HELB TO SHAME DEFAULTERS SINCE 1975 ON NEWSPAPERS

HELB loan defaulters now have a 30- days grace period to clear their outstanding loan balances.

The Higher Education Loans Board is now breathing fire since it has threatened to publish names and photographs of all defaulters since the year 1975.

HELB NOTICE: PUBLISHING OF NAMES AND PICTURES OF LOAN DEFAULTERS

The Higher Education Loans Board, HELB wishes to notify the general public and all loan defaulters that the HELB student loan is a government debt that should be repaid according to the terms and conditions on which it was advanced.

Unfortunately, some HELB beneficiaries have failed to honour their part of the bargain despite previous official communication addressed to them.

These defaulters are thus denying other needy Kenyan students a chance of accessing higher education.

Kindly note that the names and pictures of all HELB loan defaulters since 1975 hall be published in all mainstream media- newspapers after 30days from the date of this notice.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

About the Grade 10 Selection System

The Grade 10 School and Career Pathway Selection System is a national digital platform developed to assist Grade 9 learners in making informed decisions as they transition to Senior School. The platform enables students to select their preferred Pathways, Subject Combinations & Senior Schools in line with Kenya’s Competency-Based Education (CBE) framework.
The  goal is to empower learners to take control of their educational journey by aligning their selections with their individual talents, interests, and aspirations.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements at Senior Schools

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

TSC  Directs Teachers on its Payroll to Register with Curriculum Support Officers and Sub-County Education Directors Ahead of Community Based Learning Rollout by August 12, 2020.

The Teachers Service Commission, TSC has directed all TSC-employed teachers to submit their details to the Curriculum Support Officers and Sub-County education directors within their current residences by Wednesday August 12, 2020.

Teachers are kindly requested to adhere to the set deadlines and guidelines to engage learners who are currently idle in a constructive manner.

TSC Circular on Community-Based Learning

In a circular dated 11 August, TSC CEO Dr. Nancy Macharia has detailedly outlined guidelines that will guide teachers in carrying out community-based learning.

“All teachers employed by the Commission are directed to register with the Curriculum Support Officers and Sub County Directors within Zones and Sub-County where they are currently staying in by 12th August 2020 with view to undertaking community-based learning which has been identified as means of engaging learners during the current period when schools are closed as result of the Covid 19 pandemic,” stated TSC boss Nancy Macharia.

Teachers to undergo orientation and/or induction on Community- Based learning

Orientation and/or induction of teachers on learner engagement will be carried out through a multi-agency approach (Ministry of Education, Ministry of Interior and Coordination of National Government, Ministry of Health, and the Teachers Service Commission).

The community-based learning program will be coordinated jointly with the Ministry of Education, Ministry of Interior and Coordination of National Government, Ministry of Health, and the Teachers Service Commission. 

Role of Teachers in Community Based Learning(Nyumba Kumi Learning)

Teachers will play a pivotal role to ensure the success of the program.  In this respect, teachers will be expected to carry out the following  activities:

  1. Heads of institutions should be in school at least once per week to supervise and monitor the program.
  2. Utilize the Nyumba Kumi program to ensure that all learners participate in the program.
  3. Set up a face to face program of engaging not more than 15 learners while strictly observing the Ministry of Health Guidelines and protocols. This engagement should be at least 4 hours a day at no charge.
  4. Organize the learners as much as possible according to their classes and/or age groups to ensure that the topics under discussion are relevant, suitable, and appropriate to the group.
  5. Sensitize and educate the learners on the guidelines and protocols issued by the Ministry of Health towards the containment of the Covid–19 pandemic.
  6. Identify in consultation with the officials from the Ministry of Education and Ministry of Interior, suitable places like community halls or open spaces where a conducive environment may be created to enable learning to take place within the community. Such places should be well arranged in strict adherence to the Guidelines and Protocols issued by the Ministry of Health.
  7. Develop a daily activity-based program for engaging learners on life skills and values such as weeding, cultivating, grazing animals, storytelling, planting, debating life issues, hygiene, and other related activities.
  8. Provide learning activities in reading and numeracy and other subjects of interest to learners to keep them engaged.
  9. Develop task-based activities for learners to undertake during the session or while with their parents at home.
  10. Utilize available radio, television, and online content within the reach of children to make learning interactive.
  11. Assign reading and exercises to learners for home study.
  12. Conduct remote daily or weekly follow up with students and parents.
  13. Utilize local resources during the learners‘ engagement.
  14. Offer guidance and counseling and psychosocial support to learners.
  15. Monitor the progress and the status of learners and provide information to Curriculum Support Officers.
  16. Code of Regulations for teachers and Code of conduct and Ethics for Teachers shall prevail.

The 2020 form one selection exercise has just been concluded today.

This is good news to the more than one million 2019 KCPE candidates who sat for this year’s national exams since they will know their destination-Secondary schools come January 2020.

2020 FORM ONE SELECTION TO NATIONAL SCHOOLS

According to the Ministry of Education, the number of students who will be admitted to national schools will rise next year.

According to The Standard Digital, the Ministry of Education will be obliged to raise the number of students joining national schools due to Kenya’s new education policy-100% transition

Last year, national schools admitted 29, 000 students but due to the higher number of KCPE candidates this year, the Education CS Professor George Magoha will be forced to increase the admission to these schools.

