TSC TO TRAIN TEACHERS ON HOW TO USE THE NEW TPAD TOOL-TPAD 2

HERE ARE IMPORTANT DETAILS ON TSC’s TPAD TRAINING FOR TEACHERS

The Teachers Service Commission through a memo sent to all regional and County Directors of Education has called upon schools to front two names of teachers who will undergo training on how to effectively correctly capture teachers’ data in the new advanced TPAD tool, TPAD 2.

The Commission has already trained CSOs, County ICT officers, Sub County Directors, county and regional directors on the new TPAD tool.

Consequently, the County and regional directors of Education are expected to disseminate the information to all teachers as part of the process of sustaining the progress made through the TPAD process.

The TPAD champions to be selected include:

  1. Two teachers from every primary school
  2. Two teachers from every secondary school
  3. Two teachers per Teacher Training College, TTC

Once the training is over, TPAD champions are expected to spread the gospel to their colleagues at school level.

Regarding the new TPAD, the commission has reduced the number of teaching standards from 7 to 5.

For easier implementation, the Commission has also customized TPAD tools in such a way that the teaching standards remain the same for all categories of teachers but performance indicators and evidence have been altered to fit various institutions.

Exclusive: Magoha’s aide accused of grabbing a Journalist by his genitals after he accidentally stumbled in Kisumu

Exclusive: Magoha’s bodyguard accused of sexually assaulting journalists

It is disaster after disaster for Professor George Magoha.

Indeed, misfortunes never come singly.

Barely three weeks after Cabinet Secretary Professor George Magoha was accused of demeaning a senior education ministry official Mr. Mbaka Gitonga, his bodyguard is also on the spot for assaulting and inappropriately touching two journalists during the live coverage of the CS’s visit to Kosawo Primary School located in Kisumu.

The officer, whose name is yet to be provided, is accused of assaulting a Daily Nation photographer.

According to The Standard, the bodyguard reportedly grabbed the journalist by his genitals after the scribe accidentally bumped into him while taking shots of the CS.

A statement recorfed by the Kisumu Journalist Network (KJN), signed by the union’s chairman Rushdie Oudia; the bodyguard in question also grabbed another female journalist during the same event.

The union reported that the officer grabbed the female journalist’s hindquarters before trashing her to the side when he was making way for the CS. She is currently attached to a mainstream media house- People Daily.

The journalists were part of a group of reporters and photographers who were covering CS Magoha’s tour of Vihiga and Kisumu county schools to assess the project bordering on the delivery of desks to the various institutions.

The most intriguing part is the fact that this is not the first time the CS’s personal aide has been accused of harassing journalists.

He is also accused of allegedly inserting his finger in the mouth of another journalist in Vihiga County.

The KJN has condemned the unethical acts of the officer saying his actions are “brazenly  mutilating the freedom of the media.” How dare he harass media personalities in the presence of the CS?

“Under the current constitution, the police are the National Police Service and no longer a force and therefore should carry out themselves in accordance to their code of ethics and in line with the constitution,” read the statement by KJN.

The network is now pushing for legal action against the officer adding that he will undoubtedly continue “harassing journalists and the public” if left scot-free.

Past attacks

The incident has awakened several ghosts especially for journalists who have been  mishandled by government officers while executing their duties in the past.

In March, Mombasa journalists were also harassed by police officers while covering the implementation of the nationwide curfew following President Uhuru Kenyatta’s directive.

In the video, an officer was seen kicking the journalist—Peter Wainaina— for doing his job a few hours into the curfew.

According to the United Nations, Journalism is one of the dangerous professions in the world. The biennial report also said that in 2018 to 2019, a total 156 journalists were killed worldwide, and over the past decade, a journalist was killed – on average – every four days.

A report by the Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO)- Safety of Journalists and the Danger of Impunity revealed that only 13 per cent of crimes against journalists in 2020 were reported “as resolved” compared to 12 per cent in 2019.

Unfortunately, 87 per cent of such cases worldwide go resolved according to UNESCO report

  2. Key in your index number and submit.
  3. Click on the “admission letter” tab at the bottom of the page to get your admission letter.
  4. Click on the “Print” or “Download” icon to download your letter to your phone or computer.
  5. Give the copy to your headteacher for endorsement. The headteacher is expected to stamp it in the space provided.
  6. Present the letter for admission together with a copy of your birth certificate.

KCPE BREAKING NEWS: TEACHER ACCUSED OF BREAKING A KCPE CANDIDATE’S RIGHT HAND

A KCPE candidate in Meru County is nursing serious injuries on his dominant hand after a teacher allegedly broke it.

The boy has consequently been forced to take his KCPE examination using his left hand.

The candidate hails from Abothoguchi West in Central Imenti and is a pupil at Muurugi Primary school.

The boy was caned alongside his friends about two weeks ago when he suffered the injury.

According to “The Standard”, on Tuesday, education officials were uneasy and apprehensive about openly discussing the matter with the media.

They asked for more time for extensive consultations.

Some teachers are reported to have visited the boy’s mother on Monday evening to dissuade her not to report the matter to the relevant authorities.

Judith Igoki, the boy’s mother said the son told her that the teacher had caned him and others as punishment.

Locals feel that it is very unfortunate since the boy has been disadvantaged when sitting a very important examination.

MORE TIME

According to Mwenda, a local, they have been trying to find out whether the boy will be allocated more time to complete the examinations since he is going to be slower.

Besides, corporal punishment is illegal. The boy has been practising using his weaker left hand in preparation for the exams.

The County Director Milton Nzioka has confirmed that the candidate’s interests will be protected although he did not say whether the boy will be allocated more time.

According to Mr Nzioka, the boy will be considered to have taken the exams under “difficult circumstances.” He further added that action will be taken against the teacher.

WHAT LED TO THE STAMPEDE AT KAKAMEGA PRIMARY SCHOOL?

Professor George Magoha, CS Education has directed parents of Kakamega Primary School to allow their sons and daughters to attend school today after 14 pupils succumbed to injuries following a stampede on February 3 2020.

Speaking on the phone live on Citizen TV news at 9.35 P.M. Professor Magoha expressed his heartfelt condolences to the parents and guardians whose children had died and injured.

He was however of the opinion that the remaining pupils should be allowed to attend school since the Ministry had vetted the institution and it was safe and sound for learning activities.

DEADLY STAMPEDE
According to Kakamega Central OCPD David Kabena, 13 pupils had succumbed to serious injuries earlier and at least 39 were nursing serious injuries.

By Monday evening, the death toll had risen to 14 after one more pupil passed on at Nala Nursing Home.

Two of the injured Kakamega Primary School pupils were admitted to the ICU at Kakamega County Referral Hospital.
Majority of the affected pupils are class five

pupils who were leaving school at 5 pm when the stampede that claimed the lives of many occurred.

WHAT CAUSED THE DEADLY STAMPEDE AT KAKAMEGA PRIMARY
According to preliminary reports by Citizen Digital, a teacher at the school was beating some pupils hence prompting the others to run down the staircase. In the process, some fell and were trampled to death.

This comes even as the Ministry of Education and the TSC have on several occasions interdicted and sacked teachers for beating learners.

According to the TSC ACT, it is illegal to beat learners. Teachers are advised to devise other mechanisms in dealing with unruly pupils and students.

The Ministry of Education has released lists of schools yet to upload their form one selection lists into the NEMIS (National Education Management Information System.)

According to the Education ministry’s data, approximately 5, 397 schools have not uploaded their 2020 form one selection lists into the National Education Management Information System, NEMIS.

Majority of these schools are either Sub County or private schools.

In Kisumu County, 92 schools are yet to upload their 2020 form one selection lists into the official NEMIS portal.

The following schools in Kisumu County are expected to upload their 2020 form one selection lists into the National Education Management Information System, NEMIS in readiness for the admission of form ones in 2020.

The official reporting date for all form one students in Kenya is between January 13 2020 to January 17 2020.

The Ministry of Education has just announced a grace period for 2019 KCPE candidates who are dissatisfied with their current Form one placement to request for changes.

According to the Ministry of Education, the change of 2020 form one placement will end on 6th January 2020 to avoid disrupting the admission process.

