The Teachers Service Commission ,TSC, on Tuesday, March 8, moved with speed to stop the dissemination of unsubstanciated reports indicating  that it was planning a major shake-up that would have seen over 30, 000 teachers transferred (delocalized) countrywide.

The report which emanated from a mainstream media house has been  doing rounds on the social media causing panick among teachers.

According to the report,  the commission was priming itself for a major shake-up after a circular dated February 26, 2020 sent to regional TSC staffing Officers directing them to collect field data on staffing for schools for the purpose of transfer targeting 30,000 teachers found its way to the media.

In a presser statement released by the commission, TSC Chief Executive Officer Dr. Nancy Macharia dismissed the claims  saying that the data collection was merely a routine meant for planning purposes, and not to initiate transfers of teachers.

Further, Macharia clarified that the commission would not consider such action owing to the challenges arising from Covid-19.

“The Commission, therefore, wishes to assure teachers that it does not plan to effect any mass transfers as alleged in a newspaper story,” Macharia stated, noting that the reports had caused panic among teachers.

“Teachers must be left to continue conducting their normal teaching duties and conduct national examinations without any interference. Meanwhile, we urge the media to always report accurately” Macharia stated.

The TSC boss affirmed that only vacancies arising from deaths would be filled.

The news comes after the commission recalled all teachers on annual leave in order to ensure that the national exams will proceed smoothly.

TSC boss confirmed that over 227,000 teachers would be in charge of the examinations.

“The commission has already issued guidelines that emphasize the need for all teachers who will be involved in the examination exercise to comply with all COVID-19 mitigation measures provided by the Ministry of Health,” Macharia stated.

Another planned massive delocalization of over 30, 000 TSC employed teachers in April 2021 has given birth to a fresh row  between  the Teachers Service Commission (TSC) and the Kenya National Union of Teachers (Knut).

The 30,000 teachers who have been affected by the shake-up are currently panick-stricken, wondering where the new posting letters will direct them to report.

The Teachers Service Commission, TSC, had earlier directed its regional staffing officers to collect and forward data for teachers and heads who have stayed in one school for at least nine years.

TSC Demands data for school heads who have exited the teaching service and those currently working from home, signaling a major shake-up in the management of schools

In an official memo dated February 26, 2021 addressed to all Regional Directors, the commission demands relevant details of all primary school headteachers and principals of secondary schools who have exited the teaching service.

 

The employer also needs data of all  heads who are currently working from home following the biting effects of the Covid-19 pandemic, hence signaling a major shake-up in the management of  public learning institutions in Kenya.

The afore-mentioned teachers, who are 50 years and above or those with pre-existing risk factors had been directed to work from home to mitigate the spread of the novel coronavirus by TSC Chief Executive Officer Dr. Nancy Macharia.

CS Matiang’i and Magoha to Lead Fresh Strategy Talks on Schools’ Reopening Plan

Preparations for the reopening of schools starts today as officials of the ministries of Education and Interior meet to layout strategies.
Cabinet Secretaries Fred Matiang’i (Interior) (pictured) and George Magoha of Education will meet national and regional officials to assess the status of schools ahead of the planned January 2021 reopening.

Regional and county commissioners, as well as regional and county directors of Education, will attend the meeting.

Government sets aside funds for schools’ reopening plans

The government has set aside Sh1.9 billion under the Economic Stimulus Programme for the supply of special locally assembled desks to public primary and secondary schools.

Of this, Sh1 billion will be used to make desks for secondary schools.

The remaining Sh900 million will cater for desks for primary schools.

Magoha said the government developed a prototype of the special desks compliant with the Covid-19 protocols of keeping safe social distance. The desks will be unveiled today.

He maintained that all schools will reopen in January and accused the media of portraying him as indecisive.

He said the confusion on the date schools will re-open was created by the media, adding that the press twisted his words to depict him as someone who flip-flops.

He said learning will resume when the Covid-19 infection rate drops to five per cent and remain so for more than 14 days, and learning institution meet safety-health conditions.

