Members of the National Assembly of Kenya have rallied behind the Teachers Service Commission (Amendment) Bill, 2024, sponsored by Hon. Abdul Haro, that proposes to standardize teachers’ allowances and end unremunerated acting appointments in schools.

The Bill, which seeks to amend the Teachers Service Commission Act No. 20 of 2012, proposes to formalize various allowances payable to teachers and introduce structured guidelines on acting appointments within the Commission.

In moving the Bill for Second Reading, Hon. Abdul Haro (Mandera South) pointed out the amendments will entrench fairness, predictability, and certainty in the management of allowances in the teaching profession. He added that prolonged acting appointments without remuneration had become a demoralizing trend within the sector.

“We have teachers who act as deputy head teachers or principals for years without being confirmed or compensated. This Bill seeks to formalize and entrench fairness in acting appointments so that teachers serving in such capacities are duly recognized and remunerated,” said Hon. Haro.

The proposed law outlines allowances payable to teachers, including house, commuter, hardship, special duty, responsibility, special school, reader’s facilitation, leave, and transfer allowances. Notably, it restricts acting appointments to a period between one and six months, after which the position must be substantively filled.

Seconding the Bill, Hon. Dorothy Ikara (Nominated) lauded the initiative, describing it as a “shield for teachers against administrative injustices.”

“Teachers have endured anxiety and frustration when serving in acting capacities for years without confirmation. This Bill introduces fairness and structure, ensuring no teacher is left in limbo. Acting teachers must be paid acting allowances, this should not be left to the discretion of the Commission,” she emphasized.

Hon. Ikara added that the Bill aligns with constitutional values under Article 41 on fair labour practices and Article 237, which establishes the Teachers Service Commission.

“Teachers are not asking for favours; they are asking for fairness. Supporting this Bill means supporting the very foundation of our education system and the future of our children,” she stated.

Contributing to the debate, Hon. Joshua Makilap (Baringo North) said the amendments will restore dignity and authority to administrators in acting positions, who often lead schools without enjoying the privileges or respect that come with substantive appointments.

“When a teacher is appointed to act but receives no allowance or recognition, it erodes their authority and morale. This Bill seeks to dignify the teaching profession by ensuring that acting administrators enjoy the privileges that come with their responsibilities,” Hon. Makilap noted.

Lawmakers also commended the Bill for promoting transparency through mandatory consultation between the Teachers Service Commission and the Salaries and Remuneration Commission (SRC) on remuneration structures.

Hon. Robert Basil expressed support, saying the Bill would enhance teacher morale, stabilize school leadership, and improve education outcomes.

Debate on the Teachers Service Commission (Amendment) Bill, 2024 is expected to continue next week.

Baringo High School || SCHOOL’S HISTORY

The school was founded in 1st August 1965 as a Day Harambee School under the sponsorship of African Inland Mission (A.I.M) now African Inland Church (A.I.C) on land donated by the Church. It started with 40 students as a mixed school, 10 girls and 30 boys.

Mrs. Newman was the founder of the school and served as co-headmistress to the headmaster, Mr. William Baruett, from August 1965 to October 1965.

Having been a Harambee school since its inception, the school was taken over by the government in 1980 and first registered as a public school on December 15, 1981, under certificate number G/A/97/81. Before the introduction of the 8-4-4 system, Baringo High School was an A-Level mixed secondary school.

It was then re-registered as a four-stream mixed school with a maximum population of 640 students on December 6, 1996, under certificate number GP/A/638/96. The school was converted to a boys’ school by the D.E.B. Koibatek district on January 9, 2006, with a population of 550 students.

Baringo High School’s Full History

The school’s Administration Complex, Nyayo Dormitory, and the three Block Houses for teaching staff were constructed by His Excellency the late President Daniel Toroitich Arap Moi, who was also the patron of the school through the then Board Chairman, Mr. Eric Kotut.

The school also acknowledges the late former head of state, Daniel Toroitich Arap Moi, for the provision of facilities in the Boardroom, Head Teacher’s offices, some departmental offices, leveling the school grounds, and acquisition of extra land for the school.

Since then, the school has continued to grow in terms of physical facilities, number of students, non-teaching staff, and teachers. Currently, the school has over 40 TSC teachers, over 10 BOM teachers, and numerous essential staff members. The school now has 10 dormitories accommodating over 1,418 boys.

Student discipline has greatly improved, and the school’s academic performance in the Kenya Certificate of Secondary Education (KCSE) has steadily risen, with a number of students qualifying to join various universities every year.

In the 2023 KCSE, the school presented 297 candidates, with over 90% attaining the minimum university entry grade required for full government sponsorship.

ALL EARS TRAINED TOWARDS PRESIDENT UHURU KENYATTA’S SPEECH TODAY

The nation has all its eyes and ears trained towards what direction the president will give concerning the reopening of schools in his state of the nation speech expected today.

This follows professor Magoha’s words yesterday that president Uhuru Kenyatta would issue instructions on when the schools will be reopened after getting abruptly closed back in March to control the spread of Covid 19 in the country.

The cabinet secretary for education, Magoha remained tight-lipped on when the students are likely to go back to school, opting to hint that the decision made will be purely based on the recommendations of the Covid 19 National Education Response Committee.

Magoha went further assuring the nation that the government in collaboration with development partners is establishing mitigation measures in all learning institutions to cushion them from any spread of the deadly virus.

He clearly said that his ministry was not in any hurry to reopen the schools because the new spread of Covid 19 cases was on the upward trend in the country, casting fears as to whether the nation was fully prepared to handle the virus. “The pandemic is still spiking. Nobody has reopened schools when the disease is still spiking. South Korea and Israel did everything right, reopened schools, and were forced to close when the disease started killing students”, Magoha said.

Levels of preparedness of all education stakeholders

Magoha further announced that his ministry will review the report presented to the president to be in an informed position of advising the country on the direction to be taken regarding this year’s already affected academic calendar. He quipped that most of the recommendations touch on the degrees of preparedness that every education stakeholder starting from the ECD centers, primary and secondary schools, teacher training colleges, other tertiary institutions, and Universities will have to adopt.

Schools and universities as quarantine and isolation centers

He said that the decision made will purely be informed by the data and evidence provided by the sister ministry of health led by cabinet secretary- Mutahi Kagwe. This he said was necessary bearing in mind that a total of 351 public schools are in utilization as quarantine centers while some universities are covid 19 isolation centers.

Parents shunning responsibility

Professor Magoha strongly advised the parents to take complete charge of their children during this covid19 period. He complained that some parents had neglected their children exposing them to a lot of trouble.

“On a sad note, the ministry has noted that some parents, guardians, and caregivers are not providing sufficient care to their children while at home. For instance, we have received reports that some form one girls have become pregnant since the schools were closed in March 2020”, Magoha lamented.

Girls on government scholarship pregnant

He brought to the fore that some of the adversely affected school-going girls were on a four- year scholarship plan by the government and its partners. He also informed the parents to take caution of the Directorate of Criminal Investigations(DCI)  warning of internet child abusers who have commenced enticing children into myriad cyberspace offenses after invading their online learning platforms.

“The ministry wishes to urge parents, guardians, and caregivers to firmly take charge of the custody of their children while at home to protect them from sexual and drug abuse, teenage pregnancies, female genital cutting, and child labor,”  Magoha said.

Form One Selection 2021; CS Magoha Responds to parents’ Quest to Change Form one placement

Form One Reporting Dates: MoE Issues Official Form One Reopening Dates

Form One Placement 2021: Education CS George Magoha has responded to parents who have been protesting the Form One placement of their children.

While speaking to the press on Thursday, June 17, Magoha told the parents to be contented with the placement process.

He also explained that the government would ensure that all students were properly funded and that all schools in Kenya were good institutions.

