NAKURU COUNTY INCOMPLETE APPRAISALS OCTOBER 2021

 

The Teaching profession has of late become very tedious for most teachers . This is due to the numerous tasks from the Commission that all registered teachers must undertake

The Teachers Service Commission through the CEO Nancy Macharia developed TPAD tool that was to guide teacher progression level

 

Teachers have been reluctant in the recent past to upload their details due to various challenges ranging from network connectivity to lack of knowledge on how to upload the data

TSC at the end of third term rolled out summaries per county on the number of teachers who failed to upload their information.

The County Director of Kisumu county through a memo had written to all principal, Curriculum support officers, head teachers and ICT officers to show cause why Kisumu county teachers didn’t take this noble process important.

According to the letter,only 66% complied . Kisumu county was ranked number 41 out 47 counties. The deadline for uploading term one came to an end on 1/10/2021.

All education stakeholders have been notified they monitor appraisal for this term to avoid mistake that occurred in first term.

Teachers have expressed their dissatisfaction online with how they are experiencing challenges with the network connectivity.

So far TSC has sent several show cause letters to teachers who failed to beat the deadline.

If you failed to do so before the deadline and you haven’t got your letter, then higher chances are you’ll get a letter. Be Prepared and let’s hope for the

The Teachers Service Commission TSC has today advertised 2,945 vacancies to replace teachers exiting service through natural attrition.

 

Of the advertised vacancies 2,053 posts for primary schools and 892 posts for secondary schools. The teachers recruited will serve on Permanent and Pensionable terms of service.

Eligibility

To qualify for recruitment,à a candidate should meet the following basic requirements:

Be a Kenyan citizen;
Must be a holder of a P1 certificate in the case of primary schools and a minimum of a diploma in education in the case of secondary schools;
Must be a registered teacher with Teachers Service Commission.
Mode of Application

Interested and qualified candidates should submit their applications online through the Commission’s website, www.tsc.go.ke under ‘Careers’ or teachersonline.tsc.go.ke not later than 1st February, 2022.

Please note that:

i) The Teachers Service Commission Recruitment Guidelines 2021/2022 FY shall apply.

ii) Only shortlisted candidates will be contacted.

iii) In the case of primary schools, successful candidates will be posted to serve in any part of the country where vacancies exist and not necessarily in the county where they were recruited.

iv) Shortlisted candidates will be required to produce original professional and academic certificates;

All TSC teachers have been served with a rude shock following Professor Fatuma Chege’s (the newly elected Principal Secretary for basic education) remarks.

Professor Chege through a popular radio station stated that no teacher will be allowed to instruct learners under the new Competency-based curriculum, CBC without a certificate of good conduct.

Her remarks come barely a month after she made a similar statement in February when she was leading the taskforce on the transition from the colonial 8-4-4 to the talent-based 2-6-3-3 system.

The Teachers Service Commission, TSC, requires teachers to be appraised under the Career Progression Guidelines, CPG. All teachers are required to comply with performance standards and shall in the course of duty maintain professional documents and records that facilitate curriculum delivery.

There is a checklist provided by TSC and it is advisable that you have a look at it. This checklist is intended to assist the teachers to maintain professional documents that can be assessed by supervisors for the purpose of teacher appraisal. The checklist ensures a teacher has prepared and maintained all the required Professional documents.

The following documents must be prepared, used, updated and maintained at all times by the teachers:

Syllabi /course outline/ curriculum design.

Approved Schemes of work/work plans.

These items are checked by the appraiser thrice in a term; on monthly basis. The Head of Institution shall sign then sign the checklist at the end of each term.

The Teachers Service Commission (TSC) has given no indication of when it would begin hiring 6,000 intern teachers and 5,000 permanent teachers.

 

 

 

TSC CEO Dr Nancy Macharia said at the release of the 2021 KCSE results that the Commission has been granted a total of Sh 3.7 billion for teacher recruitment this year.

 

“In the coming financial year, Treasury Cabinet Secretary Ukur Yatani has earmarked TSC Sh2.5 billion for the recruitment of 5,000 permanent teachers,” Macharia added.

 

She went on to say that in the Financial Year 2022/2023, another Sh1.2 billion was set up to recruit 6,000 interns as a stopgap measure to ease the shortage.

 

 

Following the announcement, however, a number of con artists took advantage of the occasion to deceive and exploit thousands of unemployed teachers.

 

A viral advertisement that was popular on teachers’ walls was blacklisted by the Commission two days ago as fraudulent.

 

The advertisement for 2019 recruiting that we discovered was shared, and some teachers were already in the process of applying.

According to Nancy Macharia, the Commission currently has a teacher shortage of 114,581.

 

TSC also needs 36,000 new teachers to effectively implement junior secondary set to start January next year.

 

The Commission is currently grappling with mass exit of teachers who have reached their retirement age.

 

 

At least 25,000 teachers are set to retire by this year after reaching the mandatory retirement age.