“We will not open (schools) in November. The fourth estate has continued religiously to write what I have not said. The opening of school will be in January 2021, but it will also depend on how the virus behaves and the ability of the schools to comply with some things,” he said

Speaking in Kilifi on Tuesday, Magoha said the regional officials who will attend today’s meting will be required to have the special desks within their jurisdictions. He said some 800 sample desks have already been manufactured and each will cost Sh3,800.

Sources said the design prototypes will be available at the county commissioners, county directors of Education and their sub-county offices.

President Uhuru Kenyatta had directed that the new desks be manufactured by local artisans and delivered to schools as part of measures to boost institutions’ infrastructure in readiness for reopening.

Our media team has established that the Ministry of Education and that of Interior, through their grassroots structures, will adopt a model similar to the one deployed in the Kazi Mtaani Initiative to identify and pay qualifying suppliers.

Finer details show that interested local jua kali workshops, artisans or small and medium-sized enterprises involved in carpentry at the sub-county level will be required to register for the jobs.
The unveiling of the special desks will mark a major milestone in preparations for opening basic education institutions.

Magoha has on many occasions admitted that the elephant in the room is how to ensure social distance is maintained in schools. Part of the proposed solutions was use of face masks, which many stakeholders said would be hard to enforce among primary and secondary school children.

Speaking after touring the Kitui County Textile Centre, a garment factory involved in mass production of face masks, Magoha said implementing the social distancing protocol in schools would be a challenge and will require distribution of masks. “This is going to be a challenge. The more reason we should make sure masks are made of the right material and that they are of good size,” said Magoha.

The CS last week announced the government would have to buy re-washable face masks at a cost of Sh35 a pair, which can be used for six months.
Masks budget

“If one expects the national government to buy the masks we shall require a billion shillings,” said Magoha.

The CS said this would require a joint approach by the national and county governments and other stakeholders.
With plans to have new desks underway, focus will now shift to expanding spaces that would accommodate learners.

TSCis hiring 10,000 teachers but these will not be enough to cater for the increased classes.

The government is expected to release Sh15.4 billion to help public schools make necessary preparations ahead of the January reopening.

Girls Vs Boys Performance

In the 2022 KCPE, female candidates performed better than their male counterparts in three languages among them English, Kiswahili, and Sign language.

Male candidates performed better than female candidates in Maths, Science, Social Studies, and Religious Education.

Four counties recorded more male than female candidates this year. They are Turkana, Garissa, Wajir and Mandera.

Key Statistics and Figures in KCPE 2022: 

1. KCPE 2022: 62 310 adults sat the KCPE exam which represents 5.08% of the total candidature population.
2. KCPE 2021: the number of adults who sat the exam were 29 607, representing 2.42% of the total population that sat the exam. 

The number of adults who sat the KCPE exams this year increased according to statistics from the Ministry of Education.

The statistics show that 62,310 adults sat the exams which represent 5.08 per cent of the total candidates’ population.

Last year, the adults who sat the exams were 29,607, representing 2.42 per cent.

The statistics also show that all counties registered an increase in adult candidates from last year.

The results were released on Wednesday December 16, 2022 by Education CS Ezekiel Machogu at Mitihani House in Nairobi.

The statistics also showed that the number of candidates who were 12 years and below declined.

Machogu said that the number dropped from 33,627 (2.74%) in 2021 to 31,498 (2.53%) in 2022.

The CS said that the decline shows that children are enrolled in school at the right age.

The Teachers Service Commission may be forced to continue employing 5, 000 tutors annually after the National Assembly failed to approve its budgetary allocation this year.

According to the Daily Nation, the Commission had requested for an increased share to enable  it employ 25, 000 teachers annually to avoid overstretching the 318, 000 TSC employed teachers given the roll out of the new CBC curriculum and the 100 per cent transition policy.

The decision by the National Assembly Budgetary Allocation Committee puts the TSC between a rock and a hard place.

2020 TSC Internships

This means that the Teachers Service Commission will have to continue employing teachers on internship terms to reduce the high teacher: learner ratio.

Speaking to the Daily Nation, TSC Boss Fr Nancy Macharia confirmed that indeed the Commission’s hope of employing 25, 000 teachers on permanent and pensionable terms in 2020 was dashed after the National Assembly allocated only Kshs 2 billion as opposed to the Kshs 15.4 billionproposed by the TSC to facilitate the recruitment process.

