Heartbroken and enraged by the loss of her daughter, Adana, Marya Prude took to Instagram and expressed the emptiness and sorrow that fill her heart now after God abandoned her in her hour of need.

“ So as they say you should know God for yourself, I now can say, I don’t know Him. And I think I want to know Him coz He left me when I needed Most” reads Marya Prude’s POST ON INSTAGRAM.

Referring to an earlier post by Willis Raburu, the renowned TV host of the famous 10 over 10 show usually aired on Friday night on Citizen TV in Kenya, the couple had unfortunately lost their firstborn daughter- Adana following complications during childbirth.

Raburu was accused by moralists such as Ezekiel Mutua of letting down the society by promoting moral decadence through his 10 over 10 show.

This he did by penning a short prayer on Instagram expressing insurmountable gratitude to God.

TSC Teachers CBA: The Teachers Service Commission, TSC appears to have won a bitter battle against teachers that had drawn the much-needed attention of the Salaries and Remuneration Commission, SRC.

This win sounds a warning to  members of the Kenya National Union of Teachers (Knut) who will continue to miss out on the lucrative Sh. 54 billion pay deal, promotions and other subsequent salary increments.

This is after the Salaries and Remuneration Commission (SRC) dismissed all union claims tabled before it, hence taking sides with the TSC.

TSC Double payroll 

According to the SRC investigations report, it was found that the TSC does not run an illegal double payroll as it had been alleged by KNUT.

TSC has one payroll which it implements with the technical support of Integrated Payroll and Personnel Database (IPPD),” the SRC audit report said.

The report further stated that TSC rightfully implemented the Collective Bargaining Agreement (CBA), the job evaluation report and the Career Progression Guidelines (CPG).

According to a related report that appeared in the Saturday Standard, at the centre of the dispute between TSC and Knut has been a ruling by the labour court, which set aside the contested Career Progression Guidelines (CPG), which were introduced by teachers’ employer to guide promotions.

“Knut opposed the new guidelines introduced by TSC, demanding promotions be based on merit, seniority, vacancies, academic and professional qualifications. The consequences of the ruling were that all Knut members, who declined the CPG, were locked out of the lucrative Collective Bargaining Agreement (CBA), pushing some of them out of the union. The matter has seen Knut members drop from 187,471 in June last year to 51, 215 last month with revenue dipping from Sh. 144 million to a paltry Sh. 37 million,” the report said

Apparently, Knut had also claimed that the TSC had set up a desk at the head office where members were manually exited from the union, most of the time even without teachers’ consent.

“Knut also insists that TSC used digital validation process to attack its membership register and also used the CBA as dangling carrot to push teachers out of the union,” the report in the Standard said.

“The salaries agency found that teachers exit a union from time to time and absolved the TSC from allegations of Knut that the employer deliberately tampered with union register. These key findings that have given TSC a clean bill of health are likely to further complicate matters for Knut members, which SRC says may not benefit from the lucrative salaries deal until the court matter is settled,” the report further said.

On its part, the SRC report said that the TSC complied with the court order by implementing CPG guidelines for Kenya Union of Post Primary Education Teachers (Kuppet), Kenya Union of Special Needs Education Teachers (Kusnet) and all non unionisable staff and schemes of service for Knut. It added that while implementing the CBA, TSC retained the existing number of salary points or notches at an increasing rate-automatic annual increment as a percentage of basic salary.

“The majority of staff in Grade B5 are due for automatic promotion to C1 in July 2020 in line with CPG,” the report said. TSC Teachers CBA.

The Council of Governors’ chair Wycliffe Oparanya has pleaded with Kenyans living in urban areas to stop the exodus to rural areas.

This is because counties are not well equipped with enough facilities to handle the Coronavirus pandemic.

According to the CoG chair, counties are incapacitated since they only have 2 per cent county emergency budget.

The CS Education has revealed the official release date of the 2021 KCSE national examinations that will be conducted in March/April 2022. According to CS Magoha, all systems are now set and the results will be released in April 2022 once the marking exercise is complete to avoid adulteration. Secondary schools in Kenya fall into five categories – National, Extra County, County, Sub County and Private Schools. Students with the highest scores in KCPE Results gain admission into national schools while those with average scores are selected into the other school categories.

