TSC Teachers’ Salaries 2021: How Teachers’ Unions “went to bed with the powers that be,” leaving classroom teachers to their own mechanisms; Latest TSC News

That classroom teachers are not protected by the Current TSC Constitution is not news.

Many a time, classroom teachers have been framed in indiscipline cases by the “powers that be.”

We have heard of many disciplinary cases where innocent teachers lose their jobs or get transfered to far-flung stations simply because they are “not in good terms with heads, principals or deputies.”

This is where I pause and wonder whether a teacher has to be in good terms with his or her principal.

I thought that teaching is a noble profession with clear guidelines and code of ethics to govern the conduct of teachers but I was truly mistaken!

Woe unto TSC employed teachers who dare express their genuine views during school meetings.

To avoid soiling their files and reducing their chances of getting promoted, teachers have now resorted to “seeing no evil” since if they go against the demands of their heads, show cause letters will definitely find their way to TSC county offices.

Therefore teachers no longer have any voice. No wonder the phrase “Teach and Go Home” is the first slogan that welcomes any newly recruited TSC teacher in most staffroom. But where did things go wrong?

The boat got rocked when Teachers’ Unions substituted teachers’ rights with a mere pittance from SRC and TSC.

In support of the looming Teachers’ strike aimed at compelling the Treasury CS Ukur Yatani to release money for the 2021-2023 CBA, COTU Secretary General Francis Atwoli noted that it is very illegal to sign a CBA that will be implemented for over 2 years.

This is where KUPPET and KNUT went wrong.

They signed a CBA that denied classroom teachers their rightful dues for five years and now KUPPET remains mum over the next CBA 2021-2023.

The best that KUPPET can do is say that the union is discussing the matter with the relevant authorities. For how long will Kenyan teachers work for peanuts and simsim awaiting the closure of the unending consultations.

Secondly, KNUT recently issued a strike notice over delayed response on the 2021-2023 teachers’ CBA.

I wonder how many teachers will turn up to chant the “solidarity forever” songs especially now that the unions overlooked their needs and sidelined them in favour of school administrators in the current CBA set to end in June.

Besides, some of the teachers who in solidarity failed to report to their stations of work when the unions issued a strike notice in 2016 were victimized by their immediate Supervisors- heads but the unions did nothing to support them.

They were ordered to write show-cause letters and for anyone who deeply understands how TSC works, this is a big deal for any teacher with prospects of landing TSC promotions.

So where does this leave classroom teachers?

It seems that KNUT whose wings have clipped is the only hope for classroom teachers. Unfortunately, the union has been shredded to pieces by the current TSC administration. KNUT neither has the numbers nor the financial might to sustain more court cases.

However, where there is a will, there is a way. This is what KNUT is doing to salvage the next CBA.

KNUT demands for immediate negotiations for the 2021-2023 Teachers’ CBA

The Kenya National Union of Teachers (KNUT) has asked the Teachers’ Service Commission (TSC) to immediately commence negotiations for the (2021/2023) Collective Bargaining Agreement (CBA).

They say the CBA is threatened and risks not being factored in the 2021/2022 fiscal year budget.

Knut National Assistant Treasurer Ali Abdi Hussein says TSC is acting strange over the next CBA talks.

Addressing teachers during the Kakamega North Knut branch election, Hussein said the 2021/2023 CBA had stalled while the current one (2017/2021) was set to expire in June.

“TSC has all of a sudden suspended the implementation of the CBA midstream and refused to constitute a panel to engage union officials,” said Hussein.

He said that was a gross violation of the Labour Relations Act (2007) and the Code of Regulations for Teachers (2015).

He warned that further delay means the new salaries and allowances will not reflect in the new financial year report as they will be deemed behind schedule.

Hussein said it was unconstitutional for TSC to handle the CBA single handedly and forward the proposals to the Salaries and Remuneration Commission (SRC).

“The last CBA did not favour classroom teachers and they were evaluated poorly together with semi skilled and support staff despite some of the teachers having acquired relevant and professional qualifications,” said Hussein.

Knut is now pushing for correction of the mess in the 3rd CBA and hope that soon TSC will see the need to engage them over the same.