2020 FORM ONE SELECTION TO NATIONAL SCHOOLS CRITERIA AND STATISTICS

Unlike the previous admission-29, 000 students, the Ministry of Education is expected to create more than 30, 000 slots to accommodate more 2019 KCPE candidates in National schools.

Given that only 9, 770 KCPE 2019 candidates attained the pass mark (400 marks) and above, national schools will be forced to lower their entry grade.

100% TRANSITION POLICY ENIGMA

The 100% Transition is a government policy aimed at ensuring that all KCPE Candidates successfully transit to secondary school whether they are academically gifted or not.

Initially, some of the KCPE candidates who attained extremely low marks were forced to join vocational training institutions (TVET) institutions since they missed out on slots to join secondary school.

Some principals are however strongly opposed to the idea of implementing the 100% transition policy citing the rise of indiscipline cases in secondary schools.

Besides, some of these students were reluctant about joining secondary schools but have been pushed to the edge by the government.

2020 FORM ONE NATIONAL SCHOOLS’ SELECTION CRITERIA

HERE IS THE 2020 FORM ONE SELECTION SYSTEM FOR NATIONAL SCHOOLS

National schools are ranked the highest in Kenya.

This is because they are well equipped with learning resources that facilitate smooth learning.

Unlike County, extra-county and sub-county secondary schools, national schools are few hence paving the way for a stiff competition for KCPE candidates wishing to join them.

Selection is usually done online through the Ministry of Education.

Below is a set of instructions on how to select your preferred national school:

  1. Select the county and sub-county in which you sat the KCPE exam.
  2. Key in your index number and submit.
  3. Click on the “admission letter” tab at the bottom of the page to get your admission letter.
  4. Click on the “Print” or “Download” icon to download your letter to your phone or computer.
  5. Give the copy to your headteacher for endorsement. The headteacher is expected to stamp it in the space provided.

The Kenya Universities and Colleges Central Placement Service (KUCCPS) is a body mandated by the government to align careers for students who have satisfactorily completed their four year secondary school course.

The central placement service relies on the  Kenya Certificate of Secondary Education, KCSE Knec Results to effectively place candidates in various courses and tertiary learning institutions.

This year, Newspro is pleased to inform you that KUCCPS has lengthened the school/centre application period to April 16, 2021 to give schools that have not submitted KCSE candidates’ choices of courses and universities/colleges ample time to do so.

KUCCPS opened its online application system on January 6, 2021 up to March 31, 2021 for the 2020 Kenya Certificate of Secondary Education (KCSE) candidates to apply for placement to degree, diploma, craft certificate and artisan courses under Government sponsorship into universities and other training institutions.

 

In a statement from the KUCCPS CEO, the placement body indicated that the extension was meant to allow schools whose students had not submitted their application to apply for their preferred courses.

KUCCPS wishes to extend the application period to allow the schools that did not meet the deadline submit applications for their KCSE candidates indicating the institutions that they wish to join and the courses they would like to pursue,” read a statement from CEO.

 

School Principals are therefore required to ensure that all their KCSE examination candidates participate in this exercise by submitting their course of study choices and contact information to KUCCPS through their school’s portal.

All Principals are reminded to ensure that they download a PDF copy of the application sheet, sign, stamp the completed applications, scan and send the documents to KUCCPS via info@kuccps.ac.ke immediately

KUCCPS Centre/School Application is the first opportunity given to KCSE examination candidates to select, list and submit the courses that they wish to pursue after their secondary education at degree, diploma, craft and artisan level. The application is done in secondary schools/examination centres that have registered KCSE candidates.

It is important to note that all candidates qualify for placement to universities or colleges irrespective of their KCSE examination results (grades A to E). Candidates have an opportunity to choose their preferred courses as shown below:

Degree courses choices: 1(a), 1(b), 1(C), 2,3 and 4

Diploma course choices: 1,2,3 and 4

Craft course choices: 1,2,3 and 4

Artisan course choices: 1,2,3 and 4

 

HOW TO SUCCESSFULLY APPLY FOR YOUR KUCCPS 2021 COURSE CHOICES (IMPORTANT FACTORS)

1. CLUSTER POINTS
Unlike in the past whereby KCSE candidates who had attained the minimum entry requirements to universities and colleges were forced to calculate their cluster points manually, the KUCCPS system is automated to calculate every KCSE candidate’s cluster points for all available programmes/ courses.

What is a cluster point?

The term cluster points refer to a tabulated figure usually acquired by calculating the number of points for four basic subjects that have to be considered for every course choice. The four subjects are considered to be the most relevant to your preferred course/ programme.

For example, a student wishing to pursue a degree in Nursing must attain certain points in Mathematics, Biology, English and Chemistry. These four are also referred to as core cluster subjects.

During the revision of KUCCPS choices, KUCCPS provides cluster subjects for every course/ choice which differs from one university to the other.

HOW to calculate your weighted cluster points

To successfully calculate your weighted cluster points, you need the following: Aggregate points as provided in your KNEC result slip or certificate and your raw cluster points.

