TSC Murang’a County teachers’ transfer, delocalization list; December 2019

A total of twelve (12) secondary schools in Kisumu county will receive new Principals after the Teachers Service Commission, TSC, effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

Latest TSC News; Lists of shortlisted teachers, deputies for the advertised administrative posts: Names and Interview dates

Important update for teachers who applied for administrative posts in Homabay County. Get to see the list of shortlisted candidates, interview dates and other requirements;

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the various administrative posts that it had advertised in August, 2019. TSC had advertised 6,043 promotion/ administrative vacancies. Of these, 2,310 are for head teachers(T scale 10; Grade C5) while, the remaining 3,733 are for Deputy Head teachers II (T scale 9; Grade C4). Applications were submitted online and Shortlisted candidates have been invited for interviews at varied dates and venues. The lists of shortlisted candidates feature: the advert numbers, TSC Numbers, Names, Teachers’ Stations, Sub-county, Interview dates, Venues and time. For Homabay County the teachers will attend interviews on December 2 to 5, 2019.

WHAT TO CARRY TO THE INTERVIEWS

Shortlisted candidates will be required to present the following documents during the interviews:

  • 1). Certificate of good conduct
  • 2). Clearance Certificate by the Higher Education Loans Board, Helb.
  • 3). Clearance Certificate from EACC
  • 4). Clearance Certificate from a Credit Reference Bureau
  • 5). KRA tax compliance certificate.
  • Academic and Professional documents
  • TPAD hard copies for 2017, 2018 and 2019.
  • Any other relevant, supportive, document.

For shortlisted Deputy head teachers, they will be expected to carry the following:

  • 1. Original National ID Card,
  • 2. Current pay slip
  • 3. Original Academic and Professional Certificates,
  • 4. Letter of appointment as Deputy Head Teacher,
  • 5. Letter of designation to Deputy Head Teacher II (Grade C4/Scale 9).
  • 6. Analysed individual subject results and those of the institution in KCPE Examinations for the last three years, certified by TSC County Director.
  • 7. Performance Appraisal Reports for 2017, 2018 and 2019
  • 8. Originals of the following statutory documents: –

REQUIREMENTS FOR APPOINTMENT

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-

  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.

On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-

  • i. Be serving under career progression guidelines
  • ii. Have served as Senior Teacher for a minimum period of three (3) years;
  • iii. Be currently serving as Senior Teacher I T- Scale 8;
  • iv. Be in possession of a Bachelor of Education degree or its equivalent;
  • v. Have satisfactory rating in the performance appraisal;
  • vi. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;
  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and
  • viii. Meet any other requirement the Commission may deem necessary.

List of TSC allowances paid to all teachers

Teachers employed by the Teachers Service Commission, TSC, enjoy a number of allowances. This is besides the monthly basic salaries paid to the tutors. The allowances are paid either on a monthly basis (together with basic pay) or as a one off payment.

TSC allowances are computed and paid as per the teachers’ grade. Those in higher job groups get higher allowances as opposed to their counterparts in lower cadres.

Below is a complete list of allowances paid to teachers;

AUTOMATIC ALLOWANCES

These are allowances paid by TSC to teachers; without the latter having to request for them. They are periodically paid; with most of them coming on a monthly basis.

House Allowance

The Commission pays monthly house allowance to every teacher in its employment at a rate determined by the Commission from time to time. The current rates were proposed by the Salaries and Remuneration Commission, SRC; where teachers in major towns and municipalities earn higher perks than those in rural areas.

There have been calls by the teachers’ unions for harmonization of the house allowance. This will see teachers in the same job group getting equal for house allowance, irrespective of their workstations.

Where a teacher is on interdiction and is on half salary, the Commission pays the full house allowance until the case is determined.

Commuter Allowance

TSC pays commuter allowances to teachers on a monthly basis. This is paid out according to the teachers’ job grades.

A teacher under interdiction or suspension is not be entitled to payment of commuter allowance.

Hardship Allowance

Teachers assigned to teach in a school situated in a designated and gazzetted hardship area receive monthly hardship allowances. There are plans to degazette some of the hardship areas; which have since seen development and upgrade.

The allowances are paid as per the teachers’ job groups.

Special Duty Allowance

The Commission, in the absence of qualified teachers, pays Special Duty Allowance
to teachers appointed to perform administrative duties which are not commensurate to the teachers’ grades and who are stationed in Arid and Semi-Arid Lands.

