Education Ministry makes huge changes to the CBC System

The Ministry of Education is transforming its educational framework from the Competency-Based Curriculum (CBC) to the Competency-Based Education (CBE) model.

Education Principal Secretary Julius Bitok hailed CBE as “the finest educational system globally,” highlighting its commitment to cultivating the unique passions and talents of each learner.

During a heartfelt thanksgiving event at Baringo High School in Eldama Ravine, Bitok underscored that this new approach represents a pivotal change, aiming to foster a generation that is both capable and self-motivated.

“CBE stands out as the premier education system worldwide because it empowers our youth to express their talents fully. We are implementing a new system called KEMIS to guarantee a seamless transition for every student from Junior School to Senior School,” Bitok stated.

He anticipates that 1.2 million children will move from Junior to Senior School, assuring that all necessary arrangements are in place for their enrollment.

Nevertheless, his comments come amidst rising dissatisfaction among teachers and parents regarding the government’s lack of clear guidelines for determining educational pathways, a crucial aspect of the new system.

This ambiguity has sparked concern in schools as 1.2 million students prepare to advance from Grade 9 to Grade 10.

In response to these challenges, the Ministry of Education has gathered over 1,000 stakeholders to refine and oversee the implementation of CBE, and has committed to hiring 24,000 new teachers this year to ensure the system is effectively supported and executed.

The 2022 general elections are fast approaching. Consequently, the Independent Electoral and Boundaries Commission, IEBC has announced temporary job Vacancies for various positions including clerks. Get the full details on IEBC clerk positions, Application guidelines and deadlines here.

The Independent Electoral and Boundaries Commission (IEBC) is hiring 5000 Clerks countrywide on a short term basis to help in the second phase mass voter registration which will begin in January 2022.

The general public is hereby informed of the positions advertised and encouraged to apply for them.

The Commission is embarking on recruitment and training of the personnel who will be mobile as they seek to reach out to the 4.2Million unregistered voters that are still unaccounted for.

INTERVIEWS

Shortlisted candidates will be interviewed as follows;

Recruitment Date:Monday 13th December, 2021.

Recruitment Place: Constituency Headquarters

Note: That all applications should be done online; that no physical application forms have been issued; and that the application process is free and open to all public.

Succesful applicants will be communicated to by Constituency IEBC office via Short Text Messages(SMS).

All remuneration terms will be communicated to successful applicants.

Clerks will earn ksh 2, 000 per day for the three weeks of the exercise.

REQUIREMENTS

The following are the requirements for the positions.

(I) CLERKS.

●Must be a Kenyan Voter of good conduct and responsible citizen.

●At least form four level of education with a minimum of C- or equivalent

●Must have legible, neat handwriting

●Must be residents of the sub-locations, preferably the polling station they vote in or a nearby one.

●Aged between 18 and 50 years old

●Must be available from January 2022 to Mid February 2022.

●Fluent in the main local language/dialect and ready to go to villages to find the unregistered voters.

●Must be willing to work without supervision.

●Must be self-driven and be able to educate on the importance of registering as a voter and participating in an election.

NOTE:Applications should be received by Saturday 11th December, 2021.

The Ministry of Education gives update on the Nemis portal that is used to capture data for all learners.

Latest Education news– Schools have been given up to the end of March so as to capture all learners in the National Education Management Information System, Nemis.

The Ministry now says disbursements of funds to public schools will be entirely via Nemis.

Whereas the system has always been used for secondary schools, the scenario has been different for primary schools. Since the inception of Free Primary Education in 2003, the Ministry of Education has been using a computer program that heavily relies on manual input of school data into the program by officers from the Ministry of Education headquarters to disburse funds to public primary schools. This mode of disbursement has been prone to errors as a result of faulty capturing of data required for capitation by officers in the headquarters.

Under the NEMIS system, all the data is captured at the source and individual headteachers are responsible for any data regarding their school, this minimises chances of human error and any changes required are made by the headteachers thus ensuring continuous update of data. The Directorate of Primary Education intends to change the mode of FPE disbursement to NEMIS system from the current system one with effect from April 2021.

To guarantee that their schools are not disadvantaged, the Ministry has asked head teachers to ensure that data on all their pupils is captured in them NEMIS platform by 30th March 2021. Learners without birth certificates can still be captured on the NEMIS system.

HOW TO UPDATE THE LEARNER’S BIO DETAILS ON NEMIS.
Visit the NEMIS portal at https://nemis.education.go.ke
Log onto the system by using the official log in credentials; User Name and Password.
Once logged in, click on ‘Form one Admission/ Reported List’
The ‘REPORTED STUDENT LIST’ will be displayed.
Click on ‘BIO DATA’ to update the details for each learner.
Fill in the Basic, Contact and Special Needs Details for the learner. Save the changes.
Repeat procedure 5 and 6; until details for all the admitted learners are captured.

