The official reporting date for recently deployed P1 teachers with higher qualifications to newly established junior secondary schools (JSS) is on February 1, 2023.

Data from the Teachers Service Commission (TSC) clearly indicates that the Commission must seek the indispensable service of the aforementioned P1 teachers to address the acute teacher shortages in junior secondary schools.

The Commission has already collected data on the deployed teachers whose names appear on the TSC deployment list (JSS).

Those who meet the minimum qualifications will get deployed within the same primary school if there exists a junior secondary section.

This upcoming TSC deployment of P1 teachers with higher qualifications to junior secondary schools will not, therefore, be used as an avenue for teachers seeking transfers.

It is estimated that 17,000 primary school teachers meet the threshold set by TSC to instruct junior secondary school learners.

Though some teachers did submit their diploma and degree certificates to the Commission and received an acknowledgment, TSC still ordered a fresh listing of teachers a few weeks ago.

TSC Deployment (JSS) Requirements

Teachers who would like to get deployed to teach in junior secondary schools must provide the following details to the Commission:

  1. TSC Number (Evidence of registration)
  2. Full name and Gender of the teacher
  3. School/Institution
  4. Sub-county
  5. KCSE Mean Grade
  6. Highest Qualification ie Diploma or Degree
  7. Subject Combination
  8. KCSE Subject Grades for example Maths B and Chemistry C+
  9. Year of Graduation
  10. Year of Birth
  11. Teacher’s Mobile Number

    Primary school teachers with degree qualifications will also get deployed to teach in the newly established junior secondary schools.

    The teachers’ service commission needs at least 60, 000 teachers to handle the over 1.2 million grade 7 learners whose KPSEA results were released on January 16, 2023.

    TSC recruitment 2023 for Junior Secondary School

    The Commission has also conducted recruitment for 30, 550 teachers who will be posted to teach in junior secondary schools.

    21, 550 TSC recruitment vacancies in 2023 have also been reserved for teacher interns in junior secondary schools.

    The newly recruited teachers will receive posting letters by January 23, 2023, before schools reopen.

    TSC Deployment to Junior Secondary Processing Status 2023/2024

    Appearing before parliament, Mr. Anyuor on behalf of the TSC boss Dr. Nancy Macharia confirmed that the process of deploying P1 teachers with diploma and degree certificates to teach in grade 7 had already kicked off.

    “We are currently mapping those teachers shortly and we will get the exact numbers,” said Mr. Anyuor.

    Based on the TSC database, a minimum of 17, 000 primary school teachers qualify to teach in junior secondary schools having upgraded to DPTE and degree.

    Currently, KNUT is putting pressure on the Commission to reconsider its C+ minimum qualification and deploy P1 teachers with degrees and diplomas irrespective of the grade attained at the form four level.

    If TSC bows to pressure, all P1 teachers with C plain KCSE mean and/or DPTE or degree qualifications will automatically get promoted to junior secondary schools.

    The Teachers Service Commission has already allocated 1 teacher to handle one grade 7 class in every county. If every county has got 1000 classes, for instance, TSC has assigned 1000 teachers to handle the classes.

    These numbers are based on the 2022/2023 TSC budgetary allocation by the treasury.

    TSC chair Mr. Jamleck Kamau also noted that the Commission will retrain teachers in primary schools and then redistribute them to junior secondary schools.

    The Teachers Service Commission will consequently train primary school teachers in Languages, Pure Sciences, Applied Sciences, Mathematics, Humanities, and Technical subjects.

    Salaries for Teachers Deployed to Junior Secondary Schools

    The salaries for teachers deployed to junior secondary schools are equivalent to those of teachers posted in secondary schools.

    Teachers with DPTE will enter grade C1 while those with degrees will enter job group C2.

    These teachers will also get automatic promotions as pertains the career progression guidelines, and CPGs after completing three years.