 

According to TSC sh 3.7 billion has been set allocated for recruitment of 11,000 teachers. However the recruitment will only start after July when the money will actually be wired by the Treasury for the purpose.

 

This means unemployed teachers should expect recruitment advert of teachers by TSC in August this year.

 

The Commission recruits a total of 6,000 teachers on internship each year who are then gradually converted to permanent terms at the end of their internship contract.

 

Primary and secondary teachers are required to present a number of documents during recruitment.

 

 

 

Applicants must present original and legible photocopies of the following documents:

 

i) National identification card;

 

ii) Certificate of Registration as a teacher;

 

iii) PTE Certificate;

 

iv) KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);

 

v) KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);

 

vi) Proof of payment for the Statement of confirmation of results by KNEC (where applicable);

 

vii) Primary and Secondary School leaving certificates and other relevant testimonials.

 

viii) National Council of Persons with Disability (NCPWD) Card (where applicable);

 

ix) Sworn Affidavit where names appearing on the submitted documents differ;

 

( I) All applicants, irrespective of gender, disability, ethnicity or Home County shall be given equal opportunities.

 

(m) In the event of a tie, consideration for selection will be determined as per the order of priority shown hereunder:

 

a. Applicant (s) disability status, if any;

 

b. The Applicant’s performance/grade in teaching practice;

 

c. Length of stay since graduating as a teacher;

 

d. Length of stay since registering as a teacher;

 

e. Academic and professional performance demonstrated through certificates i.e. higher aggregate KCSE grade will be given foremost consideration.

The Teachers service commission has just advertised 500 teaching posts. Out of these 500 posts 191 advertised positions are for primary schools while the remaining 309 posts for secondary schools. These are contract teaching positions that TSC aims to fill for Wajir, Mandera, Garissa, and Lamu Counties.

The commission is inviting applications from appropriately/ suitably qualified teachers to be recruited. Those recruited shall serve under a three (3) year contract that shall be renewable up to the age of 65 years for both primary and secondary schools in Mandera, Wajir, Lamu, and Garissa counties.

In case of a tie, preference should be given to:

The more than one million candidates who were registered by the Kenya National Examinations Council, Knec, have got less than two weeks  to sit the national primary and secondary examinations.

Speaking in Nairobi on March 16, government spokesman Cyrus Oguna  said that the preparations for the two national tests are complete to ensure the examinations run smoothly, even in highly volatile areas  and places adversely affected by flooding.

Oguna said the Kenya Certificate of Secondary Examination (KCSE) already commenced on March 8 with candidates pertaking practicals in elective technical subjects such as Home Science.

Candidates will sit their last paper on April 21.

The Kenya Certificate of Primary Examination (KCPE) is set to begin next week on March 22 and end on 24.

“Practicals already started and on paper exams will start in a few days. The government has put all necessary measures in place including places hit by insecurity and floods,” said Oguna.

In Baringo where most schools were submerged by the ballooning Lake Baringo, Oguna said exam registration for affected candidates was done in the neighbouring public schools.

“There has been a concern in regard to areas hit by insecurity like Kapedo and Merti and facilities submerged, but examinations will be conducted across the country,” he said.

“No student will be denied the chance to do the examination due to insecurity. Examination centres have been set up even in the areas that had issues,” he further noted.

 

“We are talking about an examination when we’re still in the middle of Covid-19 pandemic.

Despite the disruptions caused by the pandemic we can talk of being ready to conduct an examination when it looked like a lost academic year for the students,” said the spokesperson.

Oguna noted that an examination command centre has been established for quick response to incidents that may arise from schools in far-flung areas.

Out of the total 1,934,706 candidates 752,981 will sit KCSE and 1,181,725 KCPE.

About 28,437 examination centres have been established for KCSE candidates while 10,437 have been set up for Class Eight candidates.

This year’s candidate population is an increase from 699,745 and 1,083,456 learners who sat 2019 KCSE and KCPE, respectively.

This has prompted the kenya National Examinations Council, Knec to increase the number of contracted Professionals who will oversee and maintain a level play-ground for all the candidates.

The council has already posted a list of the 2021 Knec contracted professionals online.

Knec has at the same time announced the official opening date of the knec examiners portal online.

KCPE Insha and composition examiners will access the portal to accept and download their invitation letters as from March 16.

Contracted KCSE 2020 knec examiners will start accessing the portal as from  March 22.

Following the shortening of school term dates for the academic year 2021-2022, the Ministry of Education recently released new 2021/2022 school fees structure for all secondary schools under the government’s Free Day Secondary Education (FDSE) programme.

 

Newly Reduced Fees Structure 2021/2022 per School Category; National, Extra County, County and Sub County

 

The new school fees guidelines by the  Ministry shows the amount of school fees to be paid by parents in National Schools, Extra County Schools, County, Sub-county and special schools. Here are the new guidelines from the Ministry;

 GUIDELINES ON IMPLEMENTATION OF FREE DAY SECONDARY EDUCATION FOR 2021/2022

Priorities of secondary education are guided by strategic objectives articulated in the Medium Term Plan III (2018-2022) of Vision 2030 and the Constitution of Kenya In this regard, the Government of Kenya (GOK) will continue with its effort to maintain one hundred percent (100%) transition from primary to secondary education.

