Kenya’s newly elect President Dr. William Ruto has finally released his new cabinet 2022 that has been flooded by his diehards who have walked the treacherous journey since the onset of hague. Replacing Education Cabinet Secretary Professor George Magoha is Ezekiel Machogu who hails from Kisii County.

The President also appointed former National Assembly Speaker Justin Muturi who has now made a comeback as the Attorney General and Mercy Wanjau the Secretary to the Cabinet.

 

President William Samoei Ruto Unveils his Cabinet 2022

President William Samoei  Ruto on Tuesday September 28, 2022 unveiled his new Cabinet that saw some of former President Uhuru Kenyatta’s supporters trashed and sent packing. The new cabinet comprising among others 21 Cabinet Secretaries who have henceforth been charged with oversight roles in various ministries.

The biggest beneficiariea however in the new cabinet encompass ANC Party leader Musalia Mudavadi who has bagged the place of Prime Cabinet Secretary and former National Assembly Speaker Justin Muturi who has been appointed as Kenya’s Attorney General.

TSC warns teachers who have already filled their term two TPAD in full says they are mishandling the appraisal development tool; Read on to find out the tough disciplinary measures that they are likely to face

It has come to the attention of the teachers’ employer, TSC, that some teachers have chosen to disregard the term 2 TPAD calendar and completed filling their appraisals ‘in time.’

According to the Commission, some teachers have already fully filled their term two teacher appraisal and development tools online in spite of the term being halfway complete.

The commission finds this offensive and is likely to mete out serious punishment to such teachers and their respective heads if this continues.

TSC to punish teachers who abuse the 2021 term 2 TPAD online

The teachers service commission has therefore proposed tough disciplinary actions to teachers who mishandle term 2 2021 TPAD 2 tools.

On account of the letter sent to the headteachers and principals, the commission regrets to note that some teachers and schools have mismanaged and mishandled the TPAD.

TSC advises teachers to strictly adhere to the 2021 term 2 tpad calendar

According to the commission,TPAD is a calendar of events that must be strictly adhered to.

The commission has,however noted that some teachers have done self assessment for this term to an extent that they are through with the process whereas term 2 is yet to end.

The commission has warned that any teacher found contravening the TPAD calendar will will be held responsible and disciplinary actions taken. Such teaches may end up receiving ‘TSC show cause’ letters.

The commission now insists that the heads of schools should bring this news to the attention of teachers immediately . The commission further warns the headteachers and principals that they will not be spared either if the teachers keep contravening the TPAD calendar under their watch.

TSC now issues new guidelines to teachers on the implementation of TPAD for 2020 term 2 and 3; Read the full details below- Latest TSC TPAD guidelines 

The Teachers Service Commission (TSC) recently issued a memo on the fresh guidelines directing how the Teacher Performance Appraisal and Development (TPAD 2) for the 2020 term 2 and 3 should be carried out.

The latest memo issued by the Commission, shows that the TPAD system will be opened for term 3 for grade 4, class 8 and form 4 teachers and term 2 for teachers of  grade 1,2,3, class 5,6,7 and form 1, 2 and 3 will be opened from 11th January 2021 to 26th March 2021.

TSC has at the same time communicated about the closure of TPAD 2 portal which has opened for term 2 2020 on 12th October 2020 and closed on 31st December.

This was after schools were opened and all teachers required to report to their work stations vide Circular No. 12/2020.

 

TSC TPAD Portal 2021

Once the TPAD 2 portal is open, teachers can perform the following tasks:

Creating a TPAD 2 Account and Logging in

Scheduling an Appraisal Rating Meeting online

Undertaking Lesson Observation

Capturing learner progress records

Filling weekly lesson attendance data

Reaching an agreement on Appraisee and Appraiser marks plus countersigning

Creating a lesson observation request

ACTIVITIES TO BE EXECUTED IN THE NEW TPAD 2 FOR TERM 2 AND 3
To comply fully with the TPAD filing requirements, the Commission directs the field officers as follows:

All teachers create appraisal depending on the classes they teach i.e. Teachers teaching grade 4, class 8 and form 4 should create appraisal for term 3 whereas the teachers teaching the other classes should create for term 2. This only applies for primary and secondary schools.

Submit a list of schools missing from the TPAD system in your respective Counties.

Submit list of schools yet to be provided with IPPD codes in your respective counties.

That all teachers are mapped in their respective schools, zones, sub counties and counties respectively.

Submit a list of teachers yet to appear on TPAD online system (kindly provide their TSC numbers and work stations).

Inform all heads of institution that the Performance Contract (PC) for heads of institution and the PC calendar have been uploaded in the TPAD online system.

All heads of institution should start filling their Performance Contract by developing the operational work plan by the 11th January 2021.

Generate appraisal reports from the TPAD online system. Where there are discrepancies of the total number of appraisals exceeding the total number of teachers, establish the root cause and take necessary action.

TSC notes that teachers are not getting adequate support from the field officers.

It has also come to the attention of the Commission that teachers are not getting adequate support in navigating the TPAD online system from field officers.

This is due to the several enquiries being raised through different communication channels of the Commission.

This has been noted even after County Directors, County ICT officers and other field officers
were assigned roles in the TPAD online system.

SPECIFIC ROLES/RIGHTS OF OFFICERS IN THE TPAD ONLINE SYSTEM

TSC has also outlined the roles to be performed by each of the field officers. See the specific duties below:

1. TSC County Directors

Change teachers’ designations to teacher, DHOI (Deputy Head of Institution) and HOI (Head of Institution)

Transfer teachers from one station to the other.

View all sub-counties and zones in the county.

 

Add and change an ICT officer

Countersigning for heads of secondary schools

Scheduling and undertaking appointments- M&E, lesson observation

Change a teacher’s institution

View a teacher’s appraisal

Change a teacher to be a deputy head of institution or head of institution.

Cancelling appraisal

Assign a teacher to be an appraiser and can also revoke those rights.

Generate various County reports.

2. Sub County Directors

Switch from one sub county to another for those with more than one (alternate)

Countersign and cancel appraisals

Arbitration

Undertaking lesson observations

Create and check schedules

Generate various reports

3. County ICT Officers.

Search and map a teacher to the current station

Change teachers’ designations i.e. from teacher, DHOI and HOI

View all institutions and teachers

View teachers’ appraisals

Generate various County reports

4. Curriculum Support Officers (CSOs)

Scheduling and undertaking appointments- M&E, lesson observation

Change a teacher’s institution

View a teacher’s appraisal

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements at Senior Schools

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

How to Receive form one 2023 selection via sms code (22263) and online

Form one placement results 2023 for KCPE 2022 candidates have been released today on Monday January 15, 2023. According to the ministry of education, the exercise was pegged on KCPE merit or performance. Background of school will play a vital role. Secondary schools in Kenya are grouped in four tiers into which KCPE 2022/2023 candidates will be placed. The form one placement capacity for these categories encompass

  1. Sub-County Schools=726,311 learners
  2. County Schools=258,456 learners
  3. Extra-county Schools= 214,960 learners
  4. National Schools=38,797 learners

The pass mark to the afore-mentioned categories of schools varies with national schools scooping KCPE top candidates from across the 47 counties- 400 marks and above.

Luckily, this year’s form one selection will waive the entry mark for national schools since national schools have declared a total capacity of 38, 797 learners.

Extra county secondary schools will also slightly adjust the pass mark to accommodate more learners.

How to Check Secondary School Selection via sms code 22263

Candidates and parents can now access joining instructions that are available online for all categories of schools through the ministry’s www.education.go.ke or check the results by texting the candidate’s index number only to 22263. To check secondary school selected   SMS  your index number to 22263 (the code works for safaricom, Airtel and Telkom). The sms charges ksh. 25.

How to Download form One 2023 Admission Letter Online

Downloading form one 2023 admission letters is now easier.  Once you have confirmed the school in which you have been admitted then the next thing is to download your admission letter. To download your letter follow these steps:

  1. Go to: Form one 2023 admission letter
  2. Select the county and sub-county you sat KCPE then key in your index number and Submit.
  3. Click on the link named “admission letter” at the bottom of the page for a copy of your admission letter.
  4. Use the printer icon to print or download icon to download to your computer.
  5. Get your primary school’s headteacher to endorse the letter and stamp it in the space provided.
  6. Finally, present it for admission together with a certified copy of birth certificate

LATEST TSC MINIMUM REQUIREMENTS FOR TEACHERS SEEKING TO BE PROMOTED TO SERVE AS PRINCIPALS AND HEAD TEACHERS (2019)

Following the recent complaints by teachers who were turned away from the 2019 TSC promotions’ interviews at various venues, the Teachers Service Commission has been forced to re-advertise the positions.

