects’ scores and pictorial evidence for Milestone one to be 31st of March, 2020 while uploading of data for Milestone two would have been done between 15th June to 15th July, 2020.

The 2020 KCSE Subjects with the project component are: Art & Design (442/3 2D Project,
Agriculture (443/3) and Woodwork (444/2). Others are Metalwork (445/2),Building Construction (446/2) and Computer Studies (451/3).

It is subject teachers who assess the candidates’ projects and upload the marks plus pictorial evidence to the Knec portal for verification and final conversions. By the time the Government ordered for closure of schools, the the marking had not been completed by most tutors.

The fate of this year’s National examinations remains in balance as the world puts up a spirited fight against the deadly CoronaVirus. According to the 2020 KCSE time table from the Council, the candidates would sit for their examinations from Monday November 2, 2020 to Wednesday November 25, 2020.

For Kenya Certificate of Primary Education, KCPE, candidates their examinations would be done between October 26 to October 29, 2020. It is only a matter of wait and see to know whether these dates will be retained or altered; after schools reopen.

Training was to be offered by four institutions, all based in Nairobi, to the disadvantage of other regions. 

The Teachers Service Commission has also been accused of initiating the TPD without involving teachers themselves.

TSC Suffers a Crashing Blow after Details of Deliberations on the TSC TPD Teacher Training Modules in Parliament  Emerge.

The Teachers Service Commission (TSC) has suffered a huge blow after lawmakers recommended the suspension of the Teacher Professional Development (TPD) training.

 

 

The commission also risks losing its power as a regulator and employer after the MPs asked Parliament to pass an amendments to the TSC Act,2012 and Article 237 of the Constitution.

 

In the report tabled by Parliamentary Education and Research Committee chairperson Florence Mutua on Thursday evening, the lawmakers said teachers were not involved and consulted in coming up with the plan.

 

“TSC should conduct extensive public participation as required under Article 232(1)(d) of the Constitution and take into account the views of teachers, trade unions and other stakeholders with a view of building consensus,” the report says.

 

The Busia Woman Representative said the sourcing of the institutions to offer the programme should be broadened to ensure even distribution of the centres across the counties.

 

Being a scheme initiated by the employer, it should be paid for by the government and not teachers, the report adds.

 

The MPs say the subsequent rollout of TPD and making it compulsory was despite the fact that teachers are directly affected.

 

The commission rolled out the programme on September 22, 2021.

 

According to the TSC, teachers are to undertake TPD six modules, each taking five years. If implemented, a teacher will take 30 years to complete the whole training.

 

TSC also requires tutors to renew their teaching licences every five years, after completion of a TPD module.

 

The commission signed a contract with four institutions of higher learning to offer the training during school holidays.

 

They include Mt Kenya, Kenyatta and Riara universities. The other is the Kenya Education Management Institute.

 

 

According to the commission, teachers are required to pay Sh6, 000 every year for the training sessions, assessment, reporting and other associated costs.

 

To complete one module, a teacher will need to pay Sh30,000 in the five years and Sh180,000 for the three decade six modules.

 

“The commission has not made public to the teachers and education stakeholders the method used in arriving at the exorbitant cost,” the report says.

 

Ms Mutua said, the commission selected only four institutions, all based in Nairobi to run the programme “in unclear circumstances and notwithstanding the existence of reputable public universities elsewhere”.

 

Implementing TPD Training

The TPD ought to have been integrated in the ongoing capacity strengthening programmes for teachers on the Competency Based Curriculum so as to avoid duplication of government efforts and waste of public resources,” the lawmaker said.

 

The report says if the TSC is not restrained from implementing TPD, the rights of teachers and other stakeholders could be trampled on.

 

The MPs were responding to a petition filed by tutors and presented by Kenya union of Post-Primary Education Teachers (Kuppet) chairman Omboko Milemba.

 

The petition was also signed by three Kuppet Nairobi Branch officials – Moses Mbora, Francis Yivo and Justus Nyakundi.

 

Mr Milemba asked the National Assembly to restrain the commission from rolling out the programme as currently designed until the concerns raised by teachers are addressed.

 

The teachers also want the Ministry of Education to implement the programme in line with international labour practices that obligate an employer who comes up with compulsory training to shoulder the attendant costs.

 

 

They also urged Parliament to ask the commission to put in place a legislation and policy framework to provide for the establishment of a professional regulatory agency for teachers so as to avoid conflict of interest, accusing the TSC of acting as the employer and regulator at the same time.

 

“The requirement that employees pay for the programme has caused uncertainty, given that most teachers’ salary is committed to the limit. Teachers failed to get a monetary collective bargaining agreement, owing to the fact that Covid-19 has affected Kenya’s economy,” Mr Milemba, who is also the Emuhaya MP, said.

