Teachers employed by the Teachers Service Commission, TSC-Kenya, have been and are still a bundle of nerves after news about the looming Pay rise set to affect their November salaries hit the air this week.

What even seems to be sweeter music to the TSC employed teachers’ ears is the fact that the TSC Chief Executive Officer, Dr. Nancy Macharia has affirmed that indeed the November 2021 TSC pay rise is not a pipe dream despite the teachers’ unions going in for a non-monetary Collective bargaining agreement, CBA 2021-2025 in 2021.

According to the current TSC Boss, all teachers will get a raise this month but Primary School Teachers in Grade B5 will be the greatest beneficiaries since they will receive the lion’s share of the approximately 15 billion shillings allocated by President Uhuru Kenyatta for TSC fresh recruitments and pay rise during the 2022-2023 cycle.

New details reaching us now show that the Teachers Service Commission has made it public that the implementation of the 2021-2025 has reached its final stage.

Teachers should therefore expect salary changes next month. In the CBA, primary school teachers currently serving under the newly introduced Career Progression Guidelines, CPGs as opposed to the old schemes of work are the most favoured compared to the other group of teachers.

New TSC Salaries for P1 Teachers 2021-2022

According to the Teachers Service Commission CEO, the least paid primary school teacher will henceforth earn a salary perk slightly higher than sh. 27000.

The change and consequential rise in TSC teachers’ salaries cuts across all Cadres of teachers. Confirmed details indicate that teachers in primary section have been awarded the highest pay rise/ salary increment of sh. 6000. The exact amount that will be deposited into these P1 teachers’ accounts however is less by KSh 120, an amount which will be set aside to cater for the Pay As You Earn, PAYE tax.

The commission says that it favoured primary school teachers because they are the worst hit group who receive the least salary.

The good news is that this change is immediate and teachers will be smiling all the way to the bank at the end of next month with a little top ip on their monthly wages to smitten their hearts.

The move by TSC has been appreciated by all employed primary school teachers who say that life had become unbearable with the little pay.

They say that with the increment, they will be able to acquire basic necessities thereby improving their living standards.

TSC Announces Salary Delays this Month, This is Why

Now that teachers are set to get a Pay rise,, implementing it and phasing it to reflect in their Payslips will take some time owing to the over three hundred thousand teachers currently employed on permanent and pensionable terms across the 47 counties  in the country.

This will mean that this month’s salary is set to be delayed for that reason, meaning Teachers should exercise the patience of a cobra to devour the entire cow.

TSC Probation extended: Teachers currently applying for new TSC teaching vacancies have been hit by a thunderbolt after the Commission announced an extension of their  probation period.

According to the Commission, fresh recruits will only become permanent and pensionable after 10 years.

These latest details are contained in a public notice by the Teachers Service Commission.

“Please note, to qualify for appointment on permanent and pensionable terms of service, a candidate should serve for a minimum of 10 continuous years, effective from the date of first appointment,” read the notice by TSC CEO Dr. Nancy Macharia in part

This means that candidates who will be successfully hired will not qualify for promotions until after September 2030.

The norm has been for newly hired teachers to be confirmed on permanent and pensionable terms after successful completion of six months’ Probation.

According to TSC, this clause is meant to caution job seekers above the age of 45 that unless they work for 10 uninterrupted years, they won’t qualify for pension. “All teachers will be confirmed after six months but we’re only advising them that to qualify for pension, one has to serve for 10 years,” the TSC Communications officer Beatrice Wababu said.

A related report that appeared in the Daily Nation on Friday said that the Kenya National Union of Teachers had protested that TSC was attempting to place the new teachers on a 10-year probation.

“You cannot employ a teacher today, then tell him or her that they’ll qualify for appointment on permanent and pensionable terms after 10 years. That’s ridiculous and we’ll definitely challenge it in court” the report quoted KNUT boss Wilson Sossion. TSC Probation.

Students joining Kirinyaga University (KYU) are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after sitting their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. Interview dates for the 2019 TSC Intern teachers’ recruitment; Kericho County- Belgut

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

KUCCPS 2020/2021 admission lists: JKUAT leads with highest number of freshers

The Jomo Kenyatta University of Agriculture and Technology (JKUAT) emerged as the most preferred university after leading in the numbers of new students’ admissions for the 2020/2021 academic year. In the just released admissions results by the Kenya universities and Colleges Central Placement Service, KUCCPS, the institution admitted 6,006 students who sat for the 2019 Kenya Certificate of Secondary Education, KCSE, examinations. University of Nairobi, UON, cliched second spot after getting 5,894 new students. In third position is Maseno university that got a share of 5,716 admissions. Kenyatta, Kisii and Moi universities got 5,659, 5,566 and 4,948 students; respectively.

This is the third year in a row that JKUAT is taking the lion share of the new students’ slots. Last year, JKUAT lead after admitting 5,901 students.  It was followed by the University of Nairobi that admitted 5,432 students. In third is Kenyatta university that got a share of 5,289 admissions. The Kenya National Union of Teachers, KNUT has issued a stern warning to the Teachers Service Commission, TSC to brace for war if 100, 000 teachers who were denied pay rise for the last one year do not get their dues this week.