 

 

 

Hence, the decision to enhance the maintenance and improvement in 2019 to help schools meet some maintenance and development needs will continue to apply in 2021/2022. This budget component will be used to improve existing infrastructure and in some cases put up new facilities to ease pressure on existing facilities.

 

The guidance on the use of this vote as provided in 2019 during the actual disbursement of funds will continue to apply in 2021/2022. Schools will therefore continue to operate with merged votes in 2021 to enable these schools meet some of their critical needs in a flexible manner.

 

FDSE CAPITATION TO SCHOOLS

Government subsidy (Capitation) to schools to actualize Free Day Secondary Education (FDSE) will be KES. 22,244.00 annually per learner as stipulated in table below;

Disbursement of capitation to schools will be done in the ratio 50:30:20.

 

 

Schools are directed that they capture all learners in order for them to get full funding. This Government subsidy is disbursed to public schools under the following conditions:

 

The school must be duly registered and headed by a TSC appointed principal.

The school must be registered on the NEMIS platform

The school must register and update learners records in the NEMIS platform

All bank accounts operated by the school must be registered in NEMIS and with MOE at all its levels.

Under the Operation account, schools may seek authority from the CEBs to wire savings or surplus funds from one item to another when it is absolutely necessary but the same does not apply for tuition account. It is further clarified that the personnel emolument will not be restricted to payment of Non teaching staff.

 

2021/2022 SCHOOL FEES STRUCTURES

 1.1.1 Day Schools

The Government of Kenya will continue to offer free day schooling and the fees structure for day schools in shown in Table 2.

1.1.2 Boarding Schools

The government will provide capitation for each learner in a boarding school that is equal to capitation for each learner in a day school. In order to meet the cost of boarding, parents will pay the boarding fees applicable to different categories of schools and location.

Schools classified as Special needs are those schools that cater for learners with impairment e.g visual, physical, hearing and mental. GOK has enhanced capitation to KES. 53,807.00 distributed in the fees structure shown in Table 5.

 

 

The structure includes GOK subsidy of KES. 19,053.00 per learner for Boarding Equipment and stores and a top up grant of 12,510.00 per learner to cater for assistive devices and any additional personnel needed.

 

Schools are advised to adhere to the fees guidelines provided in the regulations.

 

To ensure accountability and smooth implementation of the FDSE programe, all schools are required to operate the following bank accounts.

 

2.0.1 Types of Bank Accounts

Schools are expected to have bank accounts for various purposes and accountability. Each school should operate bank accounts as follows:-

 

Tuition account: for banking of tution funds and all payments should strictly be made by cheques. Funds in the tuition account must be utilized for the procurement of teaching and learning material (TLMs) only.

Operational Account: – This account is used for banking of all Government subsidies except the tuition Infrastructure Grants as well as Maintenance and improvement funds should be transferred to the school infrastructure Account thirty days upon receipt of the funds.

Boarding Account: – This account for banking of funds paid by parents for boarding related expenses.

A Saving Account: This account is for banking funds from the Boarding Account Cash Book that cannot be put to immediate use.

School Infrastructure Account: – for banking infrastructure grants from GoK and Maintenance and Improvement (M&L) funds. It is illegal to spend grants from any other account. Therefore all grants must be transferred whole into this account.

Schools with income generating activities shall open separate bank accounts for the same. School who receive NGCDF support must open an account for the project as provided for by the CDF Act.

 

2.0.2 OPERATIONAL PROCEDURES FOR SCHOOL BANK ACCOUNTS

In addition to the above, the following procedures will continue to apply:

 

Each account must have a separate cash book;

All schools must acknowledge the receipt of funds by a letter to the CDE/uploading an official receipt on the NEMIS plat form;

A receipt is issued to every learner for the capitation amount received for every disbursement;

Schools must post on their notice boards the amounts received;

Schools have the freedom to operate a fourth bank account to cater for development funds;

No virement is authorized from the Tuition Account:

All CDF and donations or funds from Harambee must be receipted officially and entered into the school Cash books. These include incomes from hire of school facilities e.g grounds, classrooms, halls or billboards on school compounds.

3.0 FINANCIAL OBLIGATIONS

All schools’ management, especially, principals, are expected to ensure prudence in the use of school funds and to adhere to the laid down financial regulations as stipulated in the reviewed Handbook on Financial Management for Public Secondary Schools, Teacher Training Colleges And Technical And Vocational Colleges in Kenya issued by the MOE, the Public Finance Management Act, 2012 and the Public Procurement and Disposal Act, 2015.

 

All stipulated accounting procedures and other necessary measures, including cost-saving, must be adhered to by all schools at all times. In addition, the following will apply:-

 

Schools shall NOT enter into financial contracts e.g. Hire purchase, bank loans or mortgages without the express written approval of the Cabinet Secretary in line with Section 18 of 4 Schedule of the Basic Education Act, 2013.