What are the raw cluster points?
The term raw cluster points for your KUCCPS course selection refers to the total number of points obtained by adding the points for the four core subjects. The maximum number of raw cluster points for any candidate is 48, assuming that the candidate scored straight As in all the four core subjects i.e. (12x 4)

Aggregate points, on the other hand, refers to the total number of points attained by the student as indicated in the KNEC result slip or certificate.
The next step is for you to use the formula provided by KUCCPS to obtain your weighted mean for every KUCCPS course choice.

Therefore, it is advisable that you select a KUCCPS course/ programme in a university whose cut off cluster weight/ point is equivalent or slightly lower than yours.

The cluster weight for all 2021 KUCCPS choices/ programmes have been calculated already by KUCCPS. You can, therefore, access them especially now that the KUCCPS portal is open for the first revision of courses by logging onto the official KUCCPS portal using the link provided below

The second factor that you should take into consideration before applying for KUCCPS placement is whether you have attained the minimum subject requirements for your preferred KUCCPS choice.
Students wishing to pursue KUCCPS programmes in Education, for instance, have to specialize in two main subjects. Such students are expected to score at least a C+ plus and above in the two areas of specialization, for example, Mathematics and Chemistry or Kiswahili and CRE.

3. Available KUCCPS slots
Do not go for a KUCCPS course that is already overpopulated. If you select a programme which is likely to attract many students, you are likely to miss a slot either in your university of choice or the course itself since KUCCPS will select candidates with the highest cluster points.
The saddest part of it all is that if you miss out on your preferred KUCCPS 2021 programme then KUCCPS will be at liberty to place you in any other available programme even if you are overqualified for it.

4. Preferred university or college and competitiveness

There is a saying that does rounds on social media about “The University of Nairobi” versus other universities.

It insinuates that not all universities are equal. In other words, universities are equal but others like The University of Nairobi are more equal than others. This is because they are located in the Capital City. Anyway, which student would like to go for “bush” universities leave alone “bush” schools?

Therefore, picking a KUCCPS programme being offered by the University of Nairobi and other more equal universities such as Kenyatta University and JKUAT may put you at risk of losing out on a chance to undertake the programme at all especially if your weighted cluster point equivalent to the university’s cut off.

It is therefore advisable that you critically analyze the general performance of all KCSE candidates that particular year before applying for highly competitive choices and universities.

GUIDELINES FOR RECRUITMENT OF TEACHERS,

POST PRIMARY

INSTITUTIONS ON PERMANENT & PENSIONABLE TERMS – 2024/2025

FINANCIAL YEAR

1.0

 GENERAL INFORMATION

  1. i) Following the advertisement for recruitment of teachers, Regional Director, Nairobi,

County Directors and Sub-County Directors are required to conduct the selection

exercise for the advertised vacancy (ies).

  1. ii)Applicants MUST submit their applications to the Secretary, Teachers Service Commission

through the online platform www.teachersonline.go.ke for the institution/Sub

County/Counties where a vacancy(ies) has been declared.

iii)The Selection Panel is expected to uphold the highest standards of transparency and

accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct

and Ethics (CoCE, 2015).

  1. iv)The TSC Regional Directors shall induct TSC County Directors within their areas, who, in

turn, shall induct members of the Selection Panels involved in the recruitment process.

The areas of induction will include the relevant Sections of the TSC Act and the Code of

Regulations for Teachers (CORT, 2015) before the commencement of the selection

exercise.Page 2 of 23

  1. v)TSC Sub-County Directors, in liaison with their respective TSC County Directors and the

Regional Director in the case of Nairobi, shall ensure that venues earmarked for the

selection process are accessible to applicants with disabilities.

  1. vi)All applicants MUST be duly registered teachers per Section 23(1) of the Teachers Service

Commission Act, 2012. Applicants who are not duly registered shall not be considered

for recruitment.

vii)TSC Sub-County Director MUST verify the TSC registration status of the applicants at

shortlisting stage to avoid engaging unregistered/deregistered teachers or ineligible

applicants.

viii)Applicants whose names vary in the academic and professional certificates and

identification cards MUST present an Affidavit, sworn under the Oaths and Statutory

Declarations Act, Cap 15 of the Laws of Kenya, explaining the name variance.

  1. ix)Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST

present certified copies of the certificate(s) of the national examination(s) for all

attempts. Copies of the certificates must be certified by the Sub-County Directors. In

case the exam was cancelled, applicants must present a letter from the Head of

Institution and a certified copy of the KNEC printout from the school confirming the

cancellation.

  1. x)Upon generation of Applicants’ List from the system, the TSC County Director shall share

the lists with TSC Sub-County Directors who shall convene the Sub-County Selection

Panel(s). The TSC Selection Panel(s) shall verify applicants’ professional, academic and

any other relevant documents before selecting candidates.

  1. xi)Upon generating the Applicants’ Lists, the TSC County Director shall share the lists with

the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the Sub

County Selection Panel(s). The Selection Panel(s) shall identify interview venues, dates,

and times, which shall be communicated to the applicants.

xii)All the applicants shall be invited for the verification of documents. The applicants shall

be informed of the interview venue, date and time at least seven (7) days before the

verification exercise through SMS.

xiii)Upon invitation for interview, applicants shall be required to present originals and clear

photocopies of the following documents: –

  1. a) National identification card;
  2. b) Certificate of Registration as a teacher;Page 3 of 23
  3. c)Diploma/Degree certificate and official transcripts;
  1. d) KCSE certificates or its equivalent (include certificates for attempts if one re-sat

exams);

  1. e)KCPE certificate or its equivalent (include certificates for attempts if one re-sat

exams);

  1. f)Primary and Secondary School leaving certificates and other relevant

testimonials;

  1. g) National Council of Persons with Disabilities (NCPWD) Card (where applicable);
  2. h) An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the

Laws of Kenya to explain the variance in names;

  1. i)Letter of certification of results by KNEC (where applicable).

