TSC New Lowered JSS P1 Deployment Requirements/Qualifications 2023

TSC: Here Are The New Lowered JSS P1 Deployment Requirements 2023

It has been a stubborn fact that the rolling out of the new curriculum(CBC) has faced a myriad of challenges. One of the biggest challenges that the Ministry of education is currently grappling with is the acute shortage of suitably qualified teachers in primary schools to transit to Junior Secondary Schools. As much as the government through the Teachers Service Commission(TSC) has attempted to plug the glaring shortage by recruiting 30,000 teachers recently, the gap persists. Consequently, the Teachers Service Commission has been compelled by circumstances to make some changes in its second round of deployment of primary school teachers(P1).

The national teacher’s employer TSC yesterday through its social media platforms announced that the application had been extended to the 22nd of March of 2023.

Advertisements

” The commission has extended the period of application for deployment to Junior Secondary Schools. The portal has been re-opened. Primary school teachers with the requisite qualifications are encouraged to apply. Use the following link https://tsconline.tsc.go.ke/to access the portal. The Deadline for application is 22nd March 2023″, said TSC.

This change is in a bid to allow as many PTE/PI teachers as possible who had been locked out of the exercise in the first round. It is important to note that already the first cohorts have had their documents verified and those successful have had their deployment letters already.

Notably, the deployed teachers start at job C2 where they will serve for three years before automatically moving to job group C3.

Advertisements

The following table shows the salary rates for a deployed C2 teacher

Basic Salary 34,955
House allowance (other areas) 7,500
Hardship 10,900
Commuter Allowance 5,000
Paid leave (paid only in January) 6,000

Changes in PI requirements for deployment to JSS.

TSC has now lowered the requirements for deployment to JSS. This is to make it possible for interested teachers with Pre-University qualifications to submit their applications.

It is now official that practicing PI teachers who attained the Pre-University qualification on or before 31st December 2015 should be considered for deployment to Junior Secondary.

The interpretation of this change is that teachers who joined the university with KCSE mean grade C (Plain) but did bridging courses before pursuing a degree are now qualified to teach Grade 7,8 and 9 learners.

However, it is important to note that TSC is yet to lower the requirements allowing primary school teachers with other Diploma and Degree certificates like those with primary options.

The Commission says primary school teachers wishing to be deployed to JSS must be qualified to teach in secondary schools. the teacher must meet the following requirements

  1. Qualifications

All primary School teachers willing to be deployed to Junior Secondary Schools across the country must meet the minimum qualifications for teaching in secondary school. These qualifications are:

a) Must have an active registration as a teacher with the Teachers Service Commission

b) Must be currently employed as a primary school teacher serving with the teachers’ employer (TSC)

c) The interested teacher must not be currently on interdiction or being taken through the disciplinary process.

d) The teacher must have a minimum of a Diploma in Education with a minimum of C+ at KCSE with a C+ in two teaching subjects currently being taught in the school curriculum( for both 8-4-4 and CBC) or two (2) principles and one (1) subsidiary pass at ‘A’ Levels.

The TSC circular further stipulated that those with a minimum of C( plain) at KCSE or its equivalent and who have acquired a Diploma in Education together with a Bachelor’s Degree qualify.

e)It is important to note that the degree certificate must be that of A Bachelor of Education. Those in possession of a bachelor’s degree in Education( Primary Option) do not qualify for this deployment.

f) Only those who have officially exhibited interest to be deployed to JSS and whose names are on the list at the TSC headquarters are eligible for deployment.

Government Announces Resumption Of Half Term Break And Sports Activities For Term ll 2021 Due Increased Fire Outbreak

LETTER – MID TERM BREAK

The ministry of Education is reconsidering returning half term break in term two of 2021 for both primary and secondary schools .

In a nutshell, more than 10 high schools have been shut down after students going on rampage over various issues yet to be addressed by School administrators including corporal punishment, lack of mid term breaks, condensed term dates, pressure emanating from syllabus coverage.

Kenya Secondary Schools Sports Association (KSSSA) through its chairman Mr. Peter Orero has announced that sporting activities in secondary schools will commence again after more than a year since they were stopped owing to Covid 19 pandemic.

The decision was arrived at following a stakeholders’ meeting held in Nakuru during the month May. Those who attended included officials from the ministry of education and KSSSA.

KSSSA Chairman, Mr. Peter Orero, indicated that the Ministry of education had called for a stakeholders meeting to chart the way forward. The meeting was informed by the fact that young talents were being ‘wasted’ due to lack of activities in learning institutions.