The ‘LEARNER’ tab, on the NEMIS window, can also be used to carry out the following learner related operations:

PENDING REGISTRATION: View a list of learners whose Registration is pending. These are learners whose details have not been entered as required i.e missing some information like their photographs.
VIEW MY LEARNERS: A menu used to view the list of all learners whose details have been fully updated on the NEMIS system.
LIST OF ADMISSION REQUESTS: Shows the list of admission requests as uploaded onto the NEMIS system for approval by the Ministry of Education’s field officers.
LIST OF PROCESSED ADMISSION REQUESTS: To display the list of learners whose admission requests have been approved by the Ministry of Education’s Field officers.
RECEIVE LEARNER: Used to admit a continuing learner; who has transferred from another school.
RELEASE LEARNER: Used to transfer a learner to join another school after the transfer has been granted by the Education Ministry’s Field Officers.
SCHOOL FEES CAPITATION FOR SECONDARY SCHOOLS
In total each learner in all public schools receives Sh22,244 per year under the government’s Free Day Secondary Education (FDSE) program. Of this Sh9,400 goes into operations including Personal Emoluments (Salaries and wages for BOM staff).

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements at Senior Schools

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
  1. 1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.
  2. 2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.
  3. 3. Select Preferred Senior Schools:

    • For each subject combination, select four schools from the available clusters.

The Teachers Service Commission, TSC has announced teaching vacancies for primary school educators, P1 teachers.

However, many interview candidates are still at sea since they do not decipher the parameters used to select the best candidates for the advertised posts.

In this article, we shall provide detailed information on the latest TSC score sheet also known as marking scheme for P1 teachers used to rank TSC interviewees in 2020/2021.

We will also outline all the required documents and the selection panel that interviewees are likely to interact with while searching for a TSC job.

It is important to note that all applicants seeking TSC jobs as P1 teachers must be Kenyan citizens, hold a P1 teaching certificate, and be aged 44 years and below.

PARAMETERS USED TO RANK TSC P1 TEACHERS DURING INTERVIEW

Just like in the case of secondary teacher recruitment interviews, length of stay, and quality of academic papers also play a key role in demarcating the best candidates from the rest.

The age of the interviewee also plays a vital role since the Commission tends to give priority to those approaching the maximum age, 44 years.

 

PREPARATION FOR A P1 TSC INTERVIEW

During the actual interview, it is prudent that you groom well to leave the right impression upon the selection panel.

Besides, one should carry the following documents, original and copies to the sub-county selection panel:

  1. National Identity card
  2. KCPE certificate or its equivalent such as CPE certificate
  3. PTE (Primary Teacher Education) certificate
  4. Primary school leaving certificate
  5. Secondary/ college school leaving certificate

In case of a tie, the panel is advised to consider the following selection parameters

  • Age of the applicant (44-45 years) with previous teaching experience of three years and had not previously been employed by the Commission.
  • Give preference to applicants with the highest grade obtained in Teaching Practice;
  • Use quality of the academic certificates, KCSE;
  • Give preference to applicants who graduated earlier, year of graduation;
  • Give preference to applicants who had not been previously employed by the Commission.

  • Give preference to applicants with the highest grade obtained in Teaching Practice;
  • Use quality of the academic certificates– KCSE;
  • Give preference to applicants who graduated earlier-year of graduation.
  • Give preference to applicants who had not been previously employed by the Commission.

Please note that all TSC interviews should be fair and transparent. However, if you feel that the panel was biased during the selection of the best candidate, feel free to express your complaints to the TSC County director of education through a formal letter.

A copy of the same letter should be sent to the TSC Headquarters before the results are fed into the TSC system.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). The Teachers Service Commission has rejected a proposal by universities to do away with  Mathematics as a compulsory subject  for students seeking to join degree and diploma  teaching programmes. 

TSC wants Mathematics to remain a compulsory subject and that the proposal by vice-chancellors, registrars  and deans under the auspices of the Kenya  Universities and Colleges Central Placement Service (Kuccps) should be annulled. 

TSC Quality Assurance and Standards  Director Dr Reuben Nthamburi yesterday  said Mathematics literacy is critical in the implementation of competence based curriculum and that teachers must be trained on how to best handle it.

His remarks came barely a week after a similar Kuccps meeting with universities on  placement criteria for degree programmes,  which proposed introducing alternative  subjects for Bachelor of Education and removal of Mathematics as part of minimum  subject requirements. 

“We, as TSC, would want to clearly state  that the issues of entry requirements of the  Bachelor of Education are still under discussion. We have met the executive committee of vice-chancellors and agreed to  have another meeting,” said Nthamburi.

The Grade 10 School and Career Pathway Selection System is a national digital platform developed to assist Grade 9 learners in making informed decisions as they transition to Senior School. The platform enables students to select their preferred Pathways, Subject Combinations & Senior Schools in line with Kenya’s Competency-Based Education (CBE) framework.
The goal is to empower learners to take control of their educational journey by aligning their selections with their individual talents, interests, and aspirations.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible
