TSC TEACHERS’ TRANSFERS 2020/2021 LATEST GUIDELINES; HERE IS A DETAILED GUIDE TO REVIEWED TSC TRANSFER GUIDELINES FOR TEACHERS
The Teachers Service Commission has reviewed its guidelines on the process of transferring teachers from one working station to the other.
Most teachers are usually affected psychologically after being transferred especially when the process is initiated by the commission.
That is why the majority try to revoke those transfers.
The Commission has now reviewed its transfer guidelines to reduce the bad blood between the commission and the teachers.
There are factors that must be considered before teachers are transferred to other work stations:
Staffing levels: When the teacher is declared excess and his subject combination is needed urgently in another school
Home area: If the teacher is a bonafide resident of the area within which the school is situated
Marriage grounds: When the teacher is joining his or her spouse in the same school
Insecurity: When the teacher’s life is in danger due to armed conflict, hostility or other similar instances in the area where the school is located
Health: When the health of a teacher is poor as indicated by pertinent medical records
Age: teachers who have clocked 56 have been exempted from transfers.
Following the renewal of Dr. Nancy Macharia’s term for another five years, the Commission has now adopted a new way of evaluating the afore-mentioned conditions and transfer cases before they are effected.
The Commission shall, therefore, vet every teacher’s case separately to ascertain their status before transferring them.
The new system is aimed at ensuring that all relevant factors are taken into consideration before transferring teachers.
Another departure from the norm is the directive to report to the new work station before appealing the transfer. Previously, teachers were forced to report to their new stations before appealing the transfer.
In December 2018, the Commission transferred 3, 094 teachers but 360 appealed against the transfers. The appeals were considered and appropriate decisions arrived at based on the terms and conditions of service.
TSC ALLOWANCES LIKELY TO BE AFFECTED WHEN A TEACHER GETS TRANSFERRED
Commuter Allowance
This allowance is payable to all TSC teachers. The rate of payment differs based on the teacher’s current grade (job group) and location.
A teacher who has been interdicted and is consequently on half salary is not entitled to a commuter allowance.
Transfer allowance
The commission pays transfer allowance if it is responsible for the transfer of a teacher from one sub-County to the other.
However, if a teacher initiates the transfer, then the Commission shall not pay the allowance.
TSC, Hardship Allowance
This is paid to teachers offering their services in schools designated and gazette as TSC hardship areas.