Hussein added that they had suggested to have a two cycle CBA from the initial four cycle to enable the union make amends on the agreement whenever need arises.

The official also defended teachers against being in school on weekends saying it was their right to observe and obey their religious backgrounds.

Hussein also said teachers were entitled to engage in national issues including the ongoing Building Bridges Initiative (BBI).

“Education is a fundamental human right aimed fully developing personality and promote mutual understanding, friendship and peace hence need for teachers to support the BBI referendum,” said Hussein.

He also criticized the move by the Ministry of Education to employ school mangers besides school heads to be in charge of free primary education (FPE) and infrastructure funds.

He described the move as a breeding ground for conflict between the two sets of management as was already being experienced between County Education Directors and their TSC counterparts.

All the Knut officials elected unopposed were Simon Ondeyo (Chairman), Timona Mukalo (Vice Chairman), Shadrack Tovoko (Executive Secretary), Silas Sasala (Assistant Secretary), and Emily Mito (Treasurer) Peter Masungo (Assistant Treasurer) and Leah Lumbasi (Woman Rep).

Also re-elected were Lucy Mulombi (PLWD’s), whileDouglas Shamala, Jackline Okwemba and Joseph Katamo captured the BEC Northern, Southern and Central zones respectively.

The Commission is targeting to transfer principals who have served within the same institution for over nine years, those serving in their home counties and deputy principals who have served the same institution for more than six years.

According to TSC guidelines, administrators who have attained the age of 56 or those suffering from chronic illnesses will not be affected by delocalization.

HOW TO REPAY YOUR HELB LOAN

Higher Education Loans Board, HELB was established in Kenya to raise sufficient funds to facilitate tertiary level education, recover matured loans and attain a faster turn- around in the loan repayment process.

It is divided into three:

  1. Undergraduate loans

It deals with the issuance and recovery of loans given to undergraduate students.

  1. Jielimishe loan

It deals with the disbursement and recovery of loans offered to salaried students.

  1. Allocation section

It focuses on the collection and updates on loanees’ accounts

It also has a Debt Management Department which is aimed at recovering all matured loans as per the HELB Act 1995.

REPAYMENT OF HELB LOANS

You are expected to repay your undergraduate HELB loan within one year of completion of studies or the period prescribed by the Board.

You are however free to make voluntary payments before or after completing your studies.

COMPLETION OF HELB LOAN REPAYMENT

Upon completion of repayment of the loan, you should seek clearance from HELB.

Kindly take note of the fact that only HELB and not your employer can confirm your loan repayment status.

OVER-REPAYMENT

In case you pay any extra amount, HELB will refund you.

JIELIMISHE LOANS FOR SALARIED STUDENTS

Unlike undergraduate loans, Jielimishe loans are due for repayment immediately upon repayment.

Successful applicants are normally notified through e-mail.

HELB LOANEE DUTIES/OBLIGATIONS

All HELB beneficiaries are expected to begin repaying their loans within the period specified by the Board.

It is advisable to repay your loan earlier as this reduces the financial burden normally experienced during mid-life.

Other benefits of repaying the loan include accessibility to bank loans, reduced number of loans and reduced chances of being blacklisted by the Credit Reference Bureau (CRB).

For easier repayment, HELB has provided many avenues through which you can repay your loan.

The payment modes suit both employed and self-employed loanees.

TSC New Salary Scales for Teachers for 2021/2022 Financial year

New TSC Teachers’ CBA 2021-2021; Just like their counterparts in the Public Service Commission, PSC, teachers represented by their giant union, the Kenya Union of Post Primary Education Teachers, KUPPET are also anticipating a salary increment come July 2021 under a new Collective Bargaining Agreement, CBA 2021-2023.

This is the only chance for the Kenya National Union of Teachers which has had its wings clipped now together with its sister union the Kenya Union of Post Primary Teachers, KUPPET to redeem themselves having given classroom teachers without administrative duties a raw deal in the previous CBA 2017-2021 set to end this June.

In the New CBA, the Teachers’ employer, TSC has given classroom teachers an upper hand, more salary increment compared to school administrators who are currently reaping from the previous CBA 2017-2021.
Ahead of the next CBA implementation, below are the latest salary scales for all teachers as of the year 2021.