Note: Serving interns will only be required to present their identity cards during the verification

process.

xiv)Persons with disabilities shall be required to indicate their disability status together with

the nature of disabilities to inform their placement;

  1. xv)In the event of a tie, consideration for selection will be determined as per the order of

priority shown hereunder: –

  1. a) Length of Stay since graduation;
  2. b) Strength of academic and professional certificates presented.

N/B: If applicants tie at aggregate grades, subject grades shall be considered

xvi)The names of interviewed applicants ranked in order of performance in the selection

process for each vacancy (Appendix iii) shall be submitted to the Commission by the

TSC County Director together with successful applicants’ recruitment documents.

xvii)Preference will be given to applicants who have not previously been employed by the

Commission on Permanent and Pensionable terms.

xviii)Preference shall also be given to applicants from the respective Sub-Counties or

Counties.

xix)Any Application for Employment form filled or Offer of Employment issued based on

misleading information provided by the applicant shall be cancelled immediately

without any further reference to the candidate. This underscores the seriousness of

providing accurate and truthful information in the application process.

  1. xx)During the interview, the TSC Sub-County Director shall develop Sub-County Merit Lists.Page 4 of 23

xxi)The TSC-Sub-County Director shall submit the Sub-County Merit Lists to the TSC County

Director.

xxii)The TSC County Director shall compile County Merit Lists to be used for verification at the

headquarters.

2.0. AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND OTHER RELATED

DOCUMENTS

  1. i)Applicants must present original and legible photocopies of the following

documents: –

  1. a) National identification card;
  2. b) Certificate of Registration as a teacher;
  3. c)Diploma/Degree certificate and accompanying transcripts;
  1. d) KCSE certificates or its equivalent (include certificates for attempts if one re

sat exams);

  1. e)KCPE certificate or its equivalent (include certificates for attempts if one re

sat exams);

  1. f)Letter of certification of results by KNEC (where applicable);
  1. g) Primary and Secondary School leaving certificates and other relevant

testimonials;

  1. h)National Council of Persons with Disabilities (NCPWD) Card (where

applicable);

  1. i)An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15

NB: Provisional transcript(s) shall not be accepted.

  1. ii)The Sub-Selection panel shall verify that: –
  1. a) The applicant meets the requirements stipulated in the TSC advertisement;
  2. b) All submitted original academic and professional certificates, as well as

official transcripts are authentic.

iii)Any applicant(s) who present forged/fake academic, professional and other

documents commit(s) an offence and shall be disqualified and/or deregistered.

  1. iv)The TSC Sub-County Director shall certify photocopies of the certificates and

confirm they are true copies of the applicant’s original academic and

professional certificates prior to the interview.

  1. v)It is the responsibility of the TSC County Director and the TSC Sub-County Directors

to ensure that the:

  1. a) Exercise is fair and transparent;Page 5 of 23
  2. b) The Selection Panels are satisfactorily sensitized on the recruitment process;
  3. c) The interviews are conducted as stipulated in these guidelines and any other

circulars applicable to the process;

  1. d) Only the successful applicant(s) on the Merit List are employed.

The TSC Sub County Director should ensure that successful applicant(s) from the

Merit List is/are issued with Application for Employment forms to fill.

  1. vi)All the relevant recruitment documents shall be submitted to the TSC County

Director’s office by the TSC Sub-County Director. The TSC County Directors shall l

conduct verification of the documents and ensure that all the requirements are

met by the successful applicants before issuing duly signed Offer of Employment

Letters and submitting the recruitment documents (as per the approved checklist)

to the TSC Headquarters within the stipulated timelines.

SELECTION CRITERIA

  1. i)

The TSC Sub-County Director shall provide the selection panel with a list of all applicants

as received from the TSC County Director.

  1. ii)

The selection panel shall interview only those who meet the set criteria. The TSC Sub

County Director should note any inconsistency (ies), adhere to the guidelines and guide

the applicants /selection panel and the Commission accordingly.

iii)

Applicants shall appear in person before the selection panel. The selection panel shall

score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b))

  1. An applicant with disabilities related to hearing and/or speech shall be allowed the

company of a sign language interpreter.

5.0

QUALIFICATIONS

5.1.

Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each

of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at ‘A’ Level.

In addition, they must have either:

(a) A Bachelor of Education Degree with two (2) teaching subjects or,

(b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education

(PGDE) with two teaching subjects or,

(c) Bachelor of Science with Education/Bachelor of Arts with Education with two

teaching subjects or,

(d) Bachelor of Science in Agricultural Education and Extension with two teaching

subjects.

N.B: Applicants with the following qualifications are also eligible;

  1. i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching

subjects at KCSE and have undertaken a Diploma in Education or those who obtained a

Mean Grade C (Plain) at KCSE and C (Plain) in the subjects of study at A-Level and obtained

at least 1 Principle and 2 Subsidiaries for Sciences, 2 Principles and 1 Subsidiary for Arts prior

to undertaking a Bachelor of Education Degree.Page 7 of 23

  1. ii) Diploma in Education Holders with a Mean Grade of C+ (Plus) and C+ (Plus) in the two

teaching subjects at KCSE and have undertaken a Bachelors of Education Degree.

iii) Bridging/Pre-university certificates for those who completed the course before December

31

, 2015 are considered.

5.2.

Diploma Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with

at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two

(2) Subsidiaries at ‘A’ level. In addition, they must have: a Diploma in Education from a

recognized Teacher Training Institution with at least C+ (Plus) in the two teaching subjects.

N.B:

  1. a) Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain)

and C (plain) in the two teaching subjects are eligible

  1. b) Hearing and visually impaired teachers who enrolled for training with Mean Grade of

C (Plain) and C (Plain) in the two teaching subjects are eligible.

5.3.

Technical Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with

at least C+ (Plus) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries

at ‘A’-Level in subjects studied. In addition, they must have either:

  1. i)

Bachelor of Education Technology (BeD TECH); or,

  1. ii)

Bachelor of Science (BSc) in any relevant technical

Subject (s) /Course; or

iii) Higher Diploma in a technical course; or

  1. iv) A Diploma in a technical course.

Further, applicants under category (ii) above MUST possess a Diploma in Technical

Teacher Education from Kenya Technical Trainers College (KTTC), previously known as

Kenya Technical Teachers College.

N.B:

1)

Applicants whose training is in subjects that are currently not in the Secondary School

Curriculum do not qualify, irrespective of their having undertaken a Post Graduate

Diploma in Education (PGDE) and/or enhancement. This category includes but is not

limited to Bachelor of Science /Bachelor of Arts in:

– Natural Resources

– Horticulture

Fisheries

– Meteorology

– Farm Machinery

– Forestry

– Sociology

Biotechnology

– Animal Husbandry

– Journalism

Theology / Divinity

2)

Applicants with Economics/Commerce/Accounting can apply for Business Studies and

those with Social Education and Ethics (SEE) can apply for CRE/IRE.

3)

Diploma Teachers with English/other subjects qualify for employment as teachers of

English/Literature on condition that they have adequate units in both Language and

Literature.

5) All applicants must have studied the two teaching subjects at KCSE except for Agriculture,

Business Studies, Home Science, and Computer Studies. For those who did not study

Business Studies and Computer Studies, one should have attained a minimum of C+ (Plus)

in Mathematics at KCSE. For those who did not study Agriculture and Home Science, one

should have attained a minimum of C+ in Biology at KCSE.

6)

Graduate Teachers should have studied a minimum of eight (8) course units in each

teaching subject. In addition, the teachers must have studied Special Methods in their two

teaching subjects of choice together with a minimum of three (3) months teaching

practice.

7)

Enhancement certificate(s) and transcripts shall only apply where an applicant had not

covered the minimum number of units during the degree/ diploma programme.

8)

Applicants who chose to study a third subject must ensure that they have studied all the

units in the chosen subject as offered by the selected institution for four years of study

together with special methods and teaching practice. In addition, there should be

evidence that the applicants have covered the approved credit hours for the course.

8)

Applicants previously employed under contract and whose services were terminated due

to inadequate units in teaching subjects and have since obtained enhancement

certificates with adequate units are eligible to apply.

9)

Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special

Needs Education e.g. Biology/KSL and Geography/Braille.

10) Applicants who have studied subjects in the new learning areas of the CBC curriculum like

integrated science, Guidance and counseling and social studies are eligible to apply.

6.0

VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

The TSC County Directors should: –

Ensure that the recruitment documents have all the attachments required as provided

for in the approved checklist/s;

Verify that the recruitment documents to ensure that the applicant(s) recruited qualify

for employed as a teacher as per the provisions of the recruitment guidelines;Page 9 of 23

iii.

Ensure that all documents are duly signed as required; including the score sheets, Minutes

of the Selection Panels, confirming that the candidate qualifies.

Compile complaints received and submit appropriate action taken or

recommendations to the Commission.

7.0

DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC

Headquarters:

  1. i)

Duly signed file copy of the Offer of Employment letter together with:

  1. a)

Certified copies of:

 National Identification Card;

 Certificate of Registration as a teacher;

 Academic certificates;

 Professional certificates and all official transcripts;

 Letter of Certification of results by KNEC (where applicable);

 NCPWD Card (where applicable);

 An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap.

15 of the Laws of Kenya to explain the variance in names (where

applicable);

 Bank plate/Card (front face);

 KRA PIN Certificate;

 NHIF Card.

  1. b)

Two (2) passport size colour photographs in respect of successful applicant(s);

  1. c)

Original Medical Examination report in form GP 69.

  1. ii)

A list of all interviewed applicants in order of merit for the advertised vacancies in

(Appendix (III a);

iii)

A copy of the system generated list of all applicants clearly showing those who failed to

attend the interview; (Appendix III b);

  1. iv)

List of applicants with disabilities; (Appendix VI);

  1. v)

Duly signed Minutes of the Sub-County Selection Panel;

  1. vi)

Completed selection score guide duly signed;

vii)

8.0

COMPLAINTS

  1. i) Any applicant who is dissatisfied with the exercise should submit to the TSC County

Director a written complaint immediately and send an email to the TSC Headquarters

through email address: dirstaffing@tsc.go.ke not later than seven (7) days after the

selection process;

  1. ii) The TSC County Director should within seven (7) days analyze and address all complaints

raised after the selection process has been completed and promptly inform the

Headquarters on the action taken;

iii) Where an applicant is dissatisfied with the decision of the TSC County Director in (ii)

above, or where the complaint is made against the TSC County Director, the applicant

shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters.

The Appeals Committee shall investigate the allegations and take appropriate action

within fourteen (14) days.

9.0

IMPORTANT NOTES

  1. i)

Clarification and advice on issues of qualifications arising from these guidelines, should be

sought from the TSC County Directors.

  1. ii)

Notwithstanding the decentralization of the function of teacher recruitment pursuant to

Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment

directly from the TSC Headquarters.

iii)

The TSC Regional Directors shall:

Ensure guidelines are adhered to within their regions;

  1. a) Coordinate the teacher recruitment process within their respective regions;
  2. b) Sensitize County Directors and oversee the sensitization of other officers including

members of the Selection Panels involved in the process;

  1. c) Shall undertake measures to resolve complaints arising from the process within their

regions.

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

To qualify for any course at Nyakach Technical Training Institute, you must first meet the requirements below;

  1. Be a Kenyan citizen and have either an Identification card or a birth certificate to prove this.
  2. You must have completed your KSCE and received your certificate.
  3. Have scored the required minimum grade as per the programme you are applying for.
  4. You need a mean grade of:

After confirming that you qualify for a course at the Technical Training Institute, the second step is to apply to the TVET College. There are two ways to apply to  Vocational and Training Institute; physically collect the application letter from the institution’s admission office. Apply through the Kenya Universities and Colleges Central Placement Service (KUCCPS). As this is an online application, you must carefully follow the instructions given to ensure a successful application. The process is as given below;

  1. Log into kuccps.ac.ke.
  2. Click on the apply now tab and choose your preferred programme.
  3. Once a course is successfully selected, the website automatically redirects you to the student portal for KUCCPS.
  4. Click on the log-in prompt. You will be prompted to enter your KCSE index number, year of completion, and password as previously selected.
  5. On a successful log-in, click on institutions. Scroll through the list of available TVET colleges and select the TVC.
  6. The screen displays the college and all the courses on offer for that academic year.
  7. Click on the course you want to apply. A 7-character code appears; note this down.
  8. Click on the revision tab. Click on Apply now; it prompts you to enter the 7-character code you noted down. Enter the code and submit your application
  9. Finally, make the necessary application payments through your mode of choice from the provided list; preferably MPESA.
  10. In the KUCCPS online application, a successful submission must have the programme code, name/duration, and the institution’s name. If successfully considered, you will receive an admission letter via the portal that you download and use to get admission to the institution. Of course, you will also receive your admission results via SMS.

TENSION HIGH IN MACHAKOS AS KNEC OFFICIAL GETS ARRESTED OVER “LOST” KNEC CONTAINER KEYS

A Machakos-based Assistant County Commissioner has been arrested after she allegedly lost the keys of a container with the upcoming 2019 national examinations. This comes a few days to the commencement of the national exams.

Elizabeth Karitu, the culprit, had left the keys in her handbag inside her locked car at the Avenue Hospital (Nairobi) parking area.

Unfortunately, thugs broke into the car and stole several valuables, including the KNEC examination container’s keys.

BEEFED UP SECURITY
Machakos County Commissioner Ms Elizabeth Maina said the Kenya National Examinations Council was immediately made aware of the incident.

Consequently, security was beefed up around the container to forestall any attempts to open it.

She further added that there is no cause for alarm since security has been heightened at the container as they await KNEC to replace the padlock.

According to Ms Maina, the ACC has been interdicted and is being probed about the incident.

She is currently being questioned at Parklands Police Station.

A report released last month by KNEC indicated that Machakos was among 15 counties which have been earmarked as examination cheating hot spots.

According to The Standard, the TSC has already sacked 20 teachers over last year’s examination irregularities.

Accordint to the Teachers Service Commission Promotions data bank, all the shortlisted 36,829 teachers who have been mapped out and targetted for promotions have already met the requisite qualifications for deployment.

Appearing before the National Assembly’s Education Committee currently being chaired by Honourable Julius Melly, TSC CEO remrked that the mapping process of teachers who are eligible for promotion is a continuous process.

“The mapping process of primary school teachers who are eligible to teach junior secondary schools is a continuous process and verification of the mapped files is still ongoing to identify more teachers eligible to be posted o JSS,” said Dr. Nancy Macharia.

TSC is planning to allocate at least two teachers per class for grade seven(61,000 teachers) in order to reduce teacher shortage at grade even to 30, 550.

This move comes at the backdrop of turbulrnt times occassioned by the transition from the former 8-4-4 education system to the new Competency Based Curriculum.

The Ministry of Education has raised concern after more than 200,000 learners failed to appear for Grade 7 admission.