Every principal shall be responsible for application and utilization of funds as the accounting officer of the school. Guidelines of the same shall be given before the actual disbursement.

4.0 PARENTAL OBLIGATIONS

Parents will continue to meet the following cost:

 

School uniforms;

Boarding related costs as reflected in the boarding school fees structure;

Lunch for the day scholars, and

Clear their fees balances for continuing students prior to Jan 2020.

5.0 GUIDELINES FOR BOARD OF MANAGEMENT (BOM) EMPLOYEES

MOE will continue to disburse funds to support the BOM employces. To minimize the cost of secondary education it is necessary to rationalize the recruitment of such cadre of staff.   It shall be the responsibility of the boards to hire Non Teaching Staff at terms commensurate with qualification and capacity to pay.

 

It is also important for schools to hire persons who are qualified for the job.

 

6.0 TRANSFERS AND RE-ENTRY

Cases of re-admission of dropouts and transfer should be dealt with on individual basis and as stipulated in the student transfer guidelines. All transfers must be handled through the NEMIS system.

 

7.0 ENROLLMENT DATA

It shall be the responsibility of the principal to ensure accurate data is available in NEMIS and every student is fully registered on the platform. Every student has been issued with a UPI number. This must be used at all time during admission and transfers. Transfers of students should be avoided in the course of the academic year and may only be sanctioned by the Director General under special circumstances.

 

Disbursement of capitation will be done using the data available in the system. Schools which received capitation for students above the enrollment will be penalized and the principal surcharged for loss of public resources as provided for in Public Finance Management Act, 2012 Sections 197,198 and 202.

 

 

Hence forth, any change of bank accounts will be effected at the head quarter with school request for change forwarded by the sub county director of education

 

8.0 MAINTENANCE AND IMPROVEMENT FUNDS

Ministry of Education has made a decision to review to Ksh.5,000 per student the amount for M&I per year to cater for ensuring a proper learning environment with adequate school infrastructure and other improvements. Similarly, for boarding schools, an additional Ksh2,000 is provided for.

 

This vote should only be used for immovable assets and other form of infrastructure in the school that may require upgrading. Approval must be sought from the relevant office on utilization of the funds under thuis vote. Detailed guidelines will be issued on the approval of projects under this lund.

 

9.0 INSURANCE AND STUDENTS MEDICAL COVER BY NHIF

The Ministry of Education entered into a contract with National Hospital Insurance Fund (NHIF), which requires the latter to over comprehensive medical cover to all the students in public secondary schools with effect from 1 May 2018. Principals are therefore required to acquaint themselves with the terms of the cover to ensure that students access quality health services from NHIF accredited health facilities and cease requesting parents to meet medical expenses.

 

Schools are required to fully register a student in NEMIS for a NHIF number to be generated to ease students accessing services even when on holiday. Students should be advised to inform their parents about the UPI numbers. In addition all school principals should sent death notification letters to the Principal Secretary within seven (7) days of death of any student in their schools and also help their parents/guardians fill a claim form for last expense and group lite benefits payment.

 

 

The Ministry will retain Ksh.1350 from the medical vote head to fund the medical cover. The rest of the vote head funds will be disbursed to schools to meet insurance related expenses.

 

10.0 INELIGIBLE EXPENDITURES

 

As stipulated in the Public Finance Management (PFM) Act, 2012,

 

Every public officer employed in a public entity shall comply with the Constitution and all laws relating to the conduct of public officers when carrying out a responsibility or exercising a power under this Act.

Without prejudice to PFM Act provisions, a public officer shall ensure that the resources in his/her purview are used in a way, which is (a) lawful and authorized; and (b) Effective, efficient, economical and transparent;

All procurement of goods and services is to be carried out in accordance with Article 227 of the Constitution and the relevant legislation on procurement and disposal of assets.

An Accounting Officer may not authorize payment to be made out of funds earmarked for specific activities for other purposes other than those activities.

Ineligible expenditure will arise when such expenditures do not adhere to the law and are not aligned towards the goal of students learning, which are the school’s main activities.’

The 2023 KCSE national examinations were conducted under very tight security in order to maintain the integrity of the KCSE examinations.

Speaking during the official release of the KCSE 2023 results, Dr. Belio Kipsang appreciated the KNEC contracted professionals, especially examiners for the wonderful job and incessant dedication.

He also assured school heads that the free primary and secondary school capitation funds have been released.  Dr. Kipsang also announced that KCSE examiners and other KNEC contracted professionals have been paid. According to him, KNEC finalized the payments on Monday January 8, 2024.

KCSE 2023-2024 LEAKAGES

The KCSE 2023 examinations were marred by cases of malpractice with some KCSE top performing schools being on the spot for attempting to cheat.

Speaking during the release of this year’s KCSE 2023 results, Professor Margaret Kamar commended Moi Girls High School principal for hosting the event on such a short notice and for ensuring seamless administration of the school given the surging enrolment rates.

