<p><strong>The Teachers Service Commission may fail to conduct (TSC) replacement interviews this year in a bid to cut down on the cost of employing teachers.</strong></p>
<p><strong>A privy source whose identity we will not reveal for obvious reasilons has confided in our team confirming that the Commission may replace teachers using the interview results and merit lists used in the July 2022 Mass Recruitment exercise.</strong></p>
<p><strong>According to the privy source, the Commission will simply reach out to the shortlisted applicants for the July mass Recruitment using the contacts provided on the TSC online recruitment portal to enquire and confirm whether they were able to bag the TSC mass recruitment slots.</strong></p>
<p><strong>Using the order of merit, the Teachers Service Commission will sieve applicants who were qualified but we&#8217;re not slotted among the top 5 and forward their names for posting to schools with replacement vacancies this December.</strong></p>
<p><strong>At the same time, a section of leaders from Kakamega County have called on the Teachers Service Commission (TSC) to put mechanisms in place that shall see tutors who exit the profession replaced immediately.</strong></p>
<p> ;</p>
<p><strong>The leaders said that replacement of teachers who leave should not be pegged on the nationwide recruitment of new tutors.</strong></p>
<p> ;</p>
<p><strong>“For instance, we have teachers who have just exited classroom for politics. So you find they have left voids in the schools they were stationed. This causes suffering to the learners as they have to wait for too long to get replacements,” said Khwisero MP Christopher Aseka.</strong></p>
<p> ;</p>
<p><strong>The sentiments were echoed by his Shinyalu counterpart Fred Ikana who said that TSC should have a pool of teachers from whom they can immediately pick replacements for those who have died, rendered incapacitated or joined other fields.</strong></p>
<p> ;</p>
<p> ;</p>
<p><strong>“The annual recruitment of teachers should be divorced from replacements. The recruitments are meant to narrow the teacher-learner ratio while replacements are supposed to maintain the status quo to prevent widening of the existing imbalance,” he added.</strong></p>
<p> ;</p>
<p><strong>The leaders said many teachers had left the profession this year alone with a number either securing political seats or jobs in county governments.</strong></p>
<p> ;</p>
<p><strong>The Kenya National Union of Teachers (KNUT) Kakamega County Chairman Patrick Chungani said over twenty of his members vied for various seats in the August 9 elections and a handful turned out successful.</strong></p>
<p> ;</p>
<p> ;</p>
<p><strong>“Several of our members exited TSC’s payroll and have left serious vacuums in their former stations. This must be addressed urgently,” he added.</strong></p>
<p> ;</p>
<p><strong>Chungani was also in the race for the Muhanda Ward seat in Shinyalu Constituency but lost.</strong></p>
<p> ;</p>
<p><strong>His Secretary Archadeous Liyayi, however, managed to clinch the Idakho Central Ward seat in Ikolomani Constituency.</strong></p>
<p> ;</p>
<p><strong>Some of the teachers who have exited from TSC said they felt for their learners.</strong></p>
<p> ;</p>

<p><strong>“I constantly miss my sons because I feel like I left them in the middle of</strong> the sea. My prayer is that they get a worthy replacement soon,” said Sylvia Muteshi who used to teach at St. Augustine Ilala Boys Boarding Primary School situated in Shinyalu but has now secured nomination to the Kakamega County Assembly.</p>

<p>Her remarks were seconded by another teacher Emmanuel Makokha who has been recruited by the Kakamega County Government as an advisor to Governor Fernandes Barasa.</p>

<div>The Teachers Service Commission, <a href="https://newspro.co.ke/category/education/tsc-news/"><strong>TSC</strong></a>, has <strong>completed the process of effecting the April/May 2022 transfers for both classroom teachers and school administrators.</strong></div>

<div><strong>Several teachers across the country are likely to be affected by transfers that are expected to be commence by 9th May, 2022.</strong></div>

<div>According to an official <strong>notice</strong> <strong>released</strong> by <strong>Teachers Service Commission</strong> on <strong>Wednesday 4th April 2022,</strong> a number of teachers are expected to be affected by the forthcoming transfers due to staff balancing across the schools, sub-counties and counties. <strong>See the circular below</strong></div>

