The Teachers Service Commission, TSC, has advertised 1000 promotion vacancies for secondary teacher I, Senior Master IV, Deputy Principal III, Senior Principal, Deputy Principal II and Senior Lecturer IV.

In a statement seen by this author, the teachers’ employer has stated that the these promotions are targeting diploma teachers and that application portal will be available by close business today.

Teachers who applied for the recently advertised TSC Promotions 2021 may be obliged to exercise the patience of a cobra before their names are finally shortlisted for interviews.

This follows the Kenya National Union of Teachers (KNUT) Secretary-General Wilson Sossion’s latest move, filing a petition in court to stop the Teachers Service Commission (TSC) from implementing promotions based on Career Progression Guidelines (CPG).

Sossion further wants the commission’s Chief Executive Officer Nancy Macharia to be jailed for six months for contempt of court orders.

In a petition filed Thursday, Sossion said the Labor and Employment Court had on July 2019 issued orders and made a judgment that promotion of teachers should not be based on career progression guidelines which the commission has ignored.

“This honorable court be pleased to cite and punish by the issuance of orders and committal to jail for six (6) months against 2nd and 3rd contemnors for disobeying the orders of this honorable court of 12th July 2019,” Sossion told the court in his petition.

In December last year, TSC advertised 15,226 promotions vacancies for teachers which were all based on CPG.

The vacancies included Deputy Principal I, Deputy Principal II, Senior Lecturer, Deputy Principal III, Curriculum Support Officers, Head Teacher, Senior Master IV, Deputy Head Teacher II, Senior Lecturer IV and Senior Master IV.

Applicants were expected to send their applications by January 13 this year.

TSC’s decision to conduct promotions based on career progression guidelines (CPG) has been a subject of contention between the employer and the Kenya National Union of Teachers (KNUT) for some time.

KNUT’s opposition to the CPG has seen thousands of teachers quit the union to benefit from the Sh54 billion Collective Bargaining Agreements (CBA).

This was after TSC argued that the court ruling on CPG meant that KNUT members, who were opposed to the criteria, were not legible to benefit from the CBA.

High Court Judge Hillary Sigei has, has certified Sossion’s petition as urgent and called on the TSC and its CEO to halt declaring vacancies in line with the career progression guidelines until the matter is heard and determined again.

He termed the recent advertisements of vacancies by TSC as unlawful and illegal.

“That the dignity and integrity of the court is under attack and continues to be prejudiced by the contemnor’s actions. There is reasonable apprehension that if the trend of flagrant unlawful actions and directives by the contemnors are not stopped immediately, it will propagate illegalities contrary to the orders of this Honorable Court,” Sigei stated.

 

The Teachers service commission is constitutional commission mandated to recruit, deploy, transfer and promote teachers in all public schools across the country.

Furthermore, the Commission is  charged with the role of registering teachers interested in entering the teaching service and it may also deregister or blacklist a teacher if he or she engages in activities that contravene the TSC code of conduct and regulations.

TSC Digitizes Services and Teachers’ Files

The Teachers service Commission has now officially ushered in the digital era following its announcement about the digitization of 80% of teachers’ files.

This means that teachers will not be compelled to traverse  counties when applying for TSC recruitment or Promotions.

TSC CAREER PROGRESSION GUIDELINES (CPGs) FOR HIGH SCHOOL TEACHERS IN KENYA

CPG is a newly introduced system which is still a great mystery to many teachers especially those who were recently recruited by the Teachers Service Commission.

Even after many employment and promotional vacancies were  advertised, teachers were still at sea for they could not  discern and determine which positions to apply for.

How to easily get a TSC promotion to the next grade

CPG has a total of 14 Grades which teachers must go through in the teaching career.

Kindly note that you can only be promoted to the next grade after serving for a minimum of 3 years in the current grade.

To qualify for promotion to the next grade, a teacher must have satisfactory rating in the performance appraisal and successfully undertaken the relevant TPD modules.

Promotion is also pegged on the availability of funds. You can therefore only apply when the grades are advertised.

Teachers should also know that in the new system, there are no interviews for one to move from one job group to another. Once you have been promoted to the next grade then your job group changes automatically.

The following are the Grades for secondary school teachers in the CPG:

1. Secondary Teacher III

This is the entry grade for secondary school teachers who are diploma holders.

2. Secondary Teacher II
This is the entry grade for secondary school teachers who are holders of Bachelors Degree in Education or it’s equivalent.
It’s also a promotion grade for holders of Diploma in Education.

4. Senior Master/Mistress IV
5. Senior Master/Mistress III

To qualify for appointment in this grade, a teacher must have served as a Deputy principal II or Senior master I for a minimum period of three (3) years.

13. Senior Principal
To qualify for appointment to this grade, a teacher must have served as a principal or Deputy principal I for a minimum of three years.

14. Chief Principal.

It is worth noting that Head of Department (HoD) is an illegal position which is not recognised by TSC in the new CPG.
Teachers who have taken a minimum of three (3) years in job group C3 (formerly L) should apply for the advertised 6,680 Positions for Senior Master/Mistress IV and once they are successful, they will be moved to Job group C4. In other words, there will be no other advertisements for Job group M like before. The rest of the advertised posts will only benefit Deputies and principals.

In conclusion, it will now be very difficult in the new system for a teacher to become a principal. It will take at least 30 years for one to become a principal.

So if you are employed at 25 years, then the earliest you can become a principal is when you are 55 years old.

Following the official release of the TSC 2024 promotion results, Kuppet secretary general , Akelo Misori, has faulted the Teachers Service  Commission for lack of transparency, citing the concealing of identities of teachers on the latest TSC promotion list.

The teachers union has sharply criticised the Teachers Service Commission (TSC) for what it termed “a flawed promotion process.”

The Kenya Union of Post Primary Education Teachers (Kuppet), said there were 100 dead teachers on the promotion list while others had either retired or left the service.

 

The union raised concern over the lack of transparency and merit in the TSC promotions.

 

 

 

Kuppet secretary general Akelo Misori, faulted the commission for lack of transparency, citing the concealing of identities of teachers on the promotion list.

 

“Our analysis proves that the commission promoted several teachers who were not on its roll, including those who were dead or had resigned from service,” Misori claimed, highlighting the integrity issues plaguing the promotion process.

 

 

He further criticised the inclusion of non-teaching staff in the promotion list, saying they will benefit at the expense of deserving educators.

 

“The commission deceptively included dozens of Curriculum Support Officers and other secretariat staff at the expense of deserving teachers,” Misori said.

 

The Kuppet secretary general emphasized the need for accountability and challenged TSC to provide information on the number of promotions per grade and region.

 

“The TSC must take blame for bungling the chance to promote these long-suffering teachers as part of the unprecedented 51,000 vacancies it declared,” he said.