A teacher shall relinquish Special Duty Allowance where the teacher: –

  •  is transferred out of the arid and semi-arid lands;
  • is relieved of administrative duties; or
  • attains the grade for the post in which the teacher was acting.
    Responsibility Allowance

TSC pays Responsibility Allowance to Head of Institution, deputy Head of Institution and Senior Teachers. This allowance has since been incorporated and paid together with the administrators’ monthly salaries.

Responsibility Allowance is pensionable only where a teacher receives the allowance on the day immediately before retirement.

The Commission stops payment of Responsibility Allowance to a teacher where the teacher ceases to perform administrative responsibilities.

A teacher entitled to Responsibility Allowance shall claim for the payment of the allowance from the Commission, in case such a teacher is not receiving the allowance.

RELATED NEWS
Special School Allowance

The Commission from time to time determines and pays Special School Allowance to a teacher who possess skills in special education and who is assigned to a special school or special unit.

A teacher entitled to Special School Allowance is expected claim the payment of the allowance in writing through the Head of Institution.

The Commission stops payment of special school allowance to a teacher who ceases to perform duties in a special school.

Reader’s, Facilitation or Aid Allowance

TSC determines and pays a Reader’s, Facilitation or Aid Allowance to a teacher who is blind, deaf, dumb or with physical disabilities, provided that he is confined to a wheel chair to enable him hire an assistant.

Leave Allowance

Teachers receive annual Leave Allowance from TSC. This allowance is paid once a year; together with the January salaries. The allowance is pegged on a teacher’s job grade.

Reimbursable Allowances

These are allowances paid to teachers after they have spent their funds; while in the line of duty. The teacher must make a formal request to the Commission for the funds to be released. See the allowances that fall in this category, below;

Transfer Allowance

This allowance is paid to a teacher whenever such a teacher is transferred from one Sub- county top another. To get the allowance transfer must be initiated by the Commission.

TSC does not  pay Transfer Allowance to a teacher who initiates a transfer.

Travelling Expense

The Commission reimburses travelling expenses at Government rates, including the travelling of a spouse and up to four unmarried children who are dependent on the teacher
up to their twenty second (22nd) birthday which include the cost of transporting the
personal effects incurred in travelling.

TSC reimburses a teacher travelling expenses where the teacher is: –

  •  on first appointment posted or engaged to take up a new appointment in a County other than his home sub county;
  • posted to a place designated and gazzetted as arid and semi-arid lands provided that he does not hail from the area and shall only be entitled to this allowance three times every financial year;
  • on termination of appointment initiated by the Commission, where the school and his home area are not in the same County;
  • found not guilty after a discipline process;
  •  on retirement from service and was working away from the home County.
    Subsistence Allowance

TSC pays Subsistence Allowance to a teacher, who attends a course, seminar, workshop or any official assignment outside the Country.

The allowance is only payable to teachers authorised by the Commission to attend the seminar, workshop or course.

The rates of subsistence allowance payable to a teacher shall be shall be: –

  • quarter per diem where a teacher’s course is fully sponsored; and
  •  full per diem where a teacher’s course is not sponsored.

TSC Memo on capture of 2020 TMIS data for schools, teachers

Schools have been asked by the Teachers Service Commission, TSC, to update their data on the Teachers Management Information System (TMIS). The data which is updated on termly basis captures teachers’ information, school details and learners’ enrollment; among other pieces of information.

Institutions are expected to update basic information of the school, capture data on enrollment, teaching load, as well as updating any other information in TMIS. The deadline for capturing all the data is 15th March 2020. This is according to the latest memo from TSC.

To update the TMIS data

Updating the TMIS data is a simple task that takes a short time. Simply follow the steps below. Assistance can be sought through the following telephone number 0202892181 or email tmdata@tsc.go.ke.

  1. Visit the official TSC website by using the address https://TSC.go.ke
  2. From the home page, select the ‘ONLINE SERVICES’ tab and then ‘TEACHERS ONLINE SERVICES’.
  3. On the new page, scroll down to the Log in window on the left side of the window and titled ‘OFFICIAL’. Enter the User Name and Password (as provided by the TSC Sub County Director) then click on ‘LOG IN’.
  4. On the next window, click on ‘TMIS RETURNS’ followed by ‘SUBMIT TEACHER RETURNS’.
  5. Enter the correct school’s data on the ‘BASIC DETAILS’ window and click on ‘NEXT TO ENROLLMENT’.
  6. Declare the correct ‘ORDINARY SCHOOL ENROLLMENT’ data. Remember, to change parameters in each area just click on the respective icons under the ‘ACTION’ column.
  7. Select ‘NEXT TO TEACHERS DETAILS’ to modify data on the institution’s teachers.
  8. To modify data for each teacher, click on the icon under the ‘ACTION’ column.
  9. To add a new member of Staff, scroll to the bottom of the page and enter the TSC number under the ‘TSC NO’ column. Click on the Search icon. Once the teacher’s detached are displayed, declare any editable data as may be required.
  10. Other tabs whose data can be updated include: TEACHERS SPECIAL NEEDS, TEACHERS ON STUDY LEAVE, SUBJECT ENROLLMENT, NON FULL TEACHING LOAD and KCSE/ KCPE PERFORMANCE.