She further applauded the Presidential taskforce for offering bold solutions to the CBC quagmire. She sanctioned the changes stating that CBC will reduce wastages and ensure equality. Above all, it will motivate every child to achieve their best.

Let KCSE Results not Define You!

When invited to tender her remarks, the Deputy Speaker Gladys Boss Sholei encouraged candidates not to let KCSE results define them. Through her own anecdote, she encouraged learners not to give up since she was a C student but she rose to the top of her class at Loreto Matunda after the nuns offered her another chance.

 

 CS Machogu’s Speech During the Release of KCSE 2023 (January 2024) Results

When requested to take the podium, CS Machogu confirmed that FSE and FPE funds have hit school accounts. He also confirmed payment of all KNEC contracted professionals, including examiners.

He applauded the new system of distributing KCSE examination materials since it curbed cases of exam malpractice.

He acknowledged the challenges faced during the administration of the KCSE national examinations including banditry and the heavy el-Niño rains.

He thanked the Almighty God and all key stakeholders for attending the KCSE 2023 Results release ceremony.

Supplementary Examination

Since Knec has only traced 2000 KCPE candidates who did not sit for the national examinations, the CS sanctioned principals to allow the learners join form one without sitting for KCPE examinations. However, these learners will have to take a qualifying examination before they join form three.

News reaching our Media Team, Newspro, on matters CBC is that pioneer learners currently in the sixth grade under the Competency-Based Curriculum must apply for placement in Junior Secondary School. This pioneer cohort is scheduled for transitioning to Junior Secondary School after sitting for the first-ever Kenya Primary School Education Assessment (KPSEA) exam later this year. The actual transition will be in January 2023.

Professor Magoha observed,” First of all, the children will have to apply and we are going to tell them the number of slots available. We are almost completing the process. We encourage private schools, which will say are ready for junior secondary schools, to allow the children to apply on the public platform so that they are placed”

The Cabinet Secretary of Education, Professor George Magoha gave this statement at Moi Educational Centre while inspecting private schools to determine their level of preparedness to accommodate Junior Secondary Schools come January 2023.

It is in the public domain that there will be a double intake to Secondary school next year (January 2023) following both KCPE and KPSEA candidates getting placed at Secondary school for form one and Junior Secondary respectively. This will automatically create a space crisis in the present secondary schools, a move that has necessitated the CS to advise the private schools to accommodate their KPSEA candidates for Junior Secondary School.

Njoro Police officers deserve the 2020 Police of the Year Award if there is any after they departed from the medieval, brutal and archaic way of handling university students whenever they go for riots.
On January 13 2020, a video clip of two Egerton University Students seated on the ground while surrounded by police officers who were trying to reason with them went viral on social media.
This is truly shocking given the past rough experiences that university students have whenever surrounded by ant-riot police officers. Initially, anti-riot police officers used to clobber and rough up university students who try to go on rampage.
The police officers were heard trying to advise Egerton University students to focus on their studies instead of engaging the administration in cat and mouse games.
During the demonstration, ten Egerton University students were arrested after engaging police in running battles that lasted a whole night on Sunday and Monday morning.

A section of Egerton University students- first and fourth-year students had been recalled back after the December 4 2019 strike.
They were thoroughly vetted and asked to pay the fine for damaging Egerton University’s resources.
The students who had not cleared fees were expected to draft a letter stating that they will fully cater for the damage of Kshs 16, 862 per student.
This fine is what led to the current protests at Egerton University since the students feel that the Kshs 16, 000 penalty is too high. They want the damages fee reduced to Kshs 2, 000.
HEAVY SECURITY
Currently, security has been beefed up at Egerton University’s main Campus at Njoro following the Sunday night unrest.
Police have camped at the Njoro Main campus to ensure that the students comply with Egerton University’s orders and requirements for readmission.

TSC Recruitment Guidelines 2023/2024 For Interns 

Following the advertisement for recruitment of teacher interns for Primary schools, the Regional Director of Nairobi, County Directors, and Sub-County Directors are required to conduct a selection exercise for applicants wishing to be employed and submit Merit Lists to the TSC Headquarters. The lists should be ratified by the Regional Selection Panel for Nairobi and the County Selection Panel for other counties.

Applicants will be required to submit their applications to the Secretary Teachers Service Commission through the online platform www.teachersonline.go.ke for the county where a vacancy has been declared. Applicants will be required to scan and upload copies of professional and academic certificates together with any other relevant document as may be applicable.

 

 

The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officer Ethics Act and TSC Code of Conduct and Ethics (CoCE, 2015).

The TSC Regional Directors are required to induct TSC County Directors within their areas of jurisdiction, who in turn are expected to induct members of the Selection Panels involved in the recruitment process on the relevant Sections of the Act and the Code of Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.

 

 

The TSC County Director MUST ensure that the recruitment proc ss is done in strict adherence to the laid down protocols by the Ministry of Health on containment of the COVID–19 pandemic.