<div>Reliable sources now indicate that the <strong>processing status of the 2022 TSC transfers is 100 per cent complete.</strong></div>

<div><span style="text-transform: initial;">The latest details reaching our newsdesk indicate that the Commission has initiated the process of dispatching the 2022 transfer letters to the respective sub-counties and schools (Current work stations) of the affected teachers.</span></div>

<div><span style="text-transform: initial;">The transfers have been incubated for long to avoid disrupting the 2021 national examinations that were recently concluded.</span></div>

<div>Now that the KCPE/ KCSE exams are over, the affected teachers will smoothly transfer from their current work stations to the new ones indicated on the transfer letters without any form of disturbance.</div>

<h3><strong><span style="text-transform: initial;">APRIL 2022 TSC TRANSFER LETTERS DISPATCHED</span></strong></h3>
<p><strong>As indicated earlier, all TSC teachers affected by the April 2022 transfers should collect their letters by Mid-April from their respective schools or sub-county offices so that they can plan themselves to report to the new work stations by April 27, 2022. </strong></p>

<p>The Teachers Service Commission (TSC) will effect transfer requests for thousands of teachers in April 2022 after conclusion of national examinations.</p>
<p>The transfer letters for both classroom teachers and school administrators will be available at the TSC sub county offices country wide.</p>

<p>However school Headteachers and Principals will be incharge of collecting and issuing transfer letters to their respective teachers in schools.</p>

<p>Before that happens we want to let you know how TSC transfers are applied, sorted and approved, the terms related to TSC online transfers and the reasons that can make you get an inter county transfer.</p>
<p>TSC moved application for transfers to an online platform. Since then all applications for transfers must be done online.</p>

<p>Through a circular by the Commission’s chief executive, Dr. Nancy Macharia, said this is part of its 2019 – 2023 strategic plan aimed to automate and ease service delivery.</p>

<p>To apply for a transfer click Teacher Online Transfer Application Portal where you will be required to enter your TSC number, ID number and Mobile phone number then click ‘Login’.</p>

<p>A validation code will be sent to your registered mobile number. Enter the code sent your mobile phone and click ‘Login’.</p>
<p>Kindly note if you are not getting the code in your phone number know that is not the registered phone number. If this happens you are advised to consult your County TSC ICT officer for mobile number correction.</p>

<p>Once you click ‘Login’ the system detects whether the teacher is in a primary or post primary institution.</p>
<p>Click ‘Submit a Request for Transfer’ to proceed. After entering all the details and checking the declaration box and clicking ‘OK’ the system will display the teachers current station and the requested one.</p>

<p>If a teacher is requesting a transfer due to insecurity and/or medical grounds, the are required to attach supporting documents by clicking ‘File Attachment(s)’ button for the attachment.</p>
<p>The teacher can also edit, withdraw or print the transfer request.</p>
<p>Once the application has been submitted by filling the requisite areas, the application then proceeds to the Head of Institution by sending a notification to their official TSC emails.</p>
<p>The Head of Institution can also access the portal through the link sent in the email or directly through the link Teacher Online Transfer Application Portal.Once they access the portal, Heads of Institutions are required to indicate and submit their remarks.</p>

<p>If the transfer is within the county, it then escalates to the Sub County Director and County Director respectively.</p>
<p>However if it is a request to be transferred outside the County, it proceeds to the County Director and then to the Staffing Directorate at the TSC Headquarters.</p>
<p>Applicants receive the following feedback through display of transfer status.</p>
<p>Pending: This is displayed once the teacher’s application is successfully delivered awaiting remarks from respective supervisors.</p>

<p>Acknowledged: This is displayed if the teacher is eligible for transfer and awaiting the availability of vacancy and or the teacher’s suitable replacement.</p>
<p>Not Approved: This is same as when the teacher’s request is regretted. This is applicable if the teacher has not met conditions set as per the transfer policy for example having not served in the current station for a period of not less than five years since first appointment, lack of suitable replacement or vacancy.</p>
<p>Approved: This is displayed after the transfer committee approves the teachers transfer request. The teachers transfer letter is then issued through the Principal in the case of post primary institutions and through the County Director in the case of primary school.</p>
<p>NOTE: The policy on transfer of teachers is always subject to availability of a replacement as per the Curriculum Based Establishment for secondary schools and staffing norms for primary schools.</p>
<p>A teacher in primary school can be transferred within the county while teachers in secondary schools can be moved to any county.</p>

