TSC INTERNAL MEMO: TRAINING OF TEACHERS ON CBE CURRICULUM

RETOOLING OF SENIOR SCHOOL TEACHERS IN COMPETENCY BASED EDUCATION

The Teachers Service Commission has planned the retooling of senior school teachers in Competency Based Education (CBE) with effect from 1st to 19th December, 2025.

The retooling will be done face to face in selected suitable venues and or procured venues in the county.

Table 1: The dates for the face-to-face smart cascade model of training are as follows:

The target participants for retooling are senior school teachers regular and SNE (who were NOT retooled in Auguist 2025).

Target Participants

The target participants for retooling are teachers currently teaching in secondary schools regular, SNE and Vocational Institutions.

The teachers will be clustered according to the subjects in the pathways;

i) Science, Technology, Engineering and Maths (STEM) – Pure sciences, Applied sciences and technical studies.

ii) Social Sciences – Languages, Humanities and Business

iii) Arts and Sports science – Sports, Arts and Music

The subjects offered in the pathways in senior school are listed below

Criteria for selecting teachers to be retooled

Selecting of teachers to be retooled will be done based on the number of teachers on duty as follows;

The Mode of Training

The model of retooling will be smart cascade done face to face using a multi agency approach.

The teacher capacity development will be conducted as follows;

i) The Master Trainers will train the Trainers of Teachers (TOTs) for 5 days. The TOTs must have at least a teaching subject. They include Curriculum Support Officers, Teacher Educators (Tutors), TSC Sub County directors and MOE Quality Assurance Officers and champion teachers.

ii) Master Trainers will have a meeting with CDs to coordinate the teacher training in the counties and sub counties after TOTs training and compile reports.

iii) The TOTs will train teachers face to face for 5 days

iv) The Master Trainers will offer professional support during teacher training

v) The exercise will be residential for ASAL and SNE but non-residential for non ASAL

vi) The SNE teachers to be clustered according to their areas of specialization (HI, VI, MH, PH)

The purpose of this MEMO is to kindly request you to;

i) Nominate and invite the TSC sub county Directors, Curriculum Support Officers, Tutors, teacher champions, MOE Quality Assurance Officers for TOT and teacher training for both regular and SNE. The TOTs must be proficient in subject mastery.

ii) Invite senior school teachers who were not retooled in August, 2025 and nominate as per the subjects listed in table 2.

iii) Ensure even distribution across the subjects listed in Table 2: (STEM, Social Sciences, Art and Sports pathways)

iv) Invite SNE teachers per School as per the data provided

v) Invite teachers from Vocational centres as per data provided

vi) Coordinate the County and Sub County training meetings

vii) Invite teachers from private schools and inform them to cater for expenses on transport, meals and accommodation

viii) Invite the expected number of teachers for retooling and trainers of teachers as per data provided. Each class for regular teachers is expected to host 60 participants and be handled by 3 ToTs to allow for effective retooling, coaching and support.

ix) Ensure teachers are clustered in convenient venues to minimise transport costs and wastage of time due to long distances covered daily. Avoid crowding teachers in one venue.

x) Identify and prepare appropriate training venues for regular and SNE teacher training

xi) The venues identified must be convenient and with appropriate infrastructure

xii) Prepare teacher training report and submit to the Director TPM

xiii) Submit summary training data per county as per template provided in table 7 immediately after the retooling exercise.