CHIEF PRINCIPALS (T- Scale 15)

These are Heads of Institutions in National and Extra County Schools with over 1000 students. Effective 1st July 2020, they got a salary increment of up to Sh9,496. The lowest earner in this group gets a salary of Sh131,380 while the highest earner in this group earns Sh157,656 per month.

Barely a month ago, members of Parliamentary Education Committee argued against upcoming TSC trainings for teachers. The April 2022 TSC teachers’ training on the new Competence-Based Curriculum, CBC is however a necessary evil since CBC learners are expected to undertake their end of primary course Examinations to be administered by the Kenya National Examinations Council, Knec come December 2022. This means that in January 2023, secondary schools in Kenya will be bursting at the seams following the double transition of primary school candidates to both junior CBC Secondary Schools and the normal 8-4-4 secondary schools. The good news is that the junior secondary schools will be independently managed.

TSC April CBC training of teachers on Junior Secondary at a glance

At least 60,000 secondary school teachers will attend the Competency Based Curriculum (CBC) training in April this year.

According to the Teachers Service Commission (TSC), the tutors will be retooled in various subject areas offered under junior secondary school section.

For teachers teaching Biology and Chemistry they will be trained on how to handle Integrated Science and Health Education which are subjects offered in junior secondary school.

The content under Integrated Science section will consist of basic information on physics, chemistry and biology.

It has common elements with the current subjects such as general science. This means therefore, the current teachers of physics, chemistry and biology once retooled will comfortably handle this new content.

There is no need for a special teacher of integrated science. Students who will show interest in Integrated Science will most probably end up taking the Science Technology Engineering and Mathematics (STEM) pathway in senior secondary school.

The content under Health Education will include environmental science, public health, personal hygiene and nutrition.

Currently, teachers of Biology and Home Science already teach components of Health Science.

Consequently the teachers of biology and home science only need to be retooled in order to effectively teach the subject.

For teachers teaching Physics and Mathematics they will be trained on how to handle Pre-Technical and Pre-Career Education which is a subject in junior secondary section.

Pre-technical and pre-career education will be offered in woodwork, metalwork, technical drawing, electricity, electronics, typewriting, shorthand, accounting, home management, textiles and clothing, and auto mechanics.

The technical teachers currently in some of the high schools will continue teaching this new content.

Teachers of home science and some mathematics/physics teachers will be prepared to handle the pre-technical and pre-career education preparing learners to join the CTS in senior secondary.

For teachers teaching Geography, History and CRE they will be trained on handling Social Studies in junior secondary.

Areas to be covered includes components of history, geography, governance and citizenship.

Currently, teachers of history, geography and social studies have the prerequisite knowledge to effectively teach this content.

However the April CBC training will be the first phase of the programme involving secondary school teachers.

This phase will target those teachers handling Science and Physical Education subjects.

The 60,000 teachers to be trained will be those handling Biology/Chemistry, Physics/Mathematics, and Physical Education according to a circular released by TSC CEO Dr. Nancy Macharia.

Biology and Chemistry teachers will be equipped with expertise on how to handle integrated and health science while those teaching Physics and Mathematics will be retooled to teach pre-technical and pre-vocational education.

Physical Education teachers are expected to teach Sports and Physical Education in secondary schools according to the circular.

In April, the retooling will be in form of five day face to face training while subsequent continuous learning on the new subject areas will shift online.

Venues for the programme across the country will be carefully selected to ensure teachers can easily access them.

NB: ICT will be a delivery tool for all Subjects

Junior secondary school will expose learners to a broad based curriculum to enable them to explore their own abilities, personality and potential as a basis for choosing subjects according to career paths of interest at the senior school.

Learners in junior secondary will undergo a rigorous career guidance programme and will be exposed to the related subjects to enable them make informed choices as they transit to senior school.

The subjects to be taught in junior secondary are in two categories; core and optional.

At this level, a broad based curriculum is offered to enable the learner to explore their own interests and potentials.

