Latest TSC Recruitment Marking schemes and Guidelines

Every year the Teachers Service Commission, TSC, carries out three types on new teacher recruitment exercises. If you are a graduate teacher who is seeking employment, then it is prudent that you be on the look out so as not to miss out on the advertised positions. The Commission advertises and places these posts on the TSC website, social media platforms and print media.


TYPES OF TSC RECRUITMENT

Here are the three main types of recruitment exercises you need to know about:

  • MASS RECRUITMENT 

This type of recruitment usually occurs in the months of July/ August; every year. The Commission advertises over 5,000 posts for new teachers on permanent and pensionable terms. The advert for secondary schools includes the schools where the vacancies occur.

  • REPLACEMENT FOR TEACHERS WHO HAVE EXITED SERVICE

The Commission carries out continuous replacement for teachers who have exited service due to natural attrition and other causes. This exercise is carried out periodically at intervals of about two months. Teachers recruited through this mode are employed on permanent and pensionable terms.

  • INTERN TEACHERS’ RECRUITMENT

This type of recruitment involves the enlisting of services of new teachers on contractual terms. The recruited teachers serve for a period of one year.

IMPORTANT NOTES FOR APPLICANTS

If applying for a TSC advertised vacancy, then note that all applicants must be registered teachers as per Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who fail to meet registration requirements will not qualify to be recruited.

Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their applications.

Applicants working in other Government Departments and who meet the requirements are eligible to apply.

Applicants will be required to submit their applications to the Secretary Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director.

Upon receipt of applications Heads of Institutions MUST acknowledge in writing (Appendix VII). On completion of the shortlisting process, Heads of Institutions should promptly advise those who do not meet the shortlisting criteria (specifying the reasons).
The TSC Sub-County Director shall compile a list of all applicants in every Institution for ease of reference and present it during the interview.

Heads of Institutions should communicate to all shortlisted applicants through SMS (short message service) at least seven (7) days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the date of the interview, venue and time.

All applicants, irrespective of gender, disability, ethnicity or Home County should be given equal opportunity. However, in case of a tie, consideration will be given on the following aspects in their order of priority:
a). Applicant (s) with disability(ies);
b). Age of the applicant (44-45 years) with previous teaching experience of three years and had not worked with the Commission previously
c). Quality of certificates presented i.e. higher aggregate KCSE grade should first be considered. If the applicants tie at the aggregate grade, the subject grades should be used;
d) Preference will be given to the applicants who have not been previously employed by the Commission.

The names of interviewed applicants ranked in order of performance during the selection process for each vacancy (Appendix iii) will then be submitted to the Commission.

Applicants who were previously employed by the Commission MUST declare their past employment history and reason(s) for termination of service (with evidence) in their application. Applicants who were previously employed by the Commission and FAIL to declare shall be disqualified.

Applicants who were previously offered employment by the Commission and failed to take up the appointment without notifying the Commission are NOT eligible for employment.

TSC County Directors MUST ensure that Heads of Institutions confirm online registration status of the applicants to avoid engaging unregistered/deregistered teachers in the selection process.

WHAT TO CARRY TO THE INTERVIEW ONCE INVITED.

After making your application and shortlisting is done, the Commission invites successful applicants to interviews.

Applicants must present original and legible photocopies of the following documents: –

  1. National identification cards;
  2. National Council of Persons with Disability (NCPWD) Card (where applicable);
  3. KCPE Certificates;
  4. KCSE Certificates (include first attempt certificate if repeated exams);
  5.  Diploma/Degree Certificates and official transcripts;
  6. Primary and Secondary Schools leaving certificates

NB: Provisional transcript shall not be accepted.
Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.

The selection panel shall vet each applicant to verify that: –

  • He/she meets the requirements of the TSC advertisement;
  • All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the original certificates and authenticate the information provided, to the TSC County Director. Photocopies used during application must be the true copy of the original certificate presented during the interview;
  • The proof of application for confirmation of results from KNEC has been availed where the certificates are missing.

NB: The onus is on the concerned applicant to follow up with KNEC for the confirmation of results within fourteen (14) days after the interview date.

Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment Form.
Once the interview process is completed, the results must be communicated to all applicants the same day and the successful applicant(s) from the merit list be issued with the TSC Application for Employment Form (s).

It is the responsibility of the TSC County Director/Representative to ensure that the:-
Exercise is fair and transparent;

Successful applicant(s) on the merit list fill the Application for Employment Form (s).