TSC County Director MUST ensure that venues for the selection process are accessible to applicants with a disability.

All applicants MUST be registered teachers as per Section 23( 1) of the Teachers Service Commission Act, 2012. Applicants who are not duly registered shall not be considered for recruitment.

 

 

Applicants whose names differ in the academic and professional certificates and/or identification cards MUST present an Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.

Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST present certified copies of the certificate(s) of the national examination(s) for all attempts. Copies of Certificates must be certified by the Sub-County Directors. In the event the exam is canceled applicants must present a letter from the Head of the Institution together with a certified copy of KNEC printout from the school confirming the cancellation.

Upon generation of Applicants’ Lists from the system by the TSC County Director, the TSC County Director shall share the lists with the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the Sub-County Selection Panel(s). The Selection Panel(s) shall verify applicants’ professional, academic, and any other relevant documents before shortlisting a maximum of five (5) applicants per advertised post.

The TSC Sub-County Director shall invite shortlisted applicants for the verification of documents through a Short Messaging Service (SMS). The message shall include the interview date, venue and time of the interview. The verification of documents shall be conducted at least seven (7) days from the date of invitation. The list of shortlisted applicants shall immediately be submitted to the TSC County Director who shall verify the lists, compile and submit to the TSC Regional Directors who shall in turn verify, compile, and submit the lists to the HQs for publishing on the TSC website.

 

Following the verification exercise, the TSC Sub-County Director shall compile a Merit List of all applicants whose documents have been verified. The Merit Lists shall be used to recruit teacher interns and any subsequent recruitment process within the financial year.

 

During the selection, each applicant shall be assigned a serial number. Applicants must present original and legible photocopies of the following, among other relevant documents: –

National identification card;

Certificate of Registration as a teacher;

Evidence of the completion of Upgrade Diploma in Primary Teacher Education where applicable.

 

PTE Certificate;

KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);

KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);

Letter of Certification of results by KNEC (where applicable);

Primary and Secondary School leaving certificates and other relevant testimonials;

National Council of Persons with Disabilities (NCPWD) Card (where applicable);

An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.

All applicants, irrespective of gender, disability, ethnicity or Home County shall be given equal opportunities;

 

Persons with disabilities shall be required to indicate their disability status together with the nature of disabilities to inform their placement;

 

TSC County Directors shall ensure that a 5% of all the advertised slots are reserved for the recruitment of teachers with disabilities in accordance to the provisions of the Constitution and the Law;

 

In the event of a tie in the ranking, consideration for selection shall be determined in the following order:

Applicants’ disability status;

Length of stay since graduation;

Strength of academic and professional certificates presented.

N/8: If applicants tie at PTE/DPTE Upgrade Certificate points, aggregate KCSE grades or its equivalent shall be considered.

The selection panel shall vet each applicant to establish if he/she meets the requirements of the TSC advertisement during the selection exercise.

 

Teachers who have either participated in the teacher internship programme or previously employed by the Commission are not eligible.

 

Any internship contract signed based on misleading information provided by the applicant shall be cancelled immediately without any further reference to them.

 

Merit Lists generated and used during this rec;:ruitment shall be used in the subsequent replacement of teacher interns within the Financial Year or as directed by the Commission from time to time.

VERIFICATION EXERCISE

 

The TSC Sub County Director shall verify the TSC registration status of all applicants;

The TSC Sub County Director shall present a list of all applicants to the Selection Panel;

Applicants must appear in person before the Selection Panel on the set dates.

 

 

AUTHENTICATION OF ACADEMIC AND PROFESSIONAL DOCUMENTS

 

Original academic and professional certificates shall be scrutinized to verify their authenticity.

 

The TSC Sub County Director shall certify photocopies of the certificates and other documents before forwarding them to the TSC County Director.

 

Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified and/or deregistered.

 

SELECTION CRITERIA

 

Applicants shall be awarded marks as per the score sheet (Appendix 1 (a) and (b).

Where applicants tie in scores, the panel shall consider the criteria under Clause 1

(xvii) of these guidelines.

 

Upon verification of academic, professional and other relevant documents, the Sub-County selection panel shall compile a Sub-County Merit List. The TSC Sub­ County Directors shall submit Sub-County Merit Lists to the TSC County Directors who shall convene a County Selection Panel to compile a County Merit List. The County Merit List shall be used in the subsequent recruitment processes within the financial year or as directed by the Commission from time to time.

DOCUMENTS TO BE SUBMITTED TO TSC COUNTY DIRECTOR

 

The TSC Sub County Director shall be required to submit the following to the TSC County Director: –

Sub County Merit List (Appendix Ill);

Summary of complaints raised (if any) together with action taken;

 

Minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary clearly showing how the final list of the successful applicants was agreed upon.

After submission of Merit Lists by the TSC Sub County Directors, TSC County Director shall constitute a County selection panel comprising the following members;

The TSC County Director shall be required to convene a County Selection Panel to ratify Sub County Merit Lists and compile the County Merit List for onward submission to the TSC Regional Director within the stipulated timeline;

 

The TSC Regional Director shall be required to convene a Regional Selection Panel to ratify the County Merit Lists and Compile Regional Merit List for submission to the TSC Headquarters within the stipulated timelines.