100 per cent transition

According to TSC Boss Dr Nancy Macharia, the teaching sector in Kenya will be obliged to continue relying on intern teachers and those employed by the Board of Management.

Dr Macharia also added that the 100 per cent transition policy is likely to overstretch teachers given that an extra one million learners joined various Secondary schools in Kenya.

Teachers are yet to come to terms with the latest plans by their employer, TSC to recover hefty house and hardship allowances soon.

The commission announced its plan to recover overpayments in house and hardship allowances from the teachers affected.

Wrong Mapping of Teachers Costs Teachers Thousands as TSC Moves to Recover  Overpaid  House and Hardship  Allowances

The Commission has already dispatched letters to the affected teachers citing wrong mapping for its decision.

This, therefore, means that the teachers in question who have been enjoying higher perks than they will have to repay through the nose for an iniquity they are oblivious of.

The TSC Head office has learned that your school was mapped under a former municipality and earmarked for hardship allowances erroneously,” read the letter sent to one of the teachers, in part.

TSC T-PAY SYSTEM, CHECK-OFF SYSTEM

The affected teachers will hence take pay cuts through the check-off system. This is not the first time the Commission is recovering overpayments. The Commission has already initiated the recovery of wrongly placed classroom teachers who were erroneously mapped as school administrators.

TSC ALLOWANCES PAID TOTEACHERS

It is however important to note that much as these teachers fall in the same grade/ job group, their monthly gross salaries differ depending on the location of their work stations. The same case applies to TSC allowances. For instance, teachers posted to stations listed as TSC Hardship Areas get an extra Sh 10, 900.

Special Needs Teachers, SNE, also get an extra Sh 10, 900.

Teachers in Grade C2, former K earn the same amount of commuter allowance that is Kshs 5, 000.

The Commission also pays a flat rate of Kshs 6, 000 annually as leave allowance in January.

Principal Bernard Mwangi said the school has recorded a slight improvement and is expecting the mean score to rise from last year’s 9.274.

“Last year, we had 25 As and 87 A minus. We are happy that our candidates have outdone themselves this year, and we hope to do even better next year,” he said.

The school had 475 candidates, many of whom are expected to achieve university grades.

DETAILS SHOW THE IMPOSSIBILITY OF HAVING ALL GRADE 6 KPSEA 2022 CANDIDATES JOIN DAY SCHOOLS FOR JUNIOR SECONDARY SCHOOL

The Ministry of Education has been thrown into confusion today after disturbing details arose indicating that it is impossible to have grade six pupils who are expected to undertake their KPSEA 2022 national tests starting November 28, 2022, join junior secondary schools as day scholars come February 2023, the official reporting dates.

Official KNEC Exam Dates and Timetable for KPSEA 2022 National Examinations

All grade six learners in Kenya who are the pioneers of the new competency-based curriculum, CBC are finalizing their primary school education. They are expected to transit to Junior Secondary School come February 2023 after schools officially reopen for the first term. To access the official KPSEA 2022 timetable pdf format, click HERE.

KPSEA TIMETABLE

The 2022 KPSEA national examinations will be conducted within three days between November 28 and 30 this year. The examinations will run concurrently with the KCPE 2022 national examinations.

The rehearsal day has been set for November 25, 2022.

How Junior Secondary School will be Structured under CBC

Education CS Professor George Magoha had earlier indicated that the current KPSEA 2022 candidates will join junior secondary schools as day scholars.

Although most of the parents and other key stakeholders raised eyebrows wondering and questioning the possibility of having all students join day schools, they never raised any issues then.

Under the new CBC curriculum, the junior secondary school will comprise Grades 7, 8, and 9. Upon completion of junior secondary studies, students are expected to join the senior secondary school for grades 10, 11, and 12.

Given that the KPSEA 2022 candidates have got approximately four months to sit for their Kenya Primary School Education Assessment Tests, the education ministry is rushing against time to complete the construction of 10, 000 classrooms.

Reality has begun to dawn on the officials that it is impossible for all grade 6 learners to operate from home once they join the junior secondary school in grade 7.

Selection Criteria for Placement of Grade 6 KPSEA 2022 Candidates into Secondary Schools

According to the education ministry, all grade six learners will be placed in secondary schools close to their homes to make it easier for them to operate as day scholars.

The state department in charge of the implementation of the new CBC curriculum made it clear that placement of KPSEA 2022 candidates will be pegged on proximity between the candidate’s former primary school and the secondary school that he or she will be posted to for junior secondary school studies.

 

“Posting of learners to junior high will be informed by the capability of the parents to transport a child to the school they have chosen,” notes Ms. Ruth Mugambi, the technical advisor to the Principal Secretary in charge of CBC.

President Uhuru Kenyatta on Friday, February 28 2020 ordered for quick completion of a quarantine facility at Mbagathi Hospital as the Court suspended all flights from China.

The court also ordered the state to quarantine all the 239 patients who arrived in Kenya from China last week.

TSC Salaries 2024-2025 for all Teachers: The issue of teachers’ salaries in Kenya has proved to be a thorn in the flesh for decades. In a bid to stem disruption of curriculum implementation and the 2024 school calendar, the Teachers’ employer in Kenya dubbed Teachers Service Commission signed a Memorandum of Understanding with teachers’ unions, KUPPET and KNUT which would span five years for the 2021-2025 cycle. Unfortunately, the teachers’ employer would later turn its back on the teachers and disregard the very MOU it signed.

Incensed by the turn of events, teachers currently serving in post primary institutions downed their tools and took to the streets for eight working days, protesting the impunity and oppression emanating from their employer. The situation got out of hand since learning was paralyzed in over 80% of the learning institutions. IMPLEMENTATION OF PHASE TWO (2) OF THE THIRD
REMUNERATION CYCLE FOR THE REVIEWED COLLECTIVE
BARGAINING AGREEMENT FOR TEACHERS
(1st JULY 2021 – 30th
JUNE 2025)

1. INTRODUCTION:

On 13th July, 2021, the Teachers Service Commission (TSC) signed
Collective Bargaining Agreements (CBA) with the Kenya National Union of
Teachers (KNUT), Kenya Union of Post Primary Education Teachers
(KUPPET) and Kenya Union of Special Needs Education Teachers
(KUSNET) setting out the terms and conditions of service for teachers for
the period 2021 – 2025. Following the advise on the Salaries and
Remuneration Commission (SRC), the Commission and the teachers’
Unions reviewed the CBAs and signed an Addendum on 28th August,
2023. It was agreed that the reviewed CBA be implemented in two (2)
phases effective July 2023.
The second phase of the reviewed CBA has been implemented with effect
from 1st July, 2024.

2. APPLICATION
This Circular shall apply to all teachers in service as at 1stJuly, 2024 except Intern teachers.
3. IMPLEMENTATION PERIOD
This circular is effective from 1stJuly, 2024 to 30th June, 2025.
4. INCREMENTAL DATES
Teachers converting into the new salary scales will retain their current
incremental dates. However, where the incremental date falls on 1st July,
2024 teachers will be granted their annual increment on the existing salary
scales then convert to the new salary points with effect from the same date.
5. ANNUAL SALARY INCREMENT
Annual salary increment for all teachers will continue to apply as provided
for in the Code of Regulations for Teachers (2015).
SPECIFIC AREAS COVERED BY THE CBA

a) GRADING AND SALARY STRUCTURE
The current job titles will continue to apply as set out in Table 1. The
salary conversion tables for the review are as set out in tables 2-12
attached to this circular.
b) ALLOWANCES
The house allowance rates clusters have been reviewed from 4 to 3.
Cluster 4 rates have been phased out and the teachers previously
earning house allowance rates in this cluster will adopt house
allowance rates for cluster 3.
The clusters are as follows: –

Cluster 1: Nairobi City
Cluster 2: Mombasa, Kisumu and Nakuru Cities, Nyeri, Eldoret,
Thika, Kisii, Malindi and Kitale municipalities.