The Secretary of the Board of Management should ensure the Application for Employment for Form (s) is correctly filled by the applicant(s) without erasing or defacing.

SELECTION PANEL

During interviews, the Selection Panel shall consist of the following seven (7) members:

  1.  Chairperson, Board of Management – Chairperson
  2. Two (2) members of the schools BOM – Members
  3. Head of the Institution – Secretary
  4. Deputy Head of the Institution – Member
  5. Subject Specialist – Member
  6. The TSC County Director/Representative – Member
    TOTAL: 7 Members
SELECTION PANEL FOR SCHOOLS WITHOUT BOMs

For schools without Board Of MAnagement (BOM) committees, their selection panel should be constituted as follows:

  1. TSC County Director – Chairperson
  2. Head of the Institution – Secretary
  3. Deputy Head of the Institution – Member
  4.  Subject Specialist – Member
  5. TSC Sub County Director – Member
  6. TSC Human Resource Officer – Member
  7. PA Chairperson – Member
    TOTAL 7 Members

SELECTION CRITERIA

The Secretary, Board of Management shall present a compiled list of all applicants to the selection panel.

The selection panel shall harmonize the list of applicants with that of the TSC Sub County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency (ies), make decision(s) based on the guidelines and advise the applicants /panel and the Commission accordingly.

Applicants shall present themselves in person to the selection panel. The panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b).

NB. An applicant whose special need is related to hearing and/or speech shall be allowed to be accompanied by a sign language interpreter.

QUALIFICATIONS
1). Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one (1) subsidiary pass at A Level. In addition, they must have:

  • A Bachelor of Education Degree with two (2) teaching subjects.
  • A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects.
  • Bachelor of Science with Education / Bachelor of Arts with Education with two teaching subjects.

Note that:

  •  Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma in Education or gone through the A level system in the relevant area(s) are eligible.
  •  Bridging/Pre-university certificates for those who completed the course before December 31st 2015 can be considered.
2). Diploma Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at A level. In addition, they must have: a Diploma in Education from a recognized Teacher Training Institution.

Note:

  • Diploma Teachers who graduated in 2008 or before with a mean
    grade of C (plain) and C (plain) in the two teaching subjects are eligible;
  • Hearing impaired and blind, are enrolled for training with mean grade of C and C in the two teaching subjects thus are eligible.
3). Technical Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (1) principle and two (2) subsidiaries at A level. In addition, they must have:

  • Bachelor of Education Technology (Bed TECH); OR
  • Bachelor of Science (BSC) in any relevant technical Subject(s)/Course;
  • Higher Diploma in a Technical course; or
  • A Diploma in a Technical Course.

Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education GDE) from a recognized University.

Note that:

  • Applicants whose training is in subjects that are currently not in the Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement e.g. Bachelor of Science /Bachelor of Arts in:
  1. Natural Resources
  2. Meteorology
  3. Forestry
  4. Animal Husbandry
  5. Horticulture
  6. Farm Machinery
  7. Fisheries
  8. Anthropology
  9. sociology
  10. Theology/Divinity
  11. Journalism etc.
  •  Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively.
  • Diploma Teachers with English/other subjects qualify for employment as English/Literature teachers.
  •  All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer. For those who did not study Business Studies and Computer, one should have attained a minimum of C+ (Plus) in Mathematics in KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE.
  • Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject.
  • Applicants presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment.
  • Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.
  • Applicants applying for computer studies MUST have taken a course on teaching methods.
  • For applicants trained in Special Needs Education-, KSL and Braille are considered as teaching subjects e.g. Biology/KSL, Geography/Braille.

COMPLAINTS

Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection process and send a copy to the TSC Headquarters;

The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter inform the Headquarters on the action taken;

Where the complaint is levelled against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.


IMPORTANT NOTES

Under no circumstances should the Application for Employment Form(S) be defaced or photocopied for use.

Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors.

Notwithstanding the decentralization of the function of teachers recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. TSC Mass Recruitment underway as 30,000 teachers are set to exit service by December 2020; Latest TSC News

Even as the Teachers Service Commission, TSC is planning to recruit 5000 teachers on Permanent and Pensionable Terms, there is a looming teacher shortage crisis as 30, 000 are set to exit service by December after attaining the retirement age.

According to the TSC terms and conditions, a teacher is allowed to practice until she or he attains the age of 60.

The majority of the tutors set to retire are currently serving as senior teachers, masters, deputies, or heads.

This will thus leave the teaching sector understaffed especially now that many teachers have been stuck in job group L for decades on end.

For now, the Commission can enjoy the rollercoaster but come January 2021 when schools resume, schools will fall short of approximately 30, 000 tutors.

CHIEF PRINCIPALS

6000 teachers have already exited service in the past three months among them chief principals of national schools and senior principals in extra- county and county schools. Having attained the mandatory retirement age, some have already handed over necessitating deputies to take over schools in an acting capacity.

This will not however last long since the majority of the deputies are approaching their retirement age or do not qualify for confirmation as principals.

This, therefore, leaves many schools with limited management. The Commission has since directed deputies and heads of county and sub-county schools to be deployed by the County and regional education directors.

TSC PROMOTIONS 2020

Having directed county and regional education directors to deploy teachers to fill the administrative positions that will be left vacant once the teachers retire.

This comes at a time when the Commission is trying to rectify erroneous promotions and conversions of teachers to higher grades, an error that has cost the Commission an arm and a leg.

Last month, the Commission announced its plan to recover hefty salary perks paid to teachers who were erroneously promoted since the year 2017, a move that KUPPET has strongly opposed saying that the affected tutors should not be victimized for they are innocent.

TEACHERS’ NEW SALARIES

Administrators who will exit service by December will have a taste of new higher salaries for the remaining six months.

TSC has already confirmed that teachers’ money the July 2020 pay rise is still intact and will be released at the end of July. The tutors will thus enjoy better salaries but for a short while before they get replaced.

Below is a quick breakdown of the New TSC Salaries for school administrators after the implementation of the July 2020 Salary Increment:

SENIOR SECONDARY TEACHER I AND SENIOR TEACHER I

This category encompasses teachers in secondary schools in grade C3 (former L). It is a promotional grade for teachers in secondary schools. Senior teacher I on the other hand refers to administrators in primary schools with an enrollment of over 1,000 learners. These tutors have been earning a salary range between Kshs 41, 343, and Kshs 51, 927. They will now earn between Kshs 43, 154, and Kshs 53, 943 effective July 2020.

 

DEPUTY HEADTEACHER II

These teachers fall in Grade C4 T-Scale 9. This is a promotional grade for administrators in primary schools with an enrollment of less than 1, 000 learners. These teachers currently earn between Kshs 45, 287 and 51, 632

HEAD TEACHERS, DEPUTY HEADTEACHER I AND SENIOR MASTER III

Teachers in this category fall in Grade C5, T-Scale 10. It encompasses headteachers in Primary schools with an enrollment of below 1, 000 learners, deputies in Primary schools with an enrollment of over 1,000 learners, and senior masters in Sub-county and day schools. The lowest-paid teacher in this category will now earn Kshs 62, 272 up from Kshs 51, 632 effective July 2020.

 

 

 

 

SENIOR HEAD TEACHERS, SENIOR MASTER II AND DEPUTY PRINCIPALS IV

Teachers in this category fall in Grade D1 T-Scale 11. It encompasses senior headteachers in primary schools with over 1, 000 learners, and administrators in county secondary schools with over 540 students.

These tutors will receive a salary increment of up to Kshs 3, 137 effective July 2020.

SENIOR HEAD TEACHERS, SENIOR MASTER II AND DEPUTY PRINCIPALS IV

 

DEPUTY PRINCIPALS III

This category encompasses administrators in sub-County and day schools. The lowest earner in this category will receive a monthly salary of Kshs 91, o41, and the highest earner Kshs 91, 041 after a salary increment of Kshs 8, 324, and 3, 141 respectively effective July 2020.

 

PRINCIPALS T-SCALE 13

These are principals in sub-county and day schools. They currently earn a monthly salary between Kshs 93, 850, and Kshs 102, 807.

The lowest-paid principal in this category will get a salary increase of Kshs 10, 794 hence a news monthly salary of Kshs 104, 644 while the highest-paid will get an increase of Kshs 1, 837 and a monthly salary of Kshs 104, 644.

SENIOR PRINCIPAL T-SCALE 14

These principals are in charge of county secondary schools with over 540 students. They will receive a salary increment of between Kshs 3, 721, and Kshs 8, 993.

Their new salary will range between Kshs 118, 242, and 121, 890 per month effective July 2020.

SENIOR PRINCIPAL T-SCALE 14

 

CHIEF PRINCIPALS T-SCALE 15

These are principals in national or extra county secondary schools with over 1, 000 students.

These teachers will get a salary increment of up to Kshs 9, 496. Therefore, the lowest-paid principal in this category will earn Kshs 131, 380 while the highest-paid will pocket Kshs 157, 656 per month effective July 2020.

List of the 20 transferred, delocalized, principals in Siaya County

About twenty (20) Principals have been transferred in Siaya County by the Teachers Service Commission. Those moved are principals serving in their home county (Siaya) and those who have served in the same station for a long period.

Spared, though, are teachers with medical conditions. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

One thousand primary schools promoted by TSC, deployed to Secondary schools

The Teachers Service commission, TSC, has effected the promotions for 1,000 primary school teachers and posted them to secondary schools. This is good news for the teachers who had attained higher qualifications but still plying their trade at primary level.
 
  “I am pleased to inform you that your application for Appointment as a Secondary school Teacher II (T-scale 7) has been successful..” reads the appointment letter dispatched to one of the teachers.
 
The promoted teachers will have to report to their new stations between January 6, 2020 and January 20, 2020 after officially clearing from their current stations.
 
  To be considered for these promotions, one had to meet the following basic requirements:
  • Be Kenyan Citizens;
  • PI Certificate;
  • Bachelor’s Degree in Education with 2 teaching subjects;
  •  Must have minimum mean grade C+ (Plus) at Kenya Certificate of Secondary Education (KCSE) or its equivalent and minimum C+ (Plus) in the two teaching subjects.
  • Must be employees of the Teachers Service Commission (TSC).

According to the Commission, interested candidates under this category were required to submit their applications to the Secretary Teachers Service Commission through the online platform www.teachersonline.tsc.go.ke; not later than 30th August, 2019.
 
  Those Successful have now been appointed at T-Scale 7 (Grade C2) and posted to secondary schools where vacancies (in their subject combinations) existed.
 
  The good news to these teachers is that the new grades come with increased perks as they will earn between Sh34,955 and Sh43,694 per month. “Your allowances will be paid in accordance to your new grade and station,” adds the appointment letter.
 
 The appointment letters were written December 30, 2019 and dispatched to Counties for onward transmission to the teachers. The posting of the one thousand teachers to secondary schools will try to bridge the staff shortages; which has been worsened by influx on form ones under the government’s 100% transition policy.

118, 000 Teachers Commence Training Today; Latest TSC News

118,000 TSC teachers will today commence  training on the new Competency-Based Curriculum (CBC).

According to the Teachers Service Commission (TSC) Chief Executive Officer Dr. Nancy Macharia, the targeted teachers during this month’s training include heads from regular schools and Special Needs Education (SNE) teachers.

Moreover, at least two teachers from Grade 4 (regular and SNE) and two teachers from Grade 1-2 charged with the responsibility of teaching CBC mathematics will also take part in the Sh1 billion training,  countrywide.

“The commission intends to prepare teachers for an eventual re-opening of schools through training, capacity building, sensitization and induction programmes,” said Dr Macharia in part.

December 2020 Training Schedule for CBC

The training schedule has already been issued and the schedules will be take both face to face and virtual presentations. It  will be crowned in December 22.

December 2020 CBC Virtual Training Schedule

The CBC Virtual training will be done between December 9 and 16.

lt targets Curriculum Support Officers (CSOs) and champions on CBC mathematics content for Grade 1-3.

Training of Special Needs Education CSO’s and CBC champions will also be done virtually.

December 2020 Face to Face CBC Training for Teachers

Dr Macharia further said the face to face training shall commence on December 17 and end in December 22.

It will be done at the zonal levels and it targets teachers.

In 2019, the Teachers Service commission trained 339,752 teachers under the CBC program at a cost of approximately Sh400 million.

Latest TSC Internship News

This training starts barely a week to the lapse of the application deadline for the recruitment of 7,000 teacher interns.

All interested candidates have until Monday next week, December 14 to complete and submit their online applications.

Macharia said the commission is hiring the interns as part of the Covid-19 mitigation measures ahead of  the planned January 2021  reopening of schools.

OLOOSEOS SECONDARY SCHOOL’S KCSE RESULTS

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

OLOOSEOS SECONDARY SCHOOL’S BRIEF HISTORY

Olooseos Girls’ Secondary School is located in Kajiado County in Kenya’s Rift Valley. It started out as a public boarding school in 1987, meant to provide an alternative to girls in the surrounding area who had been rescued from early marriage and Female Genital Mutilation. Parents of students here are mostly low-income earners engaged in menial jobs, and mostly poorly educated.

Olooseos has a student population of just under 400, mainly from the county. The average grade in the national secondary school leaving examination, KCSE, is a C.