The Commission is expected to conclude the last phase of the 2017-2021 Collective Bargaining Agreement, CBA this month. This will reflect the final installment of the Sh 54 billion CBA that was to run for four years since 2017.

KNUT MEMBERS SIDELINED

However, KNUT affiliated teachers have been sidelined from the pay rise since the union won a court case against the implementation of Career Progression Guidelines, CPGs currently being used for the promotion of teachers.

To comply with the court order, the Teachers Service Commission, TSC decided to run a separate payroll for KNUT members hence blocking any benefits from the lucrative pay deal.

Speaking to The Standard yesterday, KNUT Secretary General Mr. Wilson Sossion said the union was running out of patience and would therefore not allow their members to miss out on the upcoming pay rise.

“We have really been patient. I have become a gentleman far too long. I am ready for war,” Sossion warned.

Justifying its decision, TSC explained that it decided to run two separate payrolls to avoid disadvantaging teachers who are not KNUT members.

“One payroll for KNUT members under schemes of service and the other for non-members of KNUT under Career Progression Guidelines, CPG,” said TSC Boss Dr. Nancy Macharia.

KUPPET MEMBERS PAID

Unlike KNUT members, all KUPPET members have benefitted from the CBA since its first phase in July 2017.

With the final phase of the current CBA set to be rolled out this month, it is still not clear whether KNUT members will benefit from the current CBA.

The Teachers Service Commission, TSC yesterday remained mum about the upcoming pay rise refusing to offer any finer details on which teachers are set to benefit from the deal.

If these teachers are not included in the final phase of the CBA, they would have lost a total of Kshs 20, 000 in excess.

NEW TSC SALARIES FOR TEACHERS AS FROM JULY 2020

By the end of July, chief principals who fall in the highest cadre will earn between Sh 131, 380- 157, 656. These principals who fall in Grade D5 currently earn between Sh 121, 814 and Sh 157, 000.

Senior Principals on the other hand in grade D3 will earn up to Sh 104, 644 per month. Deputy principals in grade D2 will earn sh 91, 041 up from the current sh 87, 000 while those in D1 will earn sh 77, 840 up from sh 74, 703.

Headteachers, deputy heads, and senior masters in grade C5 will earn Sh 62, 272 while tutors in grade C4 will take home Sh 52, 308 up from Sh 51,632.

Teachers in grade C3 will earn between sh 43, 154- sh 53, 943 up from a salary range between sh 41, 343-sh 51, 927.

Senior teachers, secondary school teachers, and P1 teachers in special schools in grade C2 will earn sh 34, 955 up from sh 33, 971.

Session said that KNUT teachers cannot continue losing salaries. He was backed up by his KUPPET counter-part Akello Misori who said that all teachers should benefit from the current CBA.

The Teachers Service Commission, TSC, expects appraisers to fill summaries of data on lesson attendance per week for all teachers. These summaries are compiled using the manual TSC sheets and fed into the new Teacher Performance Appraisal and Development (TPAD) system. It should be noted that the summaries are done by either the Deputy Head/ Principal, Senior Master/ Teacher or Head of Department; the one in-charge of the appraisals for teachers.

HOW TO EASILY FILL THE TPAD LESSON ATTENDANCE SUMMARIES FOR ALL TEACHERS, ONLINE

The lesson attendance summaries for all teachers in a school are to be filled on Fridays of every week. This is done before mid night on Friday. It is only the appraiser who is able to file the summaries.

To enter the lesson attendance summaries for teachers, use the procedure below:
  1. Access the New TPAD 2 log in window by clicking on this link: New TPAD2 portal. (Remember you must have to register online before logging in).
  2. Enter your TSC Number, ID Number and Password correctly.
  3. Next, click on Login to access your Dashboard.
  4. Select Appraiser Appraisals from the Menu on the top left corner of your window.
  5. Now, click on Weekly attendance to access the Lesson attendance summaries window.
  6. Scroll down to ‘Add Attendance’ and click on it (This is after you have declared the year, term and the date when the week ends; that Friday).
  7. You will now be able to add each teacher’s weekly lesson attendance Summary.
  8. Click in the box indicated ‘Select Teacher’ and choose the teacher for whom to declare his/ her lesson attendance. Select the Week’s ending date, number of lessons to be taught and the actual number of lessons taught. Then, you will also enter the number of lessons recovered by the teacher and attendance remarks.
  9. Click on ‘Save’ to file the data. Repeat the same procedure for teachers in the institutions. It should be noted that the details (names) for all teachers in the institution have been pre-loaded automatically.

Latest TSC NewsThe Teachers Service Commission (TSC) has started the process of dispatching a total of 1,000 Deployment letters for primary school teachers following the release of a list of teachers who have been deployed to secondary schools this year. The teachers were deployed effective February.