Cluster 3: All Other areas
The house allowance rates are indicated in Appendix A. Hardship,
commuter, annual leave (payable once a year) and Disability Guide
Allowances remain unchanged and shall continue to be paid where
applicable, as set out in Appendix B.

MARKING OF KCPE/KCSE

The KCPE/KCSE exams are marked by trained examiners who undergo KNEC training every year.

The marking of national exams is usually confined to particular marking centres located in Kenya’s nerve centre-Nairobi and its environs.

KCPE is partly marked by examiners-Composition and Insha and Optical Mark Recognition Scanners (OMR).

KCSE examiners are usually trained in April every year.

After marking, the results are analyzed and released by the Education Cabinet Secretary, CS after briefing the President on the results.

This is the fastest and most efficient way of checking KNEC results.

You need to send an SMS with your Index/ Random number to 20076.

This service is available for all the three network service providers in Kenya i.e. Safaricom, Airtel and Telcom.

The cost of a single SMS is Kshs 25.

  1. CS Machogu; Junior Secondary School Learners to Wear Different School Uniforms

Private schools are way ahead in Junior Secondary School registration. According to CS Machogu, over 90% of the schools qualify to domicile junior secondary school. Only a handful public and private schools do not qualify to host junior secondary.

9.6 billion has been released by the education ministry to ensure a smooth transition to junior secondary.

30, 000 teachers have been posted by the Teachers Service Commission to implement the new Competency Based Curriculum at junior secondary school levels.

Grade 7 learners will have a different uniform from the other learners.

REGISTRATION GUIDELINES CHECKLIST FOR PUBLIC AND PRIVATE JUNIOR SECONDARY SCHOOLS (JSS) 2023.

SECTION A: INTRODUCTION

The interim report of Presidential Working Party on Education Reforms recommended domiciling of JSS in existing Primary Schools. Consequently, His Excellence the President of the Republic of Kenya directed the Ministry of Education (MoE) to develop guidelines to operationalize Junior Secondary Education.

Accordingly, the checklist attached will be used by a multi- agency team composed of officials from the MoE, Ministry of Interior and Teachers’ Service Commission to assess the suitability of Primary Schools to admit JSS learners for the 2023 school year.

Instructions to County Directors of Education

The exercise is scheduled to run from 9TH – 20TH JANUARY, 2023.

MULTI- AGENCY approach is envisaged in the assessment of the schools.

ALL decisions SHOULD be guided by the checklist and school’s final percentage score on the Scoring Guide (Section D).

ALL the participating officers SHOULD sign the filled- in tool for ownership.

A detailed report SHOULD be prepared and submitted to the Director General- Education, by 23RD JANUARY, 2023Among others, the report should indicate the:

 

 

Readiness of Primary Schools to admit JSS learners; and

Proposed JSS feeder schools, the distance and capacity of the nearest Primary

NOTE:

In the context of the JSS transition, FEEDER SCHOOL refers to a Primary School that lacks the enrollment and/or infrastructural capacity to domicile a JSS. In such cases, the MoE will transfer the learners to a neighbouring JSS or implement appropriate affirmative action to ensure 100 percent transition. Therefore, JSS Feeder Schools will be designated as follows: 

  • In high density areas and urban informal settlements Primary Schools with an enrollment of less than 45 learners or those lacking the basic facilities to host a JSS will serve as Feeder Schools to other JSSs within a 2 kilometres proximity.
  • In geographically expansive, low density and insecurity prone areas, as well as for learners with special needs and disability, the Government through the MoE will implement affirmative action (as appropriate), regardless of the enrolments.

315 SCHOOLS EARMARKED FOR INTENSIFIED SECURITY OVER PLANS TO CHEAT IN THE UPCOMING 2019 NATIONAL EXAMS

Three cabinet secretaries are set to meet today over thorough preparations to secure this year’s national examinations.

Besides, authorities have alerted the public to avoid any form of cheating national exams as it will attract tough penalties.

The Kenya National Examinations Council also warned its staff against attempts of leaking the examination.

In an interview with The Standard, the KNEC Chief Executive Officer Mercy Karogo reiterated that the KNEC Act on the penalties were clear.