 

The Merit Lists compiled and ratified during the selection process at the beginning of the Financial Year shall be used in subsequent recruitments within the financial year.

NB: It is the responsibility of the TSC County Director to ensure that the exercise is fair and transparent. TSC County Director must also ensure that all documents are in order as provided in the approved checklist and appropriately signed/certified before submission to the TSC Headquarters.

 

COMPLAINTS

 

Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through, dirstaffinq@tsc.qo.ke not later than seven (7) days after the selection exercise;

 

The TSC County Director should, within seven (7) days of receipt of such a complaint, analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the action taken.

 

Where an applicant is dissatisfied with the decision of the TSC County Director in

(ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters. The Appeals Committee shall investigate the allegations and take appropriate action within fourteen (14} days.

 

DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS

The TSC County Director shall submit the following to the TSC Headquarters;

 

County Selection Panel minutes duly signed by the Chairperson and Secretary;

Copies of minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary and verified by the TSC County Director on behalf of the County Selection Panel, clearly showing how the final list of the successful applicants was agreed upon;

Original Medical Examination report in form GP 69;

Certified copies of the following documents in the order indicated below: –

Certificate of Registration as a teacher;

PTE/DPTE Upgrade certificate;

IMPORTANT NOTES

 

Merit Lists shall be made available to members of public wishing to see them on request in a manner that will not put the recruitment process into jeopardy.

 

All enquiries arising from these guidelines should be made to the TSC County Director.

Notwithstanding the decentralization of the function of teacher recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded from carrying out recruitment directly from the TSC Headquarters.

The TSC Regional Directors shall:

Ensure guidelines are adhered to within their regions;

Coordinate the teacher internship recruitment process within their respective regions;

Sensitize County Directors and oversee the sensitization of other officers including members of the BoM involved in the process;

Undertake measures to resolve complaints arising from the process within their regions;

Confirm and ratify County Merit Lists

Compile and submit Regional Merit Lists to the TSC Headquarters.

This is after the 45, 000 students failed to get selected by the Kenya Universities and Colleges Central Placement Service, KUCCPS during the first revision of KUCCPS 2020/2021 choices.

KUCCPS on Tuesday March 31, 2020 announced that the KUCCPS online system will be open for the second revision of courses for the close to 45, 000 applicants who failed to secure any of their choices for placement to universities and colleges on a competitive basis.

KUCCPS Second Revision of choices deadline

Speaking to The Daily Nation, KUCCPS CEO John Muraguri said that the 45, 000 applicants should revise their degree, diploma and certificate courses between Thursday April 2, 2020 and Wednesday, April 15, 2020.

“The second revision will open for applicants who, on a competitive selection after the first revision of choices, have not secured any of their choices for placement to universities and colleges” said KUCCPS chief executive officer Dr. John Muraguri.

The KCSE  index numbers of the applicants required to reapply for KUCCPS 2020/2021 placement are available on the KUCCPS website  which can be accessed using the link below

Dr. Muraguri also called out principals of secondary schools whose former students’ index numbers have been listed on the KUCCPS website to inform the affected students so that they can revise their choices before the deadline which has been set on Wednesday, April 15, 2020.

Those who did not apply for KUCCPS 2020/2021 placement while in school and hence missed the first revision of courses are advised to seek for KUCCPS placement during this window period.

 KUCCPS Help desks

During the first revision of KUCCPS 2020/2021 choices, the placement body set up help desks across Kenya to help the students revise their choices with ease.

It is however unfortunate for the 45, 000 applicants this time around since the KUCCPS help desks have been shut down following coronavirus outbreak in Kenya.

Just like any other institution in Kenya, KUCCPS is enforcing the rule of social distancing. Therefore all KUCCPS Huduma center desks remain closed to the public.

The good news is, all is not lost. The applicants can apply for KUCCPS’s second revision of courses via the KUCCPS App available on Play store or through the KUCCPS students’ portal.

Unfilled capacities

The applicants are expected to select and reapply for new choices- degree, diploma and craft/artisan certificate courses with unfilled capacities.

The list of courses with unfilled capacities has also been listed on the KUCCPS website and submit them afresh.

The total capacity of both private and public universities in 2020 is 600, 000 students.

Bachelor of Education remains the most popular course among students, receiving the highest number of applications followed by Bachelor of Commerce and Pharmacy.

Other marketable courses include Bachelor of Arts, Quantity surveying, Architectural Studies and law.

Bachelor of Electrical and Electronics Engineering and medicine close the list of top 10 popular courses in Kenya.

Medicine, Pharmacy, Architecture, Economics and Engineering are the most preferred courses by the top performers in KCSE exams in Kenya.

