New TSC score sheet for 2022 July Recruitment, TSC Revises 2022 Scoresheet for Teachers, Slashes Internship Marks

The Teachers Service Commission has slapped currently serving teacher interns after slashing marks for internship by half. The commission has reduced marks for suitable applicants who will provide evidence for internship. Previously, applicants who produced evidence for internship secured 30 marks. Surprisingly, the commission has now reduced those marks to 15.

In the new recruitment guidelines released by TSC, qualified teachers who have evidence of internship will stand a high chance of securing TSC jobs.

However, the commission has reduced marks for suitable applicants who will provide evidence for an internship. Previously, applicants who produced evidence for internship secured 30 marks. Surprisingly, the commission has now reduced those marks to 15.

It is important to note that teachers who are serving in internship programs will have a headstart over others. This will automatically give them an upper hand.

Here is how internship marks will be awarded:

Served for two (2) years – 10 marks

Served for (1) year -5 marks

MAXIMUM SCORE – 15 marks

Another factor that will increase the chances of one getting employed is the quality of the certificate. However, tutors teaching subject combinations like Physics/Chemistry, Biology/Agriculture, and Chemistry/Biology are easily absorbed by TSC since they are few.

Applicants must present original and legible photocopies of the following
documents:-

  1.  National identification cards;
  2.  National Council of Persons with Disability (NCPWD) Card (where applicable);
  3. KCPE Certificates;
  4.  KCSE Certificates (include first attempt certificate if repeated exams);
  5.  Diploma/Degree Certificates and official transcripts;
  6. Primary and Secondary Schools leaving certificates
    NB: Provisional transcript shall not be accepted.
    Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.

One who has a co-curricular certificate of participation will also stand a higher chance of scoring more marks. This part is very crucial when it comes to breaking ties.

Even though the Teachers Service Commission has announced over 14,000 recruitment slots, kindly note that not all the applicants will get employed this July. Teachers with the following qualifications have a greater 1chance and definitely an upper hand during the July 2022 TSC recruitment interviews;

In the previous TSC recruitment, both degree and diploma teacher graduates were awarded a uniform score. However in this upcoming TSC recruitment, the Commission promised to review the TSC Recruitment Scoresheet to favour degree teacher graduates having cleared the backlog of diploma teachers who have overstayed without being recruited on permanent and Pensionable terms. This therefore means there is a ray of hope for applicants with degree qualifications since the peak mark is 35 out of 100 for those with the rare first class honours and 30 for second class upper.

Since education is a holistic process of acquiring knowledge, skills and values, a teacher is expected to not only impart knowledge but also inspire and guide learners to fully realize their potential besides making use of their talents.

Teachers who have successfully coached learners in athletics, games, drama and music festivals up to extra county or national levels stand a better chance of being absorbed into permanent and pensionable terms.

Collaboration and networking is one of the key pillars in the ongoing Teacher Performance Appraisal  Development,TPAD assessment process.

Teachers with evidence of networking and working together with the community are in for a win in the upcoming July 2022 TSC Recruitment exercise.

General TSC Recruitment Guidelines

All applicants must be registered teachers as per Section 23 (1) of the Teachers Service Commission Act, 2012. Applicants who are not registered do not qualify to be recruited.

Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their applications.

Applicants whose names differ in the certificates and/or identity cards are required to present sworn affidavit on the difference in names.

Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST present certified copies of the certificate(s) of the national examination(s) in question for all attempts.

Applicants will be required to submit their applications to the Secretary Teachers Service Commission through online platform https://www.teacheronline.tsc.go.ke for the institution where a vacancy has been declared.

 

TSC LIST OF DOCUMENTS THAT YOU MUST SUBMIT DURING RECRUITMENT INTERVIEWS

Upon invitation for interview, applicants will be expected to appear with originals and clear copies of the following documents:

The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.

Heads of Institutions should communicate to all shortlisted applicants through SMS (Short Message Service) at least seven (7) days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the date of the interview, venue and time.

The Teachers Service Commission, TSC has warned tutors to beware of the fake recruitment advert doing rounds on social media protests.

