ST. CECILIA NANGINA GIRLS HIGH SCHOOL’S BRIEF HISTORY

The genesis of the school can be traced back to 1966. It was started by the Catholic Missionaries with a population of 35 students. The first headteacher was Mr. Obonyo Joseph who had a staff of two other teachers. They laid a remarkable foundation whose legacy is evident up to date. It is a full boarding girls’ school sponsored by the Catholic Church under spiritual nourishment, divine leadership under the anointed servant of God His Lordship Rt. Rev. Norman King’oo Wambua of Bungoma Diocese.

The school has undergone various revolutionary changes under the guidance of the Holy Spirit (Catholic Church), Ministry of Education and other stakeholders. We sincerely appreciate this. Currently, the school has been upgraded to the fifth stream, with a population of 835 students. In terms of academics achievement, it has been on the upward trend and its aiming higher to regain its GLORY… YES, WE CAN.

TSC hardship allowance rates and areas

The Teachers Service Commission, TSC, pays extra allowances (hardship allowances) to teachers working in areas classified as hardship. While classifying an area to be a hardship area, the locality must meet any of these conditions:

  • Lack of or unavailability or inaccessibility to food,
  • Inadequate transport and communication network,
  • Limited basic social services and amenities,
  • Persistent harsh climatic conditions like flooding, landslides and drought,
  • Insecurity and high possibility of security threats.

Hardship allowance is therefore paid in an effort to compensate for the cost of living for teachers working in areas designated as hardship. Like stated above, teachers working in hardship areas face a myriad of challenges; from lack of water, flooding to hostile living conditions characterized by constant spates of attacks.

Hardship allowances

In December, 2014, the Salaries and Remuneration Commission, SRC, reviewed hardship allowance to be paid at a flat rate for all equivalent grades/ job groups. The Commission effectively abolished the pegging of the hardship allowance as a percentage of basic pay.

The table below summarizes the monthly hardship allowance rates that are paid to teachers working in hardship areas; per job group:

S/NO GRADE TSC SCALE FORMER JOB GROUP Hardship Allowance- in Kshs per Month
1 B5 5 G 6,600
2 C1 6 H 8,200
3 C2 7 I 10,900
4 C3 8 J 12,300

9 D3 13 P 31,500
10 D4 14 Q 31,500
11 D5 15  R 38,100

TSC designated hardship areas.

TSC has designated various areas as hardship. The areas considered as hardship include those that are prone to terrorism, famine and aridity. As of 2012, TSC had about 38 areas approved as hardship.

Currently, teachers teaching in schools located in some parts of the following counties receive monthly hardship allowances.

TSC teachers elocalisation, transfer list per county in December, 2019- Kitui

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. In Kitui County a total of 35 teachers have been moved. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

Guide on how to apply for the advertised 2020/ 2021 TSC posts for teachers online

The Teachers Service Commission (TSC) has advertised Five thousand (5,000) posts for recruitment of Secondary School teachers to support the 100 percent transition policy from Primary to Secondary Schools. Also advertised are 6,574 vacancies to replace teachers who have exited service through Natural Attrition (5,474 posts for Primary Schools and 1,100 posts for Secondary Schools).

In a shift from the norm, interested applicants will now be forced to submit their applications online. This is opposed to the previous mode of application where applicants had to physically visit schools where vacancies exist to file their applications.