Core subjects at this level will include; English, Kiswahili or Kenyan Sign Language for learners who are deaf, Mathematics, Intergrated Science, Health Education, Pre-Technical and Pre-Career Education, Social Studies, Religious Education, Business Studies, Agriculture, Life Skills Education, Sports and Physical Education.

Optional subjects will include; Visual Arts (Fine Art, Photography), Performing Arts (Music, Dance), Home Science, Computer Science, Foreign Languages, Kenyan Sign Language and Indigenous Languages.

At Grade 4, learners will be introduced to the optional subjects offered at upper primary so as to make informed choices at Grade 7.

To apply, use this link tsconline.tsc.go.ke/tsc-teacher/log/in…” reads a TSC advert to all teachers. The application deadline is on 6th February, 2023.

According to the TSC deployment advertisement above, teachers with C+ and above in KCSE and two subject combinations or their equivalent can apply immediately.

Qualifications for teacher deployment from Primary to Junior Secondary Schools

To qualify, you require the following:

  • At least C+ (Plus) mean grade at Kenya Certificate of Secondary Education (KCSE) or its equivalent;
  • At least grade C+ (Plus) in the two teaching subjects at Kenya Certificate of Secondary Education (KCSE) or its
    equivalent;
  • At least 8 Units in each of the two teaching subjects.
  • Must be serving as a primary school
    teacher under TSC.
  • NOTE:
    Only teachers serving under P&P in public primary schools who meet requisite qualifications are encouraged to apply.

TSC TEACHERS CAN NOW ACCESS BANK LOANS USING THE NEWLY ADJUSTED PAYE

In a nutshell

Some banks have started calculating the teacher’s ability to repay loans based on the new tax relief

Tutors who may be interested in applying for bank loans during the Covid-19 period are likely to reap more from the newly adjusted Pay As You Earn, PAYE.

This is after some banks notified their clients via SMS that the issuing of bank loans will be pegged on the new tax relief.

This, therefore, means that teachers are likely to get more money at their disposal for various developmental projects.

In one of the messages seen by our media team, National Bank informs its clients, teachers about its latest move-taking into account the New Tax Relief in lending.

“I am glad to inform you that we are now considering the New Tax Relief in lending. You, therefore, stand a chance of higher qualifications. For calculations and inquiries please contact 07xxxxxxxx,” reads part of the message sent to teachers who bank with NBK.

Other banks such as ABSA gave teachers a three months’ loan break to cushion them against the biting effects of the coronavirus.

TAX RELIEF

Since the President’s announcement of tax relief for various categories of employees in Kenya, teachers have been enjoying slightly higher salaries that are likely to improve their ability to repay and hence qualify for higher loans.

Teachers’ Pay As You Earn, PAYE was consequently reduced following the President’s directive from 30 to 25 percent.

Employees earning a gross monthly salary of less than Kshs 24, 000, on the other hand, are currently enjoying 100 percent tax relief.

The President also suspended the listing of persons in micro or medium enterprises by the CRB whose loan accounts were in arrears or due effective April 1, 2020.

TSC Shocker for Teachers Posted to Hardship Areas Following this Latest official Announcement

The Teachers Service Commission (TSC) has taken many teachers bybsurprise after it reviewed the list of subcounties that will from now henceforth be Reffered to as Hardship areas.

 

Consequently, teachers who have been working in these areas and have been receiving incentives (hardship allowances) to help sustain them in those places by compensating for lack of social amenities, infrastructure and a challenging environment will have to take a huge pay cut.

 

The Commission made an official announcement that will see teachers working in these areas have their Salaries reduced significantly.

This announcement comes after TSC kicked off the process of mapping out and reviewing hardship regions in the country in September 2920.

 

TSC Paycuts 2020

This  salary reduction of hardship allowance in areas where it has been scrapped off is expected to take effect on 1st December 2020.

TSC officers had been dispatched to various sub counties to assess and collect data for centers to be excluded because of the development achieved in such areas over time and others to be included to enjoy the incentives because of the conditions which are likely to demotivate teachers from working in such areas.

Two months ago World Bank called for scrapping of hardship allowances paid to government employees to save kshs. 3 billion as part of cost cutting measures to return the country on track after increased spending during coronavirus pandemic. Hence the Move by TSC.