 

“Overall, the union’s stance underscores the urgency for reform within the TSC to address systemic issues and ensure equitable promotion opportunities for teachers across the country,” he added.

 

Kuppet Chairman Omboko Milemba echoed Misori’s sentiments, pointing out glaring disparities in the promotion process.

 

“It beats logic that a teacher who is 57-years-old, has stagnated all along and is set for retirement in three years and somebody who was employed two years ago appears on the promotion list. Among these are 1,000 senior teachers who have not earned promotion for 15 years,” he said.

 

Milemba who is also the Emuhaya MP called for government intervention in the matter and advocated for increased funding to facilitate the promotion of deserving teachers.

 

“The government should in the supplementary budget provide for at least Sh5 billion for promotion of the remaining 150,000 teachers,” he said

Milemba further demanded a comprehensive reassessment of the TSC’s policies on career progression, insisting that existing guidelines perpetuated stagnation of teachers.

 

“We will call for an overhaul of career progression guidelines that have consigned many teachers to perpetual stagnation,” he said.

 

He reiterated the union’s commitment to advocate for fair and transparent promotion.

 

The promotion issue also exposed discrepancies in job groupings with Edward Obwocha, Kuppet’s national secretary of secondary schools, pointing out disparities in the treatment of deputy principals and principals.

 

“But we have teachers who have such equal ability, who attended the interview but were left out of the promotion. Some of them have grown old in the profession and were not considered,” he said.

 

He demanded a fair and inclusive promotion process that considers factors such as age, experience, and participation in extra-curricular activities.

 

“We will call for an overhaul of career progression guidelines that have consigned many teachers to perpetual stagnation,” he said.

 

The union has scheduled a meeting with the TSC to address the issues.

The Teachers Service Commission (TSC) plans to employ a total of 37,000 teachers this year. A total of 25,000 teachers will be employed on a permanent and pensionable basis while another 12,000 teachers will be recruited on an internship basis.

Teacher shortage
According to TSC Boss Dr. Nancy Macharia, teacher shortage in public schools stood at 103,931 as of January 2021. According to TSC latest records, post-primary institutions have a shortfall of 57,822 teachers, while primary schools have a deficit of 46,109.

The commission plans to spend Sh10.75 billion to recruit the 25,000 permanent teachers and Sh2.4 billion to hire the 12,000 interns.

The commission planned to recruit 12,626 teachers per year to bridge the gap in its 2019-2023 strategic plan and the plan is still being executed. More than 10,000 teachers leave the serve via retirement and natural attrition every year.

TSC has only employed 23,700 teachers since 2017 against its target of 50,504 teachers.

Double intake
Many students are anticipated in secondary schools due to the implementation of the competency-based curriculum (CBC); where learners in Grade Six will join junior secondary in January 2023.

Standard Eight candidates will also be expected to join secondary schools, causing the double transition.

“The current Grade Four and Standard Six pupils will transit to junior secondary and Form One, respectively, in 2023. This will lead to higher enrollment which will call for additional teachers,” says Dr. Macharia.

 

HOW TO APPLY FOR THE TSC ADVERTISED VACANCIES
Applications for the Teachers Service Commission (TSC) vacancies are done purely online. In filling the advertised teaching vacancies the Commission invites qualified teachers to submit their applications online at the TSC online recruitment portal; https://hrmis.tsc.go.ke/.

TSC does not accept hard copy applications and therefore you must carefully submit your application online. Some teachers have failed to make it to the TSC shortlisting of applicants because they failed to submit their applications as required. But, this problem may not get you as we will take you through the correct step-by-step application procedure.

GUIDELINES FOR RECRUITMENT OF TEACHERS- 2021/2022
RECRUITMENT GUIDELINES FOR TEACHERS IN POST-PRIMARY INSTITUTIONS (SECONDARY SCHOOLS AND COLLEGES)
GENERAL INFORMATION ON RECRUITMENT GUIDELINES.

Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions

The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015.

The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.

All applicants must be registered teachers as per section 231 of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.

However, successful candidates who fail to meet registration requirements will not be recruited.

Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.

Applicants working in other Government departments and who meet the requirements are eligible to apply.

Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director

Heads of Institutions MUST acknowledge all applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).

The TSC Sub-County Director shall compile a list of applicants in every institution for ease of reference and present it during the interview.

The date, venue, and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.

Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of the interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue, and time.

All applicants, irrespective of gender, ethnicity, or home county should be given equal opportunity.

However, in case of a tie: consideration will be given to:

Applicant (s) with disability(ies)
Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the Score in teaching practice will be considered.
Preference will be given to the applicants who have NOT been previously employed by the commission
The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix I w then be submitted to the Commission.
AUTHENTICITY OF ACADEMIC AND PROFESSIONAL DOCUMENTS
Applicants must present original and legible photocopies of the following documents:

National Identification Card
CPE/KCPE certificates
KCE/KCSE certificates (include first attempt certificate if repeated exams)
Diploma/Degree Certificates and official transcripts
Primary and Secondary Schools leaving certificates
NB:
Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit an affidavit.

The selection panel shall vet each applicant to verify that:

He/she meets the requirements of the TSC advertisement.
All the submitted original academic and professional certificates, as well as official transcripts, are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.

Proof of application for confirmation of results from KNEC has been availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.

Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with the Application for Employment form

Once the interview process is completed, the results must be communicated to the applicants the same day, and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.

It is the responsibility of the TSC County Director/Representative to ensure that the:

Exercise is fair and transparent.
The successful applicant (s) on the merit list fill the Application for Employment form.
The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing

The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.

The selection panel shall consist of the following seven (7) members:

SELECTION CRITERIA
The Secretary Board of Management shall present a compiled list of all applicants to the selection panel.

The selection panel shall harmonize the list of applicants with that of the TSC Sub- County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency[ies), make the decision(s) based on the guidelines, and advise the Candidates/panel and the Commission accordingly.

Applicants shall present themselves in person to the selection panel. The panel shall score each candidate based on the selection score guide (appendix I (a) or l (b).

QUALIFICATIONS
Qualifications for Graduate Teachers
Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:

A Bachelor of Education Degree with two (2) teaching subjects.
A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education(PGDE) with two teaching subjects.
Bachelor of Science with two teaching subjects.
NB:

Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma in Education or gone through the A level system in the relevant area(s) are eligible.
Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.
Qualifications for Diploma Teachers
Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.

NB: Diploma Teachers who graduated on or before 2008 with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible.