2020 FORM ONE PLACEMENT CHANGES- CRITERIA/ ELIGIBILITY

The 2020 form one placement changes will only affect the following categories of schools:

National schools

Extra county schools and 

County schools

Sub- County schools will not be affected by these changes.

Selection to your preferred school will, however, depend on the candidate’s 2019 KCPE performance and availability of slots.

HOW TO CHANGE YOUR 2020 FORM ONE PLACEMENT (NATIONAL, EXTRA COUNTY AND COUNTY) SCHOOLS

Here is a simplified procedure you should follow when requesting for a change of form one admission for national, extra county and county schools:

. The parent or guardian shall place a request to change his/ her child’s school by selecting their preferred school.

. The preferred school will then shortlist and merit all students in the waiting list and choose depending on the available slots/ vacancies.

. The school shall then enter the details of selected candidates from the waiting list and request the Ministry of Education to capture their details in the new school through the National Education Management System, NEMIS:

. Approval will be granted depending on the category of the school. Approval to join national schools will be granted at the Ministry of Education’s Head Office, extra county schools at Regional coordinators and county schools at county directors of education offices.

. Once the approval to join your new school has been granted, the candidate will be moved from the selection in his or her first school to the new school.

. Complete the process by going online and printing the admission letter for your new school.

THE CHANGE OF FORM ONE PLACEMENT IS IRREVERSIBLE, BE CAUTIOUS NOT TO BE PLACED IN SCHOOLS YOU DO NOT WANT.

IF A SCHOOL DECIDES TO OFFER A PLACE TO A STUDENT, IT IS THE SCHOOL’S RESPONSIBILITY TO ENTER THE DETAILS OF THE NEW STUDENT INTO THE NEMIS PORTAL.

The school principal can place a request for the placement of more students through the NEMIS Portal if the school’s capacity has been improved by the development of additional facilities within the year.

2020 CO-CURRICULAR ACTIVITIES CALENDAR

2020 National Drama Festivals have been scheduled to take place between 13th and 24th April at the Coast, Mombasa County.

The venue will be in Mombasa.

Approximately 15, 000 participants will take part at the National level.

Participants are expected to arrive at the host region on 13th April 2020 and depart on 23rd April 2020.

2020 KENYA NATIONAL DRAMA FESTIVAL WORKSHOP FOR TRAINERS-DATES AND VENUES

The Kenya National Drama Festival Workshop for trainers, on the other hand, is scheduled to take place in Rift Valley Region, Nakuru County between 28th November and 4th December 2019.

The venue will be at KSG Baringo.

Around 300 participants are expected to attend.

Participants are therefore expected to arrive on 28th November 2019 and depart on 4th December 2019.

Coronavirus Pandemic: No Tax for Kenyans Earning less than Kshs 24, 000

President Uhuru Kenyatta announces 100% Tax Relief for Kenyans Earning less than Kshs 24, 000

President Uhuru Kenyatta has announced 100 percent tax relief for Kenyans earning less than Kshs 24, 000 per month.

This follows the Coronavirus outbreak in Kenya which has forced most Kenyans to suspend their income-generating activities such as small scale businesses and farming.

The move is aimed at increasing disposable income in Kenya.

PAYE and VAT in Kenya 2020

President Uhuru Kenyatta has also reduced Kenya’s Value Added Tax from 16% to 14%. The president also reduced Pay As You Earn, PAYE from a maximum of 30% to 25%.

This move aims at increasing disposable income.

The President and Deputy President will also have an eighty percent salary cut.

Cabinet Secretaries will also have a 30% pay cut to increase disposable income.

Permanent Secretaries, on the other hand, will get a 20% pay cut to support the economy.

Kenyans earning Below Kshs 24, 000, will enjoy 100% tax relief following the Covid 19 outbreak in Kenya.

Curfew

President Uhuru Kenyatta has also announced to the public today on Wednesday, March 25, 2020, of an impending curfew effective Friday, March 27, 2020.

The curfew will help to limit unnecessary movements from one point to another hence reduce the chances of Coronavirus spreading in Kenya.