 

“The review of hardship zones is needed as several regions have developed their infrastracture and social amenities over the last two decades and are no longer classified hardship areas,” read the World Bank report on Kenya Public Expenditure Review.

TSC has listed some counties as hardship areas but not all schools or Sub counties are captured as hardship centers.

 

Previous Counties listed as hardship areas by TSC were Mandera, Marsabit, Wajir, Turkana, Samburu, Lamu, Isiolo, Taita Taveta, Garissa, Kilifi, Kwale, Narok, Tana River and West Pokot.

The Teachers Service Commission, TSC is a body responsible for the recruitment and deployment of qualified teachers from time to time.

The year 2021 is one of the best for P1 teachers with degree qualifications, teacher interns,  and graduates since the Commission announced several vacancies to be filled on a competitive basis.

Latest news reaching us at newspro.co.ke now indicate that the TSC is in a rush to deploy all the deserving primary school teachers with C+ and degrees to Junior schools.There are high speculations of higher deployment slots next year as compared to the current 1,000 per year. This is for the double transition in 2023 which will need more secondary school teachers.

There are also some 1,000 P1 practising teachers who are set to be deployed to secondary schools by September. These teachers recently submitted their applications online to the Commission and had their hard copy letters get verified and retained at the counties. They are soon smiling in the next few weeks as they will be in their new classes in September.

The teachers who will be deployed next year will probably emerge the luckiest. Currently, TSC is deploying these teachers to far schools from their current stations.This depends on where the vacancies exist. Next year is likely to be different. Some good number of primary schools will be used as Junior schools in 2023 as said before by ministry of education.

Incase of deployment, a primary school teacher who deserves to be deployed will likely to be posted just in the same compound as a junior secondary school teacher next year in preparation for January 2023 opening.

In 2023 when Grade 6 will move to Grade 7, the current Class Six learners under the 8-4-4 system will also be enrolled to Form One after sitting the Kenya Certificate of Primary Education Examinations (KCPE).

The junior secondary school will include Grades 7, 8 and 9. The pioneer pupils under the new 2-6-3-3-3 Competency-Based Curriculum (CBC) system will transition to junior secondary school in 2023 after sitting the Grade 6 national examinations.

The Ministry of Education has since selected several primary schools for upgrading to junior secondary schools. Those with better infrastructure will be upgraded to host Junior Secondary School (JSS) wing.

Under-enrolled schools and those in close proximity will be merged and either one of the institution’s infrastructure improved. Some schools will have a combination of both primary and junior secondary in the same compound.

It is still debatable whether the Teachers service Commission will reduce its strict guidelines for the practising P1 teachers to serve the considering that teachers who graduated in various institutions do not attain the minimum KCSE grades required by TSC for one to teach in secondary school.

TSC has only been deploying P1 teachers with Degree in secondary school options and those who have attained at least a minimum grade of C+ in the Kenya Certificate of Secondary Education (KCSE).

In addition, the above teachers must also possess at least a C+ in their subjects of specialization and meet the minimum teaching units needed for Bachelors Degree in Education.

TSC database points that 6,347 primary school teachers possess a degree with a minimum grade of C+ at KCSE and C+ in their main teaching subjects as of July 2020.

“Approximately 1,250,649 learners enrolled at Grade 4 in 2020 will transit to Junior secondary school (Grade 7) as the first cohort of the 2-6-3-3-3 while the 1,320,395 Standard Six cohort of 2020 will transition to Form One under 8-4-4 system in 2023,” reads the CBC task force report.

Promotion and deployment of primary school teachers to junior secondary schools will be cheaper than conducting fresh recruitment. TSC will deploy 1,000 p1 graduate teachers to secondary school this financial year (2021 – 2022).

In order to realise a 100 per cent transition from primary to secondary schools, TSC advertised 1,000 deployment jobs in 2019 and 2020.

Those successfully deployed will begin at job grade C2 at a salary scale of 34,955 per month then move to the job grade C3 following completion of 3 years as specified in Career Progression Guidelines (CPG) for teachers.