Qualifications for Technical Teachers.
Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one () principle and two (2) subsidiaries at ‘A’ level, In addition, they must have:

Bachelor of Education Technology (Bed TECH). OR
Bachelor of Science (BSc) in any relevant technical Subject’s)/ Course.
Higher Diploma in a Technical course or
A Diploma in a Technical Course.
Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University.
Persons With Disability (PWD) Hearing impaired and Blind, are admitted for training with a mean grade of C and C in the two teaching subjects thus are eligible

For applicants trained in Special Needs Education, KSL and Braille are considered teaching subjects, e.g., biology/KSL, Geography/Braille.

NB: Candidates whose training is in subjects that are currently not in the curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement. e.g. Bachelor of Science /Bachelor of Arts in:

Applicants with Economics/Commerce/Accounting, Social Education, and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively.

Diploma Teachers with English/other subjects qualify for employment as English/Literature teachers.

All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer. Where an applicant did not study business Studies and Computer, he/she should have attained a minimum of C+ (Plus) in Mathematics in KCSE.

Where an applicant did not study Agriculture and Home science, he/she should have attained a minimum of C+ in Biology at KCSE

Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject.

Candidates presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from a recognized institution (s) qualify for employment.

Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.

Applicants applying for computer studies MUST have taken a course on teaching methods.

VALIDATION OF DOCUMENTS BY TSC COUNTY DIRECTOR
The County Directors should:

Ensure that the employment forms have all the attachments required.
Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines
Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed.
Compile any complaints received and submit a report on appropriate action is taken or recommendations to the Commission.
DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS
The TSC County Director is required to hand over the following documents to the TSC Headquarters:

Duly filled application form(s) for employment together with a copy of the acknowledgment of receipt of an employment application, certified copies of academic certificates, professional certificates and all official transcripts, identity card, and two passport size photographs in respect of successful candidate(s).
A list of all applicants in order of merit for the advertised vacancies in Appendix (II (clearly mark the candidates who failed to attend the interview).
Duly signed minutes of the Board of Management.
A commitment letter duly signed by the candidate binding him/her to teach in the station for a minimum period of five (5) years, and 3 years in the case of the North-Eastern region
Completed selection score guide duly signed
Copy of teacher registration certificate/evidence of application for registration.
Certified copy of the bank plate
Duly completed pay point particulars form
Copy of KRA PIN certificate
Copy of NHIF certificate
List of applicants who are Persons with Disabilities (PWD).
COMPLAINTS
Any candidate who is dissatisfied with the process can make a complaint in writing to the TSC County Director not later than seven (7) days after the selection process and send a copy to the TSC Headquarters.

The TSC County Director should within 7 days address all complaints raised after the selection process has been completed and thereafter inform the headquarters of the action taken.

The latest decision made by the Teachers Service Commission to give currently serving teacher interns an edge in all TSC recruitment Interviews be it TSC mass recruitment or replacement of available TSC permanent and pensionable teaching vacancies in Kenya has created a tenous and frivolous fuss.

TSC Job seekers who pregnant with optimism look forward to joining the commission on permanent and  pensionable will henceforth be forced to slice their appetites for quick cash flow from TSC coffers after the Commission chose to revise the marks awarded to interns from 10 to 30 in the hiring process.

Is this one way of sanctifying TSC Internship contracts or a way of forcing those teachers who are extremely opposed to them to swallow their pride and reconsider their choices?

The teachers’ employer is simply locking out those who have never had a chance to work as apprentices but still possess the appropriate credentials.

From the point of view of the principles of justice, transparency and fairness, the argument holds water in that all recruitment candidates should be subjected to a non-discriminatory interview process that gives prime recognition to the academic credentials that give one suitability to teach.

 

Yet this point of view fails to recognise the importance of experience, no matter how short, in filling staffing shortages across the country at a time when schools are trying to recoup lost time after the pandemic disrupted education in a scale never seen before.

For the TSC, hiring people who can hit the ground running to help learners whose brains have been deprived of stimulation for close to a year, makes more sense than recruiting those who will require months or longer to get attuned to the learning and teaching environment.

Even before the pandemic hit, the basic education sector was already grappling with teacher shortages running into more than 100,000, leaving thousands of learners behind even in basic skills such as reading, writing and math.

When the TSC, the government’s single biggest employer with more than 330,000 employees, introduced a policy of hiring interns in 2019, it was prompted by the need to prevent the teacher-shortage crisis from deteriorating to insuperable levels.

It was a prescient policy that allowed the commission to populate schools with young, fully trained education graduates or diploma holders on the cheap, but who are able to dispense valuable services to learners rather than leaving them unattended while waiting for the government to allocate funds for the recruitment of permanent and pensionable teachers.

When the idea of hiring intern teachers was first broached in 2009, the Kenya National Union of Teachers rushed to court to stop it, arguing that it contravened employment laws.

The union, however, withdrew the case after an agreement with the TSC that the interns would be gradually absorbed in the commission on permanent terms or given priority during recruitment.

Thousands of intern teachers are now working in schools though on a rather meagre salary of Sh15,000 for those in primary schools and Sh20,000 for those in secondary.

This exiguous salary, which the TSC calls an allowance, has served as a discouragement to thousands of fully trained education graduates and diploma holders and many have given it the cold shoulder.

It is natural then that those who spurned the offer must feel hard done by when they see those who chose to go through the pains of working for a pittance given priority in the race for permanent employment.

Most organisations, both private and public, place a huge premium on experience while recruiting.

And most have a clear preference for those who have worked with them as interns because they know their way around the work environment, have already created friendships, and are well familiar with the targets, deadlines and objectives.

Most media houses, for example, give priority to part-time correspondents when recruiting for full-time reporters or editors.

Permanent employees without prior internship experience take time to settle and adjust to the work environment, much to the consternation of employers because the recruits start earning full salaries and allowances on day one yet may not get engaged in any meaningful work until the third or fourth month.

A university education graduate or a diploma holder who has worked for a year as an intern stands head and shoulders above those without internship experience.

The interns get a valuable opportunity to learn and understand the modern-day learner who is erratic, digitally aware and more exposed to the outside world than previous learners.

They get to intimately understand the school environment and the intrigues and intricacies of classroom teaching, peculiar out-of-class experiences as well as come into contact with the more informal world of little kings, queen bees and bullies among the students.

The interns also allow their more experienced colleagues more time to deal with more important issues in school such as syllabus completion, discipline, career guidance, and individualised teaching.

Interns would generally lend themselves to more humdrum but critical tasks such as collating learners’ reports, preparing class lists based on the information given by the veterans, providing cover for absent teachers, and working with prefects to keep a record of disciplinary cases.

In the era of Covid-19 when many schools are smarting from disruptions, principals and senior teachers have little time or motivation to take new recruits through orientation of any kind as they rush to repair the damage caused by the virus.

Instead, they are more than glad to welcome well-motivated and positive employees excited by the improved pay and the exalted status of permanent and pensionable.