The curfew will limit the movements of Kenyans between 7.00 P.M. and 5.00 A.M. beginning Friday, March 27, 2020.

The president has also confirmed three more coronavirus positive cases in the country.

This brings the total number of coronavirus positive cases to 28 up from the initial 25.

Tanzanian police arrest two Kenyan journalists while interviewing locals on the status of the coronavirus in the country

Two Kenyan journalists have been detained in Tanzania after they were arrested on Saturday May 16 while trying to gather information from the locals on the current status of the coronavirus pandemic in the country.

Confirming the arrest Longido District Commissioner Frank Mwaisumbe claimed the two were in the country illegally since they did not have the necessary documents.

The two journalists are currently being held at Longido Police Station and will be arraigned once investigations are complete.

It is not yet clear which media house the two journalists are working for.

In response to the report, the media council of Kenya said it is still investigating the matter.

According to Victor Bwire, the head of Media Development and Strategy at the Media Council of Kenya, all media houses are currently being contacted to help identify the journalists.

This arrest comes at a time when there are no formal statistics showing the extent to which the coronavirus pandemic has affected the country.

The Teachers Service Commission, TSC, is ready to roll out massive teacher transfers come April 2021.

In the upcoming delocalization, the Commission majorly  targets  school Principals in County and Sub-County schools and  primary school head teachers.

Those to be delocalized are school administrators who have overstayed in the same station for nine years and above.

Also targeted are teachers working in their home counties.

The Commission’s Deputy Director in charge of staffing Dorothy Owuor through a circular dated February 26 asks all regional directors to prepare a list of school administrators who have overstayed and those working in their home counties.

“This information should reach this office on or before 4th March 2021.” She directs.

“Schools to be filled by the newly appointed Principals in Grade D3 to be left vacant.” She adds.

Those to be exempted from the transfers are teachers aged above 55 years. The delocalization exercise had been slowed down as a result of the Corona virus pandemic and prolonged closure of schools.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a few administrators were moved.

The exercise has seen the execution of transfers for thousands of long serving principals and school heads; with some supporting and others opposed to the delocalization policy. A number of school administrators moved, so far, were those serving in their homes.

Others had also served in the same stations for a long time. Targeted administrators were mostly transferred to other counties and in some instances different regions.

Deployment of school administrators

The Commission is currently compiling lists of successful candidates in the just concluded promotions interviews. The interviews were carried out between February 8 and 19, 2021 at designated TSC County offices countrywide. Apart from increased perks, some of the candidates will be deployed to administrative positions.

The responsibility of appointing all primary school and secondary schools’ administrators (apart from extra county and national schools) has since been decentralized to the counties and regional offices.

It is the sole responsibility of the Regional Director (RD) to select, appoint and deploy successful candidates. This shall be done in liaison with the respective county directors. A merit list and copies of appointment letters are then be sent to the head quarter (addressed to the Secretary TSC) by the RD.

It is important to note that the appointment and deployment of the principals of extra county and national secondary schools is done at the head quarter by the Director in charge of staffing.

These new changes to deployment process took effect from February 13, 2020.

High School TSC Teachers To Handle 32 Lessons Per Week

Secondary school teachers  will be handling a minimum of 32 lessons per week once the just started biometric registration of teachers is complete.

According to The Standard, the fresh registration of all TSC employed teachers will help the Commission to ensure that all staff are properly utilised in all schools.

According to TSC Director, Administration Ibrahim Mumin, teachers who are currently underutilized will be transferred to other regions which are currently experiencing acute teacher shortages.

Another key benefit of the biometric registration of teachers is the real time updates that the TSC will be getting on clocking in and out of all TSC staff.

This will put a stop to chronic absenteeism by both classroom teachers and administrators.

Besides, aged teachers will be able to real the benefits of their long term service to the Commission earlier since through the biometric registration system, the Commission will be able to plan for their exit in time

This however spells doom for Teachers who are not willing to retire when their time comes.

This Calibre of teachers keep on altering their date of birth to avoid hitting the official TSC retirement age, 60 years.

Under the new biometric system, they will not succeed in playing monkey tricks to keep on drawing huge salaries from the Teachers Service Commission.

The upcoming TSC biometric system will therefore clean up the TSC T-Pay system and help the Commission get the value of it’s money.

On workload distribution and looming mass transfers of teachers of underutilized teachers, the teachers fate is sealed.

This is because the two giant unions, KNUT and KUPPET have given a nod to the Teachers Service Commission’s plans.

Consequently, high school teachers should get prepared to handle 32 lessons a week despite the overwhelming numbers of students with some classes having up to 70 students per stream.

The Teachers Service Commission (TSC) is set to sign an agreement for payment with its employee unions by the 30th of June.

The New Collective Bargaining Agreement (CBA) will address the conflicts that have been in existence between teachers and the Teachers Service Commission (TSC). The conflicts often lead to teacher strikes that paralyze education across the country.

The outgoing TSC chairperson, Lydia Nzomo said that the conclusion of the current CBA is one of the targets that the board has to address amid unease over delayed dues among teachers unions more so the Kenya National Teachers Union (KNUT).

“For members of the next Board, some pending programs will need attention on a priority basis including the negotiation and signing of the CBA with the teacher’s unions before June 30 to ensure continued industrial harmony in the education sector,” said Nzomo as she presented her exit report in a farewell meeting held in a Nairobi Hotel last Saturday.

The outgoing TSC chairperson was the first Chair under an independent TSC. She left office on November 18 last year after serving a term of six years that is not renewable.

Nzomo had taken office on December 9, 2014, and this became the beginning of her term of leading the Teachers Service Commission as a Constitutional Commission.

Speaking at her exiting dinner on Friday evening, the former TSC chair told the board to be aware to rising litigation cases after an increase in public awareness as indicated in the Bill of rights of the Constitution.

TSC is involved in a tussle with KNUT over funds. KNUT said that the State agency has been carrying out a scheme that is punishing KNUT, withholding their dues, and removing KNUT members from the official register in order to affect their operations.

The conflict leads to the shrinking of KNUT membership from the previous 187,000 to around 30,000 and KNUT’s income decreasing from Sh. 144 million to meager Sh. 15 million.

KNUT has since dropped its threat of industrial action and urged the Teachers Service Commission (TSC) to announce clear timelines for negotiation over salaries to be done.

KNUT also retracted its letter of registering the Collective Bargaining Agreement (CBA) trade dispute to the Ministry of Labour and called for new negotiation timelines instead.

The union revealed the reasons for retracting the letter as based on the fact that TSC is in the process of winding up internal consultations with SRC as stipulated in the law and hence allows negotiations to begin.

While the new Collective Bargaining Agreement is in progress, Nzomo implored the board to actualize the rectification (and renewal of the same every five years) of teachers’ certificates of teaching and actualize the TPD program.

“The next board shall complete the review of the TSC Act, actualize establishment of the Kenya School of Teachers and continue to review and develop policies to guide the operation of the secretariat to accommodate emerging issues,” said Nzomo.

She highlighted her achievements and revealed that the sector of education had been riddled with constant teacher strikes.

Teachers had already issued a strike notice when Nzomo joined the Commission in December 2014, stating that they were not going to resume duty in January 2015. They went ahead with the strike.

The outgoing TSC chair noted that strikes lead to loss of learning time for learners and loss of productivity on the part of teachers. This negatively affects the economy but the issue has been sorted since then.

The longest strike by teachers lasted for a period of nearly one month and it happened in September 2015.

Regarding the appraisal of teachers, Nzomo told the new board that the performance of the teachers was assessed using confidential reports.

As Lydia Nzomo is exiting office, the Salaries and Remuneration Commission (SRC) has revealed that classroom teachers could get a pay rise this July.

An SRC report shows that the last job evaluation was done in a skewed manner, favoring headteachers and principals, leaving classroom teachers with nothing.

The report reveals the current job descriptions of classroom teachers that are based on the 2016/17 evaluation, undervalued the worth of teachers and this led to poor pay.

The report reveals that the current Collective Bargaining Agreement (CBA) implemented using the last job description heavily favored headteachers and principals because it did not capture the descriptions of classroom teachers.

“There were significant disparities in the compensation and career progression between the institutional administrators and classroom teachers cater for the remuneration of classroom teachers. This might be attributed to poor development of job descriptions in 2016,” read the report.

For simple, this means that in the last four years, classroom teachers who make up the majority of staff were underpaid in the Collective Bargaining Agreement that is going to end in June this year.

According to the CBA, primary school headteachers and principals rose to higher job grades in 2016.

Heads of primary school day and boarding automatically moved to Grade D1, earning between Sh. 77,840 and Sh. 93,408.

Those headteachers with a lower population of students moved up to grade C5, earning between Sh. 52, 308, and Sh. 65,385.

Senior Primary teachers rose to grade C2, earning a salary ranging from Sh, 34,955 and Sh. 43,694.

Principals of national schools moved to Grade D5 earning salaries of between Sh. 131, 380 and Sh. 157,656 every month. School categories also came into play as principals of extra county schools were elevated to grade D5 as their deputies moved to grade D3.

National schools’ principals were moved to Grade D5 to earn salaries of between Sh. 131, 380 and Sh. 157, 656 per month. The criteria of paying them these salaries were based on the school categories. Principals of extra county school moved to grade D5 as their Deputies occupied the grade D3.

Principals of county schools were elevated to grade D4 as principals of sub-county boarding schools rose to Grade D4. Deputy Headteachers of county and sub-county school categories. Rose to grades D3 and D2 respectively.

Principals of sub-county day schools are on job groups D3 while secondary school headmasters are on Grade D4 in the current CBA.

The current CBA has a grading structure for the Teaching Service that ranges from T-Scale 15 (job group D5) for the Chief Principal to T-Scale 5 (B5) for the Primary Teacher II being the lowest grade.

In the new CBA, the grading structure will be the same.

This grading system was adopted after the 2016/17 job evaluation. Job group P1 was under job group G, was removed and replaced with job group B5. This now became the entry grade for primary school teachers.

The other job groups of J, K, L, M, N were renamed C1, C2, C3, C4, and C5 respectively. The higher echelons of grades that were P, Q, and R were renames as D1, D2, and D3 respectively.

Additional job groups S and T were added to the current CBA as they were renamed as D4 and D5.

The current grading favored school headteachers and principals with classroom teachers getting disadvantaged.

As a result, TSC has reflected the relative worth of the job and level of responsibility, decision-making and impact.

Results of 2021/22 to 2024/25 remuneration cycle are now going to be used in the next phase of teachers’ salaries. The true worth of teachers is going to be captured and this will be the basis whereby teachers are going to base their negotiations for the 2021/2025 CBA.

The Kenya National Union of Teachers (KNUT) Secretary–General Wilson Sossion has since given job evaluation as a condition they will base the upcoming new CBA negotiations.

POINTS TO NOTE ABOUT CBC GRADE 4 GUIDELINES BY THE MINISTRY OF EDUCATION

  1. English will continue being the language of instruction for all learning areas save for Kiswahili, foreign and indigenous languages.
  2. Not all public primary schools will be selected by the Ministry of Education and the Teachers Service Commission to offer foreign and indigenous languages.
  3. Home Science and Agriculture will be allocated 1 theory lesson and a double lesson for practical activities.
  4. Science and Technology will be allocated two single lessons and a double lesson for practical activities.
  5. Physical and Health Education will be timetabled daily for every grade. Besides, it should be activity-based.
  6. Pastoral Programmes of Instruction, PPI should be conducted by a reputable and responsible member of a recognized religious faith within the school community. The religious faith must be legally registered in Kenya.
  7. Co-curricular Activities are compulsory and should be implemented as recommended for all the learners undergoing formal training.
  8. Schools are expected to ensure that all learners participate in community service activities based on the curriculum designs offered.
  9. Schools should create opportunities for parental involvement and sharing of ideas regarding CBC implementation.
  10. Schools should incorporate core values in learning the learning process across all the learning areas in Upper primary.
  11. The last two lessons every Friday (5 %) of teaching time should be time tabled for Teacher Professional Development Activities, TPAD. Learners on the other hand, should be allowed to interact with digital devices, library work, TV and radio programmes aired live by the KICD.
