List of Shortlisted candidates for 2019 TSC Teacher Internship vacancies; Samburu County

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin
  • xi. Bank plate

Eligibility for Internship

Eligible candidates should meet the following basic requirements:
  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

New TSC teachers job groups, titles and grades

The Teachers Service Commission, TSC, established 36 job groups for teachers under the current Collective Bargaining Agreement, CBA. The placement of the tutors in the various job groups is guided by the Career Progression Guidelines developed by the Commission. Basically, the Career Progression Guidelines place the teachers in two categories; the Administrators and the classroom teachers/ Non- administrators.

ADMINISTRATORS

This is the managerial category of teachers in public schools and colleges. For Secondary schools the administrators are: Principals, Deputy Principals and Senior Masters. Primary schools schools have Head Teachers, Deputy Head Teachers and Senior Teachers as Administrators. While, Tertiary institutions/ Teachers’ colleges have: Principals, Deputy Principals and Senior Lecturers in this category.

NON- ADMINISTRATORS

According to the Career Progression Guidelines, all Secondary School Non Administrators fall in the Secondary Teacher Category. For Primary Schools, the non administrators are aggregated into the Primary Teacher Category. While, Tertiary Institutions’ administrators are placed in the Lecturers’ band.

ENTRY GRADES AND PROGRESSION OF PRIMARY SCHOOL TEACHERS

The entry grade for Primary school teachers is Grade B5 (T- Scale 5; Primary Teacher II): The designation code is G99JE. This is the entry grade for primary school teachers. The basic requirements for this grade are: having a Kenya Certificate of Secondary Education (KCSE) minimum mean Grade C (Plain) or other recognized equivalent qualifications; and must be in possession of a Primary Teacher Certificate (PTE) or its approved equivalent A teacher in this grade can progress to the next Grade which is C1 (T- Scale 6); with the designation thus Primary Teacher 1. Among other requirements, to get promoted to this grade one must have served as Primary Teacher II T-Scale 5 for a minimum period of three (3) years.

ENTRY GRADES AND PROGRESSION OF SECONDARY SCHOOL TEACHERS

Secondary School Teacher III (T- Scale 6; Grade C1) is the entry grade for secondary school teachers who are holders of Diploma in Education. To get placed into this grade one must be in possession of Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ (Plus) or its equivalent, have a Diploma in Education (with two teaching subjects) or its equivalent and have attained a minimum grade of C+ (plus) in the two teaching subjects at KCSE level; among other requirements. A teacher in this grade can be promoted to the next Job group; Grade C2. The three basic requirements for this grade (Grade C2) are: One should be: in possession of a Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ or its equivalent, in possession of a Bachelor’s Degree in Education with two teaching subjects; or a Bachelor’s Degree in a relevant area with two teaching subjects plus a Post Graduate Diploma in Education (PGDE) and having a minimum grade of C+ (plus) in the two teaching subjects at KCSE level. Secondary School Teacher II (T- Scale 7; Grade C2) is an entry grade for secondary school teachers who are holders of a Bachelor’s Degree in Education or its equivalent. A teacher in this grade can be promoted to Secondary School Teacher I (T- Scale 8; Grade C1) . To qualify for appointment to this grade, a teacher must have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years; among other requirements.

IMPLEMENTATION OF TEACHERS ANNUAL INCREMENT ON IPPD SYSTEM

The Commission adopted the award of annual increment for teachers as per the Teachers Code of Regulation (2015) Part IV clause 83 and 84. The mapping was undertaken in two categories.

