KCSE 2023/2024 LEAKAGE; LIST OF PROPOSED CHANGES TO REDUCE KNEC KCSE EXAM MALPRACTICES/ LEAKAGE

The release of the 2022 KCSE examination results in January 2023 raised an eyebrow among interested key education stakeholders. This is after little-known schools from Nyanza region dethroned seasoned academic giants like Kapsabet High, Mang’u and Alliance. Top in the KCSE 2022- January 2023 academic chart was Nyambaria Boys High School and Cardinal Otunga Boys High School. The unprecedented changes in the list of Top 100 schools nationally  prompted the National assembly education commitee to unearth examination malpractice allegations in a bid to salvage the credibility of KCSE certificates issued to candidates  following the release of KCSE results.

Henceforth, the following changes have been proposed to reduce or end KCSE leakages:

  1. Auditing the examination process periodically- after two years just like in the universities.
  2. According to the experts, security of the examinations starts from setting, administering all the way to marking. Consequently, proposals have been made to exempt practicing teachers from the process due to conflict of interest.
  3. Examination centres should be moved outside learning institutions with enhancement of security personnel and the use of CCTV during the examination period.
  4. The experts also want the government to consider switching off the mobile network in cheating prone centres.
  5. KNEC has been challenged to work towards automation of exams administration and grading in future, where students use biometrics, something they say maybe expensive but worth investing in.

The Julius Melly-led committee on Thursday met various education stakeholders to try and seal loopholes of exam malpractice.

“Universities…I know you have engineers, you have doctors, lawyers…yet you have managed to bring down the competition, what do we do in order to bring down cut throat competition in KCSE?” Posed Melly, who is the Tinderet MP.

Prof. Paul Muoki of the Kenya Universities Quality Assurance Network (KUQAN) responded: “We periodically audit the process, we suggest that maybe after every two years, independent auditors from KNEC come out and audit the process. Maybe the report can be tabled even before your committee for purposes of making sure what KNEC is doing so, currently we don’t do that…this has really worked very well in our universities and whenever reports are done they are submitted all the way to the university council.”

According to the experts, security of the examinations starts from setting, administering all the way to marking, with proposals made that practicing teachers should be exempted due to conflict of interest.

They are also suggesting that examination centres should be moved outside learning institutions with enhancement of security personnel and the use of CCTV during the examination period.

The University of Nairobi (UoN) lecturer Dr. Michael Mungai opined: “Bringing other people to set exams who are not teachers, I think there we can talk of not practicing teachers because you can be a teacher but a Member of Parliament so you are not practicing and you could be a professional in that area therefore bringing experts to set exams.”

Education expert Amos Kaburu stated: “Are our assessments measuring intelligence or exposure to content? In all fairness, examinations in this country are a measure of exposure to content, that’s why if you have not completed syllabus you will fail, if you have not read for exams you will fail.

So it’s not a matter of intelligence because intelligence you need to remove all extraneous variables and the residual value remaining is purely your intelligence, but the KNEC exams can’t do that because it is convolution of both norm as well as criterial reference.”

“We do these exams as a do or die, when I am sick in bed why should I do a KCSE exam? When I’m delivering a baby and I want to rest, you are told sit for an exam in a ward…these are issues we need to address once and for all,” added MP Melly.

KASNEB boss Dr. Nicholas Leting stated: “Using my biometric, I have to use my finger to press it on so that it identifies me as candidate the way we use in IEBC when we go to vote…so I check in the system and it identifies it is a Dr. Leting sitting for this exams and it uses what we call proctering technology so that if I attempt to wink to my colleague in the room, the system can detect body movement and switch off the computer.”

Admissions: form one selection, application, enrolment rate, criteria, and requirements, admission letters, and placement list

The school admits at least 300 students per year.  This cohort is usually selected by the Ministry of Education to ensure fairness and equal opportunity for all students in Kenya. The selection of students to the school is evenly distributed across all the 47 counties in Kenya.

The main selection criterion when it comes to Form one selection and placement is the students’ previous performance in KCPE results.

Interested applicants should however tender their interest when selecting their preferred secondary schools at the primary level long before the KCPE results get released.

Worth noting is the fact that picking the school as your first choice is not a direct ticket to the institution. Any student who wishes to join the school must attain the pass mark set by the Ministry of Education.

Upon admission, you are expected to carry the following:

  1. Admission letter
  2. Primary school Leaving certificate or a letter of identification from the student’s former school
  3. A copy of your birth certificate
  4. Two recent passport-size photographs (NOT PHOTOSHOPPED) duly signed and stamped at the back by either your former school head or clergyman.

On the official reporting date, parents are advised to strictly adhere to the stipulated timelines for admission.

Fee structure, Account number, and Branch

Upon admission, students are expected to pay school fees as per the stipulated timeline. The fees should be deposited in the school’s account number provided in the student’s admission letter.

When depositing fees, the student should indicate the name, form, and admission number correctly to avoid confusion.

Other charges include school ID-Kshs 200.

Note:

The above fee is exclusive of school uniforms and other personal effects.

The commission shall be levied on crossed money orders or upcountry cheques.

Sponsored students should produce a letter of commitment from their sponsors.

Personal cheques shall not be accepted.

Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) 2021 candidates have been dealt a blow after a court gave a greenlight to KNEC to merge examination centres with less than 30 candidates.

 

This now means candidates will not necessarily take their exams from centres they registered. Some of them may now have to walk long distances to sit the tests.

 

KNEC had been sued over three circulars issued in May, June and July last year on management of 2021 and 2022 KCPE and KCSE.

 

 

 

Justice Mrima, who was ruling in a court case over circulars issued by KNEC on joint hosting of examination centres, found that the council can change them but ought to consult stakeholders.

 

At the same time, Mrima ruled that due to the application of technology, candidates may not need to appear physically in the places they had registered in.

 

Justice Mrima heard that even though the council had previously registered schools with more than 15 candidates to be examination centers, there were still challenges of many examination centers demanding for higher personnel.

 

This means that each centre required managers, supervisors and invigilators, hence, increasing the cost of running the examinations.

 

The examination body while appearing in court argued that with the reduction of examination centres, the monitoring would be effectively conducted to deter malpractices and maintain the integrity of the examination.

 

According to statistics from KNEC, had registered 608 and 91 new KCPE and KCSE examination centres respectively with less than 30 candidates. At the same time, it had also registered 27 new centres with less than 15 candidates.

KCSE 2024-2025 Top 100 Schools in Murang’a County

The official release of the 2024 KCSE results on Thursday January 9, 2025 by Education CS Julius Ogamba Migosi has encouraged most candidates especially after the number of university qualifiers (C+ and above) rose by over 45,000.

  • A student from Murang’a Boys High School, defied the odds to score an A plain in the KCSE 2024

  • Peter James worked as a carpenter in Dandora after failing to join high school due to financial constraints

  • Philanthropist Ndungu Nyoro, founder of Affecto Foundation, learned about James’ struggles and stepped in to help.

  • Murang’a High School has so far posted 50 A plain, 104 A minus, and 111 B plus.

According to deputy principal Stephen Kareithi, the school is yet to verify results for 27 out of the 436 candidates.

Kareithi, however, noted that the school has recorded a major improvement from last year’s KCSE, where it had 15 As and about 60 A minus.

“We are very proud of our school’s performance, and from our analysis, we could be having the highest number of As in the region,” Kareithi said.

The number of learners who scored mean grade A in the 2024 Kenya Certificate of Secondary Education (KCSE) examination improved from 1,216 in 2023 to 1,693 in 2024, indicating a steady rise of top scorers countrywide.

Speaking during the release of the 2024 KCSE results, Education Cabinet Secretary Migos Ogamba commended the learners and attributed the performance to the new grading system that was implemented in 2023.

In the new system, only two mandatory subjects; Mathematics and one language (either English, Kiswahili or Kenya Sign Language) are used to compute the mean grade as compared to the previous structure that considered five subjects across three cluster groups.

He added that the number of candidates with direct university entry qualifications (grade C+ and above) rose to 246,391 (25.53 per cent) compared to 201,133 (22.27 per cent) in 2023.

Further, the number of candidates with grade C- is 476,889 (49.41 per cent) compared to 401,216 (44.2 per cent) in 2023.

Those who attained a D+ and above were 605,774 (62.76 per cent) compared to 526,222 (58.22 per cent) in the previous examinations.

Candidates who scored a mean grade E were 48,333; comprising 20,112 women and 28,221 men.

In addition, 840 candidates’ results were cancelled after they engaged in exam irregularities. A further 2,829 candidates’ results were withheld for suspicion of irregularities pending completion of investigations within 30 days.

CS Ogamba confirmed that disciplinary action will be taken on 91 contracted professionals and teachers who aided in irregularities.

Tough Measures for KCSE 2024 Candidates as Knec Casts Net for Malpractice

The Kenya National Examinations Council, KNEC, has upgraded its game, bringing into play several new more stringent measures to curb cheating. In case you missed out, get a quick glimpse of these new policies below:

Among the measures are the personalization of the examination papers to ensure each is unique to a candidate, the rotation of supervisors; as well as a ban on phones for the invigilators, centre managers and candidates during exams.

The 2024 Kenya Certificate of Secondary Education (KCSE) will be administered from October 22 to November 22, 2024, while the Kenya Primary School Education Assessment (KPSEA) and Kenya Intermediate Level Education Assessment (KILEA) will be held from October 28 to November 1, 2024.

One of the key innovations is the personalization of KCSE question papers for each candidate.

According to Knec, this move is designed to prevent cheating by ensuring that each candidate’s exam paper is unique.

Knec CEO David Njengere emphasized that this measure will also enhance the security of the exams by anonymizing the answer scripts during marking, thereby reducing the chances of malpractice and ensuring fairness in the grading process.

This means that the examiners won’t be able to identify the owner of the script, as it will only contain a signature.

 

“This measure is expected to boost exam security by anonymizing answer scripts during the marking process. The KCSE question papers will be personalized for every candidate. This will help anonymise the answer scripts during marking. More details on this innovation will be shared with supervisors and invigilators during the Sub- County briefing sessions,” said Dr Njengere.

The new system aims to streamline the marking of the 2024 KCSE exams, set to be taken by 965,501 candidates across 10,755 centers, an increase from 903,260 in 2023.

Additionally, Knec will administer the KPSEA to 1,313,913 candidates in 32,573 centers, bringing the total number of candidates for national exams to over 2.27 million. Knec has also revised the deployment of security officers.

For the KPSEA exams, security personnel will now only be involved in the distribution and collection of exam materials.

However, the standard practice of deploying at least two security officers to each KCSE examination center will continue.

Another significant change concerns the use of mobile phones during exams. All staff involved in exam administration, such as supervisors, invigilators, and center managers, will now be required to secure their mobile phones in lockable desks, monitored by security officers.

 

This step, Knec said, is intended to minimize any potential misconduct and ensure the integrity of the examination process.

“No phones will be allowed during the opening of the exam papers or while the exams are in progress. Phones will be secured in local desks under the supervision of a security officer, with the center holding the key,” said Dr Njegere.

Ms Antonina Lentoijoni, the Director Staffing, Teacher Service Commission (TSC), emphasised that supervisors and invigilators will not be deployed to examination centers where they have vested interests. Instead, they will be required to declare any affiliations with the centers where they will be assigned.

Ms Lentoijoni said that they have introduced a rotation system for KCSE supervisors.

Each supervisor will serve at an examination center for only one week before being reassigned.

This strategy is designed to minimize familiarity with the centers and further enhance examination security.

“All KCSE supervisors will be required to serve for only one week at any examination center. They will keep rotating every week. I am confident that even after we have nominated them, none of them will know the centers they will be assigned to. They will be supervised as we sit here today,” said Ms Lentoijoni.

 

Education Cabinet Secretary Julius Ogamba highlighted that KNEC has expanded the number of distribution centers for KCSE materials by adding 41 new centers which sums up otal to 617, ensuring a smoother and more efficient distribution of exam papers nationwide.

“When we compromise our interventions, we compromise the standards of our certificates, all of us, and that affects our economy, I wish to assure you that the country that the challenges experienced in 2023 in the collection of examination materials for the KCSE twice a day have been addressed by introducing an extra 41 containers,” said Mr Ogamba.

Further, the CS issued a stern warning regarding examination malpractices, urging all candidates, managers, and supervisors to strictly comply with the laid-down examination regulations, cautioning that failure to do so would result in facing “the full force of the law.

“The government shall have no mercy on anyone who will be found engaging in the transmission of examination malpractices,” said Mr Ogamba.

The CS currently, 16,000 classrooms are being constructed to accommodate the new learning requirements. The CS, having toured several counties to monitor progress, expressed confidence that all classrooms will be ready ahead of the 2025 academic calendar.

“We are constructing 16,000 classrooms in our junior schools that will accommodate them IN 2025,” said Mr Ogamba.

Marking of KCSE Examinations 

According to the latest details at our disposal, the marking of the 2021 Kenya Certificate of Secondary Education national tests will end on Tuesday. Some of the KCSE examiners who had been contracted to mark this year’s KCSE examinations will clear from the marking centres today. A good number of the examiners have already cleared from the marking centres but Knec is yet to pay them.

Knec will therefore release the results for KCSE results by next week either on Monday or Tuesday before schools open for the new academic year on April 27, 2022.

New Knec Grading System 

Following the completion of this year’s KCSE marking exercise, Knec recently released the grading system they will use to award scores for the 2021 national examinations. The system is based on a numeric 12-point scale from 1-12 and an expanded letter grade ranging from A to E (A, A-, B+, B, B-, C+, C, C-, D+, D, D-, E).

 

The expanded letter grade means C+ is the ‘pass’ grade that allows students to join a public university. It is a grade most students can aim for when sitting for their exams. Many universities and employers consider grades C to E as insignificant nowadays. A is the best grade a student can strive to get. It takes a mixture of grades A- to B- for a student to enroll in a good university.

 

The KCSE grading system attempts to measure the breadth or depth of learning in Kenyan schools. It also measures competence levels and quality of performance in students. In previous years, KNEC used the grading system as a standard measure of comparing students.

But this has changed since the Education Department uses it as a tool to assess learning. Students can use the system to reveal their next learning steps. For example, students who score B+ in Biology, Mathematics, and English can choose to learn medicine in university.

 

Although a student may sit for the national examinations, KNEC may not award the student a mean grade for several reasons. This can happen if a student does not meet the set requirements for getting a certificate.

 

In this case, a candidate will have a grade of:

U – it indicates a candidate has not met the criteria for a certificate award

W – it indicates KNEC has withheld a candidate’s results for various reasons

X – it indicates a candidate was not present throughout the exams

Y – it indicates KNEC has canceled a candidate’s results because of irregularities

Z – it indicates a candidate has not met the registration requirements

How the grading system works

KNEC grades candidates who sit for 7 or more KCSE subjects during the national examinations. The examinations body puts all subjects into five groups.