Any member, officer, agent or staff who commits an examination irregularity due to omission or commission and is liable to imprisonment for up to five years.

The irregularity can also attract a fine not exceeding kshs 5,000,000.

MEETING
This tough warning comes as the Interior Cabinet Secretary Dr Fred Matiang’ i and Education CS Professor George Magoha are set for a meeting today.

The main agenda will be securing the national examinations against any irregularities.

The Information and Communication Technology (ICT) CS Joe Mucheru and the Teachers Service Commission Secretary Dr Nancy Macharia will also attend the meeting at the Kenya School of Government.

NEW PADLOCKS, KEYS AND METALLIC BOXES
According to The Standard, new padlocks and keys to the metallic containers where the examination papers will be stored will be given to regional officers.
Around 479 high-security metallic boxes will be used to store the examination papers in 338 sub-counties.

Each container will be guarded by five police officers.

Two officers will work during the day, two at night with one supervisor in charge of the four officers.

Today’s meeting marks the beginning of the examination period.

315 SCHOOLS ON THE SPOT
According to the investigations by KNEC, some schools are planning to station subject teachers in school to help learners to cheat during the national examinations.

In other schools, the teachers are planning to markup KCPE papers for standard eight candidates.

Parents have also jumped the bandwagon by collecting funds to facilitate leakages in schools.

In total, 315 schools have been earmarked and put under tight security over plans to cheat in the upcoming national examinations.

Karogo yesterday told The Standard that unauthorized possession of exam papers, materials or information will attract imprisonment and/or fine.

Dr Mercy Karogo also warned schools against changing examination numbers, photographs or other identification documents of students.

She added that this will attract a jail term not exceeding five years, a fine not exceeding Ksh 1million or both.

Examination officers who will misuse examination materials, lose or destroy them will also face a jail term not exceeding one year or a fine not exceeding sh 2 million.

IDENTICAL ANSWERS
Cases of students having identical readings in science practical and copied textbook answers have previously been identified.

Today’s meeting is a result of the numerous engagements KNEC has had in the past few weeks.

Last week, a team of about 500 monitors met in Nairobi for a briefing on how to mitigate cheating.

TSC releases more letters, extends promotion application to 15th June

The Teachers Service Commission (TSC) has dispatched another set of promotion letters for school administrators who applied for promotions in March and were later interviewed in their respective counties.

 

They include letters for Principals, Deputy Principals and Senior Masters in secondary schools and teacher training colleges TTCs).

 

Also in the letters are Headteachers, Deputy Headteachers and Senior Teachers in primary schools.

 

At the same time the Commission has extended the period for teachers to apply for recently readvertised promotions by seven days.

 

 

According to the Commission, the deadline to apply for promotions was on June 9 but will now close on June 15 after two previous attempts given failed to attract enough applicants

 

TSC seeks to promote over 14,000 teachers, even as it stated that thousands of schools still remain without heads and deputies of institutions over the failure by teachers to apply for advertised positions.

 

“The Commission strives to ensure that teachers are promoted as a means to recognize and reward teachers’ effort and performance, align them for succession management or career progression and to motivate them to perform better in their duties and responsibilities. This is geared towards improving quality of teaching and learning,” said TSC in a statement.

 

 

TSC encouraged teachers to apply for these positions saying that it has a responsibility to provide institutional administrators for public educational institutions for their effective management.

 

The Commission initially advertised for 14,738 teacher promotions in January for various positions including chief principals, principals, deputy principals, headteachers, deputy headteachers, senior masters and senior teachers as well as Special Needs Education (SNE) positions to fill vacant positions and institutional administrators.

 

However, even after the second advertisement, there is still a variance of 1,001 positions that the Commission is seeking to fill.

 

For instance, out of the 7,720 deputy headteachers for regular primary schools advertised in the first round, the Commission got feedback for 5,152 positions, which means there was still a vacancy of 2,568.

 

 

For the second round of advertisement, another 1,581 teachers applied for promotions, which saw a variance of 987.

 

“The Commission has again given an additional seven days from June 9 to 15 to allow more applications,” said the Commission.