The fake recruitment advert purports that the Commission is seeking to recruit 5, 000 teachers to plug a shortage in schools caused by the 100 percent transition policy.

Besides, interested applicants can confirm all TSC advertisements on the official TSC website to avoid being taken advantage of by online scammers and fraudsters.

TSC Recruitment of teachers 2020

The Teachers Service Commission, TSC which is responsible for the hiring and promotion of teachers in Kenya was allocated 2.0 billion for the recruitment of 5, 000 teachers on permanent and pensionable terms and another 2.4 billion for the hiring of 10, 000 intern teachers during the 2020/2021 financial year.

300 million was also allocated for the hiring of ICT interns to support digital learning in schools.

 

 Counties with the highest teacher shortages; understaffed counties

On March 15, 2020, the TSC released a full list of Counties that have got the highest teacher shortages.

This list is likely to influence the upcoming TSC recruitment exercise by being given more Teaching vacancies/slots.

The Commission also received 266 billion for recurrent expenditure which encompasses TSC promotions and salary hikes.

The Teachers Service Commission, TSC has issued new channels through which teachers seeking various services can now easily access them.

According to the Commission, tutors do not have to go all the way to the headquarters especially given the state of the Coronavirus pandemic to access services such as inquiries on promotions, posting letters etc.

This move follows the public shaming of the commission after photos of a distraught lady teacher stranded with her baby outside the commission’s headquarters went viral.

Madam Lydia Ireri got hired by the TSC but is yet to receive her posting letter.

According to Ms. Ireri, attempts to get feedback from the Commission we’re futile.

That is when she decided to travel all the way to the TSC headquarters but to her disappointment, she was denied entry.

Even as the Teachers Service Commission, TSC is planning to recruit 5000 teachers on Permanent and Pensionable Terms, there is a looming teacher shortage crisis as 30, 000 are set to exit service by December after attaining the retirement age.

According to the TSC terms and conditions, a teacher is allowed to practice until she or he attains the age of 60.

The majority of the tutors set to retire are currently serving as senior teachers, masters, deputies, or heads.

This will thus leave the teaching sector understaffed especially now that many teachers have been stuck in job group L for decades on end.

For now, the Commission can enjoy the rollercoaster but come January 2021 when schools resume, schools will fall short of approximately 30, 000 tutors.

CHIEF PRINCIPALS

6000 teachers have already exited service in the past three months among them chief principals of national schools and senior principals in extra- county and county schools. Having attained the mandatory retirement age, some have already handed over necessitating deputies to take over schools in an acting capacity.

This will not however last long since the majority of the deputies are approaching their retirement age or do not qualify for confirmation as principals.

This, therefore, leaves many schools with limited management. The Commission has since directed deputies and heads of county and sub-county schools to be deployed by the County and regional education directors.

TSC PROMOTIONS 2020

Having directed county and regional education directors to deploy teachers to fill the administrative positions that will be left vacant once the teachers retire.

This comes at a time when the Commission is trying to rectify erroneous promotions and conversions of teachers to higher grades, an error that has cost the Commission an arm and a leg.

Last month, the Commission announced its plan to recover hefty salary perks paid to teachers who were erroneously promoted since the year 2017, a move that KUPPET has strongly opposed saying that the affected tutors should not be victimized for they are innocent.

TEACHERS’ NEW SALARIES

Administrators who will exit service by December will have a taste of new higher salaries for the remaining six months.

TSC has already confirmed that teachers’ money the July 2020 pay rise is still intact and will be released at the end of July. The tutors will thus enjoy better salaries but for a short while before they get replaced.

Below is a quick breakdown of the New TSC Salaries for school administrators after the implementation of the July 2020 Salary Increment:

SENIOR SECONDARY TEACHER I AND SENIOR TEACHER I

This category encompasses teachers in secondary schools in grade C3 (former L). It is a promotional grade for teachers in secondary schools. Senior teacher I on the other hand refers to administrators in primary schools with an enrollment of over 1,000 learners. These tutors have been earning a salary range between Kshs 41, 343, and Kshs 51, 927. They will now earn between Kshs 43, 154, and Kshs 53, 943 effective July 2020.

