Candidates will be safe during the KCSE, KCPE exams period- Government says

Adequate security arrangements have been put in place in all learning institutions, ahead of the start of national examinations.

Nyanza Regional Commissioner Mr. Mangu Mutindika, while speaking to the media after holding a briefing with security officers and ministry of education officials, at Lions High school in Kisumu town, said security will be enhanced during the period to ensure the Examinations are held in a conducive environment.

“This year’s examinations will be under strict scrutiny and the whole process of administering the exams would be supervised by at least two police officers in each examination centre,” he added.

The RC directed that Deputy County Commissioners and Sub-County directors of education who are in charge of the opening examination containers must adhere to Kenya National Examinations Council (KNEC) regulations by ensuring they open them on time, while centre managers collect and return the examination papers accompanied by security personnel.

The RC said senior government officials will be making impromptu visits to examination centres to ensure the exams are malpractice free.

Mutindika cautioned parents against falling prey to fraudsters who cheat them with fake examinations sets, warning that anybody found engaging in any form of examination malpractice will face law.

“Since 2016, when the government introduced stringent security measures, cases of selling fake examination papers have reduced but we are on high alert and anybody found engaging in the crime will be dealt with, firmly, in accordance with the law.”

According to Nyanza Regional Director of Education, Mr. Willie Machocho, the region is presenting 177,486 candidates for Kenya Certificate of Primary Education (KCPE) in 4728 centres and 132,091 candidates for Kenya Certificate Secondary Examination (KCSE) in 1792 centres.

Machocho said female learners who are pregnant will be allowed to sit the examinations.

KCPE examinations are set to kick off on Monday March 22, while KCSE will commence a week after, coming at a time the two terms of 2020 calendar year were interrupted following an outbreak of coronavirus after which, all schools were closed for nine months.

KNEC posts for 2020 examiners/ assessors

The Kenya National Examinations Council (KNEC) is advertising vacancies for Secondary School teachers to be recruited as assessors for KCSE Oral and Practical papers. The selected teachers will be trained on the job during assessment of the 2020 KCSE.

If you are already in the KNEC database of assessors need, then you do not need to apply.

REQUIREMENTS

  • One must be a practicing teacher in the relevant subjects;
  • You must posses a Diploma in Education (and above);
  • You must have a minim u m teaching experience of three (3) years and above ;
  • One must be registered by the Teachers Service Commission (TSC);
  • You must be recommended by your head of institution;
  • One must NOT be on interdiction or any other form of disciplinary action from the employer ;
  • Applicants must be 50 year s of age and below.

Applicants are expected to access the online form using the link;https://cp.knec.ac.ke/, fill in their respective personal details and print the same form.

You will further be required to fill in sections 2.0 and 4.0 manually, attach the testimonials listed in the application form and forward to KNEC so as to reach the Council on or before 30th July , 2020.

Only qualified Teachers/ Tutors who have presented all the required documents will be shortlisted for the assessment exercise .

Nakuru County to host the 8th edition of Inter-County Games

Nakuru County will host this year’s edition of the Kenya Youth Inter-County Sports Association Games (KYISA).

Over 3,000 youth aged between 18 and 25 years will compete in more than 10 disciplines in the 8th edition of the games that will run from April 17th to 24th.

While noting that the games were not held last year following the outbreak and spread of the Covid-19 pandemic, County Chief Officer for Sports, Dr William Migwi confirmed that he had received the letter of authority to host the games from the County Assemblies Sports Association (Casa) National organizing committee.

Kwale County Government hosted the seventh and second editions of Kenya Youth Inter-County Sports Association Games while Busia hosted sixth and Nandi the fifth edition. The fourth series of the games were held in Makueni, the third in Siaya and the inaugural in Laikipia.

While speaking to members of the press in his office after a planning meeting between the County Directorate of Sports and the National KYISA Executive Committee Dr Migwi said all the 47 counties have confirmed participation in the event that will feature athletics, football, netball and volleyball.

Other disciplines that will be staged include badminton and table tennis among others. The event is also anticipated to turnaround the struggling local hospitality and tourism sectors due to a large number of visitors expected.

“The one-week event will provide a platform where national teams scout for talents to participate in the national teams. It comes at a time the County administration is investing heavily in sports,” stated Dr Migwi.

Dr Migwi said the teams to represent Nakuru County will be selected competitively in the Ward level across the region. He stated that the devolved unit has prioritized harnessing and developing skills among the youth.