<p><strong>The Teachers’ Service Commission has revealed teachers in the six job groups who will receive salary increment with arrears after the parliament has approved 2022/2023 budget.</strong></p>
<p>According to the Commission teachers in grades B5, C1, C2, C3 and D5 will not get salary increment owing to the Collective Bargaining Agreement (CBA) 2017 -2021 that did not capture them.</p>
<p>In a document seen by this author, the commission further revealed that teachers in those grades have reached their maximum salary points popularly known as ‘bar’ and therefore it will not be eligible for salary increase.</p>
<p>“Grades B5, C1, C2, C3, and D5 have reached the maximum salary points provided for in the banding by the completion of the cycle for CBA 2017 – 2021,” read part of the document.</p>
<p>However, teachers in grades C4, C5, D1, D2, D3 and D4 who are yet to attain the maximum salary points as provided for in the salary banding will get their salary increment.</p>
<p>TSC says it will extend the salary points for these grades starting 1st July 2020.</p>
<p>The good news is that the Commission will pay the teachers their salary increment with arrears from the date they attained the maximum salary point to January 2022.</p>
<p>“The arrears will be processed by July 2022 when funds become available,” said the Commission.</p>

<p>According to the table above grade C4, C5, D1 and D4 the elongated salary scale points are from point three to seven.</p>
<p>While grades D2 and D3 the elongated salary scale points are from point two to seven. The arrears will be paid after July budget.</p>
<p>This latest revelation is a blow to teachers in the lower cadre who were yearning for a payrise after the July budget.</p>
<p>TSC will receive an extra Sh15 billion for the 2022 – 2023 financial year, but the Commission has refuted claims that it will use the funds to award payrise.</p>

<p><strong><a href="https://newspro.co.ke/category/education/tsc-news/">TSC News Today 2022:</a> The teachers insurance service provider, AON Minet, has suspended thousands of teachers dependants for lacking required documentation.</strong></p>
<p>Teachers dependants include wife or husband and children. Teachers are allowed to register upto to four children under the cover.</p>
<p>“Dear Mwalimu, kindly note that KELVIN, listed as your dependant has been deactivated from the hospital system, Please contact us on 1528 or 0730604000 to avoid inconveniences while accessing cover. Upload documents via https://collaborationkenya.minet.com/tsc,” reads a text message sent to teacher Jane Wambia in Taveta.</p>
<p>According to AON Minet teachers affected failed to upload required documents that would serve as evidence for their dependants listing.</p>
<p>However the insurance officials say the teachers only need to upload required documents to support their dependants for them to be reinstated in the hospital system.</p>
<p>For spouse a teacher is required to upload the national ID card and a marriage certificate. Those lacking marriage certificate can apply to get a sworn affidavit which they can use instead.</p>
<p>For children recently born a birth notification can be used. Teachers can upload birth certificates for older children. Those with eightenn years and above must be in colleges and universities to be supported and their college or university ID must be uploaded.</p>
<p>Early this month AON Minet issued new terms for its teachers and dependants seeking medical services in various facilities beginning 1st February 2022.</p>
<p>Teachers who want to change their dependants can only do that once a year and only at the end of the policy year.</p>
<p>Among the new rules, AON Minet, which covers more than 300,000 teachers on Teachers Service Commission (TSC) payroll, said it will no longer use code verification in all facilities it listed.</p>
<p>The insurer said it will use biometric verification for teachers and their dependants in its medical service providers to curb unethical practices.</p>
<p>Minet also said referrals will be through TSC offices, Bliss hospitals or referral and teaching hospitals if one needs a specialized check up.</p>
<p>AON Minet sent short messaging services to teachers informing them of the changes it planned to roll out.</p>
<p>“Dear Mwalimu, expect changes to the panel of service providers from 1st Feb 2022. Dial *202*06# or visit the link https://bit.ly/TMServiceProviders to view the updated list for year 2022,” reads SMS sent to teachers.</p>
<p>The medical cover cost TSC Sh9 billion in 2019, Sh12 billion in 2020 and Sh14 billion last year.</p>
<p>Two months ago AON Minet blacklisted at least 20 hospitals for engaging in unethical practices, exposing dubious ways the health facilities use to defraud the multibillion-shilling teachers’ medical scheme.</p>
<p>Teachers and their dependents also came into sharp focus as it was revealed that they collude with hospitals to fleece the TSC of the insurance cover.</p>
<p>The vices ranged from making fake claims, overcharging members, listing fake ailments to impersonation.</p>
<p>A brief by Minet Kenya, the firm contracted by TSC to manage the scheme, listed at least 10 ways that teachers, their dependents and hospitals use to fleece the scheme.</p>
<p>They include impersonation, billing for services not rendered, billing for conditions not covered under the scheme, double billing of medical expenses and falsification of the length of stay of patients in hospitals.</p>
<p>Incorrect reporting of diagnosis or procedures, false and unnecessary prescription of drugs, abnormal utilisation of services, bribery and unethical inducement are also ways used to cheat.</p>
<p>In addition to these, Minet Kenya Chief Executive Sammy Muthui said many facilities have been blacklisted and others presently put under investigations for abusing the seven-day rule.</p>
<p>Under this rule, Muthui said if a patient is treated for a condition and within seven days returns to the hospital to be cared for over the same ailment, they should not be charged.</p>
<p>“The member should never be asked to pay out of pocket. But we have had cases where this rule has been breached and patients asked to pay money or turned away. This is fraud and we take it seriously,” he said.</p>