Under the current system, students attend secondary school for four years before sitting for the school leaving exam at the end of the fourth year. The first class or year of secondary school is known as form 1 and the final year is form 4. KNUT CHAIR SUMMONED OVER CONTEMPT OF COURT

In summary

Two key officials, who are entangled in KNUT supremacy battles, have been ordered to appear in court and respond to contempt of court charges.

These are the current KNUT chair and registrar of trade unions.

This followed the court’s historic ruling yesterday which dismissed the oust of KNUT’s Secretary General Wilson Sossion as illegal.

OMUCHENYI SUMMONED
KNUT chairperson Wyckliffe Omuchenyi has been summoned before the court to explain why he defied and disregarded a court order which directed him to allow Wilson Sossion to continue serving as the Secretary-General of KNUT.

The employment and labour relations court found the aforementioned key officials guilty of contempt of court for going against court orders which were given on 28th August 2019.

The two are expected to explain why the wheel of justice must not turn.

Judge Byrum Ongaya had on 28th August halted the convening of KNUT’S executive council meeting which had been scheduled for 29th August.

This is because the meeting aimed to oust Sossion.

SOSSION’S “MISDEMEANOUR”
Sossion’s deputy Mr Hesborn Otieno has however sworn an affidavit saying that the meeting held by NEC as per the constitution of the union.

The council thus resolved to remove Sossion based on gross misconduct.

Some of the allegations levelled against Mr Sossion include:

1. Sacking full-time employees without consulting NEC.

2. Sending full-time employees on compulsory leave.

3. Issuing strike notices before consulting the relevant stakeholders.

4. Recruitment of full-time employees single-handedly.

5. Ignoring decisions made by NEC and failure to implement them.

Mr Sossion, therefore, challenged the move to throw him out of the KNUT union and was temporarily reinstated as the secretary-general.

He further added that only the annual delegates’ conference, which will be held in December, has the mandate to remove him from office.

MoE LETTER  for forced MID TERM BREAK

Education News Today: School principals have now revealed the reasons why schools across the country are increasingly experiencing student unrest.

While appearing on a morning show on Tuesday, November 2, Kenya Union of Post-Primary Education Teachers (KUPPET) Chair Omboko Milemba indicated that schools needed to take a short half-term break to ease the pressures.

He noted that the Ministry of Education had directed principals not to have half-terms in order to maximise on class work.

“I think the correct thing is that if there is pressure in some schools is to just have a half-term because, originally, the Ministry of Education had promised that there will be no half-term this term.

“Let’s just get a half-term so that the students can take a break and the parents can be involved in terms of counselling after which the students can go back to school. We propose that a half-term be given for 5 days,” he explained.

On his part, Kenya Secondary Schools Heads Association (KESSHA) chair Indimuli Kahi had earlier told the press that the unrest had been as a result of the crash programme directive from the Ministry of Education in an attempt to recover time lost during 2020 academic calendar.

Kahi disclosed that the association had also written a letter to the Ministry requesting a break for all schools while advocating for the return of extra-curricula activities.

“We forgot that we have students who have a lot of energy and they look forward to participating in these events,” he stated.

Milemba further rooted for the abolition of boarding schools countrywide arguing that almost all arson cases in schools involve the burning of dormitories.

He explained that without the boarding requirements, parents would be involved in discipline and counsel of their children on a daily basis.

“As we have always said as KUPPET, do away with boarding schools as much as possible. Why are students burning the dormitories? You did not hear them burn classrooms or laboratories. They always burn dormitories everywhere.

“The problem in the house is the boarding schools. I think it is high time the Ministry of Education bit the bullet and do away with the boarding schools,” he added.

In recent weeks, there has been a spike in strikes and school arson.

On Sunday, October 31, Buruburu High School, the most notable case of school unrest in recent weeks, led to the injury of 59 students and indefinite shut down of the institution.

Other schools that have experienced strike include St Peter’s Abwao Secondary (Migori), Sigalame Boys High (Busia), Kanjuri High (Nyeri), St Ignatius Mukumu Boys Secondary (Kakamega) and Keveye Girls High (Vihiga).

The teachers Service Commission is Constitutionaly Mandated under article 237 to register, hire, Transfer, promote and excecise disciplinary control over Teachers.

Persuant to its mandate, the commission has scheduled a headcount exercise that will kick off in April.

According to the standard Wednesday, an average of 35000 teachers will be counted Countrywide in over 30000 primary and secondary schools.

The biometric Registeration excercise was scheduled to be done last year in a pilot basis but was shelved following the COVID-19 scourge.

A total of seven counties have been identified as April 22 becomes the official date for the start of the piloting excercise with the national rollout set for August/September.

These counties include Uasin Gishu, Homabay, Bungoma, Nyeri, kilifi, kitui, and Garissa. The selection was due to the fact that the counties represent both rural and urban set-up which will give good lessons for the national Rollout.

A total of 143 institutions which include primary, secondary and teachers training colleges will be selected from the seven counties on pro-rata basies.

According to a concept report by the commission, the following teachers are targeted for action.

One, Teachers with fake certificates of Registration. Some teachers who acquired TSC Registeration certificate and TSC number didn’t follow the right procedure hence they are not qualified even if they are still drawing salaries from the commission.

Two, teachers in overstaffed schools. These ones will be transfered to other areas in a move to optimally utelize the teachers. Teachers like teaching in urban schools where there are a number of amenities hence overstaffing in those schools while those in villages remain understaffed.

Three, teachers who faked their Retirement age to lengthen their years in service. These ones will be identified so that their Retirement process and Preparations Begin immediately. They may also face the full force of the law for faking age.

Finally ghost workers who are on the payroll but they aren’t working anywhere. These ones will also be smoked out as the payroll is cleaned up.

 

SUMMIT RULES OUT THE POSSIBILITY OF REOPENING SCHOOLS THIS YEAR

HIGH-LEVEL SUMMIT RULES OUT THE POSSIBILITY OF OPENING SCHOOLS AMIDST SPIKING CORONAVIRUS CASES 

A virtual summit attended by President Uhuru Kenyatta, Governors, and other key stakeholders appeared to rule out the possibility of reopening schools in September 2020 after reports emerged showing that 34 counties were yet to enforce the minimum measures proposed by health experts.

The summit which was chaired by the President brought together the deputy president and 47 Governors to reach a middle ground on the safety measures to be enforced ahead of the reopening of the economy.

Details emerging from the forum clearly show how ill-prepared schools are to enforce the social distancing rule given that there are only 40, 000 learning centers against a learner population of 14 million.

Besides, there will be a greater risk if learners resume school before the peak of the coronavirus.

SCHOOL CALENDAR

The President jogged the memory of Kenyans back to the year 1982 when the school calendar was disrupted for over a year after the August failed coup.

In 1982, learning was suspended for one year,  therefore, this will not be the first time for the school calendar to be disrupted.

In his submission, CS Magoha said that looking at the student population versus the available facilities, it will be very difficult to implement the social distancing rule.

This explains why the Government is still at crossroads when it comes to the issue of reopening schools.

The CS further suggested a delayed reopening of schools until virus cases drop. Furthermore, school clusters should be attached to a health facility before reopening.

“I will advise not to open schools when infections from the disease are still rising. We propose that school clusters be attached to a health facility before we can open,” said the CS

PANIC IN SCHOOLS

He also presented a possible scenario that is likely to cause panic in schools if proper measures are not put in place.

“When a child runs a fever, what do you do to avoid panic in the school? Do you shut down the school and send pupils home? Pupils may have fever resulting from other ailments, not necessarily from Covid-19.”

From the arguments raised in the meeting, it appears that only standard eight and form four learners may be allowed to resume learning to sit for their exams as the rest of the 12 million learners stay home longer.

Deputy President William Ruto also advised Kenyans to get used to the new normal until a vaccine for the dreaded virus is found.

He also added saying that we should look at the possibility of the 1.5 million candidates opening for them to write the exams.

If schools were to reopen, CS Magoha explained that stringent measures such as avoiding sharing of books or masks should be put in place to mitigate virus effects.

Schools will also have to be fumigated and cleaned regularly to complement other hygiene efforts such as the washing of hands.

All eyes are set on the President who is expected to address the nation on July 6 on the next course of action.

Results for all 1,244,188 candidates who sat for Kenya Certificate of Primary Education (KCPE) in November have been released by Education Cabinet Secretary Ezekiel Machogu at Mitihani House in Nairobi on December 21, 2022.

Fwaro Makokha of Christ the King Academy in Bungoma County is the top candidate who scored 431 marks out of the possible 500.

Education Cabinet Secretary (CS) Ezekiel Machogu on Wednesday, December 21 released the results of the 2022 KCPE exam.

The top performer scored 431 marks out of the possible 500.

The candidates who scored between 400 and 500 marks were 9,443; 300-399 marks (307,756), 200-299 marks (619,593), 100-199 marks (296,336) and 1-99 marks (724).

There were 2,417 special needs candidates who wrote the 2022 KCPE exam.

Those who scored between 400 and 500 marks under this category were seven, 300-399 marks (296), 200-299 marks (838), 100-199 marks (1,270) and 1-99 marks (six).

A total of 1,233,852 candidates sat the 2022 KCPE exam.

According to a circular dated 1st November 2022, from Principal Secretary (PS) for Basic Education, the candidates will join Form one on 30th January 2023.

 

Candidates can know their KCPE results by sending an SMS with their index number to 20076. They will be charged sh. 25 for sending this SMS.

Now that normalcy has returned in 100% of Kenyan schools-both primary and secondary following the calling off of the go-slow occasioned by TSC’s failure to honor its part of the bargain, the Kenya National Examinations Council, KNEC, has oiled its elbows to deliver credible KCSE and KPSEA 2024 national examinations.

In its quest for excellence in as far as the administration of this year’s national examinations is concerned, the Kenya National Examinations Council, KNEC, has announced thousands of slots that are up for grabs targeting both primary and secondary school teachers willing to serve as invigilators, supervisors and center managers in the year 2024.

 

Kindly note that the afore-mentioned slots attract a stipend besides giving currently employed TSC teachers an edge when it comes to promotions as follows:

KCSE supervisors earn Sh2,485 while invigilators take home Sh1,615. Security officers are paid Sh1,050 while drivers earn Sh1,040.28, 408 KCSE center managers are paid Sh2, 000 per day for 18 days, translating to sh36,000.

Supervisors earn Sh2,485 for the same number of days, translating to Sh44,750 each. 74,990 invigilators earn Sh1, 615 per day for 17 days, translating to Sh24,450 each. Secondary school principals take home a flat rate of Sh500 for 18 days, translating to Sh9, 000.

Interested and qualified teachers are also advised to tune their ears on the 2024 KNEC Advertisement for Examiners.

KNEC currently pays between Sh48 and Sh77 per script.

Those marking English papers are paid at a rate of between Sh57 and Sh77 per script, while those marking Kiswahili papers are paid between Sh57 and Sh69. The same rate applies for those marking mathematics papers. Teachers charge between Sh50 and Sh52 to mark Chemistry papers, same as Biology and Physics.

KNEC has to part with between Sh52 and Sh55 to have History papers marked, Geography papers are rated at between Sh52 and Sh54 per script. Business Studies and Agriculture are rated at Sh52. KUPPET, however, says Agriculture paper 3, which is marked at school level, is never paid for. About 30,000 teachers marked KCSE papers last year.

Delayed KNEC Payment for Invigilators, Supervisors, Examiners, and Center Managers 

The delayed payment is contrary to the demands of the parliamentary education and research committee last year that had summoned former CS Education to appear and answer questions about KNEC contracts and payments.

This comes as the teachers unions are sometimes forced to put pressure on the council to honor their obligation to pay the teachers saying they are breaching the contract they signed with the tutors.

Kenya Union of Post Primary Education Teachers (KUPPET) national chairman Omboko Milemba gave the council two weeks ultimatum to ensure the 50,000 tutors were paid their dues last year.

”We have given the examination council two weeks to settle the bills or face the teachers’ wrath. If the bills are not settled by the end of March, KUPPET will mobilize the examiners to occupy the KNEC office,” Milemba said.

The union leader scoffed at the government for subjecting teachers to work under unfavorable conditions and at the same time retain their money after completing their contract.

”Fair labor practices demand that workers who render their services should be paid commensurate with the work done and on time. The teachers performed their part of the agreement successfully, yet all they get in return is neglect,” he stated.

In December last year, markers of CRE paper II downed their tools in protest of poor working conditions and low pay.

”The work itself is characterized by poor conditions including long hours, poor accommodation in students’ dormitories, poor diets and above all, low pay,” Milemba stated.

Teachers have demanded that the examinations agency raise marking fees for each script to Sh100, according to new proposals by their union.

The teachers also want the venue for marking all KCSE examination papers and KCPE English composition as well as Kiswahili Insha be moved to university campuses or other high level government institutions.

The Teachers Service Commission now has unions’ heads tugged in between its legs” following its newest proposal to the Salaries and Remuneration Commission, SRC about the upcoming 2021-2025 Collective Bargaining Agreement, CBA.

This is after the Teachers Service Commission (TSC) proposed a minimum 16% increment in basic salary for regular teachers, without administrative roles in a proposed new Collective Bargaining Agreement (CBA).

The new CBA, already tabled before the Salaries and Remuneration Commission, is set to take effect as from July 2021.

TSC’s move does not sit well with the union officials who went for a CBA that greatly favoured school administrators and teachers with administrative roles hence triggering anger and resentment among classroom teachers.

Now that teachers in lower grades are favoured most in the new proposed pack, unions may not wield enough power to change things, especially without enough backing the Majority of the teachers who thirst for this new salary increment.

Unlike the previous CBA which ended in July and only favoured school administrators the current CBA will plugin the gap between teachers in lower and higher grades.

Teachers in Grades C4 to D5 for instance will benefit from a 16% increment in their basic salaries in the proposed new Collective bargaining agreement by their Employer while those in Grade B5 to Grade C3 will enjoy a 32% pay rise in their salaries should the new CBA be implemented.

Newly-proposed TSC house, commuter and leave allowances for teachers

The 2021-2025 CBA also recommends an increment of up to 20 per cent in teachers’ house allowances, commuter and leave allowances.

Chief principals and deputies

This essentially implying that Senior and Chief principals are to earn at least Ksh.131, 380 and a maximum of Ksh.157, 656.

Deputy principals ranked between job Group D1 to D3 will earn between Ksh.77,840 and Ksh.125, 573.

The commission has already forwarded the CBA to the Salaries and Remuneration Commission in what TSC refers to athorough analysis representative of the views of the two teachers unions, KNUT and KUPPET.

Late last year, the two unions made submissions for the new CBA where KNUT wanted the basic pay to be raised by between 120% and 200 percent.

Teachers have however termed KNUT’s proposal impractical bearing in mind how the Union’s ballooned proposal cost teachers a 50-60 pay rise in 2017.

Kuppet  also proposed a basic salary increment of between 30 percent and 70 percent.

The Kenya National Union Of Teachers has already contested the decision by the Commission.

In a letter to the Salaries and Remuneration Commission, KNUT Secretary General wilson Sossion is accusing TSC of forwarding a summary of the proposals made by the unions.

“Sneaking proposals to SRC in such a manner shall only serve to provoke the teaching service…We write to bring to your attention the anomalies and ask that you Require Teachers Service Commission to first of all comply with the law prior to forwarding the said proposals,” says Sossion.

SRC responds to KNUT’s Whims over new TSC CBA proposals

But the Salaries and Renumeration Commission has yet again rattled KNUT in its response.

Through a letter, SRC Secretary Anne Gitau wrote to Sossion saying

“The SRC has taken note of the issues raised and observed that they are administrative in nature and should therefore be addressed by TSC and KNUT. Consequently SRC guides that KNUT engages TSC as the employer and amicably addresses the matter.”

A move that literally forces KNUT back to the drawing board coming days after National Assembly Speaker Justin Muturi ruled that matters with regard to TSC and KNUT should not be discussed by the Departmental Committee on Education in Parliament until the cases in court have been solved.

In the just-released Kenya Certificate of Primary Education, KCPE, 8 girls made it to the coveted list of top-performing candidates.

7 male candidates also scooped more than 429 marks making it to the list of top 15 best ranking KCPE candidates this year.

In position one is Faith Mumo Kawee index number 18348138009, a prayerful, confident and God-fearing girl as described by her father Paul Mumo during a live interview  with Citizen TV. Although the father lost his job in 2020 owing to the biting effects of the ravaging covid-19 pandemic in Kenya, he was able to keep her afloat and motivated to continue preparing for the KCPE national exams.

Faith Mumo was a candidate at Kari-mwailu Primary School, a public, government- owned institution located in Makueni County. FaithMumo scooped a total of 433 marks out of the total 500, registering a drop by 7 points compared to the KCPE 2019 Top candidate.

ABOUT FAITH MUMO KAWEE, THE BEST OVERALL KCPE 2020-2021 CANDIDATE

During a live interview recorded by Citizen TV on April 15, Faith Mumo was expecting better performance at least 455 marks out of 500.

She hopes to join Kenya High School, her dream school.

In the second position came Yvette Wesonga Nanzala from Chogoria Girls who tied with Muriithi Angel  Gakenia of Maseno Girls Primary Boarding School. They both scooped 432 marks out of the total 500.

NOTE: The top 3 KCPE 2020 candidates are girls. They took their studies and examinations from public primary schools, a clear indication that kids from public schools can still excel.

Other KCPE 2020/2021 candidates who made it to the list of Top 15 IN 2021 include:

Wanyonyi Samuel Makhanu of Nzoia Sugar Company, who scored 431 marks hence scooping position four. He tied with two other candidates who are Castro Williams of Crystal Hill Academy and Tarus Chepkemboi Laureen of St. Mathews Septonok.

In position 7 came Kipkirui Abiud from Lessos Hills Adventist who scored 430 marks. He was closely followed by Mwangi Margret Waruguru of KaratinaDEB who attained 429 marks. Position 8 had a tie too. Margret Waruguru tied with Bernice Checed Omondi of Nairobi Primary, next to Harambee House, and Kiogora Joy Nkatha of  Chogoria Girls.

Five candidates competed for position 11 nationally scoring 428 marks out of the total 500. They include Daniel   Chris Mboya of Crystal Hill Academy, Njenga Lowell Mwagambo of Emmanuel Springs Academy, Jeff Mutugi of Fred’s Academy, Polycarp Ombongi Kiyondi of Ober Boys, and Debra Zawadi

The Teachers Service Commission (TSC) is mandated by the Constitution of Kenya
(2010), Article 237 to among others;

Register qualified persons as teachers and
Review the standards of education and training of persons entering the teaching service.
The TSC Act (2012) Section 23 (2) prohibits any person from engaging in teaching service unless one is registered as a teacher. The TSC Code of Regulations for Teachers (2015) Part III further provides Conditions and Procedure for Registration of Teachers.

Teachers Service Commission is responsible for the registration of teachers with the following grades;

NB: All documents must be certified by either a TSC Director or TSC Sub –
County Director.

TSC Teacher Registration Process
The Commission has provided an online platform for application and registration of
teachers. Once an applicant is sure that he/she has all the required documents, they can visit the TSC website – www.teachersonline.go.ke and begin the application process.

Upon the receipt of the application, the Commission vets the documents and the
applicant is given response / decision within 30 (thirty days).

If the application is successful, the applicant is issued with a Registration Certificate which bears the
Commission’s Chief Executive Officer’s signature.

The Certificate is then immediately posted to the teacher through the postal address indicated in the application.

Also applicants can access their registration status and/or TSC Number online on TSC website.

Temporary Teacher Registration Certificate from TSC
The TSC Code of Regulations (2015), Regulation 27 mandates the Commissions to issue a Temporary Teacher Registration Certificate to a person who;

is in Kenya on recognized education exchange programmes or other
international bilateral arrangements or
not having trained as a teacher but holds a relevant certificate issued to
him/her under any law relating to education and training.
Why TSC may not register a teacher
Section 27 of TSC Act 2012 mandates the Commission not register a person as a
teacher who;

does not possess the prescribed qualifications,
is not of good moral character,
has been convicted of a sexual offence or an offence committed against a learner,
has been convicted of a criminal offence which in the opinion of the Commission, renders the person unfit to be teacher,
is engaged in any activities which in the opinion of the Commission, are prejudicial to peace, good order or good government in Kenya,
Suffers from such physical or mental infirmity which in the opinion of a registered medical practitioner renders the person incapable of performing the duties of a teacher.
Revocation/recall of tsc certificate of registration
The Commission is mandated by the TSC Code of Regulations for Teachers (2015),
regulation 30 to after a due process revoke and recall a Certificate of Registration that

other unlawful means
Removal of the Name from TSC Register
The Commission is mandated by the TSC Act (2012), Regulation 30 to after due

has been convicted of a criminal offence which in the opinion of the Commission renders the person unfit to be a teacher,
the Commission has directed removal from the register as a result of disciplinary proceedings instituted or
Suffers from physical or mental illness or infirmity which renders the person incapable of performing the duties as a teacher.
Offenses relating to teacher registration
The TSC Code of Regulations 2015, Regulation 39 spells out that any person who;

falsely or fraudulently holds himself / herself as a registered teacher,
Not being a registered teacher and teaches or assists in teaching in any school,
causes, permits, or employs to teach in any school a person who is not
registered,
defaces, amends or erases any entry in the Certificate of Registration,
Applies for employment as a teacher in any name other than the full name as
entered in the Register of Teachers,
has been removed from the Register of Teachers but continues to teach or
having been removed from the Register of Teachers and continues to hold and
use the Certificate of Registration for teaching or for any other purpose,
commits an offence and is liable on conviction a fine not exceeding one hundred thousand shillings or to imprisonment for a term not exceeding twelve months or both.

The Teachers Service Commission, TSC has directed school administrators across the 47 counties to resume duty immediately to aid in the preparation for schools’ reopening soon.

According to a circular by the Teachers Service Commission addressed to all principals and head teachers, assessment of schools’ level of preparedness is ongoing.

The employer therefore expects heads to be present during the assessment and work closely with school management boards to ensure that the Ministry of Education guidelines are strictly adhered to ahead of the planned schools‘ reopening.

KUCCPS on Tuesday March 31, 2020 announced that the KUCCPS online system will be open for the second revision of courses for the close to 45, 000 applicants who failed to secure any of their choices for placement to universities and colleges on a competitive basis.

KUCCPS Second Revision of choices deadline

Speaking to The Daily Nation, KUCCPS CEO John Muraguri said that the 45, 000 applicants should revise their degree, diploma and certificate courses between Thursday April 2, 2020 and Wednesday, April 15, 2020.

“The second revision will open for applicants who, on a competitive selection after the first revision of choices, have not secured any of their choices for placement to universities and colleges” said KUCCPS chief executive officer Dr. John Muraguri.

The KCSE  index numbers of the applicants required to reapply for KUCCPS 2020/2021 placement are available on the KUCCPS website  which can be accessed using the link below

Dr. Muraguri also called out principals of secondary schools whose former students’ index numbers have been listed on the KUCCPS website to inform the affected students so that they can revise their choices before the deadline which has been set on Wednesday, April 15, 2020.

Those who did not apply for KUCCPS 2020/2021 placement while in school and hence missed the first revision of courses are advised to seek for KUCCPS placement during this window period.

 KUCCPS Help desks

During the first revision of KUCCPS 2020/2021 choices, the placement body set up help desks across Kenya to help the students revise their choices with ease.

It is however unfortunate for the 45, 000 applicants this time around since the KUCCPS help desks have been shut down following coronavirus outbreak in Kenya.

Just like any other institution in Kenya, KUCCPS is enforcing the rule of social distancing. Therefore all KUCCPS Huduma center desks remain closed to the public.

The good news is, all is not lost. The applicants can apply for KUCCPS’s second revision of courses via the KUCCPS App available on Play store or through the KUCCPS students’ portal.

Unfilled capacities

The applicants are expected to select and reapply for new choices- degree, diploma and craft/artisan certificate courses with unfilled capacities.

The list of courses with unfilled capacities has also been listed on the KUCCPS website and submit them afresh.