CATEGORY 1:

GRADES CONVERTED HORIZONTALLY IN JULY * This cadre includes the following:-
  1.  Job group “G” who were converted to Grade B5 – Primary Teacher II.(The entry grade of primary teachers was upgraded to ‘H’ thus treated as category 1 in award of annual increment)
  2. Job group “J” who were converted to Grade C1 – Primary Teacher I/ Secondary Teacher III/ Lecturer III
  3. Job group “K” who were converted to Grade C2- Senior Teacher II a/ Secondary Teacher II/Lecturer II
  4. Job group “L” who were converted to Grade C3 -i.e. Senior Teacher I/ Secondary Teacher I/Lecturer I
Note: Teachers in Job group “H” who were converted to Grade C1 were upgraded and thus treated as category 2. * Annual increments for teachers whose grades were converted horizontally were effected as follows;
  • (i)RETAINED their incremental month as at June 2017.
  • (ii) RETAINED date of Current appointment/post as at 30th June 2017.
  • (iii) The increments were granted for only the qualifying salary points as at June 2017. However, teachers at the maximum salary points in June 2017 were not awarded the increment.

CATEGORY 2:

GRADES UPGRADED FROM 1ST JULY 2017 This cadre includes the following;
  • > Former Job Group “H” upgraded to Job Group “J” then converted to Grade C1
  • > Former Job Groups “G,H,J” converted to Grade C2- Senior Teacher II b
  • > Former Job Groups “G,H,J,K,L” converted to Grade C4 Deputy Head-Teacher II or Grade C5 – Head-Teacher
  • > Former Job Group “M” and above, that is;- Grade C5 up to All Senior D5 i.e. categories of masters/ Senior Lecturers/Deputy Principals and Principals
* All teachers who benefited from the upgrading were treated as follows;-
  • (i) The date of current appointment was changed to 1st July 2017

Teachers who Flouted Wealth Declaration to Miss Salaries

The Teachers Service Commission (TSC) has issued show-cause letters to many teachers who failed to declare their wealth in the past year.

 

 

TSC sent the lists of teachers who failed to declare their wealth to the Sub-County Directors of Education (SCDs) and directed that the said teachers should respond by next week or face the daunting prospect of missing out on their salaries.

 

“The teachers could miss out on their salaries unless they give a satisfactory reason why they did not declare their wealth,” said a TSC sub-county director on Friday.

 

All civil servants, teachers included are required to declare their wealth after every two years. This is in following with Section 26 and 27 of the Public Officer Ethics Act (POEA) for all Public Officers which stipulates that they are all required to declare their income, Assets and Liabilities (IALs) every two years.

 

Teachers did their wealth declaration in 2021 and in 2019. The next wealth declaration will be done in 2023, two years after the last wealth declaration.

 

 

In 2021 the Commission had informed teachers to declare their wealth in a circular addressed to all heads of Institutions and copied to Regional and County Directors. The deadline for declaring wealth was set by midnight of 31st December 2021. TSC then warned all teachers that any declarations made after that time would not be successful.

 

Teachers who would not declare their wealth were warned of serious consequences if they flouted the directive.

 

TSC Circular on Wealth Declaration:

 

ONLINE DECLARATION OF 2019 – 2021 INCOME, ASSETS & LIABILITIES (DIALs)

 

Section 26 & 27 of the Public Officer Ethics (POEA) requires all Public Officers to declare their Income, Assets and Liabilities (IALs) every two years. The previous declaration was done in 2019.

 

 

Consequently, all employees are expected to make their Declaration by 31st December 2021.

 

I. MODE OF DECLARATION

 

In order to enhance efficiency, the Commission introduced an online declaration portal. Each employee is expected to fill an online declaration following the steps outlined in the declaration of Income, Assets and Liabilities (DIALs) Introduction Manual.

 

II. ACCESSING ONLINE PORTAL

 

The Declaration Form can be filled and submitted by accessing the Teachers Online Portal through https://teachersonline.tsc.go.ke

 

Take note that one can access this information using a computer, laptop, IPAD or smartphone.

 

III. INSTRUCTION MANUAL

 

A “Do-it-yourself” instruction manual has been provided and is available on the TSC website https://teacheronline.tsc.go.ke under the Download Manual link, immediately next to the Declaration link. One can complete the Declaration process by following the prompts in the form after logging in.

 

IV MONITORING OF THE DECLARATION

 

All Heads of Institutions are required to update the TIMIS records for their respective schools by 15th September 2021 to enhance the efficiency and accountability of the DIALs process.

 

Heads of Institutions are also required to monitor the declaration progress in their respective institutions and report on non-compliance as reflected in Part B in the DIALs Instruction Manual by 31st December 2021.

 

V ADDITIONAL INFORMATION

 

 

(a) Employees who have been in employment for a period of less than two (2) years are expected to submit their Initial declarations and the system has been customized to facilitate this.

 

(b) All teachers employed by TSC are required to declare their Income, Assets & Liabilities. These include teachers on:

 

Leave of whatever nature

Interdiction

Suspension

Authorized absence of duty.

(c) Any teacher employed by the Commission who fails to submit the declaration or gives false or misleading information will be liable to a fine of Kshs. 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction.

 

Further, the teacher will be subjected to administrative disciplinary action as per the TSC Administrative Procedures on DIALs.

 

(d) The Declaration can only be accessed by individuals who have activated their official @mwalimu.tsc.go.ke email address.

 

This will be vital for user credibility, setting, accessing and resetting individual passwords for the Declaration as applicable.

 

A copy of the submitted Declaration will automatically be sent to the teacher’s email.

 

Ensure that:

 

The information filled is accurate.

You will receive a copy of the duly filed declaration in your email as confirmation of successful submission.

All sections of the declaration are filled completely. Incomplete declaration forms will be rejected by the system.

The Commission will not accept any physical (hard copy) form as a confirmation of declaration.

 

Teachers are encouraged to make their Declarations early to avoid last-minute rush that may lead to system congestion or downtime.

 

The system will be opened with effect from 1st October 2021 to midnight of 31st December 2021 to facilitate the exercise.

 

Note that declarations made after midnight of 31st December 2021 will not go through.

 

 

TSC to recognize teachers with exemplary results

The Teachers Service Commission, TSC, is set to reward teachers with outstanding performance. The Commission has now moved to have these tutors recognized. Teachers who have posted exemplary results in both academics and Co- curricular activities will have something to smile about after this latest move.

“In the past, some teachers have achieved global, national and local recognition as a result of their outstanding performance in the various aspects of the teaching profession. Teachers Image Magazine would document these achievements/ recognition in the next issue and subsequent ones,” says the teachers’ employer.

This latest move comes in the wake of successes of various teachers in the global scene. Teacher Peter Tabichi won the 2019 Global Teacher Prize. This was followed by Mr. Eric Ademba’s triumph after winning the 2019 edition of the African Union Continental Teacher Award.

The Commission says recognizing the teachers per county will not only motivate the teachers but also serve to encourage others aspire for professional excellence.

“This is, therefore, to request you to send details of teachers in your County who have distinguished themselves in different aspects of the profession. These aspects may include, but not limited to; exemplary performance in national examinations, sports, theatre, institutional management, innovation, research, community service, advocacy among others,” reads a circular from TSC to all County Directors.

It is a welcome move for thousands of teachers whose efforts have gone unnoticed for long.

According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

What to carry to the interview sessions.

According to instructions on the TSC memo, the shortlisted Candidates are required to carry the following to the interviews once invited:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin xi. Bank plate

Interview dates

The shortlisted candidates will be taken through interview sessions to be organized by the TSC County Directors; countrywide. Already, some applicants have received invites to the interviews; specifying the interview dates, venues and time. In case you applied and haven’t received communication, then it is advisable that you visit the TSC County offices in the locations where you tendered your application. For teachers in Kitale, their interview date has been set for the 16th of November, 2019. The teachers have since received their invitation messages; including interview time and venues. Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

“It is noted that some schools have identified teachers below three (3) years in service as Mentors and Coaches. Please note that all teachers of three (3) years and below are targeted as mentees and therefore cannot be a Coach or a Mentor,” said the Commission in a memo.

In the new order TSC has requested schools to identify and send details of the teachers who will serve as Mentors, Coaches and Champions in an excel format.

The Commission targets a total of 22, 239 teachers including those newly recruited and heads of institutions to undergo Induction, Mentorship and Coaching (TIMEC) programme by TSC.

The employer’s aim is to reduce indiscipline cases among teachers and improve on their classroom instructions, retention and learning outcome.

The programme started with training of Field Officers who will play a key role in its implementation.

“Induction, Mentorship and coaching programme is expected to increase teacher effectiveness, job satisfaction, commitment, improved classroom instruction, teacher retention and improved learning outcomes,” said Mukui David, the Commission’s Field Services Directorate during its roll out.

Details required by the Commission
Basically, the programme is meant to target new teachers joining the teaching service notably new recruits and those in internship and those joining the administrative positions and those having challenges in performance.

According to the Commission’s plan, teachers will be trained in three financial years starting with 2021/22 financial years to 2023/24, having a target of 13,000 teachers in each financial year.

According to the commission Secretary Dr. Nancy Macharia, the many hours wasted inform of teacher-learner contact time results in poor learning outcomes and a drop in performance at all levels.

“To address this challenge, the Commission, in its Strategic Plan 2019-2023, committed to implement mentorship and coaching as a preventive strategy that pre-empts indiscipline amongst teachers rather than corrective mechanisms in management of discipline,” states Dr. Macharia in the policy document.

The programme is also expected to target a total of 12,000 School administrators and Board of Management (BoMs) who will be trained on management of discipline cases, and this will capture a total of 4,000 teachers in each financial year till 2024 with 2021/22 being the baseline year.

Unlike before where the commission used a decentralized system whereby indiscipline cases were being heard at County and Regional offices which saw some cases taking long before being concluded, this time the commission has decided to mentor and coach teachers’ joining the services using their fellow teachers who have been in service for a while.

A lot of indiscipline cases among teachers results to canon knowledge, insubordination whereby teachers being reported for not taking duties, missing lessons, alcoholism and drug abuse, absenteeism among others.

The Commission had suspended a number of programmes for lacking funds.

Some of them were the mentorship programme and the biometric registration exercise.

The Commission CEO, Dr. Nancy Macharia, had requested for funds to implement the programmes.

“Teacher mentorship and coaching programme requires an estimated Sh50 million while the roll out of a national Biometric Enrolment and Validation of tutors will be done at a cost of Sh342.4 million,” said Macharia in parliament

How did you arrive at the low pay figures for Intern Teachers?- Group of Lawyers ask TSC

A group of Lawyers has written to the Teachers Service Commission, TSC, to seek answers on the terms of engagement for the Intern teachers. The Lawyers from Mugeria, Lempaa & Kariuki Advocates want the Commission to explain how it arrived at the Sh10,000 and Sh15,000 that it intends to pay the Primary and Secondary Schools Inters; respectively.

“This letter is in relation to the contracts employing teachers in the Republic of Kenya. Specifically, we are aware that you are paying primary school teachers Kshs. 10,000 and high school teachers Kshs. 15,000,” the Lawyers wrote in a letters dated December 2, 2019 and addressed to the TSC boss Dr Nancy Macharia.

“Specifically, we would like your commission to provide to us the following information: The rationale that was used to arrive at Kshs. 10,000 and Kshs. 15,000 for primary and high school teachers respectively as remuneration,” the Lawyers added.

The teachers’ employer is currently recruiting a total of 10,300 intern teachers who are expected to report to schools in January, 2020. The exercise was marred by low turnouts in some recruiting centres as interns stayed away citing low pay and ‘unfair’ contractual terms from TSC.

According to TSC, the intern teachers are to be employed for a contract period of one year. The Commission is not clear on whether it will then employ them on Permanent and Pensionable terms as it happened to the contracted interns in 2010.

But now, the Lawyers wants the Commission to explain Whether in arriving at the above stated amounts it consulted the Salaries and Remuneration Commission. The Lawyers wonder ‘why teachers who are as qualified as permanently employed teachers are subjected to such low salaries,’ adding that they may take legal redress on behalf of the interns.