The teachers who were not allowed to attend the interviews failed to meet one of the per-qualifications for the TSC promotion interviews- a Masters Degree.

Some of these teachers had been appointed by the TSC to serve as principals and headteachers temporarily due to acute shortages. They, therefore, felt that it was very unfair for them to be denied a chance to attend the promotions’ interviews in order to be confirmed.

This attracted the attention of KUPPET which intervened hence leading to the re-advertisement of the currently available promotions’ posts.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Please be informed that while the promotion process has been concluded and successful candidates identified, the release of appointment letters has been delayed due to the following considerations:

1. Budgetary Alignment: Final approval and release of funds from the National Treasury is still pending, which directly affects implementation timelines.
2. Ongoing Administrative Procedures: The Commission is finalizing internal verifications to ensure compliance with relevant public service regulations and to avoid any legal or procedural challenges.

TSC Delocalization News 2021: It seems that the Teachers Service Commission still does have the mule determination to perpetuate the massive teacher delocalization policy amid protests from key stakeholders including teachers’ unions and the President of Kenya.

In March 2021, there arose claims that the Commission was planning massive teacher transfers in April after the mainstream media learnt that TSC was collecting data which would later inform and determine teacher delocalization.

The Teachers Service Commission, TSC Chief Executive Officer, CEO Dr Nancy Njeri Macharia however moved with speed to calm the storm by denouncing and distancing the Commission from the purpoted April TSC Massive Transfer of teachers.

She said that the Commission’s focus was purely directed towards the successful administration of the Kenya Certificate of Secondary Education, KCSE and the Kenya Certificate of Primary Education, KCPE national exams then.

The latest developments on TSC delocalization 2021 now indicate that a total of 4, 035 teachers names have been forwarded to the Teachers Service Commission (TSC) by Counties for delocalization consideration when schools conclude for the third term in July this year.

This follows the compiling and transmitting of teachers data to the teachers’ employer by Counties which ended successfully. TSC through Dorothy Jonyo, Deputy Director Staffing, had ordered its regional staff to collect and forward data of all school heads who have stayed in one institution for more than nine years.

 

The majority of those targeted are school heads and deputies serving in their home counties. TSC will additionally transfer teachers who have worked in the same station for a long time.

On February 26, a memo directed to all Regional Directors, the commission requested details of primary headteachers and principals of primary and secondary schools who have exited the teaching service.

TSC had also asked for data of school heads who are currently serving from home due to the effects of the Covid-19 pandemic. Under the secondary schools’ sector, regional directors were ordered to capture the home county of the principals together with details of their current institutions.
The information included the size of the station, the sponsor of the school, and the category of the school and the enrolment of the data. The mean score recorded by the schools for the last 3 years between 2017 and 2019 were also to be taken as well as the school’s host county.

The principal’s designation, job group, and gender were also captured. County Schools are headed by principals who fall under grade D2. There are approximately 7,000 sub-county schools with nearly 650,000 students countrywide.

Extra county school principals fall under grade D4. There are roughly 531 sub-county schools in Kenya with about 130,000 students.

For primary schools, the teachers’ employer wanted to get the data on the age of the headteachers, their home county, designation, current school, and host county of the institution.

However, teachers with medical conditions together with those who are about to retire will not be affected by the forthcoming delocalization exercise.

 

In the July wave, TSC is targeting school administrators who have worked longer in the same station and those whose promotion has delayed ensuring a fair transition while continuing the delocalization program.

The delocalization process for school heads started back in 2018 and has resulted in headteachers and principals of primary and secondary schools being transferred from schools in their home regions or counties to other regions.

TSC maintains that this will better curb corruption, reduce rates of student indiscipline and bring about a more national viewpoint in school management.

In March, the Teachers Service Commission TSC dismissed claims that it was planning for a mass transfer of teachers nationwide after the national exams were completed.

“Our attention has been drawn to a story in the Standard of today, 9th March 2021, under the headline TSC sets pace for Fresh round of mass transfers. The TSC wishes to refute the claims made in the story that the Commission plans to conduct a mass transfer of teachers countrywide,” said the Director of Staffing, Rita Wahome.

TSC further stated that its Chief Executive Officer (CEO) Nancy Macharia announced before the reopening of schools in January this year that it would not conduct the mass transfer of teachers this year due to the challenges resulting from COVID- 19.

But on the ground, everything appears to be different as the July delocalization of teachers gains momentum. Transfers by TSC are being undertaken for 4 reasons.

Headteachers who retired created vacancies that must be filled
Some deputies must be promoted.
There’s a need to strengthen management in schools.
There’s a requirement to transfer teachers who have served for a long time in one station.

TSC Delocalization Policy Faces Opposition

The Kenya National Union of Teachers (KNUT) Secretary-General Wilson Sossion stated that the union will oppose the plan to delocalize its teachers.

Sossion who is fighting to retain his position in the coming poll claimed that the delocalisation policy was sneaked in the Building Bridges Initiative (BBI) report which the TSC is using to institute the schools’ management shake-up.

In a Sossion’s letter to the BBI secretariat, he said: “The policy was not proposed by Kenyans but was unjustly sneaked into the report to drive TSC’s agenda of delocalisation of teachers.”

The nominated Member of Parliament (MP) said if the commission executes massive delocalization of teachers then it shall be faced with collective industrial action to safeguard families as well as the teaching profession.

The BBI report whose development is yet to be seen following the BBI appeal case which is set to be heard from June 29 to July 2, recommended that the Ministry of Education assumes policy guidelines that discourage local recruitment and staffing of teachers, depending on the conditions or circumstances.

“To strengthen social ties and promote unity among all the communities, stakeholders recommended that the Ministry of Education reviews the curricula to introduce and integrate the teaching of national unity, character, and cohesion to learners during their formative or early years,” says the report.

Despite opposition from unions on teachers delocalisation and transfers, TSC has always maintained that the transfers were in line with the provisions of the code of regulations for teachers and Collective Bargaining Agreements (CBA) signed between them and unions.

“The Commission finds it an act of dishonesty and deceit on the part of the unions’ leadership to continue making public pronouncements calculated at misleading the same teachers the leaders are supposed to guide,” Dr Macharia said.

The mass transfers and the delocalisation exercise has been the main source of contention between TSC and KNUT. Back in 2018, President Kenyatta directed the Ministry of Education to review the TSC policy on mass transfers.

“I am aware that delocalisation has created some unforeseen challenges that have affected some teachers,” said Uhuru.

Dr Macharia said while defending the transfers and delocalisation that they were both negotiated and signed by the two teachers’ unions (KNUT and KUPPET) and documented in the CBA.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

The Kenya National Examinations Council (KNEC) will be conducting training for teachers to prepare them to become examiners for Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE).

The training will take place between 3rd and 9th October 2021.

The venue for training will be communicated to the qualified applicants at a later date. The training exercise will be residential.

The shortlisted applicants will be notified on how they will pay the training fee of Kshs 10,500.

The successful trainees will be incorporated into KNEC examiners database. KNEC will thereafter engage such examiners using the criteria for recruiting examiners based on the needs.

Teachers who are already trained as examiners and are in the KNEC database of the examiners need not to apply for the training.

3.0 CRITERIA FOR TRAINING AS AN EXAMINER

3.1 General criteria for all the trainee examiners

3.1.1 Must be a practicing teacher in the relevant subject areas at the level of examination.

3.1.2 Must be registered and/or employed by the Teachers Service Commission (TSC).

3.1.3 Have a minimum qualification of P1 for KCPE examination with a minimum of a C (plain) at KCSE level in the subject they are applying to train.

3.1.4 Must have a Diploma in Education and above for KCSE marking.

3.1.5 Have a minimum teaching experience of three (3) years.

3.1.6 Must NOT be on interdiction or any other form of disciplinary action from the TSC.

3.1.7 Must be recommended by his/her head of institution and

3.1.8 Must be 50 years of age and below.

4.0 APPLICATION PROCEDURE

4.1 Applicants are required to do the following

4.1.1 Access the Knec examiners portal using the link https://examinersapp.knec.ac.ke

4.1.2 Those with Cp2 accounts and passwords, should log in to the portal using their usernames and passwords.

4.1.3 Those without passwords should click on reset password button and enter their mobile number in the format 2547******** and submit to get their usernames and passwords.