“Developing sports sector is a major focus of the County administration, while keeping in mind that sports can provide youth with avenues to self-reliance.

Sports are nowadays a life changer if taken seriously. If you pursue sports as a career it will be a source of income and that is why we have heavily invested in this sector,” said the chief officer.

Dr Migwi said the county administration was increasingly tapping sports talent among the youth and will use KYISA games to advance that.

“As a county we will use these games to tap talent and we will support our youth to establish themselves,” noted Dr Migwi.

The Chief Officer also pointed out that the games will foster cohesion and patriotism in the country. “We need to use sports to build bridges of friendship and prosperity,” he added.

KCSE, KCPE tests ready- CS Magoha

Preparation for this year’s class 8 and form 4 exams are well on course. Education Cabinet Secretary Prof George Magoha says exam materials for the Kenya Certificate of Secondary Education (KCSE) and Kenya Certificate of Primary Education (KCPE) tests are ready and shall be done as scheduled.

“I want to assure you the examinations are ready and in less than four weeks we shall start,” Magoha said; while addressing Journalists Kiambu on Wednesday.

A total of 1,088,986 will sit for the KCPE tests while the KCSE exams will be taken by 699,745 candidates.

He added that the examination has taken into consideration the fact that the school calendar was affected by the long closures occassioned by the Covid19 pandemic outbreak.

“The Kenya National Examination Council (Knec) is ready and should there be any cases that need to be addressed, the government is there,” said Magoha.

The revised KCPE and KCSE timetable from Knec will see the KCPE candidates sit the papers starting March 22, just two days after the end of their third term. The three-day exams will end on March 24, one day before the start of the KCSE exams that will last three weeks and three days.

KNEC CONTRACTED PROFESSIONALS

The Kenya National Examinations Council (Knec) is in the final phase of contracting close to 286,000 professionals to administer the Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) exams.

“An estimated 286,000 field officers will be engaged on agency basis to facilitate in the conduct of exams in the field. The field officers contracted for administration of exams will be expected to register online using the contracted professional CP2 system by February 25,” says the Council through a five-page document detailing the preparations that have been put in place to ensure the exams run smoothly.

Deployments for the contracted professionals are being done by the Ministry of Education Sub County Directors of Education and Teachers Service Commission (TSC) Sub County Directors in every sub-county. Nominated professionals shall then be notified via SMS and/or email as soon as the exercise is complete.

TSC to transfer several principals, heads and their deputies this month; Latest Delocalization news

The Teachers Service Commission, TSC, is set for a major delocalization exercise for school heads this month. This has been revealed by the Commission boss Dr Nancy Macharia. Those to be moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. . According to the TSC boss, Dr Nancy Macharia, teachers with medical conditions will be spared from the ongoing delocalization exercise. Also to be spared are teachers aged above 56 years and those set to retire. In what was seen as a major shake up, the commission in June this year directed County Directors to compile data for school administrators in readiness for the transfers. Via a memo dated 27th June, 2019 the TSC Deputy Director in charge of staffing Dr. Dorothy Owuor had instructed the County Directors to collate data for institutional administrators within their areas of jurisdiction.

Reasons for Delocalization

The Commission says the transfers and deployments are being undertaken for various reasons including:
  • Following the retirement of headteachers and principals who attained the mandatory retirement, some headship positions fall vacant. As a result, deputy heads who are qualified and have exemplary performance record have been promoted to headship positions and transferred accordingly. Inevitably, some of the serving heads have also been transferred to take the positions that fell vacant. This is necessary in order to match performance and experience to the enrollment and level of the institutions.
  • Changes have also been necessitated by the need to strengthen management of some of the learning institutions following recommendations from standards and assessment reports.
  • In line with the Policy on Appointment of Institutional Administrators some principals and headteachers who have served for a long period in the same institution have been transferred. It is intended that the transfer will provide them with a new working environment and also tap into their vast experience.
  • In the course of the year, some Heads of Institution apply to be transferred to new stations. Such applications are normally considered at the end of the year to avoid unnecessary disruption in curriculum delivery, and after necessary replacements have been made. In making the transfers, the Commission has always considered important factors such as number of years pending retirement as well as exceptional circumstances such as health, where appropriate documentation is available.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved. Sources familiar with the transfers indicate that the Commission now prefers moving the administrators in December as opposed to April and August to minimize disruptions and for smooth transition. The Kenya National Union of Teachers, KNUT, has been opposed to the massive delocalization exercise and said it should be executed with a human face.