By giving the interns a 30 per cent grade head-start in the ongoing recruitment process, the TSC is being provident and prudent. The policy will also gain more traction among unemployed teachers, and our schools will be better off for it.

It is now clear that for teachers seeking any TSC Promotions or employment, the newly launched TSC TPAD is a fame Fatale, a necessary evil. Although unions have in the past protested the implementation of TSC TPAD tools, terming it strenuous and a waste of time, the Teachers Service Commission remains adamant and from the look of things, the TPAD tool is set to continue for as long as a teacher remains active in the teaching profession.

What does the TSC TPAD tool mean for teachers?

Like it or not, any teacher wishing to rise the ladder in as far as the teaching profession is concerned must open a TSC TPAD account through the official TSC TPAD2 Portal or rather activate it, ensure that all the relevant details are duly filled and above all print a copy of the tpad report for every term once the appraisal process is complete.

TSC Closes TPAD Portal for Term 2

Once the appraisal process is complete, the Teachers Service Commission closes the login portal meaning that no further amendments can be initiated online for that particular term.

The portal is usually open for three months for practicing teachers to complete the following mandatory tasks:

  1. Creating a TPAD 2 login account
  2. Scheduling an appraisal rating meeting online
  3. Undertaking lesson observation
  4. Capturing learners’ progress records
  5. Filling in weekly lesson attendance data
  6. Reaching an amicable solution/ agreement on the appraiser and appraise marks and countersigning
  7. Creating a lesson observation request

Since the Commission uses TPAD appraisal reports to promote and sometimes employ teachers, it is wise that you download, print, and keep it safe.

Printing your appraisal report is a simple, straightforward process.

Here are the steps on how to go about it:

Log onto your tsc tpad2 account to access the TPAD2 system online as shown below

Wait for the system to load your data so that you can access the dashboard.

 

Click on “Appraisal Reports” as indicated in the screenshot below

 

Next, click on the “Standard Reports” icon (check out the photo below)

 

This will prompt you to specify the year and term for the report that you wish to access. Select the parameters as indicated in the image below and click on “search” once done.

This will prompt the system to display your report as shown in the image below. Note that there are two types of reports: summarized and detailed. You are at liberty to choose which one you would like to print.

Jubilation is in the air and third term seems to have begun on the right note as after the Teachers Service Commission, TSC released promotion letters for teachers especially those who have now been upgraded to C4.

Our focus is on this particular cadre of teachers since for over 10 years, they have stagnated in Job group L without prospects of a better salary after hitting the ceiling-maximum salary despite the harsh economic times.

New TSC Promotion Criteria/Guidelines

Although the Commission took into account factors like regional balance, integrity, and affirmative action, it is crystal clear that other parameters including length of service did play a key role.

From our analysis, any teacher who was on the TSC payroll as of the year 2008 got promoted to C4 which is an entry grade for administrative positions.

New Salary for TSC Promoted Teachers

With the Promotions, the Commission availed higher salary perks for the teachers since this means more responsibility on their part.

The teachers will henceforth be charged with greater responsibilities including overseeing curriculum implementation and helping in school management.

Kindly note that the 2021 TSC Promotions are pegged on the 2017-2021 Collective Bargaining Agreement, CBA signed between the Teachers Service Commission and teachers’ unions.

This is the last phase of the CBA which will come to an end this coming July.

However, complaints have now risen following the huge disparity between the salary stated in the CBA and what is actually stated in the teachers’ promotion letters. See the images below;

 

Below is a sample letter of Promotion to senior master IV which is an entry grade to administration.

The letter clearly stipultes the new responsibilities the teachers will be undertaking upon assuming their new roles.

The teachers are to remain in their current stations contrary to what many believed. There were fears that teachers would be delocalized to other areas upon Promotions.

Another important thing to note about the new position is that the performance will be based on annual performance contracting for school administrators.

New Salaries for TSC Promoted Teachers

According to the letter, the annual salary for teachers in this grade ranges from ksh 627,696-667,248 besides other allowances. This brings the maximum for this job group to Ksh 55,000 per month.

However, a close look at the CBA 2017, the basic salary for job group C4 ranges between ksh 52,308-65,385 as shown below.

The new salary therefore is lower than what the CBA had stated. Take a quick look at the image below

A closer look at the above image however shows that there is a range for the salaries paid for teachers in grade C4.

Besides, the Commission uses a T-Scale to determine teachers’ salaries.

The salary range therefore differs depending on when and where the teacher has been upgraded, the point of entry.

Teachers who have served the Commission for a relatively longer period automatically earn higher Salaries due to the annual Increments.

Upon successful application for the available TSC teaching opportunities via the Teachers Online Platform, the Teachers Service Commission is compelled to use a standard TSC scorecard technically referred to as TSC Scoresheet to rank candidates ahead of the planned TSC recruitment Interviews.

TSC Internship 2021: The Teachers Service Commission, TSC has got plans of recruiting at least 6,000 teachers on internship terms to effectively implement the 100 per cent transition policy and oversee the roll out of the new competency-based curriculum, CBC.

On June 2,  there arose an advertisement that did rounds on social media platforms purporting that the Teachers Service Commission has announced 6000 internship vacancies for qualified teachers.

The Teachers Service Commission (TSC) has however issued a clarification after the advert announcing 6,000 vacancies and impersonating its brand went viral.

The advert which was designed with the commission known shade of colour blue and its logo, listed the schools that the new tutors would be posted in once the exercise was completed.

In a statement shared on Wednesday, June 2, TSC denounced the letter warning the public to be wary of such malicious ads that seem to have flooded various industries.

“Beware of fake documents circulating with purported teaching vacancies. TSC has not announced any teaching jobs,” read the warning in part.

All the fake vacancies had been classified as internship positions and were purportedly aimed at filling post-primary positions.

This comes months after the government body denounced another 12,000 internship vacancies whose ad was designed to mimic a newspaper version.

The notice went viral in October 2020 promising 4,000 slots for primary schools and 8,000 for secondary schools.

Being a government body, TSC is is often required to advertise its vacancies either inside the government-owned MyGov newspaper or have the advert carried in a newspaper with a nationwide reach.

The last time the commission ran an authentic advertisement was in March 2013 when it announced 1,550 job vacancies for teachers.

The commission, at the time, declared the vacancies with the aim of replacing teachers who exited service through natural attrition.

There were 1,119 posts for primary schools and 431 posts for secondary schools for which interested candidates countrywide were allowed to apply for.