 

DEPUTY HEADTEACHER II

These teachers fall in Grade C4 T-Scale 9. This is a promotional grade for administrators in primary schools with an enrollment of less than 1, 000 learners. These teachers currently earn between Kshs 45, 287 and 51, 632

HEAD TEACHERS, DEPUTY HEADTEACHER I AND SENIOR MASTER III

Teachers in this category fall in Grade C5, T-Scale 10. It encompasses headteachers in Primary schools with an enrollment of below 1, 000 learners, deputies in Primary schools with an enrollment of over 1,000 learners, and senior masters in Sub-county and day schools. The lowest-paid teacher in this category will now earn Kshs 62, 272 up from Kshs 51, 632 effective July 2020.

 

 

 

 

SENIOR HEAD TEACHERS, SENIOR MASTER II AND DEPUTY PRINCIPALS IV

Teachers in this category fall in Grade D1 T-Scale 11. It encompasses senior headteachers in primary schools with over 1, 000 learners, and administrators in county secondary schools with over 540 students.

These tutors will receive a salary increment of up to Kshs 3, 137 effective July 2020.

 

DEPUTY PRINCIPALS III

This category encompasses administrators in sub-County and day schools. The lowest earner in this category will receive a monthly salary of Kshs 91, o41, and the highest earner Kshs 91, 041 after a salary increment of Kshs 8, 324, and 3, 141 respectively effective July 2020.

 

PRINCIPALS T-SCALE 13

These are principals in sub-county and day schools. They currently earn a monthly salary between Kshs 93, 850, and Kshs 102, 807.

The lowest-paid principal in this category will get a salary increase of Kshs 10, 794 hence a news monthly salary of Kshs 104, 644 while the highest-paid will get an increase of Kshs 1, 837 and a monthly salary of Kshs 104, 644.

SENIOR PRINCIPAL T-SCALE 14

These principals are in charge of county secondary schools with over 540 students. They will receive a salary increment of between Kshs 3, 721, and Kshs 8, 993.

Their new salary will range between Kshs 118, 242, and 121, 890 per month effective July 2020.

 

CHIEF PRINCIPALS T-SCALE 15

These are principals in national or extra county secondary schools with over 1, 000 students.

These teachers will get a salary increment of up to Kshs 9, 496. Therefore, the lowest-paid principal in this category will earn Kshs 131, 380 while the highest-paid will pocket Kshs 157, 656 per month effective July 2020.

More than 3800 Diploma teachers in Kenya recently received good news from the Teachers Service commission-inviting them for interviews in their respective counties scheduled to start on 24th, May 2021.

Diploma teachers in Secondary schools will be competing for a chance to get promotion in the 1000 advertised promotion posts by Teacher Service Commission (TSC). -Most of the counties in the country by today have invited the Diploma teachers who had applied for the promotion which is to commence next week.

The exercise was to be carried in march but was postponed because Kenya National Examination council invited them for marking of examinations. Teachers who will be attending the interviews are required to collect their invitation letters from the County Directors of education TSC in their respective counties.

The Diploma teachers will be happy for this exercise this is because they have stagnated in the same job group for over seven years as compared to their colleagues with Bachelor’s degree in education.

The Teacher Service Commission released circulars to the regional county directors TSC through the TSC staffing director Madam Wahome Rita indicating the whole exercise will begin next week on 24th May up to 28th May,2021.

The Diploma teachers employed by TSC start their teaching career service by entering into job group C1-T-scale 6 which was previously known as Job group J according to the information provided by the Kenya Union of Post Primary Education Teachers secretary Akelo Misori.

The degree holder teachers starts at job group C 2(T-scale 7) previously known as job group K. -The process of promoting Diploma teachers to Job group C2 started in 2017 under the career progression guidelines as outlined in the collective bargaining agreement (CBA) 2017-2021.

