Fate Sealed! Schools to reopen tomorrow despite pending court order, read the full details below

 

The dice is already cast and learners in grade four, standard eight and form four will resume learning tomorrow as planned despite a pending court order.

After CS Magoha announced the resumption of learning for the aforementioned, there arose complaints emanating from various quarters especially parents who felt like the one-week schools reopening notice was too short.

The dissatisfaction culminated in a court battle that is yet to be determined before High Court Judge Justice James Makau.

According to the case presented before him, parents are not convinced that their children will be safe in schools given that the CS announced the reopening dates without enough preparations.

Most of the schools still do not have access to enough running water and neither will the social distancing rule be implemented given the scarcity of resources.

The petitioners hence want schools to reopen when Covid 19 protocols have been duly observed to ensure the safety of learners within the learning environment.

On Wednesday, Justice James Makau made a ruling directing the parties involved to convene an urgent meeting and arrive at an agreement as soon as possible but from the look of things, schools will reopen before the case is fully determined.

Parents are already preparing for the Monday October 12 schools’ reopening

A quick glance at the preparations being made by parents for reopening shows a positive response.

In fact, some parents have already deposited school fees for term 2 into the school accounts.

Some were spotted making purchases from uniform dealers on Saturday. Some schools have directed parents to buy masks with labels containing the school name from specific dealers to ensure that learners report back with the masks as directed by the ministry.

According to Education CAS Zack Kinuthia, parents who are still confused or reluctant on whether to send their children back to school despite the pending court order should shelve their fear for the moment and allow learners to resume studies as soon as they can.

Treasury released 14.5 billion for preparation for a safe reopening

Besides, money has already been released to schools in preparation for a safe reopening.

Confirming the release of the funds, PS Belio Kipsang said that 13.2 billion has been sent under the free basic education funds while 1.2 has been disbursed under the free primary education funds.

The new academic calendar starts tomorrow with learners scheduled for a one-week break only before resuming studies in January for the third term.

MASINGA BOYS SECONDARY  SCHOOL’S KCSE RESULTS

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

TSC teachers elocalisation, transfer list per county in December, 2019- Kitui

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. In Kitui County a total of 35 teachers have been moved. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

How to download 2020/2021 Admission letter to Alupe University College (AUC); 2020 KUCCPS Admission list pdf

Sat for your KCSE examination and attained the minimum University Entry Grade and have been selected to join University? Well. Congratulations for this your major achievement. Students joining Alupe University College (AUC) are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after doing their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. The KCSE students must first apply to KUCCPS to be selected to preferred programmes. The students can apply at school level or apply individually during the first and second revision windows.

Once the applications are closed, KUCCPS then places the KCSE students in preferred courses depending on the student’s score, number of available vacancies against applicants among other selection criteria. In not satisfied with the University that you have been selected to join then you can apply for Inter-Institution Transfer.

The placement body then announces the selection results and students can access the admission lists and download their admission letters.

Below are the key highlights of reports from our education sector and the TSC this week.

TSC REVEALS BITING TEACHER SHORTAGES AS MORE THAN 300, 000 SEEK THE 11, 574 TEACHING VACANCIES

It is no longer breaking news that Kenya is indeed short of over 100, 000 teachers. While appearing before the Senate education committee yesterday, TSC CEO Dr. Nancy Macharia made it clear once more that more funds should be allocated for new recruitment so that the commission can recruit at least 20, 000 new teachers every year to plug the biting teacher shortages.

Her request however comes at a time when the Cabinet Secretary Treasury Ukur Yatanni recently announced government plans to freeze employment in the public sector for the next three years following the harsh economic times ushered in by the pandemic.

The senators who wanted to understand the hiring criteria which will be used to promote and hire teachers to ensure the process is fair to all qualified teachers were reassured that the commission has put in place mechanisms to attract, select, appoint and retain competent staff to serve as institutional administrators.

LATEST TSC PROMOTION CRITERIA FOR SCHOOL ADMINISTRATORS

According to Dr. Macharia, primary school teachers within the administrative cadre who fall in job group K, GradeC2 can rise to job group P, Grade D1 under the new grading system adopted after the implementation of the Collective Bargaining Agreement, CBA.

