 TSC PROMOTION GUIDELINES FOR ALL TEACHERS; WAYS OF PROMOTING TEACHERS

Any person who enters into a career nurses ambitions of rising through the ranks at some point. Just like any other career, teaching does also offer a window for career growth and development especially for seasoned teachers.

At some point, the Teachers Service Commission promotes teachers who have served the Commission faithfully without any major issues- indiscipline cases. It is therefore important for teachers to maintain and adhere to the TSC Code of conduct and regulations for teachers.

Worth noting is the fact that teachers who receive administrative warnings or face disciplinary cases will have their promotions delayed or they may not get promoted at all if they engage in gross misconduct since they are considered unreliable and irresponsible.

Another key factor considered in TSC promotions is the newly introduced Teacher Performance and Appraisal Development, TPAD records.

The overall objective of TSC Promotions for teachers is to motivate them, reward performance, and offer a wide range of opportunities for career growth and development.

Once a teacher gets promoted, their basic salary and allowances are adjusted upwards to match the new grade.

HOW DOES THE TEACHERS SERVICE COMMISSION, TSC PROMOTE TEACHERS?

Current TSC promotions are based on TSC Career Progression Guidelines, CPGs, and/or Collective Bargaining Agreement, CBA.

There are three major ways through which the Commission rewards teachers who perform their duties diligently as reflected in TPAD appraisal reports usually submitted to the Commission online on a termly basis. These include:

LATEST TSC WAYS OF PROMOTING TEACHERS

  1. PROMOTION OF TEACHERS ON COMMON CADRE ESTABLISHMENT
  2. PROMOTION OF TEACHERS THROUGH TEACHER PROFICIENCY COURSE, TPC
  3. PROMOTION OF TEACHERS THROUGH COMPETITIVE SELECTION

 

  1. PROMOTION OF TEACHERS BASED ON COMMON CADRE ESTABLISHMENT

This criterion applies to all teachers who get moved from one grade to the next without any form of competitive selection or availability of vacancies.

The only factor considered in this case is whether the teacher meets the minimum qualifications for the particular grade they are being promoted to.

Teachers who get promoted based on common cadre establishment are those who fall in the following grades/ job groups: Job group J (C1), K (C2), and L (C3).

Promotion from job group K (C2) to L(C3) is automatically initiated by the Commission after three years of continuous service.

The teacher only needs to fill the TSC promotion form after three years.

SELECTION CRITERIA AND MINIMUM REQUIREMENTS

The teacher must have served for three years in their current grade, possess valid certificates, and demonstrate excellent diligence in the performance of duties.

  1. PROMOTION OF TEACHERS THROUGH TEACHER PROFICIENCY COURSE, PTC

This criterion applies to teachers in job groups G (B5) and H (C1).

These teachers must undertake and successfully complete a Teacher Proficiency Course, PTC before being promoted.

  1. PROMOTION OF TEACHERS THROUGH COMPETITIVE SELECTION

This promotion depends on the availability of vacancies among other factors. It applies for teachers who would like to move to job groups M (C4), N (C5), P (D1), Q (D2), and R (D3).

The commission usually available positions, subject to the availability of funds

Interested teachers then apply for consideration online through the TSC portal. Shortlisting is then done at the TSC head offices and names of shortlisted candidates are dispatched to the respective regional and county education directors who then conduct interviews at the county and regional offices respectively.

WHY A TEACHER MAY NOT BE PROMOTED BY TSC

Much as some of these promotions are automatic and available to all, some teachers may not qualify to be promoted. In such cases, the teacher’s grade/job group, salary, and responsibilities remain constant until the day they retire.

Some of the factors which may hinder a TSC teacher’s career growth include:

If the teacher is found guilty following a disciplinary case

If the teacher has not finished one year since s/he received an administrative warning.