For the first time, TSC has had deployment lists arranged per counties and featuring the deployed teachers’ names, TSC Numbers and current working stations following a public outcry over the mystery surrounding the deployments. Also shown in the Deployment list of teachers are the new working stations plus the subjects.

In spite of the numerous complaints raised, the Commission has dispatched deployment letters to the 1000 teachers deployed recently. The lucky teachers have been promoted to secondary school teacher II (T-Scale 7) and will now earn a monthly basic pay of between Sh34,955 and Sh43,694 plus allowances.

Unsuccessful applicants expressed dissatisfaction with the manner in which the latest TSC deployments were conducted.

They accused the Commission of unfairly distributing the vacancies in favour of art teachers who scooped 97 per cent of the 1000 vacancies.

The teachers alleged that science teachers were discriminated against by being given 3% of the vacancies.

Defending itself, TSC clarified the matter saying that the Commission can only deploy teachers to schools where there are vacancies.

The Teachers Service Commission has advertised 2,120 posts to replace teachers who have
exited service through Natural Attrition (1591 posts for Primary Schools and 529 posts for
Secondary Schools).

ELIGIBILITY 

Eligible candidates should meet the following basic requirements:

(i) Be Kenya citizens.
(ii) Must have original Professional and Academic Certificates.
(iii) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012.

QUALIFICATIONS FOR PRIMARY TEACHERS

Applicants for vacancies in Primary schools must be holders of P1 Certificate and will
be selected from the County merit lists compiled during the August 2019 recruitment
of additional teachers’ exercise.

Successful candidates will be deployed to serve in stations in any part of the country and
not necessarily in the County where they were recruited.

QUALIFICATIONS FOR POST PRIMARY TEACHERS

Applicants for vacancies in Post Primary institutions must be holders of a minimum of
Diploma in Education Certificate. Interested candidates should apply to the Secretary,
Board of Management of the School/Institution where the vacancy has been advertised
and submit a copy to the TSC County Director.

All interested candidates should submit their applications to the respective County
Directors and Boards of Management as above not later than Wednesday 5th
February, 2020.

The Teachers Service Commission will only deal with TSC County Selection Panels and
Boards of Management in this exercise. Individual application to the Commission will NOT
be considered.

Successful applicants must not fill employment forms in more than one station as this will
lead to disqualification.

It is in the public domain that all teachers have been directed by their employer, the Teachers Service Commission, TSC to resume work by Monday, September 28, 2020.

What TSC did not clear however is what the teachers who will be reporting earlier than the learners will be expected to do once they resume work.

There are numerous speculations about what the ministry and the Commission expect of its employees from now onwards.

In this article, we shall shed more light on why exactly the TSC and the ministry of education have recalled teachers on very short notice.

Photos doing rounds in the media right now show the sorry state of some of our public schools. In some areas, classrooms have been washed away following the long rains in the past few months.

Other schools are over-congested. Learners, therefore, have to be reorganized in such a way that social distancing and sanitization are achieved once they resume learning.

In those schools where floods have washed away the classrooms, the teachers are expected to ensure that the learners get transferred to other schools in safer grounds to avoid heightening learning inequalities further in the post-Covid-19 era.

The teachers will also mark points within the schools to ensure that learners do not gather in large numbers at any particular point in time.

Besides, it is upon the teachers to ensure that the learning schedule is reorganized to ensure social distancing among other health guidelines.

According to the latest reopening guidelines, every school should come up with a covid-19 response committee to coordinate response strategies in case of an infection.

The committees will comprise five members: a learner/ trainee, a non-teaching staff member, one board of management member,s and teachers.

Teachers in managerial positions on the other hand are expected to conduct sensitization programs for parents, learners, teachers, subordinate staff, and other community members on the importance of hygiene and social distancing in schools and at home at all times.

Parents and the surrounding community will be made aware of their indispensable role in ensuring the health and safety of learners, trainees, and staff.

Learners will be sensitized using age and gender – appropriate information education communication materials on covid-19 prevention and control.

 

This, therefore, means that school heads will be obliged to develop awareness messages on key infection, prevention, and control measures to promote good hygiene practices.

They will also work hand in hand with school sponsors to provide psychosocial and spiritual support to both learners and staff to help mitigate the psychological impact of the pandemic.

School heads will also be expected to carry out a risk assessment for suitability focusing on space, water, sanitation, provision of meals, and transport of learners and develop mitigation measures.

Teachers, parents, and religious organizations also have a key role to play by ensuring they work closely with the Ministry of Health and the whole institutions’ ecosystem.

Identification of at least one health facility within a 10-kilometer radius and collaboration with county governments to have some health officials assigned to every school for regular health monitoring and sensitization has to be done in time.

Heads are expected to collaborate with MoH through sub-county education offices to identify quarantine centers, at least one in every sub-county in case the pandemic reoccurs.

Extra care should be taken while isolating minors especially the girl child to ensure that children and student’s rights are safeguarded at all costs.

Lastly, teachers are expected to ensure there is a designated room within the institution’s premises for use as a sickbay or temporary isolation if the need arises.