<p>• The burial permit- original or a certified copy.</p>
<p>• Surrender of ID form (original or a certified copy) / ID copy of the deceased.</p>
<p>• A copy of the Next of Kin’s ID.</p>
<p>• A copy of the ATM card or bank statement of the claimant (Next of Kin) indicating the account number, the account name, the bank and the branch where the account was opened.</p>
<p>NB: *Payment will be made to a valid account number held in a registered commercial bank.</p>
<p>LAST EXPENSE BENEFIT</p>
<p>This benefit is payable to the next of kin upon the demise of a principal member mainly to cater for funeral expenses. It is payable within 48 hours subject to confirmation of the Next of Kin and upon provision of the following documents:</p>
<p>• The full name of the deceased.</p>
<p>• The TSC Number.</p>
<p>• The Burial Permit indicating date of death.</p>
<p>• The next of kin details (Name, Relationship to Deceased, Phone Number).</p>
<p>• A copy of the ATM card or bank statement (of Next of Kin) indicating the account number, the account name, the bank and the branch where the account was opened.</p>
<p>Chief’s letter in case the deceased had not declared their next of kin.</p>
<p>NB: * Submission of Group Life and Last Expense Claims must be done within 12 months after which it will not be payable.</p>
<p>Psychiatric and Counselling Services</p>
<p>Provision of Psycho-social support programs for employees for conditions such as chemical dependency, stress, post-traumatic counselling, relationship difficulties, anxiety and depression, parenting, legal or financial distress etc. services will include but not limited to:</p>

<p>Members of the Teachers’ Medical Scheme can access any of the service providers on our panel countrywide. This list is accessible via USSD code *340# or Minet/TSC Website.</p>

<p>Present yourself at the service provider on our active panel.</p>
<p>Step 2:</p>
<p>Identify yourself or your dependant with the TSC number</p>

<p>The service provider will generate an SMS that contains a One-Time-Pin (OTP), sent to the principal member’s registered mobile number.</p>

<p>“We would not have doctors and professionals we have in Kenya if it were not for teachers. We all fail exams at some point in time depending on circumstances at that time. If a teacher has gone back to school because he or she has realized the opportunity and value they would add to Kenyans they should not be punished rather rewarded,” said Tongi.</p>