To move from Job group C2 to C3 a teacher is allowed to to undergo an interview process. The previous guidelines strictly required a teacher to stay in the same job group for 3 years before being promoted unlike the current one which requires a teacher to undergo interview process. A total number of 16,512 teacher were recently Promoted from when the interviews were done in February and December 2020.

A new implementation of the new CBA is in its last stage which will be done by 30th June, 2021. During the interviews, teachers are supposed to carry the following,

• must have a tax compliance certificate from KRA

• clearance certificate from HELB,EACC and CRB

• TSC registration certificate

• certificate of good conduct

The Teachers service commission, TSC is a constitutional government agency that draws its mandate from article 237 of the Constitution to perform functions such as recruiting and promoting teachers in Kenya.

Besides this the Commission is mandated is to register, hire, transfer, deploy and exercise disciplinary control over all teachers countrywide.

TSC Promotions for Teachers

TSC Promotions are classified into two broad categories namely: competitive Promotions and automatic promotions for common cadre grades whereby the teachers are moved to the next grade without being subjected to any interviews after serving the Commission for a given period.

Earlier this year, approximately 32, 000 teachers were shortlisted for competitive TSC promotional interviews to fill 16, 152 available administrative slots.

The teachers turned up for the interviews up in designated TSC county offices countrywide.

Since the commission only wanted to fill 16000 vacancies due to limited funding by the government, it had to use a selection criteria which emphasised on gender, regional balance, experience, and affirmative action to sieve the interviewees.

However, from the look of things, the Teachers Service Commission, TSC must have considered the teachers’ length of service since the majority of those who were promoted to grade C4 have served for over 10 years in Grade C4.

TSC Promotion Letters

Lucky teachers who got upgraded received their promotion letters in May 2021 stating their new responsibilities, new T-Scales, and higher salaries.

Out of the 16000 lucky tutors, slightly over 6000 of them represent those that had stagnated in job group L or C3 for years.

It was all smiles for this lot that had stayed in one grade for an average period of 10 years without any annual salary increment that is meant to cushion workers against inflation and other vagaries.

Sample Letter 

Below is a sample letter of Promotion to senior master IV which is an entry grade to administration.

The letter clearly stipultes the new responsibilities the teachers will be undertaking upon assuming their new roles.

The teachers are to remain in their current stations contrary to what many believed. There were fears that teachers would be delocalized to other areas upon Promotions.

Another important thing to note about the new position is that the performance will be based on annual performance contracting for school administrators.

New Salaries for TSC Promoted Teachers

According to the letter, the annual salary for teachers in this grade ranges from ksh 627,696-667,248 besides other allowances. This brings the maximum for this job group to Ksh 55,000 per month.

However, a close look at the CBA 2017, the basic salary for job group C4 ranges between ksh 52,308-65,385 as shown below.

The new salary therefore is lower than what the CBA had stated. Take a quick look at the image below

Mandates of the KICD
The Kenya Institute of Curriculum Development (KICD) is mandated to perform the following functions:

Advise the Government on matters pertaining to curriculum development
Evaluate, vet and approve, for application in Kenya, any local and foreign curricula and curriculum support materials in relation to the levels of education and training
Implement the policies relating to curriculum development in basic and tertiary education and training;
Initiate and conduct research to inform curriculum policies, review and development.
Collect document and catalogue information on curricula, curriculum support materials and innovations to create a data bank and disseminate the information to educational institutions, learners and other relevant organizations
Print, publish and disseminate information relating to curricula for basic and tertiary education and training
Collaborate with other individuals and institutions in organising and conducting professional development programmes for teachers, teacher trainers, quality assurance and standards officers and other officers involved in education and training on curriculum programmes and materials
Develop disseminate and transmit programmes and curriculum support materials through mass media, electronic learning, distance learning and any other mode of delivering education and training programmes and materials
Promote equity and access to quality curricula and curriculum support materials
Offer consultancy services in basic and tertiary education and training
Incorporate national values, talent development and leadership values in curriculum development
Receive, consider, develop and review curriculum proposals
Perform such other function as may be assigned to it under the KICD Act No.4 of 2013 or any other written law.
Develop, review and approve programmes, curricula and curriculum support materials that meet international standards for : early childhood care, development and education, pre-primary education, primary education, secondary education, adult, continuing and non-formal education, teacher education and training, special needs education and technical and vocational education and training.
Providing oversight on management of the school.
Monitoring curriculum delivery and learning achievement in the school.
Mo ensure that the students engage in extra curriculum activities.
To ensure the competence of the teachers in delivery of the content of the curriculum.
Develop all institutional policies and ensure accountability and prudent use of institutional resources.

