TSC Salaries 2021-2025 : P1 Teachers To Receive Their New Salaries Backdated to July 2021; TSC Salaries Kenya
Teacher Service Commission, TSC Boss Dr. Nancy Macharia has confirmed that teachers are set to receive better pay especially primary school teachers starting this month.
The pay rise will however be backdated to July 2021, when teachers should have gotten their rightful duties.
TSC changed the grading system for primary and secondary school teachers immediately after the signing of the Collective Bargaining Agreement (CBA) 2017 to 2021 between it and the teachers’ unions.
TSC adopted the Career Progression Guidelines (CPG) as a way for grading and promoting teachers to various cadres. The current TSC upgrading of teachers led to the scrapping off of some job groups and merging of others.
Under the new system of grading tutors, the grade that was previously known as P1, which was under Job Group G, was scrapped off and replaced with Grade B5. This grade was designated as the new entry grade for all tutors at the primary school level.
After the Salaries and Remuneration Commission undertook the job evaluation exercise, a new grading system was introduced. The grading offered new job groups for teachers, and below are the designation codes for each category

Grade B5 (T-Scale 5) – Primary Educator II
Grade C1(T-Scale 6) – Primary Teacher I, Secondary teacher II, and lecturer III
Grade C2 (T-Scale 7) – Secondary Educator II, Senior Educator II, Lecturer II, and Special Need Education Educator (for primary schools)
Grade C3 (T-Scale 8) – Secondary Educator I, Special Need Education Teacher I (for primary schools), Lecturer I, Senior Teacher I, and Special Need Education Educator II (for secondary schools)
GradeC4 (T-Scale 9) – Senior Master IV, Special Need Education Senior Teacher (for primary schools), Senior Lecturer IV, Deputy Head Educator II, and Special Need Education Teacher I (for secondary schools)
GradeC5 (T-Scale 10) – Senior Master III, Deputy Principal IV, Senior Lecturer III, Deputy Head Teacher, Head Educator, and Curriculum Support Officer II.
Grade D1(T-Scale 11) – Deputy Principal III, Senior Master II, Senior Lecturer II, Curriculum Support Officer I, and Senior Head Educator.

Since the signing of the Collective Bargaining Agreement in 2016, the implementation of the three-phase cycle has been in progress, and it is currently at its third phase as per the TSC CBA implementation schedule.
Other than elongating the TSC salary scale for trainers in the Teacher-Scale 13, T-scale 12, and T-scale 9, the commission has also revised some of the allowances such as commuter, hardship, and annual leave. However, all the other subsidies will remain unchanged.
TSC New Salary Structure
In this 3rd phase, Ukur Yatan, the National Treasury Cabinet Secretary, stated that a total of three billion Kenyan shillings had been allocated.
This amount will cater for new recruitment, recurrent expenditure as well as the implementation of this 3rd CBA phase. Below is the TSC salary scale per job group according to the KNUT latest news on teachers’ pay as per the third phase of the CBA.
Chief Principal – Ksh. 165, 089 (minimum), and Ksh. 200, 928 (maximum)

This year, TSC, citing hard economic times, offered unions a non-monetary 2021-2025 collective bargaining agreement (CBA), which teachers have protested.
The Salaries and Remuneration Commission (SRC), which announced a two-year freeze on civil servants’ pay rise in July, have explained that the extra money factored in the ministries’ budgets is for the annual salary increments.
The salary boom has been announced when it is least expected after the Teacher Union signed a non-monetary 2021-2025 CBA which angered many teachers across the country. It is important to note that this budget is subjected to parliament.
Currently, Chief Principal who heads institutions in National and extra county schools with over 1000 is the highest-paid teacher. They fall under Grade D5. The lowest-paid principals take home 131,380 shillings while the highest earner in this group pockets 157,656 shillings.
The lowest earner teachers are those under Grade B5, T-Scale 5, and teaching primary school. These teachers take home between 21,756 and 27,195 shillings
The teacher’s trainees are entitled to a monthly stipend of Ksh. 10, 000 for primary school trainees and Ksh. 15, 000 for secondary school trainees. However, this amount is subject to statutory deductions where applicable.