4.1.4 Those without Cp2 account, click on create account and follow the instructions to create your profile.

4.1.5 Upon successful log in, complete your personal profile and save. On the dashboard click on apply for training and all the declared vacancies will be available for the trainees to chose.

The training slots are limited and only qualified teachers who have uploaded all the required details will be considered.

ONLINE KNEC INVITATION TO KCPE AND KCSE EXAMINERS FOR 2022/2023 MARKING EXERCISE; HOW TO DOWNLOAD YOUR LETTER

The Kenya National Examinations Council invites Examiners for the December 2022 KCPE and January 2023 marking exercise online.
The site shall be accessible as follows:

KCPE Examiners – from 5th December 2022;
KCSE Examiners – from 15th December 2022.

Examiners concerned are required to download their letters online following these simplified steps:-

  • Using any browser, access the KNEC Contracted Professionals Website using this link https://examinersapp.knec.ac.ke;
  • those with cp2 accounts and passwords, log in to the Examiners portal using your username and password;
  • those without passwords, click on the reset password button to enter your mobile number in the format (2547********) and submit to get your username and password for logging into the system;
  • upon successful login, complete your personal information and save it. Using the dashboard provided access, read, accept or reject the invitation letter provided. After one accepts the offer letter, download and print the invitation letter.

The 2022 KCPE and KCSE Knec examiners will be competitively selected from all 8 regions and the 47 counties in Kenya.

Qualified teachers are expected to apply for the available 42, 000 slots for KCSE examiners and 7, 000 slots for KCPE examiners this year before the given deadline via the https://examinersapp.knec.ac.ke/

The 2022-2023 KNEC Examiners vacancies will be competitively filled this year and only teachers who meet the minimum qualifications below will be granted access to apply.

Reporting Dates for 2022/2023 KNEC KCPE/KCSE Examiners marking the 2022 KCPE/ KCSE

Any teacher applying for the 2022 KNEC Examiners Vacancies for KCPE/ KCSE marking must

  1. Be a Kenyan Citizen
  2. Possess a valid national identification card.
  3. Be TSC Registered
  4. Not be on TSC interdiction for any indiscipline cases
  5. Possess a valid KNEC registration Certificate for all examiners who have completed the KNEC training modules for all examiners.

Kindly note that only invited examiners only will be allowed to access the marking centers on the reporting dates indicated on the invitation letters.

Examiners who will not be able to access the examiners’ portal and download their invitation letters are therefore advised to keep off the marking venues since trying to access the marking centers is an errand of futility.

KNEC invites and selects examiners based on their performance during KNEC training. The top performers are given opportunities first since they are likely to deliver more credible results.

Given the throat-cutting competition for the limited Knec examiners’ vacancies, invited KCPE/ KCSE examiners are therefore advised to strictly adhere to the timelines indicated on the KNEC Examiners’ invitation letters 2022-2023.

The official reporting time is 2:00 P.M. for all KNEC examiners. Kindly note that the reporting dates differ from one KCSE script to the other since the papers have got different demands.

More demanding KCSE papers like English paper 3 Eng 101/3 require more time while marking since examiners have to peruse through at least three compositions per candidate. These examiners therefore will report to their designated marking centers a few days after the candidates sit for their last KCSE examination paper in early April.

Examiners who fail to turn up on the official reporting date and time indicated in the invitation letter will be disqualified.

PAYMENT RATES, DATES, AND TIME FOR 2022-2023 KNEC EXAMINERS

The 2022-2023 KNEC Payment rates per day remain constant in spite of the harsh economic times this year. Therefore 2022-2023 KCPE and KCSE examiners will receive Kshs 150 per day for co-ordination of the marking schemes for the first few days.

The KNEC payment rates per script range from Kshs 51 to Kshs 77 depending on the length and demands of the paper. English paper three examiners are the highest-paid Knec examiners in the latest KNEC examiners’ payment rates per paper 2021-2022.

The 2022-2023 KNEC Examiners payment rates may however be revised subject to the availability of funds at the council.

The marking centers for this year’s KCPE and KCSE examinations are usually indicated in the invitation letters. They vary from one year to the other.