He said: “The Ministry of Education called a stakeholders meeting to brainstorm on how co-curricular activities can resume in schools and colleges as soon as possible. We were in agreement that we cannot replace the talents currently being wasted by lack of activities in schools and colleges and have agreed in principle that co-curricular activities must begin soonest possible.”

The meeting fruitfully came up with a comprehensive programme for the resumption of co-curricular activities in schools and colleges.

According to the calendar of activities seen by this writer, term one games (which include Athletics, cross country, basketball, hockey and handball) will be held in term one 2021 which kicks off in July.

Similarly, term two games (Soccer, Netball, Volleyball and Racquet games) will be held in second term which kicks off in October.

PhD IS NOT A REQUIREMENT FOR LECTURERS IN KENYA, SAYS LABOUR COURT

Lecturers in Kenya are a happy lot today after a labour court ruled in their favour.

According to the court’s ruling lecturers in Kenya must not have a doctorate to lecture in Kenyan universities.

NULL AND VOID
Justice Stephen Radido while giving the court ruling declared the harmonized criteria and guidelines for appointment and promotion of University academic staff in Kenya null and void.

Advertisements

The nullified regulations require that anyone wishing to lecture in any Kenyan University must possess a PhD and publish scholarly articles.
In 2014, CUE had given universities a grace period of 5 years to implement these regulations.

By 2018, the majority of the lecturers were yet to enrol for doctorate degrees whereas those who had were either stuck at the proposal stage or lacked supervisors.

The proposal to prohibit lecturers without PhDs from lecturing in Kenyan universities was brought forward by the Commission for University Education, CUE.

Justice Stephen Radido who gave the ruling faulted CUE for ignoring public participation.

He further added that lecturers who are the primary stakeholders should have been given a chance to give their opinion regarding the matter before the Commission could come up with the regulation.

The case was filed by UASU-Universities Academic Staff Union against Machakos University and the Commission for University Education, CUE.

UASU argued that the regulations were secretly formulated although they would affect thousands of lecturers.

ASSISTANT LECTURERS
According to Titus Koceyo, UASU lawyer, the position of an assistant lecturer which had been done away with under the new regime is recognized in the Collective Bargaining Agreement, CBA hence it cannot be struck off before going back to the negotiation table.

UNIVERSITY EDUCATION IN KENYA ESSENTIAL STATISTICS
There are approximately 9, 320 university academic staff in private universities.
Statistics also show that there are 636 professors, 756 Associate Professors, 1, 451 senior lecturers, 3, 422 lecturers and 3, 055 assistant lecturers.

DISTRIBUTION OF TSC RECRUITMENT POSTS IN SECONDARY SCHOOLS

To the dismay of most aspiring secondary school graduate teachers, the Teachers Service Commission advertised extremely limited teaching vacancies in secondary schools to be filled in December, 2024. If this year’s recruitment trend is anything to go by, then we can simply conclude that the demand for high school teachers is set to reduce, leaving graduate teachers with only one fall back plan- instructing learning in junior secondary schools.

All the successful applicants (short-listed) are advised to attend

to interviews at the county TSC offices. It is confirmed that a list of shortlisted applicants has been sent to each county. This is from a memo dated 7th of November 2019 from madam Catherine Lenairoshi of TSC Corporate Communications office. The communique further notified all the shortlisted candidates to carry the following as they attend the interviews on a date that would be communicated in due course:

  • A valid certificate of good conduct
  • A valid personal accident cover
  • An original national ID card.
  • Two passport size photographs

  • Diploma/degree certificate together with transcripts.
  • The school leaving certificate
  • KRA pin

These messages include the actual dates of the interviews, time and even the venues. For instance, all the shortlisted candidates for KITALE have already received invitations for the interviews. The date is the 16th of November 2019.

On the 8thof October 2019, the Teachers Service Commission(TSS) advertised for a whooping 10,300 teacher intern positions. These numbers were to take care of both the primary and secondary schools teacher biting shortage. The bigger number(6000) was for secondary schools perhaps in a bid to plug the severe staff shortage following the 100% transition clarion call. The 4,300 posts were reserved for the primary schools. All the applications were to be done online a great departure from the norm where teachers applied for the advertised positions at the school and sub-county education offices.

Salaries and deductions

According to the sources from TSC, it is confirmed that primary school teacher interns will pocket 10,000 while their secondary school counterparts will smile all the way to the bank to cash 15,000. It is important to note that these incomes are subject to statutory deductions. This is stuff like NSSF, NHIF among others.

The Grand promise

Tsc has confirmed that the successful interns will be offered permanent jobs. However, this will depend on the usual conditions: availability of funds and the interns’ performance.

Staggering numbers of pupils and students

It is important to note that the ever-swelling numbers of learners in public schools have thrown school managers to panic mode. This is because the resources allocated to schools are not commensurate with the recruitment of teachers and the provision of other essentials in these schools. Survey on the ground indicate that the shortage of teachers in secondary schools stand at a whopping 85,258 this year up from 57,380 last year. In primary the shortage stands at 30,357. This is so bearing in mind that the ministry has to plan for the 10million pupils and about 2.8 million students. This severe shortage has forced the school managers to hire teachers on BOM terms to alleviate the situation. This has created another challenge on matters funds because the government subsidies are not for personal emoluments forcing them to survive on shoestring budgets in a bid to implement learning programmes in schools. The swelling numbers also have strained teachers especially those on duty leading to low morale and possible burnouts.

Subjects with biting shortage.

According to TSC some of the worst-hit subjects in teacher distribution are physics, cre, history, agriculture, English and math. These subjects have fewer teacher trainees even at the teacher training institutions and universities. It is ironical that schools are experiencing these acute shortages yet the country has 328,324 trained but jobless teachers!

TSC Latest News: When and how TSC Intern Teachers will be absorbed by the Teachers Service Commission on Permanent and Pensionable Terms: Perching it up

An Exploration of the Latest TSC Interviews Recruitment Guidelines and Marking scheme

News that the Teachers Service Commission is set to employ 5, 000 tutors on permanent and pensionable terms and 10, 000 on internship terms have made many to wonder about what criteria the Commission will use during the recruitment process.

Advertisements

One of the major mind-boggling questions is whether the Commission will give priority to TSC interns who were employed in December 2019 given the meager pay that they pocket every month.

This is one of the factors that the Teachers Service Commission should consider to avoid frustrating teachers working on TSC internship terms.

They need to feel cared for and appreciated given that their workload is the same as those working on permanent and pensionable terms. The huge disparities when it comes to TSC intern teachers’ salaries prompted a group of lawyers to sue the TSC a few months ago.

Advertisements

Note that a TSC teacher intern earns between KShs 10, 000 and 15, 000 before the mandatory deductions such as NHIF and NSSF are effected.

Some school heads came through for the interns by either increasing their salaries or offering them accommodation to cut down on their expenses while others buried their heads in the sand as usual.

Teachers on permanent and pensionable terms on the other end enjoy better salary perks ranging from Kshs 26, 000 to over 200, 000.

Will TSC  Confirm intern teachers on permanent and pensionable terms?

In March 2020, all principals and school heads were directed to collect data on all intern teachers in their schools. Your guess is as good as mine. However, when The Standard misreported those intern teachers had been employed on permanent and pensionable terms, the Commission was very quick to dismiss and rubbish the claims: TSC Disowns Claims that it had confirmed 10, 000 teacher interns

In fact, The Standard was forced to apologize for misinforming the public about the recruitment of 10, 000 interns by TSC on permanent and pensionable terms.

Back to the big question, the Teachers Service Commission is planning to employ 5, 000 teachers on permanent and pensionable terms this number is two times lower than the current number of teacher interns who are likely to apply for the slots.

This, therefore, means that the Commission will have to come up with specific criteria on how to employ the 5, 000 tutors on permanent and pensionable terms.

Going by the current TSC marking scheme used to employ primary and secondary school teachers, more weight is given to the candidate’s year of graduation.

The commission has not altered the scoring areas yet. To encourage those working on an internship basis, the TSC might consider awarding extra marks as it did a few years ago.

My conclusion, there are no clear guidelines on how teachers working on internship terms will be confirmed, yet.

Teacher Interns’ Salaries 2020

Furthermore, several pleas emanating from members of parliament, teachers’ unions, and lawyers persuading the Commission to increase intern teachers’ salaries have always fallen on a deaf ear.

Instead of addressing the issue, the Commission claims that it lacks enough funds to facilitate the salary increment for teacher interns.

To add insult upon injury, the commission is planning to employ 10, 000 more interns. It is high time TSC started listening to the woes of intern teachers to avoid demotivating them.

The 2020 form one placement changes will only affect the following categories of schools:

HOW TO CHANGE YOUR 2020 FORM ONE PLACEMENT (NATIONAL, EXTRA COUNTY AND COUNTY) SCHOOLS

Here is a simplified procedure you should follow when requesting for a change of form one admission for national, extra county and county schools:

. The parent or guardian shall place a request to change his/ her child’s school by selecting their preferred school.

. The preferred school will then shortlist and merit all students in the waiting list and choose depending on the available slots/ vacancies.

. The school shall then enter the details of selected candidates from the waiting list and request the Ministry of Education to capture their details in the new school through the National Education Management System, NEMIS:

. Approval will be granted depending on the category of the school. Approval to join national schools will be granted at the Ministry of Education’s Head Office, extra county schools at Regional coordinators and county schools at county directors of education offices.

. Once the approval to join your new school has been granted, the candidate will be moved from the selection in his or her first school to the new school.

. Complete the process by going online and printing the admission letter for your new school.

CHANGE OF ADMISSION FOR COUNTY, SUB COUNTY AND PRIVATE SCHOOLS IS AUTOMATICALLY ACCEPTED BY THE NEMIS SYSTEM.

Replacing TSC Boss Nancy Macharia is not an emergency

TSC News: Replacing TSC Boss Nancy Macharia is not an emergency but covid-19 is! TSC CEO Dr. Nancy Macharia likely to remain in office despite the expiry of her term, find out why

Nancy Macharia’s diligence and dedication to the Teachers Service Commission likely to earn her a second term in office

As the adage goes, behind a successful man is a successful woman and behind a successful woman is…

TSC Boss Dr. Nancy Macharia is likely to remain in office and continue serving as the Chief Executive Officer of the Teachers Service Commission.

Dr. Nancy Macharia’s term is set to expire on June 30, 2020 having served the TSC in the position of CEO for almost five years since June 30, 2015.

https://newspro.co.ke/tsc-boss-dr-nancy-macharia-cautions-tsc-employed-teachers-to-file-2019-tax-returns-before-the-june-30-deadline

She is however likely to continue serving as the TSC Boss since she has demonstrated diligence, hard work and insurmountable leadership abilities in as far as the governance of the Commission is concerned.

Besides, the Government has got bigger battles right now like sourcing funds and PPEs to wade off the coronavirus pandemic. Therefore, replacing Dr. Macharia is not an emergency but Coronavirus is.

Nancy Macharia is likely to enjoy a grace period even after exhausting her five-year legal term while awaiting resumption and appointment of new TSC commissioners by the Government.

Since the possibility of Dr. Nancy Macharia being reappointed as TSC CEO is not far-fetched, teachers in Kenya and other interested parties such as unions especially KNUT are all eyes to see what happens next.

Recently, KNUT, the fallen hero and mother to the TSC has been wading through murky waters due to the bad blood between their Secretary-General William Sossion and the TSC.

The series of conflicts between TSC and KNUT saw to it that KNUT union dues were not remitted to the union by the TSC in December and Sossion was deregistered, never to serve again as a teacher in Kenya.

Nancy Macharia is the 9th TSC Commission Secretary. Her predecessors include:

Jesse Muhoro (1967-1974)

James Kamunge (1974-1977). I am sure teachers will remember the famous Kamunge Report in their History of Education lectures.

Duncan Mwangi (1978-1980)

Joseph Lijembe (1980-1982)

Jackson Kang’ali (1982-1998)

Benjamin Sogomo (1998-2003)

James Ongwae (2003-2004)

Lengoiboni

Nancy Macharia (2015 up to date)

As her term comes to an end, TSC Boss Dr. Macharia will be remembered for the radical measures she fronted to curb teacher strikes in Kenya.

So my question is, with all the strides Nancy Macharia has taken in stabilizing the education system, what makes you think that replacing her is an emergency?

The Teacher Service Commission has been relieved of the guilt fanned by the fact classroom teachers received a raw deal in the previous CBA following the parliamentary Education Committee’s intervention that revoked the SRC freeze of salary increment for teachers.

The Commission postponed all the CBAs for some groups of Government employees citing the rippling effects of the Covid-19 pandemic.

TSC has reached a number of agreements in its engagement with the KUPPET concerning the 2021-2025 Collective Bargaining Agreement.

According to KUPPET, classroom teachers will ‘reap big’ from the new CBA after receiving a raw deal in the previous one.

KUPPET has held a very fruitful four-day retreat with the Teachers Service Commission to resolve policy and administrative challenges of the 2016-2021 CBA and review the status of negotiations for the new one for 2021-2026.

The second retreat between KUPPET and the TSC.

1.New CBA To Give True Worth Of Classroom Teacher
KUPPET and the TSC have developed new Job Descriptions capturing the true worth of a classroom teacher.

The new Job Descriptions recognize the teachers’ leadership and technical work within and outside the classroom, which had been ignored by the evaluation tool previously used by the SRC.

2.Promotion Of C3 Teachers and TTC Tutors.
The Job Re-Evaluation has resulted in the creation of a new opening in C4 for Senior Master IV and Senior Lecturer IV for those in TTCs who do not have administrative positions.

Under the CBC, the TTC tutors will be training teachers at the Diploma level, hence the repositioning of their roles.

Administrators in TTCs including Deans and Registrars will have a clear career path with substantive appointments.

Diploma Teachers.

The career path for Diploma Teachers has been clarified. By the commencement of the 2016 CBA more than half of teachers who had joined service at Job Group had obtained Bed degrees and transited to the Graduate Scheme of Service

Among those who had not, those who had served for more than three years in one Job Group had been promoted to the next Job Group, i.e., Job Group k or L, under the common cadre promotions

However, a small number of the teachers, who had served in one Job Group for less than three years, had their promotions following the scrapping of one common cadre promotional level.

Following the union’s memorandums, the Commission has advertised positions specifically to this group of teachers. We understand that the Commission received fewer applicants than the number of vacancies it declared.

Maternity Leave for intern teachers.
The Commission agreed that, except for specific provisions of their contracts, all intern teachers will work under the same conditions as provided under the Code of Regulations for Teachers. The intern teachers qualify for maternity leave of 90 calendar days with effect from the expected date of delivery, as do other teachers.

Policy On Post-graduate qualifications.
The Commission agreed to suspend the requirement of a Master’s degree for Principals or other promotions within the teaching service.

This is in line with regulations by the Public Service Commission which has scrapped the requirement of a Master’s degree for promotions at Job Group P and above. Post-graduate qualifications will be considered as an added advantage.

Redeployment Of Graduate Teachers from Primary
In readiness for the new CBC curriculum, the Commission will promote 1,000 graduate teachers who initially had P1 qualifications to secondary schools every financial year. The teachers must have obtained a KCSE mean grade of C+ and C+ in two teaching subjects.

Teachers Medical Scheme
The meeting observed the numerous problems teachers face in accessing health services under the Medical Scheme. It was agreed that an inter-party meeting between the TSC, Minet, and KUPPET would be held soon to discuss the issues and recommend solutions.

KCSE Examiners Down Tools, Demand for Better Knec Payment Rates and Improved Services

Knec News Today; Knec KCSE Examiners now want the council to pay Kshs. 100 per script.

Knec Examiners marking the Kenya Certificate of Secondary School (KCSE) have halted the marking process citing poor pay and working conditions.

The latest Knec News Today reaching us at newspro.co.ke indicate that examiners currently stationed at St. Francis Mang’u Girls High School are on a go-slow.

It is therefore not business as usual at the Knec marking centres 2023.

CS Education Ezekiel arrived at the marking centre to arrest the situation before things got out of hand.

This is not the first time that KCSE examiners have decried poor payment rates.

In 2019, Physics examiners went on a demonstration against harsh working conditions and poor payment rates but Knec turned a blind eye.

In 2020, KCSE examiners contracted to mark KCSE English Paper three also aired their grievances. Unfortunately, Knec victimized  some examiners by scrapping their names from the Knec Examiners List online.

The question is, for how long will KCSE examiners decry poor living conditions, low payment rates and delayed payment?

It is high time KUPPET took up the matter to solve this stalemate once and for all.

According to Payment details released by the Council, KCSE Knec Examiners are paid up to Kshs 80 to mark each script. At the end of the 14 or so days, Knec Examiners pocket up to Kshs 40, 000 an amount that is subjected to taxation.

Primary school heads who act as Centre Managers for the Kenya Certificate of Primary Education, KCPE, exams pocket a daily subsistence allowance of 500 shillings; for a total of 4 days (including rehearsal day).

Secondary school Principals, on the other hand, earn a daily allowance of 500 shillings for 18 days. The highest-paid Supervisor walks away with a sum total of 12,510 shillings while the highest-paid invigilator gets 9860 shillings

The examiner does not pay deputy headteachers and Principals despite being present at the school present during the examination period as assistant Centre Managers.

KNEC also does not include payment of teachers handling science subjects who prepare and administer practicals during the KCSE examinations. Kenya National Examination Council (KNEC) data, however, shows a total of 2,056,719 were registered for the tests scheduled to start in two weeks’ time. Of 1,225,693 will sit KCPE and 831,026 KCSE.