The total capacity of both private and public universities in 2020 is 600, 000 students.

Bachelor of Education remains the most popular course among students, receiving the highest number of applications followed by Bachelor of Commerce and Pharmacy.

Other marketable courses include Bachelor of Arts, Quantity surveying, Architectural Studies and law.

Bachelor of Electrical and Electronics Engineering and medicine close the list of top 10 popular courses in Kenya.

Medicine, Pharmacy, Architecture, Economics and Engineering are the most preferred courses by the top performers in KCSE exams in Kenya.

Guidelines for the second revision of KUCPPS 2020/2021 courses/ choices

Students who were not selected on a competitive basis during the first revision of KUCCPS 2020/2021 choices are expected to apply.

Students who did not apply through their schools and therefore missed out on the first revision of KUCCPS 2020/2021 choices are also advised to use this golden opportunity to submit their applications.

Applications for the second revision of KUCCPS 2020/ 2021 must be made through formal KUCCPS channels only that is through either the KUCCPS students portal or KUCCPS app available for download at play store.

Cut-offs for the available programs, minimum qualifications and the list of unfilled capacities can only be accessed through the KUCCPS official online portal.

TSC Recruitment Vacancies 2024: 46,000 interns teachers to apply afresh

The government and the teachers are at loggerheads again over the fate of 46,000 interns.

Yesterday, Education Cabinet Secretary Julius Ogamba said the intern teachers will have to apply afresh to be considered for permanent and pensionable terms.

Ogamba said Teachers Service Commission (TSC) would begin the transition of the teachers’ interns to Permanent and Pensionable terms up to December.

 

“The Commission will subject the said teachers to a competitive process in accordance with the Constitution and all the relevant laws. Candidates will be confirmed in their positions effective January 1, 2025, as per the approved budgetary allocation timelines,” Ogamba told the National Parliament Committee on Education.

But the Kenya Union of Post Primary Education Teachers (Kuppet) Secretary General Akello Misori dismissed the announcement, saying the teachers must be promoted automatically, adding that the CS was not the teacher’s employer and must keep off.

“That statement will create unnecessary tension between teachers and the government. “They (interns) shoul convert all the 46,000 teachers automatically to permanent and pensionable terms,” he said.

Kenya National Union of Teachers (Knut) secretary general Collins Oyuu said he was not aware of such developments and noted that all the interns must automatically be converted to permanent and pensionable terms. “When you are an intern, you are converted to permanent and pensionable terms. But when you are seeking a new job that is when you apply for consideration. As far as I am concerned that statement is not true,” Oyuu said.

Oyuu said that a fresh application shall not apply. “You apply again, then what? You are considered or denied the chance? No, that will not happen.”

The committee expressed frustrations over the delay in confirming the intern teachers.

“TSC has been allocated Sh18 billion, and we expected them to have confirmed all the 46,000 interns. What is going on?” said the chairman, Julius Melly, seeking clarity on when advertisements for the positions would be posted.

The Tinderet MP wondered why it had taken long before the teachers were confirmed. Melly asked TSC to clarify what will happen for the conversions to permanent and pensionable terms.

The revelations is a blow to the intern teachers who had hoped that the exercise would be automatic transition after the government had assured them.

One of the intern teachers said: “This is a blow to us,” reflecting the sentiment of her peers who felt let down by the change in plans.

It will also be a blow to the teachers’ unions that has pushed for the tutors conversion and even staged nationwide strike.

 

This announcement comes in the wake of significant unrest in the education sector.

Kuppet-led demonstrations involving over 100,000 teachers, demanding the conversion of JSS teachers to permanent positions.

Kuppett had agreed to lobby Parliament for Sh8.3 billion to ensure that all intern teachers are absorbed into permanent roles.

Oyuu said some of the interns were asked to extend their contracts ahead of January conversion.

Ogamba told MPs that the government is committed to enhancing the number of tutors to serve in the Junior Secondary Schools across the country.“The recruitment of an additional 20,000 teachers will follow the same timelines and process as that of the conversion of interns,” he said.

TSC reported that 60,642 teachers have been trained to handle Grades 7 and 8.
