Knec Statement on Halted Marking and Release of KCSE Examinations Results 2023

The marking of the KCSE 2022 national examinations (CRE paper 1) was brought to a standstill on 10th January, 2023 after examiners went on a rampage and staged demos against oppression by the Chief examiner stationed at Mang’u Girls, poor Knec payment rates and deplorable working conditions.

Consequently, Knec has issued an official statement on the marking of the Kenya Certificate of Secondary Education in January 2023.

Official Knec Statement on Halted Marking and Release of KCSE Results 2023

Tuesday January 10, 2023

Press Statement

RE: MARKING OF THE 2023 KENYA CERTIFICATE OF SECONDARY EDUCATION EXAMINATION

The Kenya National Examinations Council Knec wishes to inform the Country that the marking exercise of the 2022 Kenya Certificate of Secondary Education Examination is going on smoothly in all the 35 centres.

However, on Tuesday January 10, 2023, some examiners at one of the centres where marking of Christian Religious Education paper 1 is currently taking place attempted to disrupt the exercise over claims that they were unhappy with the “strict” marking regime imposed by the centre’s chief examiner.

The Council authorities upon consultations agreed to replace the chief examiner as a compromise to ensure smooth progress of the marking exercise.

Unfortunately, despite responding to their initial demand, a few examiners yet again came up with a fresh call that the marking fee be revised upwards.

Since the issue of the examiners marking fee is an individual contract, and agreed to before reporting to a centre, the council found it impossible to find an extra budget to revise the rates midway.

The council resolved to allow examiners who were willing to continue with the marking process to do so uninterrupted.

Equally, those who wished to exit the marking exercise were allowed to do so without causing further interruptions to the process.

In the meantime, the council has invited trained Examiners from its database to ensure smooth progress of the exercise.

The council wishes to assure the county that the marking exercise is going on well and will be completed in time to ensure a timely release of results.

Chairman,

Knec pays KCSE examiners a flat rate of Kshs. 150 per day for co-ordination and harmonization of the marking schemes.

This process takes up to four days depending on the complexity of the paper at hand.

Upon completion, Knec further reimburses examiners fare and other travel expenses incurred when travelling to the marking centres.

Knec reimbursement rates for examiners are determined based on the proximity to the marking centres.

Examiners who sojourn and cover long distances for instance those from far flung regions such as Moyale and Lodwar get more than those from Nairobi and its environs where the 35 marking centres are.

The third parameter used to determine the Knec payment rates 2023 is the number of scripts marked by an examiner.

Fast markers usually take the Lion’s Share of Knec payments.

The amount paid per script is multiplied by the number of scripts an examiner marks. For instance the standard Knec payment rates for CRE paper one is Kshs. 55. If an examiner marks 400 scripts. He or she will take home Kshs. 55*400= 22, 000

Taxation

Unfortunately, Knec remits the payment records to the Government of Kenya such that an examiner who walks away with over Kshs 24,000 must remit 10% of the amount collected.

Examiners who fail to remit this amount cannot get clearance from the Kenya Revenue Authority KRA technically dubbed KRA Tax Compliance Certificate, a mandatory requirement during TSC Promotions interviews.

The Knec payment rates per script for all papers range from Kshs 55 to 77.

The last time Knec revised the payment rates was in 2019 after Physics examiners and those who were marking business studies downed their tools, citing poor payment rates.

Do you think Knec should revise payment rates for examiners?

New Mid-Year KNEC KCSE Examinations 2025

The Kenya National Examination Council (KNEC) will introduce a mid-year series of the Kenya Certificate of Secondary Education (KCSE) examination which will be administered in July every year.

This was intimated by Education Cabinet Secretary (CS) Julius Migos on Thursday, noting that this targets candidates wishing to repeat their exam, or those who missed it due to unavoidable circumstances.

“Adult candidates may also consider registering for the July KCSE series examination,” he said while releasing the 2024 KCSE results.

2024 (January 2025) KCSE Distribution of Grades Nationally

In a nutshell:

1,693 KCSE 2024 candidates record straight As as 48,333 get E

The number of learners who scored mean grade A in the 2024 Kenya Certificate of Secondary Education (KCSE) examination improved from 1,216 in 2023 to 1,693 in 2024, indicating a steady rise of top scorers countrywide.

Speaking during the release of the 2024 KCSE results, Education Cabinet Secretary Migos Ogamba commended the learners and attributed the performance to the new grading system that was implemented in 2023.

In the new system, only two mandatory subjects; Mathematics and one language (either English, Kiswahili or Kenya Sign Language) are used to compute the mean grade as compared to the previous structure that considered five subjects across three cluster groups.

He added that the number of candidates with direct university entry qualifications (grade C+ and above) rose to 246,391 (25.53 per cent) compared to 201,133 (22.27 per cent) in 2023.

Further, the number of candidates with grade C- is 476,889 (49.41 per cent) compared to 401,216 (44.2 per cent) in 2023.

Those who attained a D+ and above were 605,774 (62.76 per cent) compared to 526,222 (58.22 per cent) in the previous examinations.

Candidates who scored a mean grade E were 48,333; comprising 20,112 women and 28,221 men.

In addition, 840 candidates’ results were cancelled after they engaged in exam irregularities. A further 2,829 candidates’ results were withheld for suspicion of irregularities pending completion of investigations within 30 days.

CS Ogamba confirmed that disciplinary action will be taken on 91 contracted professionals and teachers who aided in irregularities.

Tough Measures for KCSE 2024 Candidates as Knec Casts Net for Malpractice

The Kenya National Examinations Council, KNEC, has upgraded its game, bringing into play several new more stringent measures to curb cheating. In case you missed out, get a quick glimpse of these new policies below:

Among the measures are the personalization of the examination papers to ensure each is unique to a candidate, the rotation of supervisors; as well as a ban on phones for the invigilators, centre managers and candidates during exams.

The 2024 Kenya Certificate of Secondary Education (KCSE) will be administered from October 22 to November 22, 2024, while the Kenya Primary School Education Assessment (KPSEA) and Kenya Intermediate Level Education Assessment (KILEA) will be held from October 28 to November 1, 2024.

One of the key innovations is the personalization of KCSE question papers for each candidate.

According to Knec, this move is designed to prevent cheating by ensuring that each candidate’s exam paper is unique.

Knec CEO David Njengere emphasized that this measure will also enhance the security of the exams by anonymizing the answer scripts during marking, thereby reducing the chances of malpractice and ensuring fairness in the grading process.

This means that the examiners won’t be able to identify the owner of the script, as it will only contain a signature.

“This measure is expected to boost exam security by anonymizing answer scripts during the marking process. The KCSE question papers will be personalized for every candidate. This will help anonymise the answer scripts during marking. More details on this innovation will be shared with supervisors and invigilators during the Sub- County briefing sessions,” said Dr Njengere.

The new system aims to streamline the marking of the 2024 KCSE exams, set to be taken by 965,501 candidates across 10,755 centers, an increase from 903,260 in 2023.

Additionally, Knec will administer the KPSEA to 1,313,913 candidates in 32,573 centers, bringing the total number of candidates for national exams to over 2.27 million. Knec has also revised the deployment of security officers.

For the KPSEA exams, security personnel will now only be involved in the distribution and collection of exam materials.

However, the standard practice of deploying at least two security officers to each KCSE examination center will continue.

Another significant change concerns the use of mobile phones during exams. All staff involved in exam administration, such as supervisors, invigilators, and center managers, will now be required to secure their mobile phones in lockable desks, monitored by security officers.

This step, Knec said, is intended to minimize any potential misconduct and ensure the integrity of the examination process.

“No phones will be allowed during the opening of the exam papers or while the exams are in progress. Phones will be secured in local desks under the supervision of a security officer, with the center holding the key,” said Dr Njegere.

Ms Antonina Lentoijoni, the Director Staffing, Teacher Service Commission (TSC), emphasised that supervisors and invigilators will not be deployed to examination centers where they have vested interests. Instead, they will be required to declare any affiliations with the centers where they will be assigned.

“They will be required to declare any affiliations with the examination centers where they will be assigned,” said Ms Lentoijoni
Ms Lentoijoni said that they have introduced a rotation system for KCSE supervisors.

Each supervisor will serve at an examination center for only one week before being reassigned.

This strategy is designed to minimize familiarity with the centers and further enhance examination security.

“All KCSE supervisors will be required to serve for only one week at any examination center. They will keep rotating every week. I am confident that even after we have nominated them, none of them will know the centers they will be assigned to. They will be supervised as we sit here today,” said Ms Lentoijoni.

Education Cabinet Secretary Julius Ogamba highlighted that KNEC has expanded the number of distribution centers for KCSE materials by adding 41 new centers which sums up otal to 617, ensuring a smoother and more efficient distribution of exam papers nationwide.

“When we compromise our interventions, we compromise the standards of our certificates, all of us, and that affects our economy, I wish to assure you that the country that the challenges experienced in 2023 in the collection of examination materials for the KCSE twice a day have been addressed by introducing an extra 41 containers,” said Mr Ogamba.

Further, the CS issued a stern warning regarding examination malpractices, urging all candidates, managers, and supervisors to strictly comply with the laid-down examination regulations, cautioning that failure to do so would result in facing “the full force of the law.

“The government shall have no mercy on anyone who will be found engaging in the transmission of examination malpractices,” said Mr Ogamba.

The CS currently, 16,000 classrooms are being constructed to accommodate the new learning requirements. The CS, having toured several counties to monitor progress, expressed confidence that all classrooms will be ready ahead of the 2025 academic calendar.

“We are constructing 16,000 classrooms in our junior schools that will accommodate them IN 2025,” said Mr Ogamba.

KCPE Results Release Date Revealed; CS Machogu to Announce 2022 KCPE Results on this date

KCPE Results Release Date Revealed; CS Machogu to Announce 2022 KCPE Results on this Date

Barely a week after the 2022 KCPE candidates wrote their last paper, speculations filled the air on when the new CS Education Ezekiel Machogu will release the 2022 KCPE Results.

The official KCPE Results Release Dates Deadline is on Tuesday December 20, 2022. Our media team has established beyond reasonable doubt that it is all systems go at the KNEC headquaters in as far as preparation for the release of KCPE 2022 national examinations results is concerned. A privy source has intimated that CS Machogu will present the examinations results to President William Samoei Ruto between Monday and Tuesday before proceeding to release the 2022 KCPE results at the Knec headquaters.

Knec News Today: Some  parents  and guardians have expressed concern citing the change of guard at both the Knec Headquarters and at the education ministry as  prerequisites for possible delay in the release of the KCPE 2022 national examination results.

Another key factor that has come into play is the fact that this year, the Knec headquarters will graduate into a beehive of activities now that there will be three national Examinations being processed concurrently namely KPSEA, KCPE and KCSE.

However, the council has assured parents that things are under control since Knec has gone an extra mile to acquire Optical Marker Readers OMR machines that will process both 2022 KPSEA and KCPE results faster.

This therefore means that the maiden KPSEA 2022 grade six national examinations will be released before the KCPE 2022 Results given that KPSEA results depend entirely on OMR machines.

How to Access KPSEA Results Online

To access your KPSEA Results, follow this procedure;

From your messages tab, hit the COMPOSE option.

Compose a new message containing the KPSEA candidate Knec

Knec will issue further directions on how to download KPSEA results.

On matters transition, President William Ruto on Thursday said that KPSEA candidates will not proceed to secondary schools. CBC junior secondary education will be domiciled in primary school.

His excellency president William Samoei Ruto has once again today touched on the education and new adjustments, that will be key for a proper and reliable system of education.

Speaking on the floor of statehouse during the swearing in ceremony of Permanent Secretaries, the President made a hint into the overall plan for January.

Education CS Ezekiel Machogu has assured Kenyans of quality examination results following the watertight measures implemented during the administration and marking of the December 2022 KCPE national tests.

Sources at Kenya National Examination Council (Knec) confided in our media team that marking multiple-choice questions has been made easier by acquiring the modern Optical Mark Recognition (OMR) which electronically scores the papers.

Marking of KCPE 2022 Examinations

The OMR is the process of capturing marked data from candidates’ answer sheets using specialized scanning.

The machines work with a dedicated scanning device that shines some light on the paper.

The contrasting reflection at predetermined positions on a page is then used to detect marked areas as they reflect less light than the blank areas of the paper.

With the new machines, scripts are marked in batches of 100 and 200 sheets, unlike the previous technology, which took many hours.

In an earlier interview, former CS Education Professor George Magoha who took his leave in August this year said the old machines the council had been using were nearly 20 years old and had become obsolete.

“This was the reason results for previous years took long to be compiled and eventually released. This means that the 2022 KCPE results will be accurate and precise.

The OMR machines have improved accuracy during marking and reduced human interaction with candidates’ results.

Insiders reveal that the new marking machine was fine-tuned to also speed up the tallying of Kiswahili Insha and English Composition marks, which were previously done manually by examiners.

The two papers are still marked manually. However, tallying of marks is no longer done through physical counts.

Under the OMR machines, the marked scripts are scanned to verify the marks in record time compared to the previous years when tallying was done manually.

After marking the Insha and Composition scripts, the examiners will pass over the papers to the new machine, which will do the electronic tallying of marks in record time.

Besides curbing cheating, examination officials said they are also banking on improved efficiency in marking to release KCPE results earlier than in the past.

The use of OMR is also among other security measures that will improve the accuracy and credibility of the results.

Knec Releases KCSE Results Today

Knec Releases KCSE 2022 Results Today

2022/2023 KCSE Results Release; In spite of the unprecedented delay, the Kenya National Examinations Council has already released the anxiously awaited KCSE national examinations today to CS Machogu’s office! According to reliable sources, the council has completed the grading process and candidates will receive their KCSE 2022 results any moment now. Click HERE to receive the KCSE 2022 results for all schools in Kenya once CS Machogu releases results today at Mtihani House.

KCSE 2022 candidates can access their results by sending their full index number (not a random number) followed by the word KCSE to 20076. This is the fastest and simplest way of receiving KCSE results via mobile phone at an affordable fixed cost of Kshs 25. This cost is non-negotiable and non-refundable across all networks in Kenya.

MARKING OF KCSE 2022 EXAMINATIONS; JANUARY 2023 HIGHLIGHTS

The marking of the KCSE national examinations that commenced on January 2, 2023, ended on January 16, 2023.

The last batch of KCSE examiners cleared on January 16, 2023, from the designated KNEC marking centers having received their advance amounting to Kshs 20, 000 each.

The marking exercise was however disrupted after examiners marking CRE paper one at St. Francis Mang’u Girls High School went on a rampage after Knec refused to heed their pleas.

The examiners were against the high-handedness of the chief examiner who had been deployed to oversee the marking process at the center.

Remember that the KCSE examiners need to work in a peaceful environment given the extreme pressure they experience that encompasses sitting for long hours to ensure results are delivered on time.

The examiners also demanded better pay arguing that Knec should at least part with Kshs 100 per script to compensate for the cumbersome process.

Knec however stood its ground arguing that the examiners had already signed a contract when downloading their deployment letters. The council said that it cannot revise payment rates halfway since the funds for examiners’ pay had already been allocated.

Disgruntled, the examiners halted the marking process and camped at the field. CS Machogu tried to intervene in vain and some examiners left the center while chanting President Ruto’s name.

In response to the situation, KNEC released the following statement

Prof. Julius Nyabundi,

Chairman,

Kenya National Examinations Council

Knec Payment Rates for KCSE Examiners 2023