The Teachers Service Commission, TSC, has released new forms for the new Teacher Performance Appraisal and Development, TPAD 2. These forms are both for teachers and administrators in all public primary and secondary schools. The forms are used to collate data that is then fed onto the new TPAD system. Unlike the old TPAD, most of the data will be updated online; periodically.

TSC issues Corona Virus (Covid-19) warning

The Teachers Service Commission, TSC, has issued a cautionary notice on the prevention of spread of Corona Virus (Covid-19) in the Commission’s offices countrywide. This warning has come at a time when the virus continues to spread claiming the lives of over 3,000 people so far; in other parts of the world.

According to an internal memo from Ibrahim G. Mumin, the TSC Director in charge of Administrative Services, the Commission’s staff should ensure all is put in place to keep the virus at bay. “The Commission will seek to create an enabling environment for prevention of the disease by ensuring thorough cleanliness of all common areas and providing hand sanitizers to be used in the offices,” says Mumin via an internal memo dated March 9, 2020.

As part of measures to stay safe, TSC staff members have been restrained from handshakes; as a form of exchanging greetings. They should also ensure ‘Regular and thorough handwashing’.

Keeping ones surroundings including offices clean and hygienic has also been proposed by Mumin to ensure the deadly virus is prevented.

It is nearly two months since the first infection from Corona virus (also known as Covid-19) was first detected in China. The disease has spread to many continent including Africa, whose case was reported two weeks ago. The disease has been declared by the World Health Organization (WHO), a Public Health Emergency. The effects of the disease are very severe, including death. Todate, there is no vaccine or drug to treat the disease.

Procedure for filling the TSC Interns Logbook

Teachers employed on Internship by the Teachers Service Commission (TSC) are expected to keep and update a number of records. One of the records to be kept by Teacher Interns is the Teacher- Intern Logbook. This document is to be filled under the guidance of the Mentor’s name.

The Teacher intern fills the following parts of the Logbook:
  • Date: This is the date when teaching-learning is executed by the Intern Teacher; during the scheduled lesson.
  • Class/ Learning Environment: This is the class/ form where actual teaching takes place.
  • Activities/ Description of work done: The Intern teacher is then expected to detail the teaching/ learning activities like: Group discussion, Q/A model and other activities.
  • Skills learnt: These are the actual skills learnt.
  • Remarks: The Intern is then expected to write remarks concerning delivery during the lesson.

Interviews for Teachers’ promotions suspended by TSC

List of transferred, delocalized Primary School Head Teachers in Bungoma County; December 2019

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. A total of eight (8) Primary School head teachers have been moved in Bungoma County. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

TSC receives a public apology from the Standard Newspaper over the incorrect Interns’ news feature

The Standard Newspaper has apologized to the Teachers Service Commission, TSC, over an erroneous feature that it published about teacher interns; last week. The story caused frenzy amongst the teaching circles as it reported that the interns (who were employed late lats year) had been offered permanent and Pensionable terms.

“In our Friday’s issue of The Standard, we carried a story indicating that the Teachers Service Commission (TSC) has employed 8,141 tutors on permanent and pensionable terms. We have since established that this is the number of intern teachers hired.
The Commission has, however, recruited 8,920 teachers on permanent and pensionable terms,” reads a presser by the Standard.

“TSC targeted to hire 10,300 interns and 9,069 teachers. Consequently, the commission is still processing 2,159 interns who will soon be put on payroll. Also being processed are 149 teachers to be hired on permanent and pensionable terms. We apologise to the commission for the error,” the Standard added.

TSC kicked off the internship programme in 2019 with about 10,000 teachers enrolled on the program. An intern teacher in secondary school earns Sh15,000 per month while their primary schools’ counterparts pocket Sh10,000 per month.

The Commission on Friday dismissed the report by the Standard terming it unfortunate. “It has come to my attention that the hardcopy edition of today’s Standard newspapers has reported that TSC had hired 8141 intern teachers on permanent basis. I wish to state here that this information is incorrect and it’s unfortunate. The same is being addressed,” said TSC’s Head of Communications, Beatrice Wababu.