Unlike other shortened holidays courtesy of the Covid 19 pandemic, teachers are at last breathing a deep sigh of relief now that they are headed for a longer holiday this month. According to the 2022-2023 revised academic/term calendar below, schools are set to close next week in preparation for the 2021-2022 KCSE and KCPE national exams.

When will 2021/2022 KCPE Exams Start?

The KCPE exams will officially kick off  on March 7, 2022 and will end on 10/03/2022, after four consecutive days. Teachers have already been contracted by the Kenya National Examinations Council, Knec to Man the 2021-2022 Kenya Certificate of Primary Education, KCPE national exams.

To pave way for this important national exercise, all primary and  secondary schools are set to close on 4th March, 2022 to ensure a smooth administration of  the 2021 KCPE and KCSE exams in March/April 2022.

The 2021-2022 KCSE candidates on the other hand will sit for their 2021 exams beginning from 11th March,2022 to 1st April,2022 for a period not exceeding three weeks.

As over 242, 000 teachers plan to supervise and invigilate the coming National exams, they have to strike a  balance between their designated roles and the upcoming TPD training during this coming holiday.TSC had rolled out the new TPD modules training that is supposed to see teachers renew their certificates after every five years for a period of 30 years.Unfortunately,the teachers are supposed to pay ksh 6000 per year for the training.Teachers have vehemently opposed this move by TSC.

 

There are some teachers who had already began the trainings last December.These teachers definately paid their money for both registration and training.Luckily,the Ministry of education is set to bear the cost of the trainings per teacher in case the MPs’ move to review the budget for this succeeds.If the Government decides to pay,then the teachers who had already paid their money may not get their money back.This is because they had already got the services in the first stage of the trainings.However,those who are yet to start are likely to have nothing to lose.

The Teachers Service Commission is set to Start Registering Teachers Afresh to Clean its Payroll

“The Standard” has unearthed the Teachers Service Commission’s plan to clean its payroll by registering teachers afresh.

This countrywide TSC teacher registration process is set to begin next week.

According to The Sunday Standard, all TSC employed teachers will have to undergo fresh headcount at the school level.

Afterwards, the teachers’ data will be identified at the zonal level. This therefore means that the TSC is relying on school heads to do a thorough job in collecting data now that the smallest centre of data collection being the school.

This means that teachers who are currently earning salaries without proper documents and qualifications will be sent parking.

Similarly, TSC teachers who irregularly acquired TSC numbers and registration certificates will be identified and deregistered by the Commission.

The first pilot phase of TSC biometric registration will take place from May 11 2020 to May 15 2020. It will be carried out across seven counties in Kenya.

143 primary, secondary and tertiary institutions of learning in Uasin Gishu, Homa Bay, Nyeri, Kilifi, Kitui, Bungoma and Garissa will be selected on a pro-rata basis for pilot testing.

The clean will affect teachers in primary, secondary and tertiary learning institutions, Curriculum Support Officers, CSOs and special programmes across the 47 counties.

This move follows several instances of conflicting teachers’ data that continues to be released by the Commission.

Conflicting Numbers OF TSC Teachers

According to the latest data released by TSC ahead of the stakeholders registration meetings, there are 316, 662 teachers in both primary and secondary schools in Kenya.

According to the TSC, 217, 281 teachers have been deployed to serve in 22, 633 primary schools across Kenya while 99, 381 teachers are serving in 8, 865 secondary schools in Kenya.

This data conflicts the one presented before the National Assembly Education Committee which indicates that there are 211, 046 primary school teachers and 94, 522 secondary school teachers.

According to the TSC, the upcoming headcount of TSC teachers will help the Commission verify teacher distribution, utilization and specialization in all government learning institutions.

It will also help the TSC to update its current details on teacher’s biodata and validate teaching gaps in all public schools and training colleges based on size and learner enrollment.

This grand finale will put to a stop claims that thousands of teachers have over the years been drawing huge salaries from the Commission irregularly.

Besides, KNUT and KUPPET have previously accused the TSC of failing to clean up their payroll.

This sounds great in the spirit of disciplining our children in the sense of guiding them to do what is deemed right but what does the law say on corporal punishment?