Learners in Grade 7 are the pioneer class of Junior secondary school under the Competency-Based Curriculum, CBC.

The learners are supposed to be in their third week of the Junior secondary following the onset of learning on January 30.

Education CS Ezekiel Machogu said the Ministry will investigate why the students have not been admitted.

“Through the multi-government approach together with our local leaders, we will find out where the learners are,” Machogu said.

The CS was speaking at Kenya School of Tvet on Wednesday.

Some 1.2 million learners sat Grade 6 national assessment exam in November 2022 and their transition to Junior secondary was expected to be 100 per cent.

“So far we have between 900,000 – 1 million learners who have so far been admitted, according to the data we have,” Machagu said.

It remains unclear whether the deficit has been created by learners who have transitioned to class 8, or if they have been enrolled to private schools.

On Monday, Basic Education PS Belio Kipsang revealed that some teachers and parents were colluding to enroll Grade 7 students for KCPE exams for purposes of ensuring they do not learn under the CBC system.

Some schools have raised eyebrows among key education stakeholders especially parents and guardians ahead of the reopening of schools next week following the exorbitant levies and fees indicated in their fees guidelines for the second term. 

A quick survey conducted by The Standard in 2021 indicates that parents and guardians are still on the receiving end in matters  heavy school fees burden as principals of secondary schools’ ignore government guidelines that lowered the charges by up to Sh8,500.

The Standard also established that most boarding schools reverted to the Ministry of Education’s circular that pegged fees at Sh53,000.

This is despite Education Cabinet Secretary George Magoha warning secondary school heads against flouting the revised fee guidelines.

A look at sample fees structures reveals that most boarding schools charge between Sh26,000 and Sh32,000 against the Sh24,000 recommended by the Ministry.

List of Secondary Schools Flouting MoE Fees Guidelines 2021-2022

At St Georges Girls, parents cough as much as Sh53,554. The school said the charges are pegged on the boarding schools’ category A structure. But according to the revised circular, boarding fees for this category are capped at Sh24,935.

The school also charges Sh6,302 for electricity and conservancy, Sh5,972 (personnel emolument), Sh3,516 (administration costs), Sh2,960 (repairs), and Sh1,621 for transport.

Kisii School charges parents Sh 53,554, of which Sh 30,835 is for boarding, against Sh 20,830 prescribed by the circular. Nyabururu Girls High School fees structure asks parents to pay old fees of Sh53,554. Of this, boarding is Sh32,285.

Parents at Mbita High School and Kakamega High School pay Sh30,385 while those of Nakuru high School part with Sh30,385.

MoE Official Circular on School Fees 2021-2022

A circular dated June 2021, released by Basic Education PS Jwan Julius, directed parents with children in national and extra-county schools located in towns to pay a maximum yearly fees of Sh45,000.

Those with children in county and sub-county secondary schools are to pay a maximum of Sh35,000 per year while special needs schools should charge Sh10,860.

Secondary School Heads Association chairman Kahi Indimuli termed the move by some principals to stick to the old circular as irresponsible.

“Even though we weren’t consulted when fees were lowered, it is now a government directive that must be obeyed. Action must be taken against any principal ignoring that directive,” said Indimuli. “Parents should be informed of changes. And, in case, they paid more, the balance should be rolled over or the extra money refunded.”

PS Jwan clearly stated that the circular he released is clear on fees chargeable to parents.

“The circular is clear and must be followed. I have instructed my team to gather evidence of those violations so that we do a report to the Teachers Service Commission (TSC),” said Jwan.

TSC Chief Executive Nancy Macharia put principals on notice over breach of Ministry guidelines. “I direct that all heads of schools stick to stipulated school fees and avoid loading parents with unnecessary levies,” Dr. Macharia said as schools re-opened.

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. KUCCPS Activates Student  Portal for 2022-2023 Placement of 2022 KCSE Candidates to Universities and Colleges; KUCCPS Student Portal 2023 Now Open

Kuccps Placement News Today: The Kenya Universities and Colleges Central Placement Service, KUCCPS has honored its pledge of placing the 2022 KCSE candidates who sat for KCSE exams in March this year at universities and colleges in March 2022 and opened the 2023 KUCCPS placement portal early.

The 2023 KUCCPS student portal has therefore been activated now and 2022 KCSE candidates can therefore start the process of applying for their preferred course choices.

Kindly note that this exercise majorly targets 2022- January 2023 KCSE candidates who failed to apply for KUCCPS placement through the school portal.

How to apply for Kuccps placement 2023/2024 (Simplified guide)

The online Kuccps application portal is now open for the 2023 placement to institutions of higher learning. You can now submit your KUCCPS placement application online before the deadline.

Application Guidelines

  1. To apply, login to the Student’s Portal using your KCSE Index Number and KCSE Year. Use your Birth Certificate Number/KCPE Index Number as the Password.
  2. All programmes have minimum subject requirements. You will only be able to apply for a course whose minimum requirements you meet, but the selection will be determined by the overall performance and the available capacity. KUCCPS Online Application
  3. You may view the available programmes and their requirements by clicking the Programmes tab in the portal. You can also search for courses by institution, using the Institutions tab.
  4. As you select the programmes, you may move the ones that interest you into the Course Basket. This will enable you to work with a shorter list when preparing your final list of courses to apply for.
  5. Once you have settled on your preferred courses, you will only be required to enter the Programme Codes.
  6. To apply, use the Application/Revision tab to enter the Programme Codes.
  7. After confirming that the Programme Codes entered are for the courses you would like to apply for, please submit and follow the application fee payment instructions.
  8. An application processing fee is charged as follows:
    • Students applying for the first time – Ksh 1,500
    • Students revising their choices submitted in school – Ksh1,000
  9. The placement processing fee should be paid after you have selected courses.
  10. You are advised to keep your transaction code safely. It will be required before you make any subsequent changes to your application.