Guidelines for the second revision of KUCPPS 2020/2021 courses/ choices

Students who were not selected on a competitive basis during the first revision of KUCCPS 2020/2021 choices are expected to apply.

Students who did not apply through their schools and therefore missed out on the first revision of KUCCPS 2020/2021 choices are also advised to use this golden opportunity to submit their applications.

Applications for the second revision of KUCCPS 2020/ 2021 must be made through formal KUCCPS channels only that is through either the KUCCPS students portal or KUCCPS app available for download at play store.

Cut-offs for the available programs, minimum qualifications and the list of unfilled capacities can only be accessed through the KUCCPS official online portal.

TSC BREAKING NEWS: TEACHERS TO ENJOY WORK INJURY BENEFITS FROM THE TSC

The Teachers Service Commission is planning to provide Work Injury Insurance to both TSC-employed primary and secondary school teachers.

The Teachers Service Commission has already invited interested firms to bid for the tender.

The successful firm will provide insurance services to teachers against injuries incurred at their workplace.

At last there is a glimmer of hope for teachers especially those handling the sciences which are practical-based.

Such teachers are highly vulnerable to illnesses and injuries arising from too much exposure to chemicals and equipment.

The successful insurer will provide insurance services for a period of three years starting from 1st January 2020 to 1st January 2023.

The deadline for submission of the tenders is Wednesday 20th November 2019 at 9.00 A.M.

ROLES OF THE INSURER

The successful bidder will be expected to do the following:

  1. Assess work injury benefits and give advice to the commission.
  2. Conduct investigations on WIBA claims.
  3. Determine the eligibility of teachers’ claims.
  4. Refer claimants for further assessment to a panel of doctors appointed by the administrator in case the assessment fails to meet WIBA’s 2007 Act criteria.
  5. Coordinating with the administrator and medical service providers and investigating the treatment recommended for the claimant’s injury.
  6. Advising the TSC on the most appropriate payable amounts for compensation due to injuries and occupational illnesses.

BENEFITS

TSC-employed teachers will be entitled to the following benefits:

Every TSC member will nominate one or more Beneficiaries as recipients of the compensation in the event of death.

The Work Injury Benefits Act, WIBA is one of the Acts of Parliament which aims at providing compensation to employees who are exposed to work-related diseases and injuries in the course of their career and for connected purposes.

THE AFTER-MATH OF GRADE THREE ASSESSMENT TEST

In summary:
All pupils who are currently undertaking this test shall be promoted to Grade 4 next year. No pupil will be forced to repeat for being a failure.

The Kenya National Examinations Council (KNEC) is collecting data from all schools across the country to inform its future policies.

The Ministry of Education has finally given the long-awaited for maiden remarks about the ongoing Grade three CBC assessment tests. These examinations kicked off last week amidst a few bottle-necks.

Some of the major challenges voiced by teachers include overwhelming numbers of pupils and inadequate examination materials.

Besides, teachers have also argued that the tests are too shallow. They may thus not fully depict the true picture of the learners’ skills and competencies.

GRADE THREE CBC RESULTS
Parents and teachers should not expect the results of individual learners as in the case of KCPE and KCSE.

Furthermore, there will be neither result slips nor report cards showing the learners’ progress.

Kenyan schools will not also be ranked using the ongoing Monitoring Learners’ Progress (MLP).

All pupils will proceed to Grade four. The examinations will not be used as a pass mark to the next level of learning.

DEADLINE
Dr Belio Kipsang announced that all the assessment tests should be completed by 25th October 2019.

Moreover, the teachers are free to administer these tests at their own pace as long as they wind up before the term elapses.

According to Dr Belio, the monitoring and assessment of learners shall continue throughout the learning process.

EVALUATION
The teacher in charge is responsible for the assessment of the learners’ competencies. S/ he will judge whether the learner has achieved or exceeded expectations.

Their evaluation will be objective since it is based on MLP tasks provided by KNEC.

These tasks are sourced from the Grade three portal on the KNEC website.

TEACHER TRAINING
It was further confirmed that all teachers handling lower grades have undergone training in CBC implementation and MLP. This training was undertaken during the April and August holidays.

More in-service training is scheduled for the December holidays.
Secondary school teachers will also undergo rigorous training in preparation for a soft landing of learners who will proceed to junior secondary at Grade 7.

SPECIAL NEEDS LEARNERS
The competency-based curriculum has not shut the doors for physically and mentally challenged learners.

Those learners with visual, physical or hearing impairment who have been incorporated into the “normal” classroom will be monitored using flexible activities which vary based on their incapacitation.

Special need learners in special schools will be monitored by the use of special tailor-made tools in social activities. This will give them an anchor in life as it will help them lead a normal life and promote positive interaction between them and their peers.

KNUT’S STAND
The ongoing assessment test is a clear proof of the CBC roll out despite KNUT’s opposition.

KNUT, through its Secretary-General then had claimed that the rollout of the competency-based curriculum is illegal and a blatant violation of the Kenyan Constitution.

The union also accused the Ministry of Education of failure to fully involve all education stakeholders.