<p>In December last year during the Kenya Primary School Heads Association (Kepsha) conference in Mombasa, the Commission Deputy Director of Staffing Antonia Lentoijoni said TSC wont allow teachers with grade C (plain) and below to teach in secondary schools.</p>

<p>She said teachers who did not attain a mean grade C+ in the Kenya Certificate of Secondary Education (KCSE) exam will not teach in secondary schools even if they had attained a degree later.</p>
<p> ;</p>
<p>Lentoijoni added that, all secondary school teachers would only be allowed to teach subjects for which they scored a C+ and above in KCSE.</p>
<p> ;</p>
<p>This is also applied with primary school teachers who would only be allowed to teach subjects they scored a C plain in their KCSE exam. She said this would improve the quality of education in Kenya.</p>

<p>She said the bar was raised by the Commission to improve the quality of education, following new challenges emerging in society.</p>

<p>“The Teachers Service Commission has raised the entry point of teaching in the country to have the right kind of people to offer quality education to our children,” said Lentoijoni.</p>

<p>The decision automatically locked out teachers who scored C- or C and have degrees from going to teach in secondary school, despite a suggestion by Kenya National Union of Teachers (Knut) Secretary-General Collins Oyuu that teachers in primary school be allowed to teach Grade 7 and 8 in junior secondary school because several of them have masters degrees.</p>

<p>Oyuu’s plea to TSC to allow primary school teachers with C (plain) and degrees to teach in junior secondary school was rejected.</p>

<p>The teachers only receive acknowledgement letters after submitting their new certificates to the Commission.</p>

<p>Currently only promotes PTE teachers with mean grade C+ (plus) and above to teach in secondary schools.</p>

<p>The teachers must also have scored at least C+ (plus) in their teaching subjects. Once deployed the teachers start at job group C2 and later move to grade C3 after completing three years.</p>

<p>The Commission CEO Dr. Nancy Macharia said academic papers will no longer be the basis for teacher promotion. She said teacher performance is key for any meaningful promotion.</p>

<p>In July last year the Commission launched Teacher Professional Development (TPD) which it said will form part of teacher promotion.</p>
<p> ;</p>
<p>Teachers are required to pay sh. 6,000 yearly for the training which takes 30 years.</p>
<p> ;</p>
<p>Teacher will also be issued with a teaching license after every five years and only after successfully taking the TPD modules.</p>
<p> ;</p>
<p>While in Mombasa, Lentoijoni said teachers with the qualification that TSC had approved were the right kind of people who will ensure quality education to the children.</p>

<p>“These are the people with the ability to offer quality education for our children,” she said.</p>
<p> ;</p>
<p>Lentoijoni said the commission trained 28,000 teachers in the last few years to address the shortage of teachers.</p>
<p> ;</p>
<p>She said Kenyan children deserved quality education and that was why the bar had to be raised by the commission.</p>

<p>Letoijoni, who thanked the government for its continued response to the shortage of teachers in the country, however, expressed happiness that at least there was some relief on the shortage of teachers.</p>

<p>She said TSC had now embarked on a new system of recruitment of teachers by first engaging those who want to be teachers as interns who were assigned to experienced teachers for mentorship.</p>

<p>According to the report, which was presented to the National Assembly’s Committee on Education and Research by the Parliamentary Budget Office, the Teachers Service Commission (TSC) intends to use its increased allocation of Sh15 billion to employ 13,000 secondary school teachers and 9,000 interns to deal with exits and the expected increase in enrolment when the junior secondary is implemented in January 2023.</p>

<p>This is bad news for teachers who were hoping for a new collective bargaining agreement (CBA) from their employer. When TSC CEO Nancy Macharia appeared before a parliamentary committee last week to discuss their budget proposals, the issue of renegotiating the CBA was not raised.</p>

<p>Teachers who will be successfully recruited in the ongoing TSC Replacement recruitment exercise will report to their new work stations at the commencement of the new academic year 2022 term one which will officially kick off on April 26, 2022.</p>
<p>The teachers will however be obliged to wait for the TSC to confirm and carefully scrutinize their credentials in a rigorous process dubbed TSC verification of documents to ensure that everything falls into place.</p>
<p>Upon verification of documents, the TSC Recruitment panel will forward them to the TSC headquarters so that the Commission&#8217;s human resource management department can prepare and dispatch TSC posting letters which will be used as a passport to their new stations.</p>
<p>The TSC Recruitment posting letters will be sent to the school where the teacher has been newly posted to for easier follow up.</p>