To qualify for their jobs, the candidates are often required to be a Kenyan citizen, be a holder of a P1 certificate in the case of primary schools and a minimum of a diploma in education in the case of secondary schools as well as be a registered teacher with the Teachers Service Commission

TSC Recruitment Vacancies 2022- 2023: TSC Announces guidelines for recruitment of Advertised Vacancies for P1 teachers in January 2023

 

i) Following the advertisement for recruitment of teachers for Primary schools on permanent and pensionable terms, Regional Director Nairobi, County Directors and Sub-County Directors are required to conduct a selection exercise for applicants wishing to be employed and submit Merit Lists to the TSC Headquarters. The lists should be ratified by the Regional Selection Panel for Nairobi and County Selection Panel for other counties.

ii) Applicants will be required to submit their applications to the Secretary Teachers Service Commission through online platform www.teachersonline.go.ke for the county where a vacancy has been declared.

 

iii) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officer Ethics Act and TSC Code of Conduct and Ethics (CoCE, 2015).

iv) The TSC Regional Directors are required to induct TSC County Directors within their areas of jurisdiction, who in turn are expected to induct members of the Selection Panels involved in the recruitment process on the relevant Sections of the Act and the Code of Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.

 

 

v) The TSC County Director MUST ensure that the recruitment process is done in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID-19 pandemic.

 

vi) TSC County Director MUST ensure that venues for selection process are accessible to applicants with disability.

 

vii) All applicants MUST be registered teachers as per Section 23(1) of the Teachers Service Commission Act, 2012. Applicants who are not duly registered shall not be considered for recruitment.

 

 

viii) Applicants whose names differ in the academic and professional certificates and/or identification cards MUST present an Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.

 

ix) Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST present certified copies of the certificate(s) of the national examination(s) for all attempts. Copies of Certificates must be certified by the Sub-County Directors. In the event the exam was cancelled applicants must present a letter from the Head of Institution together with a certified copy of KNEC print out from the school confirming the cancellation.

 

x) Upon generation of Applicants’ List from the system, the TSC County Director shall convene the County Selection Panel which shall shortlist a maximum five (5) applicants per advertised post, by Sub County, after considering all factors.

 

xi) The list of shortlisted applicants, interview date, venue and time of the interview will be published on the Teachers Service Commission website.

 

 

xii) The Sub-County Director shall compile a Merit List of a maximum of five (5) applicants per advertised post after the verification of documents exercise.

 

xiii) During the selection, each applicant shall be assigned a serial number. Applicants must present original and legible photocopies of the following, among other relevant documents: –

 

a) National identification card;

 

b) Certificate of Registration as a teacher;

 

c) Authentic evidence of service as a teacher intern (where applicable);

 

 

d) PTE /DPTE Certificate;

 

e) KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);

 

f) KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);

 

g) Letter of Certification of results by KNEC (where applicable);

 

h) Primary and Secondary School leaving certificates and other relevant testimonials;

 

i) National Council of Persons with Disabilities (NCPWD) Card (where applicable);

 

 

j) An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.

 

xiv) All applicants, irrespective of gender, disability, ethnicity or Home County shall be given equal opportunities;

 

xv) TSC County Directors shall ensure that a 5% of all the advertised slots are reserved for the recruitment of teachers with disabilities in accordance to the provisions of the Constitution and the Law;

 

xvi) The Commission shall allocate additional slots for ASAL and Hard to Staff areas based on the recorded teacher shortage.

 

xvii) In the event of a tie in the ranking, consideration for selection shall be determined in the following order:

 

a) Applicants’ disability status;

 

b) Participation in the TSC Teacher Internship Programme;

 

c) Length of stay since graduation;

 

d) Strength of academic and professional certificates presented.

 

N/B: If applicants tie at PTE/DPTE points, aggregate KCSE grades or its equivalent shall be considered.

 

xviii) The details of the shortlisted candidates shall be posted in the TSC Website at least Seven (7) days before the date of the selection exercise

 

xix) The selection panel shall vet each applicant to establish if he/she meets the requirements of the TSC advertisement during the selection exercise.

 

xx) Preference shall be given to applicants who have never been employed by the Commission.

 

xxi) The merit list shall be used in the subsequent recruitment processes in the County within the Financial Year or as directed by the Commission from time to time.

 

2.0. SUB-COUNTY SELECTION PANEL

 

The Selection Panel shall comprise of the following members:-

 

The Sub County Director Chairperson

TSC Sub County Human Resource Officer Secretary

Zonal Curriculum Support Officers (3) Members

Total 5

The TSC Sub-County Director MUST ensure that the Ministry of Health COVID-19 containment measures or any other pandemic as may be advised by the Ministry of Health are adhered to by both panel members and the applicants at all times.

 

3.0 VERIFICATION EXERCISE

 

i) The TSC Sub County Director shall verify the TSC registration status of all applicants;

 

ii) The TSC Sub County Director shall present a list of all applicants to the Selection Panel;

 

iii) Applicants must appear in person before the Selection Panel on the set dates.

 

3.1 AUTHENTICATION OF ACADEMIC AND PROFESSIONAL DOCUMENTS

 

i) Original academic and professional certificates shall be scrutinized to verify their authenticity.

 

ii) The TSC Sub County Director shall certify photocopies of the certificates and other documents before forwarding them to the TSC County Director.

 

iii) Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified and/or deregistered.

 

3.2 SELECTION CRITERIA

 

i) Applicants shall be awarded marks as per the score sheet (Appendix 1(a) and (b). Where applicants tie in scores, the panel shall consider the criteria under Clause 1 (xvii) of these guidelines.

 

ii) Upon verification of academic, professional and other relevant documents, the Sub-County selection panel shall compile a Sub-County Merit List. The TSC Sub- County Directors shall submit Sub-County Merit Lists to the TSC County Directors who shall convene a County Selection Panel to compile a County Merit List. The County Merit List shall be used in the subsequent recruitment processes within the financial year or as directed by the Commission from time to time.

 

NB. An applicant with disabilities related to hearing and/or speech shall be allowed the company of a sign language interpreter.

 

4.0 DOCUMENTS TO BE SUBMITTED TO TSC COUNTY DIRECTOR

 

The TSC Sub County Director shall be required to submit the following to the TSC County Director: –

 

i) List of all applicants who presented documents for verification at the Sub County level (Appendix II);

 

ii) Sub County Merit List (Appendix III);

 

iii) Summary of complaints raised (if any) together with action taken;

 

iv) Minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary clearly showing how the final list of the successful applicants was agreed upon.

 

4.1 COUNTY SELECTION PANEL

 

i) After submission of Merit Lists by the TSC Sub County Directors, TSC County Director shall constitute a County selection panel comprising the following members;

 

a) TSC County Director Chairperson

b) TSC Deputy County Director Secretary

c) County Human Resource Officer Member

d) TSC Sub County Director (2) Members

Total 5

The TSC County Director MUST ensure that the Ministry of Health COVID-19 containment measures or any other pandemic as may be advised by the Ministry of Health are adhered to by both panel members and the applicants at all times.