“The question we have to ask ourselves is ‘which one is a good school?’ As far as I am concerned, a good school is any school found within the confines of the Republic of Kenya because the government gives equal amounts of Ksh22,244 to every child in whichever school.

“This has been proven when you saw sub-county schools converting 191 marks into university material. This craze of Top 10 schools must stop,” stated Magoha.

He further noted that the slots in the most preferred schools were way fewer that the number of students requesting to be admitted in them.

“We cannot fit about 100,000 children in 5,000 slots so stop making noise and encourage your children. It is not the school that will make the child but their zeal and zest,” added Magoha.

Magoha on Tuesday, June 15, during the launch of the Form One selection results in Nairobi, disclosed some schools unexpectedly got thousands of applicants from KCPE 2020 candidates.

Shortly after the announcement, parents began protesting that their children had not been placed in institutions they preferred.

Some claimed that the children were admitted in day schools far away from their homes noting that it would be tedious for the children to attend the institutions on a daily basis.

During the release, Magoha had noted that all the 8,091 candidates who scored 400 marks and above had been admitted to national and extra-county schools.

Some of the unexpected schools that received thousands of applications include Nanyuki Boys High School (154,524), Kabianga High School (142,000), Nyandarua High School (123,000), Nakuru High Schools (100,000), Butere Highest School (94,000) and Mbooni Girls (93,000).

Some of the popular schools that got thousands of applicants include; Alliance Girls High School (105,000), Pangani Girls High School (124,000), Maseno School (104,000) and Kapsaret Boys High School (95,000).

“It is important to educate our teachers that the best schools are not the ones that we are applying to, otherwise, selection becomes difficult,” the CS stated.

Form One students are expected to report to school on August 2, 2021

Teachers employed by Teachers Service Commission, TSC are stratified into two major groups: those with administrative responsibilities administrators and those without- non-administrators or regular classroom teachers. The Commission has also come up with thirty-six (36) job titles technically referred to as grades for teachers.

The administrators’ group constitutes Headteachers, Deputy Headteachers, and Senior Teachers in primary schools as well as Principals, Deputy Principals, Senior Masters and Senior Lecturers in post-primary institutions (Secondary and Tertiary).

The remaining job titles comprise of teachers who are non-administrators. It is crucial to note that TSC promotions from a non-administrative grade to an administrative one requires at least three years.

For a teacher to get promoted from one administrative post to the next however, the case is different since such tutors have to be subjected to rigorous assessments through highly competitive interviews given the limited number of administrative posts within learning institutions.

Besides, teachers’ salaries are also pegged in the various grade/ job group. Those with administrative positions are ranked higher compared to regular classroom teachers without administrative responsibilities.

ODM leader Raila Odinga yesterday confessed that he is worth Kshs 2 billion in property and shares.

Raila further noted that his Karen house is worth Kshs 300 million. Speaking on NTV live, the Former Prime Minister of Kenya sought to end the illusion that many Kenyans have regarding his status of wealth.

He said that many think he is wealthy, something which is not true. “I am worth about two billion shillings,” said Raila.

RAILA’S PROPERTY AND COMPANY SHARES

During the interview with NTV, Raila said that most of his wealth was in the form of property such as his Karen house and company shares.

RAILA ON BBI

He also clarified that the BBI process has got no connection with the 2022 elections. On the contrary, BBI is aimed at enhancing inclusivity.

He said that he does not see himself in the BBI structure of power. “I have never said I wanted to be in any of those positions. I and Uhuru are not looking at ourselves on how or what function we will play in that structure” said Raila.

RAILA ON 2022 ELECTIONS

The former Prime Minister was however not clear about whether he will be seeking any political position in2022. When queried, he casually dismissed the subject saying he has never said that he wanted any position in 2022 and that is a subject he would rather not deal with now.

He dismissed the mentality that he was using BBI to enrich himself saying that he had not even been paid his retirement as a Prime Minister.

His punchline was that he does not understand why some “people” are angry over his state appointments.