According to reliable sources, a total of 4, 035 names have been forwarded to the Commission from the 47 counties in preparation for the <strong>2022 TSC Transfers/ Delocalization</strong>.</h1>

<p>A total of 4035 teachers names have been forwarded to the Teachers Service Commission (TSC) by Counties for delocalization consideration when schools conclude for the second term in December this year, according to TSC sources.</p>
<p>This follows the compiling and transmitting of teachers data to the teachers’ employer by Counties which ended successfully. TSC through Dorothy Jonyo, Deputy Director Staffing, had ordered its regional staff to collect and forward data of all school heads who have stayed in one institution for more than nine years.</p>
<p>The majority of those targeted are school heads and deputies serving in their home counties. TSC will additionally transfer teachers who have worked in the same station for a long time.</p>
<p> ;</p>
<p>In a February 26 memo to all Regional Directors, the commission requested details of primary head teachers and principals of primary and secondary schools who have exited the teaching service.</p>
<p>TSC had also asked for data of school heads who are currently serving from home due to the effects of the Covid-19 pandemic. Under the secondary schools’ sector, regional directors were ordered to capture the home county of the principals together with details of their current institutions.</p>
<p>The information included the size of the station, the sponsor of the school, and the category of the school and the enrolment of the data. The mean score recorded by the schools for the last 3 years between 2017 and 2019 were also to be taken as well as the school’s host county.</p>
<p>The principal’s designation, job group, and gender were also captured. County Schools are headed by principals who fall under grade D2. There are approximately 7,000 sub-county schools with nearly 650,000 students countrywide.</p>
<p>Extra county school principals fall under grade D4. There are roughly 531 sub-county schools in Kenya with about 130,000 students.</p>
<p>For primary schools, the teachers’ employer wanted to get the data on the age of the headteachers, their home county, designation, current school, and host county of the institution.</p>
<p>However, teachers with medical conditions together with those who are about to retire will not be affected by the forthcoming delocalization exercise.</p>
<p>In the July wave, TSC is targeting school administrators who have worked longer in the same station and those whose promotion has delayed ensuring a fair transition while continuing the delocalization program.</p>
<p>The delocalization process for school heads started back in 2018 and has resulted in head teachers and principals of primary and secondary schools being transferred from schools in their home regions or counties to other regions.</p>
<p>TSC maintains that this will better curb corruption, reduce rates of student indiscipline and bring about a more national viewpoint in school management.</p>
<p>In March, the Teachers Service Commission TSC dismissed claims that it was planning for a mass transfer of teachers nationwide after the national exams were completed.</p>
<p>The affected teachers will receive their letters once they are availed in their respective counties. However, teachers can also visit TSC website www.tsc.go.ke to check whether their names appear there.</p>