 

ii) The TSC County Director shall be required to convene a County Selection Panel to ratify Sub County Merit Lists and compile the County Merit List for onward submission to the TSC Headquarters within the stipulated timeline;

 

iii) The selected applicants from the Merit List shall be informed through Short Message Service (SMS) and will be required to correctly fill the TSC Application for Employment Form (TSC/APPT/1) without erasing or defacing it.

 

iv) The Merit List compiled and ratified during the selection process at the beginning of the Financial Year shall be used in subsequent recruitments within the financial year.

 

NB: It is the responsibility of the TSC County Director to ensure that the exercise is fair and transparent. TSC County Director must also ensure that all documents are in order as provided in the approved checklist and appropriately signed/certified before submission to the TSC Headquarters.

 

5.0 COMPLAINTS

 

i) Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through, [email protected] not later than seven (7) days after the selection exercise;

 

ii) The TSC County Director should, within seven (7) days of receipt of such a complaint, analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the action taken.

 

iii) Where an applicant is dissatisfied with the decision of the TSC County Director in (ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters. The Appeals Committee shall investigate the allegations and take appropriate action within fourteen (14) days.

 

6.0 DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS

 

The TSC County Director shall submit the following to the TSC Headquarters;

 

i) County Selection Panel minutes duly signed by the Chairperson and Secretary;

 

ii) Copies of minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary and verified by the TSC County Director on behalf of the County Selection Panel, clearly showing how the final list of the successful applicants was agreed upon;

 

iii) County Merit Lists; (Appendix IV)

 

iv) List of all selected applicants drawn from the County merit list; (Appendix V)

 

v) List of all invited applicants who did not appear for verification; (Appendix V1);

 

vi) List of applicants with disability; (Appendix VII)

 

vii) Duly filled Application for Employment Forms (TSC/APPT/I) for the selected applicants;

 

viii) Original statement of confirmation of PTE/DPTE/KCSE/KCPE results from KNEC for applicants without original certificates;

 

ix) Original Medical Examination report in form GP 69;

 

x) Certified copies of the following documents in the order indicated below: –

 

a) National identification card;

 

b) Certificate of Registration as a teacher;

 

c) Authentic evidence of service as a teacher intern (where applicable);

 

d) PTE/DPTE certificate;

 

e) KCSE certificate or its equivalent (include certificates for all attempts if one re-sat exams);

 

f) KCPE certificate or its equivalent (include certificates for all attempts if one re-sat exams);

 

g) Letter of certification of results by KNEC (where applicable);

 

h) Primary and Secondary School leaving certificates and other relevant testimonials;

 

i) National Council of Persons with Disabilities (NCPWD) Card (where applicable);

 

j) An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names;

 

k) KRA PIN certificate, Bank form and Bank plate/card (front face) to facilitate appointment on payroll.

 

xi) Written commitment by the applicant to serve in any county posted to, for a minimum period of five (5) years, and three (3) years in case of North Eastern region;

 

xii) Panel score sheet (Appendix I) both in soft (excel) via [email protected] and hard copy for the selected applicants.

 

7.0 IMPORTANT NOTES

 

i) Merit Lists shall be made available to members of public wishing to see them on request in a manner that will not put the recruitment process into jeopardy.

 

ii) Under no circumstances should the Application for Employment Form be defaced or photocopied for use.

 

iii) All enquiries arising from these guidelines should be made to the TSC County Director.

 

iv) Notwithstanding the decentralization of the function of teacher recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded from carrying out recruitment directly from the TSC Headquarters.

 

v) The TSC Regional Directors shall:

 

a) Ensure guidelines are adhered to within their regions;

 

b) Coordinate the teacher recruitment process within their respective regions;

 

c) Sensitize County Directors and oversee the sensitization of other officers including members of the BoM involved in the process;

 

d) Undertake measures to resolve complaints arising from the process within their regions;

 

e) Ratify Merit Lists submitted by the TSC County Directors.

GUIDELINES FOR RECRUITMENT OF TEACHER INTERNS, JUNIOR SCHOOLS– 2025/2026 FINANCIAL YEAR

1.0  GENERAL INFORMATION     

Following the advertisement for recruitment of teacher interns, Sub-County Directors are required to conduct the selection exercise for the advertised vacancy (ies) for applicants wishing to be engaged in the TSC Internship programme and submit Merit Lists to the TSC Headquarters through their respective TSC County Directors.

Applicants will be required to submit their applications to the Secretary, Teachers Service Commission online through www.teachersonline.go.ke where a vacancy has been declared.

The Selection Panel is required to exercise the highest degree of transparency and accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct and Ethics (CoCE, 2015).

TSC Sub-County Directors in liaison with their respective TSC County Directors MUST ensure that venues for selection process are accessible to applicants with disability.

All applicants MUST be registered teachers as per Section 23(1) of the Teachers Service Commission Act, 2012.  Applicants who are not duly registered shall not be considered for recruitment.

TSC Sub-County Directors MUST confirm online registration status of the applicants at shortlisting stage to avoid engaging unregistered/deregistered teachers or ineligible applicants

Applicants whose names differ in the academic and professional certificates and/or identification cards MUST present an Affidavit, sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.

Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST  present certified copies of the certificate(s) of the national examination(s) in question  for all the attempts.  Copies of the certificates must be certified by the Sub-County Directors.

Upon generation of Applicants’ Lists, the TSC County Director shall share the lists with the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the SubCounty Selection Panel(s). The Selection Panel(s) shall identify interview venues, dates and time which shall be communicated to the teachers for verification.

All the applicants shall be invited for the verification of documents. The applicants shall be informed of the interview venue, date and time through SMS at least seven (7) days before the date of verification.

The verification exercise shall be conducted at the Sub-County level through the TSC Sub-County Selection Panel under the leadership of the TSC Sub-County Director. After the verification exercise, the TSC Sub-County Director shall compile a Merit List of all applicants whose documents have been verified. The sub county Merit Lists shall be used to recruit teacher interns in the current and subsequent recruitment of teacher interns within the financial year.

Upon invitation for interview, applicants shall be required to present originals and clear photocopies of the following documents: –

  • National identification card;
  • Certificate of Registration as a teacher;
  • Diploma/Degree certificate and official transcripts;

  • Preference shall be given to applicants hailing from the respective Sub-County, followed by applicants hailing from the County, in order of merit.
  • Teachers trained in Special Needs Education (SNE) will be posted to SNE Junior Schools of their area of specialization
  • The Sub-County Selection Panel shall develop merits based on the score sheet.
  • The selection shall be undertaken in order of subject preference in the following order-

  2. Teachers qualified in Mathematics/Non science subject.
  3. Teachers qualified in technical subjects.   • The names of interviewed applicants ranked in order of performance in the selection process together with successful applicants’ recruitment documents shall be submitted to the Commission by the TSC County Director.
  • Applicants who have served under teacher internship programme or have been employed on permanent and pensionable terms by the Commission but exited service other than disciplinary grounds are eligible.