How to Pay for Kuccps placement application

  1. Go to your Lipa na M-PESA Menu
  2. Select Pay Bill
  3. Enter Business Number 820211
  4. For the Account Number, enter your KCSE Year and KCSE Index Number (no space)
  5. Enter your M-PESA PIN and Send.

 

2019 WEALTH DECLARATION

All TSC employees and other civil servants are expected to declare their income, assets and liabilities for the year 2017 to 2019 online by 31st December  2019.

This is a mandatory requirement in line with Section 26 and 27 of the Public Officer Ethics Act which directs all civil servants to declare their (IAL) Income, Assets and Liabilities.

It is a way through which public officers are held accountable in case of any abnormal acquisition of wealth.

The exercise is conducted after a span of two years and the latest begun in the year 2017.

The Teachers Service Commission introduced an online wealth declaration portal in 2017.

The 2019 wealth declaration exercise starts on 1st 0ctober.

Online declaration of wealth can be done through the Teachers Online Portal https://tsconline.tsc.go.ke.

Click on the portal then select “Declaration of income, assets and liability” tab.

IMPORTANT DETAILS FOR THE DECLARATION OF WEALTH

You should have the following details in order to successfully complete the process:

  1. Name
  2. Birth Details (DOB and Place of birth)
  3. Marital status
  4. Address- physical and postal
  5. Employment Details- Designation, Name of Employer, TSC Number, Current Work Station and Sub-county.
  6. Name of Spouse(s)
  7. Name(s) of Dependent children who are below 18 years.
  8. Income- salary and other alternative sources of income such as businesses
  9. Assets such as land, buildings, machinery and vehicles
  10. Liabilities such as loans
  11. A witness, for instance, your colleague at work.

HOW TO DECLARE YOUR WEALTH ONLINE

  1. Access the wealth declaration portal online using the link: https://tsconline.tsc.go.ke
  2. Enter your TSC Number then click Next.
  3. Enter your TSC Number in the next window and click on the “Log in” tab.
  4. After logging in, check on the Wealth Declaration tab at the top.
  5. Click on “Basic Information”. The following details will be already available: First Name, Middle Name, Last Name, Phone Number, ID no, D.O.B and e-mail.
  6. Enter the following details: Gender, Place of Birth, Marital Status and Postal address.
  7. Once you have filled all the details, click “Next.” This will take you to the next Section, Section B where you will fill in your approximate income, assets and liabilities.
  8. In the next window, fill the details of your dependents ie spouse and children who are below 18 years.
  9. Enter the details of your witness- Name, Address and ID.
  10. To complete the process, upload the information.

March/ April 2020 KICD Time Table for Pre-Primary, Primary and Secondary school lessons

In the wake of the coronavirus pandemic in Kenya, the President ordered all learning institutions to be shut down to contain its spread.

The good news is that learners have not been left behind since the Government through the Kenya Institute of Curriculum Development; KICD started airing TV and radio lessons on Monday March 23, 2020 for pre-primary, primary and secondary school learners.

EDU channel TV will continue airing lessons from Monday to Friday. A single lesson will last for 30 minutes save for the first two in the morning which will take 20 minutes each.

The first lesson starts at 7.35 a.m.

Lessons for pre-primary and primary school levels will be aired in the morning and mid-morning hours while secondary school lessons will be aired in the afternoon and evening hours.

COURSE OBJECTIVES

The course is supposed to develop liberally educated and self-directing individuals. Such individuals should be prepared to provide leadership in nursing practice, Nursing Administration, Nursing Education, Research, and Publication in their chosen area of specialization. Such individuals should be able to function effectively in a variety of settings, where the sick are cared for and where the health of individuals, families, and communities is maintained and promoted.

Careers: BScN Graduates can pursue careers as KRCHN in clinical settings including hospitals, community health agencies, and maternity units; as managers of nursing services, and in academics.

Exam Regulations

1. Candidates are required to attend all prescribed courses.

2. No candidate shall be allowed to sit for any examination unless he/she has satisfactorily completed the prescribed courses.

3. University examinations will comprise written papers, practicals, and oral and/or clinical examinations.

4. The final written examinations shall constitute 70 percent and the continuous assessment tests will constitute 30 percent of courses taken.

5. A separate clinical evaluation grade is given for all courses with a clinical component.

6. A candidate shall be required to pass all courses taken during any year.

7. The pass mark will be 50 percent per paper for all subjects taken at the Faculty of Medicine and the relevant pass mark for courses taken in other faculties.

8. A candidate shall be required to pass in all subjects for each level provided that a candidate who is permitted to transfer credit(s) from another University shall be considered to have attained a pass standard in the respective subjects.
