DESPERATE SITUATIONS CALL FOR DESPERATE MEASURES SCHOOL ORDERS STUDENTS TO WEAR BOXES ON THEIR HEADS TO CURB CHEATING IN EXAMINATIONS

A bizarre incident in which a school asked students to wear cardboard boxes on their heads to curb cheating in examinations has greatly shocked the world.

The rule was enforced at Bhagat Pre-university College in Haveri, India.

The school officials were forced to stop this savage-like treatment of learners after images of the students wearing card boxes went viral on social media platforms.

The pictures displayed learners sitting in rows while wearing boxes with “windows” in front to allow them to get a glimpse of what is going on around them.

EXPERIMENT
The most intriguing part of it all is when the college administrator MB Satish told the BBC that the radical anti-cheating system was an experiment which had worked for other institutions.

Mr Satish apologized for the “roll out” of this unusual technique.
He further added that the students were not obliged to wear it.

Some removed the card box mask after 15 minutes, others after 20 minutes. The college itself told them to take it off after one hour.

INHUMANE
Speaking to the Times of India, SC Peerjade, the deputy director of the pre-university education board termed the practice inhumane and uncalled for.

Bhagat Pre-university College has been served with an official notice seeking an explanation for forcing students to wear the improvised masks to curb copying during examinations.

An official from the Haveri district has also rebuked the act saying that no matter the purpose, it was very wrong for the students to wear cartons when writing examinations.

He further added that the directive was not from them.

TSC News Latest: AON Minet gives directive after delisting thousands of teachers dependants

TSC News Today 2022: The teachers insurance service provider, AON Minet, has suspended thousands of teachers dependants for lacking required documentation.

Teachers dependants include wife or husband and children. Teachers are allowed to register upto to four children under the cover.

“Dear Mwalimu, kindly note that KELVIN, listed as your dependant has been deactivated from the hospital system, Please contact us on 1528 or 0730604000 to avoid inconveniences while accessing cover. Upload documents via https://collaborationkenya.minet.com/tsc,” reads a text message sent to teacher Jane Wambia in Taveta.

According to AON Minet teachers affected failed to upload required documents that would serve as evidence for their dependants listing.

However the insurance officials say the teachers only need to upload required documents to support their dependants for them to be reinstated in the hospital system.

For spouse a teacher is required to upload the national ID card and a marriage certificate. Those lacking marriage certificate can apply to get a sworn affidavit which they can use instead.

For children recently born a birth notification can be used. Teachers can upload birth certificates for older children. Those with eightenn years and above must be in colleges and universities to be supported and their college or university ID must be uploaded.

Early this month AON Minet issued new terms for its teachers and dependants seeking medical services in various facilities beginning 1st February 2022.

Teachers who want to change their dependants can only do that once a year and only at the end of the policy year.

Among the new rules, AON Minet, which covers more than 300,000 teachers on Teachers Service Commission (TSC) payroll, said it will no longer use code verification in all facilities it listed.

The insurer said it will use biometric verification for teachers and their dependants in its medical service providers to curb unethical practices.

Minet also said referrals will be through TSC offices, Bliss hospitals or referral and teaching hospitals if one needs a specialized check up.

AON Minet sent short messaging services to teachers informing them of the changes it planned to roll out.

“Dear Mwalimu, expect changes to the panel of service providers from 1st Feb 2022. Dial *202*06# or visit the link https://bit.ly/TMServiceProviders to view the updated list for year 2022,” reads SMS sent to teachers.

The medical cover cost TSC Sh9 billion in 2019, Sh12 billion in 2020 and Sh14 billion last year.

Two months ago AON Minet blacklisted at least 20 hospitals for engaging in unethical practices, exposing dubious ways the health facilities use to defraud the multibillion-shilling teachers’ medical scheme.

Teachers and their dependents also came into sharp focus as it was revealed that they collude with hospitals to fleece the TSC of the insurance cover.

The vices ranged from making fake claims, overcharging members, listing fake ailments to impersonation.

A brief by Minet Kenya, the firm contracted by TSC to manage the scheme, listed at least 10 ways that teachers, their dependents and hospitals use to fleece the scheme.

They include impersonation, billing for services not rendered, billing for conditions not covered under the scheme, double billing of medical expenses and falsification of the length of stay of patients in hospitals.

Incorrect reporting of diagnosis or procedures, false and unnecessary prescription of drugs, abnormal utilisation of services, bribery and unethical inducement are also ways used to cheat.

In addition to these, Minet Kenya Chief Executive Sammy Muthui said many facilities have been blacklisted and others presently put under investigations for abusing the seven-day rule.

Under this rule, Muthui said if a patient is treated for a condition and within seven days returns to the hospital to be cared for over the same ailment, they should not be charged.

“The member should never be asked to pay out of pocket. But we have had cases where this rule has been breached and patients asked to pay money or turned away. This is fraud and we take it seriously,” he said.

Procedure for access to medical cover under the scheme

Members of the Teachers’ Medical Scheme can access any of the service providers on our panel countrywide. This list is accessible via USSD code *340# or Minet/TSC Website.

Step 1:

Present yourself at the service provider on our active panel.

Step 2:

Identify yourself or your dependant with the TSC number

Step 3:

The service provider will generate an SMS that contains a One-Time-Pin (OTP), sent to the principal member’s registered mobile number.

Step 4:

You will present this OTP to the service provider representative to register the fingerprints.

Step 5:

You will be requested to place a finger on the biometric device and the impressions will be saved against your membership record.

On successful registration the member or dependant can access medical services.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

TSC 2024-2025 Teachers’ Salary Rise: Teachers set to receive pay rise as government releases Sh 13b in the latest salary deal

While beseeching teachers to avert demos and resume duty on Monday, Teachers’ Service Commission (TSC) CEO Nancy Macharia affirmed that
the state has released Sh 13 billion to fully implement the second phase of teachers’ pay deal for the 2924-2025 fiscal year.

A complete breakdown of the salary rise by newspro.co.ke showd that teachers will get an increment of up to Sh2, 570 for the least paid, to Sh393 for the highest earners.

New TSC Salary Scales 2024-2025

This means that the new salaries of the lowest paid teachers will range between a minimum of Sh 23, 830 to a maximum of Sh 29, 787.

The new salary scales for highest paid teacher will range from a minimum of Sh131,389 and a maximum of Sh162,539.

In addition, teachers will also benefit from four allowances: commuter, house, leave and hardship.

The allowances will range from Sh3,850 to a maximum of Sh50,000. Specifically, commuter allowance will range between Sh4,000 to Sh16,000.

Those who will get housing allowance will be paid Sh3,850 and Sh50,000. While leave allowance has been put between Sh4,000 and Sh10,000.

Teachers who will get hardship allowances will be paid between Sh6,600 and Sh38,100.

Teachers Service Commission (TSC) chief executive Dr Nancy Macharia said the salary adjustments will be reflected in teachers’ August payslips, with arrears backdated to July 1, 2024 when implementation was set to begin.

This means that teachers will get more money at the end of this month when the backdated amounts are released.

The boom comes after the teachers received a similar increment last year in the first phase of 2021-2025 Collective Bargaining Agreement (CBA).

On Wednesday, Teachers Service Commission (TSC) said it had received the billions to implement the pay increment fully.

“After today’s discussions, the Commission is pleased to announce that the Government has provided funds for the implementation of the 2nd phase of the CBA with effect from July 1, 2024,” Dr Macharia said after meeting unions.

This means that over 370,000 teachers across the country will receive a salary increase as the second phase of the CBA, from August.

The Teachers Service Commission, TSC and the Kenya Union of Post Primary Education Teachers Union, KUPPET held rigorous discussions this week regarding the implementation of the new 2021-2025 CBA for teachers.

This took place during the joint retreat between TSC and KUPPET at Salewa Lodges, Naivasha between 29th October to 1st November 2019.

COLLECTIVE BARGAINING AGREEMENT FOR 2021-2025

TSC and KUPPET agreed that some of the factors that should be put into consideration in negotiating the next CBA.

These include:

1. The cost of living adjustments

2. Affordability

3. Sustainability

4. Comparability

5. Government fiscal policies and guidelines

6. Teacher performance and productivity

7. The implication of the new Competency-Based Curriculum, CBC, and its impact on the job of the teacher.

The two parties also agreed on a comprehensive framework for 2021-2025 CBA negotiations and the procedures that should be followed.

OTHER ISSUES

TSC and KUPPET also discussed other issues such as:

1. The need for TSC to fast-track the issuance of promotion letters to all teachers who were promoted since 1st July, 2017.

2. TSC to consider career progression for Diploma teachers

3. TSC to consider career progression for special needs education teachers

4. Sensitization of teachers on the legal instruments governing their employment especially career progression guidelines so that they can take advantage of promotional adverts for career development.

STATUS OF IMPLEMENTATION OF THE CURRENT CBA 2017-2021

The Teachers Service Commission has already implemented the third phase of the CBA 2017-2021 for KUPPET members.

The parties appreciated the fact that Career Progression Guidelines, Teacher Performance Appraisal and Development have greatly impacted positively on the teaching sector in Kenya since they have led to professionalism.

Professionalization of the teaching sector has also greatly improved the image of the teaching service as the profession of choice in the public service.

Both parties took note of the need to compress the wage difference between school administrators and classroom teachers.

They thus underscored the need for continued fairness and equity in wage distribution in the teaching service. They agreed that the issue will be addressed during the next 2021-2025 CBA negotiations.

📍 School Information

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
  1. 1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.
  2. 2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.
  3. 3. Select Preferred Senior Schools:

    • For each subject combination, select four schools from the available clusters.
    • This ensures a diverse range of options and equal representation from different categories of schools.
    • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

The much-awaited ruling on the suspension of the renewal of TSC Boss Dr. Nancy Macharia’s term for another five years has been issued by a Nakuru High Court judge, Monica Mbaru.

According to the ruling, Midrift Human Rights Network failed to table enough evidence to convince the bench that the reappointment of Dr. Nancy Macharia as TSC CEO contravened the TSC ACT and the constitution.

Midrift Human Rights Network has suffered a huge blow after the Nakuru High Court declined to issue orders to block the reappointment of Dr. Nancy Macharia as TSC CEO today.

The lobby group had filed a petition last week seeking to stop Dr. Nancy Macharia from carrying out her duties as TSC CEO until the case is determined for she was not reappointed through a competitive recruitment process as required by law.

The group was however disappointed after the bench failed to issue orders to stop Dr. Macharia from assuming office on grounds of inadequate evidence.

 

NANCY MACHARIA’S TERM RENEWED

Last week, President Uhuru Kenyatta renewed Dr. Macharia’s term for another five years despite LSK’s efforts to block the reappointment.

This means that Nancy Macharia will become the longest-serving TSC CEO if she serves the Commission for the next five years.

According to the TSC Act, there is room for reappointment of a TSC CEO even after serving for five years if his or her performance track record is unquestionable. However, the requirement for competitive recruitment directs that once the term expires, the position be declared vacant and filled on a competitive basis.

KNUT CIRCULAR ON THE REAPPOINTMENT OF TSC BOSS

Last week, wild claims emerged linking the filed petition to the Kenya National Union of Teachers, KNUT.  Grapevine had it that KNUT could have been behind the petition to block the reappointment of TSC CEO for another term.

These claims did not augur well for KNUT which has experienced a lot of arm twisting given the bad blood between the union and the Commission.

Consequently, KNUT Secretary General Mr. Wilson Sossion wrote a circular to distance the union from the allegations.

“The union would like to take the earliest opportunity to refute claims that it has filed a petition in court opposing the reappointment of Dr. Nancy Macharia to serve the Commission for another term. The union would like to point out that the industrial relation with the Commission guarantees and facilitates structured and constructive dialogue for the purpose of maintaining industrial peace in the teaching service. Hence the union will not entertain busybodies that would derail the warm relationship between KNUT and TSC,” wrote Sossion.

The final verdict on the petition will be issued on July 22, 2020, to determine the fate of TSC Boss.

Meanwhile, the Kenya Union of Special Needs Education Teachers, KUSNET has backed Nancy Macharia’s reappointment as CEO as KUPPET and KNUT sit on the fence and watch the drama unfold.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.