Over time corporal punishment has been used to ‘straighten’ crooked children both at home and even at school against what the Kenyan Constitution article 53 stipulates:
Section 53 safeguards the rights of all children against all forms of inhuman treatment and punishment.
This is further buttressed in section 4 of the TSC ACT 2012 which provides that the Commission in the performance of its functions  and excersise of its powers will all times take into account the best interests  of the learners.
Further, section 36(1) of the Basic Education Act, 2013 explicitly states that no pupil shall be subjected to torture and cruel, inhuman or degrading treatment or punishment in any manner, whether physical or psychological.

It really irks me to bits when news of a teacher or teachers pop on all sorts of media  from social to mainstream of these same violations!
Why can’t teachers read the code of conduct, ethics and regulations designed for them and avoid these unnecessary embarrassments?

Why would the teachers insist on caning students in the name of disciplining them, while the very parents whose kids are getting corrected are the same people taking  them to court and initiating disciplinary actions against them?
We have seen news on TV of ‘badly tortured’ pupils tagged along with their parents demanding for ‘justice’ but on the flip side we have not seen the same parents protesting against indisciplined students who have been reported assaulting or even killing teachers!
A case in point is Moto Secondary school in Kuresoi subcounty Nakuru County that has had a teacher get interdicted over corporal punishment allegations!
For those who are familiar with this school, they would witness for free of how indisciplined the school has been. We have heard of teachers having been harassed by some students at the said school. However the school has been on the right tragectory disciplinewise and even academically since 2019 courtesy of the teachers’ and the new principal’s passion of transforming the young generation, one child at a time!
Unfortunately, this is not getting appreciated if the news of interdiction and a hostile community is anything to go by.
How effective are Guidance and Counseling Departments in dealing with Discipline? 
We are aware of very indisciplined cases of students some who even pose a threat to teachers. Cases of drug and substance abuse among school going children is on the rise making teaching and learning very difficult in some institutions! The Teachers Commission has been insisting on correcting the students through Guidance and Counseling Departments! But wait.
How exactly are teachers supposed to deal with in discipline cases when it is obvious that the Guidance and Counseling Departments do not have the capacity to counsel and guide the Adolescents? When last did the ministry of Education and TSC invest in training of the Guidance and Counseling Masters and Mistresses?
‘Things on the ground’ like the Kenyan lingo goes ‘are different’ and the truth is: Teaching has become elephant for most Kenyan teachers in dealing with a very indisciplined lot!
Know the law. 
Meanwhile I appeal to the Kenyan teachers to read the law: The Basic Education act and Code of Regulations for Teachers (2015) , TSC act (2012)and the Teachers Service Commission Code of Conduct and Ethics (2015)

The salary and other allowances paid to teachers recruited by the Teachers Service Commission TSC-Kenya varies depending on a wide range of factors.

Factors that affect the salary paid to TSC teachers encompass: academic qualifications, work experience, location of the teachers’ work stations/ schools etc.

This article seeks to give sufficient information on how TSC remunerates teachers posted to secondary schools at grade C1 Former Job Group J.  

Teachers Service Commission (TSC) Secondary Teacher III is a Secondary school teacher in grade C1 (formerly job group J).

 

Of important to note is that Grade C1 is an entry grade for secondary school teachers who are holders of Diploma in Education.

This job group has five notches. Both commuter and house allowances are equal in all the s=five notches. Basic salary varies from one notch to another. Teacher in the first notch earns a basic salary of kshs 27,195 while the teacher in the sixth notch takes home a basic salary of kshs 33,994.

The amount a teacher in the grade B5 receives depends on three factors;

Physical location of the school – A school that is located in an area mapped as municipal zone will get more commuter and house allowance. Similarly school that is located in an area mapped as hardship areas will get hardship allowance. A teacher in grade B5 will get a monthly hardship allowance of kshs 8,200.
Notch (SALARY POINTS) There are six notches. Each notch has different basic salary. The salary increases from the first notch to the highest notch(fifth).
Physical Disability: This is another factor that contributes to the amount a teacher takes home. In tis job group a teacher who is physically challenged is entitled to a disability guide allowance of ksh 20,000 per month.