2.0. AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND OTHER RELATED DOCUMENTS

Applicants must present original and legible photocopies of the following documents: –

  • National identification card;
  • Certificate of Registration as a teacher;
  • Diploma/Degree certificate and accompanying transcripts;
  • KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);  
  • KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);
  • Letter of certification of results by KNEC (where applicable);
  • Primary and Secondary School leaving certificates and other relevant testimonials;
  • National Council of Persons with Disabilities (NCPWD) Card (where applicable);

The selection panel shall verify that: –

  • The applicant meets the requirements stipulated in the TSC advertisement;

Once the interview process is completed, Sub-County Merit List based on the interview results shall be compiled and communicated to applicants at the end of interview exercise

It is the responsibility of the TSC County Director/Representative to ensure that the:

  1. Exercise is fair and transparent;
  2. The Selection Panels are satisfactorily sensitized on the recruitment process;
  3. The interviews are conducted as stipulated in these guidelines and any other circulars applicable to the process;
  4. Only the successful applicant(s) on the Merit List are engaged as teacher interns.

The TSC Sub-County Director shall ensure that successful applicant(s) from the Merit List is/are engaged as teacher interns.

All relevant recruitment documents shall be submitted to the TSC County Director’s office by the TSC Sub-County Director.

The panel shall conduct verification of the documents and ensure that all the requirements are met by the successful applicants before signing Internship Agreement and Offer of Internship Letters and submitting the recruitment documents (as per the approved checklist) to the TSC Headquarters within the stipulated timelines.

4.0   SELECTION CRITERIA

  1. The TSC Sub-County Director shall provide to the selection panel a list of all shortlisted applicants as received from the TSC County Director.
  2. The selection panel shall interview only those who meet the set criteria.  The TSC SubCounty Director should note any inconsistency (ies), adhere to the guidelines and guide the applicants /selection panel and the Commission accordingly.
  3. Applicants shall appear in person before the selection panel. The selection panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b))

NB. An applicant with disabilities related to hearing and/or speech shall be allowed the company of a sign language interpreter.

5.0  QUALIFICATIONS

5.1. Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at ‘A’ Level.  In addition, they must have either:

  • A Bachelor of Education Degree with two (2) teaching subjects or,
  • A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects or,
  • Bachelor of Science with Education/Bachelor of Arts with Education with two teaching subjects or,
  • Bachelor of Science in Agricultural Education and Extension with two teaching subjects.

N.B: Applicants with the following qualifications are also eligible;

  1. Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma in Education or those who obtained a Mean Grade C (Plain) at KCSE and C (Plain) in the subjects of study at ALevel and obtained at least 1 Principle and 2 Subsidiaries for Sciences, 2 Principles and 1 Subsidiary for Arts prior to undertaking a Bachelor of Education Degree
  2. Diploma in Education Holders with a Mean Grade of C+ (Plus) and C+ (Plus) in the two teaching subjects at KCSE and have undertaken a Bachelors of Education Degree.
  3. Bridging/Pre-university certificates for those who completed the course before December 31st, 2015 are considered.

5.2. Diploma Teachers 

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at ‘A’ level.

In addition, they must have: a Diploma in Education from a recognized Teacher Training Institution with at least C+ (Plus) in the two teaching subjects.

N.B:                       

a) Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible

b) Hearing and visually impaired teachers who enrolled for training with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects are eligible.

5.3. Technical Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with at least C+ (Plus) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at ‘A’-Level in subjects studied.  In addition, they must have either:

  1. Bachelor of Education Technology (BeD TECH); or,
  2. Bachelor of Science (BSc) in any relevant technical Subject (s) /Course; or
  3. Higher Diploma in a technical course; or
  4. A Diploma in a technical course.

Further, applicants under category (ii) above MUST possess a Diploma in Technical Teacher Education from Kenya Technical Trainers College (KTTC), previously known as Kenya Technical Teachers College.

N.B:  

  1. Applicants whose training is in subjects that are currently not in the Secondary School Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and/or enhancement. This category includes but is not limited to Bachelor of Science /Bachelor of Arts in: Natural Resources, Horticulture, Fisheries, Meteorology, Farm Machinery                 –           Anthropology, Forestry, Sociology, Biotechnology, Animal Husbandry, Journalism, Theology/ Divinity
  2. Applicants with Economics/Commerce/Accounting can apply for Business Studies and those with Social Education and Ethics (SEE) can apply for CRE/IRE.
  3. Diploma Teachers with English/other subjects qualify for employment as teachers of English/Literature on condition that they have adequate units in both Language and Literature.
  4. All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer Studies. For those who did not study Business Studies and Computer Studies, one should have attained a minimum of C+ (Plus) in Mathematics at KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE.
  5. Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject. In addition, the teachers must have studied Special Methods in their two teaching subjects of choice together with a minimum of three (3) months teaching practice.
  6. Enhancement certificate(s) and transcripts shall only apply where an applicant had not covered the minimum number of units during the degree/ diploma programme.

Applicants who chose to study a third subject must ensure that they have studied all the units in the chosen subject as offered by the selected institution for four years of study together with special methods and teaching practice. In addition, there should be evidence that the applicants have covered the approved credit hours for the course.

Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.

Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special Needs Education e.g. Biology/KSL and Geography/Braille.

6.0 VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

The TSC County Directors should: –

  1. Ensure that the Internship Agreement and the Offer of Internship Letter have all the attachments required as provided for in the approved checklist/s;
  2. Countercheck the recruitment documents to verify that the applicant(s) recruited qualify for engagement as a teacher intern as per the provisions of the recruitment guidelines;
  3. Ensure that all documents are duly signed as required; including the score sheets, Minutes of the Selection Panels, Internship Agreement and Offer of Internship Letter confirming that the candidate qualifies/merits to be engaged as a teacher intern;
  4. Compile complaints received and submit appropriate action taken or recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters:

1) Duly signed Internship Agreement and Offer of Internship Letter together with:

Certified copies of:

  • National Identification Card;
  • Certificate of Registration as a teacher;
  • Academic certificates; Professional certificates and all official transcripts;
  • Letter of Certification of results by KNEC (where applicable); NCPWD Card (where applicable);
  • An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap. 15 of the Laws of Kenya to explain the variance in names (where applicable);Bank plate/Card (front face);KRA PIN Certificate;
  • Two (2) passport size colour photographs in respect of successful applicant(s);
  • Original Medical Examination report in form GP 69.

2) A list of all interviewed applicants in order of merit for the advertised vacancies in (Appendix (III a); and or (Appendix III b);

3) A copy of the system generated list of all applicants clearly showing those who failed to attend the interview;  

4) List of applicants with disabilities; (Appendix VI);

5) Duly signed Minutes of the Selection Panel and the Sub-County Selection Panel;

6) Completed selection score guide duly signed;

7) Duly completed pay point particulars form.

8.0 COMPLAINTS

  1. Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through email address: dirstaffing@tsc.go.ke not later than seven (7) daysafter the selection process;
  2. The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and promptly inform the Headquarters on the action taken;
  1. Where an applicant is dissatisfied with the decision of the TSC County Director in (ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters. The Appeals Committee shall investigate the allegations and take appropriate action within fourteen (14) days.

9.0  IMPORTANT NOTES

Merit Lists shall be made available to members of public wishing to see them on request in a manner that will not put the recruitment process into jeopardy and in total adherence to the Data Protection Act, 2019.

Clarification and advice on issues of qualifications arising from these guidelines should be sought from the TSC County Directors.

Notwithstanding the decentralization of the function of teacher recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

The TSC Regional Directors shall coordinate the teacher recruitment process within their respective regions;

According to the TSC recruitment letters 2023, Junior Secondary School (JSS) interns and permanent and pensionable teachers will be posted to any school within their county of choice.

Are you a teacher and you were recently recruited by the Teachers Service Commission, TSC on permanent and pensionable terms? Thumbs up! for this major major milestone. Kindly note that you will not report to your work station haphazard. Before you report to your teaching station, the TSC must send a letter of employment (Letter of probationary employment) containing the new working terms and conditions.

 

 

This letter, also technically referred to as the  TSC posting letter, is meant for all newly recruited teachers after TSC has successfully vetted the teachers’ documents. The letter is sent to the teacher through the station where the teacher has been posted to serve under TSC terms.

 

 

In the letter the Commission Secretary spells out the entry level of the teacher i.e Secondary School Teacher II for teachers entering the profession as degree holders. The station where the teacher has been posted and the subjects to be handled are also written on the employment letter. Your starting salary scale is also given on your letter.

 

TSC TERMS OF RECRUITMENT FOR NEW TEACHERS

If you are a newly recruited teacher then you must work on probation for a period of not less than six (6) months. In some cases the probation period may be extended if the teacher’s performance is unsatisfactory; at worst, the teacher’s employment may be terminated before completion of the probation period. To be confirmed on permanent terms, the head of institution fills a recommendation form for the teacher that is sent to TSC for approval.

 

 

You are expected to proceed to the posted institution as indicated on the employment letter and you are given a grace period of 30 days from the effective date; as stated on the employment letter.

 

Immediately you report to duty, the Head of institution should fill a casualty and send it to TSC, so that you can be put on the payroll.

 

The employment letter also spells out the expected basic salary per year depending on the entry grade of the teacher. The teacher is also entitled to monthly allowances pegged on his/ her grade. Allowances that the teacher may get include, but not limited to: House allowance and Commuter allowance. Teachers working in areas classified as hardship get hardship allowance on top of the two allowances. While, those working at schools with differently abled learners also receive Special allowance.

 

You should be ready to work in any part of the country where the Commission feels his/ her services are required. Additionally, you will have to serve at the initial work station, where the first posting has been made, for a period of not less than five (5) years before requesting for a transfer. Though, in some cases you may be transferred under special consideration from the Commission on such grounds as Medical and insecurity; as may be deemed fit by TSC.

 

The employment letter is also copied to the Principal or head of institution and the TSC County Director.

Finally, there is a sigh of relief to all the qualified teachers who applied for the intern positions because TSC has offered direction on the next course of action! All the successful applicants (short-listed) are advised to attend to interviews at the county TSC offices. It is confirmed that a list of shortlisted applicants has been sent to each county. This is from a memo dated 7th of November 2019 from madam Catherine Lenairoshi of TSC Corporate Communications office. The communique further notified all the shortlisted candidates to carry the following as they attend the interviews on a date that would be communicated in due course:

  • A valid certificate of good conduct
  • A valid personal accident cover
  • An original national ID card.
  • Two passport size photographs
  • KCSE certificate
  • KCPE certificate
  • Disability card where applicable
  • Diploma/degree certificate together with transcripts.
  • The school leaving certificate

INTERVIEW DATES

The interview dates are being communicated from the county level. The shortlisted teacher interns are receiving messages inviting them for the interviews. These messages include the actual dates of the interviews, time and even the venues. These invitation messages shall be trickling in depending on the dates that the various counties plan to conduct the interviews. For instance, all the shortlisted candidates for KITALE have already received invitations for the interviews. The date is the 16th of November 2019.

On the 8thof October 2019, the Teachers Service Commission(TSS) advertised for a whooping 10,300 teacher intern positions. These numbers were to take care of both the primary and secondary schools teacher biting shortage. The bigger number(6000) was for secondary schools perhaps in a bid to plug the severe staff shortage following the 100% transition clarion call. The 4,300 posts were reserved for the primary schools. All the applications were to be done online a great departure from the norm where teachers applied for the advertised positions at the school and sub-county education offices.

Salaries and deductions

According to the sources from TSC, it is confirmed that primary school teacher interns will pocket 10,000 while their secondary school counterparts will smile all the way to the bank to cash 15,000. It is important to note that these incomes are subject to statutory deductions. This is stuff like NSSF, NHIF among others.

The Grand promise

Tsc has confirmed that the successful interns will be offered permanent jobs. However, this will depend on the usual conditions: availability of funds and the interns’ performance.

Staggering numbers of pupils and students

It is important to note that the ever-swelling numbers of learners in public schools have thrown school managers to panic mode. This is because the resources allocated to schools are not commensurate with the recruitment of teachers and the provision of other essentials in these schools. Survey on the ground indicate that the shortage of teachers in secondary schools stand at a whopping 85,258 this year up from 57,380 last year. In primary the shortage stands at 30,357. This is so bearing in mind that the ministry has to plan for the 10million pupils and about 2.8 million students. This severe shortage has forced the school managers to hire teachers on BOM terms to alleviate the situation. This has created another challenge on matters funds because the government subsidies are not for personal emoluments forcing them to survive on shoestring budgets in a bid to implement learning programmes in schools. The swelling numbers also have strained teachers especially those on duty leading to low morale and possible burnouts.

Subjects with biting shortage.

According to TSC some of the worst-hit subjects in teacher distribution are physics, cre, history, agriculture, English and math.