<p>The commission has further instructed county bosses to ensure that the under listed procedures are adhered to in the process of issuance of notices for compulsory retirement, and thereafter the Submission of documents.</p>
<p>Your office is further required to undertake the following:</p>
<p>(1) Verify the list.</p>
<p>(ii) Acknowledge receipt (in writing) within seven days.</p>
<p>(iii) Inform the Deputy Director (Liaison) of any discrepancies noted in the list.</p>
<p>(iv) Transmit the retirement list to the respective Sub- County Directors within seven days of receipt.</p>
<p>On receipt of the lists the Sub- County Directors will be expected to:</p>
<p>(i) Verify and acknowledge receipt within seven days</p>
<p>(ii) Issue retirement notices to all the teachers strictly as per the list.</p>
<p>(iii) Maintain a register of teachers issued with retirement notices.</p>
<p>(iv) Invite all teachers issued with notices to collect and acknowledge receipt of the letters within fourteen days from the date the list is received.</p>
<p>(v) Transmit to the Deputy Director(Liaison) copies of the retirement notices, duly signed by the teachers acknowledging receipt.</p>
<p>(vi) Ensure that the teachers submit the required documents within sixty days from the date of receipt of the retirement notice.</p>
<p>vi) Receive, verify, confirm and certify completeness of documents received.</p>
<p>(vii) Return any incomplete documents to the teacher, pointing out the extent of incompleteness and advising the teacher to resubmit within fourteen days.</p>
<p>(ix) Deliver the complete documents to the County Director in a register.</p>
<p>On receipt of the complete documents, the County Director will be expected to:</p>
<p>(i) Deliver the complete documents in a register to the respective HRM Unit Heads by 30th April, 2022.</p>
<p>(ii) Return any incomplete documents to the Sub- County Director, pointing out the extent of incompleteness and requiring that they be addressed and the documents resubmitted within fourteen days.</p>
<p>Important notes</p>
<p>(i) Teachers’ names should be indicated on the bank forms exactly as they appear on their national identity cards.</p>
<p>(ii) Teachers should be encouraged to maintain their salary accounts to avoid delays in processing their retirement claims.</p>
<p>(iii) Any change in bank details must be accompanied with a letter from the teacher confirming the new account.</p>
<p>(iv) Where (iii) above is applicable the sub- county HR will be required to emboss the teacher’s thumb print on the payment of commuted Pension forms (bank forms), and witness by signing and indicating his/her name, and TSC Number.</p>
<p>(v) The names on the bank plate (ATM or Card)must appear as on the national identity cards.</p>
<p>(vi) Where(v) above is not applicable, the teacher must obtain a letter from the bank confirming ownership of the account.</p>
<p>(vii) Those who are contributors towards Widows and Children Pension Scheme (WCPS) should submit an earliest pay slip to support WCPS i.e. any pay slip for the first ten (10) years of contribution.</p>
<p>(viii)Teachers are advised to check with the nearest Kenya Revenue Authority (KRA) office whether they have any tax liabilities and clear them.</p>

<p><strong>Teachers like other public service employees, are entitled to a number of leaves including a thirty days annual leave with full pay which can be applied during school holidays.</strong></p>

<p><strong>Kuppet Secretary-General Akelo Misori said the increment will translate to between 30-70 per cent for highest paid workers and the lowest earners. In a media briefing, the Kuppet official said they have informed the Teachers Service Commission (TSC) of the development and also issued timelines to guide the process.</strong></p>
<p><strong>“Upon the expiry of 21 days, the union will review the commission’s response before convening our organs to give further directions on the next course of action,” said Mr Misori.</strong></p>
<p><strong>This means that TSC has until mid-February to invite teachers to the negotiation table.</strong></p>
<p><strong>The teachers’ unions have come under sharp focus for signing a non-monetary collective bargaining agreement (CBA) that only provided for enhanced maternity benefits and lenient transfers to cushion couples.</strong></p>

<strong>Kenya National Union of Teachers (Knut) has also called for opening of fresh talks on the 2021-2025 CBA, saying the economy has recovered.</strong></p>
<p><strong>Knut Secretary-General Collins Oyuu, without giving timelines, said the talks must be concluded even as he indicated that the union had already kick-started negotiations with TSC.</strong></p>
<p><strong>“The last CBA catered much for administrators but this time round, we will make sure that teachers will have a chunk of what will be added in their salaries,” said Mr Oyuu.</strong></p>
<p><strong>Knut has, however, not indicated whether it will make fresh demands for salary raise or will stick to the old offer that was pitched under Wilson Sossion.</strong></p>

have a Primary Teacher Certificate (PTE) or its approved equivalent; have been registered as a teacher and in possession of a valid Teaching Certificate;<br />
meet the requirements of Chapter Six (6) of the Constitution; and<br />
any other requirement the Commission may deem necessary.</p>