To promote networking and partnership for the school
To discuss and approve comprehensive termly and annual reports and forwards them to the county education board (CEB).
To promote quality education and training for all learners in accordance with the standards set under the education acts, national policies, and county government policies
To supervise and ensure quality in curriculum implementation and delivery and oversee the conduct of examination and assessments of school.
To ensure and assure provision of proper and adequate proper physical activities as well as teaching and learning resources in order to create an enabling environment for the school community to perform their duties effectively and achieve set objectives of the institution.
The core functions of the KNEC are to:

Develop national examination tests;
Register candidates for the KNEC examinations;
Conduct examinations and process the results;
Award certificates and diplomas to successful candidates;
Issue replacement certificates and diplomas;
Conduct educational assessment research;
Conduct examinations on behalf of foreign exam boards.

Formal curriculum the curriculum in which there are deliberately organized, planned and written processes in a formally organized learning institution such as a school with organized structures such as classrooms.
Non formal curriculum refers to any organized, planned and written learning activity that operates outside the formal education system. It emphasizes practical skills and targets particular population group.
Informal or Hidden curriculum curriculum that constitutes a lifelong process in which people learn from every day experiences which are not necessarily planned or organized.

Maternity Leave
A female teacher is entitled to 90 calendar days maternity leave from the date of confinement. This leave is exclusive of annual leave. The application for leave should be submitted to the DEO/MEO/DCE through the head of institution at least one month before the leave is due and must have supporting medical documents.

Paternity Leave
A male teacher can apply for paternity leave of up to 10 days within the period of spouse’s maternity leave.

Study leave – with pay
– without pay

Annual leave
Permanent & pensionable – 30 days with full pay each year.

Temporary or contract – 30 days with full pay each year.

Sick leave
Permanent & pensionable – 3 month full pay another 3 month ½ pay in the calendar year.

Temporary or contract – 1 month full pay another 1 month ½ pay

Compassionate leave
In times of distress such as death, a court case, marital disharmony, arson and serious illness of a member of the family – maximum 15 days in a year.

Special leave
Short duration for teachers who have to travel abroad to participate in seminars or short courses or important events – max. 3 months in a year.

Compulsory leave
30 days with full pay to allow investigations into allegations.

Leave without pay
Special conditions eg accompanying a sick person for more than normal 15 days compassionate leave.

Has worked for the commission for a min. of 5 years
UT teacher seeking to undertake postgraduate diploma or degree in education.
A teacher studying in an area of great need as specified in the study leave policy.
Trained technical teacher admitted to a national polytechnic for a higher National Diploma provided the subject area is in demand in the teaching service.
Has demonstrated a good record in performance.

The Teachers’ Service Commission, TSC has changed tuck in as far as the appointment and deployment of teachers in primary and secondary schools are concerned. Therefore, matters TSC appointments and promotions will never be the same again.

In its latest guidelines, the Commission has decentralized the role of appointing all primary and secondary school administrators (principals, deputies, heads, senior teachers, and masters) save for extra County and national schools.

Form now henceforth; the appointment of school administrators will be conducted at the TSC County and Regional offices as opposed to the Headquarters in Nairobi.

“The Commission hereby directs that the appointment and deployment of all primary and secondary school institutional administrators for county and sub-county secondary schools be coordinated by the regional director,” reads part of the circular.

THE PROCESS OF APPOINTING AND DEPLOYING PRIMARY AND SECONDARY SCHOOL ADMINISTRATORS; LATEST TSC GUIDELINES/ DIRECTIVES

The latest TSC circular provides an elaborate policy on the appointment and deployment of institutional administrators.

Step 1: Identification of available vacancies

The power to identify available TSC vacancies for school administrators in primary and secondary schools now lies solely on the TSC County directors of education.

Step 2: Advertisement of existing TSC vacancies

The TSC shall then compile the lists and advertise available vacancies for school administrators within the County.

Step 3: Submission of Online Applications by interested and qualified applicants

Interested and qualified teachers shall then apply online via the TSC portal

Step 4: Shortlisting of candidates

The TSC shall then shortlist the candidates and avail the lists to the respective counties ahead of interview dates.

Step 5: TSC Interviews for school administrators

The regional director will then interview the shortlisted candidates with the help of respective county directors.

Step 6: Appointment and deployment of successful candidates

The regional director will then appoint and deploy successful candidates.

 

 

TSC SELECTION PANEL
The TSC selection panel will consist of the chair-regional director, secretary (host County director), County Human Resource Officer, and all sub-county directors from the county.

NOTE: The regional director of education shall be held accountable for the process.

TSC, therefore, expects the exercise to be conducted in a fair, transparent, and accountable manner under the individual supervision and coordination of the regional directors.

“Given the sensitive nature of this assignment, it calls for your individual supervision and coordination. You are expected to ensure that the exercise is conducted in a transparent and accountable manner,” wrote Dr. Macharia.

NEW TSC STAFFING RULES FOR SCHOOL ADMINISTRATORS

PRIMARY SCHOOLS

A single-stream school will have one head, deputy, and senior teacher while one with 10 streams and a maximum of 4, 000 pupils will have one headteacher, 2 deputies, and 8 senior teachers.

SECONDARY SCHOOLS
A single-stream school will have one head, deputy, and senior teacher while one with 12 streams and a maximum of 2, 100 students will have one principal, 2 deputies, and 9 senior masters.

The Teachers Service Commission, TSC has shunned the traditional merit list of teachers that should be invited to attend interviews during upcoming TSC recruitment exercises.

According to the latest TSC Recruitment Merit lists per county at our disposal, only the top five candidates will receive a formal invitation per school to attend the TSC Recruitment interviews scheduled next week.

The shortlists containing top five candidates only have been dispatched to respective schools and received by school heads. The applicants’ shortlist has replaced the traditional merit list owing to the fact that only a handful of the applicants will be allowed to attend the interviews.

Number of TSC Recruitment Vacancies

The Teachers Service Commission is set to recruit an excess of 10,000 teachers in both primary and secondary schools this month. Collection of Shortlisted applicants lists by school heads is underway. In the list seen by the author of the article, only five applicants have been shortlisted. The applicants shortlist has replaced the famous merit list.

 

The list contains the name of the applicants, telephone number and TSC number only. Important details like marks of the candidate, year of graduation and internship marks has been omitted from the list previously know as merit list. The lists seem to compromise transparency as key information on merit has been omitted.

 

In the new recruitment guidelines released by TSC, qualified teachers who have evidence of internship will stand high chances of securing TSC jobs.

 

However, the commission has reduced marks for suitable applicants who will provide evidence for internship. Previously, applicants who produced evidence for internship secured 30 marks. Surprisingly, the commission has now reduced those marks to 15.

 

 

 

It is important to note that teachers who are serving in internship programme will have a head start others. This will automatically give them an upper hand.

 

Here is how internship marks will be awarded:

Served for three (3) years – 15 marks

 

Served for two (2) years – 10 marks

 

Served for (1) year -5 marks

 

MAXIMUM SCORE – 15 marks

 

Another factor that will increase chances of one to get employed is the quality of certificate. However, tutors teaching subjects combinations like Physics/Chemistry, Biology/Agriculture and Chemistry/Biology are easily absorbed by TSC since they are few.

 

 

Applicants must present original and legible photocopies of the following

National identification cards;

 

National Council of Persons with Disability (NCPWD) Card (where applicable);

 

KCPE Certificates;

 

KCSE Certificates (include first attempt certificate if repeated exams);