 

He added that the distribution of service providers leaves teachers in northern Kenya, the Coast, Nyanza and Western Kenya disadvantaged.

 

Appearing before Parliament, TSC chief executive Nancy Macharia claimed to have involved unions in coming up with the programme.

 

She added that TPD is anchored on career progressive guidelines.

 

Mrs Macharia requested the National Assembly to consider setting aside Sh4.5 billion for the training.

 

There are 750,446 registered teachers in Kenya.

 

Some 341,760 are under the TSC, 170,000 in private institutions while 238,686 are jobless

Complete list of delocalized, transferred teachers in December 2019- Nakuru County

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

The Teachers Service Commission, TSC has released a new list of delocalized teachers for various counties.

This comes at a time when teachers are on indefinite leave following the sudden closure of schools geared by the outbreak of the Novel Coronavirus.

The Commission has also made major changes in as far as the appointment of school administrators is concerned.

Two months ago, the Commission decentralized the process of appointing school administrators, triggering speculations that the dreaded delocalizations may hit a dead end.

However, barely two months down the line, some schools have experienced changes after heads were transferred to other stations this month.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

New details reaching us at newspro.co.ke now indicate that teachers who attended TSC teachers promotion Interviews in December 2020 and February 2021 for the various advertised Promotion Vacancies may have to exhibit the patience of a cobra before their results are processed by the Teachers Service Commission.

This is after the teachers’ employer received complaints that may derail the early release of TSC teachers promotions results in 2021.

On Friday April 30, the TSC Boss Dr. Nancy Macharia was obliged to host ‘univited guests’ in matters TSC Promotions to resolve an impending umpasse over the manner in which the 2021 TSC teachers’ promotions were conducted.

The leaders from the purpotedly alienated Kajiado County who included Honourable Ole Metito Katoo, George Sunkuyia, Judith Pareno, and Mary Seneta were seeking an amicable solution to claims that Kajiado County’s TSC promotion vacancies were being dished out to “foreigners” while the sons of the soil were left to their own mechanisms of ekking a living.

TSC Promotions 2021 Official Petition by Kajiado Teachers

According to the petition tabled before the Teachers Service Commission Chief Executive Officer, CEO Dr. Nancy Macharia; Kajiado teachers have been incessantly left in the cold after being locked out of available leadership positions by a newly introduced system of promoting teachers.

The new TSC system of promoting teachers dictates that teachers legible for TSC headship positions- school heads, sub county directors and county directors must first serve in Job Groups L, M and N.

Teachers in Kajiado therefore feel left out and forced to serve under foreigners installed by the Commission in various TSC administrative posts.

The petition further stated that all Maasai teachers in Kajiado County with the required leadership skills and experience have been denied TSC Promotions following the introduction of Career Progression Guidelines, CPGs.

” Through Career Progression Guidelines, CPGs the Commission has been selectively promoting teachers to the said positions and therefore discriminating against deserving cases. All Maasai teachers in Kajiado are being denied Promotion opportunities as a result of the policy,” reads the petition in part.

Following the ensuing conflict, TSC Promotions Results 2021 may take a little bit longer before being released since the petitioners have roped in the Senate to intervene with a view of incorporating affirmative action by TSC when it comes to the appointment of resident teachers to leadership positions to promote regional balance.

They also want the TSC promotions guidelines to be reviewed in such a way that priority is given to Maasai teachers  before “others” are considered for the slots.

So what is next?

In her defence, the Teachers Service Commission CEO Dr. Nancy Macharia  said that all TSC Promotions above common Cadres are guided by a common code  of regulations.

” To this end, all Promotions above common Cadres are filled on a competitive basis as per the provisions of the Code of Regulation for Teachers and the Constitution of Kenya,” said Macharia.

She further added that interested teachers across Kenya are free to apply for established TSC administrative posts irrespective of their home county.

” Once a vacancy is established, the Commission advertises it through the same media for all interested teachers across the country to apply,” she added.

TSC Promotions Interview Results Process Status 2021

The Teachers Service Commission is in the final stages of finalizing Interview Results for December 2020 and February 2021 TSC Teachers Promotions.

A total of 32, 431 teacher interviewees were shortlisted to compete for the 16,000 Promotion slots in 2021.

In the pipeline are TSC promotion Interviews for diploma teachers with higher qualifications- degrees whose interview dates were rescheduled by TSC to allow shortlisted KCSE contracted Examiners 2021 attend.

Students joining university are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after doing their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. The KCSE students must first apply to KUCCPS to be selected to preferred programmes. The students can apply at school level or apply individually during the first and second revision windows.

In not satisfied with the University that you have been selected to join then you can apply for Inter-Institution Transfer.

Important update for teachers who applied for the TSC Internship vacancies in Kisii County. The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

According to instructions on the TSC memo, the shortlisted Candidates are required to carry the following to the interviews once invited:

  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate

Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate.