<p>Since this is the entry grade for primary school teachers, the duties and responsibilities are not complex.</p>
<p>Unfortunately, some of their roles and responsibilities were not captured in the previous 2016-2021 CBA hence there is a huge disparity between them and school administrators in their remuneration and salaries.</p>
<p>The duties of a teacher at this level shall be to:-</p>
<p>prepare lesson plans, lesson notes, timetables, schemes of work and maintain academic standards in the school to ensure that the syllabus is covered in time for evaluation;<br />
teach the subjects of specialization and impart knowledge, skills and attitudes to the learner;<br />
evaluate learners in subjects of specialization and prepare them for national and other examinations;<br />
introduce new ideas and programmes to ensure improvement in teaching and<br />
learning in the subjects of specialisation;<br />
ensure consistency and improvement in curriculum delivery through teamwork and collaborative planning;<br />
serve as a role model and maintain learner discipline to create a conducive environment for learning;<br />
provide guidance and counselling services to learners to instil norms and values for harmonious co-existence;<br />
ensure safety and health of learners;<br />
ensure cleanliness of the school compound and tidiness of learners; xi. participate in workshops/seminars/symposiums to share ideas, and enhance knowledge in the subject areas;<br />

<p><strong>Shock as high number of Sexual harassment cases are reported in schools, with cases of male teachers prying on their students on the lead.</strong></p>
<p><strong>Sexual harassment in schools is not a new thing in schools and this is proven by the data released by the Teachers Service Commission recently. In the report, TSC has stated that in the last three years, 282 teachers have been sacked and degazetted for engaging in sexual relationships with their charges.</strong></p>
<p><strong>Multiple interviews with school heads, teachers, and former students have put the deep moral rot in schools on the spotlight.</strong></p>
<p><strong>Students who left boarding schools last year told the Saturday Standard that most sexual activities take place between 9pm and 11pm after the evening preps, and during games time, which normally lasts between 4pm and 6;30 pm.</strong></p>
<p><strong>“After the preps, few care about what happens because some students run to fetch water, others wash clothes while some engage in friendly conversations in the school compound,” said a former student.</strong></p>
<p><strong>According to TSC, below is the data recorded in the last three years;</strong></p>
<p><strong>TSC data also shows that the highest number of sexual harassment cases was recorded in 2019 with 124 teachers being sacked and deregistered. In 2020, a total of 101 teachers were sacked while 57 cases were recorded this year.</strong></p>
<p><strong>TSC cautions that any person who hires deregistered teachers shall be jailed. Regulations 18 (1) (c) and (d) of the TSC code of regulations, read together with Section 45 of TSC Act, sets penalties for persons committing such teachers to service again.</strong></p>
<p><strong>“Any person who suffers or permits or employs in any school a person not being a registered teacher shall be guilty of an offence and eligible to a fine not less than Sh 100,000 or to imprisonment for a term not exceeding two years or both,” reads a notice by TSC.</strong></p>
<p><strong>The Commission also threatens to publish names and photographs of teachers found guilty of sexually harassing children.</strong></p>
<p><strong>Last year, the court of appeal gave orders for TSC to bear the responsibility of sex pests preying on children in schools. In a landmark decision, Appeal court judges Roselyn Nambuye, Martha Koome and Fatuma Sichale ordered TSC to pay two minors Ksh 5 million as compensation for being subjected to such humiliation, shame, and pain that might have a lifelong effect on them.</strong></p>
<p><strong>In an earlier statement, TSC Chief Executive Officer Nancy Macharia faulted school heads for covering up the vices committed by their staffs.</strong></p>
<p><strong>“We must report these cases for action to be taken,” said Macharia.</strong></p>
<p><strong>She cautioned that teachers found guilty will be disciplined.</strong></p>
<p><strong>“These are criminal acts that can be followed up and we plead with you to report these cases and avoid cover ups,” Macharia said.</strong></p>
<p><strong>Under the revised discipline guidelines, TSC dissolved some functions to quicken conclusion of the cases.</strong></p>
<p><strong>Unlike in the past where only the county directors of education could interdict teachers, county staffs at lower levels no play key roles in determining discipline cases.</strong></p>
<p><strong>The new arrangement now states that county directors only interdict secondary school principals, as TSC mandates Board of Managements to interdict secondary school teachers found guilty of professional misconduct.</strong></p>
<p><strong>Deputy county directors interdict primary school head teachers and secondary school teachers in institutions where the BOM is not functional.</strong></p>