Secondary school teachers on the other hand within the administrative cadre can rise from job group C5 (senior master) to D5(senior principal).

KUPPET has petitioned TSC to reinstate the common cadre promotion grades. KUPPET secretary-general Akelo Misori also said that the fate of 3, 000 diploma teachers who need a promotion from grade C2 to C3 is still not clear.

TSC REVISED SCHEDULE FOR HIRING 11, 574 TEACHERS, MERIT LISTS HAVE ALREADY BEEN GENERATED

It is now clear that the Teachers Service Commission has not shelved plans to recruit 11, 574 teachers. 5,000 teachers will be hired to support the government’s 100 percent transition policy from primary to secondary schools.

The remaining 6, 574 tutors will be hired to replace those who exited service due to natural attrition.

A revised schedule for the upcoming recruitment of teachers indicates that merit lists have been generated and dispatched to respective county directors ahead of the exercise.

Applicants will know their fate starting Thursday next week as the selection process and filling of employment forms kicks off.

TSC employment letters will be sent to successful candidates between October 8 and 14.

This will pave way for vetting of final lists and handling of complaints which will be done at the county levels between October 15 and 22.

All returns will then be received at the commission’s headquarters between October 23 and 24. The newly-recruited teachers will then report to their new work stations by January 4, 2021.

RESUMPTION OF LEARNING IN TEACHER TRAINING COLLEGES

Meanwhile, final year teacher trainees have been recalled back to their colleges to sit their final exams.

Third-year teacher trainees will resume on 5th October 2020 and close on 16th October. The two weeks will allow them to complete their exams and clear colleges for continuing students in the first and second year who will resume learning on 19th October 2020 and close on 18th December 2020.

The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Increased salaries for TSC secondary school teacher 1 (Job group L/ C3): July 2020-2021

Secondary Teacher I are teachers in Secondary schools whose grade is C3 (formerly L); This is a promotional grade for teachers in secondary school. These tutors earn monthly basic salaries of Sh41,343- Sh51,927; they will now earn between Sh43,154 and Sh53,943 effective July, 2020.

The basic salaries for these teachers are paid depending on the areas where they work. Teachers who work in Nairobi get a slightly higher house allowance compared to those plying their trade in rural schools. But, all these tutors earn an equal amount of commuter allowance; which is Sh6,000.

To know your exact salary, check your current salary (under the current salary column) and move along the row to the right. what you see under gross pay is what you will earn before deductions.

Those working in hardship areas (get Sh12,300) plus those handling physically challenged students get extra allowances.

Remember, the commission pays a flat rate of Sh6,000 per year as leave allowance. This is paid together with the January salaries.

2020 Teachers’ Head Count, Electronic registration: TSC to hire enumerators

The Teachers Service Commission, TSC, will hire enumerators to execute the Electronic registration of all teachers. The physical head count of tutors in all public learning institutions will kick off in May this year.

According to TSC Deputy Secretary Kennedy Mulunda, a pilot biometric registration exercise will be carried out in seven (7) counties. The exercise is expected to be executed in 143 institutions spread across the counties of Uasin Gishu, Homa Bay, Garissa, Kilifi, Kitui, Bungoma and Nyeri.

“The different schools will represent different Geographical and Sociological spheres,” He added. Mulundu who was speaking at the Kenya Institute of Curriculum Studies (KICD) in Nairobi on Thursday (during the stake holders’ consultative meeting) said the Biometric capture of teachers will help curb absenteeism and enable the Commission to plan for the exit and replacement of ageing staff.

Speaking at the same event, Ibrahim Mumim (the TSC Director in charge of Administrative Services) said graduate enumerators will help capture the data that will be electronically validated by the school heads. Mumin said the last teachers’ census exercise was carried out 21 years ago; in 1999.

The meeting was attended, by among others, the Kenya National Union of teachers (KNUT) boss Wilson Sossion who supported these new developments.

“We shall support this program in totality… we are happy that the TSC is engaging us at the beginning.. It is only a mad man who can refuse and oppose a program of this nature that is supposed to help in planning,” said Sossion.

Kind teachers contribute Sh2 billion towards the covid-19 response fund

Teachers contributed a total of Sh2.4 billion towards the National Emergency Response Committee on Coronavirus. The commission had early on urged teachers to willingly make their contributions towards the kitty. After closure of the May payroll, the commission announced that it had received a total of Sh2,441,028 from the over 300,000 teachers on its payroll.

The Commission has raised a total of Sh10,696,024 in the last two weeks. The Kenya Secondary Schools Heads Association, KSSHA, recorded the largest contribution after raising a whooping Sh5 billion. Other contributors were: the Kenya college Principals (Sh2 billion), and the TSC Secretariat staff (Sh1.6 billion).

TSC  had initially made a direct contribution of Sh400,000.

The voluntary salary cuts shall be for an initial period of three (3) months with effect from April, 2020. However, this is subject to review based on the advice of the Ministry of Health on the status of COVID-19 pandemic in Kenya. contributions can be made either directly or via the TSC check-off system; with authorization from respective teachers. Each public officer participating in the voluntary salary cuts shall signify their consent to their respective Authorized Officers by completing the attached standard consent form.

The President and his deputy took a pay cut of 80%. While, Cabinet secretaries and Chief Administrative Secretaries are to take a voluntary pay cut of 30%. Principal secretaries on their part can give away 20% of their salaries to support the fund.

The raised funds will greatly boost the committee’s efforts in fighting the pandemic that has paralyzed most operations in the country. The committee was established by President Uhuru Kenyatta on April 28, 2020 and is chaired by the health cabinet secretary Mutahi Kagwe.

Egerton University Education Courses, subjects combinations, clusters, requirements, fees and application login

Various accredited universities offer Courses in Education for prospective students who want to be teachers. The universities have course specific requirements for the various Arts and Sciences courses. They also offer various teaching subjects combinations. Egerton University has three (3) Campuses and one Campus College. The main Campus is based at Njoro and houses the Faculties of Agriculture, Arts and Social Sciences, Education and Community Studies, Engineering and Technology, Environment and Resources Development, Science and Veterinary Medicine and Surgery. The Njoro Campus also houses the Board of Undergraduate Studies and Field Attachment, and the Board of Postgraduate Studies. The other Campus is the Nairobi City Campus, offering programmes from the Faculties of Arts and Social Sciences, Commerce, and Education and Community Studies. It also hosts the African Centre for Distance Education (ACDE). The third Campus, Kenyatta Campus, is located five (5) kilometres from Njoro Campus and is planned to house the Open and Distance Learning (CODL) programmes which is currently based at Njoro Campus. The only University’s Campus College, Nakuru Town Campus College, hosts the Faculties of Commerce and Health Sciences. The University currently has nine (9) faculties and fifty one (51) academic departments offering a wide range of programmes at diploma, undergraduate, and postgraduate levels. All of them are open to both Government-sponsored and selfsponsored students. Admission Requirements

Candidates admitted to the Degree of Bachelor of Education (Science) must satisfy the minimum entrance requirements of the Egerton University. They must also satisfy departmental requirements before registering for courses in the respective departments. In satisfying the minimum entrance requirements of the University, candidates must have passed the Kenya Certificate of Secondary Education (KCSE) with the minimum grades against each subject as indicated below: C+ in Mathematics C+ in any of the following:
  • (i) Physics (ii)
  • Chemistry
  • (iii) Biology
  • (iv) Geography or B- in any of the following subjects: Physical Sciences Biological sciences Alternatively, admission may be granted to holders of Diploma/S1 certificate in science Education from Institutions recognised by Egerton University provided the diplomas are at credits and above.
Bachelor of Education Course Requirements:
  1. Mean grade C+ (Plus) at KCSE and at least C+ in each of the two teaching subjects,
  2. 2 principal passes at A’Level and 1 subsidiary in relevant subjects,
  3. Diploma in Education (May be exempted in relevant units).
  4. P1 teachers must have scored C+ at KCSE to qualify.
